EGIDOR ESGUERRA is not the typical OFW Filipino nurse. The General Santos native sports long hair, tied at the back, with a moustache and goatee. But his rugged looks humbly mask the heroic feat he pulled through from hell, the Gaza Strip. Esguerra can be considered a “veteran” of the Gaza war. He has been assigned five times to the enclave by his international humanitarian medical group, Médecins Sans Frontières or Doctors Without Borders (MSF), since 2018. “I was on my sixth mission to Gaza. I arrived in Gaza on October 2, and then October 7 happened,” he said, referring to the surprise Hamas infiltration inside southern Israel where 1,200 people were killed. In the previous Gaza conflicts, exchange of rockets and gunfire between Hamas and Israel would last for only 48 hours. He explained that MSF has provided foreign workers like him with “safe rooms” where they can take shelter whenever there are siren calls, warning of missile strikes. But the Israel bombings were relentless, and he realized that war would drag on when the Israelis bombarded a building next to theirs on the fourth day of the campaign. “An airstrike hit a building less than 500 meters away from us. We could feel our houses shake,” the Filipino nurse recalled.
Evacuating MSF staff out of Gaza
IF there are conflicts, wars or disasters, there are surely volunteers from MSF. The group was initially founded in Paris—thus the French name—and is now based in Geneva. In 1999, they were awarded the Nobel Peace Prize in recognition of their pioneering humanitarian work to millions of people in more than 70 countries. Filipinos are familiar with MSF as their volunteer doctors and nurses set up makeshift hospitals and treated survivors of Supertyphoon Yolanda (Haiyan) in 2013. They were also one of the international aid agencies who came to help hundreds of thousands of
people displaced by the Philippine Armed Forces campaign against the ISIS-inspired Maute group in Marawi City. It is no wonder, MSF is likewise present in Gaza as well as in other occupied Palestine territories like the West Bank. Since 1989, its foreign and Palestinian staff have provided surgery, occupational therapy, psychosocial support and health education to millions of people there who are victims of the 16-year conflict. Aside from being an emergency nurse, Esguerra played a more critical role in the MSF as a medical coordinator. He recruited most of the MSF Palestinians. To avoid duplication of assistance, he also had to coordinate with partners such as Gaza’s Ministry of Health, so-called “interlocutors” or the network of international different organizations. Esguerra said when the missile struck a building near the MSF headquarters, they had to evacuate and move to somewhere safer. At first, they thought of the basement of the United Nations Development Programme (UNDP) compound also in Gaza City, but then later, they were told to move to three different locations towards the southern tip of Gaza. While MSF staff had moved from one place to another for safety, they needed to find ways to survive and continue helping injured Palestinians, especially children. The MSF estimates there were 10,000 people wounded, 4,000 of them children. The hospital bed capacity in the enclave is only 3,500. Doctors had to stitch the wounds, operate on or sometimes cut the limbs of injured children without anesthesia.

the MSF that they will be striking a Hamas target less than 100 meters away from their position. “We were given a warning in advance that it will be hit. And there’s no opportunity already for us to move to another location. For an hour, it was an intense moment for us to wait for the Israeli air force to hit their target. And when it happens, it happens. It is difficult to describe the effect of bombardment kapag malapitan po [when it’s just nearby],” he said. Family members of the MSF Palestinian staff and volunteers also become victims of violence, i.e., their houses getting razed or family members killed. Despite this, their Palestinian staff remained faithful to their service to them, the foreign workers—delivering their food and making sure they are safe. The MSF headquarters in Geneva subsequently decided it was time to evacuate their foreign workers out of Gaza. Esguerra was then given a new assignment—the team leader in charge of security for foreign workers of MSF. “It was a big responsibility that was given to me. I was given a responsibility to be the evacuation team leader for 22 international medical staff of Doctors Without Borders. Ako rin po ang [I was also] responsible for the security of our team. Every time there is a movement, bombings close to our areas,
I have to report to our task force based in Jerusalem,” Esguerra said. One of the MSF foreign workers is a kababayan, Darwin dela Cruz. The MSF said dela Cruz is still recuperating from the trauma, and declined to allow BusinessMirror to interview him. Aside from the 22 MSF foreign workers, Esguerra was also given the task to take care of the evacuation of 13 other foreign workers from other international organizations. “It was quite an intense moment because I have to take care of my team not only physically but also mentally,” he said. On November 1, under his leadership, Esguerra was able to extricate himself, dela Cruz and 33 other international workers out of Gaza. They were the first batch allowed by the Israeli and Egyptian authorities to leave the enclave. Relieved, President Marcos Jr. announced the escape from hell of the two MSF workers. Esguerra is now in the Philippines, and was given six weeks to rest, and possibly recuperate from the mental trauma caused by the war. He still thought of the war, the Palestinian people they worked with and met, the cries for help and the gargantuan humanitarian crisis they left behind. Asked if he would return to Gaza given another chance, he replied, “Yes.”

IVE years ago, the leader of Hamas in Gaza, Yahya Sinwar, scrawled a note on a document that he knew Egyptian intermediaries would hand to Israeli Prime Minister Benjamin Netanyahu.
Take a “‘calculated risk’ on a ceasefire,” Sinwar wrote in Hebrew, according to former National Security Adviser Meir Ben-Shabbat. Not long before, the Hamas chief had said something similar to an Italian journalist: “I don’t want war anymore. I want a ceasefire.” His ambition for the impoverished Palestinian coastal strip? “We can be like Singapore, like Dubai.” In the wake of Hamas’s longplanned and brutal October 7 as-

sault on Israel, the Israeli security establishment is looking back on his words in a new light: as part of an effort to create the illusion that Hamas, considered a terrorist group by the US and European Union, was limiting its embrace of violence to focus on governance. Israeli officials now acknowledge that a sense of complacency had set in around Hamas. In recent years, the military had greatly reduced its surveillance of the Gaza border fence, relying on electronic sensors and transferring troops out of the area to guard settlements in the West Bank. As Israeli analyst Chen Artzi Sror wrote recently in the Yedioth Ahronoth newspaper, ambitious military intelligence analysts preferred to focus on Iran and Syria because working on Palestinian issues was not considered of existential importance.
Deceived?
THE overarching sentiment was that Hamas had been deterred, and that the real challenges lay further afield. “Sinwar read the Israeli consciousness very well,” said Michael Milshtein, former head of Palestinian research for the military’s intelligence department. “He wanted Israel to believe that Hamas was concentrating on stability in Gaza, promoting civil affairs. He planted this wrong idea in the minds of Israelis.” Today, as the Israeli military reduces much of Gaza to rubble in its mission to destroy Hamas, killing more than 11,000 people in the process, according to the Hamasrun health ministry, Sinwar is emerging as the assault’s mastermind. He’s the top target for assassination, assumed to be hiding deep in a Gaza tunnel, “like a little Hitler in a bunker,” as Netanyahu put it recently. As the October 7 attacks remake regional—even global—politics, raising a risk of broader war, it’s notable that the dynamic that gave rise to it is one of intimate enemies. Sinwar and the Israelis have been watching and analyzing one another for decades.
The transformation
BORN in a poor neighborhood of the southern Gaza town of Khan Younis, Sinwar, 61, helped found Hamas’s military wing in the late 1980s as the first Palestinian uprising was underway. He later took on
the task of rooting out Palestinian collaborators with Israel, and was responsible for killing four of them. Israeli military authorities, at the time still operating inside Gaza, sent him to life in prison in 1989. Behind bars, Sinwar achieved deep fluency in Hebrew and Israeli society, regularly reading newspapers along with the biographies of key Israeli figures. He also became the uncontested leader of Hamas prisoners. According to Israeli officials and a former Hamas activist, while in prison he continued to have collaborators killed—including one he personally beheaded. Officials describe him as a cold-blooded, magnetic leader; a compact, sinewy man whose closecropped hair and beard have by now mostly turned white. In the early 2000s, while in prison, Sinwar began experiencing headaches and blurred vision. He was taken to the Soroka Medical Center in Beersheba where a surgeon removed a brain tumor, saving his life. Betty Lahat, the prison system’s intelligence chief at the time, said in a TV documentary that she tried to use that event to recruit him as an agent. “I said, the state of Israel saved your life,” she said. “I thought I could turn him into one of ours, but he wasn’t interested. He kept talking about the day he would be released. I told him you’re never getting out. He said there’s a date: God knows it.” There was a date. It was October 18, 2011, when Israel exchanged more than 1,000 Palestinian prisoners for an Israeli soldier held by Hamas, Gilad Shalit. Among those released—and the man who drew up the list — was Sinwar. Because he’d killed fellow Palestinians and not Israelis, and was no longer young, some Israeli officials didn’t object to his being on the list. Others did. “There was talk of how he was not a threat,” recalled Milshtein, the former intelligence officer. “He doesn’t want to return to dangerous activity, he’s forgotten how to plan a terror attack. I tried to tell them they were wrong. Hamas is a mission for your whole life. It took him only a week to return to his connections and activities. Today, Hamas in Gaza is Sinwar.”
‘Misled’
HE rejoined Hamas at a senior level and by 2017 had been elected the group’s leader for all of Gaza, replac-
ing Ismail Haniyeh, who was sent to Qatar. “Hamas and Sinwar misled Israel and made it think war wasn’t an option for Hamas,” Akram Atallah, a Gaza-based columnist for the West Bank newspaper Al Ayyam, said by phone. “It was a sophisticated misinformation campaign deceiving Israel into believing they were seeking peace, workers, and economic life for Gaza residents.” After the October attack, a senior Hamas official, Ali Baraka, told the Russian state channel RT something similar—that the group had prepared for October 7 for two years while fooling Israel into thinking it was “busy governing Gaza.” Planning encompassed not only the attack, but also how Hamas would rule in its aftermath. That was the subject of a 2021 conference in Gaza entitled “The Promise of the End of Days,” where Sinwar delivered the keynote address. A summary document revealed it to have dealt with the topic of what to do with Israeli experts once the country was defeated: “Keep the Jewish scientists and experts in the fields of medicine, engineering, technology, civil and military industry for a while and do not let them leave with their knowledge and experience.” While Hamas officials never spoke directly to Israeli authorities, Sinwar worked through intermediaries to persuade Israel of his group’s benign intentions. As part of these efforts, he collaborated with the Palestinian Authority to negotiate Israeli work permits for some 18,000 Gazans, allowing them to work as day laborers within Israel. It was some of these workers who Israeli security officials say drew maps of the communities and made lists of local families to orient the Hamas militants before October 7. Since the attacks, Sinwar has not issued any statements or spoken to the press. Meanwhile, 75 miles away from where the attacks took place, a poster hangs on the wall of the defense ministry in Tel Aviv. It features dozens of Hamas commanders with lines drawn across the faces of those who’ve been killed. The plan is to fill the poster with marks. Sinwar is at the top.

MAP backs EDSA Busway restrictions, except for ‘most essential’ exemptions

HE Management Association of the Philippines (MAP) on Friday said it is supporting the restrictions imposed by the Department of Transportation (DOTr) on the access and use of the EDSA Busway, but pointed out that only the “most essential” exemptions must be allowed. “But we must state that the proposal of the MMDA [Metropolitan Manila Development Authority] to allow a ‘convoy of 5 vehicles of officials’ on the Busway runs counter to globally accepted Busway standards that account for its efficiency,” MAP said in a news statement. The business group emphasized that this MMDA proposal must not become a policy, noting that the Busway is a “dedicated carriageway” for buses to transport commuters that was introduced as a solution to the previous “chaotic and inefficient” bus service extant for many decades to the detriment of commuters. Now that a solution has been introduced with “demonstrated effectiveness,” MAP stressed that it must not be allowed to be compromised or degraded by lax or what it called “pusong mamon” enforcement. According to the business group, accommodating convoys of officials demonstrates “inconsistency” of public policy that tend to favor the privileged few over the “overwhelming” majority of the commuters and motorists, who the group said, deserve an efficient EDSA Busway. According to local news reports, MMDA announced that the Transportation department, in a letter
dated November 14, gave it nod to its recommendation to allow the convoys of the President, Vice President, Senate President, Speaker and Chief Justice to use the Edsa carousel bus lane starting November 20 “to provide assistance in the performance of their duties.” MAP explained that the “restricted access and exclusivity” of the Busway, aside from its alignment on the innermost lane, are the two most important standards governing the operation of Busway and Bus Rapid Transit (BRT) systems. These standards, the business group pointed out, are the “very reasons the Busway and BRT system are the most cost-effective urban mass transit system in the world.” Hence, it said that all efforts must be exerted to adhere to these Busway standards to protect it from being “degraded.” “ Violation of Busway standards w il l spel l the doom of this EDSA Busway and chaotic bus ser v ice w i l l reig n once aga in as before when over 3,0 0 0 buses c log ged the curbside yel low bus lanes and caused traffic tur moil,” M A P said in its statement. HE Philippines and the United States revived a 1968 nuclear cooperation agreement signed during the administration of the late strongman former President Ferdinand E. Marcos Sr. allowing US to share its technology to the Philippines for peaceful purposes. Fifty-five years later, under the administration of his son and namesake President Ferdinand R. Marcos Jr., the Philippines and US brought back to life the “123 Agreement” and put back on the table the plan to build nuclear power
plants in the Philippines and solve its energy crisis. Philippine Energy Secretary Rafael “Popo” Lotilla and US State Secretary Anthony Blinken signed the agreement in San Francisco, at the sidelines of the Asia Pacific Economic Cooperation (APEC) Summit Friday. The President witnessed the signing of the new landmark agreement, which will pave the way for the country to import nuclear nuclear equipment and material from the US. The President hailed the finalized accord since it supports his administration’s push to include nuclear power generation plants in the country’s energy mix.
“We see nuclear energy becoming a part of the Philippine energy mix by 2032, and we would be more than happy to pursue this path with the United States as one of our partners,” Marcos said during the signing event. The country’s “123” accord was the fastest to be negotiated and signed by the US government, according to the Chief Executive. The Philippines and the US completed the negotiations of the agreement on September 19, 2023. Marcos said the country will be “opening its doors” for US companies to invest and participate in domestic nuclear power projects.
Earthquake shakes Eastern Mindanao

AVAO CITY—A shallow but strong earthquake shook a wide portion of eastern half of Mindanao at late afternoon on Friday. The temblor lasted more for than a minute. The Philippine Institute of Volcanology and Seismology (Phivolcs) said the earthquake was measured at a very strong Magnitude 7.2 some 30 kilometers southwest to the sea from the southernmost Sarangani Island of Davao Occidental. It has a depth of 10 kilometers but its shaking at 4:14 pm was felt
strongest at Intensity 8 in General Santos City, Glan Sarangani and many towns of Sarangani and South Cotabato. PBBM to meet with Xi to ease SCS tensions

RESIDENT Ferdinand R. Marcos Jr. said he will have a meeting with Chinese President Xi Jinping for a second time this year to discuss ways to ease tensions in the South China Sea (SCS) that have escalated in recent months. Marcos will seek Xi’s views “on what we can do to bring down the temperature, to not escalate the situation” in the disputed sea, according to a statement on Friday by the Presidential Communications Office (PCO). The meeting would be for “some time today,” the statement said, without providing details. “After that, we will put together the ways forward because we are continuously trying
to maintain the peace,” Marcos said, adding that he’s looking to “strategize for the near future” and determine the country’s “proper” role in the SCS. Marcos and Xi are attending the Asia-Pacific Economic Cooperation summit in San Francisco. The talks between the two leaders would be the first since January when Marcos met Xi during a state visit to Beijing where they agreed that the maritime dispute is not the sum-total of their relations. But ties were strained weeks later. Marcos in early February granted the US military access to four additional Philippine sites, including bases near Taiwan, in a move that angered Beijing. The US, meanwhile, has repeatedly assured
the Philippines of its ironclad commitment to defend the nation in case of an armed attack in the disputed sea. The Philippine leader in February summoned Beijing’s envoy in Manila after the Chinese coast guard directed militarygrade laser at a Philippine vessel in the South China Sea, which temporarily blinded the Filipino crew. Since then, tensions flared up as Manila accused Chinese vessels of harassing Philippine boats resupplying its lone outpost in the Second Thomas Shoal, part of Beijing’s expansive claims over SCS. During a resupply mission early this month, a Chinese ship fired water cannon at a Philippine boat, while last month, vessels from both
countries collided in two separate occasions. Concerns about geopolitical tensions hurting economic ties emerged after Manila decided to drop Chinese loans for three railway projects and look for other funders. The Philippines’ Department of Foreign Affairs on Thursday said Manila was not walking away from China’s Belt and Road Initiative when asked to comment on reports suggesting such move. “The Philippines is still implementing infrastructure projects funded with Chinese official development assistance,” the department said, citing a memorandum of agreement signed on the Belt and Road Initiative in January this year. Sen. Poe prods Congress to frontload passage of bill creating dept of water

ENATOR Grace Poe, conveying concerns to ensure clean water supplied to consumers, pressed Congress to frontload passage of an enabling law creating the proposed Department of Water, reminding that “the country’s water woes are too big to be met by fragmented responses.” In a statement, Poe urged the private sector to work with the government in ensuring sustainable water management and access of the people to safe drinking water and sanitation. “The irony is that although there is a horde of offices involved in water, there is no one agency that has overall responsibility,” Poe pointed out in a forum on Water Security Strategy organized by the Coca-Cola Company. “Simply put: Our ‘tubig’ sector is too big. So before we all sink, we need nothing less than a Titanic reform to prevent a Titanic disaster,” the senator added. The presiding chairperson of the Senate
public services committee lamented that while a number of water-related agencies exist, “there is evident lack of leadership and holistic planning for the sector.” Poe’s Senate Bill No. 102, to be known as the National Water Resource Management Act as soon as it is enacted pitches for the creation of a Department of Water Resources. The bill is currently pending at the committee level. This new agency will be the primary polic y planning, coordinating, and implementing entity responsible for the comprehensive and integrated development and management of water resources in the Philippines, said Poe. “Undoubtedly, the impact of having access to clean water is life-changing. But who decides which communities will receive this blessing? Consequently, one area that needs to be immediately addressed is our fragmented institutional, regulatory, and management framework,” the senator stressed.
She conveyed concerns that “the proposed department is urgent and needed as water has become a critical resource all over the world. This calls for investments in infrastructure, technology and capacity building to meet the increasingly growing needs of the population.” “Lamentably,” Poe deplored that in the Philippines, “two out of every 10 families do not have access to an improved source of drinking water. Two out of 10 families also do not have access to any sanitation facility. And three out of 10 Filipino families do not have access to a hand-washing facility.” Based on a study of the National Economic and Development Authority, the water availability per person in the country also amounted to 1,553 m3 (cubic meters) per year. She described this as “worrisome because 1,553 m3/year falls below the international ‘water stress’ threshold of 1,700m3/year and approaches the ‘water scarcity’ threshold of
1,000 m3/year.” “A regulatory authority is necessary to ensure efficient allocation of this scarce resource. In addition to this important task, a regulator is also needed to determine just rates for water services,” she said. Poe said that the government alone couldn’t accomplish developing the water sector. Her bill seeks to enable the private sector, civil society and community-based organizations to be involved in the delivery of water supply, sanitation, and septage services to end-users. “Our proposed law could be a game-changer in the area of water stewardship,” she said. “Water is indispensable for leading a life in human dignity. Let us work together to lift the floodgates of bureaucracy, attain sustainable consumption and production, and ensure that clean water flows to every household like a mighty stream,” Poe added. FFW calls for restoration of SUCs’ CO budget to boost employment

ABOR group Federation of Free Workers (FFW) has called on the restoration of the capital outlay (CO) budget of State
Universities and Colleges (SUC) to boost employment. At the National Tripartite Conference
organized by the Department of Labor and Employment (DOLE), FFW noted that education should be a priority by reinstating the slashed budget “for the preparation of human resources.” “The FFW highlights that reinstating these funds is critical for the preparation of human resources poised for the modernization of agriculture and the Fourth Industrial Revolution, encompassing digitalization, artificial intelligence, and robotics,” said FFW in a statement. Earlier in September, Department of Finance (DOF) Secretary Benjamin Diokno called for a review on education funds. He said the Universal Access to Quality Tertiary Education Act (UAQTE) is “inefficient and wasteful.” The UAQTE law was enacted by the Duterte administration, providing free tertiary education in state universities and colleges (SUCs). The Finance chief is also proposing a
national examination to qualify students who are entitled to free education. “The core of my proposal to revisit the present free college education is how to optimally allocate resources funded largely by taxpayers for education,” Diokno said. Since then, the labor group has been against Diokno’s plan to slash SUCs’ budget. “Education is not an expenditure but an investment in our nation’s future,” said Vilma Garcia, union president of FFW at the De La Salle University Health and Science Institute. Investing in education would help the economy, and this would assure workers that their taxes are being spent well, said Garcia in a statement. “Ensuring that SUCs get the budget they deserve also ensures that teachers, who mold the minds of our youth, are well-compensated and enjoy the benefits they deserve,” said FFW. German-PHL companies say they’re in a ‘better’ biz situation, but cite need for skilled workers

ALF of the businesses engaged in German-Philippine economic relations said they are in a “better business situation,” but underscored the need to employ more as they cited the “lack of skilled workers” among the top issues in the business landscape in the Philippines, according to a survey conducted by the German-Philippine Chamber of Commerce and Industry (GPCCI). The Fall 2023 AHK World Business Outlook Survey, which was conducted by the GPCCI in October 2023 noted, however, that this is “slightly lower” by 12 percent compared to the 62 percent of the respondents who said six months ago that they are in a better situation. Likewise, the survey showed that the percentage of firms, which forecast optimism in business development for the next 12 months also slightly declined to 68 percent in the fall survey from the 74 percent result in May 2023. In contrast, the GPCCI survey listed the “biggest risks” to these firms’ economic development in the next 12 months. Some 38 percent of the firms in the survey said they see prices of energy as the biggest risk; 37 percent cited demand and lack of skilled workers; and 32 percent said exchange rates and economic policy conditions are the biggest risks for their companies for next year. GPCCI Director and Policy and Advocacy chairperson Marian Norber t Majer underscored, “While many of our respondents want to employ more, we see that the lack of skilled workers remains to be one of the identified top issues.” As such, he urged the government to “look at strategies and policies that promote skills development in our country that can both benefit local and foreign employment opportunities for Filipinos.” In relation to this, the survey noted that 54 percent of the firms said they would hire more in the next 12 months. This is slightly higher than the 50 percent figure in the survey conducted by GPCCI six months ago. Meanwhile, when asked how they judge the local economic development in the next 12 months, 46 percent of the participating
firms in the survey said they “forecast the same development on local economy” within the one-year period. With this, 41 percent of the participating firms are planning to invest the same amount in the country in the next 12 months. Moving forward, these firms unveiled the top three areas to make significant investments in 45 percent of the companies are planning to invest in Sales and Marketing; 39 percent are eyeing the Services sector, and 27 percent plan to earmark money for Research and Development. As to the top factors that these firms take into account when deciding to invest locally, 56 percent said they consider Market Size or Market Development; 33 percent said they look at the local economic policy framework and 29 percent of the firms said diversification is on top of their minds when making local investment decisions. In anticipating the impact of the EUPhilippines Free Trade Agreement (FTA) on businesses involved in German-Philippine economic relations, the survey showed that 46 percent of the respondents view the trade deal as “very important” to the company’s operations success. However, these companies cited specific challenges they encounter when exporting goods and services from the Philippines. Based on the survey, 39 percent of the firms identified “cumbersome” customs procedures; 37 percent cited tariffs and quotas; and 36 percent said technical barriers to trade such as conformity testing and certification are the issues that they face when exporting goods and services. On the other hand, the firms noted the potential benefits that they foresee for their businesses as a result of the EUPhilippines FTA. About 40 percent of the companies said with the trade deal, they will be able to “expand/maintain current investments;” 33 percent said the trade deal will help them “gain competitive market advantage”and 32 percent of the firms said this FTA would enable them to consider new investments. BSK disqualifications hit 39 and rising–Comelec

HE Commission on Elections (Comelec) has disqualified 18 more Barangay and Sangguniang Kabataan (BSK) candidates, reaching a total count of 39 as of writing. At least 29 of the candidates were disqualified for premature campaigning, three for “misrepresentations” in their certificates of candidacy (COC), and two were declared nuisance candidates. A candidate was disqualified due to a sentence of final judgment of an offense with a penalty of imprisonment for more than 18 months. Another one for a complaint involving removal from office as a result of an administrative case. Lastly, a candidate was taken out in the
running due to a case with penalty of perpetual disqualification to hold public office by virtue of an Ombudsman decision. Last Friday, Comelec reported they have disqualified 21 candidates in the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) for premature campaigning and vote buying. Comelec has not specified how many of the disqualified candidates won in the polls. However, candidates that have won may have their proclamation suspended by the poll body. Comelec spokesman Atty. AN JOSE DE BUENAVISTA, Antique—Senior citizens 85 years old and above in Antique are entitled to an annual social pension as provided for in the amended version of the Elderly Welfare and Development Code of the province of Antique approved by the provincial board on Monday. “In the new ordinance, there is now a provision for sustainable funding support for both the indigent and non-indigent senior citizens,” board member Mayella Mae Plameras-Ladislao, sponsor of the ordinance that amended Provincial Ordinance number 144 creating the code, said during the session. Plameras-Ladislao said the older version of the ordinance provided only a onetime social pension of P2,000 for 85 to 89 years old, P3,000 for 90 to 94 years old, P5,000 for 95 to 99 years old and P30,000 for 100 years old and above. With the amendment, all senior citizens in the province will receive a pension annually depending on their age bracket. “The senior citizens should comply with the requirements to avail themselves
of the social pension, such as the certificate of eligibility signed by the claimant assessed/interviewed by the social workers of the local government unit [LGU] or the Provincial Social Welfare and Development Office [PSWDO] and the certification of the Office of Senior Citizens Affair [OSCA] head on their residency,” she said. The social pension will prioritize indigents or those in a crisis situation. Upon complying with the requirements, the authorized representative can get the full stipend should the beneficiary dies any day within the year. The requirements include the certificate of eligibility to claim signed by the OSCA and duly noted by the Municipal Social Welfare and Development Office, death certificate and a photocopy of the OSCA identification card of the beneficiary, ID of the claimant and affidavit of adjudication. The PSWDO record showed around 3,000 of the 72,028 total elderly population in the province are 85 years old and above and receiving a social pension from the provincial government. The amended version will take effect in January 2024. PNA
Camarines Sur Rep. LRay Villafuerte emphasized the importance of assisting the National Commission on Senior Citizens (NCSC) as well as the Department of Social Welfare and Development (DSWD) in identifying and supporting senior citizens and solo parents in their respective communities. Villafuerte made a statement as he commended the winners for their success and called on them to fulfill their electoral mandate by prioritizing the needs of vulnerable sectors. Villafuerte said local officials need to assist in completing the database because the NCSC has reported only 3,381,049 elderly registered as of November 12, 2023, or just about a fourth of all senior citizens in the country. The NCSC earlier called on senior citizens to sign up on its website to create a database that will be used for pro-elderly programs, including the grant of the monthly pension, which will be doubled
from the current P500 to P1,000. According to Philippine Statistics Authority (PSA) data, there were some 12.3 million Filipinos 60 years of age and older as of May 2020, or roughly 11 percent of the country’s estimated population of over 109 million. Villafuerte also highlighted the need for collaboration to achieve a 100 percent increase in the monthly allowance for indigent senior citizens. He appealed to the Senate to approve the proposed budget for the pension fund, emphasizing the responsibility of local officials to protect vulnerable sectors, as mandated by the Local Government Code. The legislator also stressed the urgency for local officials to facilitate the registration of elderly and single parents, stressing its role in preventing poverty in these demographics. With a transition period granted to the winners, Villafuerte encouraged them to swiftly engage in their responsibilities and con-

wake up. Another good day to live. Yes, thank heavens for this gift of a day despite the body aches, the failing eyesight, the dizzy spells. I breathe in unison with 10 million seniors in the Philippines and 1 billion around the world. They say I can live up to age 80 or 90 with today’s better healthcare. Who knows I might be counted as one of the 426 million octogenarians whose numbers are estimated to triple between 2020 and 2050. The bonus years between age 60 and 80 are romantically called “the golden sunset years.” Ahh, it has a nice ring to it, especially among old
folks who resent being considered oldies or seniors. Tell me, what is blissful and golden about spending those extra years in and out of hospitals, making regular visits to the doctor’s clinic, being poked here and there, getting pricked for blood chemistry tests, going through MRIs and various scans, and God forbid, having weekly dialysis because of failing kidneys or getting ambushed by a stroke that renders half of your body in a state of paralysis and degeneration? All of which demand a lot of time and attention, not to mention money, from our children because
we, their aging parents, are dependent on them. The stark reality is that the burden grows heavier and gets more prolonged beyond their means. One exasperated family member was overheard saying: “Ano ba yan? Biglang kibot, ospital na naman agad.” Ouch! Just recently my wife and I attended the burial of one of her last surviving aunts. She lived to age 92. One thing we noticed was the absence of the usual loud sobbing and crying. The ritual of burying seemed so perfunctory. The family members looked more spent than sad. The late aunt was already very sick, in early dementia, when she asked to be brought home from California more than a year ago. She had worked hard in that country to save up for exactly this eventuality. But it took another year and a half and several false alarms and trips to the hospital before the sands of the hourglass finally ran out. Needless to say, it took a toll on the family financially and psychologically. Confined in the ICU three days before expiring, she left behind a family that is still scrambling to cover the huge hospital bills. The savings she put aside had long been depleted. So I could understand why even after putting the late matriarch to eternal rest, the family can’t still breathe a big sigh of relief. The Philippines is supposed to be a good place for sick elderly people where children and close relatives can be counted on to provide loving support until the very end. Every Filipino family has a “designated martyr,” preferably a single female member, the “matandang dalaga” who will devote her life to caring for the parent till the end. The rest would be expected, of course, to
visit from time to time, providing moral and financial support. Times have apparently changed. The traditional “designated martyr” is a thing of the past. When a bedridden and barely conscious parent keeps on breathing unendurably too long, whose turn to be by her side becomes a constant source of irritation and contention. So now the task is outsourced to an unemployed relative who is given a regular allowance. If budget allows it, the family hires a professional caregiver so they can all go on with their respective lives. Which brings us also to the “hilian” (blame game) regarding money. Sometimes the richer member who has been so obliging at the beginning is made to realize by a whispering in-law that he should also oblige the other members to chip in too: “Bakit ikaw lang? Asan ambag nila?” Do children owe their parents this kind of burden, which some call “utang na loob”? Are parents automatically entitled to this debt of obligation? Ruminate on all of these before you tumble out of bed saying it’s a good day to live. My wife and I have aging bodies. We are now both walking drug stores. Our respective medicine organizers are filled with all kinds of prescribed drugs. Fully filled on Sunday, empty the following Sunday and refilled for another week. “Money seems to slip through my fingers,” is one line from the movie “Amadeus” that comes to mind as the small fund we stashed away for our end journey gets less and less. With inflation, it will never be enough to underwrite the costly travails we face while waiting at the departure lounge.
Call it pride, but I wouldn’t want to pass the burden to our children who are also finding it difficult to make ends meet during these inflationary times. It’s more a case of empathy. I look at married young adult and middle-aged Filipinos who are now carrying the load of supporting two families: their own families and their parents living with them under the same roof. I see my own son, a widowed single father with two fast growing children, hesitating to marry again. He would rather give his extra pay to us, his parents who have unending medical issues. I feel rueful to note our two other adult children are foregoing marriage partly because they’re unwilling to leave us at this stage of our journey. I see my daughter devote her time to be at the side of my wife, her mother, waking up early even after only a brief sleep to accompany her to the doctor for every check-up as well as medical procedure she needs to undergo. She adamantly gives part of her income to my wife in spite of our objections. This is why I resent seniors who feel entitled or demand to be pampered. Instead of being demanding, we need to show more consideration and more gratitude to our children. When my son comes home at night, tired and hungry, my wife makes sure she has a hot good meal ready for him. At supper, I eat less, just to make sure there’s enough left for him later. We make sure his kids are well cared for, filling the absence of their late mom. We show consideration when we are punctilious in maintaining our health. We eat right, sleep enough, exercise lightly, and take our medi-

It’s the least we can do in return for the “sacrifices” our children are willing to do for us. This is also partly the reason why I still accept consultancy work, to add to my measly monthly pension, and to replace the used-up “end journey” fund little by little, so our children wouldn’t have to cover for us. It shouldn’t just be me. Able seniors should strive to be employable again and become financially independent so they can be better prepared for the ordeal of advanced stage of aging. All it takes is a little re-motivation and re-training to be equipped with new know-how aligned with the times. On the other hand, let’s motivate health insurance companies to re-think their policy of stopping medical insurance coverage at age 65. The irony is that age 65 and up is precisely the time when we need medical insurance the most! If need be, let government provide incentives to make it worthwhile for these insurers so they don’t lose money on payouts for seniors’ consultation and hospitalization expenses. Someone once said, youth is wasted on the young. Equally, long old age can also be a waste of our young. Let’s make sure the demands of our prolonged aging does not dissipate and squander the opportunity of being young that all our children should enjoy. To aging retirees like me: let’s not pass on the heavy burden too soon to our children.

HE Universit y of Santo Tomas-College of Science hosted the “Distinguished Alumni Lecture in Chemistry” that highlighted the application of the particular branch of science in cancer and mental-health research. Dr. Meden Isaac-Lam, who is currently an associate professor at Purdue University in Northwest Indiana, United States and a UST alumna (Bachelor of Science (BS) in Chemistry, Class of 1980) delivered a captivating discourse which delved into the significance of chemistry in treating cancer and mental disorders. Her talk: “Chemistry Applications in Cancer and in Mental Disorder,” presented pioneering research that promises advances in two key areas. The lecture highlighted the synthesis of photosensitizers for potential use in photodynamic therapy. The compounds, according to her, show potential versus triple-negative breast and prostate cancers. In addition, she discussed the application of chemistry in un-
derstanding post-traumatic stress disorder—a mental health concern for American military personnel. Her innovative use of magnetic resonance imaging and spectroscopy revealed metabolic imbalances in specific brain regions of individuals with PTSD, as she shed light on potential correlations between neurometabolites and the disorder’s severity. The lecture, co-sponsored by the UST Department of Chemistry, the Research Center for the Natural and Applied Sciences and the UST Graduate School, drew an audience composed of BS Chemistry students, the College of Science academic staff, RCNAS researchers, and UST Graduate School students. Under the Japan-Philippines Economic Partnership Agreement (JPEPA), the 247 candidates will undergo six months of training on Japanese language, culture, and society prior to their deployment to Japan. The upskilling will be implemented online and onsite by the Nihongo Center Foundation Inc. and the Japan Foundation-Manila (JFM). Daily living and tablet computers with Internet data allowances were provided to each candidate for the duration of the training. An additional six months of language training will be con-
ducted for the candidates upon arrival in Japan, prior to their assignment in hospitals and care-giving facilities. Candidates who will pass the Japanese national examination for nurse or caregiver during the JPEPA program can further their employment in Japan as full-fledged nurses or certified care workers. he Happiest Place on Earth is going to be even happier starting this Monday, November 20 as World of Frozen, the widely-anticipated themed land and newest attraction in Hong Kong Disneyland officially opens to the public. Touted as the world’s first and largest “Frozen” themed land, World of Frozen is inspired by the hugely popular “Frozen” and “Frozen 2” 3D animated films produced by Walt Disney Animation Studios. In addition to an upcoming second sequel (yes, “Frozen 3” is happening and a “Frozen 4” is also in the works), and two short animated films, the franchise has now spawned merchandise, video games, books, a Disney on Ice show, a Broadway stage musical and yes, theme park attractions. Developed by Walt Disney Imagineering, World of Frozen is the first of the Frozen-themed lands, with Frozen Kingdom, opening in Tokyo DisneySea to open in 2024 and Kingdom of Arendelle, scheduled to be one of the new attractions in Walt Disney Studios Park in Paris, France this 2025. Along with other members of the international media from all over the world, BusinessMirror was invited for an invitational preview of World of Frozen just days before it is scheduled to open. There we spoke with Michel den Dulk, Senior Concept Designer at Walt Disney Imagineering who gave us some insights as to what went into the process of developing World of Frozen. “A project like this takes a long time to develop. We have worked over seven years on this project,” Michel shared in response to a question by BusinessMirror. “There were a lot of ideas that we have played with but we didn’t have any major differences from what we originally thought was cool to what we actually built. There were

some changes and tweaks from the margins, generally, the idea of what you can see here is actually the idea that we had in mind from the very beginning. There was great consistency in the project in that sense.” As everyone who was there can personally attest to, myself included, the immersive experience is nothing short of mind-blowing. From the minute guests enter its premises, they are instantly transported to Arendelle, the Norwegianinspired kingdom of sisters Anna and Elsa. Enchanting melodies from the Frozen films fill the air as guests are greeted with the sight of architecture inspired by traditional Nordic culture. AYALA FOUNDATION, SALESFORCE TO TRAIN SCHOLARS IN CRM BY RIZAL RAOUL S. REYES THE social development arm of the Ayala group of companies, the Ayala Foundation, and Salesforce, the AI customer relationship management (CRM) platform and global technology company, recently signed a three-year Memorandum of Understanding (MOU) to empower more Filipino women especially belonging to the marginalized sector with digital and customer relations management skills for the digital economy. Under the partnership, Salesforce will facilitate online workshops and digital skills learning for 185 Filipino women between the ages of 18 to 24. These women are recipients of the U-Go Scholar Grant, a joint initiative by the Ayala Foundation and education startup U-Go to help Filipino women from disadvantaged backgrounds pursue higher education in order to increase female representation in the workforce. According to the World Bank, by 2050 there will be an increase in female labor supply by 0.5 percentage points per year in GDP per capita in the Philippines by almost 10 percent. Salesforce’s partnership with the Ayala Foundation aims to empower Filipino women with skills needed to participate in the digital economy. A study by Asian Development Bank and LinkedIn found that six of the last 10 candidates hired in the Philippines were required to possess basic digital literacy and skills, and two of the last 10 hires required advanced digital skills. Salesforce will be conducting the training via bimonthly virtual workshops covering topics including data access and security best practices along with reporting and dashboards. Participants will also use Trailhead, Salesforce’s free online learning platform, to access curated learning modules, and develop critical skills for the future around AI, data and CRM at their own pace. YOUTUBE is rolling out new rules for AI content, including a requirement that creators reveal whether they’ve used generative artificial intelligence to make realistic looking videos. In a blog post Tuesday outlining a number of AI-related policy updates, YouTube said creators that don’t disclose whether they’ve used AI tools to make “altered or synthetic” videos face penalties including having their content removed or suspension from the platform’s revenue sharing program. “Generative AI has the potential to unlock creativity on YouTube and transform the experience for viewers and creators on our platform,” Jennifer Flannery O’Connor and Emily Moxley, vice presidents for product management, wrote in the blog post. “But just as important, these opportunities must be balanced with our responsibility to protect the YouTube community.” The restrictions expand on rules that YouTube’s parent company, Google, unveiled in September requiring that political ads on YouTube and other

The National Cyber Security Center said “this year has seen the emergence of state-aligned actors as a new cyber threat to critical national infrastructure” such as power, water and internet networks. The center—part of Britain’s cyberespionage agency, GCHQ said in its annual review that the past year also has seen “the emergence of a new class of cyber adversary in the form of state-aligned actors, who are often sympathetic to Russia’s further invasion of Ukraine and are ideologically, rather than financially, motivated.” It said states and state-aligned groups pose “an enduring and significant threat,” from Russianlanguage criminals targeting British firms with ransomware attacks, to “China state-affiliated cyber actors” using their skills to pursue “strategic objectives which threaten the security and stability of UK interests.” Echoing warnings by Britain’s MI5 and MI6 intelligence agencies, the center called the rise of China as a tech superpower “an epoch-defining challenge for UK security.” “We risk China becoming the predominant power in cyberspace if our efforts to raise resilience and develop our capabilities do not keep pace,” it said. ARIS—The long-standing rift and ongoing legal dispute between the International Olympic Committee (IOC) and the boxing governing body it ousted this year could continue at Switzerland’s supreme court. The Russian president of the International Boxing Association (IBA), Umar Kremlev, said Thursday it intends to appeal further if the Court of Arbitration for Sport (CAS) upholds the IOC’s ruling in June for expulsion from the Olympic family. Kremlev spoke at a news conference in Paris—where next year’s Olympics will open in July and the IOC will run boxing tournaments for the second straight Summer Games—as the IBA’s appeal was being heard by sport’s highest court in Lausanne, Switzerland. “We’re not very worried about that, we’re more concerned for our boxers,” Kremlev said through a translator. “We believe this decision was unfair but we have legal experts who are dealing with this. We will be defending our rights and if this doesn’t work with the CAS we have a court in Switzerland we can refer to.” The IBA was finally derecognized in a years-long dispute fueled by defying advice and instructions from the IOC, which had long cited
concerns about boxing’s governance, reliance on money from Russian state energy firm Gazprom and the integrity of bouts. “It’s not the Olympic family that took this decision but rather Olympic officials that have pushed this decision,” the 41-year-old Kremlev said. “The Olympic Games is a huge draw and it is the athletes who draw viewers, not the IOC.” Boxing kept its status as an Olympic sport for the 2024 Paris Games, but the IOC is overseeing the qualifying and medal tournaments without IBA involvement, as it did for the Tokyo Games in 2021. A CAS verdict is not expected before early next year. If the CAS judges uphold the IOC decision, Kremlev could appeal to the Swiss Federal Tribunal, the country’s supreme court, but only on limited procedural grounds. Federal judges rarely overturn CAS rulings. Kremlev said the IBA wants to have its world championships in France in 2026. In a contest for boxers’ loyalty, the IBA has promised prize money for medalists of hundreds of thousands of dollars. The IOC does not pay cash to Olympic medalists. The IBA is hosting a congress and boxing competition on December 9 in Dubai, which Kremlev hopes about

HE Asian Indoor and Martial Arts Games (AIMAG) reset for February next year were again postponed a second time because of its proximity to the Paris 2024 Olympics. The AIMAG were originally scheduled this month but host Thailand postponed the 50-sport competition rescheduled every four years for February 24 to March 6, 2024. But a consensus among member national Olympic committees (NOCs) of the Olympic Council of Asia (OCA)
and Oceania sought for the games’ postponement citing their athletes have to prepare for the Paris Games qualifiers and the Olympics themselves. Philippine Olympic Committee president Abraham “Bambol” Tolentino concurred with the postponement saying it would ease the burden off the country’s Olympic hopefuls. “It’s good for us, too, so we can concentrate on other qualifying events,” Tolentino said. The Philippines has so far
200 national federations will attend. “We are an independent organization that defends athletes,” Kremlev said. “Obviously others can follow our example of how the sport should be developed.” Kremlev and the IBA have consistently argued that Olympic boxing’s issues predate his leadership to when long-time IOC member CK Wu of Taiwan ran the sport. After Wu was ousted in 2017, the sport’s problems with the IOC intensified. There were allegations ahead of the 2012 London Olympics of cash deals planned to fix medals, and further doubt cast by fighters on the integrity of bouts at the 2016 Rio de Janeiro Games. National federations defied IOC warnings in 2018 by electing Gafur Rakhimov as president. The businessman from Uzbekistan allegedly had ties to organized crime and heroin trafficking. The IBA’s debts of nearly $20 million were cleared under Kremlev, who replaced Rakhimov in 2020. Kremlev announced in May at the men’s world championships in Uzbekistan that the IBA was no longer sponsored by Gazprom, and his rhetoric against Olympic officials got more confrontational. The IOC, meanwhile, is free to work with a new organization called World Boxing, which is scheduled to hold a news conference in Germany next week. World Boxing has support from officials in the United States, Switzerland and Britain, countries whose national federations resisted Kremlev’s leadership of the IBA. AN FRANCISCO— Golden State Warriors coach Steve Kerr said Draymond Green was “wrong” and “took it too far” when he put Minnesota’s Rudy Gobert in a headlock, agreeing that the five-game suspension handed down by the
National Basketball Asociation (NBA) was deserved. “Draymond was wrong,” Kerr said Thursday before the Warriors’ game against the Oklahoma City Thunder. “He knows that. It’s a bad look. Diaz-Naranjo is training for her fourth Olympic qualifier in Doha from December 4 to 15, hoping to stay consistent or get better to stay inside the top 12 in her weight class. The Paris Olympics will feature only the world’s top 12 in each of the weight categories for weightlifting in both genders. “We just have to train a little bit harder, be wiser and stronger so that we can grab an Olympic berth by May,” Diaz-Naranjo said. Diaz-Naranjo is by far the only Filipino athlete who’s bound to compete in five consecutive Olympics. She started as an innocent 18-yearold wild card in Beijing 2008 and had gone through the worse and the best in her Olympic career. She registered a “No Lift” at the London 2012 Games. Diaz-Naranjo’s protégé, Rosegie Ramos, is also in Manama training for the Doha qualifier. She’s No. 9 in the women’s 49-kg class also after three Olympic qualifiers. Also in contention for an Olympic berth are Vanessa Sarno (No. 9, women’s 71 kgs) and John Febuar Ceniza (men’s 61 kgs). Tokyo Olympian Elreen Ann Ando is also in contention for Paris at No. 10 in the same women’s 59 kgs division. The Olympics, however, allows only one qualifier from each country. Xi courts Indo-Pacific leaders in a flurry of meetings at a summit in San Francisco

AN FRANCISCO—Chinese President Xi Jinping, fresh off his meeting with President Joe Biden, courted Indo-Pacific leaders in a flurry of meetings Thursday at a time of intensifying competition with the United States.
Xi held individual talks with the leaders of Mexico, Peru, Fiji, Japan and Brunei, all on the sidelines of a summit of Asia-Pacific Economic Cooperation economies. In a meeting with Peruvian
President Dina Boluarte, Xi said the two countries should strengthen economic and trade cooperation and pledged China’s support for Peru as host of next year’s summit of APEC leaders.
In particular, Xi said, China will be willing to import more “premium” agricultural products from the South American country and will encourage Chinese businesses to participate in major projects in Peru. Earlier, Xi held talks with Andrés Manuel López Obrador, praising the Mexican president for his leadership and reform efforts and pledging to bring the China-Mexico relationship to a new level. It was believed to be the first face-toface meeting between the two men. During the meeting, the two sides agreed to deepen cooperation on counternarcotics efforts. China and the United States on Wednesday said the two would work together to stem the flow of
fentanyl precursors to countries such as Mexico before the drug is finished and gets smuggled into the US. Xi said the two countries should collaborate in industries such as infrastructure, finance and electric vehicles, while López Obrador said Mexico would smooth the way for Chinese businesses investing in Mexico. The Mexican leader also said his country would be willing to work with China on multilateral affairs and help promote relations between China and Latin America, according to China’s state media. In recent years, many Chinese businesses—faced with tariffs and other restrictions from the US government—have moved some pro-
duction to Mexico. Xi expressed his sympathy for those affected by Hurricane Otis and said China made emergency arrangements for Mexico to procure relief supplies. The Mexican president posted on X shortly after his meeting with Xi that the two leaders “reiterated the commitment to continue maintaining good relations to the benefit of our people and our nations.” Xi met Fiji’s Prime Minister Sitiveni Rabuka. Xi said Beijing is treating Fiji as “a good friend and a good partner” in the Global South, roughly referring to developing countries. In an opening statement, Kishida said China and Japan “share a mutual responsibility to contribute to the peace and prosperity of the world.” China said Xi told Kishida that it is in the interest of the two peoples for the two countries to coexist peacefully, cooperate and grow together. Corporate and global leaders peer into a future expected to be reshaped by AI

AN FRANCISCO—President Joe Biden and other global leaders have spent the past few days melding minds with Silicon Valley titans in San Francisco, their discussions frequently focusing on artificial intelligence (AI), a technology expected to reshape the world, for better or worse. For all the collec tive brainpower on hand for the Asia-Pacific Economic Cooperation (APEC) conference, there were no concrete answers to a pivotal question: Will AI turn be the springboard that catapults humanity to new heights, or the dystopian nightmare that culminates in its demise? “The world is at an inflection point— this is not a hyperbole,” Biden said Thursday at a CEO summit held in conjunction with APEC. “The decisions we make today are going to shape the direction of the world for decades to come.” Not surprisingly, most of the technology CEOs who appeared at the summit were generally upbeat about AI’s potential to unleash breakthroughs that will make workers more productive and eventually improve standards of living. None were more bullish than Microsoft CEO Sat ya Nadella, whose soft ware company has invested more than $10 billion in OpenAI, the start-up behind the AI chatbot ChatGPT. Like many of his peers, Nadella says he believes AI will turn out to be as transformative as the advent of personal computers were during the 1980s, the
internet’s rise during the 1990s and the introduction of smartphones during the 2000s. “We finally have a way to interact with computing using natural language. That is, we finally have a technology that understands us, not the other way around,” Nadella said at the CEO summit. “As our interactions with technology become more and more natural, computers will increasingly be able to see and interpret our intent and make sense of the world around us.” Google CEO Sundar Pichai, whose internet company is increasingly infusing its influential search engine with AI, is similarly optimistic about humanity’s ability to control the technology in ways that will make the world a better place. “I think we have to work hard to harness it,” Pichai said. “But that is true of every other technological advance we’ve had before. It was true for the industrial revolution. I think we can learn from those things.” The enthusiasm exuded by Nadella and Pichai has been mirrored by investors who have been betting AI will pay off for Microsoft and Google. The accelerating advances in AI are the main reasons why the stock prices of both Microsoft and Google’s corporate parent, Alphabet Inc., have both soared by more than 50 percent so far this year. Those gains have combined to produce an additional $1.6 trillion in shareholder wealth.
But the perspective from outside the tech industry is more circumspect. “Everyone has learned to spell AI, they don’t really know what quite to do about it,” said former US Secretary of State Condoleezza Rice, who is now director of the Hoover Institution at Stanford University. “They have enormous benefit written all over them. They also have a lot of cautionary tales about how technology can be misused.” Robert Moritz, global chairman of the consulting firm PricewaterhouseCoopers, said there are legitimate concerns about the “Doomsday discussions” centered on the effects of AI, potentially about the likelihood of supplanting the need for people to perform a wide range of jobs. Companies have found ways to train people who lose their jobs in past waves of technological upheaval, Moritz said, and that will have to happen again or “we will have a mismatch, which will bring more unrest, which we cannot afford to have.” San Francisco, APEC’s host city, is counting on the multibillion- dollar investments in AI and the expansion of payrolls among start-ups, such as OpenAI and Anthropic to revive the fortunes of a city that’s still struggling to adjust to a pandemic-driven shift that has led to more people working from home. “We are in the spring of yet another innovative boom,” San Francisco Mayor London Breed said, while boasting that eight of the biggest AI-centric companies are based in the city.
Xi, Kishida agree to resolve Fukushima water dispute

A PA N E S E Prime Minister Fumio Kishida and Chinese President Xi Jinping agreed to seek a resolution through dialogue to a dispute over the discharge of treated wastewater from the Fukushima nuclear plant, Kishida told reporters. “I urged that this be dealt with calmly on a scientific basis,” Kishida said after his first formal meeting with Xi in a year. “We will hold discussions based on science at an expert level,” he added. He described the summit as “very meaningful.” The meeting in San Francisco on Thursday comes a day after Joe Biden hailed an improvement in US relations with China following his own talks with Xi. The warmer tone helped open the way for US ally Japan to pursue its efforts to shore up ties with its biggest trade partner. Agreement seen to slow flow of fentanyl into US, but not solve overdose epidemic

XPERTS say new steps China has agreed to will eventually reduce the f low of the deadly opioid fentanyl into the US, but that alone will not stem the overdose crisis killing Americans at a record rate. President Joe Biden and Chinese President Xi Jinping announced at a meeting Wednesday in California that China is telling its chemical companies to curtail shipments to Latin America and elsewhere of the materials used to produce fentanyl, which is largely finished in Mexico and then smuggled into the US. China has also resumed sharing information about suspected trafficking with an international database. “It’s a step in the right direction because not doing this would be negligent,” said Adam Wandt, an associate professor of public policy at John Jay College of Criminal Justice. “If this is a diplomatic option that we did not take, every fentanyl death over the next decade would be on our heads.” But he and others described the steps as necessary in addressing the overdose crisis in the US—but not sufficient. Wandt said the steps should reduce the amount of fentanyl in the US, though when that happens depends on how much of the chemicals are already in possession of Mexican cartels. And even if fentanyl is eradicated, he said, “they will switch to another drug, which I predict will be even more lethal.” Kevin Roy, the chief public policy officer at Shatterproof, a national group dedicated to combatting the addiction and overdose crisis, said that the steps announced were crucial, but they still have to be carried out. “It’s only one part of a bigger
picture,” Roy said. He was also concerned that the nations did not reach any agreements on how to deal with laundering drug money through China, an issue that Rahul Gupta, director of the Office of National Drug Control Policy, identified at a congressional hearing this year as another major problem. China’s National Narcotics Control Commission issued a directive Friday citing existing laws on narcotics and customs controls as a reminder to logistics businesses in the country on preventing the shipment of narcotics and psychotropic drugs abroad. The notice called on businesses and companies to be “cautious about orders from the United States and Mexico and be wary of the exported items being used to manufacture drugs.” It also warned businesses of the risk of getting caught up in law enforcement actions abroad. The Biden administration confirmed Thursday that as part of the arrangement, it was lifting trade sanctions against the Chinese Ministry of Public Security’s Institute of Forensic Science. State Department spokesman Matthew Miller said the continued listing of the institute, known as IFS, was a barrier to sealing Chinese cooperation on the issue. “Ultimately we decided that given the steps China was willing to take to cut down on precursor trafficking, it was an appropriate step to take,” Miller said. The US Commerce Department listed the institute in 2020, saying it was “complicit in human rights violations and abuses committed in China’s campaign of repression, mass arbitrary detention, forced labor and high-technology surveillance against Uighurs, ethnic Kazakhs, and other members of Muslim minority groups.” AP

International Business Machines Corp. said it was suspending advertising on the social media platform formerly called Twitter. “IBM has zero tolerance for hate
speech and discrimination and we have immediately suspended all advertising on X while we investigate this entirely unacceptable situation,” a company spokesperson said in an email, citing the Media Matters report. Comcast is looking into the matter, a spokesperson said. Apple and Oracle didn’t respond to requests for comment. IBM’s decision was reported earlier by the Financial Times. But the executives also said that the technology has risks heading into a major election year in the US. When it comes to elections, “the dangerous thing is not really what we understand, the existing images and videos, but it’s all the new stuff,” Altman said. The as-yet-unknown risks could include possible innovations in personalized persuasion. “We don’t fully understand how it will work,” he said.
Cox said that Meta was focusing “quite seriously on our role in elections,” and noted that while AI could exacerbate some misinformation problems, it would also be useful in detecting harmful content before it spreads. ALLINN, Estonia—A Russian court on Thursday convicted an artist and musician for swapping supermarket price tags with antiwar messages, sentencing her to seven years in prison in one of the highest-profile cases involving the recent crackdown on free speech. Sasha Skochilenko was arrested in her native St. Petersburg in April 2022 and charged with spreading false information about the military after replacing price tags with ones that decried Russia’s invasion of Ukraine. “The Russian army bombed an arts schools in Mariupol. Some 400 people were hiding in it from the shelling,” one read. Another said, “Russian conscripts are being sent to Ukraine. Lives of our children are the price of this war.” A customer at the supermarket who found the slogans reported them to authorities. Skochilenko’s arrest came about a month after authorities adopted a law effectively criminalizing any public expression about the war that deviates from the official Kremlin line. You’re not trying an extremist. You’re not trying a political activist, either. You’re trying a pacifist.” Her supporters applauded, Mediazona reported, adding that after the verdict was announced and Skochilenko was led away, they gathered in a hallway, chanting her name. Skochilenko has been held for nearly 19 months before her trial, meaning that her overall term will be reduced by more than two years, since every day served in a pre-trial detention center counts as 1.5 days of time served in a regular penal colony.
