The countdown to the 2030 new ICE vehicle phase-out is well and truly on. What started out as milestone on the distant horizon is rapidly coming into focus.
That focus has brought increased scrutiny. A drip feed of anti-EV stories in the news has become a tidal wave this year, with pressure building on the government to water down its ambitious decarbonisation targets.
Our sector has always led the way in adopting new technologies and bringing cleaner, greener vehicles to our roads. The phase-out deadline gives a consistent target that can be achieved through effective planning by businesses and targeted support from Government.
The next 12 months are pivotal. For the UK to make meaningful strides towards decarbonising the road transport network, fleet operators and vehicle providers need the reassurance that their ongoing decarbonisation efforts are justified and supported.
We are already seeing imbalances grow. Where parts of our industry, such as the company-provided car market, have supercharged their adoption of zero-emission vehicles, others are unable to follow their lead. The transition will not get easier as we approach 2030. Our foot must remain on the throttle, with industry and government continuing to collaborate on the targeted support and solutions required to bring each sector and use case ‘over the line’.
Today’s agenda will unpack all of that. Our expert speakers will celebrate the positive progress made to date, share success stories that provide the template for others, and explore where the focus should lie to address the imbalances. Abdul heads up the Vehicle Policy Team at the UK Government’s Office for Zero Emission Vehicles. OZEV is a joint Department for Transport and Department for Energy Security and Net Zero team. We are supporting the market for zero emission cars and vans as well as funding chargepoint infrastructure rollout across the UK. The transition will contribute to economic growth whilst reducing air pollution and greenhouse gas emissions. The sub-team’s policy responsibilities include the used electric vehicle market and transitioning both private and public sector fleets.
Adam Bennett

Adam has worked for DAF and PACCAR Parts since 2019 in the role of Regional Parts Sales Manager. As well as being part of a very successful Sales team, this position provided an opportunity to be part of the recent Battery Electric Truck Trial, which saw 20 Electric DAF LFs put into operation with a range of public bodies, including the National Health Service and local Authorities across the UK, as well as the roll out of PACCAR battery charging units to both end user locations and their local DAF Dealers to support the trial.
Adam is now Electric Vehicle and Sustainability Manager, a cross functional role that will help shape our renewable energy portfolio and sustainability strategy here in the UK. With sustainability being such a huge area of focus for all businesses, especially those in the Automotive and Transport industries, with the commitment to zero emissions by 2035 for vehicles below 26t and the ban on the sale of all diesel trucks from 2040, Adam welcomes the ongoing challenge that lies ahead.

Andrew Miller CEO, Motability Operations
Andrew was appointed Chief Executive of Motability Operations Group Plc on 1 January 2021. An accountant by training, he has led organisations through periods of rapid technological change and has extensive experience of successful digital transformation in consumer facing industries. His experience covers strategic, operational and finance roles at a number of companies across many sectors. Most recently Andrew was the CEO of McDonalds in the Nordics and prior to that, CEO of Guardian Media Group, where he reshaped the Guardian’s portfolio of businesses to support its transformation into one of the world’s leading digital organisations. David is now also now guiding the delivery of new Ford Pro software and charging solutions including Ford Pro E-Switch Assist which is a tool to further aid EV adoption.
Prior to this David was Transit Product Manager for 11 years in the UK responsible for launching Transit Custom and the 2T Transit maintaining market leadership throughout.
Edmund King
President, The AA
Edmund King is President of the Automobile Association and Director of the AA Charitable Trust for Road Safety and the Environment. He has written several reports on transport and often appears as a transport commentator on radio, television, and podcasts.
He was awarded an OBE for ‘services to road safety’ in 2016. In 2020 he was inducted into the PRWeek ‘Hall of Fame’ and with his team won the PRWeek Best Public Affairs Campaign and PRCA Best Automotive Campaign for their work on ‘smart’ motorways.
He is a keen advocate of all forms of mobility and often talks about cars, vans, cycles and electric vehicles.
Emma Levin
Head of Legal EV, UK and Europe, Fleetcor
After moving back to Sheffield from London during Covid-19, Emma became the first legal hire at Mina and her role quickly expanded to assist with legal, compliance and risk matters. Following Mina’s acquisition by Fleetcor earlier this year, Emma plans to take on a broader role in legal within the Fleetcor business.
She received the Rising Star award at the Women and Diversity Awards and is shortlisted for the InHouse Lawyer and Rising Star awards at the Yorkshire Legal Awards later this year. She’s also a social mobility advocate and is the proud owner of a Tesla Model Y.

Dr Iain Mosely
Director of Charging, Nyobolt
With a strong focus on development of high-performance DC rapid charging technology, Iain is a hands-on technologist and has worked in power electronics development since finishing his Ph.D. in power electronics at the EMD group at Sheffield University in 1999. After working in field applications roles for several power semiconductor companies, in 2007 Iain founded Converter Technology LTD, a power electronics design consultancy which was acquired by ChargePoint Inc. in 2018. More recently, Iain recently joined Cambridge start-up Nyobolt as Director of Charging and is developing custom power electronics systems to support their novel high charge rate battery technology.

A senior experienced automotive professional that has worked in most sectors within the automotive market including retail, financial services and corporate.

John Comer
Head of Product Management Volvo Trucks
John was born in St Albans in 1963 and graduated from Hatfield Polytechnic with a BSc mechanical engineering with automotive design.
He initially worked for Bass Brewers, Burton-upon-Trent in 1985 involved with fleet engineering and vehicle specifications before joining Volvo Trucks in 1989.
Since then, he has held various positions within Volvo Trucks - including Mitsubishi Canter Product Manager – before in 2002 becoming Product Manager for Volvo Trucks - UK & Ireland. More latterly he held the position of Product Marketing Manager for Volvo Group Trucks in the UK before taking up his current Group role of Head of Product Management Volvo Trucks in 2016.
John is married with two children, Hannah and Miles and in his spare time enjoys history, reading, cars and everything ‘truckie’.

Kim Harrison
Senior Category Lead – Fleet, Crown Commercial Service
Kim has worked in public sector commercial roles for over 15-years, including in further education, health and government. Kim has specialised in Fleet for the past 10-years, within CCS and as part of the wider Government Commercial Organisation. She has experience of leading commercial agreements and supplier relationships across vehicle manufacturers, rental companies, leasing companies, fleet managers and converters.
The transition to cleaner fleets is a key part of Kim’s role. In support of this, Kim sets the CCS Fleet strategies across various categories, ensuring their evolution drives commercial value and best practice across public sector fleets.
She is a Member of the Chartered Institute of Procurement and Supply (CIPS) and a Fellow of the Association of Fleet Professionals (AFP).
Lakshmi Moorthy
Managing Director, Arval UK
Lakshmi is the UK CEO and Managing Director for Arval, which is part of the BNP Paribas group.
The business covers a fleet of 190K vehicles and supports it customers (ranging from large/internal companies, SMEs to individuals) in transitioning to more sustainable mobility, in line with the UK’s transport decarbonisation plan.
Prior to this role, Lakshmi worked with the Arval Group HQ in Paris, leading the Retail leasing business line globally, and was part of the Arval global Executive Committee. Lakshmi has over 25 years of experience in consumer and commercial finance, and has worked in the UK, France and India. She is married with two children.
Marc Palmer
Head of Strategy and Insights, Autotrader
Marc is the Head of Strategy and Insight for Auto Trader UK. With over 20 years in the car industry, Marc has rich experience of buyers, their activities, motivations and experiences. From the brands they consider to the various models on their shortlists – be they performance cars, old school classics, humble hatchbacks or the latest electric vehicles, he uses this data to help the auto sector and policy makers understand the car market, with a particular focus on accelerating electric car adoption.
Maria Bengtsson
Partner, UK&I Electric Vehicle Lead, EY
Maria is a Partner in the Valuations team at EY and the electric vehicle lead for EY in the UK. She started her career working in the commercial finance team at General Motors Europe. She then moved into the consulting world advising clients around valuations and M&A related to investments in renewable energy. Since 2018, Maria has a particular focus on electric vehicles and the wider ecosystem. She applies her insights and experience from both automotive and energy when advising clients on strategy and transactions in the electric vehicle sector.
Maria believes that climate change is the single most important issue facing humanity and she is passionate about doing her bit to enable decarbonisation of transport and energy generation.

CEO, Electric Green
Martin Beaumont is the CEO of Electric Green which develops innovative inductive charging solutions so vehicles can charge wirelessly without plugging-in. The use of patented CTS cabling technology enables a centralised power source to supply multiple charging pads over a common backbone. This delivers ‘lowest cost per space’ infrastructure with a highly convenient user experience. The system currently in development will be bi-directional and suitable for V2X.
Martin’s experience spans various industries including healthcare and telecoms infrastructure with Motorola. In the last decade he has focused on scaling-up technology and cleantech companies as both an investor and hands-on executive. He gained an MBA from Cranfield School of Management in 1999.

Martin has had a successful career yacht racing and marketing for bluechip brands in the automotive and technology sectors. As an early adopter and with a passion for the environment, Martin was keen to decouple his reliance on fossil fuels and switch to an electric car. His experience recently has been as a General Manager for LeasePlan UK responsible for SMR, a Procurement Lead for Babcock looking after the Metropolitan Police fleet and a Senior Global Buyer for optoelectronics, ADAS and radar technology for Jaguar Land Rover.
At Fleet Assist Nikos is responsible for Supplier Relations, leading supplier management to delivering services. Nikos has an MSc in Operations Management an MBA in General Management a BA(Hons) in Supplier Management and has been awarded an MCIPS in 2003. In his free time enjoys socialising and travelling.

Philip Clarke
CEO and Founder, OnCharge Energy
Philip is a venture developer. He has spent his career helping global businesses to harness disruption – from strategy, through design and into venture development. He started working in energy transition ventures in 2004, designing and building energy and cleantech ventures – with people like Carbon Trust, British Gas and National Grid.
Philip now runs a venture studio focused on new mobility and its role in the energy transition. It’s lead venture is OnCharge – pro-grade charging-as-a-service for eLCV fleets using mobile powerbanks. In 2021 Philip authored his first business book, Pioneers Wanted: A Manifesto for Radically Ambitious Leadership.
Richard Bruce
Director of Transport Decarbonisation, Department for Transport
Richard has been Director of Transport Decarbonisation at the UK’s Department for Transport, jointly with Caroline Low, since December 2021. They lead on policy to move the nation’s transport onto a more sustainable footing, delivering the UK’s 2021 Transport Decarbonisation Plan and maximising the economic opportunities from the zero-emission transition.
Richard and Caroline’s teams direct and deliver UK-wide policies worth around £2bn with a particular focus on road transport. These include the Office for Zero Emission Vehicles (OZEV) and their Local EV Infrastructure (LEVI) Fund and Rapid Charging Fund (RCF) as well as delivering the UK’s flagship ZEV Mandate and programmes to migrate all road vehicles to zero emissions.

Sébastien Albertus is a mechanical engineer. He has spent 20 years in Renault Nissan holding several positions from engineering to aftersales. He has worked there during 8 years in the Electric mobility business unit as business developer, then as head of charging infrastructure department and last as After-sale and dealer network director. 3 years ago, he joined Europcar Mobility Group to develop e-Mobility activities and offers through the group from car sharing to mid-term rentals.

Toby Poston is Director of Corporate Affairs at the BVRLA, where he oversees the association’s communications, events, policy, campaigning and research activities. Prior to joining the BVRLA fifteen years ago, Toby spent more than a decade as a business journalist, including six years as a reporter and editor at the BBC Business & Economics Unit.
