Thelawsofsocietyareappliedequallytoeveryone,butequitabletothecircumstances.Thesame holdstruefortaxes:thosewithhigherincomespayalargerpercentageoftheirincomeintaxesthan thoseinlowertaxbracketsAlthoughnotequallyapplied,thetaxlawsareequitableDemocratic lawsarewritteninsuchawayastoallowinterpretationdependinguponcircumstances."A thousandcircumstances,independentofthewillofman,facilitatethemaintenanceofademocratic republicintheUnitedStates"Initially,lawsaredifficulttodesignbecauselawmakerscan'tthinkof everypossibility,everyscenario,andeveryobstaclethatmaypresentitselfinthedemocracy.
