LISTED AboitizPower Corp. is looking for funding amounting to P50 billion for its planned 600-megawatt (MW) Subic and 150-MW Davao coal-fired power plants, Erramon Aboitiz, president and chief executive, said on Wednesday.   The AboitizPower official, however, said the total amount to be raised will depend on whether they will proceed with the Subic project. “If we do, we’re talking about financing in the neighborhood of P50 billion for the two plants [in Subic and Davao],” he added. For the Davao project, Aboitiz said they are still waiting for the endorsement of the Davao City Council, which they hope to secure within the month.

THE Philippines’ largest national flag carrier, Cebu Pacific (CEB) will increase domestic flights in the 4th quarter of 2011, making available 33% more seats compared to the same period last year. CEB will take delivery of 3 more brand-new Airbus A320 aircraft in October, allowing the airline to offer the lowest possible fares in the market and mount more domestic flights. SOUTH EAST Asian Airlines (Seair) has been ordered to halt plans for flights from Manila to Davao and Cebu while the government decides whether the carrier’s partnership with a foreign airline for the routes is a violation of the country’s laws. “The order was issued pending a final resolution of the issue... in order to prevent any injury to the public,” Civil Aeronautics Board (CAB) Executive Director Carmelo L. THE National Dairy Authority (NDA) will continue to provide assistance to dairy farmers or organizations interested in dairy farming. Thus, it has developed industry partnerships from foreign countries in bringing dairy development into the Philippines, NDA Field Operations Manager Jesus B. So, said. One such partner is the Land O’Lakes, a memberowned agricultural cooperative based in Arden Hills, Minnesota, USA, that has the same components as the NDA, along animal dispersal, milk processing, milk establishment and milk feeding program. Land O’Lakes has been suppor t ing, since 20 05, NDA’s Herd Build-up Program, which is a govern-

ment strategy of importing cattle from other countries to counter the low milkproducing cattle breeds in the country. For 25 years now, NDA has been procuring imported cattle from New Zealand which are cross breeds of high milk-producing cows called Friesian cattle and heat-tolerant breed of cows called Sahiwal from Pakistan. As part of its corporate social responsibility (CSR), Land O’Lakes has provided financial assistance to NDA in procuring and helping bring in, this year, 585 pregnant cows and five (5) bulls

from New Zealand. Unloaded in the Port of Cagayan de Oro, yesterday, May 18, the said cows, under the NDA Cow Dispersal Program are to be dispersed to identified recipients after a 30-day quarantine period in Libona, Bukidnon, in accordance with the NDA’s standard operating procedure. So said the identification of recipients involves a long process of training and technology preparation that goes over a period of one year. Once the cattle are declared free of disease and have already adapted to the climate and grass in the country, the Dept. of Agriculture (DA) will then authorize the dispersal to the identified recipients. “The program has been helping farmers acquire addairy/PAGE 9

DAVAO City -- Following their participation in the 29th International Boston Seafood Show last month, Mindanao seafood traders are now reaching out to new markets in the European Union (EU). Ten Mindanao seafood companies will be joining the Philippine delegation to the 2011 European Seafood Exposition being held from May 3 to 5 in Brussels, Belgium. Some 1,600 companies from 76 countries are expected to join the Brussels show, the largest seafood trade event in the world. The Mindanao delegation, composed of producers and exporters of sardines, as well as of fresh, processed and canned tuna and other seafood products, will be participating through the joint efforts of the Department of Agriculture and USAID’s Growth with Equity In Mindanao (GEM) Program, which is implemented under the oversight of the Mindanao Development Authority (MinDA). They are: Ayala Seafoods Corporation, Bluefin Seafood Export, Incorporated, FAB Sea Resources Corporation, Jess Aquamarine Traders, JARLA Trading, MS Seafood Supplier, Nuevo Fresco,

RDEX Food International Phils. Incorporated, Well Delight Network Corporation, and JN Mercado Food Supply. Companies qualify to participate in the exposition based on their product quality, volume capacity, and compliance with internationally-recognized HACCP and EU plant certification standards. The EU’s food imports in 2009 totalled $369 billion, with seafood imports valued at $38 billion. More than 70 percent of its seafood is imported, with Iceland, Norway, China and Vietnam among its major suppliers. In 2009, Mindanao’s total

direct exports of seafood products to the EU were valued at $153 million. These included canned tuna, sardines, tuna (fresh/chilled and frozen), seaweed/carrageenan, prawn and octopus. Last year, frozen and prepared/preserved tuna products were among Mindanao’s top ten principal exports, valued at $93 million and $218 million, respectively. “This is not just an opportunity to showcase Mindanao’s best seafood products,” said Sec. Luwalhati Antonino, Chairperson of MinDA. “Our participation in this exposition also sends a strong signal that we have tuna/PAGE 19

NEGROS Navigation Co. (Nenaco), now the country’s biggest shipping line, recently launched its newest fleet in Cagayan de Oro – the St. Michael the Archangel. Fresh from acquiring the erstwhile Aboiotiz-controlled Super Ferry and Super Cat fleet, the Bacolodbased Negros Navigation purchased the roll on-roll off/passenger (ropax) vessel for $8.35 million. Nenaco chair Sulficio Tagud said the company has spent another $3.6 million to refurbish and upgrade facilities of the St. Michael the Archangel. The vessel has a passenger capacity of 1,929 and cargo capacity of 190 twenty-foot equivalent units. With a length of 150.8 meters and width of 25 meters, it has seven deck levels and is supported by two sets of main engine with a combined power of 18,800kW. The St. Michael will service two routes – ManilaCebu-Cagayan de Oro-IloiloBacolod-Manila every Thurs-

DPWH-10 bares infra projects; expects completion in 120 days

W

ith t h e fast-paced implementation of infrastructure projects of this region, ongoing works are now continuously observed not only in the rural areas but in urban areas as well. Few days ago, the rehabilitation/reconstruction/upgrading of damaged paved along North Divisoria has started. The winning contractor (C. Dy Builders & Gen. Merchandize) mobilized their equipment on May 9, 2011 for the work to be completed within 120 calendar days. The road concreting will be done along Corrales – Pabayo Streets, Pabayo – Velez Streets, Velez – Tiano Streets, Tiano – Rizal Streets and Rizal – Capistrano Streets. Aside from the concreting works, installation of cross drainage along Tiano Street is also included. When completed, the rehabilitation/reconstruction/upgrading of damaged paved road will be of great help to the travelling public within the city proper since the said streets that are included for the concreting are located within the heart of the city. Another ongoing road concreting pro-

ject that brings alleviation to the travelling public is the ongoing rehabilitation/reconstruction/upgrading of the damaged paved along South Divisoria. This project is considered as one of the vital projects because the roads to work on are within the heart of the city where mainstream of the populace are being seen daily just like the north portion of DV Soria. This project is under contract with Angel & Sam Const. & General Merchandise. The mobilization of the contractor started last May 9 and the project is expected to be finished within ninety (90) calendar days. The concreting works will focus at Pabayo – Velez Streets, Velez – Tiano Streets and Tiano – Rizal Streets. Installation of pipe culverts and eleven (11) units of manhole are also included in the scope of work for the drainage system. These two (2) ongoing projects at DV Soria are included in the Regular Infra of 2011 and under the direct supervision of DPWH – Cagayan de Oro 2nd District Engineering District in the baton of OIC-District Engineer Allan S. So what are the benefits of having financial plans? The FCAG explains that it gives us more control over our financial affairs and the ability to avoid excessive spending, unmanageable debts, and

dependence on others. Having a financial plan also fosters better personal relationships with the people around us and gives us a sense of freedom from financial worries. Lastly, sticking to a plan helps us obtain, use and protect our financial resources even after retirement—benefitting ourselves and our loved ones as well.

Singapore sings

SMI’s corporate social responsibility LASTR year, the Public Relations Society of the Philippines (PRSP) honored South Cotabato-based Sagittarius Mines, Inc. (SMI) for its high-tech mobile communications facility during its 46th “Gabi ng Parangal” held at the Edsa Shangri-La Hotel. Dubbed the Mobile Community Information and Resource Center (mCIRC), SMI received the PRSP’s prestigious Anvil Award for Excellence in the Public Relations Tools category. The Anvil Award, the symbol of public relations excellence in the country, is given to public relations programs and tools deemed excellent and of quality by a multi-sectoral jury. SMI GM Mark Williams said the mCIRC is a mobile communications facility that allows the firm to communicate to its various stakeholders on the magnitude and scope of the Tampakan Copper-Gold Project, especially in terms of its environmental and social impacts. Mr. Williams said mCIRC also enables SMI to present important information on

its Sustainable Development (SD) plans and policies to its stakeholders, particularly to its host communities to empower them to formulate a free and prior informed decision of the project. How many other mining firms in the country have taken the trouble to give its host communities and other stakeholders for that matter the wherewithal to reach a “free and prior informed decision” on their projects? The number can be counted by the fingers of one hand. SMI has a Financial and Technical Assistance Agreement (FTAA) with the Philippine Government, for the exploration, development and operation of the Tampakan Copper-Gold Project. The $5.9-billion proposed mining project is located in southern Mindanao, encompassing the provinces of South Cotabato, Sarangani, Sultan Kudarat and Davao del Sur. Davao malling made classy THE opening of the muchanticipated shopping mall of Abreeza last week has provided the residents of the city, and those of the nearby provinces, a new place to squander their time. The mall, a three-f loor infrastructure that stands in front of the Redemptorist Church in Bajada, now hosts of several stalls and stores that are first timers in the city. Restaurants like the Italiannis and the TGIFridays have started making their presence felt here in this city. There are also new destinations for those who are following the fashion trends as well as other products, most of them high-end. Fashion goods, like shoes and other products of Primer Group of Companies that include the ever dependable North Face and Victorinox brands, have become the main attraction to this new magnet for mallgoers. The mall phenomenon in the city will definitely become a buzz within the next two years as another shopping mall, this time in the SM mixed-use project in Lanang, just three kilometers from where Abreeza is, will open within next year. The fear of some individuals that the city is fast becoming an urban sprawl may not be far-fetched after all. To stop this from happening, the city government must have that political will necessary to divert the development away from the downtown to other key centers. Roberto P. Alabado III, chief planner of the city, said the city government will stick to the result of the zoning plan that is now being reviewed.

Alabado, who finished his urban planning graduate course in Germany, pointed out that the city government must be able to convince the people, particularly the investors to pour their money in other centers that the city is developing just like the already-bustling Buhangin and Calinan. It is not only superior in terms of beauty but also of economy. The Singapore dollar is fast catching up with the mighty US green bucks based on the peso exchange rate of P35 and P43, respectively. In comparison to another Asian economic tiger China, which I visited last year, Singapore has the huge advantage of having English as its second language. You can navigate around the city without fear of getting lost because your destination is just a question away. Singapore’s economic architect, Lee Kuan Yew, was a contemporary of the Philippine’s strongman, Fer-

dinand Marcos. Both were bright, rising stars in the political firmaments of their respective countries. Both knew each other and brushed shoulders in friendship. It had often been said that had Marcos played his hand right, the Philippines would have been another success story like Singapore. When the question was broached to Lee Kuan Yew about the possibility of the Philippines becoming another Singapore under Marcos, he gave this insightful reply: “No, it can’t happen. Marcos loved his own self more than he loved his country.” To put it bluntly, Marcos loved Marcos first, the Philippines second. He should have learned from the wisdom of the ages: You cannot serve two masters at the same time. If you do, you will love one and hate the other. The truth of that statement has set us free... from Marcos! At the heart of corruption is a selfish heart.

With the proliferation of pizzerias in the country, one has numerous options to choose from. From popular foreign brands to our own homegrown concepts, these pizzerias have sprouted in urban cities and even provincial capitals throughout the country. However, a self-confessed pizza connoisseur friend whispered to me if I have heard of the name Di’ Mark’s? Why of course I replied! I could recall that famous logo of a face of half bald man with red-checkered squares and the classic font of “Di’ Mark’s”. As a young boy, I would look forward to the times my uncles would tug me along to that particular place in Makati Avenue. T he Beg inning of Di ’ Mark’s My curiosity finally led me to the 2nd generation owners of Di’ Mark’s. Nina Fernandez Assad together with her husband Jay has taken the cuddles of continuing the legacy. Over their famous “Mad Scramble” pizza and in a cozy pizzeria in their Taft Avenue compound, I had the pleasure of interviewing the couple. Accordingly, Di’ Mark’s was born in the early 50’s when Nina’s parents Arturo and Lita Fernandez were living in New York. The Fernandez couple would prepare pizza on Friday evenings for their Italian neighbors. Arturo would knead the dough while Lita prepared the rich and thick tomato sauce. The appetizing smell would draw the neighbor’s children to the Fernandez’s yard. No doubt the Fernandez kids became popular; their friendship was their ticket to a free slice of

pizza. In 1956, the Fernandez family moved back to Manila. The parents continued to prepare delectable pizza for family-friends. Thus, with a lot of encouragement, Arturo and Lita decided to open their Pizzeria in April 1957, Di’ Mark’s Pizza Garden, named after their youngest son, Marky. Considering t hat t hey opened with only some borrowed tables and chairs in their own garden, the number of customers started to increase simply by word of mouth. Thus, Di’ Mark ’s Pizza Garden became a cozy and romantic place to go for dinners for two and with families on weekends. To this day, they still cater to pizza connoisseurs. I was even told that there are many popular people making appointments (telephone numbers 525-5354 / 404-0683 12 noon to 9:00 pm) to dine or even hold small meetings. Di’ Mark’s grew to several more branches through the years but the one I remember was Di’ Mark’s along Makati Avenue corner Kalayaan. For years, that corner location catered to sectors of society that have the influence and the purchasing power. One could not miss the parking lot that was always teeming with cars. That famous location had to give in to new planned development in the area. Calculated Growth At present, the pizzeria has four branches. These are located in Tomas Morato Avenue by Alfredo’s, Casa Susana, Madrigal Bldg., Alabang, and Wack-Wack, Mandaluyong. Jay and Nina are presently considering growth and expansion and one attractive route is franchising. However, the couple is carefully reviewing this option before officially opening the doors to interested parties. In fact, Jay mentioned he has been receiving franchise inquiries from interested parties from

within the country and to his surprise, even from foreignbased parties. Truly an example of the power of word of mouth! Considering that no marketing and advertising campaign has been done for several years now. With the legacy left to their care and the brand that is now 54 years old, they are committed to maintaining the same food quality served in 1957 and similar if not completely the same ambiance of the pizzeria that has attracted the market for all these years. This is their commitment to wherever their expansion takes them, here or internationally. My Conclusion As we were talking, I never realized I was able to consume several slices of the famous “Mad Scramble” oozing with generous toppings with delectable variety plus the crunch of a wonderful crust! Di’ Mark’s no doubt has aged to reach 54 years! In my experience as mentor to many businesses, there are entrepreneurs who will not risk letting go to anybody unless they are truly confident particularly when you have a legacy to take care of. Similarly, there is a Chinese restaurant, which has remained with one branch full packed with customers to the brim in Bf Homes Paranaque

and has existed since 1848! The generation managing it just like Jay and Nina, very cautious not to break the legacy they inherited. I hope that it will just be a few more months before Di’ Mark’s finally joins the ranks of franchisors. Jay and Nina assured me that I shall the first to know. One of the foundations of franchising a business is years of experience in the business; ver y much like the “aged wine” there is a premium to having survived the rigors and challenges of 54 years of presence in the market. The franchisees draw from this reservoir of experience of the franchisors. The test of time will surely benefit franchisees. For people looking for a franchise, it is important to determine the Owner’s commitment to the business. If this commitment has been shown for over half a century, will they ever be wanting in their commitment to your growth as a franchisee? Meantime, savor the taste that has made Di’ Mark’s the longest existing pizzeria in town! I agree with their tag line, which goes “What a Difference Our Difference Can Make”! Bon A Petit!

Rufus Rodriguez and brother Maximo Rodriguez of Partylist Abamin (Abante Mindanao) recently filed House Bill 4437 that would amend the Republic Act 9296 otherwise known as the Meat Inspection Code of the Philippines. T he t wo repre sent atives find that Section 48 of Republic Act No. 9296 be amended in part by adding a subsection to be denominated as Section 48 (e). Un d e r t h a t s e c t i on , amendments will read as follows: Section 48. Prohibited Acts - No person, firm or corporation shall import, sell or distribute double dead meat or botcha, or meat with foot and mouth disease or any other virus or any ill quarantine meat or meat products.The Rodriguezes find that the law specifically the importation, selling and distribution of “botcha” need to be treated as a criminal offense with provisions of imprisonment. “Botcha” or hot meat is the Filipino term for meat taken from an animal which has died of disease or the meat of a dying or sick animal. Local hog or poultry owners slaughter these animals which died of diseases or before they die and sell the meat goods at a cheap

price to willing meat vendors. The congressmen said that this practice now become prevalent in the country especially in Metro Manila which is very unfortunate because this jeopardizes both consumers and producers by endangering health and disturbing market stability. They added that doubledead meat contains germs and micro-organisms that could cause illnesses like diarrhea and food poisoning.They even claimed that despite the serious consequences of the trade’ and the consumption of these types of animals, penalties under RA No. 9296 or the Meat Inspection Code of the Philippines are insufficient. Furthermore, they said according to the National Meat Inspection Commission (NMIC) the current National Meat Inspection Code has failed to serve as a deterrent against the sale of double dead meat because the penalties are just too low. Under the law, the penalty for the sale of hot meat is confiscation and the imposition of administrative fines. The two representatives find that the sanctions imposed to violators are not enough to discourage botcha vendors of getting out with this kind of business. They then hope the passage of HB 4437 so that consumers will be protected.

Significance of sense and process Since it is the birthday of my youngest daughter, I would like to share with the readers a very important lesson I learned, while trying to juggle my time as a single mom to my three growing up girls, and as a practicing specialist , years back. I did not place too much emphasis on it, and that night, she developed high grade fever. Automatically, I gave her an antipyretic, forgetting

went back to sleep. An hour after, my subconscious mind could feel her restlessness beside me, so in trying to put her back to sleep, I touched her gently and told her to get some sleep. It was then that I felt some lumps and bumps on her skin and my groggy mind , which seemed to have been disconnected from my scientific mind, failed to connect her history of allergies, to the possibility of another allergic episode due to the chocolate snack bar which was compounded with the intake of the antipyretic , which may have contained a component or two in the mixture that she maybe allergic to. But, worse, I failed to connect in

my mind, that when I touched her, what I felt as lumps and bumps were her urticarial (hives) manifestations! Instead, what entered my subconscious mind was : Oh, God, please let it not be: my child might have lymphoma and I have to do a needle biopsy immediately. It was only then that my scientific mind took over and I rose from the bed, opened the lights, to examine her more closely that I saw the rashes in the form of urticaria all over her upper extremities. A few minutes after the administration of the injectable antihistamine, her manifestations subsided and she was able to sleep. Anaphylactic reactions

can be fatal. These reactions occur when the body is exposed to an allergen ( which cause/ trigger the allergic reaction ), and the manifestations vary: this may be manifested as skin rashes, difficulty in breathing, runny nose, itchiness all over. The importance of identifying what triggers the event, and having a standby medicine can save one’s life. Now, going back to common sense, applying it to the practice of medicine, I would say this simply means, the ability to approach a disease process in a holistic manner. Which, I failed to do that time, and could have cost the life of a loved one, had I acted a minute or two later.

Last year it received its third Presidential Mining Industry Environmental Award (PMIEA) at the 57th Annual National Mine Safety and Environment Conference held in Baguio City, the second consecutive year it was so recognized. SMI General Manager, Mark Williams, said the company was committed to balancing social, environmental and economic considerations in managing its activities at the Tampakan Project. The PMIEA is awarded annually to mining companies in recognition of best practices relating to performance in health and safety, environmental management, community development, and stakeholder engagement. “Our policies and standards are aligned with the sustainable development framework of our major shareholder, Xstrata Copper, and our stakeholders can be confident that the proposed Tampakan project ref lects global best practices,” said Mr. Williams. SMI received an overall rating of 98% for its Social Development and Management Program (SDMP), Information, Education, Communication (IEC), Environmental Management and Safety and Health programs. The firm received its first PMIEA in 2006 for its industry leading practices. SMI’s sustainability performance was also recognized in a further two categories, with awards for Best Mining Forestry Program and Safest Mine (exploration category). The company’s Maleh Tu Kayo initiative (Blaan for ‘let us plant trees’) received the Best Mining Forestry Program Award (exploration category) from the Department of Environment and Natural Resources for its multi>sectoral approach to reforestation involving volunteers from host and neighboring communities. Last week, a representative of a Turkish power firm, Karadeniz Powership Co. Ltd., has proposed to local businessmen during the “1st Mindanao Turkish-Filipino Businessmen Encounter” business matching held in Cagayan de Oro to deploy a 600 megawatt (MW) power ship to Mindanao.

Karadeniz, a subsidiary of Karadeniz Energy Group based in Turkey , aims to provide some 2,010 megawatts (MW) of electricity to over ten energy-short countries in the Middle East, North Africa and South Asia through its “Power of Friendship” project. The project’s first two power ships have been deployed off the shore near Basra in southeastern Iraq and a third to Pakistan. Power ships are large bulk carriers fitted with state-of theart, large bore dual-fuel diesel engines that can run on heavy fuel or natural gas to generate electricity. A power ship can moor at one place for one to five years, making them ideal interim solutions until a a local power plant can be built or the shortage or high demand for electricity is over. Power ships can be moved more easily than power barges to where they are most needed due to their ability to travel longer distances over high seas under their own power. Each power ship is fitted with MAN Diesel dual-fuel engines and generators capable of running on either heavy fuel or natural gas. The first vessel has a 144 MW generation capacity with the next two rated at 180 – 220 MW. “There are large areas of the world where f lexible f loating power stations can make a huge difference and we expect to see more such vessels built in the future,” said Kerim Kiper, head of Bureau Veritas Turkish office. “BV’s unique experience in overseeing both shipbuilding and power plant development gave us the ability to take on these projects.” However, a top official of one of Mindanao’s largest distribution utilities (DUs) has reservations about the scale of the proposed power ship. “The 600 MW power ship is not likely to be implemented,” said David A. Tauli, senior vice president for engineering of the Cagayan Electric Power and Light Co. (CEPALCO). “It is simply too big, and probably more expensive than the Therma Marine Inc. (TMI) power barges.” Tauli said Mindanao needs at most an additional 500 MW until the end of 2014 when new baseload power plants become operational. Over half of the projected shortfall is peaking power. “That will be sourced from the 200 MW TMI barges, with another 100 MW coming from other small diesel fueled power plants,” Mr. Tauli noted. “So the 600 MW plant may be able to get at most 300 MW of power purchase agreements, which makes it an unfeasible project. What the DU’s are looking for, for their requirements to 2014, are diesel plants of 50 MW or smaller, either land-based or barge-mounted.”

That he consistently using February 20, 1952 as appearing in his Postal ID, Professional Driver’s License. There is a need to correct and change the entry of the facts of birth of petitioner especially his “date of birth” to avoid confusion and to conform to his true facts of birth. That petitioner has no derogatory records and pending cases whether criminal or civil field against him. His sole purpose of filing the petition is to correct and straighten his birth record as to his “date of birth” to correct it from February 20, 1958 to February 20, 1952, his true date of birth. Set the initial hearing of this case to June 28, 2011 at 8:30 in the morning before the sala of this Court. Any person/s interested to the petition may come to Court on said date and time to show cause why said petition should not be granted.
