CALIFORNIA-BRED PROGRAM IS MORE VITAL THAN EVER
I
n early October, Te Jockey Club released the most recent breeding statistics detailing both the number of mares bred in 2022 and the estimated 2023 live foals from mares covered in the various states. According to TJC, approximately 85-90% of live foal reports are complete. After several years of either stable or small increases in the annual production of foals, California is showing a decline of 12.7%. In fact, of the 10 states/provinces listed, six are reported with a percentage decline in live foals (see chart below). Tis listing of live foals pertains strictly to the state of conception and does not represent the total number of foals born in a particular state. For California, when factoring in the roughly 200 California
foals conceived in Kentucky and elsewhere, the current-year foal crop should approach 1,400. While this decline is alarming and needs to be addressed with other industry stakeholders, we need to also focus on quality as well as quantity. With four different California-breds already winning grade 1 races this year across the country, it is evident that California breeders continue to upgrade and bring quality bloodstock to the state. Te total Cal-bred program, at more than $35 million a year in restricted purses and incentive awards, continues to fuel the investment by California breeders. As mentioned earlier, the CTBA will continue to work with others in the industry to not
only protect the purses, opportunities, and awards available, but to also grow them as much as possible. As California-breds continue to make up roughly half of the feld sizes north and south and California racing becomes more dependent on locally bred horses, it is vital for the future of racing in the state that breeders and owners have such a strong state-bred program. It is also important to note that, even with the decline in the number of foals, California still bred more mares than any state other than Kentucky. And this is without revenue from other forms of gambling. Restricted purses and incentives continue to remain strong strictly through the pari-mutuel handle.

The California Horse Racing Board is working with The Jockey Club’s InCompass Solutions to create an automated system that will correlate offcial workouts at California racetracks and training facilities with confdential veterinary submissions. This would verify compliance with CHRB Rule 1878. Rule 1878 states in part that “a horse shall not be permitted to work out (unless) the horse has been examined by the trainer’s attending veterinarian during the seventy-two (72) hours immediately preceding the workout for the express purpose of evaluating the horse’s ftness to work out.” Furthermore, “The evaluation shall be recorded in the Veterinarian Report in accordance with section 1842.” Daily workout reports and veterinary confdentials are located in two separate databases. Currently, CHRB personnel must go through those databases manually to determine whether a horse had been examined prior to exercising. An integrated system via InCompass will streamline that process and ensure greater compliance with Rule 1878. “The CHRB is fully committed to constantly improving animal welfare, which is the point of Rule 1878,” said Scott Chaney, executive director of the CHRB. “Like many of our regulations, this particular one is trailblazing. As we endeavor to perfect the process, we encourage other regulatory bodies to consider adopting similar protections.”

Dads Caps offers the speed influence in the roster, as the son of Discreet Cat won or placed in 10 graded sprint stakes and won the GI Carter Handicap twice in New York, retiring with earnings of $1.1 million. He sired Kangaroo Court, who won a Cal-Bred Maiden Special Weight at Del Mar by over 14 lengths, won the Echo Eddie Stakes, and also won an AOC at Santa Anita with an E-number of 107. Other notable runners include Grade 3-placed Doris Mae, as well as Organic who won two races in a row at Santa Anita and Del Mar respectively.
arton Thoroughbreds has been operating for over six years, after opening its gates for business in August 2017. The farm is situated in the beautiful Santa Ynez Valley, just thirty minutes from Santa Barbara and two and a half hours from Santa Anita Park. The near two hundred acres in a moderate climate provide the ideal space for boarding and raising thoroughbreds in California.
Barton Thoroughbreds is led by farm manager Kevin Dickson. Kevin was the manager of Vessels Stallion Farm for twenty-one years until assuming the role of farm manager for Ocean Breeze Ranch for two years. Kevin’s experience, along with education from Colorado State University studying Equine Science with an emphasis in reproduction, proves to be an asset in the development of Barton Thoroughbreds as the premier farm in California. Barton Thoroughbreds offers boarding, breeding, foaling, sales prep, and lay-up care. The lay-up side is led by an experienced horseman from Santa Anita Park who has over twenty-five years of experience in caring for thoroughbreds in training. The forty-five stall barn on the lay-up side is equipped with an EquiVibe stall used for rehabilitating horses. The farm has also invested in a state-of-the-art eurocizer and sand paddocks to aid in recovery. The most recent investment has been an aqua treadmill to even further the rehab effectiveness for these thoroughbreds. Multiple grass paddocks allow for quality turn-out time for your thoroughbreds as well.
One Bad Boy had his first promising crop of foals in 2023. He is a multiple black-type winning son of Twirling Candy, whose victories include the prestigious Queen’s Plate Stakes at Woodbine in 2019.
Tap Back’s first foals have also arrived in 2023 and are very impressive with their conformation and physique. Tap Back is a son of Einsten (BRZ) out of a Tapit mare and was an extremely precocious two-year-old, breaking his maiden at Del Mar in a Maiden Special Weight and winning the Golden State Juvenile Stakes (Black Type).
Aside from offering unparalleled care for lay-ups, Barton Thoroughbreds is pleased to stand the following stallions: Cat Burglar, Dads Caps, One Bad Boy, Tap Back, and our newest addition Shaaz.
Shaaz will be standing his first year at stud in 2024, and Barton Thoroughbreds is delighted to introduce the son of Uncle Mo out of a Graded Stakes producing Mineshaft mare. He was a $1.1 million dollar two-year-old purchase and had a brilliant career at the track before his racing career ended, winning his first three starts and defeating current Graded Stakes winner Hopkins.
Cat Burglar is a Baffert-trained multiple graded-placed, black-type winner by Unbridled’s Song out of a strong female family who stood his sixth year in 2023. Recently, Cat Burglar sired Catmansue, who was a $100,000 two-year-old and Maiden Special Weight Winner at Del Mar in 2023.
The team at Barton Thoroughbreds is committed to investing in the quality of care of thoroughbreds in the state of California and helping clients breed and raise their next champion Cal-Bred. Visitors are invited to tour the farm, see the stallions, and meet the management.

2023
OFFICERS AND TRUSTEES
We are heading towards a crisis in the equine veterinary world, with only about one percent of veterinary students choosing to go into equine practice—down from four percent in the mid-2000s (according to research by the American Veterinary Medical Association). When you add the number of retiring veterinarians leaving the feld and current veterinarians leaving in search of better pay and more regular working hours, the availability of primary and emergency care for horses in the United States and beyond will be seriously afected. Pursuing a veterinary degree is an expensive endeavor, and students typically graduate with massive student debt. Te California Toroughbred Foundation is committed to supporting and encouraging equine veterinary students at the University of California at Davis and Western University of Health Sciences Pomona through annual scholarships. Our scholarships are some of the very few that support third-year students and graduate research fellows at a time when they need it most. Donors like you are the backbone of our success. As 2023 comes to a close, we hope that you will consider a tax-deductible gift to the Foundation. Your investment in our students will transform talents into lifelong careers and leadership.

OWNER’S DAUGHTERS LAUNCH MEAN GIRLS RACING STABLE
orse owner John Tipton has been a familiar presence at Bay Area racetracks and the summer fair meets for more than three decades. Since 2000, his horses—competing mostly at the lower claiming levels—have banked more than $1 million, according to Equibase. And those are just the horses he’s owned outright, not to mention the 30 or so racing partnerships to which he has belonged. He’s bred a few horses as well. But, he admits, nothing he has done in the business comes close to the attention he has garnered since he and his daughters, Alissa and Hallie, began a new racing venture called Mean Girls Racing Stable. Te ultimate goal behind it—a successful women’s-only racehorse ownership syndicate—is a ways
off, Tipton knows. But they are laying the foundation. Te stable name, of course, comes from the iconic 2004 comedy flm about high school life for an exclusive gang of fashion-obsessed coeds that starred Lindsay Lohan and Tina Fey. Both Alissa and Hallie said it was one of their favorite movies. “Te name has caught on; they started an Instagram account and the response has been really positive,” said their 59-year-old father. “We have heard from people all over the country. People have seen (Alissa and Hallie) on Instagram, and they want to be a part of it.” Tipton owns an ATM credit card processing company and lives in Pengrove, a town of less than 2,500 people in central Sonoma County near Petaluma. He and his wife, Leslie, married for 38 years, have a couple of acres.

Te inspiration sprang from a visit to the Golden Gate Fields Turf Club in January, Tipton said. “When my younger daughter Hallie turned 21, we had a Mean Girls-themed birthday party for her there,” he said. “She and her friends all dressed up as Mean Girls, and we all had a great time. “We just thought it was a hell of an idea (to name the stable for the movie),” he added. Alissa, who is 29, and Hallie stress that their stable is, like the flm, about “women’s empowerment.” A website for the stable designed to support the empowerment theme is nearly ready to launch, she said, and will go live once they have their stable’s merchandise ready to sell. “We’ve had a lot of interest (through social media),” Alissa said. “We’ve heard from people all over that would like to be involved. I’d like to see us expand as we get the word out.” Racehorse ownership partnerships exclusively for women are not new, though the few that exist have mostly operated on the East Coast or in Kentucky. Groups such as Lady Sheila Stable, Sisters in Racing, and StarLadies Racing have all enjoyed success on the track. Tipton said he has heard
from at least 18 women already who would like to become investors. Tey haven’t moved forward because of uncertainty over the future of racing in Northern California, where they prefer to compete. Te owner of Golden Gate Fields, as is well known, has announced plans to close in mid-2024. While there has been speculation about using racing fair tracks as a possible replacement circuit in the north, the situation is fuid. Mean Girls Racing is growing slowly, even so. Tipton has added an eighth horse to the stable—a 5-year-old mare named Dramatizer—via the claim box Oct. 23 at Golden Gate.
Te name has caught on; they started an Instagram account and the response has been really positive. We have heard from people all over the country.” —John Tipton
“We really want Northern California racing to continue,” Tipton said. “We’ve taken a step back for now, not knowing what’s going to happen. We really need answers—not just us, but everyone who depends on racing.” If the Northern California situation doesn’t get worked out, he said they plan to continue with a stable in Southern California, but on a smaller scale. Since running its frst horse in late May, Mean Girls Racing has found the winner’s circle fve times from 17 starts as of Oct. 22. Tree of their winners were claimed out of those races, including their debut runner, California-bred Harbor Sky, for $5,000 at Golden Gate Fields, a development Alissa called “bittersweet.” (Tey reclaimed the Majestic Harbor gelding for $3,500 at the Big Fresno County Fair on Oct. 8.) Te California-bred 7-year-old geld-
Tipton has given some of his horses to Mean Girls, which already has its own silks
ing Windribbon gave them their biggest win so far in a $20,000 claiming race July 22 at Del Mar. Te son of Sway Away, runner-up in the 2021 edition of the Longacres Mile Handicap (G3) at
Emerald Downs, has banked $41,802 since being transferred from Tipton to his daughters. Alissa owns a beauty salon in downtown Petaluma, while Hallie has a two-year degree from a local community college in behavior sciences. She is working in the catering business. “My daughters are pretty successful; they have some money in the bank,” Tipton said. Te sisters developed a love of horses while growing up attending the races or when their father would bring one home from the track occasionally for rest. “We’ve always been involved with horses through our dad,” Hallie said. “We love animals. As you know, we’ve had protesters at Golden Gate Fields over animal abuse. Part of this is, we’d like to get the word out to people who don’t know that it isn’t true. (Te protesters) really have no idea what they’re talking about. Horses aren’t being abused. We take care of our horses. We treat these horses better than people are treated.” Tipton can attest to that. He said with a laugh, “Whenever we brought one home, my trainer Isidro (Tamayo) would always complain that it came back 40 pounds heavier than when it left.”

est Nile Virus has been in this country for 24 years. Tis is a disease of birds that is spread by mosquitoes and sometimes afects horses and humans as end-stage hosts. Te virus frst entered the U.S. in 1999, probably with birds brought to the Bronx Zoo in New York. It is a common disease in Africa, west Asia, Europe, and the Middle East.
stead of just one. Tis gives a higher, stronger immunity. For horses that have been vaccinated in previous years, we still just recommend one annual booster, given before the beginning of mosquito season, in the early spring.” If a horse has not had a booster by midsummer or fall, it should be given as soon as possible and might still give the horse some protection.

Te form of the virus we have in the U.S. is very similar to the virus found in domestic geese in Israel. Te 1999 outbreak afected 62 humans, with seven deaths. Tere were also 25 horse cases that year. Tis disease quickly spread, reaching the West Coast by 2003. Birds are the reservoir for this virus— the source of infection—and mosquitoes are the vectors that spread it from one animal to another. WNV infects more than 250 species of birds, but corvids (crows, blue jays, and ravens) are the most susceptible to dying from the disease. Early tests suggested that the disease was 100% fatal to crows. Many other species, from jays and magpies to gulls and chickadees, also proved susceptible, so millions of birds died as West Nile swept across the continent. Some species of birds seem to tolerate it and continue to fy around without clinical signs. Mammals such as humans and horses are merely incidental in terms of infections via mosquito bites. Dr. Gary Madesian, professor of medicine and epidemiology at the University of California, Davis, says his region has seen more cases than usual this year. “For us, the cases we’ve seen have been in horses whose vaccine status is not up to date,” Madesian said. “Some horse owners have a false sense of security because they haven’t heard about this disease for a while and fail to vaccinate. Like all diseases, however, WNV case numbers ebb and fow. “Te prevalence of infected mosquitoes will go up some years and down some years. Also, ‘herd immunity’ will wane over time if horses are not vaccinated—when people don’t see it as much or hear about it and feel they don’t need to vaccinate. Most of the cases we’ve seen this year have been horses that either were not vaccinated or they were overdue for their annual vaccination. “It’s a great vaccine, so my advice to horse owners is to vaccinate. If you have a horse that’s never been vaccinated, or a foal, I suggest doing a third dose—a primary vaccine and two boosters in-
California is one of the areas where we are now seeing increased numbers of mosquitoes, which could lead to more cases of WNV.” —Dr. Kevin Hankins
“In our area, mosquito season will run through December,” Madesian said. “Horses defnitely need a booster if their vaccinations are not up to date.” In southern regions where mosquitoes are active nearly year-round, horses may need two annual boosters—one in early spring and another in midsummer. Dr. Kevin Hankins, managing equine veterinarian with Zoetis, says this year there is an increase in the number of infected mosquitoes in many parts of the country because environmental conditions have been ideal for producing more mosquitoes and for WNV infections. “Tis is probably the reason for the

rise in cases of WNV in horses, plus I think some horse owners have become complacent,” Hankins said. “Vaccination rates in certain areas may be down.” With more infected mosquitoes and fewer horses vaccinated, the number of cases will increase, he said, adding, “A properly vaccinated horse has an extremely slim chance of becoming infected with WNV.” Conditions this year are like other years when there have been major outbreaks in the U.S. or in Europe. “What surprises people is that it is years of drought when we start seeing an increase in cases, rather than in years with more rain,” Hankins said. “What happens in drought conditions is that bodies of water shrink and become stagnant and there is not as much running water. Running water disperses the mosquitoes more, and mosquitoes also don’t do well in running water. Tey thrive more in smaller, stagnant areas of water that heat up more readily.” Warm, stagnant water makes an ideal environment for mosquito larvae. “When water temperature gets up to 86 degrees, mosquitoes really thrive and so does the virus,” Hankins said. “We get a double whammy on a hot, dry year, with all those infected mosquito pools, and if that gets followed with a heavy rain, it disperses those infected mosquitoes into a greater area. Tey start producing more infected mosquitoes in more areas.” Tis is the typical pattern for an outbreak—drought and hot weather, followed by increased rainfall. California was a perfect example this past year, with hurricane storms that brought a lot of rain. “California is one of the areas where we are now seeing increased numbers of mosquitoes, which could lead to more cases of WNV,” Hankins said. Te number of WNV cases in horses is increasing, but we don’t know how much. “Many of the states that used to require surveillance and reporting of ‘reportable’ diseases like WNV no longer

of blood, so they bite other animals— including horses or humans. When horses are near an infected mosquito pool, we know they can be bitten thousands of times per hour. So the risk for getting the disease is extremely high.” WNV is just like all the other encephalitic diseases. If we become complacent, we put our horses at risk. Tey are in a mosquito-infested environment all the time, whereas humans can put on mosquito repellents to go outdoors and greatly reduce the chances of being bitten. “People often use repellents on their horses and may try to do the best they can to reduce the number of areas where

require it,” Hankins said. “Some cases aren’t being reported, so even if you go to the USDA APHIS website, which typically lists the case numbers, many states now don’t require reporting and don’t report it, so you have no idea. “Here in the Midwest, many veterinarians are so used to seeing the disease that they don’t report it either. Tis is not their fault because there is nobody to report it to. Te case numbers typically reported are thus much lower than what is actually seen in the feld, and this leads to some complacency as well on the part of horse owners.”
When we see dead birds—especially crows, ravens, magpies, etc.—we realize the disease is on the rise because these are the birds that carry WNV and are reservoirs for it. “As birds start their migratory patterns through the fall, there will be more chance for spread of the disease, since birds are the main feed source for mosquitoes,” said Hankins. “Another thing that happens during a drought is that the bird population decreases, or the birds move out of the drought area to fnd food. mosquitoes can breed—whether old tires or water troughs,” Hankins said. “But there are always some breeding sites, such as gutters sitting full of water around a barn. We can’t get rid of everything.” Some susceptible horses that are exposed to the disease have signs that are so mild that the owner either doesn’t realize the horse is sick or thinks the horse may just have a mild fever or colic. “Tis is probably the toughest thing about diagnosing WNV, outside of running a test, because if we are just looking at clinical signs, these can range from small muzzle tremors to full-blown ataxia and everything in between,” Hankins said. “It can look like a number of other diseases, but if it’s mild, you might not even notice it—especially if a horse is out on pasture and you don’t see it up close very often.” Toroughbred racehorses in training are usually being worked with every day and are probably in a barn. and foals, weanlings, yearlings, or retired horses out at pasture may not get checked as often. “It’s a tricky disease, but if horses are vaccinated properly, the incidence is low,” Hankins said. “If they get WNV after being vaccinated, the disease is usually very mild and unlikely to cause death; that’s very rare. Vaccine is inexpensive insurance against a fairly deadly disease. Te death rate in unvaccinated horses is about 35% if they are able to be standing up when they come into the clinic. If they are recumbent, however, the death rate is more like 70%.” Today there are several equine vaccines for WNV, and some are in combination to provide protection against other diseases as well. One of the most recent vaccines protects against all fve core diseases in a single dose that in- IV fuids are one of the supportive treatments cludes WNV, Eastern and Western that can help with cases of WNV equine encephalitis (EEE and WEE), tetanus, and rabies. Tis makes it very convenient to protect horses against all the mosquito-borne diseases, tetanus, and rabies. Most of these vaccines require a two-dose series the frst year—such as in a foal or any horse that has never been vaccinated or a horse with unknown vaccination history. “After the initial dose, and a booster within 4 to 6 weeks, it can be a yearly booster,” Hankins said. “But if you live in an area with a mosquito season almost year-round or wherever there may be a high incidence rate, we recommend doing an early spring vaccination and another one in late summer. “In most of the U.S., an annual booster each spring provides great efcacy, but for horses that are real- Some combination vaccines prevent against WNV ly getting hammered with exposure and several other diseases to the virus, it’s better to do it again toward fall. supportive care, IV fuids, anti-infammatories, DMSO (dimethylsulfoxide), etc.,” Hankins said. “DMSO is extremely good, and many practices also use interferon alfa, which is an immune modulator. It’s the only anti-viral drug that’s been approved for use in humans to try to treat WNV. “Kansas has a signifcant number of West Nile cases every year, and at Kansas State University they found that interferon alfa really is benefcial, in conjunction with the other treatments. “We try to stay away from using dexamethasone and other steroids. Tey are good anti-infammatories, but steroids suppress the immune system. We want to increase the horse’s immune system, so giving dexamethasone is counterproductive. Tere are other things that work just as well, such as DMSO.” In severe cases—the horses that are recumbent—putting the horse in a sling is benefcial. “If the local practice doesn’t have that kind of facility, most of the referral centers do,” Hankins said. “With a sling, you can get the horse up for a while, then let him down again for a while. “I have a photo of a horse at K-State in a sling, sitting on shaving bags. It is sitting down (on its haunches) but eating from a bucket in front of it. A student came up with that idea, and it worked very well. Te horse ended up surviving.” Te most important thing, in terms of preventing this disease, is for horse owners to work with their veterinarian to establish a preventive health program. “It’s important to make sure horses are vaccinated every year with all the core vaccines,” Hankins said. “Te right vaccine, at the right time of year is good insurance against the diseases they will be at risk for. Te veterinarian can also answer any questions. Horse owners want to do what’s best for their horse, but sometimes Dr. Google doesn’t have the best advice!”

The statistics shown here are compiled by The Jockey Club Information Systems (TJCIS). While every effort is made to prevent errors and omissions, California Thoroughbred cannot guarantee their complete and total accuracy. Earnings are from all available Northern Hemisphere racing and include adjusted money from Japan and Hong Kong. Adjusted earnings are put on par with average North American earnings from the previous year. The average North American purse in 2022 was $30,508 or 73% of the average purse in Japan. To put earnings on par, Japanese earnings are multiplied by 73% before being applied to the total earnings above. Hong Kong earnings are adjusted by 17%. Stakes winners and wins follow TJCIS stakes rules. Racing statistics through October 22, 2023.

These statistics are for active California-based sires with a minimum of 50 foals of racing age, ranked here by their lifetime Average Earnings Index (AEI.) The statistics shown here are compiled by The Jockey Club Information Systems (TJCIS). While every effort is made to prevent errors and omissions, California Thoroughbred cannot guarantee their complete and total accuracy. Sires that are dead, pensioned, or no longer standing in California remain on these lists until their last Cal-bred crop turns 3 years old. Statistics are from all available Northern Hemisphere racing with earnings adjusted for Hong Kong and Japan. Stakes winners and wins follow TJCIS stakes rules. Percentages are based upon number of named foals of racing age.
