Charges filed in Kampsville break-ins By Bob Crossen Calhoun News-Herald Charges have been brought against two individuals who authorities believe are involved in a series of attempted burglaries in northern Calhoun County. Penny M. Rinehart, 32, and Manuel Pressey, 45, were each charged with two counts of residential burglary, one count of attempted burglary and one count of theft of more than $500. Pressey was also charged with burglary. On or about June 18, court documents indicate Pressey and Rinehart allegedly entered into a dwelling place located at 61 Alexander Subdivision off Route 100 “with the intent to commit therein the offense of theft.” The offense is a Class I Felony, which could land between four and 15 years of prison time for those found guilty. In the second residential burglary charge, both Rinehart and Pressey allegedly entered into another building located at 9 Alexander Subdivision
off Route 100 with the intent to commit theft. In the attempted burglary charge for each of them, court documents note those charged took a substantial step toward committing burglary in that they “tried to gain access to the trailer of Jeffery Haskell by using a screwdriver to pry the door open.” Court documents state the act is a Class III Felony carrying two to three years imprisonment with a possible extended sentence of seven to 14 years. Sheriff Bill Heffington said his department initiated the investigation into the residential and attempted burglaries in mid-June and found similarities among some of the cases, which suggested the same person or group of people committed the crimes. “Every burglary case had similarities in their style of how they do things,” Heffington said. “The breakins were similar with a small screwdriver or small pry bar. However, he said it is common for the crimes to be committed in the northern part of the county due to the isolation of each home. The sheriff said the department sweeps through the area regularly to deter such crimes from being committed and will continue to patrol to prevent burglaries and thefts from county residents.
Rinehart and Pressey were also charged with theft of more than $500 on or about June 14. They “knowingly and without authorization took control over property of Thomas L. Claussen,” according to court records. Among the items taken from Claussen were a 20-inch Homelite chainsaw, a Makita electric saw, red Craftsman lawnmower with rear bagger, an ammo box with one New Oregon 20-inch chain still in package and two 20-inch chains, screwdrivers and other tools. Wendy Eilers, The Foundry Art Centre artist, is excited to put on a show showcasing her own artwork. Although she’s displayed her works in galleries before, she said the focus was never predominantly on her work. She grew up in Madison County where she wasn’t particularly interested in art until high school. That’s when a teacher, Ann Pastrovich, introduced her to water color. After learning how to paint water colors from Pastrovich, she said painting became a hobby. Her education continued through Eastern Illinois University where she studied art, and she started a job where she would travel around on a regular basis. She lived in Cincinnati before moving to New York City, and all the while, she painted in her free time. At the Foundry Art Centre in St. Charles, Mo., Eilers – who moved back to the area around a year ago – has an open, public studio where visitors can watch her paint in person. She said she likes to teach the guests about how she completes her work, and focuses on lessons about patience and appreciation. Calhoun County has been her most appreciated subject in the past six months. Since January, she said she has been traveling to Calhoun County once a month to take pictures of barns, the rolling countryside hills and houses. “I could not be more excited to be painting things like barns and farm landscapes because that’s how I was raised,” Eilers said. “When I moved to New York or downtown Cincinnati, I feel like we’re told to
suppress our farm background we might have, so it’s really fun to let that come out.” The photos, she said, may seem mundane or ordinary for those who live in the county, but to those in other areas, they are fascinating. She hopes her opening at Stone Bridge Valley in Michael will inspire people to look around themselves and appreciate what they see.

Wendy Eilers The Foundry Art Centre artist All of Eilers’ paintings at the gallery are based on photographs she took while touring the county, and some were so secluded that residents of the county were unsure of where the photographs were taken. “For me, the Calhoun County paintings I’ve been doing have been some barns that people probably have never paid attention to,” Eilers said, adding she was revisiting some of the sites with the gallery owner Monday. “We’re in the car on a scavenger hunt so I can take them back to where I took the photo.” After finding the picture she wants to take, Eilers said she plans out how to effectively paint the image. She makes a list of what to do, ordering the darkest parts of the image as the final aspect to be painted. By Bob Crossen Calhoun News-Herald There will be fewer opportunities for deer hunters throughout the area this year as the Illinois Department of Natural Resources has reduced the number of firearm permits for certain counties. Tim Schweizer, IDNR spokesman, said the reductions are due to IDNR’s desire to control the population of deer in the area. “One of the ways we can manage the population county by county is to vary the number of firearm permits they’re issued. Those are tweaked regularly. We examine deer management every year,” Schweizer said. “This year there’ll be some counties that will have their firearm deer permit quota reduced as a result of seeing the herd reduction goals – that we had set a few years ago – achieved.” In a press release issued July 22, IDNR announced that it would also close the late-winter antlerless deer seasons in 20 counties throughout the state. Pike County was struck with the greatest loss of permits for the eithersex quota fire arm permits and antlerless only permits. In 2014, 4,000 either-sex permits will be issued, which is a drop of 500 from 2013. There will be 1,200 fewer antlerless only permits, bringing the total available to 2,500. Despite those reductions, Pike will still have an open late winter season, unlike Calhoun, Greene, Jersey and Scott counties. Calhoun County also dropped greatly in the number of firearm permits available with 300 fewer in the eithersex category and 850 fewer antlerless only permits. Jersey County will remain the same in permit numbers as last year while Greene will have only 1,800 either-sex permits and 1,300 antlerless only permits. Scott County offers the fewest permits this year with 700 in each category. That is a drop of 100 permits for both either-sex and antlerless only permits. In total for the state, 266,285 permits will be issued in 2014 compared to the 277,585 issued last year. That is a reducC

By cross-referencing the cases with Pike County officials, he said the information sharing
“pretty much helped break this case.” According to Petty’s email, both waived extradition from Arkansas and remain in the custody of the Pike County jail. Pressey’s bond was set at $250,000 while Rinehart’s was set at $50,000. This is not the first time Calhoun County has been related to crimes with ties to Arkansas. In Feb. 2013, an Arkansas pair attempted to sell a stolen tractor to a Calhoun County resident and business owner.

The board thoughtfully considers every objection received from law enforcement agencies, and we believe that these emergency rules will provide a more defined framework on processes and procedures that impact applicants and the public,” CCLRB Chairperson Robinzina Bryant said in a press release. Information received from the state police states CCLRB members have been named in federal and state lawsuits, and ISP anticipates the volume of litigation would continue until a regulatory process strengthened the statute. Overall, however, Jones said he’s been impressed with how swiftly the concealed carry permit process has come along. He said the most common problem he’s encountered arises when there are discrepancies between an applicant’s driver’s license, firearm owner identification (FOID) card and current address. “They’ve been getting their permits in 30 to 40 days,” Jones said of applicants who correctly submit all requested information. “I’ve actually had people who didn’t put the fingerprints in, get their permit.” Jones will actually help participants in his concealed carry classes fill out and submit the application at the conclusion of training, at no charge. Painting the Joe Page Bridge, she said, was one of her favorite painting experiences. The rigid structure of the trusses and the architectural mathematics forced her to keep a watchful eye on her perspectives and angles. “It’s very industrial. It’s a lot of shadows,” Eilers said. “I like that mathematical part of it.” Many of her works have a similar quality, focusing on the architectural perspective of a building. A support beam on a front porch may be tilted by the weight it bears, or the wooden posts of a wire fence may have collapsed under the burden of snow. Many of her works prior to the past few months were smaller in size – she even sold some of her smaller pieces when she lived in Ohio – but the gallery opening forced her to experiment with bigger canvases and produce her work at a faster pace to prepare for the show. “I had to do a painting a week, and I have a full-time job,” Eilers, who is a project manager at the Federal Reserve in St. Louis, said. “I’ve learned so much about how to do things as an artist. It was just such a wonderful opportunity.” Eilers said she hopes to pass on that inspiration to those who visit the gallery Saturday, Aug. 2 to see her work. “One of my goals on some of the pieces was to say, ‘Look how simple this water color can be, and it’s maybe something I would try to do,’” Eilers said. “I wanted to show everything is worth being painted.” The show opens at 4 p.m., and her work will be on display through Aug. 24. It’s peach season in Grafton, and that means it is time for the Peach Festival at Pere Marquette Lodge. The festival takes place once a year at the historic landmark and attracts visitors from all over the region. From young children to those who have been sampling peaches for decades, the festival offers a chance to enjoy a free family outing and sample some of the most delicious peaches in the country. Local peach growers from all over the area will be presenting their carefully tended peaches for visitors to sample and purchase. But there is more to the Peach Festival than just peaches. Festival goers can also pick up a variety of other fresh produce, enjoy live music, sample some peach wine and even grab some lunch in the lodge’s restaurant which is known for its perfectly prepared fried chicken. A clown twisting balloons will be entertaining the crowds along with a variety of craft vendors and artisans. Kids can participate in special activities while others can learn about the history of peach farming from a documentary that will be playing during the festival. The Peach Festival will take place on Sunday, Aug. 10 from 11 a.m. until 3 p.m. at Pere Marquette Lodge & Conference Center. Entry into the Festival is free and open to the public. St. Norbert School hosting Open House Students attending St. Norbert School are invited to an open house on Thursday, Aug. 7 beginning at 7 p.m. During the open house students in grades kindergarten through second grade will be asked to attend a brief orientation with their teachers. Mrs. Sarah Sabol, kindergarten teacher, will hold an orientation session beginning at 7 p.m. for all Montessori kindergarten students. This orientation will take place in the upstairs classroom of St. Norbert School on the west end of the hall. Ms. Lacey Kamp will conduct an orientation for first grade students beginning at 7:30 p.m. in the second basement classroom. Mrs. Baalman will have a meeting for second grade parents in her classroom also beginning at 7:30. Parents and students are encouraged to attend. Students in grades 3-8 will have an open house forum beginning at 7 p.m. Students may come and drop off their school supplies and meet their teachers. No formal orientation will be held for grades 3-8. St. Norbert School’s first day of classes are on Monday, Aug. 18 with a 2 p.m. dismissal. Please keep in mind to drop off and/or pick up

Davidsmeyer opening Jerseyville satellite office 100th District State Representative C.D. Davidsmeyer has announced that he opened a satellite office at 100 S. State Street in Jerseyville on Monday July 28. “I work daily to reach out to every part of the 100th district,“ Davidsmeyer said. “I look forward to having a place to call home in Jerseyville as I continue representing our communities.” This office is the same as used for many years by former State Representatives Jim Watson and Tom

Writing can help us deal with many of life's problems. Many teenagers have weathered the storm and stress of those turbulent years by keeping a journal, and that same practice can help virtually anyone who can express him or herself in writing. Writing about our fears and anxieties has a way of making them a little less scary and often gives us insight into how to resolve the situation. It can also be helpful to write about our lives in a way that essentially rewrites the story. Someone who is feeling a lack of courage might write about themselves displaying courage. We all have stories to tell, and in thinking about our lives we have a tendency to place our lives into an overarching narrative. That is, we tell ourselves a particular story that makes sense of our life. The story we tell as a teenager is likely to be very different from the one we tell in our twenties or thirties, and there is obviously some wisdom to periodically updating our story. What is the story that you currently tell about your life, and how would you like to see it changed? As we get older, and especially as we approach our "golden years," we should think more about whether our story really does fit the life we have lived, and the story that we hope our life will someday tell. We should also remember that the final version can't be written until our life is complete.

The weekend of the Batchtown Picnic was enjoyed over the weekend of July 26 and 27. The Batchtown St. Barbara Church entertained visitors with great food, music and games. The annual event is a tradition as all the picnics and dinners all over the county. It’s nice to support our churches and have a good time. Elise Kirn’s daughter, Bev Williams and her daughters Kellie and Alissa, and her son Ted Franke all helped with the slaw making at the picnic. Mary Lou Klockenkemper of Lakeland, Florida attended the Batchtown Picnic. She met other family members from other parts of the county to enjoy the picnic. Some of them were Paul and Joan Klockenkemper, John and Eula Mae Klockenkemper, Jerry and Ginny Klockenkemper, and Becky, Adeline and David Klockenkemper and others who came who were relatives and friends of the family. Car show, K-9 demonstration highlight Sunday’s DARE event By Robert Lyons Calhoun News-Herald The bright, shiny paint and glistening chrome of dozens of classic cars will surely seduce travelers on Jerseyville’s State Street this weekend. The Jerseyville Police Department DARE Car, Truck and Motorcycle Show will be back Sunday for its fourth year, bringing with it the best elements of the first three events. In addition to 15 classes of automobiles on display, there will be entertainment, food, games and vendors. Jerseyville DARE Officer Sgt. Scott Woelfel said the car show – held in the parking lot of Jersey Community High School – has evolved into quite an event over the first three years. “The work of Kelly Orban from the Street Machine Association is the reason why we are where we are today with this car show,” he said. “She really works hard to drum up business and get guys and girls to bring their vehicles up, and put on a nice little display.” The Jersey County Street Machine Association coordinates
the show and then donates all the proceeds to the DARE program, which focuses on helping students in Jersey County schools make safe and responsible choices regarding drugs, tobacco and alcohol. The show raised $1,600 last year for the DARE program. Woelfel said that covers a major chunk of the cost of running the program each year. For the second consecutive year, the car show will feature a police K-9 demonstration, led by Jerseyville Police Department’s Officer Danny Green. Other K-9 officers from around the area will also participate in the show, which begins at noon. “They put on a pretty impressive display,” Woelfel said. “Officer Green is extremely well versed in being a K-9 handler. They put on a drug search display and they usually put on a bite display.” Woelfel said by appealing to a wide variety of interests, more people are inclined to come out to the show. He said the K-9 demonstration was the perfect addition. “I think if you get things other than cars to get the kids excited and get them to come take a look
at it, I think it’s more productive and you get a little better turnout,” he said. The JCHS boys soccer team will be serving food at a concession stand, with pork chops, hot dogs, and bratwursts. Other vendors will be on hand, as well, selling various items. But, the focus, of course, will be on the cars. The 15 classes are broken down by year, vehicle type and even by manufacturer. “We have a high school division this year, where younger kids are putting their vehicles in it,” Woelfel said. “That gives them a chance to participate with the adults and show off their skills and their vehicles.” Awards will be given for the top three vehicles in each class. Registration for the car show begins a 8 a.m. and continues until 11:30 a.m. Judging begins at noon. The show will conclude around 3 p.m. Spectators may enter the show for free. Free program offers advice for creating pollinator habitat An alarming decline of bees and other pollinators - responsible for a good portion of the food we eat - will be addressed in a free workshop at The Nature Institute. Trees Forever’s Pollinator Habitat Conservation workshop is set for 1 to 4 p.m. Saturday, Aug. 2, in Godfrey. Farmers, homeowners, conservationists and others interested in creating pollinator habitat are invited to attend. Topics include prairie restoration, site and plant species selection, maintenance, urban spaces and plant identification. Cost-share grants for landowners to install habitat plantings through Trees Forever’s Illinois Buffer Partnership program also will be discussed. Debbie Fluegel, Trees Forever program manager and field coordinator, noted that pollinators are responsible for every third bite
of food we eat. “While many animals contribute to pollination, bees and other insects do the bulk of the work,” she said. “Bees are considered a ‘keystone’ species because of all the work they do for all other species.” Patti Brown, Education Director of The Nature Institute, will lead the workshop with Fluegel and Barb Grabner-Kerns, Illinois field coordinator with Trees Forever. Brown noted that the alarming decline of pollinators has happened over the last few decades. “This is mainly due to three things: loss of habitat, increased use of pesticides, and diseases and parasites,” she said, adding that the workshop is one way to address those issues. The Pollinator Habitat Conservation Workshop will be held from 1 to 4 p.m. Aug. 2 at The
Nature Institute, 2213 S. Levis Lane in Godfrey. There is no cost, but space is limited, so register early to reserve your spot. Regulators charge Chicago area doctor with medical cannabis violations The Illinois Department of Financial and Professional Regulation (IDFPR) urges both physicians and members of the public to be cautious about setting up or visiting socalled “medical cannabis clinics.” The Department issued this warning in the wake of filing a formal complaint against a physician for violating the Medical Practice Act and the Compassionate Use of Medical Cannabis Pilot Program Act. While regulations for growing, dispensing and registering patients for the legal use of medical cannabis were approved by a legislative committee on July 15, no licenses have been issued for growing or dispensing cannabis and no physician certification forms are yet available. Patient, caregiver, and physician certification applications will be available in August, and those interested will be given several weeks to prepare their applications prior to filing. In the meantime, until Physician Certification Forms are issued by Department of Public Health, no Illinois-licensed physician may certify patients for legal purchase of medical cannabis. Patients suffering from the illnesses or symptoms listed in the Compassionate Use of Medical
Cannabis Pilot Program Act should use this time to discuss the pros and cons of medical cannabis with their treating physicians and determine whether the use of the product will improve their quality of life. Unlike laws in many other states, Illinois’ Compassionate Use of Medical Cannabis Pilot Program Act only permits a physician who has a bona fide physician-patient relationship and is treating the patient’s qualifying debilitating medical condition to certify them for use of medical cannabis. “The decision to use medical cannabis as part of a patient’s ongoing treatment still requires adherence to appropriate standards of care. Patients and physicians should be careful when a business holds itself out exclusively as a ‘medical cannabis clinic,’” IDFPR Acting Secretary Manuel Flores said. “We will continue to aggressively prosecute people taking advantage of patients who may be eligible for medical cannabis.” Regulators recently filed a formal complaint against Dr. Joseph Starkman for establishing a cannabis clinic and operating that clinic in violation of both the Compassionate Use of Medical Cannabis Act and
the Medical Practice Act. IDFPR learned that Starkman had established himself, and his business as a cannabis clinic, doing business as “Integr8 Illinois.” The complaint asserts that in late 2013, Dr. Starkman required a 79-year-old patient to pay a fee of $250 before his appointment. He then met with the patient and accepted medical paperwork that showed he had been diagnosed with glaucoma by another doctor. Dr. Starkman spent about 35 minutes with the patient, declared him eligible for medical cannabis and promised to mail him an official certificate for use at Illinois licensed cannabis dispensaries. Dr. Starkman did not perform an eye exam of the patient. In January 2014, the patient received what appeared to be an official State of Illinois Physician certification document, including the Seal of the State of Illinois and contact information for the Illinois Department of Public Health. That certificate was not issued by IDPH and is not valid for the purposes described. Reservation information now available online for Illinois controlled pheasant hunting program Controlled pheasant hunting opportunities will be available at 20 Illinois Department of Natural Resources (IDNR) sites this fall, and the 2014-15 season dates and permit reservation information are now available online. Sixteen of the sites are operated by the IDNR, while four other sites are operated in a public/private partnership arrangement between the IDNR and concessionaire T. Miller, Inc. “Now is the time to begin planning for participation in our controlled pheasant hunting program this fall,” said IDNR Director Marc Miller. “Thousands of hunters enjoy the opportunity to experience pheasant hunting through our controlled pheasant program each year. It also provides youth hunters with an ideal opportunity to have a successful hunting experience.” The online permit reservation system for 15 IDNR-operated sites opens on Aug. 4, and permit information, season dates, and other information are now available. Detailed information and permit reservations are available now for the four sites managed by T. Miller, Inc. Hunters need to review the application instructions and season information accessible online prior to submitting an application. On IDNR-operated sites, the daily permit fee for the controlled pheasant program is $30 for resident hunters and $35 for nonresident hunters. The daily permit fee applies to each hunter. Hunters will be required to pay for reserved permits in advance over a secure Internet system using an American Express, Discover, MasterCard, or Visa credit card. The credit card account will be billed when hunters submit an application. A transaction fee of $2.50 will be assessed for each application, except for applications submitted for the Illinois Youth Pheasant Hunt. The public/private partnership
controlled pheasant hunting areas are Chain O’Lakes State Park in Lake County, Silver Springs State Park in Kendall County, Ramsey Lake State Park in Fayette County, and Horseshoe Lake State Park in Madison County. Information about controlled pheasant hunting at these sites is available on the concessionaire’s website at www.tmillerinc.com or via a link on the IDNR website at www.dnr.illinois.gov. Of the 16 sites operated by the IDNR, six provide only the Illinois Youth Pheasant Hunt opportunity for young hunters between the ages of 10-15. Those six sites are the Clinton Lake State Recreation Area in DeWitt County, Edward Madigan State Fish and Wildlife Area in Logan County, Mackinaw River State Fish and Wildlife Area in Tazewell County, Pere Marquette State Park in Jersey County, Sangchris Lake State Park in Christian and Sangamon Counties, and the World Shooting and Recreational Complex in Randolph County. Nine sites provide lengthy hunting seasons for hunters, as well as special hunting days for young hunters. Those nine sites are Johnson Sauk Trail State Park in Henry County, the Des Plaines State Fish and Wildlife Area in Will County, Kankakee River State Park in Kankakee County, the Iroquois County State Wildlife Area, Moraine View State Recreation Area in McLean County, Sand Ridge State Forest in Mason County, Jim Edgar Panther Creek State Fish and Wildlife Area in Cass County, Eldon Hazlet State Recreation Area in Clinton County, and Wayne Fitzgerrell State Recreation Area in Jefferson and Franklin Counties. The Green River State Wildlife Area in Lee County provides 15 days of controlled pheasant hunting during a season that extends from early November until just before Christmas.

IDNR-operated controlled pheasant hunting sites will continue to have a portion of their hunter quota allocated to standby hunters. Standby hunters acquire permits and pay permit fees at the site hunter check station on the day of the hunt. Standby permits are also available for the Illinois Youth Pheasant Hunt if the site hunter quota is not filled by young hunters with reserved permits prior to the hunt date. Hunters without computers are encouraged to gain access to the controlled pheasant hunting online reservation system by checking with family or friends with a computer or by using a computer at their local public library. Nine members of the Brussels Lady Raiders basketball team traveled to Rolla, Mo., from July 17 through July 19 to participate in an annual three-day Licking Summer Camp shootout that originated in 1993. Participating team members were Erika Odelehr, Makayla Friedel, Marissa Kuhn, Madison Wilman, Allison Klaas, Baylee Kiel, Alexa Pikesley, Jeni Ohlendorf, and Lily Schleeper. Steve Schulte is their coach. This was the Lady Raiders first
time attending the camp in which 52 teams from six states competed. The Brussels High School team, with enrollment of 45, was underestimated by the larger schools they faced with enrollments ranging from 230 to 750. During the first two days, the team played 30-minute games consisting of two, 15-minute halves. On Saturday morning, the team took part in a situational scrimmage and to wrap up the experience, the teams participated
in a single-elimination tournament in the afternoon. The Lady Raiders advanced to the winner’s bracket of the tournament and in the final game they faced off against a team from Pea Ridge, Ark. The Brussels team was leading by two when the opposition swished a 3-point shot at the buzzer to give the team a 7-3 record overall. The girls’ summer camp package also included mini golf, go karts, a float trip and meals at local restaurants.
