Interaction of Financial Statements and Actuarial Reports Location: Tallac, Lake Tahoe Resort Both financial statements and actuarial reports are critical elements in the financial and strategic decision making of a pool and self-insured entities. Understanding how these two reports interact, and how the interdependence of elements from each report will allow the user to understand the financial picture and make strategic and budgeting decisions. Both reports use real data and are packed with estimates. Understanding these estimates and how they impact your program will empower a user to ask the right questions and understand the impact of any changes and decisions. Key phrases like “balance sheet strength” and other concepts will be put into the conceptual and contextual framework so that the attendees will walk away with a greater understanding of these two reports. Critical Changes in the Law – Impact on Defending Police Civil Rights Cases Location: Meteor/Mamie, Lake Tahoe Resort A comprehensive review of SB 1421 and AB 748, which both become effective in 2019, remove confidentiality and permit limited public access to certain peace officer personnel records and video recordings through the California Public Records Act. This presentation will address how cities and counties and their police departments/sheriff’s offices can proactively address concerns raised by SB 1421 and AB 748 on how to best present and produce these records to the public and media. This session will also review AB 931 which attempts to revise the standard for use of deadly force by peace officers. Although AB 931 has not been passed- it has only been “shelved”- police use of force legislation is expected to again be considered in January 2019.
