E
ighty-fve years ago, in 1937, the California Toroughbred Breeders Association began (minus the word “Toroughbred” in the early years). Te organization initially communicated with its membership via a newsletter, which quickly morphed into a magazine, the most recent issue you are reading now, whether in printed form or online. Communication has always been an essential part of the CTBA’s mission. Te monthly edition of California Toroughbred over the decades has proved a valuable method by which the CTBA can inform its members of anything going on in the organization and the industry in general. But it is much more than that. Each month we strive to give readers an in-depth look at what California-breds are doing, at the racetrack and at the farm. We celebrate stakes victories, both in California and around the country, paying special attention to big days
such as California Cup. Te February issue promoted winners of 2022 Cal Cup races at Santa Anita, and because of the lucrative Golden State Series, the June issue will give us another chance to laud Cal-breds who succeed May 28, when fve Golden State stakes will be ofered at Santa Anita. Tose aren’t the only ones, however, as you’ll see in this issue, with Smuggler’s Run and Power Surge, two ofspring of upcoming California sire Straight Fire, having won the Echo Eddie and Evening Jewel Stakes. On tap soon—turf stakes at Golden Gate Fields and a slew of Cal-bred opportunities at Del Mar. Te magazine also promotes the work being done at California farms. Feature articles focus on individual farms, management techniques, and—perhaps most importantly—the people who make all of this happen. We are constantly looking for interesting people to profle, whether at the track or at the farm, and our monthly Member Profle
highlights a CTBA member who has had success. Legislative issues and sale coverage are also major components of the magazine’s content. And one of the true joys every year is featuring each and every California-bred champion and the CTBA awards banquet where the awards are handed out. Lieutenant Dan was named the 2021 California-bred Horse of the Year, and his story as well as those of the other champs was featured in the April issue. Te magazine also pays tribute to those no longer with us. Te In Memoriam section of this month’s issue, for example, includes Marianne Millard. In remembering her, the magazine also remembers the splendid Cal-bred Melair, bred by Millard and the late Bea Rous. Te CTBA will continue to communicate with its members through this magazine. We welcome your thoughts and suggestions as we head toward the organization’s centenary in 2037.

Champion At the Spa Retired At the Spa, the 2021 champion California-bred 2-year-old female, has been retired. Breeder and co-owner Terry Lovingier confrmed the flly’s retirement and said that he planned to breed her to Stay Tirsty, who stands at Lovingier’s Lovacres Ranch. Lovingier owns At the At the Spa Spa, a daughter of Outwork—Spa Creek, by Smoke Glacken, with Grifn Stables and Saul Carrillo. Te flly won her frst three races, breaking her maiden at Santa Anita and then adding the Fasig-Tipton Debutante Stakes at Santa Anita and California Toroughbred Breeders’ Association Stakes at Del Mar. Jorge Periban trained At the Spa, who retired with earnings of $166,080. Lovingier bought Spa Creek for $15,000 at the 2018 Keeneland January mixed sale. She was in foal to Stay Tirsty when she died of a heart attack in 2019. At the Spa will be able to continue the cross with Stay Tirsty that her dam did not have the chance to produce.

Bud Petrosian bred the colt, who is out of the Fusaichi Pegasus mare Soul Crusader and is a half brother to stakes-placed Tere Goes Harvard. Gary Young bought the Nyquist colt for Zedan Racing, also owner of Runhappy Santa Anita Derby (G1) winner Taiba and multiple graded winner Medina Spirit. Reddam Racing’s Cal-bred Slow Down Andy winning the Sunland Park Derby
Slow Down Andy Out of Kentucky Derby California-bred Slow Down Andy, who in April was prepping at Keeneland for the Kentucky Derby Presented by Woodford Reserve (G1), will miss the May 7 race due to a fever. Trainer Doug O’Neill noted that while the illness is not major, the timing meant the colt would be unable to compete. Paul and Zillah Reddam’s Reddam Racing bred and owns Slow Down Andy, a son of Nyquist out of the Square Eddie mare Edwina E. Slow Down Andy had earned 60 qualifying points to the Kentucky Derby through wins in the 2021 Los Alamitos Futurity (G2) and 2022 Sunland Park Derby (G3). “He got a little sick on us and we’re just at a point where it’s not a good time to get sick,” O’Neill told bloodhorse.com. “I guess we’re not going to make it, but we’re super grateful for the run he has put us on. Hopefully, there’s plenty of good races ahead.” Te Reddams bred and raced Edwina E., who has also produced multiple stakes winner Team Merchants to the cover of Nyquist. Te mare’s sire, Square Eddie, is pensioned at the Reddams’ Ocean Breeze Ranch near Bonsall, where he stood throughout his stud career. Nyquist, who stands in Kentucky, won the 2016 Kentucky Derby for the Reddams. Teir other Kentucky Derby winner, I’ll Have Another, now stands at Ocean Breeze. Edwina E. has a 2-year-old colt by I’ll Have Another.

Marianne Millard, who with the late Bea Rous bred and raced the swift California-bred champion Melair, died March 9 at age 91. Growing up in Glendale, Calif., Millard played softball from an early age and earned a scholarship to UCLA. She graduated with a degree in education and physical education and also played on the UCLA’s women’s softball team. Millard joined the All-American Girls Professional Baseball League and taught English for two years in Germany before becoming an English teacher and head counselor at the Torrance Unifed School District. Upon retirement, Millard and Rous, a former assistant principal, purchased 20 acres in San Jacinto that became Here Tis Ranch and began raising and racing Thoroughbreds. Early Cal-bred stakes winners bred by Millard and Rous included Veneke, Market Again, Billy Club, and Rosie’s K T. They raced Rosie’s K T, a 1981 son of Kfar Tov—Melrose Nugget, by Viking Spirit. He won the 1986 Los Angeles Handicap (G3). Two years after producing Rosie’s K T, Melrose Nugget foaled a daughter of Debonair Roger for Millard and Rous. Named Melair, the flly developed into one of the speediest Calbred fllies in history. John Sadler trained Melair for Millard and Rous. Though a bout of colic limited Melair’s racing career to just fve starts, all in 1986, she made the most of them, going undefeated. In her second start, Melair broke Hollywood Park’s six-furlong track record, stopping the timer in 1:083⁄5. She added the Railbird Stakes (G3) and Princess Stakes (G3) before defeating Preakness Stakes (G1) winner and fellow Cal-bred Snow Chief in the Silver Screen Handicap (G2). Melair was voted the 1986 champion Cal-bred 3-year-old female and sprinter. In addition, Melrose Nugget was named the 1986 California Broodmare of the Year. Today, Melair has a race named for her, with this year’s $150,000 Melair Stakes scheduled for May 28 at Santa Anita. Melair was elected to the California Thoroughbred Breeders Hall of Fame in 2009.

Ellen Parker, a turf writer, pedigree expert, and longtime contributor to California Thoroughbred, died April 5 at Central Baptist Hospital in Lexington, Ky. It was just over a year after her husband, Ron, also a turf writer and occasional contributor to this magazine, passed away. Though the couple had lived in Paris, Ky., for 17 years, they spent much of their lives in Northern California. Ellen edited the Northern California Thoroughbred magazine and later became the Northern California correspondent for this publication, then known as The Thoroughbred of California. Ellen and More reRon Parker cently, she had written several articles analyzing pedigrees of California-breds. In what turned out to be her fnal piece, published in the October 2021 issue of California Thoroughbred, Parker wrote about Betty Derr, ancestress of Cal-breds Swaps, California Chrome, and many others. She noted that “this is a family that was born to succeed.” During her time as Northern California correspondent, Parker covered the long and successful racing career of Brown Bess, the California Horse of the Year and national champion grass mare of 1989. Brown Bess and later California Chrome were two of Parker’s favorite racehorses. Parker grew up in Ohio and began her career as an assistant publicist at Golden Gate Fields. She fell in love with racing after seeing champion Round Table compete at Arlington Park in Chicago and later wrote a non-fction book about him. Over the years Parker contributed to such other racing magazines as Washington Thoroughbred and American Turf Monthly. She and her husband created and published the monthly newsletter “Pedlines,” and she did pedigree analysis and recommended breeding crosses for clients.

Memoriam
Majestic Harbor Majestic Harbor, who won nearly $1.3 million during a racing career that included the 2014 Gold Cup at Santa Anita (G1), has died of a suspected heart attack at Harris Farms in Coalinga, Calif. The stallion would have turned 14 April 6. He will be buried at Harris Farms. “As you can imagine, we are all in shock and completely devastated,” said Lori Hebel-Osborne, who owned Majestic Harbor along with her husband, David, and her mother and father, Carol and the late Charles W. Hebel, Ron Beegle, and Ray Beegle. “Rocky was just a huge part of our life, and he gave us so much of his life to make ours bigger and brighter. He had so much personality. He had so much talent.” Nicknamed “Rocky” as a nod to his

sire, Rockport Harbor, and for all his comeback fghts throughout his racing years, Majestic Harbor competed through age 8. He started 42 times, with 10 wins, eight seconds, and seven thirds. Majestic Harbor earned $1,295,814 and won four graded stakes. Majestic Harbor, who is out of the French Deputy mare Champagne Royale, began his stallion career at Swifty Farms in Indiana in 2017. From his frst crop, he sired stakes-winning flly Pearl Tiara, who won two Indiana-bred stakes event in 2021, and stakes-placed winner Diamond Solitaire. After standing two years in Indiana, Majestic Harbor was transferred to California and Harris Farms. The stallion’s third full crop and frst from California has already produced an open maiden special weight winner in Oneparticulrharbor, who broke his maiden at Santa Anita earlier this year. CAL-BRED OPPORTUNITIES California-breds will have numerous stakes opportunities throughout their home state in the next two months. Los Alamitos released its stakes schedule for the Los Angeles County Fair meeting, with the $100,000 Bertrando Stakes one of the three stakes being offered. But before that, fve races for Calbreds and California-sired runners will be held May 28 at Santa Anita and two are slated at Golden Gate Fields May 1. The bonanza kicks off May 1 at Golden Gate Fields with the Campanile Stakes and Silky Sullivan Stakes. Both are worth $75,000 each at a mile on the turf. The Campanile is for 3-year-old fllies, while the Silky Sullivan is open to all 3-year-olds. Billed as a day for the Cal-bred, the May 28 Santa Anita card will feature two stakes worth $150,000 each and three worth $100,000 each. The $150,000 Snow Chief is for 3-year-olds at 11⁄8 miles on the turf, and the $150,000 Melair Stakes is for 3-year-old fllies at 11⁄16 miles on the dirt. Older horses can compete in the $100,000 Crystal Water Stakes at a mile on the turf, and older distaffers have the $100,000 Fran’s Valentine Stakes, also at a mile on the turf. Older sprinters can tour six furlongs in the $100,000 Thor’s Echo Stakes. The Bertrando Stakes, for 3-year-olds and up at a mile on the dirt, will be held June 25 at Los Alamitos, the second day of the meeting. Usually, the Los Angeles County Fair portion of the Los Alamitos dates is held in the fall. But because the fair itself has been moved to May 5-30, the County Fair dates at Los Alamitos will be run June 24-July 10.

10 YEARS AGO Ted and Judy Nichols’ homebred TEDDY’S PROMISE scored by a half-length in the $84,950 Time to Leave Stakes at Betfair Hollywood Park May 6, 2012. The California-bred was winning a fve-furlong race named for a top Cal-bred distaff speedster of the late 1960s. Victor Espinoza rode Teddy’s Promise for trainer Ron Ellis. Sent away the third choice at nearly 3-1, Teddy’s Promise trailed the six-horse feld early, swung four wide into the stretch, and took the lead in deep stretch. California-bred MEN’S EXCLUSIVE captured the frst stakes of his career when he triumphed by three lengths in the $125,000 Los Angeles Handicap (G3) at Hollywood Park May 26, 1997. Ridden by Lafft Pincay Jr., Men’s Exclusive went to the front quickly in the six-furlong race and just kept extending his margin. He defeated favored Surachai, also a Cal-bred, though Surachai was disqualifed and placed sixth. Wesley Ward trained Men’s Exclusive for owner/breeder Hartsel E. Reed. A 4-yearold son of Exclusive Ribot—Men’s Number, by Meneval, Men’s Exclusive went on to compete through 2004, with 11 wins, six of them stakes, in 48 starts for total earnings of $1,451,126. Those stakes victories include consecutive runnings of the Vernon O. Underwood Stakes (G3) in 2001-02.
IMPRESSIVE STYLE, one of the many good California-breds to come out of the Old English Rancho breeding program, won back-to-back stakes in May 1972 at Hollywood Park. The previous month she had taken the Goose Girl Stakes, adding the Senorita Stakes May 2 and the Railbird Stakes May 16. Lafft Pincay Jr. rode the 3-year-old flly, and they defeated Palisima by a head in the Senorita and Cautious Bidder by four lengths in the Railbird. Impressive Style demonstrated her versatility, completing a mile on the turf in 1:354⁄5 in the Senorita and seven furlongs on the dirt in 1:21 in the Railbird. F. A. Foundation Donating Burke Equine Library to Cal Poly Pomona Te California Toroughbred Foundation is donating the contents of the Carleton F. Burke Library— one of the most extensive collections of equine literature found anywhere—to California State Polytechnic University, Pomona. “Tis is such a rare and specialized collection that it is a great match with an academic library,” said Foundation President Ada Gates Patton. “Ofcials from Cal Poly Pomona approached us about acquiring the library, with proposed expert management of books and increased public access. “Te Foundation does not have resources like those at Cal Poly. In addition, with more and more material available on the Internet, in-person use of the library decreased in recent years, followed by a two-year closure because of the pandemic. So after studying the proposal carefully, our board voted for the donation. Tis will beneft anyone interested in publications about horses, whether for serious study or just pleasure reading.” Te university intends to digitize research books for worldwide access, exposing the Burke Library to a far wider audience than the Foundation could ofer. “We have been privileged to own this unique collection and open it to the public, and we look forward to its professional preservation and even wider availability at Cal Poly Pomona,” said Gates Patton. Te Burke Library has been housed in the California Toroughbred Breeders Association building in Arcadia, across the street from Santa Anita Park. One positive factor infuencing the decision was that the collection will remain nearby, as Pomona is just 20 miles from Arcadia. “Te Burke Library has long been an important resource for many in the horse world,” said CTBA President Doug Burge. “Te CTBA has been proud to have the library on our premises, but we understand that its care and accessibility will be greatly enhanced at Cal Poly Pomona.” Carleton F. Burke was the frst chairman of the California Horse Racing Board, director of racing at Santa Anita, and a secretary-treasurer of the California Toroughbred Breeders Association. He died in 1962, and the following year the library was named for him in recognition of his contributions to racing.

early 20 years have passed since the Del Mar party when the chance meeting between Jason Litt and Alex Solis II occurred, and it is a tribute to the two principals in Solis/Litt Bloodstock that they have maintained virtually their entire roster of California clients to this day. Of course, performance has plenty to do with that, and buying racehorses such as Shared Belief, Daytona, Valbenny, Life At Ten, Te Pamplemousse, Competitive Edge, Mizdirection, Cry and Catch Me, Scherzinger, and Straight Fire will keep

“He has an attitude issue that was really helped by gelding,” said Kim Nish. “He didn’t want to train at all. He didn’t want to get broken; he didn’t want anything to do with it.” As is frequently the case, gelding focused the former colt’s attention on his job. He broke his maiden in his debut by 51⁄2 lengths on the dirt and added another win and a second on the turf before the Echo Eddie. In his only previous stakes attempt, the Jan. 30 Bafe Stakes, he ran into trafc trouble and never could get clear, fnishing sixth. “His stud value was the same before and after gelding,” joked Kevin Nish about the necessity of the procedure. “He wasn’t thinking the round pen was a very good idea. So we had to take some steps, and he’s come along and looks like he can run a little bit.” Te Nishes had two rooting interests in the 61⁄2-furlong Echo Eddie: Smuggler’s Run and What in Blazes, both homebred sons of Straight Fire. “I had kind of picked out Blazes as my horse, and Kim had Smuggler in that race,” said Kevin. When the gate opened, What in Blazes broke the sharpest, with Moose Mitchell racing close along the inside and Smuggler’s Run right behind that pair. “We had Blazes ding-donging with 24

Most importantly, Baltas said, “he’s a Cal-bred.” Smuggler’s Run is out of the Nishes’ incredible mare Maddie’s Odyssey, a daughter of Kitten’s Joy. Bloodstock agents Jason Litt and Alex Solis Jr. helped them buy her for just $14,500, and she has produced Cal-bred multiple stakes winners Grecian Fire, Sneaking Out, and Been Studying Her for the Nishes. Maddie’s Odyssey has a 2-year-old Kentucky-bred daughter of Tapit who sold for $500,000 at the 2021 Keeneland September yearling sale. Te mare produced a son of Constitution last May that the Nishes said they will probably keep. Because of the later foaling date, the breeders skipped a year with Maddie’s Odyssey and booked her to Charlatan in 2022.

t the age of 5, Martha Miller was already ducking under the turnstile to get into the racetrack for free. She knew how to read the Daily Racing Form before tackling frst-grade level books and still has old scrapbooks of the jockeys and horses she loved as a child. Racing wormed its way into Miller’s heart early on and never let go. “My father raised me on the track; I grew up with it,” she said. “I swore that if I ever had the money, I would have a racehorse.” With time came money, and with money came an investment into partnerships and the racing industry in general. From 1990 on, Miller was entrenched in racing,
starting with California-bred Reason to Be, a mare by Aloma’s Ruler. “I gradually became very much hands on,” Miller said. “I did a lot of reading and research and noting what was happening. I got acquainted with Leigh Ann Howard, which was one of the best things that ever happened to me.” A past president of the California Toroughbred Breeders Association, the charismatic Howard became a good friend and got Miller to attend many of the CTBA’s functions, including demonstrations and seminars. “Tey had learning sessions where you would go to the barn and walk with a trainer,” said Miller. “I involved myself.” Miller, who has had a

career in the performing arts and hospitality business, was traveling to New Zealand regularly for that country’s International Festival of the Arts. An avid traveler, Miller visited racetracks all over the world, including in Japan and Africa, so it made sense she would start following the racing in New Zealand. “I came to be very involved in New Zealand racehorses,” she said, “horses that were bred there but brought to the United States to race.” Among those was Kessem Power, a son of Kessem— Lady Duvach, by Harbor Prince. He had tried group 1 company as a maiden and won several times before making the journey to America. With trainer Randy Bradshaw at the helm, Kessem Power won at Hollywood Park May 17, 1997, but was claimed from Miller’s partnership later that year at Del Mar for $50,000. Kessem Power would go on to earn $593,450 with 11 wins in 39 starts, including the San Luis Obispo Handicap (G2T) and San Luis Rey Stakes (G2T) at Santa Anita. “He was one of my favorites,” Miller said. “But they’re all kind of my favorites. It’s hard to describe, but to keep it simple every horse is my favorite horse.” Another New Zealand-bred was Cool Rock’a, who was group 1-placed in her native country. Te daughter of Diplomatic Star won seven times with fve seconds and two thirds. “I’ll always consider New Zealand home,” Miller said fondly.

Of all the horses Miller has owned, California-bred Harlington’s Rose stands out. Te daughter of Harlington—A Rose for You, by Orientate, was a $20,000 auction purchase at the 2012 Barretts October yearling sale and went on to earn back $420,058. Under the tutelage of Steve Knapp, Harlington’s Rose broke her maiden at Hollywood Park in June 2013 and ran second in the $100,000 Barretts Debutante Stakes that September. She knocked heads against the best in races such as the Chandelier Stakes (G1) and the $201,500 California Cup Oaks before winning the $95,850 Kalookan Queen Stakes. After running third in the $200,250 Santa Monica Stakes (G2), Harlington’s Rose got a graded victory in the $100,250 Las Flores Stakes (G3). She retired with four wins, six seconds, and four thirds in 34 starts. “She was the best horse I’ve had,” Miller said. “We were very fortunate with her.” Although Kessem Power and Harlington’s Rose were the most talented on the track, there have been several others that meant something to Miller. Cal-bred Gone Skimmin won only once but after rehabbing of the track ended up as a trail horse in Yosemite, where Miller resides. “He is a wonderful guide horse; everybody loves him,” she said. Another Cal-bred, Drop Your Socks, was a modest claimer in Idaho and Arizona, but he ran for two of the trainers that Miller considers herself fortunate to know: Ron Stevens and Michael Lenzini. “Ron took Drop Your Socks to Idaho and he became a champion there,” Miller said of the son of Naevus who fnished in the top three spots 17 times. Te CTBA has played a huge part in Miller’s education. “Tose two- or three-day seminars on all the diferent topics contributed so much to what I now know and how

THE CAL-BRED INCENTIVE PROGRAM Questions and answers concerning California-breds and California’s lucrative incentive awards program, which was responsible for breeders, owners, and stallion owners collecting over $9 million for 2021. WHO QUALIFIES FOR THE AWARDS?
Te breeders and owners of registered California-bred Toroughbreds and the owners of California-based stallions. WHAT ARE BREEDERS AWARDS?
A monetary award that is paid to the breeder of a registered California-bred Toroughbred fnishing frst, second, or third in any race run in California and any graded stakes races conducted within the United States. Breeders will receive 75% of the remainder of the total incentive award monies after owner awards are paid, with an individual breeder receiving a pro-rated share of this breeders fund. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Breeder awards always are paid exclusive of nomination, entry, and starting fees. WHAT ARE OWNERS AWARDS?
A monetary award that is paid to the owner of a registered California-bred Toroughbred horse that runs in qualifying races in California. Owners can receive at least a 20% bonus on the fnisher’s share for fnishing frst through ffth in an open allowance or overnight stake race and up to a 20% bonus for fnishing frst in an open starter allowance above $15,000 and open non-maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California. Tese levels are purposely set high to encourage the ownership of high-quality runners and to restrict the number of qualifers so that the awards will function as a major incentive. Owner awards always are paid exclusive of nomination, entry, and starting fees. Tey are listed in the racing program and will be distributed at the same time as the purse by the paymaster. WHAT IS THE MAIDEN BONUS PROGRAM?
A Maiden Bonus award will be paid to the owner of a registered California-bred or registered California-sired foal for winning a maiden special weight race. Te bonus amount is $17,500 in Southern California and $10,000 in Northern California and at all Fair meetings throughout the state. In the event of a dead heat, the maiden bonus award will be split among the winners. Tese awards are paid directly to the owner approximately 45 racing days after the win. Only races at 41⁄2 furlongs or longer will qualify. WHAT ARE STALLION AWARDS?
In order to stimulate the acquisition in California of nationally prominent stallions, and retain high-caliber California stallions, monetary awards are paid annually to the owners of registered California stallions whose California-conceived or California-bred get have won a qualifying race or have fnished, frst, second, or third in a stakes race in the state or any graded stakes race within the United States during the year. Qualifying races are any non-claiming races, including maiden allowance and starter allowance races, with 30

a purse of at least $15,000, and open non-maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California also qualify. Stallion awards are exclusive of nomination, entry, and starting fees. Stallions must be registered by Feb. 15 each year to be eligible for stallion awards. Stallion owners will receive 25% of the remainder of the total incentive award monies after owners awards are paid, with an individual owner of a registered California stallion (as of Dec. 31) receiving a pro-rated share of the stallion fund based on the total qualifying earnings of the get during the year. Te maximum purse considered earned in any qualifying race within this state shall be $330,000 for a win, $120,000 for a second, and $90,000 for a third-place fnish. Te stallion must be continuously present in California from Feb. 1 to July 15, inclusive, of the year 2010 or any subsequent calendar year in which he stood at stud and fathered the participant in the race. If a sire dies in this state in the year 2010 or any subsequent year and stood his last season at stud in this state, or was standing at stud in this state on the date of his death in the year 2010 or any subsequent year, he shall thereafter continue to be considered an eligible Toroughbred stallion regarding a race participant fathered by him in that season. Te California Toroughbred Breeders Association (CTBA) will help compile data, but it is the ultimate responsibility of the stallion owner to advise that ofcial registering agency, on or before Feb. 15 of any year, of any and all purses earned during the preceding year that shall be considered in determining the amount of the stallion award to which the owner is entitled. DOES THE PROGRAM INCLUDE RACES OUTSIDE OF CALIFORNIA?
Yes. Te breeder of a California-bred Toroughbred fnishing frst, second, or third in a graded stakes race outside of California, but within the United States, will be paid a pro-rated share of the breeders fund. Te maximum purse considered earned in any race shall be $165,000 for a win, $60,000 for second, and $45,000 for a third-place fnish. CTBA will help compile data, but it is the ultimate responsibility of the breeder to advise the ofcial registering agency (CTBA), on or before Feb. 15 of any year, of any and all purses earned during the preceding year in graded stakes races outside of this state by horses bred by the breeder. Also, the owner of a registered California stallion whose California-conceived or California-bred get fnished frst, second, or third in a graded stakes outside of California, but within the United States, will be paid a pro-rated share of the Stallion fund with the maximum purse considered earned the same as the breeders above. WHEN ARE THE PREMIUMS PAID?
Owner awards are paid at the same time as the purse by the paymaster. Breeder awards are paid twice a year with a conservative advance payment of approximately 6-8% being paid around Sept. 1 and the fnal payment for 2022 being paid by March 31, 2023. Te stallion awards are paid prior to March 31, 2023.
California-Bred Incentive Awards
ARE THERE SPECIAL RACING OPPORTUNITIES FOR CALIFORNIA-BREDS?
Yes. Racetracks in California are required by law to ofer one race per day that is restricted to California-breds. Last year, that amounted to 338 additional racing opportunities and more than $19 million in additional purses for California-breds. In addition, the California legislature has declared its intent that at least 10% of the total stakes purses paid at any race meeting in California be paid on stakes races restricted to registered California-breds. Tis amounted to more than $4.3 million in 2021 and will grow signifcantly through the creation of the Golden State Series. Also, in 2023, California Cup XXXIII will be held at Santa Anita Park on a date to be announced. Part of the funding for California Cup XXXIII will come from the incentive award category, the California-bred Race Fund. 9.5% of the total incentive award monies will be used for this category, with the monies funding the promotion of California-bred races, the supplement of purses for California-bred races, and the creation of new California-bred stakes. WHAT IS THE DEFINITION OF A CALIFORNIA-BRED? THE DEFINITION OF A CALIFORNIA-BRED IS AS FOLLOWS:
A California-bred Toroughbred is a horse dropped in California after being conceived in California, or any Toroughbred foal dropped by a mare in California if the mare remains in California to be next bred to a Toroughbred stallion standing in the state. If the mare cannot be bred for two successive seasons, but remains in California during that period, her foal will be considered a California-bred.

Registration applications must be fled with the CTBA. Only those horses that are both registered with Te Jockey Club and fulfll all requirements as outlined in the defnition of a California-bred are eligible. Te fees for registration are as follows: n $100.00 for CTBA members, $200.00 for non-members if applied for by Sept. 30 of the foal’s yearling year; n $125.00 for CTBA members. $250.00 for non-members if applied for after Sept. 30 of yearling but before Jan. 1 following; and n $750.00 if applied for after Jan. 1 of 2-year-old year. If desired, application can be made in advance of receipt of Jockey Club Certifcates to escape penalty for late fling, but no actual registration will be made until certifcates are available. STEM CELL THERAPY FOR OSTEOARTHRITIS

Tere are two main methods of treatment. One is to use the patient’s own cells (autologous cell), and the other is to use cells from another horse (allogeneic cells, from a donor horse). Te advantages of using autologous cells is that they are not rejected by the patient’s immune system and there are fewer regulations regarding their use. Te disadvantage of using autologous cells is that it takes two to three weeks to isolate and expand the cells prior to use to get enough to be efective. Tis involves a two-step process requiring the horse to return for treatment—after diagnosis and initial sample collection. Tis might hamper optimal treatment time because an adequate number of cells are not readily available. Allogeneic use of cells has the advantage of being able to make cells readily available and provides time to select and potentially enhance cell 44

tem cell therapy has been utilized in horses to help heal tendon, ligament, and joint injuries for more than 25 years, and new uses are continually explored. Te stem cells used in horses are mesenchymal stromal cells (MSCs), which are isolated from fetuses, foals, or adult horses, as opposed to embryonic stem cells isolated from embryos. Te MSC equine stem cells can be isolated from almost any body tissue but are most commonly obtained from bone marrow, fat, and the umbilical cord of newborn foals.

functions prior to use. Te disadvantage is that these cells from another horse are recognized by the patient’s immune system, and rejected, faster than autologous cells. Also, the regulations for use are diferent. Allogeneic cell product development is considered drug development, and as such is now federally regulated. A number of veterinarians, equine clinics, and stem cell companies treated thousands of horses with stem cells for many years. Tey started out treating soft-tissue injuries and then progressed to treating joints. Some people also started to treat laminitis with stem cells. Tere was such an expansion of stem cell therapy in veterinary medicine that the U.S. Food and Drug Administration became involved, to make sure this use was regulated and that this kind of therapy wasn’t being used inappropriately. Te use of stem A horse is being sedated prior to treatment with stem cells cells was put on hold, and the FDA ruled that stem cells fell into the category of drug therapy, with all the regulations and necessary trials for bringing a new drug to market. Overcoming this hurdle has been difcult because it takes years and a lot of money to do all the necessary trials. So there was very little stem cell use in horses for a number of years. Today, most commercial strategies are focused on developing frozen allogeneic cell products. One approach is the use of allogeneic stem cells from umbilical cord blood that could be basically of-the-shelf/storable and given to any horse. Two products have been approved in Europe and are available there, and several trials are under way in North America to get products approved here. A couple of trials are looking at use of stem cells for treating osteoarthritis (OA) in horses. Tere are still a number of conditions in horses and humans that are difcult to treat success- Dr. Thomas Koch says that data from humans and fully; we don’t have good treatments animals show that stem cells might be useful for those and/or the treatments are not in treating some joint conditions
100% successful. Osteoarthritis is one of those conditions. Dr. Tomas Koch of the Department of Biomedical Sciences at Ontario Veterinary College has been working with stem cells for many years. He says the fact we don’t have good treatments for OA is refected by the many diferent ways that horses with joint pain are being managed and treated. “Tere are many products being used for OA, and diferent veterinarians have diferent preferences in treatment, based on personal experience and the experience of their mentors,” Koch said. “Tis in itself indicates that no one treatment has been shown to be superior. Tere is interesting data in humans and animals, however, showing that stem cells may be useful in treating some joint conditions.” Koch is founder and CEO of eQcell, a company currently starting two blinded, randomized trials in equine synovitis and early stages of osteoarthritis. One trial is at the University of Guelph’s Ontario Veterinary College Equine Sports Medicine and Reproductive Centre, and the other is at the University of California-Davis Veterinary Institute for Regenerative Cures (VIRC). Te Canadian study in equine fetlock and carpal joint osteoarthritis is authorized by Health Canada’s Veterinary Drug Directorate and is the frst stem cell trial in Canada for treatment of equine osteoarthritis. Te U.S. study in fetlock osteoarthritis is being conducted under VIRC’s Investigational New Animal Drug (INAD) with the FDA. Stem cell therapy holds much promise because it has several advantages over traditional pain medications such as phenylbutazone. “Bute” masks pain, has a narrow window of safety, and can have damaging side effects. It also is heavily regulated as to how it can be used in various equine competition, if at all.

Health A number of biologic products can be injected into joints, like PRP (platelet rich plasma) or IRAP (interleukin receptor antagonist protein). Interleukins are mediators of infammation like histamine and other cytokines that cause bad things to happen in injured tissue. “Te advantages with these biologic treatments is that there are fewer regulations regarding their use (as opposed to stem cells),” said Koch. “But it’s hit or miss whether they work, depending on the individual horse. IRAP is a targeted treatment against interleukin-1, but if the pain is not driven by an underlying interleukin-1 infammation, this treatment will be less successful.” Steroids have also been used for treating OA. But there is controversy about using those in joints. Some people feel that these can damage the cartilage, so they try to avoid steroid use. Stem cell therapies are gaining interest because they have several advantages. “Tere are now two cell products approved in Europe for treating non-septic infammatory joint pain in horses caused by synovitis and early OA,” said Koch. “Tese are HorStem and Arti-Cell Forte. Tese products are both using culture-expanded MSCs. HorStem (a product from Spain) utilizes cells from equine placental umbilical cord tissue, and Arti-Cell Forte isolates MSCs from the peripheral blood of adult horses. Tese two products are both approved for use in horses with joint pain due to early stage synovitis, but they are slightly diferent in formulation. “HorStem contains only the cells (15 million stem cells), and Arti-Cell Forte is a combination product. It actually has only two million MSCs, plus PRP (platelet rich plasma). So with that product it’s difcult to know if the healing efect is due to the cells or the PRP, or whether the two may have a synergistic efect working together. “I haven’t seen any studies where the company treated horses with two million cells alone, the PRP alone, or the combination, to compare or show that the combination was superior to either one alone. Tat would be interesting to know.” Now that these products are com46
mercially available, perhaps a study like that will eventually be done. “A study at Cornell University investigated mesenchymal stem cells from horses in their research model, in which they damaged the cartilage in joints of research horses,” said Koch. “Some of those joints got stem cells and some got just the injection fuid without cells. In the follow-up, the researchers saw that the cartilage in the joints that received the cell formulation were much more

preserved than the joints that did not get those cells.” In other words, less cartilage damage occurred in the joints that received the cells. “I am not sure if these therapies can turn a damaged joint into a less-damaged joint,” Koch said. “But the study at Cornell indicates that maybe we can arrest the damage and prevent further damage. We might be able to have some degree of joint preservation, but that’s not the same as a joint being regenerated and looking more like a normal joint that never had injury. “One of those companies was recently acquired by (the large international

disease management—with periodic joint injections to keep a horse comfortable. It might only have to be every six months or every eight months or even longer. It might depend on the horse, but for horses that do respond, we may be able to manage their disease more consistently and also have some degree of joint preservation—and disease arrest.” For some horses, this could be potentially extend their athletic careers. “Our company, eQcell, is trying to do something similar with the products currently available,” said Koch. “We have trials in the U.S. at UC-Davis. Te lead investigator there is Dr. Larry Galuppo.
Te trial at the Ontario Veterinary College in Canada is led by Dr. Judith Koenig (of the Equine Sports Medicine & Reproduction Centre). Both trials have approval—from Health Canada and from the FDA—since stem cells are regulated in both countries because they are considered drugs.” Tis is the reason there are no approved stem cell products currently available in North America. Other regenerative therapies like IRAP and PRP fall under the FDA’s category of devices rather than drugs.

“Tere is a very big diference between getting a device approved by FDA and getting a drug approved,” said Koch. “It is very expensive and time-consuming to get a drug approved, and this is a big impediment for veterinary medicine because from a pharmaceutical perspective it is still a very small market. “When companies look at the market and the cost of getting a product developed and approved, it becomes difcult to make a fnancial case for it, even for products that would greatly beneft the horse. “Our company will be pursuing the European market prior to the North American market because there are is already a precedent in Europe (with two products approved) that we can follow, and the likelihood of getting approval is higher. So we hope to get into Europe frst and then continue our animal studies to get approval in North America.”
HARVESTING AND GROWING STEM CELLS
“T
he cells we are working with are from the umbilical cord blood of newborn foals,” said Dr. Thomas Koch of the Ontario Veterinary College. “When I did my PhD work, I reported on the presence of these cells. This had been reported previously in humans, but we were the frst to investigate whether we could fnd similar cells in equine umbilical cord blood, and we did. We published that report in 2007. “I fnished my PhD and continued to work on these cells. Our company gets the cells from umbilical cord blood. Most other people get it from bone marrow or fat tissue. In Europe, one product (HorStem) contains cells from the umbilical cord tissue (not the blood) and the other product (Arti-Cell Forte) contains cells from the peripheral blood of adult horses—isolating cells from the blood, using my initial protocol for umbilical cord blood, since these also work for adult blood. “These cells are characterized by their ability to adhere to certain types of plastics. In the lab we use plastic culture dishes and receive the cells into those. In the frst few days, a lot of cells are just foating in the media and don’t attach, and then some of them start attaching to the plastic. When we replace the media and aspirate it off and replace it with fresh media, this gets rid of all the foating cells. We end up with a cell population stuck to the plastic and the media is clear; there are no more foating cells because we have diluted them out.” After eight to 12 days, some of the cells on the dish start to form colonies and expand and undergo cell division. “We use enzymes to lift them off the plastic; the enzymes cleave the binding between the cell and the plastic without damaging the cells,” Koch said. “We harvest them this way and split them, putting them from one fask into three to 5 fasks of the same size. Those cells reattach and keep growing and propagating. We can eventually grow them into billions of cells.” The original cells from umbilical cord blood come from breeding farms. “I work with some high-end Standardbred and Thoroughbred farms in
southern Ontario,” said Koch. “During foaling season they have eQcell’s collection kit at the farm, and whenever a foal is born, the attendant clamps the umbilical cord. Then when the foal stands up, the cord simply breaks at its natural breaking point. With the clamp across it (toward the mare side) the blood is not gushing out from the placenta through that break and is saved.” The attendants then use a blood transfusion bag to collect it. “These bags come preloaded from the company, with anticoagulant and a needle welded onto the end,” Koch said. “The attendants simply clean the cord and put the needle into the blood vessel within it, and the blood can fow/drain into this collection bag. It’s non-invasive; you are not poking the mare or the foal—just saving the blood that would otherwise drain out and be lost.” The infusion bag can be stored in a refrigerator overnight, then shipped overnight to the lab. “Even a day or two later, when it arrives at our lab, we can successfully isolate those cells,” said Koch. “What’s nice about this source of cells is that they are as young as we can get them and consistent. All our cells are from newborn foals and mares that have no signs of disease during the pregnancy.” There are advantages to having these very young cells. “If you get cells from fat (adipose) tissue or blood or bone marrow from adult horses, those cells may be somewhat damaged,” explained Koch. “All cells in the body become damaged as we get older. They age, so even if you have a healthy, normal animal, there are many stringent requirements for donor testing. Cells from an adult horse will be different than cells from umbilical cord blood.” With foal cells, the allogeneic cells have some variability between one foal and another. But these cells are still more consistent. “This is another advantage of allogeneic cells over autologous cells,” said Koch. “We have the luxury of time, to work with these cells and apply different selection criteria. We can standardize and optimize our cell products because we don’t use every cell.”
