The Supercircular: Changes Coming for Federal Grants Rules On Dec. 26, 2013, the Office of Management and Budget issued the “Supercircular.” This issuance impacts all of the general requirements for federal grants: administrative rules, cost principles and Single Audit requirements. The new rules go into effect after Dec. 25, 2014. All persons who deal with federal grants will need to be aware of and prepared for the coming changes.
