Former Kampsville trustee faces drug charges in McLean County By BOB CROSSEN Calhoun News-Herald A former Kampsville village trustee faces three felony drug charges and allegations of sexual assault after his arrest Aug. 22 in Normal. Michael F. Dean, 56, of Kampsville was charged with manufacturing and delivery in close proximity to a school, manufacture and delivery of a Schedule III drug and possession of up to 15 grams of a controlled substance. Dean was a elected to the Kampsville village board of trustees in 2001 for a two-year term and again in 2003 for a four-year term. Chris Brown, Bank of Kampsville CEO, said Dean was also a board member for the bank in the past, but is no longer associated with the company. He did not comment on the arrest. Kirk Ijams, assistant police chief in Normal, said Dean was arrested at a motel in Normal Aug. 22. Officers were responding to a call made at 1:37 a.m. An article in “The Pantagraph,” a daily newspaper in BloomingtonNormal, reported officers responded to the scene due to a complaint from a man claiming Dean attempted to sexually assault him. Among Dean's possessions, the news report states, officers found a bag belonging to Dean containing prescription drugs and digital photos

Golden Eagle Gun Club earns national trophies

By BOB CROSSEN Calhoun News-Herald The Golden Eagle Gun Club added more trophies to its case when it snagged three titles at the national championships in Sparta, July 19. The club, which has shooters from Calhoun, Grafton and Godfrey, took second, third and fifth place at the Scholastic Shooting Sports Foundation National Championships after taking first in two divisions and a third in the rookie division of the state championships. Doug Wilschetz, head coach of the team, said he is happy to be a part of a team that reaches such accomplish-

ments. “It feels absolutely terrific. This is not our first time there at the nationals, but each time we go and each time we participate, the fact that we place and bring home a trophy is just pretty cool,” Wilschetz said, adding the support from parents has been invaluable. The youngest of the shooters, he said, have performed outstandingly well this year, and with each new season, he said the youngsters get better. Wilschetz attributed their success to not over-thinking their shots and just having fun. Safety is the main concern for the team, he added, but fun is a close second. (See, gun club, A2)

By BOB CROSSEN Calhoun News-Herald A former Hardin police chief, anA former Hardin police chief, and his wife, have been selected as this year’s county fair parade marshals. Jim Franke and his wife, Bonnie, were named as marshals for the county fair this year, and Terry Strauch, fair board president, said the two were chosen for their time spent serving the community of Calhoun County. Jim Franke said he is happy to be named parade marshal for the county fair, adding he will treat it like a regular day. “It’s another day for me. It’s a good deal because you probably only get it once in a lifetime,” Jim said. “Some never get it, but it’s fortunate that we did get it.” He said he hasn’t been as involved in the community as he once was, especially after knee surgery, but for 30 years he served as an Illinois State Police officer after first being accepted into the force in January 1964. He spent time working in the Chicago area before returning to Calhoun County, where he was stationed as a trooper when District 18 in Litchfield was first established. After retiring from ISP, he accepted a spot as the Hardin police chief, a position he filled for 10 years. said a lot of those memories blended together. “There were a lot of good times and some sad times. Sad times I don’t like to think about, but you never forget them,” Jim, who also spent two years in the Marine Corps, said. He said he had to have knee surgery and has a hard time walking,

Bonnie said she is honored to be named parade marshal. She was a long-time fair board member, and prior to her involvement in the fair board had a hand in the Calhoun County Fair Queen Pageant. “I was just flabbergasted when we got the call, and I really didn’t

understand why, because we’re just like everybody else around here,” Bonnie said. “But it is an honor and we’re really grateful for all this.” Bonnie was a teacher in the Calhoun School District and coached softball when her daughters were in the program, and she still loves the sport as is evident by her religious following of the St. Louis Cardinals. Strauch said the county fair will not be vastly different from past fairs. However, he said, the board has listened to desires from county residents and created an arm band used for unlimited rides. “We have a new carnival this year,” Strauch said. “And we had a lot of requests in past years from our people that they would like to have an arm band. So we talked to this carnival, and we’re going to have one night of arm bands.” The band will cost $20 Thursday night, he said, and allows those with a band to enjoy rides from 6 p.m. to 9 p.m. for the one-time cost, rather than continually purchasing tickets to the rides. As is the case each year, Strauch said he expects the truck pull to bring in a large crowd Saturday night after the Little Miss and Little Mister competitions. Thursday night, the talent show at 7 p.m., Junior Miss contestants will take the stage at 7 p.m. Friday, and the Miss Calhoun County Pageant will begin at 6 p.m. Sunday. Kampsville author starts book series with poetry collection By BOB CROSSEN Calhoun News-Herald Poetry and scripture are the core of a Kampsville author’s latest book as part of a series aimed at helping people through the journey of Christian living. “Songs of a Son: Heart-cries Along the Way” is the fourth book written by Rod Connell, a preacher and author who lives in Kampsville. The book – published by Tate Publishing and Enterprises – is a collection of poems he wrote to chronicle his Christian journey, and they are paired with bits of scripture as additional reflection. “My wife likes it because you can read a page, think about it and then go on about your business,” Connell said. “People aren’t reading long books that much anymore.” “Heart-cries Along the Way” is the first part in the “Songs of a Son” series of books Connell is writing. He said this book focuses more specifically on his personal journey as a way to express that everybody has their ups and downs. The

format of the book is a metaphor with sections relating to mountains, valleys, wilderness and flatlands. “I feel like in the end, [the poems are] a reflection of my walk with the Lord, so to speak,” Connell said. “We all have to go through experiences that are high and great, and other times we’re being tested. That’s why I talk about spiritual terrains. You get these insights and revelations at high points, and then you start trying to live day-to-day life and sometimes they’re difficult to implement.” The next two books, he said, will build on the structure created by the first book with themes on preparing for heaven and living spiritually, day to day. A student of many religions, philosophies and theologies, Connell said man has made scripture more complex than it needs to be. In his books, he aims to simplify some of the teachings and give context to the struggles people may face regularly in their life. Connell is a teacher at First Fruits Mission Bible Training Center in Jerseyville, although he has taken a break while working through health

doctor but strayed from the field when he felt like the profession was not his calling. He wrote bits of poetry from time to time as a line would enter his head. Those efforts were satisfying, he said, and his writing helped settle his religious beliefs. In an article from the July 31, 2013 issue of the Calhoun News-Herald, Connell said his writing was part of his search toward his greater purpose. “Once I saw what that purpose was. It was way, way beyond me and way beyond just going to heaven some day,” Connell said last summer. “Once I saw my eternal purpose, I began to see all my past experiences in a different light. The triumphs and the failures and all of it was this process we’re going through, and everybody goes through it.” “Songs of a Son: Heart-cries Along the Way” is available on Amazon or by visiting Tate Publishing and Enterprises’ website at tatepublishing.com. Connell said the fifth book is well on its way, and he intends to cap the “Songs of a Son” series with a sixth book.

Dinky fundraiser in the works BOB CROSSEN Calhoun News-Herald A historic figure of the riverfront community in Grafton is the focus of a committee intent on restoring a replica to be placed at the city’s visitor’s center and eventual museum. The committee – consisting of Bob Smith, chair, Ben Allen, Trudy Allen, Dennis Berry, Peggy Berry, Ed Amburg, Tom Wright, Mary Lillisve, Bonna Downey and Dianna Huttes – is in the early planning stages of a fundraiser aimed at generating money to restore and paint an exact replica of the Dinky that used to operate in Grafton. The Loading Dock will host a fundraiser Sept. 25 at 6 p.m. with music from the period when the Dinky ran, along with displays of the railbus’ history. The committee also discussed finding a small scale replica of the Dinky that could be placed on a set of tracks as part of the display. Final details for the fundraiser have not been set, but food will be provided by the Loading Dock. The committee hopes for a large turnout for a relic with ties to many communities in the area. “We want to include the other towns, too, and Principia,” Trudy Allen said, adding part of the effort includes having community members in the area work toward the restoration of the Dinky. Smith said an Alton auto body worker has shown interest in repairing and painting the side panels of the replica and Dennis Berry, committee member, has been tasked with finding railcar wheels for the bus. The bus to be used for the replica was purchased during an auction in California in 2012 from a bid by the city of Grafton in the amount of $18,000. It was sent to Montana where Tracy Kroon remodeled the grille of the bus to look like the original Dinky. The cowcatcher for the front is the next addition. The bus was not brought to Grafton until August of last year, and now the Dinky committee is hitting the ground to raise money to keep the project moving. The bus to be renovated is located in a warehouse at the Loading Dock in Grafton. From the outside, the bus is in good shape. There are few dents or breaks in the chassis of the vehicle, but inside the wooden floorboards have been torn up, seats have been ripped out and light fixtures along one side have been broken. Trudy Allen and Downey said the interior may be the last target area for repair, noting they would like to visit the original Dinky on display at the Missouri Museum

Bob Smith, Trudy Allen and Bonna Downey hold a photograph of the Dinky bus #206 which ran from Grafton to Alton along railroad tracks from 1939 to 1953. The three are part of a committee working to restore a bus into a replica of the railbus as an attraction for the city's eventual museum.

of Transportation in St. Louis for reference. The vehicle holds sentimental memories to some who live in Grafton, including the chair of the committee. Smith said he rode the rail bus to Alton – an approximately 40-minute ride – after school to meet his father when he was done with work. They would get dinner together in the city before his father would participate in a bowling league. “I rode it in the fall and winter of 1952,” Smith said. “Mom would give me two quarters, and with that I could ride the dinky and get two sodas at the bowling alley.” But the vehicle was also important to the day-to-day communications of Grafton, Elsah, Chautauqua and other communities along the railway located where the bike trail along the Great River Road is now situated. The back portion of the railbus was partitioned away from the passengers to carry mail to each of the towns along the track. When the Dinky was decommissioned in 1953, mail had to travel north around the bluffs to reach residential destinations. According to a newsletter from the fall of 1989 issued by the Illinois Traction Society called “The Flyer,” mail was delivered by steam trains which were replaced by the railbuses. That mail also reached Calhoun County residents.

(Continued from A1) “Some of those scores would be difficult for adults to shoot,” Wilschetz said. “We want this to be safe because you are handling firearms and we want you to have fun, and if we win something, that’s just a bonus.” Chuck Squier, coach of the younger team members, said the transformation the players make over the course of a few months is impressive. Some of the club members don’t even know how to handle a gun when they join, but by the time the season is over, they’re shooting at a competitive level. “These little guys are shooting very, very well,” Squier said. “When they come in – the first-year shooters – they don’t know anything. To watch how they, especially this group at nationals, to see how they improved over a course of about four months is just awesome, really. It makes us coaches feel good about it, too.” And similar to Wilschetz’s claim about the young shooters, Squier said the younger ones continue to get better each year, as evidenced by the group that took first and third place in the

Two teens spin the turntable with the Dinky on it to prepare the railbus for its return trip to Alton. The Dinky was a people mover and railbus along the river between Grafton and Alton from 1939 to 1953.

Maneuvering the Dinky was a labor in its own right, as well. When it finally got to the end of the line in Grafton, it would load onto a turntable – a spinning set of tracks – which was then pushed by hand to turn the railbus around to face Alton for the return trip, Smith said. “The Flyer” article claims the Dinky “evolved from a steam-powered passenger train service which served the traveling public between Alton and Grafton, Ill.” The steam powered engine trains became a financial strain to operate in the early 1930s when the rail company purchased a city bus which was converted into a railbus to cut costs.

rookie division at the Illinois Scholastic Clay Target Program competition July 14. Tony Rose, an intermediate division shooter, was awarded Top Gun at the national championship after hitting 199 of a possible 200 targets, as well. The national competition has approximately 3,600 shooters competing for top positions in the country. The size is a stark contrast to the national competition 15 years ago when there were only two days of events. Since then, it has grown into a weeklong event with competitors shooting sporting clays, skeet and pistols when they aren’t browsing the vendors or taking part in entertainment provided during down time. Although many of the shooters play baseball during the summer or compete in other sports, some of the shooters, Squier said, are not as athletically inclined as others. The Golden Eagle Gun Club gives them a means to satisfy their competitive desire. Wilschetz echoed that claim. “It’s kinda cool to be able to offer them that opportunity,” Wilschetz said. He bid no one a last farewell, Nor even said goodbye. He was gone before we knew it, And only God knows why. We often think of bygone days, When we were all together. The family chain is broken now, But memories will live forever. To us, he has not gone away, nor has He traveled far, Just entered God’s eternal home, And left the gate ajar. Hardin, Illinois

Illinois Gov. Pat Quinn recently announced capital investments of $3.8 million in Lewis and Clark Community College’s Godfrey campus. The funds will help construct a Montessori Childcare/ School building, maintenance building and control storm water runoff. The announcement is part of Gov. Quinn’s agenda to improve educational opportunities in Illinois, create jobs and drive the state’s economy forward. “Lewis and Clark has a rich history of innovation and service to the Metro East area, training students for in-demand careers,” Gov. Quinn said. “These investments will improve the campus, make life easier for students and staff, and set a sustainable water management example for the Midwest.” “We are so pleased to receive these funds, which will allow us to replace two of our aging, temporary buildings on campus, as well as allow us to further our sustainability initiatives in storm water management on our Godfrey campus,” said Lewis and Clark Community College President Dale Chapman. “These two buildings were once established to be temporary structures, but due to a lack of funding over the years, they have outlived their intended purposes. We have outgrown both structures, and know that these funds will serve to enhance efficiencies and needed storage for our facilities and grounds crews, and will provide an ideal educational environment for generations of children.” A new 16,000-square-foot educational and day care center building will be constructed to serve the children of Lewis and Clark students, faculty and staff. The existing 9,000-square-foot building will be upgraded and moved from the west to the north side of the Godfrey campus to improve access for parents dropping children off and picking them up. The construction will be funded with $1,663,000 from Gov. Quinn’s Illinois Jobs

Now! capital construction program and $1,705,169 from the college. Design work is currently underway, with bids to be released this fall and construction to begin in 2015. A new, 12,800-square-foot maintenance building will be constructed at Lewis and Clark to house the college’s maintenance, security and grounds crews and equipment. The construction will be funded with $1,536,600 from Illinois Jobs Now! and $512,200 from the college. The construction of both campus facilities will be managed by the Illinois Capital Development Board. Gov. Quinn also announced a $640,000 grant from the Illinois Environmental Protection Agency to reduce and control storm water runoff on campus. The Lewis and Clark Community College Storm Water Runoff Reduction Project will improve campus hydrology by installing porous/permeable pavers and native trees in the Haskell Hall parking lot on the Godfrey campus, and then directing the subsequent storm water outflow through Radiating Waves, an innovatively designed structure that serves as a functional and educational demonstration bioswale. Radiating Waves will further filter storm water before it reaches the impaired Piasa Creek. This green infrastructure improvement will help to absorb and infiltrate much of the untreated surface water runoff from the Haskell Hall parking lot and reduce the ground flow of sediment and contaminants reaching Piasa Creek via a tributary (unofficially named China Creek) that runs through campus. Faculty, students and others in the community are working together to monitor, restore and ensure the long-term health and sustainability of “China Creek” and its termini, Piasa Creek and the Mississippi River, the source of drinking water for several nearby

Illinois communities. “This IEPA supported project will improve the water quality in an impaired watershed and will educate and inform students and the community about storm water management best practices for years to come,” Chapman said. “Situated at the top of the watershed, Lewis and Clark Community College has the responsibility to be a good steward of the environment, and this grant will certainly help achieve that mandate.” This project advances the campus master plan as well as the college’s sustainability goals, and goes hand in hand with similar efforts with local and regional partners like the Illinois Green Economy Network (IGEN). IGEN is a consortium of Illinois community colleges whose mission is to provide a platform for collaboration among all Illinois community colleges and their partners to drive growth of the green economy. Lewis and Clark Community College is a proud member of IGEN, and recently became the lead college for their Freshwater Resources Consortium, that seeks to “expand research, public education and conservation of the freshwater systems that are of valuable importance to our state’s economy.

The college is also a recipient of IGEN’s TAA Grant that funded the creation of a Storm Water Management certificate. Lewis and Clark is equally proud of past storm water management projects with partners like SMS Engineering and Great Rivers Land Trust, like the pool and riffle structures and storm water detention ponds that have demonstrated successful leadership in effectively managing storm water on campus. The college also installed similar pervious pavers at its rivers research station known as the National Great Rivers Research and Education Center, and throughout a large parking area and along the main stretch of roadway, now known as “Eco Road,” which runs through the heart of the Godfrey campus. The Storm Water Runoff Reduction Project will further emphasize the college as a leader in this arena. The Lewis and Clark projects are part of Gov. Quinn’s $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest capital construction program in Illinois history, and is one of the largest capital construction programs in the nation.

IDNR receives $1.7 million grant to expand recreational access for youth, families The Illinois Department of Natural Resources (IDNR) will provide additional hunting, fishing, boating and birding opportunities for youth and families thanks to a federal grant awarded to expand the Illinois Recreational Access Program (IRAP). The IDNR will receive a $1.74 million grant from the U.S. Department of Agriculture’s Voluntary Public Access and habitat Incentive Program. The funds will allow the Illinois Department of Natural Resources to expand IRAP, a program that provides rental payments, habitat management plans and assistance on implementing restoration projects to landowners who agree to allow access for hunting, fishing, boat launching and other recreation. “One of the priorities of our agency is to expand access for outdoors recreation, especially for young hunters and anglers,” said IDNR Director Marc Miller. “With 95 percent of Illinois’ land area in private ownership, finding a place to hunt, fish or enjoy nature has been a growing challenge.” During the IRAP program’s first three years, 65 private landowners enrolled 13,000 acres in 29 counties. During this time, more than 300 young turkey hunters hunted on IRAP leased property, with the more than half of these youngsters being first time turkey hunters. The majority of those young hunters did not have

access to other hunting land. In addition, 75 habitat management plans have been or are in the process of being completed. Habitat management projects have been implemented on 3,100 acres of IRAP leased property. “We very excited about how these funds will help us add new hunting activities to the IRAP program,” said IRAP Manager Tammy Miller. “We are constantly receiving requests to add additional hunting actives and now we can.” The grant allows IRAP to be offered statewide. Previously, IRAP was available in 68 counties in the Illinois and Kankakee watersheds. The USDA made $20 million available out of the $40 million authorized under the 2014 Farm Bill for this round of applications. Selection was highly competitive, with 27 applications submitted requesting over $60 million. Illinois was one of only 10 applicants to receive an award. IDNR will begin enrolling landowners this fall. Youth and first-time hunters will be able to sign up for the expanded offerings in the summer of 2015. Like last year, youth turkey hunters will be able to sign up for spring turkey hunting this November. For more information on IRAP, visit: http://www.dnr.illinois. gov/conservation/irap/pages/ default.aspx

The gray wolf, American black bear and mountain lion (cougar) will come under the protection of the Illinois Wildlife Code on Jan. 1, Illinois Department of Natural Resources Director Marc Miller announced Monday. Senate Bill 3049, signed by Gov. Pat Quinn, gives the IDNR the authority to manage these species for the protection of both wildlife and public safety. All three species were present when settlers arrived in Illinois, but were all but gone from the state by the mid-1800s. Due to improved legal protections and habitat restoration, these species are returning to some of their former range in the eastern United States. “Wolves, mountain lions and black bears have been absent from Illinois for more than 150 years. As the populations of these animals continue to grow, we expect to see occasional individuals dispersing from their current ranges into Illinois,” said IDNR Director Marc Miller. “I want to thank Governor Quinn and bill sponsors Sen. Linda Holmes and Rep. Kelly Cassidy for their leadership. This law gives the Department the ability to create long-term management goals and to draft response protocols on managing humanwildlife conflicts with these three species.”

SB 3049 allows landowners to take a black bear or mountain lion if there is an imminent threat to lives and property. The law also allows landowners to apply for a nuisance permit to remove an animal that is not an immediate threat. The gray wolf already receives legal protection in Illinois from both the U.S. and Illinois Endangered Species Acts. In these instances, endangered species law will be followed. Due to its federal protection, rules for taking a gray wolf south of Interstate 80 are more stringent. South of Interstate 80, gray wolves may not be taken unless they present an imminent threat to people. Any other taking requires state and federal permits. Common questions about SB3049: Is Illinois encouraging the return of large predators? The Illinois Department of Natural Resources is not actively working to restore gray wolves, American black bears or mountain lions to Illinois. However, IDNR recognizes that occasional individual animals are likely to make their way here. A monthlong visit to northern Illinois by a black bear in June 2014 demonstrated the benefits of cooperation among state and local government entities in monitoring the bear,

but allowing it to remain a wild animal. The passage of SB3049 is a first necessary step that allows the Department to develop formal rules and protocols to manage these species. What will IDNR do to manage wolves, bears and mountain lions? Right now, IDNR biologists and the Illinois Conservation Police are working together to develop protocols for addressing interactions between people and wolves, bears and mountain lions. Conservation Police will share this information with local law enforcement agencies, the likely first-responders in the event of a sighting or nuisance call. Currently, Illinois Conservation Police officers are allowing these animals to go on their way unless they pose a threat. What are the chances of populations of wolves, black bears and mountain lions becoming established in Illinois? Re-colonization by these species is possible, although Illinois has relatively little suitable habitat in large enough blocks to support these animals. According to habitat models, only about 14.7 percent of Illinois’ area is suitable for black bears, 6.6 percent for mountain lions and 14 percent for

What can Illinois residents do to be prepared for encounters with these species? Property owners can avoid encounters with wildlife by securing potential food sources, including pet food, barbecue grills, trash and other sources. Bird feeders can be taken down temporarily in the event of a local sighting.

Charity Begins at Home

Many of us dream of going to faraway exotic places and helping the poor and downtrodden there. Perhaps we have even gone on a mission trip to a foreign country, or we've gone out into our own communities to help others, or we've donated money or supplies to help refugees elsewhere. This is all well and good, but if we are neglecting the people under our own roof we are missing a crucial point about charity. It is easy to love people at a distance; it can be difficult to really love and care for the people we live with. Family members, friends and roommates can grate on us with their annoying habits and just from sheer familiarity. Isn't the real test of whether you have God's love in your heart how you treat the difficult people you live and work with, the folks under your own roof who don't always express their appreciation and who know how to push your buttons, and seem to enjoy doing so? Charity begins at home. It's easy to be kind to those halfway around the world. Can we be truly kind to those we live with? –Christopher Simon But if anyone does not provide for his relatives, and especially for members of his household, he has denied the faith and is worse than an unbeliever. 1 Timothy 5:8

But then the hard part, we would have to leave you again. Jason, we make it through each day on the love you gave us The memories you left us, which is a treasure no one can take away. Calhoun News-Herald Calhoun is working to rebuild its football tradition under head coach Aaron Elmore and so far, the Warriors are off to a roaring start with a 22-21 win Friday night over Routt. The game was a nail biter, held at the Illinois School for the Deaf. Calhoun was behind 21-14 with 2:07 left in the game and scored on a pass from Blake Booth to Gus Baalman with 30 seconds to go. Coach Elmore was ecstatic about the win and said it was an excellent way to begin the season. He is also optimistic about what is ahead for his team. “It was a great way to start the year,” he said after the game.
