Julian Cañete serves as the President and CEO of the California Hispanic Chambers of Commerce. Through its network of over 120 Hispanic chambers and business associations, the CHCC is a leading voice on issues impacting business in California. The mission of the CHCC is to foster economic growth, creating and sustaining prosperity benefiting California’s economy and communities.
Julian previously served as the Director of Public Policy and Strategic Partnerships for the California Asian Pacific Chamber of Commerce and as President and CEO of CHCC from 1999 – 2006 and again from 2009-2012. He is currently a member of the California Department of General Services Small Business Advisory Board, Californians for Affordable & Reliable Energy (CARE), CalTrans Small Business Council, CA Secretary of State Voters’ Choice Act Task Force, the SBDC Northern CA Network Advisory Board, T-Mobile California External Diversity Sub-Council, and the CalVet Foundation.
Eddie Marquez President & CEO Construction Trade Association
Mr. Marquez serves as President and Chief Executive Officer for a Trade Association in the Construction Industry. Mr. Marquez’ duties include executive management, trust administration, and government , community, and regulatory affairs. Mr. Marquez is responsible for key relationships including partnerships with policy makers, regulators, business, trade, and community based organizations.
Mr. Marquez has more than 30 years of experience in corporate affairs, business development, government relations, and community affairs.
Mr. Marquez is past Chairman and board member of national, state, regional, and local advisory bodies and has served as an appointed official in various capacities. He has served as Chairman and member of the Board of Directors for business organizations and chambers, non-profit and CBO boards, and continues to be actively involved in chambers and other community based organizations.
Mr. Marquez received a Bachelor’s degree in American Literature from the University of California, Santa Cruz and received his Doctor of Jurisprudence from the Monterey College of Law.
Dr. Joaquin Arambula
Assemblymember, District 31 Member, California Latino Legislative Caucus
Assemblymember Dr. Joaquin Arambula is the first Latino physician elected to the California Assembly. He proudly represents the 31st District that includes 41 percent of Fresno and all the rural cities and communities in Fresno County.
As an emergency room doctor in rural Fresno County, he saw the emotional and financial toll on people struggling with illnesses that access to health care could have prevented. He was determined to improve health care for everyone.
Dr. Arambula has focused on improving health care access and affordability and ensuring the protection of safety net programs for working families. He also is a staunch advocate of efforts to address the critical statewide shortage of doctors and medical providers, specifically in the Central Valley.
Assemblymember Arambula was born in Delano. He grew up in Fresno, where he lives today with his wife, Elizabeth, and their three daughters.
Kyla Christoffersen Powell President and CEO Civil Justice Association of California
Since May 2019, Kyla has led CJAC, the state’s foremost civil liability reform advocate on behalf of businesses in the legislature, courts, and regulatory arenas.
Prior to joining CJAC, she was senior legal counsel at AT&T for nearly a decade, her work spanning CA legislative and external affairs, product development, and data privacy. Kyla was also a lobbyist for CalChamber on legal reform and taxation. Early in her career, she defended private and public employers in court on labor and employment matters.
Kyla is admitted to the CA and DC Bars and has a law degree from Pepperdine University and a BA in political science and English from the University of New Mexico.

In recent years, Bob's focus has shifted to aiding various organizations and community groups in mobilizing and advocating their causes to legislators in Sacramento and Washington D.C. In 2019, he was unanimously voted Chairman of the California Hispanic Chambers of Commerce (CHCC) in a statewide election, and previously held positions as CHCC vice-chair and president of the San Joaquin County Hispanic Chamber of Commerce. Today, he continues to serve as the CHCC Chair Emeritus. Bob also contributes as the acting interim CEO of the San Joaquin Partnership, a joint public-private initiative promoting economic development in the region, adding to his extensive portfolio of client work.
Yolanda Benson President Government Strategies
Yolanda Bazan Benson is the President of Government Strategies, Inc., a lobbying, public relations and consulting firm in Sacramento. Prior to joining the firm in 2008, Yolanda served as Deputy Secretary for Jobs, Economic Development and International Trade at the Business, Transportation and Housing Agency (BTH), appointed by Governor Arnold Schwarzenegger, responsible for the following policy issues: jobs, building standards, broadband council, labor, transportation, healthcare, economic growth and international trade. As the largest Agency in state government, BTH Agency oversees 13 departments and 48,000 employees, including Caltrans, DMV, California Highway Patrol, Department of Managed Health Care, Department of Housing and Community Development, Department of Real Estate, Department of Managed Healthcare, among others. Her responsibilities included overseeing the California Small Business Board, the Small Business Loan Guarantee Program, helped to develop the California Economic Development Partnership (CEDP) and other outreach to other state agencies, communities, local, regional and statewide organizations and entities working to promote job growth and retention throughout California. Ms. Benson also wrote the California International Trade Partnership (CITP) for the State. Ms. Benson served as the principal lead regarding border issues and developed strategic partnerships with Baja California and British Columbia. She continues to serve on the Steering Committee of the Canada-California Strategic Innovation Partnership. Top priorities included biotechnology, high-tech, life sciences, goods movement and renewable energy technologies.
Prior to moving to the Agency, Ms. Benson served as a Deputy Legislative Secretary in the Office of Governor Schwarzenegger working directly with the Governor on legislative priorities regarding issues such as base realignment and closure, building standards, consumer affairs, corporate governance, economic development, energy, housing, international trade, transportation, telecommunications, outsourcing, public sector labor and retirement issues, as well as international trade.
Ms. Benson’s diverse background and experience includes the legislative arena, public relations, governmental policy, ethnic, coalition development and grassroots advocacy. Her communications skills include working with Spanish media. Prior to working in the Schwarzenegger Administration, Ms. Benson was a legislative advocate for the California Chamber of Commerce representing more than 16,000 businesses in California. She was responsible for various policy issues regarding the protection of jobs, and the creation and retention of jobs in California, including Proposition 65 and other civil litigation issues. Ms. Benson’s experience also includes a variety of positions in state government, including working for several members of the California State Legislature and as a legislative director for the Department of Toxic Substances Control in the California Environmental Protection Agency serving under Governor Pete Wilson. As a legislative advocate for numerous diverse organizations and
companies, she was responsible for effective communication and implementation of successful strategies for numerous clients. Her understanding of both the public and private sector brings a unique perspective and understanding on how to approach issues and for “getting the job done.” She has represented numerous clients in the energy, renewable energy, freight and goods movement, financial services, small business, healthcare, non-profits and telecommunications.
Having worked for three Governors her experience and knowledge are unsurpassed. Ms. Benson serves as a board member and leader for several entities, including, but not limited to, the California Community Colleges-Economic and Workforce Development Program Advisory Council, Latino Journal, PRSA Foundation, CORO, and the California Utility Diversity Council at the California Public Utilities Commission. She is considered a statewide leader on various policy priorities including economic development, broadband, goods movement and other strategic initiatives in knowledge based industries for jobs and community development. Yolanda holds a Bachelors Degree in Human Resources from Golden Gate University.
Carla Saporta-Cheng Senior Director, State Government Affairs CVS Health
Carla Saporta Cheng has worked in government affairs and the health care policy arena for nearly two decades. In her current role as a senior director of state government affairs at CVS Health, she oversees state government affairs for California and Hawaii. Carla serves as a trusted advisor to business leaders, and advances business objectives though successful government affairs initiatives.
Prior to joining CVS Health, Carla served as a government affairs manager for Blue Shield of California, where she successfully lobbied bills that reduced health care costs and stabilized the health care market. Previously she worked in the California State Capitol as a consultant for a senator and the Select Committee on Mental Health. Carla also previously served as the health policy director for The Greenlining Institute where she built diverse coalitions to advance policy initiatives and strategies to improve health outcomes in low-income and communities of color.
Carla enjoys giving back to her community as a She Shares mentor. She holds a BA in Urban and Environmental Policy from Occidental College and a master’s in public health from Portland State University. Carla lives in Sacramento with her husband and two young children.
Luis Armona Owner & CEO
Mr. Armona oversees the Meruelo Group managed a family of companies, having equity interests in and sitting on the board of many of those companies, most notably, Meruelo Enterprises, Inc., a holding company owning Southern California utility construction contractors Herman Weissker, Inc., Herman Weissker Power, Inc., Doty Bros. Equipment Company, and Tidwell Excavation, Inc., and electrical contractors Neal Electric Corp., and Select Electric, Inc. Those companies work extensively on major private and public construction projects. Other Meruelo Group-affiliated operating companies include La Pizza Loca, Inc., Fuji Food Product, Inc., and Fujisan Franchising Corp. Since 1987, Mr. Armona has participated in the successful development of over 25 apartment communities and 20 shopping centers in Southern California and Southern Florida, primarily in Hispanic neighborhoods. He provides exclusive management of maintenance services to Cantamar Property Management, Inc., which manages residential and commercial properties throughout Southern California. Since 1990 Mr. Armona is the owner and CEO of the real estate development and management firm, Merona Enterprises, Inc. Since 2004, Mr. Armona is the owner and CEO of Mambises Enterprises, Inc., a real estate development firm. In 2011,
Mr. Armona entered the gaming and hospitality industry acquiring an ownership interest in the Grand Sierra Resort and Casino located in Reno, Nevada. The resort features luxury accommodations, gaming, fine dining, quality entertainment and activities, and large convention facilities. He is also a strategic consultant to the iconic Sahara Las Vegas Casino and Hotel located on the “Fabulous Strip” in Las Vegas, Nevada. In that same year, Mr. Armona also diversified into broadcast media through the acquisition of an ownership interest in KWHY-TV (22), a Spanish-language television station in Los Angeles, California, and has since expanded to include an ownership interest in Meruelo Media LLC which owns and operates iconic Southern California radios stations KPWR-FM 106, KLOS-FM 95.5, KDAY-FM 93.5, and CALIFM 93.9. Mr. Armona has ownership interests in and sits on the board of NCAL Bancorp which does business as Commercial Bank of California. Mr. Armona serves as an alternate governor of the National Hockey League Arizona Coyotes Club Franchise.

José Atilio Hernández has worked for the past twenty-six years developing and implementing policy solutions at the local, state, and federal levels. Currently, Mr. Hernández serves as the Founder and President of IDEATE California, a public relations and policy management firm, and is the founder of ideateLABS, a non-profit policy think tank and training lab. At IDEATE, he works with a team of consultants to manage policy development for public, private, non-profit, and philanthropic clients as well as build diverse coalitions and networks. Clients include The California Endowment, the Sierra Health Foundation, the Liberty Hill Foundation, TruConnect Mobile, Hyperlink-One, PolicyLink, National Council of La Raza, United Way of Greater LA, Los Angeles Department of Water and Power, and the Los Angeles River Revitalization Corporation.
Prior to IDEATE California, Mr. Hernández served as Director for External Affairs and Community Relations for ConnectEd: The California Center for College and Career. Mr. Hernandez assisted in developing ConnectEd’s state-wide and federal legislative agenda as well as establishing and managing an intentionally diverse coalition of community and equity organizations, business leaders, and educational practitioners.
Mr. Hernández worked for six years in the California State Senate as the Director of Policy and Development for the 20th Senate District, serving as a member’s consultant to the Utilities and Energy Committee, the Principal Consultant to the Senate Select Committee on College and University Admissions and Outreach, a Consultant to the Joint Committee to Develop a Master Plan to End Poverty in California and staffed the Education and Health Committees. Mr. Hernández also served for 12 years on the California Public Utilities Commission’s Low-Income Oversight Board and was Chairman for six years.
Mr. Hernández has been appointed to the California Little Hoover Commission by the California Assembly, is an Executive Board member of the Los Angeles Area Chamber of Commerce, a member of the National Association of Latino Elected Officials, a former Board Chair Pacoima Beautiful , and a former Board Chair of Brightline Defense Project.
Mr. Hernandez began his public engagement, and community-relations work at Latino Issues Forum, a statewide public policy and advocacy organization in San Francisco. He received his B.A. in Sociology from the University of California at Berkeley.
Roger Niello
California State Senate, District 5
Roger was elected to represent portions of Placer and Sacramento Counties and all of Sutter and Yuba counties in the State Senate in 2022. Roger first began his career as a Certified Public Accountant and then joined his family business, the Niello Auto Group, running retail automobile dealerships. He has previously served as a Sacramento County Supervisor and a member of the California State Assembly.
Following his time in the Assembly, Roger accepted the appointment as President and CEO of the Sacramento Metro Chamber. Throughout his career, Roger has been a dedicated community and civic volunteer serving in a number of capacities. He, and his wife, Mary, live in Fair Oaks.
Susan Lipper Director for State Government Affairs T-Mobile
Susan Lipper serves as Director for State Government Affairs at T-Mobile, leading the company’s advocacy before the California, Nevada, Oregon, and Hawaii State Legislatures. During her 19-year career at T-Mobile, Susan has worked on numerous policy issues, including broadband, wireless facility local permit reviews, supplier diversity, and emergency and disaster response. She also previously led T-Mobile’s regulatory affairs advocacy for matters before the California Public Utilities Commission (CPUC), including managing the company’s successful effort to win the Commission’s support of T-Mobile’s merger with Sprint.
She started her career in Sacramento as a speechwriter for Governor George Deukmejian, followed by leadership roles at the California Integrated Waste Management Board, and as the Legislative Director at the CPUC during the state’s unprecedented energy crisis. Her wireless service began as Executive Director for the Cellular Carriers Association of California before working for Cingular Wireless and then joining T-Mobile in 2005.

Matt Ross is the spokesperson for Californians Against Retail and Residential Theft as well as principal of Ross & Associates. He served as President and CEO of the Personal Insurance Federation of California from 1996-2005. Armand Feliciano is a partner and General Counsel at Public Policy Advocates (PPA). He is a government relations professional with deep and broad public and private sector experience. Argelia León is the Director of Strategic Partnerships and Southwest Policy at the Western States Petroleum Association (WSPA). She is responsible for cultivating and managing WSPA's partnerships in the five western states of California, Oregon, Washington, Arizona, and Nevada, while also overseeing policy matters in the Southwest States of Arizona and Nevada. Argelia leads the successful Levanta Tu Voz program, which empowers Latinos in California to actively participate and voice their perspectives on energy policy in the state.
Prior to her role at WSPA, Argelia served as a Vice President at Mercury Public Affairs, where she specialized in government affairs and led public affairs campaigns and coalition building efforts across California. She played a key role in establishing the firm's Mexico City office and managed the political campaign for a gubernatorial candidate in Puerto Rico.
Argelia is highly skilled in community outreach and media relations, with a deep understanding of navigating complex policy issues at the state level. Fluent in both English and Spanish, she has spearheaded bilingual outreach efforts on various issue campaigns and developed tailored media relations strategies for Latino audiences and media outlets.
Marcus Gomez, a Sacramento native, is proud to be a small business owner. Since 1997, California Clothing Recyclers has not only provided for his family, but also has created a key fundraising tool for numerous schools and non-profits in the region. Each year, CCR recycles more than 3.5 million pounds of clothing with collection routes in northern California. Marcus brokers and ships clothes to Central America, South

With his wife and co-owner, Crystal, they recently celebrated their 25th Anniversary in business. When he is not at work, Marcus enjoys shooting sporting clays, golfing and an occasional Raider football game with one of his two adult children.
In 2013, California Clothing Recyclers received the “Small Business of the Year” from the Sacramento Hispanic Chamber of Commerce and in 2014, they were recognized as the “Small Business of the Year” by the Sacramento Metro Chamber of Commerce.
Due to his active engagement with the Chamber and the local business community, he was asked to serve on the Sacramento Mayor’s Task Force for Inequality under Mayor Kevin Johnson. As one of only two small business owners on the task force, his involvement was critical in ensuring that the concerns of small businesses were heard and addressed. He currently serves as a board member on the California Hispanic Chamber and Board President of the Ronald McDonald House Charities of Northern California, a local charitable organization.

Mr. Babiak was the owner of Lighthouse Computer Group, LLC and 4FlexSites.com. He has extensive experience in the technology consulting industry, having started with Arthur Anderson & Co. as a consultant and worked with large companies (Dial Corp, Quaker Oats, Ghirardelli, Golden Grain, Red Lion Inns, and Doubletree Hotels to name a few).
He has worked extensively on small business technology solutions especially for lawyers, accountants, and medical offices using Microsoft and Dell products.
Mr. Babiak is a two-time past president of the Hispanic Chamber of Commerce of Contra Costa County, as well as the two-time past president of the Contra Costa Taxpayers Association. He has also served on the following boards:

Lighthouse Computer Group was named Small Business of the Year for the Hispanic Chamber and recipient of Telemundo's Hispanic Business Salute award. Mr. Babiak was also named by the East Bay Business Times as one of their "40 Under 40" professionals. But he's not quite 40 any longer.
Tara Lynn Gray Director CalOSBA
Tara Lynn Gray was sworn in on April 26, 2021, as the 5th Director of the California Office of the Small Business Advocate. She serves as the voice for California’s 4.2 million small businesses in the Governor’s Office of Business and Economic Development.
Under Director Gray’s leadership, the California Office of the Small Business Advocate focuses on helping to bring about Governor Newsom’s California for All vision through further development of the state’s small business ecosystem and by ensuring that questions about equity and inclusion are the starting point for all of the state’s small business programs.
Gray’s first model of economic development was learned in her grandmother’s beauty shop. Her grandmother instinctively understood that her patrons needed credit as well as beauty services and she let them pay after services were rendered. This way, she kept the money circulating in the Black community and built a community of trust. She also imbued her granddaughter with her sense of compassion and indelible determination.
Running her own business for two decades, working with two small business development centers, and running a business association and a foundation has given Director Gray the requisite experience and expertise to advocate for small businesses. Immediately prior to her appointment by Governor Newsom, Director Gray led the Fresno Metro Black Chamber of Commerce (FMBCC) and Chamber Foundation (FMBCF) as CEO. In her adopted city of Fresno, Director Gray engaged, educated, and empowered small businesses across California’s Central Valley. At the same time, she became deeply engaged in community service, leading the initiative “Betting Big on Small Businesses Owned by Women and People of Color” on behalf of the DRIVE Investment Plan, with the goal of increasing economic mobility for entrepreneurs in disinvested neighborhoods.
Closing opportunity gaps, the role of women and BIPOC business leaders, and diversity in procurement opportunities are recurrent themes in her advocacy work. She has also led green economy initiatives, employment & training programs, and working to advance electric vehicle ownership.
2024 Policy Perspectives
California faces great challenges that we will meet only by working together. With each Administration and Legislative session come new opportunities for cooperation and progress. The California Hispanic Chambers of Commerce stands ready to work with policymakers on both sides of the aisle, and regulators on urgent and comprehensive action to ensure economic growth and a strong California economy.
Access to Capital
It is fundamental for business of all sizes to have access to capital when they need it. Hispanic businesses, especially small businesses, do not want to be reliant on government programs as the sole means of business and personal loans. It is important to have a healthy private sector loan market not only for those with good credit, but also for those with credit scores that are less than prime. We support legislation and regulation that expands credit opportunities so long as there is full disclosure to the borrower regarding terms, it is a regulated product, it provides the opportunity to build credit, and the interest rate and fees reflect the risks associated with the borrower. We oppose legislation that restricts private sector loan options.
Affordable Housing
The CHCC promotes policies that enhance the affordability and availability of housing. Ensures policies for land use are being implemented to ensure that California can achieve its Sustainable Communities Strategies' goals without impeding new commerce, industry, and housing opportunities.
Cannabis
The sale of cannabis for recreational purposes has been in effect since 2016. The law created a framework to regulate and tax cannabis products for sale to adult consumers. The law has created a complicated regulatory structure which has resulted in a vast majority of those in the industry to be issued temporary permits. In addition, the tax structure should be streamlined, and a tax reduction on the product needs to be reexamined. Given the significant regulatory burden and high taxes it has resulted in an illicit cannabis market to flourish. Social equity issues are of concern given this difficult market to enter. We support a broad approach to reforming the current regulatory and tax structure to remedy these problems.

Climate Change
Policies that mitigate climate change through state action for the betterment of our environment are goals we support to protect future generations. However, we support these goals with the caveat that Hispanic businesses and our community are not disproportionately and adversely impacted in economic terms. California policymakers have set lofty goals such as the prohibition of the sale of all new internal combustion passenger vehicles by 2035. To achieve these types of goals, it is important to determine what infrastructure is in place before imposing future mandates. In addition, the cost implications on communities of color and their ability to access such vehicles needs to be critical factors for policy makers.
Economic Development
The CHCC supports legislation that improves job creation, expansion, and retention through specific efforts in addressing issues of lending discrimination to minority businesses, marketing, neighborhood development, small business start-up development, technology transfer, real estate development, state procurement, economic development, and workforce investment.
Energy
Fuel, electricity, and natural gas rates in California are higher than the national averages and are continuing to rise. It is critical to ensure that we have the energy supply needed to keep our state running, and at the same time that we are keeping costs under control and our economy growing. Different state agencies are imposing many state energy mandates. These mandates promote renewable energy production, energy efficiency, reduction of greenhouse gas emissions, retrofits to power plants, among many other ambitious goals. California needs a statewide energy plan that considers both costs and reliability. The CHCC advocates for legislation that ensures affordability, safety, and adequate energy supplies to maintain a competitive business climate.
HealthCare
The CHCC supports efforts to reduce the cost of health insurance and increase the number of workers who have health insurance. Health care reform must provide for adequate grants, tax benefits and other means to improve the affordability and access of health care for Hispanic business owners. Any reform must also address the disparities in coverage often seen in Hispanic communities.
Immigration
The CHCC supports efforts to enact comprehensive reform of immigration laws. CHCC recognizes that proposed reforms are the purview of the U.S. Congress and the Federal Executive Branch. The CHCC supports advocacy efforts at all levels of government that encourage immigration reforms that will help our diverse small business community and immigrant families that are trying to improve their quality of life in the pursuit of the American Dream.

International Trade
The CHCC supports the expansion of international trade and investment, fair and equitable market access for California products, and elimination of disincentives that impede the global competitiveness of California business.
Procurement and Contracting
The CHCC supports policies that encourage small business participation and competition for government contracts. Doing business with the government can be a complex and daunting task. Government contracting provides opportunities for Hispanic businesses to expand into new markets.

Regulations
The CHCC supports proposals and actions aimed at regulatory fairness, reform, and relief for all business. The CHCC supports policies that provide for opportunities for new technologies and innovation that help prepare our businesses for success in today’s economy. Regulations are necessary; however, they need to be fair, efficient, predictable and accountable, with common sense rules that are fairly applied.
Tobacco Products
The sale of tobacco has been part of our economy for countless years. Many small Hispanic businesses sell tobacco products as part of their total sales through convenience stores and small markets where a substantial amount of their revenue comes from tobacco products. We recognize that tobacco, like a lot of other products people consume, is not without detrimental health effects; however, that is the consumer’s choice. We support policies that encourage tobacco harm reduction products to ameliorate the harmful health effects of tobacco. We oppose unreasonable taxation on existing tobacco products that unfairly targets tobacco consumers, impacts the licensed retailers of tobacco products, and results in a “black market” underground economy that has proven difficult to enforce and increases youth access.
Taxes
California is an excessive cost of living state in part driven by our tax structure. We rely heavily on personal income tax which depending on our economy, creates significant highs and lows. The Hispanic businesses would be significantly affected if their property taxes were increased at a higher rate than other property. We oppose attempts to create a “Split Roll” property tax taxing business at a higher rate. Tax incentives for other types of taxation can prove effective when targeted to meet a particular objective. We, in general, support such policies.

Transportation
The CHCC recognizes the need for road repairs as commercial entities and the public more heavily use our roads. The CHCC supports the improvement of commuter and public transportation systems.
Water
Climate change is going to be with us for many years to come. This reality brings with it very dry conditions and years with higher-than-average rainfall. Water conservation, although important, is not a substitute for expanding upon our water infrastructure. If our economy is to thrive and flourish for future generations, we need additional water storage as a critical component to our water infrastructure.
Workforce Development
The CHCC supports legislative efforts in partnerships and programs that provide skill development training and business support. This includes career pathways programs and workforce development educational opportunities at community colleges, state universities, and local nonprofit job training providers throughout California.
The CHCC supports legislation that expands educational opportunities, work-based learning opportunities, urge financial aid tuition assistance to low- income high school students to make a successful transition to postsecondary education and encourage implementation of programs to assist English language learners.
