DVLA update: latest on the Comment abolition of the counterpart

The BVRLA and the industry it represents are getting bigger in almost every way.

Counterpart: To be abolished in June, not January, following BVRLA's campaigning

The BVRLA has successfully campaigned for the abolition of the paper counterpart to the driving licence to be delayed until 8 June, but is advising members to start their preparations now. The Driver and Vehicle Licensing Agency (DVLA) has put forward the new date following lobbying work by the BVRLA. Originally, the abolition had been scheduled for 1 January 2015, but the DVLA agreed to delay it following representations from the association. The counterpart is being abolished as part of the government’s Red Tape Challenge initiative to remove unnecessary administrative burdens from drivers, and the document will no longer have any legal status after 8 June 2015.

Calls to this number cost 51p/minute.

There will be no change to the photocard part of the driving licence, and drivers with the old style licence (issued before 1988) will still need to use this when renting a vehicle.

The BVRLA is also in the process of upgrading its EDECS (Electronic Driver Entitlement Checking Service) connection to the DVLA. It is hoped that this will put the BVRLA in a position to act as a trusted gateway on behalf of the vehicle rental industry. Depending on the commercial model put forward by the DVLA, this could see the association providing a low-cost solution optimised for the daily rental environment.

From 8 June, members will have two options for checking a driver’s endorsements or entitlement to drive certain vehicles time:

BVRLA confirms its presence at CV Show

CV Show: BVRLA will once again be at leading commercial vehicle event Visitor registration has gone live for this year’s Commercial Vehicle Show, which takes place at the NEC in Birmingham from 14 - 16 April. With exhibitors from the road transport, distribution and logistics sectors, the Show is a must-attend event for CV operators. Three quarters of visitors to the CV Show are fleet owners, senior managers or engineers, and it provides a great networking opportunity. The CV Show is the largest and most comprehensive road freight transport event staged in Britain. Last year the Show attracted 18,884 business

visitors, and this year is set to be bigger than ever, with 400 exhibitors already booked. The BVRLA will be exhibiting alongside Manheim on Stand J10, in Hall 4 for all three days of the event. BVRLA Membership Manager Greg Theaker is keen to use this opportunity to catch up with as many members as possible. New era for roads agency The Highways Agency, which is responsible for operating, maintaining and improving the strategic road network in England, will become known as Highways England from April. The Infrastructure Bill is currently going through Parliament, and is set to receive Royal Assent in the next few months. This will see Highways England become a governmentowned company, held to account by a new watchdog based within the Office of Rail Regulation (ORR). Highways England will be responsible for delivering more than 100 new road schemes between now and the end of the next parliament. These have been outlined in a £15billion roads investment strategy. The ORR will soon publish a consultation setting out its monitoring role. This will look to build an efficient framework and establish key strategic road policy issues. Highways England will be headed up by a new Chief Executive, following news that Graham Dalton is to step down in summer. u

UK boosts its Intelligent Mobility credentials The UK will run three urban driverless car trials and test a ‘connected corridor’ on a major motorway in 2015. The government is pumping £19m into several autonomous vehicle pilots, which will last 18-36 months. The largest – UK Autodrive – will deliver feasibility studies and practical demonstrations in the Midlands. By 2018, it's hoped that fully autonomous cars will be testing on public roads, while an extra 40 autonomous pods will also be operating. The group includes Arup, AXA, Cambridge University, Coventry Council, Ford, Jaguar Land Rover, Milton Keynes Council, MIRA, Oxford University, Tata Motors and Transport Systems Catapult.

Meanwhile, the GATEway project will see trials of three different types of zero emission automated vehicles in Greenwich. This will include public tests of fully automated passenger shuttle transport systems and autonomous valet parking of specially adapted vehicles. Transport research organisation TRL is leading the GATEway project, and the consortium includes Imperial College, Shell, the Royal Borough of Greenwich, RSA and Telefonica. The Venturer project will test the feasibility of driverless cars in Bristol, investigating the legal and insurance aspects and exploring the public's reaction to these vehicles. It's being headed up by Atkins and includes AXA, Bristol City Council, the Centre for Transport and Society,

the University of the West of England and Williams Advanced Engineering. Finally, the Automotive Electronic Systems Innovation Network, which includes Jaguar Land Rover, Lotus, McLaren and Nissan, is running a Connected Corridors trial to explore what could be developed if vehicles had access to a reliable, high-speed wireless communicatons network. Parties briefed ahead Market news of the General Election Meetings are taking place between the BVRLA and representatives from the three main political parties, to ensure that politicians consider the recommendations made by members in the BVRLA's Fleet Industry Manifesto. The BVRLA met with Richard Burden, Labour’s Shadow Minister for Roads, plus the Chief of Staff to the Shadow Transport Secretary last month. At this meeting, it was recommended that: ❱ Businesses be given greater access to car clubs ❱ The tax rebate on Authorised Mileage Allowance Payments (AMAPs) be restructured ❱ Funding of local and national road infrastructure be secured ❱ Commercial vehicle testing be carried out by private sector staff at Authorised Testing Facilities ❱ The MOT be updated to reflect new developments in vehicles ❱ Road safety targets be restored ❱ A national framework for Low Emission zones be set up

❱ There should be clear direction and strategy for the government's motoring agencies

The BVRLA understands that the consultation will also address other issues in the credit market, including financial promotions, the treatment of loan guarantors and referring customers in arrears to debt advice. This consultation will be of particular interest to leasing brokers. There will be a number of regional events around the country that the FCA will be hosting. The BVRLA will be publishing dates and information nearer the time. These events are designed to address questions to FCA representatives directly.

At our 2014 Industry Conference, delegates were told that 2015 would be a huge year for vehicle manufacturer Ford. Already this year, the company has revealed its latest models - the new GT, Focus RS and all-new Mustang. And while these performance models are impressive, Ford also has something up its sleeve for the fleet sector, with the new Mondeo set to be joined by three new people carriers the C-Max, S-Max and Galaxy.

FCA: Looking ahead at 2015 The Financial Conduct Authority (FCA) published new rules on credit brokers last December, which came into force on 2 January. It has said that it intends to consult shortly on whether to retain or modify these rules and whether to introduce additional rules on credit broking, to ensure that customers are treated fairly.

Ford: 2015 set to be a good year

But the good news isn't limited to the blue oval. Vauxhall's Viva city car will go on sale shortly, and there should be a new Astra in the autumn. Meanwhile, there will be additions to the Adam, Corsa and Insignia ranges. Fellow Brit-brand Jaguar's all-new XE compact saloon goes on sale in May, while there will be minor revisions made to the XJ and XJ before the much-hyped F-Pace SUV makes an appearance at the end of the year. Moving further afield, Mazda will update the 6, and we'll see new versions of the CX-5 and 2, as well as an all-new CX-3 crossover in summer. Mercedes-Benz will add new compact cars including the CLA Shooting Brake and GLE coupe, while Renault will start selling its Kadjar SUV. Each brand under the VW Group umbrella will launch an important fleet model - Audi with the A4, SEAT with its as-yet-unnamed SUV, Skoda with the Superb and VW with the Passat. u

BVRLA: in numbers The BVRLA and the industry it represents had another record year in 2014, according to our latest annual membership and fleet size report. The association welcomed new members in every sector last year, with a particular surge in the leasing broker category. This influx of brokers is a testament to the work the BVRLA is undertaking to assist the whole leasing sector achieve and maintain

compliance of the new Financial Conduct Authority (FCA) regime. The total BVRLA member fleet continued its rise in 2014, up by 14% to 3.9 million vehicles. There was strong growth across all sectors, with the car portion passing three million for the first time.

The combined member fleet now accounts for one in every ten cars, one in every six vans and one in every four trucks licensed to operate on UK roads. A large part of this expansion came from the personal leasing sector once again, where the personal contract hire fleet rose by more than 30% and passed the one million mark for the first time. Most fleet categories reported steady organic growth, but once again there were major new additions from captive leasing companies in the personal car and light commercial vehicle (LCV) and corporate LCV leasing areas. u The BVRLA ran a quarterly leasing survey of key market trends throughout last year and the full 2014 report will be featured in the March/April issue of BVRLA News. Corporate leasing fleet size

Corporate car leasing fleets grew by 7%, mirroring the growth trend reported across the sector in 2014. The LCV fleet benefitted from the addition of a new captive leasing company.

Personal leasing fleet size

The HGV, LCV and car personal leasing categories all benefitted from captive leasing companies bringing more of their vehicles under BVRLA membership.

Short term rental fleet size

After a surge in fleet sizes in 2013, the shortterm rental car, van and truck fleets reported steadier single-figure percentage growth in 2014.

For example, choosing to suppress paper copies of the V5C will determine whether certain information is displayed as part of a company's access to the DVLA's new online fleet portal.

BVRLA members have already provided useful feedback on how the VVR scheme can be developed further. The DVLA is using this to update the system, which has moved into a private beta test phase for the next few months. Currently, there are 12 companies involved in this test.

When responding to this consultation, the BVRLA highlighted that average CO2 emissions of its rental members' vehicles was just 132g/km in 2013 17% lower than the UK average. The response also noted how supporting car sharing in London could result in 120,000 fewer cars on the road by 2020, easing traffic congestion and reducing CO2 emissions by 5.6%.

The service offers V5C suppression, taxing facilities and the ability to declare a vehicle off the road. This service is free of charge, available 24/7 and easy to use. Members will be able to download all vehicle data into a spreadsheet.

Transport for London (TfL) has completed its consultation on the proposed Ultra-Low Emission Zone (ULEZ) in the capital.

The DVLA is asking companies to confirm as soon as possible whether they would like to opt in to V5C suppression, as this will give them plenty of time to ready their systems for this switch.

The Driver and Vehicle Licensing Agency (DVLA) has confirmed it is suppressing V5s and launching the View Vehicle Record (VVR) scheme from April.

Further recommendations included extending the Mayor's planned diesel scrappage scheme to provide subsidised car rental or car club access, rather than only offering outright cash payments toward the cost of new vehicles. Since submitting its response, the BVRLA has met with TfL and the Mayor’s office. Further meetings have taken place with Labour and Liberal Democrat spokesmen for transport and environment. These meetings have allowed the BVRLA to emphasise the importance of a national framework for future ULEZs. Some London boroughs, including Hackney and Camden, have expressed interest in the London ULEZ being extended. RISC database accessed more than 350,000 times in 2014 The BVRLA's RISC database remained a valuable tool in 2014. The service - which is now free for BVRLA members - was used by rental companies 352,116 times in 2014. This represents an increase of 2,000 searches compared to 2014. From these searches, more than 1,000 came back as positive matches - meaning the subject was a potentially problematic customer based on their rental history. The majority of searches (98.5%) are made against individuals. However, total searches made against companies increased by 11% year on year, compared to a 0.6% increase in the number of searches against individual renters.

The BVRLA added a further 1,131 customers to the database over the course of the year. The reasons for individuals and companies being added to the database are the same as ever, with failing to comply with the terms and conditions of the rental the top reason, followed closely by not paying in full for the rental or charges. Customers not looking after vehicles was the third most frequent cause for being added to the system.

Coming soon... RISC in 2015 BVRLA members can look forward to a new, updated version of the association’s RISC database later this year. Developed in conjunction with business rental specialists Nexus, the new system will be faster, more secure and provide an increased range of functionality via an improved user-interface. “We are confident that the updated system will be more interactive, making it an even more powerful tool in the rental industry’s fight against fraud,” said BVRLA Head of Member Services, Nora Leggett.

❱ Residual Value and Remarketing (RVR) Committee The Residual Value and Remarketing Committee will continue to give its input into the process of updating the BVRLA Fair Wear and Tear guide.

❱ Leasing and Fleet Management Committee Upcoming consumer legislation will be a key consideration for the Leasing & Fleet Management Committee, with the Consumer Rights Bill set to be implemented in October 2015. ❱ Rental Committee The BVRLA will continue to work with the rental committee and the Driver and Vehicle Licensing Agency (DVLA) as the counterpart is abolished and the DVLA’s driving licence checking solutions are used by members.

❱ Technical and Operational Management (TOM) Committee The Technical and Operational Management Committee will be continuing its work in regard to whether AdBlue costs should be included in Servicing, Maintenance and Repair (SMR) budgeting. u

Of these, 573 were complaints against rental members - a 57% increase on 2013. This may be due to increased media attention the sector received. Complaints against leasing companies increased by 33%. However, the number upheld in favour of the complainant decreased, suggesting improved adherence to our code. This is supported by a 20% decrease in complaints against leasing brokers. The average time taken to resolve a complaint was 18 days, well below the BVRLA's 30-day target.

Most rental disputes could be avoided if staff clearly explain all optional products and charges before customers sign rental agreements. Leasing disputes could be reduced if customers were reminded of return standards within a reasonable period prior to the vehicle being collected. u

With adjustable seats, more power and better steering, the karts are vastly improved over last year’s models, and promise even more exciting racing. The more powerful karts mean participants will be able to lap the 1,360m International Circuit at Daytona Milton Keynes even faster. The Broker 200 takes place on Wednesday 13 May 2015, and the BVRLA is keen to sign up as many teams as possible. Companies can either submit teams of three racers, or form a team of three with employees from other member companies if needed. Taking part in this event helps to raise funds for BEN, the automotive industry charity which provides care and support for employees of the automotive industry. The Broker 200 is also a fantastic opportunity
