HINA’S “physical occupation” of the West Philippine Sea (WPS), whose immense marine resources it is illegally scooping, is reinforcing its unflattering tag as the world’s foremost promoter of illegal fishing. The communist state maintains a swarming number of maritime militia vessels in the Kala­yaan Island Group and WPS, and these ships are engaged in illegal, unreported and unregulated (IUU) fishing, while at the same time serving their purpose as coercive tools for Beijing’ expansionist claims. This week, the Bureau of Fisheries and Aquatic Resources (BFAR) protested the continued presence and the IUU fishing activities of the Chinese paramilitary ships in those Philippine waters as the Duterte administration begins to raise the economic impact and violations associated with those activities. During a forum on the WPS in August this year, the Department of Agriculture (DA), where the BFAR is attached, urged President Duterte to “denounce” Beijing’s IUU fishing in the country’s territory, while pushing for steps to mitigate the effects of the sustained, deliberate and coordinated poaching by the Chinese government. “To protect West Philippine Sea, we have to stop IUU fishing as well,” said DA Undersecretary

the world, with the Pew Charitable Trusts ranking Chinese ports as the “most likely to process IUUcaught fish.” The fleet, subsidized by the Chinese Communist Party, is illegally fishing in the exclusive economic zones of coastal states around the globe, from the Western and Central Pacific, to the coasts of Africa and South America, according to US Department of State Deputy Assistant Secretary for Regional and Security Policy and Multilateral Affairs David Feith. Feith said China’s maritime militia, estimated to number more than 3,000 vessels, actively carry out aggressive behavior on the high seas and in sovereign waters of other countries “to coerce and intimidate legitimate fishers in support of the Chinese Communist Party’s long-term maritime strategic goals.” “This, unfortunately, fits a pattern that we see from China. From illegal fishing in the oceans to maritime, to marine environmental destruction in the South China Sea, to choking off water flows down the Mekong River,” Feith said during a virtual news briefing with Asian journalists late last year. “All of these fit a clear pattern of Chinese Communist Party behavior, characterized by bullying, disrespect for international laws and environmental destruction.”

New mode of ‘piracy’

THE Hawaii-based East-West Center (EWC), citing discussions during the recently held Indo-Pacific Maritime Security Exchange conference, said that researchers have suggested, “one in five fish is caught

and sold illegally worldwide.” It said officials have declared that IUU fishing is replacing piracy as the world’s top maritime security threat, partly because “low levels of enforcement provides an entry point for maritime crime such as arms smuggling, drug running and human trafficking.” Economically and environmentally, IUU fishing—which includes fishing without a license, failing to report catches, keeping fish that are protected by maritime regulations, fishing in closed areas and unauthorized transshipment of fish—threatens the world’s ocean ecosystems and places lawabiding fishers at a disadvantage. During the conference, officials declared that 25 million tons of fish worth $23.5 billion are estimated being lost globally to IUU every year. Other than its economic impact, the EWC said, “weak enforcement against IUU fishing can potentially result in national security breaches.” US Coast Guard Commandant Admiral Karl Schultz agreed with the declaration during a virtual news briefing held three months ago wherein illegal fishing, he said, has already turned into a national security concern. “For us, the Coast Guard, we see IUU fishing as really a global threat. Fish is an essential protein source for about 40 percent of the global population. And if you look across all of the fish stocks, about 93 percent are really showing signs of depletion. They’re over-fished,” Schultz said. “So this is a burgeoning problem set…it’s ecological, it’s food sustainment, it’s really national security,” he added.

A description that befits

THE evil that is the IUU and its negative side befits China’s description in the WPS where Beijing is considered as a national security threat, an economic bane and an ecological destroyer by the Philippines. While its waters have been a great source of pelagic fish, especially tuna, cod and mackerel, fish catch and maritime harvests in the WPS have been cornered by Chinese vessels that take this bounty from the sea to Beijing. Chinese paramilitary forces masquerading as fishermen also wantonly harvest endangered giant clams, locally known as taklobo, and ship them back home.

Caballero said the country is not only dealing with IUU and its effects in the WPS, but even the environmental degradation brought by China and its activities in the territory. “From 350 hectares in 2015, it is already 1,850 hectares in 2020,” the DA undersecretary said, referring to the artificial man-made islands that China built in the area where reefs and corals are damaged and destroyed. She said that the Philippines sustains an almost unquantifiable ecological damage annually out of the Chinese government’s “rape” of Panatag (Scarborough) Shoal and Kalayaan Island Group.

Biden tackles supply-chain crisis with few tools, clock ticking By Josh Wingrove, Jill R. Shah & Brendan Case

S ports are full of goods, US yards and warehouses are full of goods, but hardly anyone wants to drive a truck to pick up and deliver those goods, and those who do sit waiting in lines, often unpaid.

And Americans continue to buy more stuff from abroad than ever. A supply-chain crunch that stretches from overseas manufacturers into American ports and retail stores threatens the US holiday shopping season. President Joe Biden and his administration have been working for months to smooth out bottlenecks, but his power to influence what is almost entirely a private-sector problem is limited. While Republicans point to the supply chain as further evidence the President is mismanaging the economy, the issues are deep-rooted. Overwhelming volume generated by record, pandemic-induced consumer demand is swamping a system that was already creaking under the weight of high demand, low investment, labor shortages and regulatory battles. It now costs as much as $25,000 to import a 40-foot container from Asia, up from less than $2,000 two years ago. Here’s where the supply chain is under stress in the US, what its executives, workers and experts say Biden could do about it, and what he’s actually doing.

Ports

AMERICA’S ports face a crush of deliveries, forcing ships to wait offshore at length to unload. The Port of Los Angeles, which together with the nearby Port of Long Beach is the busiest in the US, says volume is up 26 percent this year over 2020. This first, crucial step in the domestic supply chain has been a focus of the Biden administration. Last week, the President announced an agreement between the Port of Los Angeles and one of its unions to begin operating around the clock to ease congestion, following the Port of Long Beach. Union Pacific Corp. began receiving trucks from the port around the clock shortly after Biden’s announcement. The port’s executive director, Gene Seroka, said on CNN October 18 that its backlog had begun to ease. Recent congestion at the Port of Savannah, Georgia, has prompted some shippers to divert cargo to the nearby Port of Charleston. That can relieve ports, but creates new stress on local trucks and warehouses if they aren’t prepared for

the increase in volume. Biden has encouraged ports to seek federal grants to improve transportation links between different parts of the chain, like ships and trucks. Nathan Strang, director of ocean trade lane management at Flexport, said the administration could make longer-term improvements by expanding barge or rail service between nearby ports, allowing them “to operate as one large port group.”

Port drivers

TRUCKING is an industry long beset by grueling hours and declining pay. Few know those hardships

better than port truck drivers. Port truckers are typically independent contractors, without the benefits and protections of unionized transport sectors or even major companies with shipping divisions, like Amazon.com Inc. Their jobs require them to line up for hours to pick up cargo, and they’re paid only when they move it. “The port truck driver, for decades now, has basically been the slack adjuster in the whole system,” said Steve Viscelli, an economic sociologist with the University of Pennsylvania who studies labor markets and supply chains. The entire system, he said, is built around free labor from truck drivers as they wait for containers. The Teamsters union says Biden should try to encourage organization of port drivers so that they can bargain for better pay and benefits. But the President has instead focused on trying to produce new drivers by streamlining licensing. The White House says an average of 50,000 commercial drivers licenses and learners permits have been issued each month this year, 14 percent above 2019 and far above 2020 levels, when the pandemic shuttered training programs.

Trucking

THE freight surge is greatly benefiting trucking companies and their shareholders. Third-quarter sales at JB Hunt Transport Services Inc., the nation’s largest longhaul trucker, jumped 27 percent from a year ago and operating income soared 56 percent, driving shares to record highs this month. But a shortage of workers has jammed up rail yards and kept shippers from unloading in a timely manner at their warehouses, increasing gridlock. There is no sign of those bottlenecks improving, as employers everywhere compete for scarce labor. “We believe the bottlenecks on the West Coast are going to compact and even intensify further peak-season capacity needs into November and December,” Shelley Simpson, chief commercial officer for Lowell, Arkansas-based JB Hunt, said in an earnings call. Trucking companies say that the Biden administration’s impending requirement that most employers mandate Covid-19 vaccinations will further hurt their hiring efforts, but the president has shown no indication he’ll retreat or soften the rule for firms in the supply chain.

Containers

EMPTY shipping containers have piled up at trucking companies in Southern California because of restrictions on when and where they can be returned to ports, said Matt Schrap, chief executive officer of Harbor Trucking Association, a coalition for carriers that serves ports on the West Coast. In the short term, freeing up space for empty containers would free up crucial transportation equipment such as chassis, which are hooked to trucks to move loaded containers at ports.

“We are running out of space,” said Schrap. “These containers are just being stacked on top of each other.” California Governor Gavin Newsom ordered state agencies on Wednesday to find sites suitable for short-term storage of container cargo and to identify “priority freight routes” for trucks to move goods more quickly from ports. Chassis are their own wrinkle in the supply chain. Many of them are stuck under empty shipping containers, while government regulations have made it more difficult to import new chassis from overseas, said Weston LaBar, head of strategy at Cargomatic Inc., a digital freight brokerage company. Tariffs on imported chassis from China have protected American manufacturers but at the same time “hindered every single American company’s supply chain,” LaBar said. The Coalition of American Chassis Manufacturers called the removal of the tariffs to alleviate supply-chain bottlenecks “misguided” in a letter to the Biden administration last week.

Exporters

US exports have also become backlogged as some ships whisk empty containers straight back to Asia, seeking to reload them with more profitable imports as fast as possible. The Biden administration has pushed back against suggestions that the government require a minimum proportion of containers to be returned full. Exports in September at the Port of Los Angeles were down more than 40 percent from the same time last year and the lowest since 2002, according to port data. “If we don’t deliver dependably, affordably, our foreign customers have plenty of options and will go to those other countries and that’s happening now,” said Peter Friedmann, executive director of the Agriculture Transportation Coalition, a trade association for agricultural exporters. Shippers and transportation companies are, meanwhile, in a lobbying fight in Washington over fees carriers charge for containers held at ports and warehouses. Friedmann’s group wants the Federal Maritime Commission (FMC) to enforce guidelines related to the fees, called demurrage and detention. Last week, the FMC issued a letter urging ocean carriers to adopt best practices around the fees to promote clarity. The commission’s audit team is engaging carriers and “pursuing other actions” to achieve compliance, according to the letter.

Storage, railroads

THE Association of American Railroads has pushed to be able to charge progressively higher storage fees for freight that languishes in rail yards, to make sure shippers pick it up quickly. Shippers say they shouldn’t be penalized when they aren’t able to obtain transportation for their goods. Meanwhile, warehouse space is at an all-time low. Building new

warehouses takes a minimum of two years and as many as nine in parts of California, where the industry says regulations are more strict. “Many of our warehouses report that even their docks are full due to no availability of containers or carriers for outbound shipments,” the International Warehouse Logistics Association wrote in a submission to the Department of Transportation. “US importers and exporters are paying the highest ocean shipping rates ever recorded for the worst service levels ever experienced,” the trade association said. The group has also cited “overordering, hoarding and stockpiling” by smaller retailers who worry they’ll suffer shortages as a phenomenon further constraining warehouse space. The AAR has said US rail terminal capacity and staffing is sufficient—a statement disputed by other industries in the supply chain—so long as shippers quickly pick up their containers. BNSF Railway Co. has created an incentive program for weekend off-loading of trains and has added workers at what are called “intermodal facilities”—the joints of the supply chain, where goods are transferred from train to truck or other transport. The industry has called on the entire supply chain to adopt around-the-clock operations. The Federal Railroad Association is issuing regulatory Covid-19 waivers to allow railroads more flexibility and discussing with the industry other measures.

Retailers, consumers

RETAILERS, the last leg of the chain before consumers buy goods, are working to bypass transportation bottlenecks to ensure the holiday shopping season isn’t disrupted. Target Corp., Costco Wholesale Corp. and Best Buy Co. have all chartered cargo ships in a bid to speed goods across the Pacific. So has Walmart Inc., which is also routing shipments through less congested ports, expanding its storage and relying on stores to fulfill some online orders, according to a company statement earlier this month. Target offered discounts on thousands of items this month, from video games to kitchen appliances. Best Buy said “Black Friday” deals would start October 19, promoting bargains on television sets, laptop computers and headphones. “Hint: Start your shopping now,” Best Buy said in a statement October 14. Driving it all is pent-up demand from US consumers and shifts in their behavior. Hunkered down during the pandemic, Americans have spent more on material goods and less on leisure and experiences. “With its increased volumes and different buying patterns, it laid bare a system that really needs to be modified,” John Porcari, Biden’s port envoy, said in a news conference last week. “This is not your grandfather’s goods movement chain; it is, however, in many cases your grandfather’s infrastructure that we’re working with.”

USAID, DepEd to produce gender-responsive, Mandaluyong City Jail partners with LSGH for learning project socially inclusive TV episodes for all grade levels

HE United States Agency for Inter n at ion a l Development (USAID) and the Department of Education celebrated the International Day of the Girl Child on October 14 by deepening their commitment to produce gender-responsive and socially inclusive DepEd TV episodes. In line with the celebration’s theme: “Digital generation, Our generation,” which calls for increased access to digital technology, as well as improved digital learning and literacy, USAID is partnering with the Education Department to train more than 500 TV script writers and teacher-broadcasters in creating genderfair and inclusive educational TV episodes across all grade levels and subject areas. USAID will also support the addition of Filipino Sign Language insets and subtitles to 200 episodes, conversion of another 200 episodes to radio-based instruction, translation of 50 episodes to mothertongue languages, and production of 16 new DepEd TV episodes in English and Filipino subjects. These efforts will help more than 25 million Filipino learners, according to the US Embassy. USAID Philippines’s Office of Education Director Dr. Thomas LeBlanc emphasized the importance of digital inclusion as a critical element to children’s well-being and to ensure the success of learners,

especially girls in the most difficult and vulnerable conditions: to learn, to earn, and to have their voices heard. “The partnership between USAID and DepEd is one step to promoting digital inclusion, especially among young children—girls and boys, of all abilities— wherever they are in the Philippines,” LeBlanc said. “With support from USAID, we are using technology to ensure inclusive education for all, especially during this pandemic,” Education Undersecretary Alain Del Pascua emphasized. “All children, regardless of their gender, race, beliefs, and social status must be assured of quality education—may it be in traditional classrooms or through a digital approach of learning.” Del Pascua added, “As Secretary Leonor Magtolis Briones always says: ‘Walang batang maiiwan.’ [No child will be left behind].” The assistance is part of USAID’s “All Children Reading Philippines:” a fouryear, P253.67-million ($5 million) project which supports DepEd in improving reading outcomes for early-grade learners. For the past 60 years, USAID has worked with the Philippine government and local organizations to achieve shared development goals, investing more than P258.75 billion ($5.1 billion) to support the country since 1961.

HE Bureau of Jail Management and Penology (BJMP) of Mandaluyong City Jail has partnered with the Department of Alternative Education of La Salle Green Hills (LSGH) for “Liwanag Project,” a program that provides basic education and technical-vocational (techvoc) classes to persons deprived of liberty (PDLs). The initiative benefits 57 students in elementary and 135 in junior high school this academic year. There are also more than 50 participants for the tech-voc hairdressing courses. The monthly values-formation seminars accommodate approximately 700 inmates. In 2019 the venture commenced as a series of formation sessions when Br. Vincent Fernandez FSC, the current chairman of the Commission on Alternative Education of the De La Salle Philippines, together with Br. Ruben Caluyong FSC, who is now based at the Jaime Hilario Integrated School-De La Salle Bataan, started to conduct recollections for the PDLs of Mandaluyong City Jail.

At the onset of the pandemic, the PDLs expressed their interest to further their education. This inspired the Lasallian Brothers and the volunteerteachers of LSGH to collaborate and elevate the sessions into full-fledged online classes for basic education and tech-voc training sessions. The Liwanag Project, which follows the school calendar of the De-

partment of Education, has since produced a good number of graduates: 14 for basic education, 49 for junior high school, 20 for tech-voc hairdressing, and eight for food and beverage classes. “The project was established to fulfill the call to mission of our founder St. John Baptist De La Salle, and we have always been

convinced that it will continue for as long as we are needed,” stated LSGH Alternative Learning System (ALS) Team Leader Catherine Laguitan. “We are always open to [welcoming everyone], because education is for all.” Their department likewise keeps in touch with PDLs even after their graduation or release from jail, so they can continue their education and participate in reunions. The Liwanag Project recently extended its efforts to San Juan City Jail for the ALS and valuesformation classes. It likewise facilitated recollections to personnel and PDLs of Valenzuela City Jail. LSGH Department of Alternative Education conducts diverse programs for community learners, such as out-of-school youth and adults, students with special needs, as well as workers and domestic helpers. Group rejects plans to hold F2F classes in low-risk, high vaccination rates areas

GROUP has aired its objection to the Commission on Higher Education’s (CHED) plans of allowing schools to conduct limited face-to-face classes for all degree programs in certain areas that pose a low risk for coronavirus disease 2019 (Covid-19) cases, even if they have high vaccination rates. Take Up Space Movement (TUSM) has thumbed down the idea, despite approvals of having restricted faceto-face learning for specific degree programs. “These may be necessary conditions, but CHED again obviously failed to consider other factors that affect the quality of education that...students are

receiving during distance learning, its shift, and flexible learning,” TUSM said. Funding and the retrofitting of school facilities, as well as its nearby areas, are hard conditions that need to be met, according to the movement. Thus, students and teachers are left anew to shoulder the needs for shifting to face-to-face classes. This was akin, it said, to the reason many students dropped out from schools during the abrupt transition to distance learning. “It seems…CHED is again null at providing the needs for dropped students to [return…to] the system after a year of distance learning,” the group noted. “Costs [entailed] with

transitioning to flexible learning shouldn’t be shouldered by students, or their families themselves.” The renovation of school facilities and their surrounding environment should have also been considered to ensure a legitimately safe return to the physical conduct of classes, TUSM emphasized. It likewise explained that students, teachers, and school employees come from different places and cities, and interact within cramped facilities. This increases the risks of contracting and spreading Covid-19. “We have suffered long enough. The quality of education that we

receive has long been neglected and compromised due to CHED’s incompetence and lack of urgency for their academic needs,” TUSM pointed out. Returning to face-to-face classes must be postponed until the pandemic is contained, it said, which will make it safe for the public, while ensuring the needs of students, teachers, and school employees are met. “If CHED does not take up the necessities that should be done beforehand, then the conduct of limited face-to-face classes by geographic areas are again doomed to fail,” the group stressed. fuel prices rise ahead of elections in May of next year. Manila Mayor Isko Moreno on Thursday said he plans to cut taxes on oil and power by as much as 50 percent. Senator Panfilo Lacson called on the government to suspend excise taxes on oil, while former Senator Ferdinand “Bongbong” Marcos Jr. asked for the same after a meeting with transport groups. Poe said for gasoline, the excise tax, which was set at P8 per liter in January 2018, went up to P9 in January 2019 and to P10 per liter in January 2020. The lawmaker lamented, “Domestic oil prices have been increasing for eight consecutive weeks,” stressing that the Duterte administration “can alleviate this heavy burden by suspending the collection of the excise tax for now.” In a news statement issued on Friday, Poe reminded that while the government lowered tariffs on pork and rice this year, “It should also move for the suspension of excise tax on fuels in looking after the most vulnerable.” At the same time, Poe reminded concerned authorities that “food and transportation account for a big chunk of spending by majority of Filipinos. She added “suspending the excise tax on fuel in the meantime will help stave off hunger, assist PUV [public utility vehicle] drivers and delivery riders, and bring down the cost of transporting goods.” Energy Secretary Alfonso Cusi, in an interview with ABS-CBN News this week,

said he raised with the Department of Finance the possibility of suspending excise taxes on oil. Finance Secretary Carlos Dominguez has yet to comment on the proposal, while the central bank has said the nation can accommodate oil price hikes w ithout breaching its 2-percent to 4 -percent inf lation target next year. Oil companies in the Philippines—a net energy importer—raised prices this week, resulting in net increases year-to-date of domestic gasoline and diesel costs. She recalled that in 2019, income tax collection from companies and enterprises amounted to P586.16 billion and was programmed at P329.89 billion in 2020, adding that it was projected to amount to P304.83 billion this year. DA chief reports significant decline in active ASF cases

enators were informed Friday only five provinces in three regions still have active cases of the deadly African swine fever (ASF). Agriculture Secretary William Dar disclosed this at a Senate committee hearing on the proposed annual budget of the Department of Agriculture (DA) for 2022. Dar, however, did not name the affected areas, but indicated that the ASF-hit areas include 83 barangays in 20 towns and cities. Instead, he told senators that at the peak of the ASF contagion, they traced the deadly virus infecting 3,383 barangays in 624 cities and towns in the 12 regions. The agriculture chief added that just

like the Covid-19 infections, ASF could still spread anew if all health and quarantine protocols are not followed. At the same time, senators observed, however, that pork and meat prices remained high even as recorded ASF cases have gone down. In reply, Dar explained one probable reason could be that hog raising is confined in a so-called green zone, or areas declared to be ASF free. Moreover, he added that hog raisers in other areas are not rushing to resume, opting to wait and see. AVAO CITY—Police from Carmen municipality of Davao del Norte arrested on Thursday the head of an investment scheme, which the Securities and Exchange Commission has flagged down as illegal. On Thursday, Col. Frederick Deles led a team from Carmen police in arresting Arnel T. Aratia in RPJ Village, Feeder Road 3, Tibal-og, Sto. Tomas. The SEC identified Aratia as allegedly behind the Achievers Golden Marketing and Consulting (AGMC). The SEC office here said the arrest came about after Judge Vernard Quijano of the Regional Trial Court Branch 153 in Biñan City, Laguna issued a warrant for a syndicated estafa case with no bail, and two counts of violation of Sections 8 and 28 of Republic 8799 or the Securities Regulation Code (SRC) which carry a bail of P126,000 for each count against Aratia, a resident of San Francisco, Agusan del Sur.

On September 15 last year, the SEC issued an advisory against AGMC and Achievers Golden Holdings Inc. (AGHI) for soliciting investments from the public without a secondary license as prescribed under Section 8 of the SRC. he Department of Health (DOH) announced it has drawn up strategic plans to address its Human Resource for Health (HRH) issues following reports that some nurses are resigning to work abroad in search for better economic opportunities. “We value the role of nurses in this fight against Covid-19, and in the realization of the Universal Healthcare Act. In line with this, the DOH fought together with other government agencies towards the proper implementation of the Nursing Act,” Health Undersecretary Maria Rosario Vergeire said. The DOH, Vergeire said, has also proposed a revised hospital staffing pattern to the DBM to improve patient to HRH ratio in government hospitals.

“We also ensured provision of healthcare worker benefits under the Bayanihan laws, totaling to P16.759 billion as of September 30, 2021, or around 9 percent to 10 percent of DOH’s Covid-19 funds per annum,” Vergeire added. She stressed that the migration of health-care workers such as nurses to more developed countries for better career opportunities is not exclusive to the Philippines but is common to many developing nations. “ The department respects the indiv idual ’s freedom and choices of health workers in the pursuit of better career opportunities,” she said. SC upholds CA ruling on ₧14-B reclamation project in Manila Bay

HE Supreme Court has given its go-signal to a P14billion reclamation project along the coastline of Manila Bay that is being opposed by Sen. Cynthia Villar and more than 300,000 residents of Las Piñas City. In a 33-page decision penned by Associate Justice Rosmari Carandang, the Court en banc, voting 112, affirmed the decision issued by the Court of Appeals (CA) in 2012, which denied Villar’s petition for the issuance of a Writ of Kalikasan and a temporary protection order (TEPO) enjoining the government and the project proponent Alltech Contractors from proceeding with the project covering 635 hectares of submerged land. A Writ of Kalikasan is a legal remedy for the protection of one’s right to “a balanced and healthful ecology in accord with the rhythm and harmony of nature,” under Section 16, Article II of the Constitution. The Court did not give credence to the claim of the senator that the issuance of the environmental certificate compliance (ECC) by the Department of Environment and Natural Resources (DENR) was marred with irregularities such as the use of improper form of assessment study, lack of public hearing and consultation and absence of a project alternative. “Unfortunately, while petitioner raised alleged irregularities in the issuance of the ECC, these are not material and necessary due to the nature of the proposed project. Therefore, no compelling reason was presented to warrant the intervention of the Court,” the SC ruled. Contrary to Villar’s claim, the Court said Alltech submitted the proper form of study required for the proposed project. It explained that there was no grave abuse of discretion on the part of the DENR in requiring Alltech to file an Environmental Performance and Management Plan (EPRMP), which sufficiently addressed environmental concerns of the government. “It is within the sphere of the technical knowledge and expertise of the Environmental Management Bureau [EMB], an attached office of DENR, and not the Court nor the project proponent to determine the appropriate EIA [Environmental Impact Assessment] report to submit for a particular project,” the SC pointed out. Likewise, the SC belied the petitioners’ claim that no public hearing was conducted for the proposed project. Although not being mandated to conduct public hearing based on the records, the Court noted that Alltech held a consultation on November 25, 2010, with representatives of concerned sectors such as the cities of Parañaque and Las Piñas, Philippine Reclamation Authority (PRA), the EIA consultants, case handler and review committee. Identified stakeholders in the direct and indirect impact areas of the proposed project such as the Department of Tourism, the Partnerships for the Environmental Management of the Sea of Asia, and the United Cooperative Association of the Bulungan Fish Landing Site/Fisherman’s Wharf likewise participated during the public consultation. Villar filed the petition while she was then a member of the House of Representatives, fearing that the proposed project will impede the flow of rivers of Las Piñas-Zapote and Parañaque, which may expose several adjacent barangays to flooding and endanger its residents. She conducted an information drive regarding the proposed project and gathered 315,849 signatures of Las Piñas residents opposing the proposed project. On March 16, 2012, Villar, representing the 315,849 Las Piñas residents opposing the proposed project, filed a petition for the issuance of a Writ of K alikasan before the Court. In asking the Court to enjoin the implementation of the proposed project, Villar invoked her constituents’ right to a balanced and healthful ecology. She noted that the reclamation project impinges on the viability and sustainability of Las Piñas-Parañaque Critical Habitat and Ecotourism Area (LPPCHEA). LPPCHEA, a 175-hectare mangrove forest and marine habitat in Las Piñas and Parañaque, serves as sanctuary for dozens of bird species, including migratory birds from as far as Siberia. It is also a resting area for the globally threatened Philippine duck and Chinese egret. However, the SC held that Alltech was able to present sufficient basis to prove that the project will not aggravate flooding. The SC noted that flood risk assessments made by the firms tapped by Alltech were simulated using projected worst-case scenarios. “While Villar’s intention in taking a proactive role in advancing her constituents right to a balanced and healthful ecology is laudable, the Court cannot simply apply the extraordinary remedy of a Writ of Kalikasan to all environmental issues elevated to us,” the SC said. “The Writ of Kalikasan is not a remedy that may be availed of when there is no actual threat or when the imminence of danger is not apparent to justify judicial intervention,” it added. Likewise, the SC held that is no sufficient basis to hold that the proposed project will impinge on the viability and sustainability of LPPCHEA. “Even assuming that the 4.3 hectares of the critical habitat will be utilized, reclamation activities within or alongside a critical habitat is not prohibited under the NIPAS [National Integrated Protected Areas System] and ENIPAS [Expanded National Integrated Protected Areas System]. Therefore, the perceived negative impact of the proposed project to LPPCHEA’s viability and sustainability remains unsubstantiated,” the SC, declared.

EIJING—China on Friday said there is “no room” for compromise or concessions over the issue of Taiwan, following a comment by US President Joe Biden that the US is committed to defending the island if it is attacked. Foreign Ministry spokesman Wang Wenbin reasserted China’s longstanding claim that the island is its territory at a daily briefing after Biden made his comment a day before at a forum hosted by CNN. China has recently upped its threat to bring Taiwan under its control by force if necessary by flying warplanes near the island and rehearsing beach landings. “When it comes to issues related to China’s sovereignty and territorial integrity and other core interests, there is no room for China to compromise or make concessions, and no one should underestimate the strong determination, firm will and strong ability of the Chinese people to

defend national sovereignty and territorial integrity,” Wang said. “Taiwan is an inalienable part of China’s territory. The Taiwan issue is purely an internal affair of China that allows no foreign intervention,” Wang said. Biden’s comments on Thursday were viewed as stretching the “strategic ambiguity” Washington has maintained over how it would respond to an assault on the self-governing island republic. The US should “be cautious with its words and actions on the Taiwan issue, and not send any wrong signals to the separatist forces of Taiwan independence, so as not to seriously damage China-US relations and peace and stability in the Taiwan Strait,” Wang said. DepEd chief reminds teachers: Shun partisan political activity

ducation Secretary Leonor Magtolis Briones reminded teachers on Thursday that they should remain apolitical at all times and that lending their support for a political candidate is prohibited. “No. It is forbidden,” Briones emphatically said in an interview when asked if teachers can endorse or support the political candidates of their choice. “That is the bureaucracy sa [in the] government-neutrality. They are supposed to be neutral. We are expected to be neutral...we have several issuances on that,” Briones told the BusinessMirror. She was referring to Department Education (DepEd) Order (DO) 048, S. of 2018 or the “Prohibition on Electioneering and Partisan Political Activity” and DO 031, S.2019 Prohibiting Activities that Constitute Electioneering and Partisan Political Activity during the campaign period. When asked again if teachers are allowed to share their political views on social media, Briones replied, “No.” “Share their political views on [social] media? No, because they are government employees. Kung mag-ano [if they post anything] they should not identify themselves as teachers for they are not expected to do that for bureaucratic neutrality is the major principle,” Briones stressed. She added: “[If] all people of the government will be campaigning against the President or for the President or whoever... Magkakagulogulo ‘yung gobyerno [The government would be in a mess].” The DepEd chief reiterated that teachers are not supposed to participate or engage in the political campaign. AVAO CITY—This city continues to struggle in trying to convince more residents to get their Covid-19 jabs as some appeared to have lost their interest on the promise of a more open economy if the city achieves at least the herd immunity number of vaccinated individuals. The city though was able to vaccinate 127,012 more individuals from the priority sectors three weeks after Mayor Sara DuterteCarpio disclosed that 400,000 residents from these sectors have either refused to get vaccinated, or were unable to avail of it because of work. This number of unvaccinated residents is deemed crucial to attain the herd protection target of 1.2 million residents, where the number of those who got their first dose currently stood at 843,805 as of October 20. The bulk of the herd immunity was targeted from the number individuals belonging to the priority sectors. The number of fully vaccinated residents was already catching up with those getting the

first dose, and now stood at 727,946. This is 115,859 short of having all those getting the first dose to be fully vaccinated. The city has already dangled raffle items that included gift certificates at a vaccination site devoted to those who were available only for Covid-19 injections after their work hours. This is offered at the Bakuna Nights at the San Roque Central Elementary School in Barrio Obrero. Four other sites have been opened for special vaccination, such as those who would enter the sites as walk-ins. The city also allowed seven of its vaccination sites in the first district, four in the second district and seven in the third district to accept walk in vaccines. The City Council also created its mobile vaccination teams, which have vaccinated 87,874 persons, including inmates. This program was coordinated with the Liga ng mga Barangay and the Barangay Senior Citizens’ Associations. The City Task Force on Covid-19 has urged unvaccinated residents to avail of the doses and help the local economy open up to more employ ment and more business activities.

Rice set to climb as fertilizer rally drives up farm costs

he massive rally in fertilizers is coming for rice, a staple food for half of the world’s population, with farmers in one of the top exporters bracing for exorbitant prices of crop nutrients in the coming planting season.

A SHINGTON— The Earth’s warming and resulting natural disasters are creating a more dangerous world of desperate leaders a nd peoples, the Biden administration said Thursday in the federal government’s starkest assessments yet of security and migration challenges facing the United States as the climate worsens. T he Defense Depar tment for years has called climate change a threat to US national security. But Thursday’s reports by the departments of Defense and Homeland Security, National Security Council and Director of National Intelligence provide one of the government’s deepest looks yet at the vast rippling effects on the world’s stability and resulting heightened threats to US security, as well as its impact on migration. T hey inc lude t he f irst assessment by intelligence agencies on the impact of climate change, identifying 11 countries of greatest concern from Haiti to Afghanistan. Another report, the first by the government focusing at length on climate and migration, recommends a number of steps, including monitoring the flows of people forced to leave their homes because of natural disasters, and working with Congress on a groundbreaking plan that would add droughts, floods and wildfires and other climate-related reasons to be considered in granting refugee status. The climate migration assessments urge the creation of a task force to coordinate US management of climate change and migration across government, from climate

scientists to aid and security officials. Each year, stor ms, the failure of seasonal rains and other sudden natural disasters force an average of 21.5 million people from their homes around the world, the UN High Commissioner for Refugees says. It also lists two regions of concern: Central Africa and small island states in the Pacific Ocean. Strains on land and water could push countries further toward conflict. Shigalturina said her 83-yearold grandmother “died right away after catching it. She wasn’t vaccinated.” When Russia last year became the first country to launch a coronavirus vaccine, called Sputnik V, it was hailed as a matter of national pride and a sign of its scientific know-how. But since the free immunization program began in December 2020, only about a third of the country’s 146 million people have gotten fully vaccinated. The low vaccine acceptance is of increasing concern as Russia suffers a sharp rise in cases, setting records for infections and deaths nearly ever y day this month. EBU CITY—Poverty alleviation program beneficiaries in a small community in San Remigio, a third-class municipality in northern Cebu province, draw their inspiration from a septuagenarian who is a former school teacher who now spends her life as a volunteer. With the many challenges in implementing projects under the Kapit-Bisig Laban sa KahirapanComprehensive and Integrated Delivery of Social Services (KALAHICIDSS) through the Department of Social Welfare and Development (DSWD) 7 (Central Visayas), beneficiaries and program implementers encounter some setbacks. But the small barangay of Canagahan in San Remigio has found an ally in Wenina Rosellosa, 75, who is known to the community as “Nanay Wennie,” an elderly community volunteer, helping out in the KALAHICIDSS projects. Nanay Wennie recalled that it was in 2019 when she began to actively participate in various activities that made her confident that her voice would be heard in assemblies, allowing her to speak to a more focused audience. She said she knew that the efforts of DSWD workers would result in progress and this motivated her to volunteer. “I chose to become a volunteer without hesitation and I am not mistaken in accepting the challenge,” she said in the vernacular.

She became an inspiration to other members of the volunteer group to see the goodness and benefits of the KALAHI-CIDSS. “I feel alive every time I discuss about the KALAHI-CIDSS to every purok in our community. I looked at the bigger picture of the possibility that a small community like ours can become progressive if people are empowered to participate and work together,” she said. The former teacher recalled her experience when she forced herself to walk on a rocky road in going to school during her younger years as the main influence why she joined the program, seeing the lack of access roads in Barangay Canagahan as a big challenge not only to students and educators but also to the farmers who found it difficult to deliver their products to the market. The DSWD-7 said in the statement that although volunteers in

Canagahan are few, Nanay Wennie continued sharing information about the program.

Farm-to-market road

AFTER a year of project implementation, Canagahan received its 0.650km farm-to-market road in Purok Bayabas with the village folk, especially the farmers, gladly welcoming it as a big help to their livelihood. As the community considered her as a strong-willed person and a heroine for pushing change in their community, Nanay Wennie’s vision for development as a way of life became a reality that helped students go to school and farmers deliver their products to the market with ease. “There are so much to be done but the progress I see now in our community makes me feel I have achieved something good in my life,” she said. The completed farm-to-market road made the residents of Canagahan realize that through the KALAHICIDSS, the government is indeed looking after the welfare of the people. PNA

“The drug won’t be for everybody, even with access,” said Salim Syed, an analyst who covers Biogen for Mizuho Securities USA. Syed estimates that only around one-tenth of the people diagnosed with early-stage Alzheimer’s may wind up taking Aduhelm chronically, especially if regulators approve similar treatments from Biogen’s competitors. Biogen is not saying how many people have received the drug since it was approved on June 7. A company executive said last month that Biogen was aware of about 50 sites infusing Aduhelm, far fewer than the 900 the company had said it expected to be ready shortly after regulators approved the drug. Aduhelm is the first in a line of new drugs that promise to do what no other Alzheimer’s treatment has managed: slow the progress of the fatal brain-destroying disease instead of just managing its symptoms. “It’s like a breath of fresh air,” said Dr. Stephen Salloway, a Rhode Island neurologist and Biogen consultant

CCORDING to psychotherapist and author David Richo, trust, which he calls “a reliance on reliability,” lies at the heart of all relationships, be it personal, professional or otherwise. This, however, is undermined when someone deceives us, cheats us, lies to us, disappoints us, or doesn’t come through for us. As one meme puts it, the smallest lie can break the biggest trust. Yet , bec au se we h ave been brought up on the dictum that to err is human and to forgive is divine, we give the offending party what we call the benefit of the doubt. I, for one, am a softie at heart, pusong mamon as we say. I am inclined to give a person a second chance, going along with his assertions of goodness and sincerity until he proves otherwise. In a cynical way, it is also my way of giving him enough rope to hang himself. However, when it comes to politicians who seek my vote, I reverse gear. My instinct is to give them the doubt

of the benefit. I recoil, I become reflexively skeptical. I initially regard them as guilty before proving themselves to be otherwise. Guilty of what? Guilty of conning the voters with their bright promises, which colloquially we call budolbudol. Since only a handful of their promises are proven to be true, the prudent thing to do is to doubt their ability to deliver. Your mantra should be don’t me. Young voters, don’t waste this opportunity. Now is your chance to clean up the mess that my generation of baby boomers has brought upon this blighted nation. We’ve had our turn, now it’s your turn. Make your votes count by ushering the right kind of leaders this time. As a voter for the past 50 years, here are my red flags. Does the candidate have a familiar name, one that he or she now brandishes and exploits to the hilt, even to the point of dropping the unfamiliar surname of a spouse? Does he or she come from a politi-

cal family that has dominated the political landscape in your place for the longest time? In short, a family that has made politics a livelihood, a continuous source of income and power? Many candidates are new generation wanna be’s, out to take the reins from their oldies. Don’t me. They may be young and fresh, appearing to be idealistic, but bear in mind that the milk they imbibed while growing to full adulthood comes from the same polluted source. Does he have a track record to speak of, not as a politician, but as a leader, organizer, or a public servant? What has he demonstrated in terms of helping those who have less in society? What are his statements and his actions that reflect his beliefs? Or is he like the blower fish, who puffs up himself with air to seem grander than he is but is really toxic? Don’t me. He’s most probably just another ampaw, as we say in our lingo. Lately, a growing number of candidates has been dropping bible excerpts at every opportunity. That to me is a big don’t me. The old book is often mis-used and abused to cover a multitude of sins. Frequent bible quoting is, to me, a symptom of a malignant hypocrisy from within, a veneer that is designed to hide something beneath. I also find it unnecessary or distasteful to

If we are dismayed by the choices we’ve made in the past, that’s probably because many voters don’t really think seriously about their choices. They are easily swayed by what their family, friends, peers say and what they read and hear. How many times have people ask me whom to vote because they have no real opinions about the candidates? Worse, they tend to dismiss the value of elections with utterances like “they’re all the same after all.” It’s time to own your vote. Refuse to blindly follow the popular choices of the day. Take your own path in deciding what to believe. Be an independent spirit. How? By cultivating a sense of healthy skepticism. Not doubting just for the sake of doubting but questioning things to discover a truth that will help you arrive at an honest decision. In this age of so-called posttruth, fake news, manufactured infor mat ion, t he more you doubt, the better. Learn more about your candidates from many sources. Go outside your social-media circle. Remember the time you received that e-mail indicating that a friend has lost all his money somewhere and needs your financial assistance? Or you just

won a cash prize in a contest and you need to give some details so you can get it from a designated bank? You may have doubts when a viral ad that claims to be the “wonder cure” for that recent malady that you think you have. You most likely have suspicions when someone knocks on your door at 3:00 in the afternoon on the weekend and claims to be delivering a package for you? In all of these instances, you’re employing a questioning attitude that casts doubt on information or claims presented. Experts in anthropology and human psychology say that we carry very sophisticated communication equipment in our skulls. We are wired to be skeptical. Our brain is skilled at detecting sources of pollution and poison in our environment. We experience strong feelings of disgust at the smell of rotting things such as when someone is bullshitting us. If this is so, then sharpen that built-in ability to detect deception and rottenness. Harness that powerful intuition to help you in challenging anyone’s claim of truth. Don’t accept everything at face value. Look beyond powerful emotional appeals. Always question campaign materials that present the candidates in the best possible light. Sometimes what is left unsaid about him is more

As Nobel prize-winning physicist Richard Feynman warns us: “The first principle is that you must not fool yourself—and you are the easiest person to fool.” You need to root your decision on a deeper level. As Shakespeare puts it: To thine own self be true. Interrogate your inner self and re-encounter your core values, the things you stand for, values that will ground your heart, and reinvigorate your hopes. What change would you like to see in the future for your family, community, and our country? Who among the candidates, flawed as they may be, can best deliver the change you want to see? Once you know what you sincerely want, then no one can take away your choice, not money, not the arguments of other people, not the false promises of the candidates. By taking the don’t me attitude of giving the doubt of the benefit, we take ownership of our vote. The benefit is all ours. Even if our choices might not win in the final count, you can honestly say: akin ang boto ko, walang sisihan.

NITED NATIONS—The UN special envoy for Myanmar warned Thursday that the country already faces “an internal armed conflict” and if power isn’t returned to the people in a democratic way “we will go in the direction of a failed state.” Christine Schraner Burgener told a UN news conference that the conflict between the military, which took power on February 1 and civilians and ethnic minorities is intensifying in many parts of the country. “The repression of the military has led to more than 1,180 deaths,” she said. “The army uses a range of tactics against civilian

populations, including burning villages, looting properties, mass arrests, torture and execution of prisoners, gender-based violence and random artillery fire into residential areas.” Schraner Burgener said the military is conducting clearing operations in Chin and several other states and there is continued fighting in Kachin and Shan states

“so all over the country we have a huge scale of violence.” She said the situation is reminiscent of the pattern of operations that the military, known as the Tatmadaw, used against Rohingya Muslims in northern Rakhine state in 1997. What is the ‘Delta plus’ variant of the novel coronavirus 2019 ?

hat is the “Delta plus” variant? It’s a relative of the Delta variant, identified by British scientists last month. Because it isn’t a variant of interest or concern, it has not yet been officially named after a letter of the Greek alphabet, like the other worrisome variants. Scientists are monitoring the Delta-related variant—known as AY.4.2. —to see if it might spread more easily or be more deadly than previous versions of the coronavirus. In a recent report, UK officials said this variant makes up 6 percent of all analyzed Covid-19 cases in the country and is “on an increasing trajectory.” The variant has two mutations in the spike protein, which helps the coronavirus invade the body’s cells. The Delta variant remains “by far the most dominant variant in terms of global circulation” said Maria Van Kerkhove, the World Health Organization’s technical lead on COVID-19, at a public session this week. “Delta is dominant, but delta is evolving,” she said, adding that the more the virus circulates, the greater chances it has to mutate. The UN health agency is currently tracking 20 variations of the Delta variant. AN JUAN, Puerto Rico— A police superintendent in Jamaica told The Associated Press on Thursday that authorities have arrested a Colombian man they believe is a suspect in the July 7 assassination of Haitian President Jovenel Moïse. Officials were still making calls to different embassies and ministers of foreign affairs to confirm details, Superintendent Stephanie Lindsay said. She said police would release more information soon. More than 40 suspects have been arrested so far in the presidential slaying, including 18 former Colombi a n sold iers a nd several Haitian police officers. Actor Alec Baldwin fired shot on movie set that killed woman

ANTA FE, New Mexico—A prop firearm discharged by veteran actor Alec Baldwin, who is producing and starring in a Western movie, killed his director of photography and injured the director Thursday at the movie set outside Santa Fe, authorities said. Santa Fe County Sheriff ’s officials said Halyna Hutchins, director of photography for the movie Rust, and director Joel Souza were shot. Hutchins, 42, was airlifted to University of New Mexico Hospital, where she was pronounced dead by medical personnel, authorities said. Souza, 48, was taken by ambulance to Christus St. Vincent Regional Medical Center, where he’s undergoing treatment for his injuries. Production has been halted on the film. A spokesman for Baldwin said there was an accident on the set involving the misfire of a prop gun with blanks. The Santa Fe New Mexican reported the 63-year-old Baldwin was seen Thursday outside the sheriff ’s office in tears, but attempts to get comment from him were unsuccessful. The International Cinematographers Guild confirmed that the woman fatally shot was Hutchins, a cinematographer. “ The details are unclear at this moment, but we are working to learn more, and we support a full investigation into this tragic event,” Guild President John Lindley and Executive Director Rebecca Rhine said in a statement. Hutchins, 42, was director of photography on the 2020 action film Archenemy, starring Joe Manganiello. A 2015 graduate of the American Film Institute, she was named a “rising star” by American Cinematographer in 2019. “I’m so sad about losing Halyna. And so infuriated that this could happen on a set,” said Archenemy Director Adam Egypt Mortimer on Twitter. “She was a brilliant talent who was absolutely committed to art and to film.” Actor Joe Manganiello, who starred in Archenemy, called her “an incredible talent” and “a great person” on his Instagram account. He said he was lucky to have Hutchins as director of photography on the

film. Baldwin was a producer on Souza’s 2019 film, Crown Vic, which starred Thomas Jane as a veteran Los Angeles police officer on a manhunt for two violent bank robbers. His first credited film, 2010’s Hanna’s Gold, was a treasure hunt adventure featuring Luke Perry. Deputies responded about 2 p.m. to the movie set at the Bonanza Creek Ranch after 911 calls came in of a person being shot on set, sheriff ’s spokesman Juan Rios said. The ranch has been used in dozens of films, including the recent Tom Hanks Western News of the World. He said detectives were investigating how and what type of projectile was discharged. “This investigation remains open and active,” Rios said in a statement. “No charges have been filed in regard to this incident. Witnesses continue to be interviewed by detectives.” Filming for Rust was set to continue into early November, according to a news release from the New Mexico Film Office. The movie is about a 13-yearold boy who is left to fend for himself and his younger brother following the death of their parents in 1880s Kansas, according to the Internet Movie Database web site. The teen goes on the run with his long-estranged grandfather (played by Baldwin) after the boy is sentenced to hang for the accidental killing of a local rancher. In 1993, Brandon Lee, 28, son of the late martial-arts star Bruce Lee, died after being hit by a .44-caliber slug while filming a death scene for the movie The Crow. The gun was supposed to have fired a blank, but an autopsy turned up a bullet lodged near his spine. A Twitter account run by Lee’s sister Shannon said: “Our hearts go out to the family of Halyna Hutchins and to Joel Souza and all involved in the incident on ‘Rust.’ No one should ever be killed by a gun on a film set. Period.” In 1984, actor Jon-Erik Hexum died after shooting himself in the head with a prop gun blank while pretending to play Russian roulette with a .44 Magnum on the set of the television series “Cover Up.” AP

I

WOKE up to the cold January weather of Rishikesh and was caught in between wanting to stay snuggled under my blanket, or start my exploration early. Half-dazed, I forced myself to saunter from across the room to the icy bathroom floor and find comfort from a quick, hot shower.

Fully awake now, I plotted my day thinking about a myriad of things I could do: try a new dish, go temple hopping, feed some monkeys, hang out by the Ganges, find a charming café, or rent a motorbike. However, the lure of laying eyes on a place that has caught my fascination ever since I started reading about the Beatles reigned over me. First things first, I told myself. I kickstart my almost weeklong stay in Rishikesh by visiting what remains of the ashram that embellished Paul, John, Ringo and George mystical motivation to achieve creative, high penning of staggering 48 songs, most of which ended up on their double album “White Album.”

All things must pass

None of life’s strings can last. None can be truer than the state of the Beatles’ ashram that was founded by Indian guru Maharishi Mahesh Yogi. Known then as the International Academy of Meditation, the ashram today is a picture of scattered ruins of mural-painted walls overrun by overgrown bush. Maharishi, who first met the Beatles in

1967 and later became their spiritual advisor, invited the group in the winter of ‘68 to study his devised Transcendental Meditation technique. The Beatles joined by their respective wives, along with Scottish singer Donovan, actress Mia Farrow, her sister and Beach Boys’ Mike Love, studied the guru’s meditation method from February until a falling out with Maharishi (which includes allegations of Maharishi’s sexual impropriety towards Mia Farrow) among the circle culminated in the group’s series of departures from India in April— with John Lennon and George Harrison being the last two to leave. The band’s brief stay at the ashram provided the group with a creative rejuvenation delivering them their most productive period of songwriting. Lennon credited his experience in Rishikesh for writing some of his most miserable and best songs. “We wrote about 30 new songs between us,” Lennon said. “Paul must have

done about a dozen. George says he’s got six, and I wrote 15. And look what meditation did for Ringo­— after all this time he wrote his first song.” As fleeting as it was the Beatles’ time in Rishikesh, it remains as one of the most talked-about and integral part of the band’s story analogous to their foremost overseas trip to Hamburg, Germany, in 1960 and their first visit to America in 1964. The trip to India and the band’s episode in Rishikesh is also seen as a symbolic curtain drop on the group’s monumental history as this was the last time the fabulous four musicians traveled together. After the Maharishi stopped operating the ashram in the 1970s and the lease on the land expired in 1981, it has undergone years of neglect letting mother nature take over. In 2015, the ashram was reopened to the public as part of the Rishikesh heritage structures trail.

Dressed-up aptly for a beautiful 14°C morning, I stepped out to the streets of Rishikesh among yogis, backpackers, locals on tuk-tuks, sadhus adorned in saffron robes, moseying cows and—upon crossing Lakshman Jhula bridge—mischievous monkeys. Walking over footpaths parallel to the sacred Ganges River, I consulted my Google Map and upon thinking that the ashram doesn’t look too far away—a miscalculation that had me walking at least 11 kilometers—I decided to just keep on walking. I passed by temples filled with morning worshippers chanting and Ghats dotted with religious bathers and, on occasion, a red and blue kayak filled with tourists on their river tour slicing through the Ganges. Through small alleys flanked by bazaar booths on both sides, I resisted stopping

by a quaint cafe or food joint serving Thali meals as I really want to start my day in search of Zen inside the Beatles’ ashram. Despite my slow walk, I reached the gates of the ashram half an hour before it opens. The guard tells me “You are too early my friend, you can sit first and wait for opening.” Today, the ashram is where you can find a riot of arresting street art dominating its peeled-off walls. This was part of the mural essays created by street artists under the “Beatles Ashram Mural Project” which was founded in 2012. Aside from the mural paintings, lyrical lines such as “with every mistake, we must surely be learning” from a George Harrison-penned song, can be read scribbled on random walls. Spread over 14 acres of forested land now concealing a legacy of 1960s transcendental meditation and spiritual counterculture, the ashram reveals a once fabled place where a community once thrived all in search of nirvana on Earth. When the gates finally opened, I was the first guest to be let inside. It would take another half an hour before I saw other guests trickled in. By that time, I had made my way through the grounds of the ashram. After another hour, I sat on the front steps of the Beatles’ old dormitory with weary feet, where George used to practice his sitar every morning. With my sense of wonder satisfied, I hummed to myself, “And when the broken hearted people living in the world agree, there will be an answer, let it be.”

Made from post-consumer recycled (PCR) plastic, this sustainable laptop is easy to repair, upgrade and recycle on your own. But that’s getting ahead of the story. The Acer Aspire Vero’s chassis is made of 30 percent PCR plastic while the keycaps are at 50 percent, with the packaging made from 100 percent recyclable materials and is repurposable as a DIY laptop stand. The device is now powered by up to 11th Gen Intel Core i7 CPU with Xe Graphics, a maximum of 16GB RAM, and 1TB SSD with Wi-Fi 6 support, plus a combination of USB-A and USB-C ports. OR the National Basketball Association’s (NBA) 75th anniversary team, 75 players weren’t enough. The league needed 76 instead. The top 75 players in NBA history—and one more because of a tie in the voting—have been revealed, a group that has combined to win 158 NBA championships, earn 730 NBA AllStar selections and score more than 1.5 million points. The players were not ranked in order, and were announced over a three-day span randomly. And the league didn’t say which players wound up in that tie to determine the final spot. All 50 of the Top 50 players— chosen 25 years ago, during the NBA’s 50th anniversary celebration—made the Top 75 list as well, a clear indicator that the voters for this team respected the intentions of the selectors a quarter-century ago. Of the new names on the list, nine were announced during the first two rounds of unveilings Tuesday and Wednesday: Giannis Antetokounmpo, Tim Duncan, Kevin Durant, Kevin Garnett, James Harden, Allen Iverson, Steve Nash, Dirk Nowitzki and Chris Paul. HE national men’s under-23 team has made the Aboitiz Pitch in Lipa City as its training camp in preparation for the Asian Football Confederation Under-23 Cup 2022 Qualifiers in Singapore. The Singapore tournament will start on Monday. The Philippine Football Federation and other football clubs have included the Aboitiz Pitch as one of their preferred training and competition venues. The pitch is located inside the LIMA Estate, a 794-hectare industrial-anchored township located in Lipa City and Malvar in Batangas. It is considered as the largest and best-selling privately-owned industrial estate in the Philippines and has its own central business district and world-class sports facilities. The Aboitiz Pitch is one of the largest artificial turfs in Luzon and could be utilized for

multiple sports. To ensure safety, players, coaching staff and team officials undergo RT-PCR testing before entry to the facility and routine testing during training. They are all required to wear face masks and shields at all times, except during training or competition. exercise gold in the final starting at 3:10 p.m. on Saturday and will shoot for the vault title at 3:25 p.m. and the parallel bars finals at 5 p.m. on Sunday, all Manila time. There’s no day off for Yulo. “He is still training like the other eight finalists who wanted to get the gold,” Carrion-Norton said. The 18-year-old de la Cruz of Marikina City clocked 32.89 seconds, breaking Joy Rodgers’s 32.93 seconds she established in the same venue in December 2019 during the 30th Southeast Asian Games. Rodgers finished second to De la Cruz with 33.94 seconds. “I’m so happy that we’re swimming again.
