MAMBAJAO, Camiguin -- In a major effort to strengthen the capacities of the province’s coastal communities, a total of 289 hectares have been established as protected fish or marine sanctuaries in Camiguin, posting a 94 percent increase from the 149 hectares during the inception of the Camiguin Coastal Resource Management Project (CCRMP) in 2007. The MPA restricts human activity to protect living, non-living cultural or historic resources. Protection includes limit on development, fishing gear types, fishing season, catch limits, moorings, to complete bans on removing marine life of any kind. This will help restore damaged habitats, improve biodiversity and maintain ecosystem health and processes, thus permitting fish to mature and reproduce.

GSIS call center

THE Government Service Insurance System (GSIS) will be putting up its own call center to make the agency more responsive to its members. The call center will handle simple queries that will enlighten members on the services that they can avail of or any assistance program that the GSIS has to offer, said Robert Vergara, GSIS President and Chief Executive Officer (CEO). He said the call center, which will operate 24/7, will provide additional avenues for members to reach the agency. Vergara said members can just phone in their questions or seek clarification on their concerns right in the comfort of their own homes.

ITH the approval of its Environmental Compliance C er t i f ic ate (E C C) from the Environment Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR), Aboitiz Power Corp. (APC) is all set for the construction of its 300-megawatt (MW) coal-fired facility in Davao.

The ECC would ensure that the P25-billion project, once constructed and operational, will not cause significant negative impact on the environment. Jollibee buys Burger King franchise JOLLIBEE FOODS Corp. has moved to acquire a majority stake in the Philippine franchise of fastfood chain Burger King for P65.5 million, a disclosure to the local bourse on Friday showed. The homegrown quick service food company said it signed a deal to buy 54% of BK Titans Inc., which in turn owns PERF Restaurants, Inc., the sole local franchisee of the international burger brand. "Jollibee’s acquisition of a majority stake in the BK Titan’s Inc., will enable it to have in the premium price segment of the hamburger category of Philippine fast food market," Jollibee said, noting that the Burger King’s products are priced 30% higher. Jollibee further deemed Burger King as profitable, citing its P800 million yearly revenue. The sale is the latest change in the ownership of Burger King’s Philippine franchise: Back in 2006, Ayala Corp. had sold majority ownership in PFN Holdings Corp. to BK Titans, Inc., a company organized by Philippine Long Distance Telephone Co. Chairman Manuel V. Pangilinan tand Tanduay Holdings, Inc. President and Chief Operating Officer Wilson T. Young, among others. CAGAYAN DE ORO CITY – The newly appointed director of the Philippine National Police in Region X has clamped down security in the region following a series of high profile crimes prior to his new assignment. In a meeting held Sept. 29 with members of the Misamis Oriental Filipino-Chinese Chamber of Commerce and Industry, Inc., Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber), Philippine-Chinese Chamber of Commerce and Industry (PCCCI) and the Cagayan de Oro FilipinoChinese Chambers of Commerce and Industry, Chief Supt. Jufel C. Adriatico vowed to restore peace and order in

the region once reputed to be the most peaceful in Mindanao. “I have ordered the immediate implementation of tight checkpoints in the key entry and exit points of Cagayan de Oro,” Dir. Adriatico said during his presentation. “On top of that, our personnel have been instructed to strictly implement the firearms ban in Cagayan de Oro City and I have stopped police personnel from wearing their blue patrol uniforms which have often been reported to have been used by criminals.” Dir. Adriatico has also directed police personnel to stop and investigate all motorcycles and motor vehicles traveling without license plates. The clampdown followed the highprofile kidnapping of local business

Manuel Boniao last Sept. 19 by six armed men aboard a red Mitsubishi Adventure with plate number KCF-331. The abductors were reportedly dressed in blue PNP patrol shirts . Mr. Boniao was released unharmed on the evening of Sept. 24. Mayor Vicente Y. Emano said in a radio interview that the kidnappers were paid “board and lodging” expenses but did not elaborate. In a press conference at Camp Alagar Sept. 30, Dir. Adriatico said eyewitnesses positively identified two of the six suspects who have been charged before the City Prosecutor’s Office as Malik M. Guro and Abdul S. Raco, both residents of Marawi City. He added that he has instructed that the owner of the getaway vehicle also be included in the charge sheet for his failure to report his vehicle as being stolen. Two days after Mr. Boniao was kidnapped, another failed armed robbery hit the Cogon market in the city poblacion. However, another resident reportedly fell victim to con artists who duped her of some P600,000 worth of cash and jewelry on the same day at a local shopping mall. Last May 12, a Banco de Oro branch was divested of over P600, 000 by five armed men in a daring daylight robbery. Five suspects have been charged for the latter incident. Besides addressing immediate security issues, Dir. Adriatico told the four chambers he has also ordered the reopening of investigations into heinous crimes in the region which remain unsolved and the hot pursuit of most wanted criminals in the regions as listed in the PNP Order of Battle. In behalf of the four business chambers, Mr. Uy committed the business sector’s full support and cooperation with the PNP PRO-X initiatives in the interest of peace and order. The business sector is mulling the restoration of Operation Kahusay ug Kalinaw (OKK) a joint project of local civic groups with the Cagayan de Oro Police Office (COCPO) where civilian volunteers help man police outposts at night.

Xavier U starts building new CIT buildings XAVIER University (XU) marked the construction of two new buildings of the Center for Integrated Technologies (CIT) at the Manresa campus with a blessing and foundation laying ceremony on Sept 28. The two new CIT buildings are part of a larger plan to develop Manresa as the new XU campus. The new structures will house classrooms, laboratories and workshops, canteen, library, auditorium and administration offices. Tuna industry pushes S. Mindanao exports DESPITE the global economic slowdown brought about by the Japan disaster and weak Western markets, exports from Southern Mindanao region grew in the first semester highlighting the resilience of the food industry, the Trade department said in a statement on Friday. This came as the agency held a series of information sessions called "Doing Business in Free Trade Areas (FTA)." The series is meant to increase business use of preferential trade deals in a bid to help micro, small, and medium enterprises (MSMEs) gain access to the markets of strategic economic partners at duty free or lower tariff rates. Outbound shipments from Region 12 increased by 44% to $293.29 million between January and June compared with the same pe-

riod last year, while revenue share from export activities hit by the economic instability of the United States and the European Union (EU) grew 164% to $20.46 million, the statement read. Directly affected exports are expected to reach $35 million by the end of 2011, meaning that half-year earnings are only 46.16% away from the target, it added. "We are not worried by the economic crises in the US and the EU. We export mostly food, a commodity that will always be needed," Ibrahim K. Guiamadel, Trade department regional director for Southern Mindanao, said in a statement. Agriculture-based goods form 95% of the region’s exports, which come from its four provinces, namely, South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani (SOCCSKSARGEN).

Three-fifths of agriculture exports come from tuna and tuna-based products, top grossing commodities sent mostly to Japan. Trade agreements among members of the Association of Southeast Asian Nations (ASEAN) and with China, South Korea, Japan, Australia, and New Zealand seemed to have helped South Mindanao’s export economy stay afloat amid the Western debt crises, the department noted. "Utilizing preferential trade agreements is one of the core market strategies we have defined in the Philippine Export Development Plan (PEDP). We encourage businesses in Region 12 to consider the markets with which we have preferential trade agreements," said Adrian S. Cristobal Jr., undersecretary for international trade.

NEWSCAPS GSIS provides options on loan payments SPECIAL DEPOSIT ACCOUNTS (SDAs) • Funds parked in the vault of the Bangko Sentral ng Pilipinas (BSP) in the form of special deposit accounts (SDAs) amounted to P1.65 trillion as of the first week of September with investors seeking high yielding investment instruments due to the lack of major infrastructure and development projects in the country. • Monetary authorities said that funds remained parked in the vault of the central bank with the delay in the launching of the public private partnership (PPP) program of the Aquino administration.

LISTED FIRMS’ EARNINGS • The aggregate net earnings of firms listed on the Philippine Stock Exchange fell seven percent in the first half of the year to P219.66 billion, weighed down by lower profits of the industrial, holding firms and services sectors. Combined revenues of listed corporations, however, went up 15.3 percent to P1.85 trillion, but was offset by higher costs.

EXPORT GROWTH TARGET • The Philippine Economic Zone Authority (PEZA) said that it will be difficult for them to meet their yearend target of 11-percent growth in exports as the sale of electronics in the international market remains weak. • PEZA Spokesperson Elmer San Pascual said that it may be difficult to achieve the 11-percent export growth target because of weak global demand for electronics. “But we remain optimistic that we can regain exports in the last quarter of the year.” He said that it may still be achievable if exports go up in the last few months. • As of August this year, exports stood at $27.65 billion, slightly up by only three percent from the $26.83 billion recorded during the same period a year ago.

RETIRINGmembers of the Government Service Insurance System (GSIS) will now have the opportunity to decide on the mode of settlement of their outstanding loan obligations. This was announced by Robert Vergara, GSIS President and Chief Executive Officer (CEO) during the recent GSIS Stakeholders’ Dialogue held at Mallberry Suites, here. He said they have revised the Claims and Loans Interdependency Policy (CLIP) to make it less burdensome for prospective retirees to settle their outstanding obligations. Under the CLIP, the GSIS will deduct from the retirement benefits of the member all his outstanding loan balances. Vergara said this policy really hurt members because sometimes the outstanding loans, especially the housing loans, could be such a big figure that after a lifetime service in the government, the member gets nothing and still owes the agency after retirement. Under the new policy called Choice of Loan Amortization Schedule for Pensioners (CLASP), the members will be empowered to

choose how to settle their outstanding service loan obligations, Vergara said. This means that when a member retires, the GSIS will look at all his service loans, setting aside his housing loans, if he has one, and

sacrificing his retirement benefits adding that the remaining balance of his outstanding obligation shall be restructured as a loan with an interest rate that is lower than what is normally charged. (PIA-10)

PLDT-DIGITEL ACQUISITION DEAL • Gokongwei-owned JG Summit Holdings Inc. is not contemplating on selling its majority stake in Digital Telecommunications Phils. Inc. (Digitel) to other parties, despite the long delay in government approval of the sale to Philippine Long Distance Telephone Co. (PLDT). “We are still supportive of this transaction,” JG Summit President Lance Gokongwei said on the sidelines of yesterday’s ASEAN 100 Leadership Forum. • The National Telecommunications Commission (NTC) has 90 days or until late October to decide on the joint application of PLDT and Digitel seeking approval for the sale of an initial 51.5-percent stake in the latter to PLDT. Presidential Spokesperson Edwin Lacierda has said that the Aquino administration is still studying the deal.

• A tourism group has debunked the recurring claim by open skies advocates that the Philippines needs to further open up its skies to attract more tourists as it revealed information that the country is one of the most liberalized in terms of air access by foreign carriers. “Open skies advocates have been harping on the need for full open skies to attract more tourists but in reality we have already a very liberalized air policy as shown by the Travel & Tourism Competitiveness Report 2011 of the World Economic Forum,” Robert Lim Joseph, founder of TourismWatch Philippines, said.

• Bargain hunting and a last-minute rally by banking stocks allowed the main index to defy the heavy selling at the start of trading and to post a slight gain by the end of yesterday’s session. The Philippine Stock Exchange index (PSEi) rose by 0.04% or 1.51 points to 3,877.63, while the broader all-share index inched up by 0.02% or 0.61 point to 2,787.78. • Advancers edged decliners 75 to 61, while 38 stocks were unchanged. Turnover slipped to P5.18 billion from P7.06 billion on Wednesday. Foreigners still avoided local stocks, posting a net foreign selling of P1.05 billion. • Subindices closed mixed, with gainers led by financial that jumped by 1.60% or 13.99 points to 889.58, followed by property that was up by 0.90% or 12.05 points to 1,353.79. Mining and oil saw a 0.32% or 63.13-point increase to 19,514.40. Closing in the negative, however, were services and industrial that shed 0.55% or 7.67 points to 1,386.56 and 0.32% or 21.06 points to 6,506.67, respectively. Starting Them Young Habits, good or bad, truly start young. In an effort to teach children the importance of money management, the Bangko Sentral ng Pilipinas (BSP) and partner institutions have embarked on projects that seek to enable children to grow into financially responsible adults. Just last August, the BSP and the Bank Marketing Association of the Philippines (BMAP) launched a special “Kiddie Account Program” that aims to encourage the country’s 12 million Filipino school children to save money. Under the program, school children up to 12 years old can open bank accounts with initial deposits

of P100.00 or less at any of the participating banks’ head offices or their 3,000 branches. The 12 participating banks are the Development Bank of the Philippines (DBP), Bank of the Philippine Islands (BPI), China Bank Savings, East West Bank, Maybank, Philippine National Bank (PNB), Allied Bank, Banco de Oro (BDO), Philippine Savings Bank (PSBank), Philippine Veterans Bank. Security Bank, and RCBC Savings Bank. BSP Governor Amando Tetangco Jr. said these 12 banks are investing time and resources to help Filipino children develop the habit of saving regularly. “That these banks wel-

come children with one hundred pesos or less to open savings accounts with them speak well of their long-term commitment to develop an inclusive Philippine financial system and a new generation of Filipinos who are regular savers,” Tetangco said. According to BSP estimates, barely half of Filipino adults have savings accounts. Another survey conducted seven years ago showed that less than five percent of Filipino children save on a regular basis. Another exciting project that is in line with BSP’s integrated Economic and Financial Learning Program is the ongoing “Money Matters for Kids” Exhibit at the

Metropolitan Museum. The BSP accepted the exhibit donation from Citi Foundation, Museo Pambata Foundation, Inc. and Philippine Business for Social Progress. With the signing of the Deed of Donation last August 9, the three-month long exhibit was formally opened. This traveling exhibit is a fun and interactive way for pre-schoolers and children aged two to 12 years old to learn about the concept of money, saving, spending, sharing, and the importance of saving for the future. “Money Matters for Kids” first opened in Museo Pambata before it traveled around different malls and

Breast Cancer LAST week, I touched on Fine Needle Aspiration Biopsy as a means of diagnosing breast lesions, be it a benign tumor or a malignancy. T here a re i n s t a nc e s though when the result that is released is either borderline, or uncertain: your attending doctor will either request for a tissue biopsy or a frozen section. In a tissue biopsy, a small sample maybe taken or the entire mass may be removed and sent to the laboratory for examination. This may take 5 days to a week before

a result is given out. In instances where frozen section is available, our surgeon friend may opt for this: though it is a bit more expensive, it can be done as a double set up: meaning, should the result turn out to be malignant, removal of the mass or the breast and its underlying nodal tissues can be performed immediately. The beauty of doing a frozen section is that result is available in a matter of minutes! Once diagnosis is available, it is best to discuss treatment options with your attending physician.

Dreamweavers of Lake Sebu seek patent over T’nalak Jenita Eko travelled at least 1,008 kilometers from her home in Sitio Lemkwa, Lake Sebu, South Cotabato to the Intellectual Property Office of the Philippines in Makati City for one reason: to seek protection of her people’s indigenous weaves. In a meeting with IP officials, Ms. Eko expressed concern over the non-recognition of her tribe, “Akala ng mga tao gawang Davao del Norte ang mga T’boli weaves (People think T’boli weaves come from Davao).” The T’bolis populate 19 barangays in Lake Sebu and parts of the Alah Valley and

the coasts of Maitum, Maasim and Kiamba, all in South Cotabato. Of the 19 barangays, only three produce weaves. One of the main buyers of the T’boli weaves come from Davao del Norte, which markets home décor using the weaves as embellishment. “Hindi kaso ang pangongopya ng tahi namin. Gusto lang naming makilala. (Infringement is not our concern. We only want proper recognition.)” says Eko. Square Peg, Round Hole Sadly, during the meeting, the IP experts felt like they were fitting a square peg into a round hole.

The weaves cannot be patented for it offers no solution to a technical problem, thereby lacking the element of inventiveness. They didn’t fall under copyright, which exists from the moment of creation until 50 years after death of the author. Since the weaves have been made since time immemorial, they are now part of public domain. Should media be regulated? IN as much as the sound of regulation for media is an affront to our freedoms and democracy, leaving things as they are today only put the populace at risk. Today it is easy to surmise the misuse of media which we hear and see daily with subjective attacks and reports on businesses and persons. And the respondents are helpless unless they are willing to fork out good money after bad for their reputations that are being maliciously ruined. The profession of PR or public relations and reputation management was inspired for this very reason to

put a handle on media. And yes this takes money in the forms like envelopmental journalism in lieu of public paid announcements that see print and broadcast if the amounts are in order. The prostitution of the media has become practice not necessarily best practices but a reality check. The culture of corruption which is well embedded in our society has thrown everything out of wack. And by this I mean; in total chaos. It is no longer the street cop that has been vulnerable into pocketing bribes for misdeeds on the roads but no less the judiciary, the national and local leaders, hell - even for businessmen in the private sector. Worth some Php14 million, funding for the said projects were sourced out from the Congressman’s Priority Development Assistant Fund (PDAF). “These projects were very much needed by our constituents in these areas, that’s why, they had to be prioritized,” the Congressman said during the projects’ turn-over ceremony attended by the residents of the barangays where the projects were undertaken. “I am, particularly, concerned of the safety of the school children who have to cross the street before and after classes, thus, the construction of the pedestrian overpass, to keep

them safe from vehicular traffic,” he said. In hand to receive the projects were the different Punong Barangays (Village Chieftains) of the concerned barangays, together with the members of the barangay council. Of these projects, three (3) were on the construction of multi-purpose buildings (MPB), three (3) were on the repair of roads, two (2) were on the repair of bridges, two (2) were on the construction of flood control dikes and one (1), each, were on the construction of a pedestrian overpass, construction/ repair of drainage, construction of MPB covered court and repair of water system. HDMF (Pag-IBIG) membership is mandatory By Apipa Bagumbaran CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 29 (PIA) --- The Home Development Mutual Fund (HDMF), commonly known as Pag-IBIG, mandates the government and private employers to have their workers registered as HDMF members. This was reiterated by HDMF President Atty. Darlene Marie B. Berberabe, who said that the membership to the fund was made

mandatory with the signing of Republic Act 9679. Otherwise known as the Home Development Mutual Fund Law of 2009, RA 9679 mandates the membership of all private and government employers and their respective employees in the HDMF, regardless of employment status or nature of employment, effective January 1, 2010. She said membership to the Fund shall be mandatory for all employees, workers, professionals, officers and

companies who are compulsorily covered by the Social Security System (SSS) and the Government Service Insurance System (GSIS). She, further, said that uniformed members of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP) are also covered by the new law. Likewise, Overseas Filipino Workers (OFWs) and

Filipinos employed by foreign employers, whether deployed locally or abroad, are required to register as HDMF members. Meanwhile, Berberabe said the HDMF has tied-up its database with that of the Department of Trade and Industry (DTI), Bureau of Internal Revenue (BIR), Overseas Workers Welfare Administration (OWWA), and Philippine Overseas

Employment Administration (POEA), among others, to enforce strict implementation of the RA 9679. She said they will be running after those erring employers who will be violating the HDMF Law. Here in the city, a preliminary investigation is due at the City Prosecutors Office for the case filed against a security services company charged with vari-

ous violations of the HDMF Law including the refusal to register new employees, under registration of its actual number of employees, and failure to remit contributions to the Fund. Also, the HDMF Cagayan de Oro Branch has filed another case at the Malaybalay City Prosecutors Office in Bukidnon against a company for its failure and refusal to remit monthly contributions. Housing project beneficiaries express gratitude to govt’s key shelter agencies By Apipa Bagumbaran

E mployees o f t h e PHIVIDEC Industrial Authority (PIA) in Tagoloan, this province, have expressed their gratitude to the Housing and Urban Development Coordinating Council (HUDCC) and its attached agencies for undertaking a housing project for them. Elvira Garcia, president of PIA Employees Union, said the housing project is a realization of their dreams to own a house, thus, it is an invaluable legacy of the key shelter agencies and the PIA board to their employees. In its 37 years of existence, this is the first time that the PIA will undertake a housing project for its employees, she said, during the groundbreak-

ing ceremonies of the PIA Employees Housing Project, yesterday. She said some of the PIA employees have already retired without houses that they can call their own, while some are still dwellers renting inside the PIA compound. Dubbed as the PIA Employees Village, the housing project is a joint venture of PIA with the National Housing Authority (NHA) which will be providing technical assistance on site development and the Home Development Mutual Fund (HDMF) which will be providing loan facilities for house construction. It w i l l be bui lt at t he 2.9-hectare PIA property and is envisioned to generate 125 housing units at 120 sq. M. per lot.

The housing project will have three (3) housing models with corresponding costs that are payable in 30 years, the 32 sq.m., single model at Php312,000, the 42 sq.m., single detached at Php348,000, and the 73 sq.m., 2-storey house at Php516,000. Led by Vice President and HUDCC Chair Jejomar C. Binay, the groundbreaking ceremony of the PIA Employees Village was held at the PHIVIDEC Estate in Sta. Cruz, Tagoloan town, this province. However, the Department of Agriculture has seen potential of the barangay as one of the convergence areas of four barangays. Thus, Barangay Bagocboc is the first barangay in Opol to have received the Barangay Food Terminal Project from the agency through the Agribusiness and Marketing Assistance Division ( AMAD) that took place on September 9,2011.

A formal turnover was held right at the very site where the BFT was built and was attended by their Municipal Chief Executive through the person of Mayor Dexter Yasay together with other officials of the locality lead by Barangay Captain Margilen E. Abuhan and staff of the Department of Agriculture and the members of their people’s organization.

The BFT serves as the depot of food as well as other basic needs of the people in the locale. The resounding success of the recently concluded P.E. Rhythmic Dance Festival 2011, a prelude to the 2013 Guinness Book of Records was ably supported by the Department of Education (DepEd 10) under the leadership of its dynamic Regional Director Luz S. Almeda. Highlighting is the ten t h o u s a n d t w o hu n d r e d twenty (10,220) participants coming from the seven (7) par ticipating scho ols of the city and the Province of Misamis Oriental. The record breaking number of dancers is through the all out support of Myrna S. Motoomull, Ph.D, Schools Superintendent, Division of Cagayan de Oro for facilitating the invitation of the par-

The Dance Festival is one of the major events which complement the other four core fiesta events: The Golden Float Parade, Halad sa Lambagohan, Folkloric Dance Showdown and Ms. Kagay-an Pageant.
