DfT urged to delay the counterpart abolition The BVRLA has assembled a coalition of other trade associations in its efforts to convince the Department for Transport (DfT) to delay the abolition of the driving licence paper counterpart. Like the BVRLA, the Freight Transport Association, Road Haulage Association, Association of British Insurers and Retail Motor Industry Federation have concerns that a hastily abolished counterpart could cause major disruption for their members. Following BVRLA pressure, the DfT has pushed back the abolition date from 1 January 2015 to later in the Spring, but the association remains concerned that the rental industry won't have a cost-neutral, 24/7, real-time alternative. Members instead have the following strategies for checking driver records: 1. Share My Driving Licence (SMDL) Using their National Insurance number, driver number and postcode, hirers would use the SMDL webpage before arriving, print off their record and take it to the rental desk. Members can either accept this copy at face value, or check its authenticity online using a passcode provided by the hirer. Following calls from BVRLA, the lifespan of this passcode has been extended from 48 to 72 hours. The service is free to use, but still in development.
access to bulk driver information via an application programming interface (API) and fixed line. Members can apply to offer this service, which will cost at least £20,000 to set up. The BVRLA will offer a similar service for members. Given that two of these three options are still in development, the association has joined forces with the ABI, FTA, RHA and RMIF in calling on the Department for Transport to delay the abolition. Delaying the abolition will give all stakeholders enough time to test and develop new services. The BVRLA also wants to help the DVLA ensure it is ready to cope with the volume of additional enquiries it will receive. In the meantime, members should talk to their insurers about how the abolition will affect any stipulations surrounding their insurance cover. Autumn Statement's early Christmas gifts
Chancellor George Osborne used his Autumn Statement to give the motor industry a few early Christmas presents. The Government has committed to continue its fuel duty freeze for the remainder of this Parliament, providing valuable savings for businesses and fleets of 3p per litre when compared to 2011 rates. George Osborne also provided a breakdown of the £15 billion roads investment announced last month, which will provide more than 1,300 new miles of motorways and trunk roads, as well as repairing existing routes on the road network. While £1.4bn has been allocated for 2015-16, this will rise by 27.4% for 2016-17, and by 21.5% in 2017-18. However, central funding for local authority road maintenance will remain at £975 million for each year from 2015-21. The BVRLA has welcomed the increase in roads investment and the long-term approach. However, the association remains concerned that local authority road maintenance funding will amount to a real term cut when inflation is taken into account. Elsewhere in the Autumn Statement, the Government detailed three new

A further £50 million will be provided to bolster manufacturing of ultra-low emission vehicles between 2017-20, with £25m from the Government and £25m from the industry. London's car club strategy The BVRLA has joined forces with London Councils, the Greater London Authority, Transport for London and a range of operators – including BVRLA members – to develop a car club strategy for London. London is already one of the largest car club markets in Europe. The sector is innovating rapidly, with new operators entering the market and considerable potential for growth. Once finalised, this coalition of key players will set out a strategy with a collaborative approach to accelerate growth in London and take car clubs from a niche service to a mainstream transport option. The group of influencers has also conducted an evidence review to bring together the research required to support its strategy. An initial draft has been presented to London Boroughs at the London Councils’ Transport and Environment Committee for feedback. DVLA demonstrates its digital services to BVRLA members The BVRLA hosted a testing and engagement event for the Driver and Vehicle Licensing Agency (DVLA) in late October.

This enabled DVLA to demonstrate two developed digital services, View Vehicle Record (VVR) and ‘Selling a Vehicle to the Trade’. Eleven companies received an hour-long session, enabling them to ask questions relating to the DVLA’s digital service delivery and its programme of change.
The DVLA said the sessions provided vital feedback which will inform continuous service improvements. The agency gained invaluable insight into the function of fleet operators and managers, as members suggested how the DVLA’s digitalisation can and should support them in their day-today business activities.
This included understanding how current developments support recent and future deliverables. Examples

Report shows sector's Market news contribution to UK GDP

Impressive statistics: New research has illustrated the size of the contribution the vehicle rental and leasing industry makes to the UK economy The vehicle rental and leasing industry contributes around £25 billion per year to the UK economy, supporting over 317,000 jobs, according to a new report commissioned by the BVRLA. Conducted by respected research organisation Oxford Economics, the study provides robust, independent data on the size, scope and contribution of the vehicle rental and leasing industry. The £24.9bn is equivalent to the combined local economies of Edinburgh and Leicester. This figure takes into account the operations of the industry itself, the UK-made vehicles and engines it purchases, the activity of UK dealerships and its impact on the used car market. In the process, the sector generates around £5.2bn of tax revenue per year.

This is 20% of total output and means that rental and leasing companies purchased more than 80% of UK vehicles sold in the UK. This expenditure is estimated to have supported a £4.3 billion gross value added contribution to GDP, as well as nearly 90,000 jobs and £1.4 billion in tax receipts. In the same year, the vehicle rental and leasing industry’s expenditure on foreign-made vehicles containing UKmade engines is estimated to have generated a £600 million contribution to GDP, supporting 13,000 jobs and raising £200 million in tax receipts.
The industry employs 53,600 people directly and a further 263,400 people indirectly through wider supply chain and consumer spending effects. New car registrations grew for the 33rd consecutive month in November 2014, and the majority of sales were for fleet and business buyers. New figures released by the Society of Motor Manufacturers and Traders (SMMT) show that 172,327 new cars were registered last month – 8% more than in November 2013. Of these, 45% went to private motorists - meaning 94,867 were fleet and business registrations.

Jaguar Land Rover in particular had a good month, and is set to end the year on more than 70,000 registrations. November saw a 27% increase in new car sales for Jaguar, and the manufacturer has announced an ambitious new global fleet and business sales strategy to meet the needs of fleets and company car drivers This comes after JLR supported the BVRLA's Industry Conference earlier this month. On display at the event was the stunning duo of the new Land Rover Discovery Sport and the Jaguar XE. Both look set to become fleet favourites, and the XE is claimed to offer the lowest cost of ownership of any of its premium rivals, as well as class-leading residual values. It is models like these that will continue to help the UK's new car market in 2015. So far this year, 2,310,237 cars have been registered, with 51.7% fleet and business registrations. Great product helps our sector, so this is exciting news for the industry. u

BVRLA Industry Conference 2014 The BVRLA's Industry Conference at the Heritage Motor Centre in Gaydon gave delegates plenty to think about earlier this month.
As we look forward to 2015, BVRLA Chief Executive Gerry Keaney gave his vision for the association in the months ahead, and the theme for the day was 'Risk Management'. Key industry figures discussed the challenges facing the industry in 2015. Speakers on the day included CBI economist Alpesh Paleja, BusinessCar editor Paul Barker, and representatives from KPMG and the Department for Transport.

Bigger lease fleets, lower emissions The BVRLA's Quarterly Leasing Survey for Q3 2014 has again found that fleet sizes are growing and emissions continue to fall. Since the BVRLA started compiling statistics on the vehicles run by its leasing members, average emissions of a car on a member's fleet have fallen from 130g/km CO2 to just 121g/km CO2.

Fleet size: Steady year on year growth
Hot topics for forums BVRLA forums covered plenty of ground in 2014. Now the association wants to know what you'd like discussed in 2015.
Technical and Operational Management (TOM) forums cover the operational aspects of a member's business, while Residual Value and Remarketing (RVR) forums look at what can impact a vehicle's worth over time. In 2014, BVRLA TOM forums included discussions about AdBlue, Euro 6 and the merits of winter tyres. RVR forums looked at business confidence, used van trading conditions and online remarketing. While both TOM and RVR Committees have discussed what should be on the agenda in 2015, members are being encouraged to suggest the topics they'd like discussed. Whether its tail lift regulations, security systems and diagnostics, or vehicle specifications, used market trends and consumer confidence, each committee is keen to have your feedback. Aimed at customer service and technical service advisors, this accreditation, governed by the Institute of the Motor Industry (IMI), is awarded to individuals who successfully display skills and competence in anticipating drivers’ needs, advising on vehicle servicing and all aspects of fleet and driver management.
The responses suggest that the hard work and improvements made by the association during the past 12 months are starting to pay off. More than 94% of survey respondents feel that the BVRLA delivers good or very good value for money. Some 70% of members say they value the Weekly Update email, while nine out of ten members feel that the BVRLA is easy to work with.

Use of www.bvrla.co.uk remains popular, with 70% of respondents accessing it at least monthly. The most popular content on the BVRLA website was for general industry news, while members also found it an invaluable resource for legal and regulatory advice.
However, there is always room for improvement, and members suggested that the association could provide more training, create more guides for members' customers and increase the BVRLA's brand awareness among the general public.
More than 93% of members said that they had plenty of opportunity to participate and contribute to the work of the BVRLA through the association's seminars, forums, events, committees and meetings.
These suggestions will be taken on board and acted upon by the respective teams within the BVRLA as the association looks to strengthen its position in the industry in 2015. u
