Un año con retos interesantes A year of interesting challenges ESTIMADOS AMIGOS

DEAR FRIENDS

Con mucho orgullo quiero expresarles que venimos viviendo gratas experiencias desde el inicio de este año. En primer lugar, el Perú fue el país auspiciador de PDAC 2014, no sólo el evento minero más importante, sino también el de mayor relevancia a nivel mundial, un suceso único en los 81 años de historia que esta Convención tiene. El éxito fue rotundo en Toronto: la comitiva peruana albergó a más de 500 representantes de gremios empresariales, ejecutivos y empresarios, y dimos el “campanazo” en la Bolsa de Toronto, la plaza bursátil minera más grande del mundo. Adicionalmente, y por iniciativa nuestra, logramos por primera vez que un peruano sea miembro del Directorio del PDAC. El honor fue de nuestro querido Ex Presidente y gran colaborador, Don Augusto Baertl, reconocido por sus grandes logros en el sector minero a lo largo de su exitosa carrera. Otros de los frentes a los que estamos dando dinamismo son los Comités de Trabajo. Ya hemos relanzado algunos como los de Eventos, Minero y Exploraciones y el Comité Editorial de Dialogue, a través de los cuales apuntamos a fortalecer la presencia y liderazgo de nuestra institución. Estoy plenamente convencido de que gracias a todos los aportes de Ustedes y de los directamente involucrados en los comités, la relación entre el Perú y Canadá se verá gratamente fortalecida. Los invito a disfrutar de esta renovada edición de Dialogue y a participar con entusiasmo en las próximas actividades que tenemos planiﬁcadas, como el Día de Canadá y el Campeonato de Golf.

It is with great pride that I share with you that this year has had a pleasant start for us. To begin with, Peru became the Fisrt Mining Country Sponsor of the PDAC 2014, which is not only the most important event in mining but also the most important mining event on an international level, a unique occurrence in the Convention’s 81 year history. The event met with overwhelming success in Toronto. The Peruvian delegation hosted more than 500 representatives of business associations, executives and entrepreneurs, and rang the “opening bell” at the Toronto Stock Exchange, the world’s lagest mining stock exchange. Further, at our initiative, a Peruvian businessman became a PDAC board member for the ﬁrst time. This honor was given to our beloved former President and contributor, Augusto Baertl, known for his great achievements in the mining industry throughout his successful career. Other matters we are targeting include the Work Committees, several of which we have already relaunched, such as Events, Mining and Exploration and the Dialogue Editorial Committee, with the aim of strengthening our institutional presence and leadership. Thanks to the support of eah and everyone of you and those directly involved in the committees, I am convinced that relations between Peru and Canada will be signiﬁcantly strengthened. I invite you to enjoy this new edition of Dialogue and participate enthusiastically in our upcoming activities such as Canada Day and the Golf Championship.

l Presidente Ollanta Humala realizó una visita oﬁcial a Canadá desde el 8 hasta el 11 abril de 2014. El Presidente peruano considera que esta visita es el punto de partida que consolida el curso de las acciones que ambos países están desarrollando en materia de defensa y seguridad, y para deﬁnir claramente las prioridades y los intereses convergentes. La visita comenzó en Ottawa el 8 de abril con una ceremonia de bienvenida. Durante su estancia en el Rideau Hall, el Presidente Humala y su esposa Nadine Heredia, se reunieron con David Johnston, gobernador general de Canadá, y su esposa Sharon Johnston, asistieron a una cena en su honor, y participaron en una ceremonia de

El primer ministro Stephen Harper y el Presidente Ollanta Humala anunciaron dos iniciativas que reforzarán las relaciones de defensa y seguridad entre Canadá y el Perú. El anuncio fue hecho el 10 de abril de 2014. Los líderes anunciaron que la condición de miembro del Perú, dentro del Programa de Entrenamiento Militar y Cooperación de Canadá (MTCP, por sus siglas en inglés), fue actualizado a la Categoría “A”. Como país miembro de Categoría “A” de la MTCP, el Perú tendrá acceso a toda la gama de actividades de formación del programa, incluyendo las oportunidades para participar en los cursos para mandos oﬁciales en una escuela superior de Canadá, en Toronto. El Primer Ministro Harper y el Presidente Humala también

Prime Minister Stephen Harper together with President Ollanta Humala announced two initiatives that will bolster defence and security relations between Canada and Peru. The announcement was made on April 10, 2014. More speciﬁcally, the leaders announced that Peru’s membership status within Canada’s Military Training and Cooperation Program (MTCP) has been upgraded to Category “A”, effective immediately. As a Category “A” member country of the MTCP, Peru will gain access to the full spectrum of the program’s training activities, including opportunities to participate in courses offered to senior ofﬁcers at the Canadian Staff College in Toronto.

Prime Minister Harper and President Humala also announced that Canada and Peru will work together to strengthen international efforts to combat the illicit trafﬁcking of nuclear and radiological materials. This cooperation project, which will enhance Peru’s capacity to detect and deter the transfer of nuclear and radiological materials, will be supported by funds that Prime Minister Harper committed towards ﬁghting nuclear terrorism at the March 2014 Nuclear Security Summit. These announcements are consistent with Canada’s commitment to work with partners to strengthen defence, security and institutions in the region, as part of its “Strategy for Engagement in the Americas”.

La Vicepresidente del Perú, Marisol Espinoza, visitó Toronto y participó en PDAC 2013 y 2014. Recientemente el Presidente Humala también visitó Canadá. Peru is a key stakeholder in the context of Canada’s commitment to the Americas. It is our second biggest bilateral commercial partner and the third most important destination for Canadian direct foreign investment in South and Central America.

Ofﬁcial visits of Canadian and Peruvian government ofﬁcials have increased in the last two years. The Governor General of Canada, David Johnston, visited Peru in December 2012 and Prime Minister Stephen Harper visited in May 2013. Both visits made history. The Vice-President of Peru, Marisol Espinoza, visited Toronto and participated in PDAC 2013 and 2014. President Humala visited Canada in April 2014. We spoke to the Canadian Ambassador in Peru, Patricia Fortier, about these developments.

industrias extractivas, cooperación técnica y en la educación. Canadá y Perú comparten cada vez más áreas de interés en común y eso hace que nuestras relaciones se intensifiquen. – ¿Qué resultados tenemos con la profundización de estos lazos bilaterales? – En la última visita del Primer Ministro Harper al Perú se concretaron diversas colaboraciones. Por ejemplo, en defensa, se firmó un Memorando de Entendimiento entre el Ministerio de Defensa del Perú y la Corporación Comercial Canadiense. En el área de gestión de recursos naturales y desarrollo de las industrias extractivas, se anunció una alianza en el marco del G8 para promover la transparencia en el sector extractivo, iniciativa que ya está operativa desde noviembre de 2013. Otro eje importante ha sido el apoyo de Canadá para la diversificación económica en el Perú. Al respecto, Canadá lanzó en febrero de este año el Proyecto de Diversificación y Competitividad de las Empresas Asociativas de las Regiones Mineras de Perú (Prodicom), dirigido a productores y empresas de La Libertad, Ancash y Cajamarca. Es más, estoy segura de que tras la visita del Presidente Humala a Canadá, se generarán aún más espacios de diálogo entre nosotros.

increasingly share common interests, which strengthen our relations. – What are the results of this deepening bilateral relationship? – Several partnerships were put in place during the visit of Prime Minister Harper to Peru. For example, in defence, a Memorandum of Understanding was signed between the Ministry of Defence of Peru and the Canadian Commercial Corporation. In the area of natural resource management and the development of extractive industries, a partnership was announced within the context of the G8 to promote transparency in the extractive sector. This initiative has been operative since November 2013. Another important axis has been Canada’s support for economic diversification in Peru. In February this year, Canada launched the Proyecto de Diversificacion y Competitividad de las Empresas Asociativas de las Regiones Mineras de Peru (PRODICOM) (Project for Promoting Economic Competitiveness and Diversification in Extractive Regions), aimed at producers and businesses in La Libertad, Ancash and Cajamarca. Furthermore, the recent visit of President Humala to Canada helped to create even more momentum for dialogue and opportunities between our countries.

– Se dice que el Perú se convirtió en un país clave para Canadá, luego de la firma del correspondiente TLC… – El Perú no se convirtió en un socio clave luego de la firma del TLC. Más bien, la firma del tratado fue la indicación de que el Perú ya se había convertido en un socio comercial clave. La relación comercial entre Canadá y el Perú ha crecido desde la firma del TLC y todavía hay mucho potencial por explotar.

– It has been said that Peru became a key country for Canada after the signing of the FTA… – Peru didn’t become a key partner after the signing of the FTA. Rather, the signing of the agreement was an indicator that Peru had already become a key commercial partner. The commercial relationship between Canada and Peru has grown since the signing of the FTA, and there’s still a lot of potential to explore.

– ¿De qué manera promueven la cooperación entre universidades, institutos de enseñanza y colleges? – Nuestros dos países están enfocados en la educación mediante la cooperación y el fortalecimiento de lazos entre universidades e institutos superiores. ra una mañana fría aquella del domingo 2 de marzo de este año, cuando el fabuloso Metro Toronto Convention Center abrió sus puertas a los más de 25,000 participantes de 103 países diferentes que llegaban con ganas de conocer las novedades de PDAC 2014. La gran noticia: por primera vez en la historia de este gran evento mundial un país minero era designado patrocinador. Ese país era el Perú. Ese domingo, al mediodía, en presencia de una importante delegación de representantes de las empresas mineras nacionales y extranjeras que operan en el Perú, fue inaugurado el stand peruano. Fue una amigable ceremonia oﬁcial de bienvenida con los hombres y las mujeres peruanas de los pañuelos rojos que asistían a la Convención. La delegación del Perú, con alrededor de 500 hombres de negocios, fue la tercera más importante, después de las de Australia y Estados Unidos. La Vicepresidente de la República del Perú, Marisol Espinoza, destacó e hizo hincapié, durante todas las sesiones a las que asistió, en los grandes resultados del trabajo que viene realizando actualmente el sector minero. “Es un resultado de tres pilares fundamentales: la responsabilidad, la transparencia y el diálogo con las comunidades”, precisó. t was a cold morning that of Sunday March 2nd this year, when the fabulous Metro Toronto Convention Center opened its doors to more than 25,000 participants from 103 different countries; all eager to hear the latest from the PDAC 2014. The big news: for the first time in the history of this great global event, a mining country was designated as a sponsor. That country was Peru. That same Sunday, at noon, in the presence of an important delegation of representatives from national and foreign mining companies operating in Peru, the Peruvian booth was inaugurated. It was a friendly official welcome ceremony with the Peruvian men and wearing red scarves attending the convention. The Peruvian delegation, of around 500 businessmen, was the third largest, after those of Australia and the United States. At every PDAC session she attended, Peruvian Vice President Marisol Espinoza pointed out and highlighted the great results coming out of the work that is currently being undertaken in the mining sector. “It is a result of three basic pillars: responsibility, transparency and dialogue with communities”, she specified. EL DIÁLOGO COMO FACTOR DE ÉXITO Vladimiro Huaroc, el Alto Comisionado de la Oficina Nacional de Diálogo y Sostenibilidad, jugó un papel estratégico en la presentación sobre la experiencia peruana en torno al rol del Estado en las relaciones con las empresas mineras y las comunidades locales. Realmente esta sesión de la tarde del lunes 3 de marzo (“El papel del gobierno en las relaciones entre empresas y comunidades: Lecciones del Perú”), encabezada por Ricardo Labo, de Rio Tinto, tuvo gran acogida del público. Allí Huaroc hizo hincapié en la necesidad de tener una minería moderna y responsable basada en el diálogo con las comunidades, con el fin de resolver los conflictos sociales. En ese contexto, señaló que los grandes recursos que tiene el Perú deben ser bien invertido por las empresas y que el Gobierno de Perú tiene que seguir trabajando activamente para cambiar la dinámica entre las empresas mineras y las comunidades. Huaroc emphasized the need for modern and responsible mining based on dialogue with the communities, in order to solve social conflicts. With this in mind he pointed out that the great resources that Peru enjoys must be well invested by companies and that the Government of Peru must keep working actively to change the dynamic between exploration and mining companies and local community stakeholders. En este sentido, Marisol Espinoza, Vice Presidente de la República de Perú, en su presentación señaló que el crecimiento de la inversión extranjera y el aumento de la responsabilidad social y ambiental de las empresas en el Perú han sido muy positivos en los últimos años. Por su parte, la Embajadora de Canadá en el Perú, Patricia Fortier, señaló que el Perú no es sólo un socio, sino también un país del cual podemos aprender mucho. “Desde 2009, el comercio bilateral entre Canadá y el Perú ha crecido casi 50%”, aﬁrmó. Si bien Edmonton es su capital, la ciudad de Calgary es el centro urbano más poblado. De hecho, Calgary será la sede del Global Petroleum Show (GPS) 2014, que se llevará a cabo del 10 al 12 de junio de este año y que agrupará a más de 2,000 empresas de todo el mundo. En esa misma urbe está la mundialmente reconocida Universidad de Calgary, una de los mejores centros de educación superior del planeta. n un comunicado conjunto emitido el pasado 10 de abril tras la visita del Presidente del Perú Ollanta Humala al Canadá, ambos gobiernos resaltaron los avances logrados, puntualmente en seguridad social, defensa y seguridad, y cooperación en educación. ¿Ha crecido el interés por la educación? “Muchísimo”, dice Andrea Voto-Bernales, agente de Educación y Asuntos Públicos de la Embajada de Canadá en el Perú. “En los últimos años, la educación ha recibido más impulso por parte de ambas naciones”, añadió. Muestra de ello es la designación de Canadá como país receptor de estudiantes peruanos bajo el programa de becas de posgrado “Presidente de la República”, del Programa Nacional de Becas y Crédito Educativo (Pronabec). Otro ejemplo reciente es el acuerdo ﬁrmado entre el consorcio CALDO y Pronabec para que los becarios peruanos puedan acceder a las nueve universidades canadienses que agrupo dicha asociación. “El gobierno canadiense invita regularmente a representantes de universidades e institutos peruanos a una misión de colaboración en Canadá para establecer vínculos con sus pares canadienses. Estos acuerdos permiten que más peruanos aprovechen la Beca para Líderes Emergentes y puedan irse un semestre a Canadá con todo pagado”, subraya Voto-Bernales. También destaca el éxito de la feria anual de educación organizada por la Embajada que permite exhibir la oferta educativa canadiense y sirve para desarrollar colaboraciones entre instituciones de ambos países.

Has interest in education grown? “A lot” replies Andrea Voto-Bernales, Education and Public Affairs ofﬁcer at the Canadian Embassy in Peru. “During the last few years, both countries have increased their emphasis on education”, she added. For example, Canada has been chosen as a host country for Peruvian students under the “Presidente de la Republica” postgraduate scholarship program of the National Scholarship and Student Loan Program (Programa Nacional de Becas y Credito Educativo PRONABEC). Another example is the recent agreement signed between the CALDO consortium and PRONABEC, which enables Peruvian scholarship holders to access the nine Canadian universities in the consortium. “The Canadian government regularly invites representatives from Peruvian institutes and universities to participate in collaborative missions to Canada in order for them to establish links with their Canadian counterparts. These agreements enable more Peruvians to beneﬁt from the Beca para Líderes Emergentes de las Américas (Emerging Leaders in the Americas Program - ELAP) and go to Canada for six months with all expenses covered”, emphasized Voto-Bernales. She also stressed the success of the annual education fair organized by the Embassy, which showcases the education opportunities that Canada has to offer and promotes collaboration between institutions in both countries.

Alianza Renovada / Renewed Alliance Export Development Canada (EDC) renovó asociación de inversión comunitaria con CARE Canadá por tres años más. El anuncio se hizo al conmemorarse el quinto aniversario de la asociación. Desde 2009, CARE y EDC han trabajado juntos en varios proyectos de desarrollo económico en los mercados emergentes. Como parte de la alianza, EDC asigna empleados a proyectos de pequeñas empresas y micro-ﬁnanzas de CARE en países en desarrollo. A modo de ejemplo, cuatro empleados de la EDC dejaron Canadá el pasado otoño para viajar a Zambia, Perú y la India, donde trabajaron con CARE. Export Development Canada (EDC) renewed its community investment partnership with CARE Canada for another three years. The announcement was

made on the ﬁfth anniversary of the partnership. Since 2009, CARE and EDC have worked together on several economic development projects in emerging markets. As an example, four EDC employees left Canada last fall to travel to Zambia, Peru and India where they worked with CARE.

Capacitacion Vocacional / Vocational Training En febrero de 2014, la Embajada de Canadá participó en la conferencia “Educación y Empleo para el Desarrollo Nacional”, un evento organizado en el marco del proyecto de Educación para el Empleo. Este programa, implementado por la Asociación de Colegios Comunitarios de Canadá, el Ministerio de Educación y el Ministerio de Trabajo del Perú, con el apoyo del Departamento de Asuntos Exteriores, Comercio y Desarrollo de Canadá, tiene como objetivo el fortalecimiento de las instituciones ofreciendo formación técnica y profesional a los jóvenes peruanos a nivel regional y nacional. Este programa pretende dar a los estudiantes un mejor acceso a servicios de educación que les proporcionarán mejores oportunidades de desarrollo profesional para ellos. In February 2014, the Canadian Embassy participated in the conference “Education and Employment for National Development”, an event organised within the framework of the Education for Employment project. This initiative, implemented by the Association of Canadian Community Colleges, Peru’s Ministry of Education and Ministry of Labour, with the support of the Department of Foreign Affairs, Trade and Development of Canada, aims at strengthening institutions delivering technical-vocational training to young Peruvians at a regional and national level. This programme seeks to give students better access to education services that will, in turn, open up better professional development opportunities for them.

New CHALLENGES El primer reto de Inés Fernandini, la nueva gerente general de la Cámara de Comercio Canadá-Perú (CCCP), fue asumir el cargo a ﬁnales del año pasado, mientras la Cámara organizaba la presencia peruana en PDAC 2014. The ﬁrst challenge for Ines Fernandini, the brand new general manager of the Peruvian-Canadian Chamber of Commerce (CCCP), was taking over her position towards the end of last year, while the Chamber organized the Peruvian attendance at the PDAC 2014.

What are the challenges for the CCCP? – The main challenge is its own reorganization, which will not only be administrative and talent-related, but will also affect its strategic planning and Committees. The current Board seeks a new vision, that of a Chamber that will stop being a body of individuals and will become a Chamber of institutions.

–¿Qué harán al respecto? – Es fundamental buscar mejoras en los Comités de Trabajo, entre ellos el de Eventos, el de nuestra revista institucional Dialogue y el Minero y de Exploraciones, buscando mayor retroalimentación de los asociados para ofrecer mejores servicios y entender sus necesidades. Queremos atraer más empresas canadienses que estén evaluando invertir en el Perú, ofrecerles nuestros servicios y apoyarlos en sus decisiones. Por otro lado, contribuiremos a que el Perú se beneﬁcie de su relación con Canadá, fomentando oportunidades de negocios en infraestructura, salud e hidrocarburos, así como en educación y turismo.

– What will you do on that regard? – It is fundamental to improve the Working committees, such as the Events Committee, the Committee of Dialogue, our institutional magazine, and the Mining and Explorations Committees, seeking more feedback from the associates in order to provide better services and understand their needs. We wish to attract more Canadian companies that are evaluating whether to invest in Peru and offer them our services and support them in their decisions. On the other hand, we will contribute to make sure Peru beneﬁts from its relation with Canada, promoting business opportunities in infrastructure, health and hydrocarbons, and also in education and tourism.

– ¿Qué cambios realizarán para mejorar los servicios para asociados? – Venimos trabajando en tres aspectos: el fortalecimiento institucional, el re-lanzamiento de los Comités de Trabajo; y la captación de nuevos asociados, ampliando la cartera de sectores, buscando que la CCCP tenga una dimensión más corporativa. Ofreceremos nuevos servicios como organizar reuniones entre proveedores y clientes, visitas a empresas y misiones empresariales a y desde Canadá, por ejemplo. Por otro lado, los compromisos asumidos durante la reciente visita del Presidente Humala a Canadá nos trazaron una agenda de trabajo que necesitamos consolidar –junto con la Embajada de Canadá en el Perú y con el Ministerio de RelacionesExteriores-, con objetivos claros y razonables.

– What changes will you carry out in order to provide better services for the associates? – We have been working on three aspects: institutional capacity building, re-launching of Working committees; and attracting new associates, widening the sector portfolio, aiming to create a more corporate dimension for the CCCP. We will offer new services such as organizing meetings among providers and clients, visits to companies and business missions to and from Canada, for example. On the other hand, the commitments assumed during the recent visit of President Humala to Canada, have shaped a work agenda we need to consolidate along with the Embassy of Canada in Peru and the Ministry of Foreign Affairs, with clear and reasonable targets.
