OPINION

Diamond Apartments of Jerseyville was among 21 affordable housing developments awarded a piece of the $26 million in funding from the annual Federal LIHTC program awarded through the Illinois Housing Development Authority. Specifically, this development was awarded an annual allocation of $1,142,000 in 9 percent low-income housing tax credits. Developers plan to use the tax credit to help build six two-story, garden-style buildings and one single-story duplex structure on site, as well as a community building. The development will consist of four one-bedroom units, 20 two-bedroom units and 26 three-bedroom units. The garden-style buildings will have a central breezeway providing access to each second story, and a small balcony or patio for each unit. A one-story community building will be located at the northwestern edge of the site, providing further gathering and workspace options for tenants along with office space for property managers. Onsite amenities will also include bike racks and ample parking, as well as ADA-compliant accessibility built in throughout the site and its units. It was said in a news release regarding the announcement that local area residents might recognize a similarity to the nearby Brookshire Estates apartment complex once construction is complete. When this development was announced though, it drew criticism from some residents concerned, among

Laborers work on the water pipes along Highway 67 as part of work on the Delhi Bypass. Crews have been working diligently on the Delhi Bypass, and that work has clearly paid off. Much of the work has been clearing the way for the eventual bypass, but it has still made great progress ahead of the typically frigid temperatures of January and February. Before the bulldozers hit the ground in early fall, this project has been in the works for a long time. Tree work had long been delayed due to protected bat populations, which use the trees for shelter in the summer months. As previously reported, despite the work, everything should be kept open to two-way traffic for the vast majority of the job. The bypass, which will eventually allow traffic on 67/255 to bypass Delhi entirely, is one stage of the larger highway expansion project, which is anticipated to alleviate traffic in Jerseyville as well as boost infrastructure in the region. Eventually, a bypass around Jerseyville is slated to be constructed, as the freeway continues its construction northward.

IDNR announces the firearm deer harvest totals By LUCAS GARDNER Jersey County Journal COVID-19 might have halted many activities this year, but it hasn’t slowed down the deer hunting in the region. In fact, there was a slight jump in this year’s totals from last year’s when reviewing the county numbers. In the region, some area hunters did better than others, but local counties showed an uptick in deer tags in comparison to last year. According to the IDNR (Illinois Department of Natural Resources) Deer Harvest totals, Jersey County had a seven-deer difference to last year with a total of 633 in 2020, with a majority of the deer hunting getting done in the first season. However, in other counties, namely Calhoun County, that difference was more stark. In Calhoun, the county had an increase of 72 more deer in the two shotgun seasons for a total of 777 this year. Pike had an increase this year with 58 more deer harvested for a total of 1,718.

Scott County’s deer harvest was slightly lower this year. Last year, Scott County harvested a total of 319 deer. This year, Scott County harvested 311. Greene County hunters harvested a few more deer this year with a total of 1,066. Last year, the harvest in Greene was 1,043. Although these numbers are pretty close to last year, the numbers weren’t expected to change much from last year’s harvest, based on what IDNR Deer Project Manager for Illinois Peter Schlichting said. “Because of COVID, Illinois has had a slight increase in permit sales. I expect we will have increased harvest for archery season since people have that time on their hands,” Schlichting said. As far as archery season, which started after Dec. 6, goes, it means during bow season, hunters could expect more company in the woods, especially state parks that allow hunting for those woodsmen who aren’t hunting on private land. A HEROINE OF THE HISTORICAL SOCIETY

The afternoon rain that fell on Jerseyville on Dec. 23 brought out the lettering on the memorial bench recently installed on the Jersey County Historical Society grounds to honor the life of Lorna Niemeyer Hagen. The historical society board sought to honor the memory of their fellow former board member, who passed away in June 2019 after a brave battle with cancer. While on the board, Hagen oversaw the historic Union Forest Church, which was constructed in 1920 in rural Jersey County. In fact, some of the earliest congregants of the small country church were Hagen’s family. The placement of the bench, just in front of the church, was fitting given her family’s history with the church and Hagen’s involvement in its care after it was moved to the society grounds. The stone reads, “Your life was a blessing, your memory a treasure.”

Tree of “Life” Recovery offers help though connection By CONNOR ASHLOCK Jersey County Journal While the coronavirus pandemic has placed substantial strain on both the mental and physical health of individuals around the country, it has also severely impacted the ability of support groups to reach those who were already struggling. This is especially true for addiction support groups, which under normal circumstances, provide resources and support to those trying to recover from addiction and keep from relapsing. But, one local woman is stepping up to make sure that there remains at least one resource amid the harsh circumstances of 2020. Christina Reynolds has started the Tree of “Life” Recovery group, which meets on Saturday evenings at 6 p.m. in the banquet room of the Olive Branch restaurant just south of Jerseyville. The first meeting was held Dec. 19. “Lately, COVID has brought such a shock to people, and those who struggle with addiction don’t have anywhere to turn to and are stumbling,” Reynolds said. “A lot of people didn’t know how to deal with it, and a lot of people struggling with addiction failed.” Reynolds was inspired to start the Tree of “Life” Recovery group by her own story of redemption. “What inspired me was the way my life is today. I know there’s hope for the next person that’s struggling,” Reynolds said. “What I hope to accomplish is to save at least one soul, that the Lord will use me to save just one person. Even if it’s just one, then I’ve accomplished what I set out to do.” Reynolds chose the name of Tree of “Life” Recovery because she intends for this group to be Christian-based. “The Lord is definitely the one who saved my life. I know for some people that’s not a format they’d prefer, but for those who are wanting to go that direction, we’re definitely faithbased,” Reynolds explained. Reynolds is open about her story and hopes that people will be inspired by it and more eager to step out and take their shot at overcoming their struggle. “I struggled for many years with addiction and failed many times until I surrendered my life to the Lord and let Him make decisions for me. At group meetings, attendees are to expect open discussion as well as talk of recovery methods, triggers and coping skills. Everybody is welcome, whether they struggle themselves or if someone they love is struggling and would like more information and connections to resources. “If I can help the next person, then I’ve served my purpose that the Lord has for me, and that’s bringing people with addiction, depression or anything they’re struggling with to Christ,” Reynolds said. “I was a struggling addict for 27 years, and I definitely do not look like I did then, so people who’ve known me to look that way, who can see the transformation, know that there’s hope for the hopeless.” Reynolds is aware that some might not want to attend an open meeting

Flagger struck in vehicle accident on Route 109 By JARAD JARMON Jersey County Journal

was waiting for the northbound traffic to clear, so he could release the southbound traffic. Clendenny was traveling south on Illinois Route 109. Police report Clendenny pulled out into the northbound lane and passed two stopped vehicles. Clendenny then attempted to get back in the south bound lane because of northbound traffic coming head on. She failed to see the flagger, Ryan, standing in the roadway with a stop sign and reflective vest and hit the flagger at a slow speed. Following the accident, Ryan was transported to an area hospital with minor injuries. Clendenny was uninjured and had no vehicle damage.

(Continued from A1) Even COVID can’t keep the hunters of the region down, and the archery season was projected to have more deer harvests based on the permit sales. Although harvest numbers are going up, they are still a far cry from what was seen in 2007, when Illinois had the second highest firearm harvest ever recorded for deer season with 117,755 deer harvested, making up more than 50 percent of the deer population taken, according to IDNR totals for that year. In contrast, most folks can recall a time when hunting wasn’t so easy, namely, the big outbreak of bluetongue disease also known as EHD (Epizootic Hemorrhagic Disease) in 2012. That year recorded the worst totals on record according to the IDNR, with 2,968 reported cases of the disease in 87 counties. This disease is caused by midges, which are flies that transmit the EHD virus. Luckily this year, EHD numbers were pretty low, according to Schlichting. Specific numbers

have not been released as of press time. “We keep track of recorded EHD (Epizootic Hemorrhagic Disease). We had low reports of breakouts this year. We had a couple cases, but not enough that we had to reevaluate the permit sales,” Schlichting said. According to Schilchting, EHD booms usually occur when there is a big rain followed by a drought, ideal conditions for the ponds where midges breed in the mud. This can impact totals on a countylevel, more so than the overall numbers in the state. The virus midges pass on to the deer gets its nickname because it causes internal hemorrhages in the blood vessels of deer. This causes the vessels, most visibly those in their tongues, to pop, which in turn causes a blue tongue. Overall, the region was on curve for this year’s deer harvest for shotgun season based on permit sales. Based on the sales of archery permits, locals might expect to have a good amount of deer to eat heading into the new year as well.

Should we have vaccination passports? W

e have certainly heard a lot of new words and terms in the past year, starting with COVID19, mRNA vaccines and social distancing. The most recent term spawned in this pandemic that got my attention was “vaccination passports.� “Vaccination passports� appears to have two references. One refers to being able to travel internationally if the traveler has proof that he has received a COVID19 vaccination. This type of “vaccination passport� has been in existence for years. All travelers to Ghana and Nigeria, for example, must have proof that they have been vaccinated for yellow fever or they will not receive a visa from those countries. The other “vaccination passport� refers to a much broader situation in which anyone who has received a COVID-19 vaccination should be legally able to move about without the usual restrictions imposed by the government; this is accomplished by having a certification or “passport� that this person has in fact received the vaccination. Some countries such as the UK, Italy, Estonia and Chile are already in the process of creating “vaccination passports� which would allow those who qualify by getting the vaccination to go to work, to travel,and to assemble with others without masks, social distancing and so on. For a variety of reasons, there has been no movement yet to allow “vaccination passports�

here in the United States. There are a number of scientific and ethical issues that complicate the development and distribution of “vaccination passports� for the general public. Looking first at the scientific issues, it is true that we have no historical basis yet to conclude that persons who have received a vaccination will remain immune indefinitely. As of the time I am writing this column in late December, the antibodies resulting from a vaccination appear to last at least three months; how much longer they will last, unfortunately, remains to be seen. Nor do we know, for sure, whether a person who has been vaccinated can still somehow transmit the virus to others. Despite these scientific issues still not being completely resolved, let’s face it: We simply can’t wait years to see what might or might not happen on the scientific side of these issues. Then we have the ethical issue against granting a vaccination passport to anyone who has received a COVID 19 vaccination. The ethical issue boils down to whether such a passport will further divide our population into those who, by virtue of social position, employment, race or ethnicity receive the vaccine before others get to receive it. or the past several years I have spent the first or second week of November hunting deer away from home. As all deer hunters know, these weeks are considered the best for having an opportunity to harvest a big buck. And while my area has lots of deer and is also home to some big ones, there are other parts of the country that hold even more giants per acre. So, I leave home and drive many miles in order to increase my odds. But since I rarely use an outfitter when I arrive at my distant destination, my first order of business is to figure out just where the deer are most likely to be. I scout, check maps and listen intently to any information the landowner has to offer. He or she is never wrong, and if they tell you to hunt on the top of an abandoned piece of equipment between the hours of 1:30 and 4, that is exactly what you do.

They live there. They see the deer day after day, and they have no reason to tell you a lie. I can remember an episode like that one year in Alabama. The rancher drove through his ranch and stopped about 50 yards from a cedar tree that was in the middle of a field. Next to the tree was a milk crate. He said to my friend and me, “One of you guys need to sit right there.� We looked at each other hoping the other would jump on the opportunity. My friend succumbed to my pitiful look and walked to the blue milk crate. I was relieved that he gave in until that night when he started bragging about his 11-pointer, and I was only bragging about my predictably placed tree stand that was set up overlooking a predictably placed green field that looked like it would be the perfect place for a deer to arrive.

Despite the argument that it is inherently unfair and unethical to grant vaccination passports before everyone has the opportunity to be vaccinated, there is a much stronger case, in my view, for allowing persons who have received the vaccination to be granted freedom now to go about their lives, whether you call it a passport or whatever. How unfair and perhaps unethical is it to deny people who have been vaccinated of the right to return to their normal lives as soon as possible? And how unfair is it to our society as a whole to make everyone stand down until the vaccine has been made available to everyone? Lisa (Rayls) Benton

Lisa Gail (Rayls) Benton, 51, formerly of Jerseyville, passed peacefully at 11:00 p.m., Wednesday, December 23, 2020 in Brighton. She was born on January 9, 1969 in Jerseyville, IL to Ronald and Thelma (Green) Rayls. Lisa had many passions in life. She enjoyed creating elaborate paintings, refurbishing antique furniture and crafting goods for family and friends. With her free time, she walked the lanes of antique stores to find items that spoke to her. Lisa was also very intrigued and interested in the unknown as she often went ghost and alien hunting with her friends. Since she was spiritual, she spent time collecting crystals and saging her home to cleanse the energy for she always wanted positivity. This positive light illuminated all that were around her, and her smile filled the room. She made friends wherever she went and held many lifelong friends. She had always dreamed of being a mother and had three children for whom she sacrificed her all. Her favorite pastime was spending time with her family and two pets, Maggie and Oliver. Lisa was a very caring person and her career highlighted that. She was 15 when she received her CNA (Certified Nursing Assistant) and later attended Jersey Community

Jeffrey Wayne Woods Jeffrey Wayne Woods, 60, of Bethalto, died on Tuesday, December 15, 2020, at Alton Memorial Hospital. Cremation rites have been accorded and entrusted to Anderson Family Funeral Home in Brighton. Cathy Short Cathy Lee Short, 58, died Wednesday, December 23, 2020 at St. Luke’s Des Peres Hospital in St. Louis County, Missouri. She was born in Jerseyville on October 3, 1962, and was the daughter of George and Barbara (Lorsbach) Ray. Cathy grew up in Jerseyville and graduated in 1981 from Jersey Community High School in Jerseyville. In her earlier years, she worked as a waitress at the restaurant at Holiday Inn in Alton, later becoming manager. She then went to work for Crown Optical - AEG Vision in Alton, where she currently was the credential manager. After six years of dating, she married Martin Edgar Short on September 20, 1986 at the First Presbyterian Church in Jerseyville, and together their lives have been blessed with 34 years of a wonderful marriage and two sons and a grandson. Surviving are her husband, Marty Short of Jerseyville; two sons and a daughter inlaw, Erik and Allicyn Short of Hixson, Tennessee and Zachary Short of Jerseyville; her three month old grandson, Yadier Short; a brother and sister in-law, James and Sally Ray of White Hall; her father in-law and mother in-law, Edgar and Edna Short of Jerseyville; a brother in-law and sister in-law, Terry and Carolyn Short of O’Fallon, Illinois.; a nephew and his wife, Travis and Ashley Short, and their two chilldren, Braxton and McKenna; a niece, Faith Short, all of O’Fallon, Illinois.; and her beloved feline companion, Maxx. In addition to her parents, she was preceded in death by a half-brother, Thomas Ray. A drive thru visitation will take place from 5 to 7 p.m. on Wednesday, December 30, 2020 at the Crawford Funeral Home in Jerseyville. A Private funeral service will take place on Thursday, December 31, 2020 at the First United Methodist Church in Jerseyville, with Rev. Bob Taylor officiating. Lisa is preceded in death by her father, Ronald Rayls.

High School and graduated from Victory Baptist Christian School. She worked at nursing homes within Jersey County and went on to run a home daycare. Years passed and she completed her LPN at Sanford Brown University in St. Peter’s, Missouri. She worked as a nurse at Jersey Community Hospital in Jerseyville, Illinois, Thomas H. Boyd Memorial Hospital in Carrollton, Illinois and Clovis Air Force Base in Clovis, New Mexico. She was an advocate for the mental and physical health of her patients and everyone else around her. Lisa will forever be in the hearts and souls of those she has helped, supported and cared for throughout her life.
