The SO 2 defined industrial users as food, con fectioneries, biscuits, bread, candies, milk, juice, and beverage manufacturers that use refined sugar in the production of their finished products for sale exclusively in the domestic market.

Meanwhile, consumers, based on SO 2, shall refer to wholesalers and traders engaged in sell ing sugar in bulk to retailers and retailers refer to individuals selling sugar in small quantities to the general public for consumption.

In terms of the budget of the PCMC, DBM said there would be an increase to P1.2 bil lion under the NEP for 2023 from P1.1 billion NEP for 2022. This represented an increase of around P47 million for 2023.

“The seeming decrease in budget for Lung Center of the Philippines comes from compar ing the actual 2022 General Appropriations Act [GAA] to the 2023 NEP. In 2022 GAA, the allocated budget was further increased to P683.9 million due to upward adjustments made by Congress,” DBM explained.

“The P344-million budget decrease raised by Rep. Recto, likewise, pertains to the Congress-introduced upward adjustments included in the 2022 GAA, which allotted P1.5 billion for PCMC,” DBM added.

The DBM also clarified that it allocated P23 billion for the Health Facilities Enhance ment Program (HFEP), which will fund the purchase of medical equipment.

Sancho’s death, along with those other Lolas, highlights a sense of ur gency for the Lolas to receive a formal unequivocal public apology and just compensation from Japan, as well as accurate historical inclusion while their voices can still be heard.

Af ter Beau’s death, Congress passed the 21st Century Cures Act, which dedi cated $1.8 billion over seven years for cancer research and was signed into law in 2016 by President Barack Obama.Obama designated Biden, then vice president, to run “mission control” on directing the cancer funds as recognition of Biden’s grief as a parent and desire to do something about it. Biden wrote in his memoir “Promise Me, Dad” that he chose not to run for president in 2016 primarily because of Beau’s death.

Another development that should concern us is India’s decision to restrict exports of key varieties that go toward feeding Asia and Africa (See, “Top rice exporter India curbs shipments in threat to infla tion,” in the BusinessMirror , September 9, 2022). Bloomberg reported that New Delhi imposed a 20 percent duty on shipments of white and brown rice and banned broken rice sales abroad. The curbs apply to roughly 60 percent of India’s overall rice exports, based on Bloomberg calculations.

The implementation of NCAP by MMDA was authorized by virtue of a resolution signed by the mayors of Metro Manila.

My intervention on the NCAP suspension issue

It piques me why I never got any notice from the MMDA about this traffic violation involving my driver. Why did it take three years to notify me? And this happened to me not only once, but twice. When I applied for our other car’s renewal of regis tration, I also learned from the LTO about our other car’s traffic violation that was caught by an MMDA camera almost three years ago, while being driven by our driver at that time. This prompted Senator Enrile to say, “this is inefficiency at its highest for a government agency.”

Moreover, knowing that partner ship arrangements involve sharing of responsibilities and profits, I’m wondering what could be the respon sibility arrangements between the LGUs and private entities in their NCAP program. While I agree that it’s normal to share profits in part nerships, does the law allow penalties and fines, supposedly for violation of government rules like traffic, to be shared with the private sector? And it is for the aforementioned reasons that I will file my intervention on the case filed against the NCAP, if only to clarify the issue’s legality and/or constitutionality.

Will this not violate the principle of constitutional and administrative law that a delegated authority cannot be re-delegated?

Offboarding is the process of ensuring that an employee leaving has turned over documents, equipment, and even processes used while they were employed. Whether the employee is terminated, resigning, or retiring, this is an important process that should not be skipped if you want to ensure continuity in your team’s processes.

Having an offboarding program helps ensure that there are no security and access breaches. When I left a company a few years back, they took my access badge and my identification card, but it took a month before they removed my access to the online drive and manager group chats. I would still receive confidential information on the company’s hiring status, weekly finance reports, and sensitive issues which should have been kept within the company. When left unchecked, separated employees might access proprietary information that could open your organization to reputational risks, or loss of competitive advantage.
