Budget fails to support fleet take-up of EVs By Gerry Keaney, BVRLA Chief Executive The Chancellor’s 2014 Budget will go down in history as a missed opportunity. George Osborne said he was extending support for low emission vehicles, but there was precious little evidence of that when you examine the detail. He said he was extending the 2% increase in company car tax in 2017/18 and 2018/19, but brushed over the fact that he was also raising the tax rate for zeroemission vehicles at twice that rate - by four percentage points – in 2018/19. It means an employee choosing an electric car this year and paying tax at the 40% rate would see their company car benefitin-kind rax bill soar from £0 per year to around £1,500 within four years.
Earlier this year, the Government reiterated its goal of moving the UK’s car fleet to ultra-low emission vehicles (ULEVs) by 2040. The fleet sector is a key market for electric vehicles because it already operates the cleanest cars on UK roads and makes purchasing decisions based on rational, cost of ownership calculations. By tweaking the tax regime the government has the power to influence these decisions and make choosing an ultra-low emission vehicle the obvious choice for thousands of businesses and their drivers. Unfortunately, the company car tax measures announced in the Budget will do little, if anything, to accelerate the uptake of ULEVs. Instead, as a reward for operating the lowest emitting vehicles on UK roads, company car drivers will pay an extra £720 million in tax over the next five years.
By 2018/19, this electric car driver would be paying almost exactly the same amount in company car tax as if they had chosen a similar-sized diesel car with all its associated emissions.
Meanwhile, hundreds of thousands of grey fleet drivers are encouraged to do extra mileage in their old polluting cars because the government hasn’t got the nerve to tackle the issue of inflated AMAP (Approved Mileage Allowance Payments) rates.
The tax incentive will have gradually vanished.

CV Committee set for a busy 2014 as Eurohire MD becomes Chair BVRLA News posed some questions to Victoria Hudson, Managing Director of Eurohire, as she becomes Chair of the BVRLA's Commercial Vehicle Committee. BVRLA News: As new Chair of the CV Committee, what are your priorities over the next 12 months?

Victoria Hudson: We'll focus on improving the understanding of used CV marketing and remarketing best practice and build the industry’s reputation by working more closely with other trade bodies, including the Society of Motor Manufacturers and Traders (SMMT), Freight Transport Association (FTA) and Road Haulage Association (RHA). We'll also be strengthening the Commercial Vehicle Code of Conduct, particularly in relation to vehicle handover.
BVRLA: And its weaknesses?
BVRLA: So what's your background? VH: I graduated with a Business Management degree in 1997 and enlisted in what was to become an education in vehicle rental. As anyone in this industry knows, once you're in the business - you’re hooked! I've grown up in rental industry, as my father started Eurohire Vehicle Rentals in 1972. I've worked for the business for 17 years, so I'm fairly well-versed in all matters of vehicle rental. Eurohire has a mix of vehicle types on our self-funded fleet, ranging from cars to LCVs, as well HGVs from 7.5 to 26-tonne rigids, plus 44-tonne tractor units. With this experience, I now want to help the BVRLA and its members. My first visit to Badminton Court came about when I was undertaking

BVRLA: What work does the CV Committee do? VH: We set the BVRLA’s agenda, and work to improve standards across the industry. The Committee provides feedback on impending legislation or regulations by promoting best practice, and identifies future threats and opportunities for the CV industry. BVRLA: What are the BVRLA's strengths? VH: It's a progressive trade association which represents 1 in 10 vehicles on UK roads. It is a fantastic source of information and enjoys strong links with the Driver and Vehicle Standards Agency (DVSA) and Driver and Vehicle Licensing Agency (DVLA). Plus, there's the mandatory code of conduct and quality assurance
We need to do more to promote ourselves. Too many people in the industry are still unaware of what the association does on their behalf, even though we've reduced the compliance burden for van operators by working on Whole Vehicle Type Approval, and helped lorry companies get partial exemption from Driver CPC training not to mention abolished the tax disc. CV membership is growing, but there is still work to do. Building on the CV Informer research will give us a better understanding of LCV use. BVRLA: What would you say to members thinking about getting involved with the BVRLA? VH: The association is only as strong as its members. The more input you give, the more you will get out. Your experience is key, and the BVRLA provides opportunities to better understand our market. Don’t just take my word for it though! CV Informer set for launch at Commercial Vehicle Show in Birmingham on 30 April The BVRLA will present highlights of the 2014 CV Informer survey in association with Road Transport Media at the Commercial Vehicle Show. Now in its second year, the research project will offer detailed analysis into the commercial vehicle rental

and leasing sector – from its size and key players to market predictions for the year ahead. Highlights of the report will be shared at a morning briefing on 30 April. The briefing will also provide an opportunity for BVRLA members to
hear about key legislation changes and issues facing the sector. The BVRLA will be present throughout the show, sharing stand 4D10 with ATS Euromaster. The show runs from 29 April - 1 May 2014 at the Birmingham NEC. u

The Fleet Forward Planner contains a timeline which details when key regulation changes will be introduced. The document aims to assist members with business planning, as it lists the key forthcoming legislative and policy changes which may affect members in the next four years. It also contains links where members can find out further information.
The Member Engagement Report highlights all the areas in which the BVRLA is working on, including campaigning, meeting with MPs and holding workshops with the Driver and Vehicle Licensing Agency (DVLA). BMW i3 named UK Car of the Year The revolutionary BMW i3 has been named as the winner of the first ever UK Car of the Year award. There were 12 categories in total, with wins for the Audi A3 (Best Small Hatch) and Skoda Octavia (Best Family Car & Best Estate Car). BMW i3: Award-winning supermini Apple launches CarPlay After Google announced its plans to have the Android operating system in cars by 2016, arch rival Apple has unveiled CarPlay, which integrates iOS into your vehicle’s dashboard. It gives access to apps such as Maps, Music and Messages while in the car. Both Ferrari and Volvo have fitted the technology to their models, with more manufacturers to follow soon. Audi's traffic light tech to cut CO2 Audi has shown a prototype system that'll help cut emissions when you're stuck in traffic. The Smart City Traffic Light Assistance system shows you the ideal speed to pass through a set of lights during a green phase. If you do get stopped at a red light, the software will calculate and count down the time remaining until the next green light. It's estimated that this could cut CO2 emissions by 15% with Start-Stop technology.u

Concerns remain as Consumer Rights Bill comes closer to becoming law The BVRLA has several concerns that the new Consumer Rights Bill could place disproportionately high costs on its rental and leasing member companies. The Bill – which is making its way through the Parliamentary process – sets out a number of rights that will apply to all goods, including cars, whether purchased, leased or hired. It states that goods provided to consumers must: •

Be of satisfactory quality, based on what a reasonable person would expect, considering factors such as the price. Be fit for a particular purpose, if the consumer has a particular

purpose in mind for the goods and has made this known. Meet the expectations of the consumer
There are a number of circumstances whereby a consumer can reject goods and receive a full refund. It is within the current wording that the BVRLA has concerns. As the Bill stands, a consumer could reject a car for a minor defect which could have been repaired at low cost and inconvenience. The BVRLA has asked the Government to consider amending the Bill so that it does not apply where rejection of the goods is disproportionate to the
defects in the goods. The association believes companies should also be given the opportunity to repair the goods more than once where possible. The BVRLA will keep members updated as the Bill progresses through Parliament. FCA takes charge of consumer credit The Financial Conduct Authority (FCA) has taken over regulation of the consumer credit industry from the Office of Fair Trading. To help members thrive under the new regime, the BVRLA has created a range of support services and guidance. Your association is in the final stages of preparing a detailed guide on FCA regulation, which will be available to download shortly. Members were asked to fill in an electronic survey detailing their needs relating to the FCA. Analysis of the responses has led to the BVRLA arranging a number of training and compliance measures. Two regional seminars have been organised, with more set to follow. The first of these will take place on 15 May in Wolverhampton, with a second
session taking place on 26 June at another venue. These seminars will take place immediately after a breakfast briefing in which the BVRLA will explain the work it is doing and the challenges facing the industry. Customer service staff test their knowledge in ATA pilot The BVRLA held the first of many assessment days for customer service professionals last month. Seven individuals from five members tested the skills and knowledge they have developed through their role against a list of core competencies at Arval’s HQ in Birmingham. The Authorised Technician Accreditation, which is backed by the Institute of the Motor Industry (IMI), has been launched to benefit the professional development of customer service staff working in technical services teams. These staff are the first point of contact for
company car and van drivers, and advise on a wide range of topics. Successful completion of the course results in individuals being registered as ATA Accredited Advisors on the IMI Awards Professional Register. Commenting on the pilot, Franco Boscarelli, Development Manager (Accreditation & Quality) at the IMI said: “I am very proud of the IMI’s new Customer Service accreditation for the rental and leasing sector. I look forward to working closely with the BVRLA and its stakeholders in their bid to achieve professional registration across their sector.”
Following the successful pilot, any individuals who have three months’ experience as a customer service advisor and wish to gain accreditation should ask their manager to nominate them to the BVRLA. Confident leasing sector sees fleets growing and becoming even cleaner The BVRLA's first ever Quarterly Leasing Report has confirmed that the industry started 2014 in a confident mood. Wider economic growth is being reflected in rising demand for leased vehicles, while members are leading the drive towards low-carbon motoring. Here are some highlights from the Q1 2014 report, which includes responses from 20 leasing companies who are responsible for 55% of the B2B leasing fleet. • • •

The proportion of respondents feeling confident about business conditions for the UK fleet leasing sector has risen from 78% in the last quarter of 2013 to 82% in the first three months of 2014. This growing positivity is reflected in the number of leasing companies expecting to increase fleet sizes: the corresponding figure having risen from 39% to 91% in three months. It is also affecting views on residual values and profit margins. In the last quarter of 2013, the majority of respondents expected both of these to fall. Just three months later, most companies expect them to remain at the same levels over the next six months.

The diesel share of the BVRLA member fleet currently stands at around 84%, but diesel cars made up 78% of new registrations in the final quarter of 2013. Ultra low emission vehicles (ULEVs) – including pure electric, hybrid and alternatively-fuelled vehicles – still make up a small proportion of fleets and registrations.

Average emissions within the BVRLA members' fleets fell by almost 4% in 2013, with their new registrations in the last quarter of 2014 hitting a new all-time low average of 119g/km for CO2 emissions. This is more than 6% lower than the UK average for all newly-registered cars during the same period.

This training – relating to cars – will provide delegates with the knowledge to identify damage outside BVRLA guidelines. It will also help to ensure that, where appropriate, this damage can be charged back to the customer, and give advice on best practice on how to deliver this news.
This course is ideal for training new staff and refreshing existing staff on key customer service issues. An expert trainer will give delegates a background to the industry, outline the different vehicle acquisition methods available, give detail about the concept of whole life costs and explain the different services offered.
This one-day event has been organised to help rental and leasing companies understand the rapidly developing technological advances being made in vehicles. A range of keynote speakers will outline the challenges and benefits for fleets, while vehicles will be available on the day to showcase the latest tech.

The Leasing Broker Committee will once again be raising money for the automotive charity BEN by holding a go-karting event. Held at Daytona Milton Keynes, members are invited to enter in teams of three or more racers. After three hours of lapping the 1.4km circuit, one team will be crowned champions.
Delegates will be able to discuss best practice in network management, Euro6, SCR diesel engines, Adblue, oil lubricants and customer management. The forum covers the operational aspects of a rental and leasing company’s business, including vehicle licensing and recalls.
