On Christmas Day, Wednesday, December 25, 2019, St. John’s United Methodist Church in Stamford, TX will host their thirty-second Annual Community Christmas Dinner. Anyone in the community is invited to come share in the meal. Serving will be in the Fellowship Hall at 201 S. Ferguson 11:30am – 1:00pm with take-outs from 11:00am – 1:00pm. Call (325) 773-2561 ahead of time if a delivery is needed. St. John’s United Methodist Church has been helping the Stamford community since 1900 when a small group of people came together to share their Christian beliefs and organize the Methodist Church in Stamford, TX. In those early days many congregations met where they could before they were able to raise funds to build permanent churches. The Methodists first began meeting in the Sledge Hall building at 124 E. Hamilton, which was the home of the Stamford American newspaper for many years. The China Wok Restaurant now occupies this building. In December 1900 three lots were bought from the Spencer & Abbott Lumber Company at the corner of North Swenson and East Moran, where the Stamford Tire & Appliance has been for years. According to the History of St. John’s United Methodist Church 1900-1975, “There a neat frame church building was erected.” An account from a pamphlet of the church history, dated 1950, states that the church building was moved to the west side of Stamford in 1912 and was known as The Ward Memorial Church. In 1910 the corner stone was laid at 201 S. Ferguson and St. John’s United Methodist Church was ready for occupancy in March, 1912. This is not to say construction went according to plan. Raw Water Pump Station Project Held Up By State

On Monday, December 16, 2019 the Stamford City Council met at Stamford City Hall for the last meeting of 2019. Mayor James Decker opened the proceedings before Councilman Paul Wright gave the invocation. The Mayor then led those assembled in the Pledge of Allegience. The other Councilmen at the meeting were Robert Wingrove, Ken Roberson and Jimmy Doan along with City Manager Alan Plumlee, City Secretary Kim Bryant and City Attorney Raymond Hollagaugh. CFO Karen Lou Graham and Chief of Police Darwin Huston were present in the audience. No one signed up to make a public comment and the Consent Agenda was approved. These items consisted of the minutes of the last Regular City Council Meeting on December 2, 2019 and the following entity property demolitions. Demolition of entity property located at 304 E. Campbell (Lot 13, Block 7, Original Town of Stamford, Jones County, Texas). Demolition of entity property located at 305 E. Campbell (Lot 3 and 35 feet of Lot 4, Block 63, Original Town of Stamford, Jones County, Texas). Demolition of entity property located at 713 S. Ferguson (Lots 6 and 7, Block 3, Southside Addition, Town of Stamford, Jones County, Texas). Demolition of entity property located at SE corner of N. Ferguson and E. Councilman Ken Roberson, Mayor James Decker and Scott Hay of Enprotec/Hobbs & Todd exchange views after the Stamford City Council Meeting, Monday, December 16, 2019. Scott Hay from Enprotec/Hibbs & Todd gave the City Council information concerning the Raw Water Pump Station The Council moved on to the Regular Agenda, with no items withdrawn from the Consent Agenda. Scott Hay from Enprotec/ Hobbs & Todd (Civil, Environmental & Geotechnical Engineers) in Abilene, Texas presented an overview of the project, which the Texas Water Development Board has yet to approve. Construction cannot begin on the Raw Water Pump Station in Stamford until the Water Board approves it. Hay stated this is not the only project being held up in the State and the reasons are the reductions and changes in personnel at the TWDB. He stated the contract was submitted four months ago and the contractor has spent his own money to the tune of $20,000 for bonds and in-

surance costs. The Council approved to pay the contractor and then be reimbursed with project funds when the TWDB approves the project. The Council is appreciative of the contractor to be willing to continue with this project. Plumlee began the City Manager’s Report with the news that Hendrick Hospital was not going to approve the Telemedical Program. Hendrick has changed their minds and one of the Stamford EMS ambulances will have the Telemedical technology installed. He went on to report the work TxDOT has done to improve the timing of the light at Harmon Park. He also stated he asked TxDOT about missing roads signs and the Stamford City Limits signage, which

may have to wait until after the 2020 Census has been completed. He informed the Council the audit will begin on January 21, 2020. The City Manager answered specific water tower line questions Council Members had. Doan brought up the Cowboy Country Museum. Plumlee stated, “We have gotten tests done, it looks good. We’ve not gotten a letter from them saying it’s clear yet, but they did get to test, all the numbers are low. We’ve got to do one more thing and then get cleared. And I think that at that point in time we will be holding a special called meeting.” This is in reference to the Museum being closed due to a mold infestation. Mayor Decker adjourned the meeting.

Site Base Decision Committee to Meet

The District Site Base Decision Making Committee of Stamford ISD will meet on Wednesday, January 29th, 2020, at 4:00 p.m. in the Media Center of Stamford ISD. At this time, the committee will be discussing the 2020—2021 District Calendar as well as revised Campus and District Improvement Plans. This committee joins parents, community members, instructional staff and administrators to make decisions regarding the District and the process of how Stamford ISD will address all the needs of children enrolled in our district so that all students can meet or exceed the state performance standards. Parents as well as community members play a vital part in making decisions concerning the education of our students and are invited and encouraged to attend.

Looks as though our beautiful weather has come to an end since the temperature is dropping in the twenties for the next few nights. Need to get these cold spells out of the way so it won’t be bad for Christmas. Christmas is drawing near and everybody is in a fizz to hurry to get things done. I think I will just hide and forget the whole thing, except to wish Jesus a Happy Birthday. I enjoyed having daughter, Susan, spend last Sunday with me and appreciated her help. Our Senior Dance was a little short in attendance. The weather looked as though it was going to be bad and that makes a difference. Everyone present had a great time and thanks to the ladies that brought lot of delicious food. See you next month. Thanks to Mike and Maxelle Baldree for spending some time with me on Wednesday. But it was domino day also. I enjoyed attending the luncheon they had at Rule to meet new folks that have recently moved to Rule. ROTARY CLUB NEWS Peter Scott, District Governor for District 5790, was scheduled to make his official visit to our Club. Because of illness, he had to cancel his visit and reschedule it for January 14, 2020. Our members had a fellowship meeting and enjoyed a good meal. Refreshments were served by the Handbell Choir members. hard to raise funds over the ten-year period for the work to be accomplished. Remodeling projects were completed in 1949 and 1961. In 1964 a Texas Historical Marker was applied for and granted. Included on the marker is: “In 1910, this was the highest church

building between Fort Worth and El Paso.” Coming together for a community gathering on Christmas Day is a wonderful opportunity to fellowship, share a meal and enjoy a beautiful building that took so much time and effort to realize.

I could write several paragraphs on the old adage that, as you grow older, time seems to move faster, but that wouldn’t do us any good. Ready or not, 2020 is coming. How do you feel about 2019? But one thing is for certain: 24 hour news and social media keep everything in our face nonstop, so it all seems much more urgent and disastrous than ever before. ESSAYS FROM WEST OF 98 James M. Decker professionally, and spiritually? Was 2019 a good year? Was it a hard year? Was it something of a mixed bag? Have you even stopped to reflect yet? If you haven’t stopped to reflect, I would encourage you to do so between now and the end of the year. Whether we are young or old, I think most of us want a better life for ourselves and those we love. Our individual definition of “better

life” varies for each of us, because we’re all unique individuals. But that better life usually requires some method of ongoing improvement. We work on the things in our life that aren’t going so well. We focus on the things that ARE going well and try to grow that. I’ve used this quote before, but I’ll use it again. The great Hall of Fame baseball player Yogi Berra once said, “if you don’t know where you are going, you might wind up someplace else.” It’s hard to actually achieve that better life if we don’t measure our progress and figure out whether we are actually moving in the right direction. The great thing about a new year is that it brings a clean slate. No matter what happened in this year’s story, you can write a new story in the next year. Was 2019 a rough year? Well, 2020 can be something better! Was 2019 a good year?

Don’t rest on your laurels, because 2020 is a whole new ballgame. I’m not a big New Year’s resolutions guy, because a social obligation to write down a list of goals is a guarantee that those goals will be forgotten. What I AM a fan of is focused improvement with a new year. That doesn’t start with a list jotted down on January 1. It starts right now, in the year before, identifying areas of improvement so we can hit the ground running on the morning of January 1 and start actually living that better life. Lest you think I’m just pontificating to the crowd and not working on this myself, I’ll give you some insight into my improvement for 2020. I want to use my time more efficiently, both at the office and otherwise, and work on compartmentalizing my time. I want to build on my first 5K and get into better shape through better

eating and more consistent workouts—but I’m going to be realistic and start with manageable expectations that I can actually attain. I want to improve as a parent and a spouse (which I view as a lifetime quest). I want to work on my hobbies that will allow me time to relax. Finally, I want to keep working to be a better leader within the community, so that our ongoing progress picks up speed and becomes an avalanche of improvement. I would encourage each of you to reflect on your 2019 and identify the improvement that you need to make to write the story that you truly desire for 2020. Won’t you join me in that?

Swallow Your Pride This past week I personally had a potentially scary situation that could have resulted in my truck being out of commission. As we know the sudden cold weather can do a number on the vehicles that we rely on and we can end up with a sticky situation if we are not careful. This happened to me as I was getting up to go to work. I was thankfully leaving a bit earlier than usual due THOUGHTS FROM to administering the STAAR retest when I climbed into my truck, UNDER THE CAP turned the key and felt my heart drop as I only heard a “click, click, Will McClure click.” My truck would not start. I had not seen any warning signs as it had been starting normally with no issues until that day and being where I really didn’t know my neighbors very well and the apartment offices still closed, I was getting ready to walk to work (it is only about a mile walk, but I would have had to rush). However, a great thing happened: my neighbor that I park next to that lives just a couple of doors down saw what was happening and immediately stepped out to ask if I needed help and a jump. I swallowed my pride and graciously accepted the help. To make an already long story short, she ended up giving me a lift to work and, after a coworker brought me back that afternoon, I and my neighbor’s husband helped jump start my battery and I have been running fine ever since. I checked things out and my battery and alternator were fine and it was a short thankfully, but it was thanks to the help of neighbors who were basically strangers to me who stepped up, helped me out and did not ask or even accept anything in return; they only wanted to help a fellow human being. This story I shared brings me to my overall thoughts this week and that is that there are too many times where we want to enclose ourselves in a personal “bubble” so to speak and not want, or even ask for, help from anyone. We let our pride overwhelm us to the point where if we are in trouble we may not get the help we need. While I knew what I needed to do, my pride kept me from immediately going to my neighbors myself and directly asking. I don’t know what stopped me then, but thinking back I think it was just a since of shame in asking essentially a stranger to help another stranger. It can be hard to ask for help and I have even experienced it on the other side when I needed to do the same thing and help others with a jump start a few years ago. At the time, I didn’t think twice about helping, so when I needed help myself I don’t know why others wouldn’t do the same. Overall, I do believe it was my pride that got in the way. Even though I knew what needed to be done and had the tools needed (I’ve had the same jumper cables in my backseat since when I had my first car when my dad told me to keep them in there just in case. Thanks, Dad), it was feeling shame and my pride keeping me from actually asking for help. I share my story this week for two reasons. One, make sure to keep a close eye and ear on your vehicle, especially in the colder months as you never know what may happen and make an appointment with a service center to get everything checked out. And two, never be too ashamed to ask for help or accept it. There are great people around you that you may have not even talked to before, but know that if you are in a tight spot and you can’t call on people you know for help, it is okay to swallow your pride and ask those people for help. Human decency is a trait that we all have and can experience when we least expect it. It happened for me last week as well as when I was stranded on the side of the road when I was in college. We just need to pop our little bubbles and know that a helping hand can reach out from anywhere. Until next time, dear reader, my cap’s off to you!

Marshall’s Wonderland Of Lights So many Texas cities really put on the glitter and lights around Christmas. Big Spring, with a population 28,000, lights up the city park with displays and giant lighted poinsettias (it’s the lighted poinsettia capital of Texas) that attract some 20,000 visitors every December. Andrews has 13,00 residents and puts on an impressive downtown light show. After people watch the lights they go to the home of Gary Rawls that has a nativity scene with live actors and live animals, camel and donkey included. Fort Worth, population 800,000, outlines its downtown buildings with lights. In East Texas, the place to go see Christmas lights is Marshall, where 24,000 people live. There are millions of lights downtown and beyond. It’s a spectacle that has been covered by all kinds of media for years. “It started with lighting our downtown courthouse, the shrubbery and trees around it and morphed into

much more than that,” says Tim Holt who works with Marshall’s Wonderland of Lights. “Neighborhoods started to decorate. It started with the bag lights and luminaries and people started putting lights on their houses. Next thing you know, Marshall is lit up. People have come here at Christmastime from all over the country. It is just such a beautiful sight that puts you in the Christmas spirit real quick. We have tour buses from Dallas, Houston and New Orleans around our courthouse square then they go out to the neighborhoods.” The celebration starts the day after Thanksgiving. “We kick it off with a bunch of activities. Bands play in an outdoor pavilion on weekends and it’s all free. We try to do

things that will bring people downtown so we can keep downtown involved in our everyday lives and keep people involved. We’ve got ice skating, we’ll have things for the kids to do like visiting with Santa, working on a model train, eating reindeer food, I mean there’s just so many things that we set up for the kids.” The ice skating rink is outdoors. “The city has spent a lot of money on our ice skating rink. You know it can still get hot here in East Texas in November so the city makes sure it stays frozen. The ice rink is just east of the court-

house. Last year they covered it with a tent but if it’s not raining they’ll not use it. People come from all over East Texas and bring their skates just so they can say they went ice skating on an outdoor rink in Texas.” Millions of photos have been taken around Christmastime in Marshall. “You’ve got the courthouse 30 yards away from you, so the pictures are absolutely beautiful. They’re postcard pictures with people ice-skating, thousands and thousands of tiny white lights twinkling behind you and all around you. It is a spectacular sight to see in downtown Marshall.”

Secretary Of State Convenes Discussion On 2020 Census

Texas Secretary of State Ruth Hughs on Dec. 11 hosted a roundtable discussion of state agencies to coordinate efforts to accurately count all Texans in the upcoming 2020 Census. Hughs was joined by Dr. Steven Dillingham, U.S. Census Bureau director; Dr. Lloyd Potter, Texas State demographer, and representatives from state agencies and the Texas Legislature. “The census plays a major role in determining the distribution of federal funds to the Lone Star State in areas such as healthcare, education, agriculture and infrastructure and housing, as well as determining the size of our congressional delegation,” Hughs said. “That’s why it’s imperative that we work collaboratively towards finding ways that our state’s agencies can help to ensure that we count all Texans in the upcoming census,” she added. Abbott declares disaster Gov. Greg Abbott on Dec. 12 certified that exceptional drought conditions pose a threat of imminent disaster in the counties of Bandera, Blanco, Burnet, Concho, Karnes, Kendall, Kinney, Llano, Maverick, Medina, Real, Uvalde, Val Verde, Zapata and Zavala. The declaration states that significantly low rainfall and prolonged dry conditions continue to increase the threat of wildfire across the affected counties. The governor added that drought conditions pose an imminent threat to public health, property and the economy. Abbott’s declaration authorizes the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with the disaster. HEGAR DISTRIBUTES REVENUE Texas Comptroller Glenn Hegar on Dec. 11 announced his office would send cities, counties, transit systems and special purpose taxing districts some $820.5 million in local sales tax allocations for December. The amount is 7.8 percent more than the amount distributed for the month of December 2018. Allocations are based on sales made in October by businesses that report tax monthly.

PAXTON JOINS FIGHT Texas Attorney General Ken Paxton on Dec. 11 joined in a nationwide effort by attorneys general in calling on Congress to pass the bipartisan Federal Initiative to Guarantee Health by Targeting (FIGHT) Fentanyl Act. If passed, the legislation would permanently classify fentanylrelated substances as Schedule I drugs and ensure that law enforcement agencies and courts are able to bring justice to those illegally trafficking in the drug. The Drug Enforcement Administration issued a temporary scheduling order for fentanyl in February 2018, allowing federal law enforcement authorities to arrest and prosecute individuals who manufacture, distribute or handle fentanyl-related substances. Paxton said the temporary scheduling order will expire in

two months. AGS SUPPORT PIPELINE Attorney General Paxton on Dec. 10 announced that his office joined a coalition of 18 states urging the U.S. Supreme Court to overturn a lower-court ruling that blocked construction of the Atlantic Coast Pipeline. The coalition’s friend-of-thecourt brief argues that the U.S. Court of Appeals for the Fourth Circuit incorrectly ruled the U.S. Forest Service lacked authority to grant the Atlantic Coast Pipeline rights-of-way through forestland beneath federal trails. The pipeline project, if completed, would transport natural gas through five West Virginia counties en route to Virginia and North Carolina. The halting of the pipeline construction has already cost jobs and lost revenue, Paxton said. PLAN WHILE YOU CAN The Texas Department of Transportation on Dec. 12 announced the launch of its “Plan While You Can” campaign, urging drivers to find a sober ride during the holiday season. In 2018, there were 2,370 DUIalcohol related crashes in Texas during the holiday season. Those crashes killed 75 people and seriously injured another 199, TxDOT said. “The bad decision to drink and drive can turn the joy and revelry of the season into tragedy, causing unimaginable heartache for years to come,” TxDOT Executive Director James Bass said. “There’s no excuse: plan ahead and be responsible.” Instead of getting behind the wheel while under the influence of alcohol, TxDOT suggests: - Designating a sober driver or calling someone for a ride home; - Calling a cab or ride-share service; - Using mass transit; or - Spending the night. The effort is a component of #EndTheStreakTX, a social media and word-of-mouth effort that encourages drivers to make safer choices while behind the wheel, such as wearing a seat belt, driving the speed limit and never driving after drinking or taking drugs.
