Superintendent Superintendent Mark Martin said the board did not bring the issue to a vote, but rather said it was not interested in pursuing the occupation tax referendum. “They just do not trust the state of Illinois to handle money honestly,” Martin said of the board regarding its approach to the sales tax. “They did not take action on it.” The school facility occupation tax is a sales tax for retail items that requires approval from voters during an election before it can be implemented. The tax is similar to the public safety tax approved by voters in 2012 for county emergency services. But rather than funding emergency services, the school occupation tax money is used for school facility expenses like building repairs or improving energy efficiency of structures, which has been a major concern for the district. The gym in the district has a terrible insulation problem, Martin said, noting that from December to March, the district was spending approximately $10,000 per month to heat the structure. The gym runs on a fuel furnace, which further drove costs up during the frigid winter months this year when sub-zero temperatures were a regular occurrence and the cost of fuel
was high. “We knew we had a problem with the gym just oozing heat out during the winter,” Martin said, “but this ridiculous winter we just had really shoved that in our face. … We have to do something about curbing those costs.” The district approved a memorandum of understanding with Honeywell, an energy consulting company, March 18. Representatives of the company visited the school district in late April when it conducted a review to find the problem areas of energy efficiency in the district. Honeywell representatives will visit the district during the regular meeting July 15, when there will be a presentation on the options available to the district to cut costs in heating and fuel oil spending during the winter. “They talked to me about their initial impressions and want to come and talk to the board about the things they see as priorities,” Martin said. If approved by voters, the money brought in through the school facilities tax could be used toward improvements that would better insulate the building, as well as other facility upgrades. The money from the tax could not be used for anything relating to instruction of students including teachers’ salaries, textbooks or instructional equipment. The money could, however, be used to pay back bonded debt related to facility purchases. Calhoun Community Unit School District 40 will take up the issue of placing the sales tax on the ballot for the November election Wednesday at 6:30 p.m. In addition to discussing the sales tax referendum, Martin said the board made last minute adjustments to the school district’s budget to balance funds as best as possible. He said the energy bills through the winter months became a financial liability this year, forcing the district into deficit spending, a rare occurrence for the Brussels district. “I felt really bad because it was the first time I had to come to them and say we actually (See, brussels, A2)

CN&R director named admin of the year By BOB CROSSEN Calhoun News-Herald In addition to being ranked No. 1 in the state for nursing homes, Calhoun Nursing and Rehabilitation Center’s director was named administrator of the year for her work. Barb Ledder, CN&R administrator, said she is thrilled to have achieved such a high honor for the network of nursing homes to which her facility belongs. “That makes me feel good because the company has close to 40 homes,” Ledder said. Though the award was given to her, Ledder said she would not have the success she does at the Hardin facility without the work of the staff at CN&R. “I’m driven just by my nature and my personality, but it’s the staff– they’re the ones who decided ‘We can do this,’” Ledder said. “My job is to help them do it, provide the resources so they can do it.” The staff is given independence in how they conduct their work, she said, and the approach has paid off with three years without a deficiency – the equivalent of straight As for a nursing home – recognition as one of the top 10 nursing homes in the nation and the most recent achievement of reaching the No. 1 ranked home in Illinois. Ledder said much of the success comes down to proactive concepts brought to the rural nursing home. Staff members and nurses bring ideas to the administrator who said she works to implement the different strategies as they are brought up. “I can’t do their jobs. I’m not a nurse. I know a little bit about everything, but they come up with some great, fantastic ideas,” Ledder said. She said people with a heart and passion for their jobs, especially a more niche aspect, are imperative in offering the best care available. Not all the ideas work, she said, but even just taking a chance has turned out to spur other strategies for care. Ledder said she also visits conventions throughout the year, most notably the Pioneer Movement conventions. She said she’ll bring along staff members to the events which often showcase progressive nursing home care concepts like those used at CN&R. By BOB CROSSEN Calhoun News-Herald Calhoun Nursing and Rehabilitation Center in Hardin is considered the best nursing home in Illinois according to the Centers for Medicaid and Medicare Services (CMS). In March, the nursing home was rated among the top 10 in the entire country by “U.S. News and World Report,” and in the past three years has been deficiency-free, a rating similar to receiving straight As in school. Barb Ledder, CN&R administrator, said the staff at CN&R has been overjoyed by the news that it was ranked No. 1 out of 768 nursing homes in Illinois. The placement is based on ratings from a five-star rating system employed by CMS that began in 2008. The system takes into account the staffing of registered nurses, licensed practical and vocational nurses, as well as certified nursing assistants. There are ratings for quality measures and health inspections, also. Ledder said the ranking is an achievement for her staff that has worked hard to make CN&R the best nursing home, adding the families have been supportive of the decisions made by staff and administrators. “It takes a whole community to gather around and help it,” Ledder said. “It’s not just one person. I’ve got a remarkable staff, great family, community and county support. It’s all here. It came together, so I’m really proud.” Ledder said the nursing home has been at the forefront of a culture shift in how it
treats and cares for its residents. Rather than keeping regimented hours – waking everybody up at a specific time or eating meals at designated times throughout the day – staff began to institute policies with a focus on resident independence. “In the first phase of that we implemented earlier this month is letting the residents choose the time that they get up in the morning and choose when and how often they want showers,” Ledder said. The administrator said the approach sounds simple but impacts every department of the nursing home. In fact, Ledder had been talking about this shift in business for the nursing home since February and March, with the idea ruminating for even longer. It has taken since then to realize how to accomplish the goal of the policy. Ledder calls this approach residentdirected care. She said it differentiates itself from the medical model where staff controls everything a resident or patient does by allowing them the opportunity to decide things for themselves. Breakfast is available when they want it in the morning and is even cooked-to-order, meaning residents get freshly cooked eggs when they desire rather than eggs from a pan cooked earlier in the day. Ledder said she would like to offer such freedom in meals for both lunch and dinner, giving the residents the feeling that they are living at home. Getting food would not be much unlike a visit to the refrigerator for a snack. “I haven’t figured it out yet, but I will,” Ledder said. “If they want to snack all day,
that’s fine. If they want to come in for certain meals, they can.” Staff members interviewed the residents about their experiences and presented the ideas for choosing when to have breakfast or when to shower. Ledder said the residents thought it was state mandate for when they had to be awoken, and were pleased with the chance to make the decision for themselves. “They just thought they had to be woken up at night to take their vitals,” Ledder said. “We’re rearranging how we view our role with them. We’re here in their home to help them live in their home and take care of themselves.” Additionally, the administrator said the nursing home has changed how it conducts individual plans with the residents. Rather than a sheet with diagnoses and medical jargon, each resident has a narrative plan explaining who they are and their medical situation. Offering examples, she said a sheet would show when and where a resident was born, to whom they were born and some brief memories of their childhood. Diagnoses like a broken bone would indicate where on the body the break is and how it impacts the resident’s day-to-day life. Ledder said the plans simplify things for the residents as well as the family, putting the medical terminology into something anybody can understand. She said keeping things simple while continuing to offer better services is the goal for the nursing home’s future, adding she hopes to top the list again next year.
Unit 40 educators visit Gettysburg workshop By BOB CROSSEN Calhoun News-Herald Two Calhoun Community Unit School District 40 faculty members were selected for a weeklong workshop in Gettysburg, Penn., by the National Endowment for the Humanities. Deann Fester, Calhoun Elementary School history teacher, and Ruth Johnson, Calhoun High School librarian, were selected by the federal agency that offers summer educational workshops each year. The weeklong workshop was an opportunity for Fester and Johnson to visit sites of the American Civil War battles in Gettysburg and work with scholars who specialize in the sites’ history. Fester said the trip gave her a new perspective on the enormity and levity of the battle. “Seminary Ridge has the newly opened museum where they show you the casualties and entries, and they talk about how it was set up as a hospital,” Fester said. “The southern soldiers came in one door and the northern soldiers came in another door, and they treated both sides.” C

Deann Fester Calhoun Elementary School history teacher According to a press release for the event, the workshop relied heavily on visits to the battlefields surrounding Gettysburg, and Fester said she was most impressed by the number of monuments erected for the soldiers who died during the battle that ran from July 1 through July 3 in 1863.
The Battle of Gettysburg had the largest number of casualties – as many as 50,000 soldiers died on both the Confederate and Union sides of the battle – in the American Civil War and is often referred to as a turning point in the war. Confederate forces aimed to put pressure on politicians from the northern states and shift the north’s focus from war-torn Virginia in the process by striking Gettysburg and other areas of Pennsylvania, but the southern forces ultimately retreated after heavy losses. It wasn’t until November of that same year that Abraham Lincoln, the 16th President of the United States, honored the fallen soldiers during the dedication of the Gettysburg National Cemetery when he gave his famous Gettysburg Address. Fester said she hopes to incorporate some of the things she learned from the workshop into the classroom at Calhoun Elementary School, most notably the inclusion of three Illinois units, which were part of the battle. “The Civil War history in the county is pretty interesting, so we’ll try to pull in the three Illinois units when we’re studying the (See, gettysburg, A2)

Statement from IDNR director on American black bear sightings The recent sighting of an American black bear in northwest Illinois has, understandably, generated many questions. While these animals once roamed the Illinois landscape 150 years ago, seeing one today can be, at the very least, a startling sight. While the black bear sighted most recently has shown no aggressive behavior towards humans, it should not be approached. Help us keep this bear from being accustomed to people. Always observe wildlife from a distance. Currently black bears are not protected under state law. New legislation passed this spring adds black bears, gray wolves and mountain lions to the list of protected wildlife in Illinois. Even when signed by Gov. Quinn, the law won’t take effect until January 1, 2015. This means that immediate decisions on the fate of these animals reside with

local landowners or municipalities. Once the new law takes effect, the Illinois DNR will have the exclusive statutory authority to manage these animals in Illinois. Until that time, it is recommend that homeowners in the counties where the bear has been sighted should, for a short period of time, remove their bird feeders, keep pet food inside, and secure your trash cans and barbecue grills. By removing easy sources of food for the bear, residents can encourage it to stop searching for food near homes. She said she had visited the Gettysburg battlefields before, though it had been many years prior to the NEH trip. Much has changed since she had last been there, she added, noting many structures were torn down so others could be erected.
The NEH hosts 17 Landmarks of History and Culture Workshops at locations throughout the country where topics – American skyscraper, America’s atomic west and Duke Ellington are a few of this year’s focuses – are chosen based on location and impact. The workshops are offered to 1,360 teachers who are selected based on applications sent to the National Endowment for the Humanities. Nurses and staff are caring for the residents in their home, Ledder said, and helping the residents aid themselves independently. Each time she returns from the conventions, she and the staff members try out some of the concepts they heard about at the event. “I like to visit places that I know they’re doing something special,” Ledder said of how she becomes inspired with ideas for CN&R. “We
just come back with ideas. ‘Let’s try it. Sure we can do that.’ … I think the stuff coming out of the Pioneer Movement is incredibly [progressive]. They look to the future.” She said she doesn’t spend much time thinking about how to improve her style of administration, but rather looks at the facility through a holistic lens. She strives to make sure all the pieces work together coherently and in the best ways possible. News We celebrated National Nursing Home Week during the month of May and started the week off with our Mothers Day Tea. Our mothers were adorned with red rose pins and enjoyed visiting with family and friends while they drank their tea. We also had a visit from Elvis!!! Farm day was a big hit with all the animals for the residents to feed and our Fathers day Ceremony was great, all the men received fishing hats personalized with their name on them as well! Mandi Eickmeyer from the Hardin Drive Inn came by to see us this week. Explore New Media Technologies, bring ideas to life via social media at Lewis & Clark This fall, Lewis and Clark Community College is launching its New Media Technologies program, which will give students hands-on experience with a variety of cutting-edge technology, including digital music/ video production, broadcasting, film, app design, print design and video game creation. “After getting a taste of each technology, students will choose electives related to the career they wish to pursue,” said Program Coordinator Steve Campbell. “This program gives students the opportunity to explore a variety of careers before committing to a major.” As a bonus, two of the courses required to complete the program will earn students a Social Media Marketing certificate. “In just six credit hours, students

IDNR hunter education course scheduled Area residents will have the opportunity to learn basic principles of safe hunting at a free Illinois Department of Natural Resources (IDNR) hunter safety course on July 18 and 19, at the American Legion, 300 Veterans Memorial Parkway, Jerseyville. This class is from 6 to 9 p.m. on July 18, and from 8 a.m. to 5 p.m. on July 19. A 1996 state law requires that all hunters born on or after Jan. 1, 1980, successfully complete the hunter education course before they can receive their first hunting license. Participants completing the hunter education course receive a Hunter Education Certification card verifying that they have passed the course of instruction.
Annual Ice Cream Social scheduled The men of the Hardin Presbyterian Church will be having their third annual July 4th Ice Cream Social in the church hall from 11 a.m. to 1 p.m. Hot dogs will be grilled and a selection of desserts available. There will be a free-will offering.

Alice Snyders and Don Funk and I. The Brussels Woman’s Club met last Thursday at the Winneberg Clubhouse with ten members present for the afternoon. After the business meeting social hour followed and delicious desserts were served by the hostesses Mary Kay Sanders, Jane Herter and Kelly Mazzacavallo. The Brussels Club will be entertaining the Batchtown Woman’s Club at a dinner on Thursday evening, July 17 at Kinder’s Restaurant in Golden Eagle. Ervin and Rita Nolte, Mark and Jennifer Nolte, Elly and Blake, all of Golden Eagle and Derrick and Jan Bick, Cole and Kaela of O’Fallon, MO returned recently from a week in Gulf Shores, AL. They enjoyed spending lots of time on the beach as well as sightseeing in the area. Sounds like they had a great time. I returned on Sunday afternoon after spending Friday and Saturday in Washington, DC. On Friday Jacqueline Gurr of CA and Elaine Ethier of VA and I enjoyed lunch at National Harbor in Maryland and afterwards shopped the many stores in that area. That night Elaine and her husband Mike Ethier took us to an Italian Restaurant for a delicious dinner and afterwards to the Morrison House in Old Towne Alexandria where we were staying. On Saturday Jacqueline and I attended the 2nd quarter face-to-
face Board Meeting of the Nat’l. Assoc. of Postmasters Federal Credit Union. That evening the Credit Union took us to Morton’s Steak House for dinner. In last week’s paper I mentioned that Aiden Plummer’s grandparents were Paul & Shirley Schulze and Gilbert and Shirley Kinder. Instead I should have written that Aiden’s grandparents are Kent and Tammy Schulze and Evelyn Plummer of Auburn. Paul & Shirley and Gilbert and Shirley are his great - grandparents. My apologies to all of you. Birthday greetings this week to Irene Wallendorf, Tess Drainer, Liz Toppmeyer, Austin Thompson, Bernice Snyders, Austin Stepanek, Ralph Fuller, Francis Toppmeyer, Abby Thompson, Catherine Wieneke and all others celebrating their natal day at this time. Congratulations to Eleanor Nolte of Golden Eagle who celebrated her 100 th birthday on Thursday, June 19. In the evening her children Kurt Nolte of Michigan, Ervin Nolte and Bernell Weigel, both of Golden Eagle, and their families hosted a wonderful buffet dinner and party at St. Matthew Church Hall in her honor. The meal was catered by Cindy Jenkins and her helpers and served to the many relatives and friends in attendance. Everyone also enjoyed birthday cake, the singing of “Amazing Grace” by Rev. Wade Butler of St. Matthew’s and Rev. Phillip Grable of the Methodist Church in Batchtown and the life history of Eleanor given by her niece and Godchild Rose Ann (Goetze) Kinder. We had another great weekend at BCC. A few of us came together on Saturday morning with an opportunity to serve. It was our tremendous pleasure to do yard work for someone in the community. We cleaned the gutters, pulled weeds, trimmed overgrowth and simply did what we were able to do. This is something that we are hoping to do at least once a month during the summer and fall months. If you know of someone who has some projects that need done such as that, please let us know. We would certainly take it into consideration. Geneva Heffington would like to thank her grandson John Heffington for mowing her grass. Geneva’s company from Washington State, Lorraine Jollymore, left Wednesday. She enjoyed being with family and friends and seeing the scenery in beautiful Calhoun. Doris Schobernd celebrated her 80th birthday Tuesday, June 17. Her family had a surprise party for her in the afternoon. Many of Doris’s friends and family attended. They enjoyed a beautiful birthday cake together and had a good time. It was a treat and memorable occasion for Doris. Happy birthday, have a wonderful year. Jeff Franke celebrated his birthday Tuesday. He had breakfast at the Riverdock with his mother, Elsie Kirn, Geneva Heffington, and her niece, Lorraine, a good way to start the morning. Happy birthday Jeff, have a great year. We are sorry to report the Bernie Hillen had surgery at Barnes Hospital, on his hand after a farming accident. We hope all goes well Bernie. We wish you good health. The Batchtown Fall Fest will be held again this year. The date is September 21. Mark your calendar. Kendall Joy Klocke became the wife of Benjamin Jerome Eilerman Saturday afternoon at St. Barbara’s Church. Fr. Don Roberts officiated. The Matron of Honor was Tara Adams and the Best Man was Adam Eilerman. Bridesmaids were; Brittany Wallendorf, Natalie Johnes, Jessica Eilerman, Allysun Wallendorf, Katie Simon, and Hannah Simon. Groomsmen included; Sean Nelson, Clint Klocke, Luke Hillen, Jeff Eilerman, Klye Klocke, and Keith Eilerman. A reception and dance followed the wedding ceremony. After a honeymoon to Jamaica, the couple will reside in Batchtown. The parents of the bride are Keith and Hope Klocke, and the groom’s parents are Rick and Debbie Eilerman, grandmothers are Ellen Klocke, Irene Wallendorf, and Betty Eilerman, all of Batchtown. We wish Mr. and Mrs. Ben Eilerman a happy and wonderful life together. On Saturday June 21, Theresa Johnes and Mary Ann Flanigan went to the Klunk Reunion in Bethalto. It was a nice day with family. On Sunday, June 22, Melanie and Jon Tepen were honored with a baby shower and diaper party at the Brussels American Legion, a large crowd attended. It was a happy day for Melanie and Jon. A couple from Champaign was driving past St. Barbara’s Church in Batchtown, she and her husband stopped to take pictures of her name sake church. Governor Quinn signs legislation to improve safety in schools across Illinois Governor Pat Quinn recently visited RESA Middle School in Rockford to sign three new pieces of legislation that help increase safety, ensure crisis planning and provide security improvements at all Illinois schools. These actions are part of Gov. Quinn’s agenda to provide a safe learning environment for all Illinois students. “Nothing is more important than keeping our classrooms safe,” Gov. Quinn said. “Preparation and knowledge are part of that curriculum – preparing for emergencies we hope will never occur, and knowing what to do if confronted with a crisis.” “Parents need to have confidence that their children will be safe throughout the school day and kids should be able to focus solely on their studies,” State Schools Superintendent Christopher A. Koch said. “These new laws provide the impetus and resources to make schools safer.” Senate Bill 2710, sponsored by State Senator Bill Cunningham (D-Chicago) and State Representative Lawrence M. Walsh Jr. (D-Elwood), extends a key school
safety measure that currently covers public schools to the state’s approximately 1,800 private schools. A law proposed and signed by Governor Quinn last year requires all school districts to conduct an annual safety drill, in conjunction with law enforcement officials, which prepares students for potential shooting situations. That law requires public school districts to do an annual review in light of that drill of each school’s emergency and crisis plans and procedures. Senate Bill 2710 requires that private schools conduct that same annual review of their crisis plans to better protect the 300,000 private school students in Illinois. The legislation is effective immediately. Senate Bill 2934, sponsored by State Senator Steve Stadelman (D-Rockford) and Representative Walsh, makes one of Gov. Quinn’s initiatives to fund school safety improvements an official part of state statutes. Earlier this year the Illinois Emergency Management Agency (IEMA) awarded $25 million for security improvements to public K – 12 schools. This leg-
islation allows this school safety program to continue when funds are available and also adds private K – 12 schools, area vocational centers, regional safe schools and public colleges and universities to the list of eligible schools. The new law is effective immediately. “This is an excellent opportunity to improve local schools and the safety of our children,” Senator Stadelman said. “The safety grants are possible because of the work we have done to ensure that students in K-12 deserve a safe learning environment just like those in higher education.” “I’m proud to work with IEMA, local schools and area vocational schools to make sure when grants become available through IEMA, all entities are qualified and able to apply for these grants to make our schools safer and prepared for any emergency that may arise,” Representative Walsh said. House Bill 5716, sponsored by State Representative Rich Brauer (R-Petersburg) and Senator Andy Manar (D-Bunker Hill), allows public school districts to make updated

emergency and crisis plans available to first responders, teachers and administrators through electronic devices such as smart phones, tablets and laptops. The legislation is effective Jan. 1, 2015. Gov. Quinn is committed to ensuring school safety across Illinois. As part of his Illinois Jobs Now! construction program, he recently announced $25 million for more than 1,300 projects to enhance security at schools across Illinois. Following the deadly school shooting in Newtown, Conn. in December 2012, Gov. Quinn convened top experts from across the state for a School Safety Summit to develop short- and long-term actions to further strengthen school safety. The summit included school district organizations, law enforcement agencies and state agencies, including IEMA. The Governor also led the charge in passing legislation requiring all Illinois schools to hold active safety drills with local law enforcement to ensure they are as prepared as possible in the event of a shooting incident.
‘Cream of the Crop’ photo contest Illinois State Treasurer Dan Rutherford is reminding young photographers to submit photos from the annual Cream of the Crop Photo Contest by July 9. “Last year we had more than 130 wonderful photographs submitted for the Cream of the Crop Photo Contest, and I hope this year even more young people will participate,” said Treasurer Rutherford. “The deadline is approaching, and I am looking forward to seeing the photos that are submitted this year.” The treasurer’s office is now accepting electronic submissions for the Cream of the Crop Photo Contest from Illinois students, ages 8-18, and the deadline for all entries is July 9. Top photographs will be chosen in three competition categories: ages 8-10, 11-14 and 15-18. Each student is allowed to submit up to two photos for this contest. As part of the Ag Invest program, Rutherford hosts the annual Cream of the Crop Photo Contest. He invites students across the state to submit their most innovative, scenic snapshot that depicts their vision of the agriculture in our state. The contest winners will be featured on the new marketing materials for Ag Invest and prominently displayed at the 2014 Illinois State Fair. Addi-
tionally, the top winners in each age group will receive a $100 deposit in an existing Bright Start college savings account, along with other prizes. “I am a life-long supporter of our environment and conservation. From childhood to present, I have resided in rural Livingston County and have grown up with great appreciation for Illinois agriculture,” said Rutherford. “I believe a great way to capture the beauty and scenery of Illinois is through the eyes of young people. This contest gives us an opportunity to see crops, livestock, farms and pastures through students’ pictures.” Ag Invest is one of the nation’s largest agricultural linked deposits; it helps hundreds of Illinois farmers and agriculture professionals. IDNR announces schedule of waterfowl blind site drawings Waterfowl hunters are encouraged to mark their calendars for upcoming waterfowl hunting blind site random drawings to be held at several public hunting areas in Illinois this summer. Duck and goose hunters must register in person for waterfowl blind site drawings and must be present at the drawing – held at each location designated below immediately after the registration period – to claim their blind sites. Mail-in registrations are not accepted. Blind allocations for these sites are good for one year. To participate in a drawing, applicants must present a 2013 or 2014 Illinois hunting or sportsman combination license and a 2013 or 2014 Illinois Migratory Waterfowl Stamp at the time they register, unless exempted by law. Applicants must be at least 16 years old by the date of the drawing. Applicants needing to purchase new licenses and stamps should do so prior to the drawing. Most blind drawing locations will not have license sales available. Love All of God’s Creation
Love all of God’s creation, even that which seems unlovable. It’s easy to love kittens and bunnies and roses and rainbows. But, we have trouble when it comes to loving the cockroach or the rat, or the stench from the sewer. But, that stench is God’s creation too, microscopic life doing exactly what God created it to do. That doesn’t mean you want to bathe in it. The stench may be nature’s way of telling us to keep our distance. There may be good reasons why we are naturally repulsed by spiders, snakes and other venomous critters. But, that doesn’t mean we can’t love and admire them on some
level. Most of us will never have the same warm fuzzy feeling for a rat, a bat, or a snake that we will have for a kitten, but that doesn’t keep us from admiring the amazing way in which bats navigate their environment or the amazing way in which rats have managed to survive despite our best attempts to wipe them out. All of God’s creation is lovable, every grain of sand and every creepy crawly thing and every prickly plant and every form of radiation. Grafton Harbor boat tours and rentals each weekend this summer
By BoB Crossen Calhoun News-Herald Visitors in Grafton can reserve a spot on a cruise or paddle up and down the river in a rented boat with the Grafton Harbor this summer. Grafton Harbor began its boat tour and rental services last year with numerous offerings, but this year, Amanda Dufer, cruise director, said the business narrowed its options. Dufer said the cruises take place at 3 p.m. Friday, Saturday and Sunday each week in Grafton with the option for those interested in private parties to rent the boat. There are also sunset cruises on the second and fourth Saturdays each month. Last year themes including a shipwreck cruise and wine tasting cruise were offered, and Dufer said those will fall under the private party option. “It just turned out to be way more work than we could handle to do all those individual cruises like that,” Dufer said. “So we’ve kind of made it to where if you have a birthday party or if you have an idea for a specific kind of cruise, we’ll book your private cruise and help you accomplish that.”
She said the business is making a push for private cruises which have ranges in cost based on how many people take part in the cruise and the time of day. The regular one-hour tours offered throughout the weekend cost $18 for adults, $16 for seniors 63 and older, $9 for children ages 3 to 17 and $4.50 for infants. Dufer said staff on the boats talk occasionally about areas along the river while the cruise boat, Hakuna Matata, ferries the passengers on the waterway. She said passengers can bring any kind of food they would like onto the boat, but outside drinks will not be allowed as a cash bar is available for cruise-goers who will enjoy live music and dancing. In addition to cruises, patrons at Grafton Harbor can rent pontoon boats for a set number of hours which they can use to travel up the Illinois River and back. Dufer said the boat rentals are a popular destination for tourists in the summer, noting the boat offerings have been cut back from last year. “We’re only promoting our pontoon boats. We’ve had a little bit of mechanical problems with our runabout boats,” Dufer said, “but we have the pontoon rentals and they are going over really
well.” The pontoon boats have a capacity of 10 people with a twohour rate of $148, four-hour rate of $208 and eight-hour rate of $348. Dufer said those interested in either the boat rental or the cruises should call ahead to reserve a spot. Grace Center here for the elderly By Carmen ensinger Calhoun News-Herald As more and more government programs get cut or receive less funding, the one group which seems to be affected the most is the elderly. It is with this in mind that Grace Center in Roodhouse was founded five years ago. Grace Center is operated under Saving Grace Ministries, a non-profit organization, and is located on Palm Street in what used to be the old Methodist Church. “If you have a couple of kids, the government will give you free housing, free food, free medical and a free cell phone,” Grace Ministries founder Ken Wise said. “But our government tends to forget our elderly. There are elderly people out there trying to survive on $500 a month and that just isn’t going to cut it. I had an elderly woman come up to me and say she only received $500 a month in Social Security and could only get $41 in food stamps. That’s just not right and I believe we
have a responsibility to take care of our seniors.” Wise said that for many it is a choice between buying food this month or their medicine. “They don’t have money for both and that is where we come in,” Wise said. “We feed 85 families a month through Grace Center, and I would say 75 percent of those people are elderly because we put our elderly first.” A food distribution truck comes once a month with a month’s supply of food. This food, is, in turn, distributed to those in need. “We are here first and foremost to help our seniors,” Wise said, “We distribute our food first to the seniors, second to the married couples with children who work and third to single parents who work.” If you don’t work – don’t bother coming to Grace Center looking for help. “We tend to penalize our people who do work because they can’t receive any help, even though they might not even make enough to feed
their family working two or three jobs,” Wise said. “However, if they don’t work, they receive all kinds of help. The system is just all backwards and it is not taking care of the ones it should be.” Grace Center also offers a free meal and concert the first Saturday of every month. It is able to offer these free meals and the meals throughout the year through the fundraising efforts which go on all year long. “Our Gospel group, Saved by Grace, singing at various churches or events and the money we raise we put right back into the center,” Wise said. “The other night we played a concert and were paid with 50 pounds of bass, so we will be having a fish fry one of these days.” This Saturday, however, Grace Center will be serving a pancake and sausage supper prior to its program and everyone is invited to attend. Free will donations are accepted and go right back into the center.

Coupon booklets may be obtained at the Jersey County Health Department, 1307 State Highway 109, Jerseyville, Monday through Friday from 8:30 a.m. until 4:30 p.m. Coupons are available while supplies last, and are limited
to one booklet per person per season. Participants are required to complete an application to receive the coupons. Maximum annual income is $21,590 for single person household and $29,101 for a household of two; $7,511 is added for each additional household member. Andrew Hartley of Divernon graduated May 30, from Auburn High School. Commencement ceremonies were held on the UIS campus in Springfield. Hartley was named co-valedictorian of the class of 2014, he was also recognized as being a Commended Student by the National Merit Scholarship program, an Illinois State Scholar, and a gallon blood donor. His high school activities included band, track, Scholastic Bowl, WYSE, and Envirothon. He will attend Lincoln Land Community College majoring in Aviation Maintenance. Hartley is the son of Joan Pluester Hartley, formerly of Hardin, and is the grandson of Celeste Pluester of Hardin.
IDNR launches 'State Parks, Great Parks' initiative Illinois Department of Natural Resources (IDNR) Director Marc Miller launched June 13 a new initiative aimed at using dedicated funds to make Illinois state parks great parks. During the last year, the agency has been using new sustainability funds to hire more staff and replace aging maintenance equipment at state parks. The “State Parks, Great Parks” initiative will continue the effort to rebuild the Illinois State Park System this summer with infrastructure improvements throughout Illinois. “We were entrusted with new revenues to improve our parks through the passage of the sustainability bill in late 2012, and we are using those funds for the purposes for which they were intended. Illinois has wonderful natural beauty, and this early investment is the beginning of making our state parks great parks,” said IDNR Director Marc Miller. Visitors at many state parks are beginning to see visual signs of

In an ongoing effort to improve online customer service, the IDNR has made several enhancements to its website, including today’s launch of the “State Parks, Great Parks portal,” which will allow visitors to more easily find information on state parks or outdoor activities, browse through new multi-media features, or reserve a campsite. In 2012, Illinois lawmakers approved a $2 fee increase on Illinois vehicle registrations which generates nearly $20 million annually in dedicated revenue for Illinois State Parks. The IDNR is using these much needed funds to begin to clear hundreds of millions of dollars in backlogged maintenance projects at state parks.
Performance Art with JPRD Jerseyville Parks and Recreation Department (JPRD) has two great opportunities for residents and visitors to enjoy some performance art this summer on day trips. Concert in the Garden trip is on Wednesday, July 16. Travel to the Missouri Botanical Garden to hear internationally renowned Nigel Mooney. His smooth jazz tunes are sure to get your fingers snapping and feet tapping! Before the concert, the group will stop for an early dinner at Zia’s on the Hill. After arriving and finding a spot for the concert, the group can embark on a self-guided garden tour before the concert starts at 7:30 p.m. Guests need to bring a blanket or folding chair. Outside food and coolers can be brought into the garden. There will also be food and beverages available for purchase. The cost is $45 per person and includes dinner, concert, tour, gratuities and transportation. The bus will leave the Susnig Center parking lot, located at 401 Mound Street, Jerseyville, at 2:30 p.m. and will return at approximately 11 p.m. Guests are asked to arrive at the Susnig Center, no later than 2:15 p.m. for an on-time departure. Preregistration is required and the deadline is Monday, June 30. Show at STAGES trip is on Wednesday, Aug. 13. Spend a hot summer afternoon with JPRD inside the Robert G. Reim Theatre in Kirk-
wood, Mo., for the performance of “How to Succeed In Business Without Really Trying.” This show brings big laughs as it showcases life on the corporate ladder. The group will enjoy lunch at Sweet Tomatoes prior to the show. The cost is $85 per person and includes lunch, show, gratuities and transportation. Debunking the myths about homeownership (StatePoint) As a result of the recent housing crisis, many potential homebuyers, especially firsttimers, are hesitant to enter the market. But if you’re holding back, evaluate why. Experts say your reasons may be based on myth. “Buying a home is more affordable than ever for families with stable incomes and good credit,” says Christina Boyle, Vice President and Head of Single-Family Sourcing & Relationship Management, at Freddie Mac. So before ruling out homeownership, get the facts. Boyle is offering some tips to help you sort fact from fiction. • Myth: I need to make a big downpayment, as much as 20 percent, to get a mortgage. • Fact: A 20 percent downpayment is not the golden rule. Generally you should expect to put down about five or 10 percent. Note however, you may be required to pay mortgage insurance if you make a downpayment of less than 20 percent. When deciding whether homeownership is right for you, don’t forget to consider other expenses like closing costs, property taxes, and maintenance costs. • Myth: I need perfect credit to buy a home and will never qualify for a loan. • Fact: In response to the housing crisis, banks re-evaluated the criteria for lending money to help put buyers in a more financially comfortable position and ensure they can afford what they buy. So while it’s true that getting a mortgage today requires a stronger credit history than in past years, you don’t need perfect credit. Keep in mind though, that the higher your score, the more options you have
when looking for a mortgage. • Myth: I don’t make enough money to own a home so I plan to rent for the long-term. • Fact: In many areas of the country, it is more affordable to own a home than rent one, especially as rents are rising fast. With a 30-year fixed-rate mortgage, you’ll have the certainty of knowing what your mortgage payment will be for 30 years, whereas rents could continue to rise. Despite these facts, note that homeownership is not necessarily the right step for everyone. If you move frequently or don’t have time for home maintenance, renting might make more sense for your lifestyle. • Myth: Mortgage rates are rising too fast and I’ve missed the window of opportunity to buy. • Fact: While mortgage rates have risen over the past year, they are still at near historic lows, with a 30-year fixed mortgage under 4.5 percent at the start of 2014. These rates make homeownership very affordable. For comparative purposes, in 2000, rates averaged eight percent; and in the 80s, they spiked to 18.5 percent. To put that in perspective, a mortgage payment on a $150,000 loan at today’s 4.5 percent is $760 per month, whereas in 2000, it would have been $1,100 (not including taxes and insurance).
