ACI’s 9th Annual Legal, Regulatory, and Compliance Forum on Cosmetics and Personal Care Products Incoming federal and state legislative reforms will increase regulatory pressures on the industry. Federal legislative efforts for safety reforms for the cosmetics and personal care industries are still ongoing. Pending bills concerning ingredient safety, FDA authority, and animal testing are forcing changes in industry practices. Moreover, industry will take a closer look at the latest developments in OTC Monograph Reform including the FDA’s Deemed Final Orders and how this impacts the Cosmetics and Personal Care industries. On the state front, legislative measures concerning sunscreen, anti-cruelty measures and consumer safety are gaining traction. California has taken the legislative lead in efforts to monitor potentially harmful ingredients in cosmetics and has also passed a very stringent consumer privacy law which will affect industry practices relating to consumer data. As a result, other states are aligning to enact similar measures.

With no clear FDA guidance on what defines “clean” and “natural,” companies attempting to meet the customer demand for environmentally friendly products, amid regulatory uncertainty. As a result, retailers must now address clean beauty and sustainability by requiring companies to certify their products with their own standards, or the use of third-party verification seals.

In-Person Conference Participation Requirements For the protection and wellbeing of all event attendees, we have implemented a vaccination requirement for entry into the conference. All attendees and staff are required to provide proof of being fully vaccinated with a COVID-19 vaccine. A negative COVID-19 test result will not qualify for entry into the conference. Vaccination proof must be accompanied with a government-issued ID.

Attendance Screening All attendees will need to assert that at the time that they first attend the conference and for the 14 days prior: y They are not experiencing COVID-19 symptoms. y Have not traveled from an area under a travel health advisory. y Have not provided care for or had close contact with any person with or reasonably suspected of having COVID-19, or with any person who traveled outside of your home country or to an area under a travel health advisory. y Have not been advised by any health authority, government agency or regulation to self-isolate due to possible exposure to COVID-19.
