Last week, a Jerseyville resident made the best of a bad situation. Jerseyville residents saw the first big snow of the season, and the driver of this vehicle lost control and went into a ditch on Route 16, just before Rangeline Road. The Jerseyville resident was not hurt, but while waiting for a friend to arrive on scene, she built a mini snowman on the trunk of their car.

Races locked down for upcoming election By CONNOR ASHLOCK Jersey County Journal The Illinois Consolidated Election is just around the bend, with county and municipal clerks all throughout the state gearing up for the April 6 election, and in Jersey County, many eyes will likely be on the small city on the river. In Grafton, Michael Morrow is vying against incumbent Mayor Rick Eberlin for his seat. Also, two Ward 1 alderman seats are being contested in Grafton, one being a four-year term and the other being a two-year term to fill a vacancy. Running for the four-year term are Donna Smith and Joseph Chiappa. Running for the two-year term are Peter Allen and Rob Hedger. The only other contested mayoral office is in Brighton, which is being pursued by Matthew Kasten and Thomas Mitchell. The villages of Fidelity, Elsah and Fieldon do not have any contested races, and neither do six of Jersey County’s 11 townships, those being Mississippi, Otter Creek, Quarry, Richwood, Rosedale and Ruyle townships. Additionally, there are no contested races in any of the four school districts that affect Jersey County citizens, which include Jersey, Southwestern, Greenfield and Alton school districts. However, local township seats are still up

for election: Q Elsah Township – Russell “Rusty” Wittman and Glenn Vetter, Jr., are running for highway commissioner. The township will also be voting on its trustees, of which each resident will choose four of the following: Robert Cornelius, Hubert Croxford, Norman Hoyt, Jacob Wells, Teressa Heafner, Lori Smith, Clemens Wendle and William McAnulty. Q English Township – The only contested office is that of highway commissioner, which is being sought after by Andrew Darr and Michael Cope. Q Fidelity Township – The only contested race is for highway commissioner, which is between David Fritz and Pat Springman. Q Jersey Township – Marci Collins and Amanda Heltsley are running for the office of township clerk. Q Piasa Township – Residents will be voting for their highway commissioner and trustees. The office of highway commissioner is being pursued by Doug Beers, Daniel Gray and Robert Eden. Piasa Township residents will also be choosing four trustees from six candidates, which include Gary Schafer, William Huebener, Sheila Beers, David Rich, Robert Sancamper and Donald Little. CEO students think inside the box for successful business idea By JARAD JARMON Jersey County Journal With the Jersey CEO Program launching last year, both its inaugural and second batch of students have had to contest with a major obstacle for any small business – COVID-19. The virus and all of the guidelines surrounding it has made a minefield for entrepreneurs looking to start their budding business, and that has been no different for those students in the CEO program, who are learning the skills to be entrepreneurs and start their own businesses. But, these students showed their tenacity and resilience – and that sometimes it is not so bad to look inside the box for a good idea. This time around, the CEO program class, including Cole Spencer, Nishal Baddela, Alex Coffman, Brayden Heafner, Halle Bechtold and Lily Wilson, is currently working on collecting orders for the last themed box of their shortrun class business, Boxed-In. “I honestly think this is one of the best years to be in this program, because it’s created so much resilience in them,” Liz Duggan, CEO program facilitator and instructor, said. “Even during a pandemic, you can still create a business. You can still be profitable.” For the past few weeks, the students have been hard at work collecting items, orders and ultimately passing out boxes with an assortment of items. The first week – in the Cozy Movie Night Box – customers got two hot cocoa bombs Cathy Reynolds made, a mug with the Jersey County CEO logo, a box of candy, and everyone was given two bags of freshly popped popcorn when they arrived to pick up their boxes. The second box, the Farmers Breakfast box, had ingredients for a potato, ham and egg skillet and two mason jars of juice blend - all of which was sourced from Sinclair Foods. The third box, the Big Game box had ingredients for buffalo chicken dip, two one-of-kind designed koozies and two football cookies made by Big Boy’s Donuts. The final box is that of the Valentine’s Day box, which was recently announced on the Jersey County CEO Facebook page and now can be ordered on http://jcba-il.us/boxedin/. And in this short time, the small

student-led business has seen growth. “It has actually grown each time, which is ideal,” Duggan said. “...It has been a learning curve, but they have done so well, and each time they have just built off that and done better and better.” “Its success kind of took me by surprise,” Brayden Heafner, chief business officer in the program, said. “I never thought it would take off as much as it did or that we would be able to complete the things we have done in this class.” The idea for the themed boxes was a continuation of an interest in starting a

delivery service that logistically would not have panned out. “It was almost instant that they transitioned to this Boxed-In idea of these themed boxes.” Their ideas initially started with postits. “We had a lot of post-it notes of ideas up on the wall the first day,” Duggan said of the class business project. “They narrowed it down and narrowed it down, and this is a very unique year because they also had to think about COVID.” Duggan commended the class on their successful business project, espe-

cially under the circumstances. “This year has been different because the whole first semester we only met online,” Duggan said. “That is all we did, so they planned this business and created this business model without ever meeting in person.” This is one of three main milestones of the class/program, which is funded by local business and facilitated through the Jersey Community High School. Among the smaller projects they do throughout the school year, they are eventually tasked with turning $5 into $100, creating a class business and then developing their own businesses. The focus now is on Boxed-In, with the proceeds going to starting up these students’ and young entrepreneurs’ individual businesses. And Duggan is sure that when that time comes, these students will not only be ready, but successful. “I am incredibly impressed by all of these students for their dedication to this program,” Facilitator Duggan said. “This class started a month late, and we are now very close to being caught up with the other programs. This is largely due to the students’ willingness to meet on days off of school and during winter break. BEING

DONE TO IMPROVE DRAINAGE Local Illinois Department of Transportation roadwork crews have started cleaning the drainage ditches on the west side of the road on Route 109 as part of an effort to improve drainage. An older culvert under Fletcher Street had collapsed, causing a flooding issue on the road. Crews will be working on another ditch and culvert near the intersection of Route 109 and W. County Road sometime next week.

Boat docks, ramps set to be open before spring

By JARAD JARMON Jersey County Journal It was announced that the boat dock and ramps in Grafton should be open in time for the 2021 boat season, which officials consider to start in April, or May. “The public boat docks, I am happy to say that these are going to be taken care of before the 2021 boat season begins,� Nick Hutchens, Grafton Building and Zoning administrator, said. “We got all of the fabrication work being done, and they are going to be craned back in place, so that is good news. They are not going to cost the city anything.� Grafton Mayor Rick Eberlin explained the company the city initially purchased them from will cover the retrofitting work needed. The docks were installed as part of tax increment financing (TIF) funds years back. Hutchens said the docks were in need of repair work, noting rust was already starting to form. But from initial design, there were flaws that would generate problems down the line, Eberlin indicated. “The brackets for the spud poles – to hold them in place – were mounted on the outside and they were like 15 feet apart from one another. Well, most of your pleasure crafts anymore are 21 [feet] and over, so the only thing that they would accommodate really was smaller jon boats, where people don’t really care if their boats got banged up or not.� Several reports of boats being damaged have been made following the installation of the ramps. It was also announced that the boat ramp would be restored, either temporarily or permanently, following the numerous reports which eventually prompted the city to shut down the ramps altogether.

The boat ramps are going to be fixed ahead of the 2021 boat season.

“People were backing their trailers off, unloading their boat, and when they went to pull their trailer out, the axles or the cross bracings on these trailers would get hung up in that void,� Eberlin said. “We had several calls and complaints, and we just had to shut the ramp down.� Hutchens said photos were taken of the ramps, and a void was found in the concrete. “The boat ramp, it has a pretty good cut in there,� Hutchens said. “They found a “V� shaped void in there from the initial pour of the concrete.� “What I have been told from the guys that work around this stuff all of the time – there is a temporary fix that can be done there that we are going to get by with this year and possibly next year until we can look at a final way to fix it.� The more permanent fix would be a costly project. “It is going to be an extensive project. The river has to be pumped down. They have to put in walls to work in there. It is a whole big thing,� Hutchens said. The temporary fix involves filling the void with rock and then packing tightly into the empty space. “This is basically what we could do to get by that we could

afford for now,� Eberlin said. The more costly, but permanent fix will require grant funding from the Federal Emergency Management Agency (FEMA), and the city is waiting to find out if they will have the funds to do that project. Eberlin underlined that the boat ramp will be open for the season, regardless of how the ramps are fixed. He said it is something, though, they believe was impacted by the flood. “Then we will come back, get the funds and do it right,� Eberlin said.

(Continued from A1) The goal of the program is threefold. “The idea of the program is to give these kids a real solid foundation of what it is like to be an entrepreneur,� Duggan said. “They leave the program with these business skills, but they also leave the program with these soft skills that they probably didn’t even realize they would leave with.� Among those skills is communication. “This program has made me a much better communicator and collaborator,� Halle Bechtold, chief executive officer in the program,

said. There is one other piece to the program – teaching these students that success can be found locally. “The main idea of the program is that these students learn that they can create success here in Jersey County. You don’t have to leave to be successful. You can create it right here in Jersey County,� Duggan

Things to know about Moderna vaccine T

here are a number of vaccines being developed to combat the COVID-19 virus, and two are already being administered here in the US: the Pfizer mRNA and Moderna mRNA vaccines. Others are on the way, but it appears that in our part of Illinois, the vaccine currently available for eligible groups is Moderna. So, I thought it would be helpful to review the official report of the test results published after Phase III of this vaccine was concluded. This is just my non-professional interpretation of that report, so for the specifics, you should read the official report, found in the December 30, 2020 edition of the New England Journal of Medicine at NEJM.org. If you can’t find it and want a copy of the complete text, send me an email. The Moderna mRNA vaccine was tested in three phases. The third phase, designed to test the efficacy of the vaccine, involved roughly 30,000 participants at various locations throughout the US. An effort was made to test the vaccine on a broad spectrum of the population and included participants over 65 years of age, those less than 65 who had heightened risks due to certain pre-existing conditions as well as those between 18 and 65 years of age who did not have heightened risks; participants also included racial and ethnic minorities. One half of the participants was given the Moderna two-dose vaccine and the other half was given a placebo or fake shot. The second Moderna dose was given 28 days after the first one. All participants were tested 14 days after the first dose just to be sure they had not contracted COVID-19 after the program began. Then, they were tested again 14 days after the second dose and this testing continued periodically for a total of 63 days following the second dose. At the conclusion of 63 days, the official report was prepared. As of 63 days after the second dose was administered, here is what we know: the Moderna vaccine had a 94.1 percent success rate, meaning that after the second dose, almost all of the participants who received the two doses did not get the virus later. But, 11 participants who got the two doses did later get the virus. On the other hand, 185 participants who instead received the placebo also later got the virus. This is sufficient proof that the vaccine is effective— maybe not completely effective but close enough. Another “good” news aspect of this is that all 11 participants who later contracted the virus had only mild symptoms whereas many of the placebo participants had severe symptoms when they later contracted the

To the extent there were some participants who received just one dose and did not receive the second dose, there is some evidence that even just one dose is more effective than not getting any dose at all but it is not as efficient as two doses and it is not recommended that participants skip the second dose. Admittedly, there are many unanswered questions about the Moderna vaccine. How long will it remain effective? What happens if you can’t get the second dose in those 28 days? Will the vaccine be effective if the virus continues to mutate? These issues will have to be resolved over time. Moderna will continue to monitor this control group for two years and try to answer these remaining questions. Finally, I should mention that many of those persons who received the vaccination had side effects from the shots. The side effects included soreness at the injection site, and in many cases, fatigue, headaches, myalgia and joint soreness which tended to last from one to three days after the injection. In a few cases, the side effects did not show up until a week later. The severity of the side effects was generally graded at 1 or 2, meaning minimal discomfort, although there were some exceptions to this as detailed in the report. Sure, there still are unanswered questions about Moderna. Only time will tell. But shouldn’t our goal be herd immunity? And the only way we will accomplish that is for all of us to step up and take the vaccination when it becomes available. Concerning the fire protection district, affected residents will choose to elect either Mark Warner or Matthew Horn to the board. Also, those within the fire protection district will be answering the following question on the ballot: “Shall Godfrey Fire Protection District be

authorized to acquire real estate, construct, equip and furnish a new fire station, demolish an existing fire station, and acquire fire and rescue apparatus and equipment and issue its general obligation bonds in the principal amount of $7,500,000.00 for the purpose of paying the costs thereof?” Concerning the college board, voters will be asked to select two of the four candidates, which include Larry Trent, Dwight Werts, Jack Holmes and Jeff Ferguson.

Registration (Continued from A1) While health staff continue in their efforts to inoculate those in the community, there are new updates regarding Jersey County’s current COVID state. According to the most up-to-date numbers posted on social media Jan. 30, the death toll in the county has remained at 44. Still, Jersey County has been fortunate to see the majority of afflicted residents have recovered. Since the virus made its way into the county, 2,241 have recovered. In Greene County, which was given vaccine priority because of the deaths per capita in the county, there have been 44 COVID deaths as of Jan. 30. Pike County has 46 reported COVID deaths. Other metrics to track the spread of COVID in Jersey County have been positive. The number of active cases in the county has continued to drop as of Jan. 30. The Jersey County Health Department reported 63 active cases. Although it has a lower presence in the county, the goal is to see these numbers really

dive as vaccines are made available. Local health officials, like others in the state, have been working diligently to get people vaccinated. According to the Illinois Department of Public Health (IDPH), Jerseyville has administered 2,550 doses of the vaccine. Health officials in the county have fully vaccinated 483 county residents. This represents 2.21 percent of the population of the county, based on a population of 21,847 for Jersey. Vaccination data is reported based on the date IDPH receives vaccination reports from providers. Providers are to report as soon as practicable, but reporting can be delayed as much as 72 hours, which can lead to a lag between vaccines delivered to Illinois and vaccines administered. Milton Lawrence ‘Larry’ Bray Milton Lawrence “Larry” Bray, 93, passed away on Wednesday, January 27, 2021, in the comfort of his home. He was born September 9, 1927, in Jerseyville, Illinois, to the late Charles and Eva (Mowen) Bray. He proudly served in the United States Navy during World War II. After the war, he spent most of his adult life fulfilling his dream of being a farmer, making the move to Wren Ranch in 1971. This dream was enriched and encouraged by the love of his wife of 70 years, Georgia Ellen Baker, whom he married on June 18, 1950, in Shipman. She, along with their five children, will miss him dearly: Loreen (Frank) Farmer of Springfield, James (Tyonia) Bray of Gillespie, Rodney (Kathy) Bray of Brighton, Donna (Junior) Davis of Brighton, and Beth (Craig) Schnaak of Brighton. Betty Jean (Worsham) Dirks Betty Jean (Worsham) Dirks, 94, of College Station, Texas, passed away peacefully at home with her loving family nearby on Sunday, January 24, 2021. Betty was born in Rockbridge, Illinois on October 6, 1926, to Ora and Charlotte Worsham. Betty grew up in Jerseyville, Illinois. She was always a hard worker and good student who was helpful to her working parents. As a high school student, Betty played the trombone in the band and participated in various activities. Betty worked at the soda fountain at the local drug store. Following high school, Betty was accepted into the Washington University School of Nursing in St. Louis, Missouri. At the age of 18 as a young nursing student she went on her first date with a handsome and cocky 20-year-old third year medical student. Over the next eight months, as World War II was coming to an end, the romance blossomed and on June 9, 1946, Betty married the love of her life, Kenneth Dirks. With Ken graduating from medical school and the two newlyweds eager to start their family, the following year Betty gave birth to their first of five children, a beautiful baby girl and began her lifelong career of loving, caring for and enriching the lives of children, both her own and others. Over the course of their 62-year marriage, Betty served in the roles of a loving mother and supportive wife of a highly driven physician in the Army Medical Corps and university professor/ administrator. She became proficient at moving a family of seven and establishing a loving home, moving twelve times, living in seven states and two countries abroad. Far from her close-knit family in Illinois, she readily established lifelong friendships anywhere she went. Betty’s faith in God freed her to find joy wherever she lived. Always ready with a hug and a listening ear, God’s love shone through her. Betty was known for her prayer life and singing

Phyllis Thornsbury Phyllis Alice Thornsbury, 80, passed away at 5:54 p.m., Friday, January 22, 2021 at Jersey Community Hospital in Jerseyville surrounded by loved ones. She was born in Detroit, Michigan on July 18, 1940, and was the daughter of Francis “Frank” and Charlotte “Lottie” (Jazdzyk) Szynkowski. She attended Detroit public schools, and met her future husband, Harold Edward Thornsbury in Michigan. The two married on May 1, 1965 in Alton, and together they raised their family in the Medora area. Phyllis was a stay at home Mom, lovingly providing a caring and supportive home for her children, and later after they were raised, began working at Wal-Mart in Jerseyville, where she worked as a team member in Housewares for nearly 21 years. She was a member of Eastland Baptist Church in Jerseyville, and was just a joy to be around. It didn’t take much to engage her in a game of dice or cards, and was a fan of Bobby Vinton. Betty had a love of books and reading, games, cleaning and gift shopping (especially for grandchildren). She was a terrific cook and will be remembered for her coconut cream pie, cheesecake and corn croquettes. Betty taught her children to love and accept all people, to love God and have a personal relationship with Jesus, to serve others and our country, to have integrity and to always work hard (“apply yourself”). Betty was preceded in death by her husband (Kenneth), her parents (Ora and Charlotte Worsham), her brother (Charles Worsham), her daughter (Susan Huffman) and her sons (Jeffrey and Timothy Dirks). Hervel Lee Baugh Hervel Lee Baugh, 88, passed away at 4:00 p.m. Monday, February 1, 2021 at Sycamore Village in Swansea, IL. Born May 24, 1932 in Belleview, IL, he was a son of Henry and Sadie (Sidwell) Baugh. He married Marlon Pepper June 2, 1954 in Astoria (Clatsop County) Oregon. They celebrated their 65th wedding anniversary. She preceded him in death on January 5, 2020. He missed her a lot. Hervel graduated from Pleasant Hill High School in 1949 and joined the U.S. Navy in 1951. He served until his Honorable Discharge in 1955 as Yeoman Second Class. He retired from S.M.Wilson Construction after 15 years of continuous employment. He was a proud union member of Local 520 Operating Engineers. He had driven trucks for Columbiana Seed Company, Piasa Motor Fuels, Mayflower and CBW Transport. He also sold new cars for Chuck Diering Ford in Alton.

Survivors include one daughter and son-in-law, Toni and Jimmy Dotson; one grandson, Andy and his wife Nao Barron and their children Mia and Ken; and one sister, Anna Ruth Webster. Eight new cases of COVID-19 variant reported in Illinois The Illinois Department of Public Health (IDPH) and the Chicago Department of Public Health (CDPH) announced eight additional Illinois cases of coronavirus disease (COVID-19) variant B.1.1.7, first identified in the United Kingdom. Health officials previously announced a single case of the variant in Chicago on January 15, for a total of nine cases that have now been reported in Illinois. The nine cases range in age from 12 to 63 years and live in Cook County, including Chicago. Specimens testing positive for the variant through genomic sequencing were collected between December 29, 2020 – January 15, 2021. “With reports of this variant already in many states in the U.S., we anticipated its spread here in Illinois,� IDPH Director Dr. Ngozi Ezike said. “Early studies have found that this variant spreads more easily than what we have seen with the current prevailing variant. We are following closely to see if there is evidence that infections by this variant cause more severe disease or death. Based on the information available now, the vaccine will still be effective. “Continued masking and vaccination when it is your turn remain our best path to defeating this virus as quickly as possible.� “We expected to see more cases of this variant crop up, and people should know that the best way to protect themselves is continue wearing a mask, washing hands often, stay-

ing six feet away from others and getting vaccinated when it is your turn,� CDPH Commissioner Allison Arwady, M.D, said. “CDPH is working closely with the CDC and IDPH to contribute to national SARS-CoV-2 strain surveillance, and building regional capacity and coordination for this more advanced, specialized molecular laboratory public health work is a top priority.� IDPH will continue to work with local health departments, academic partners, laboratories, and the Centers for Disease Control and Prevention (CDC) to monitor for cases. IDPH has increased its surveillance for this and other variants by performing genomic sequence testing on an increased number of specimens. Viruses constantly change and new variants are expected. In addition to the B.1.1.7 variant, another variant, 1.351 has emerged in South Africa, and another, P.1 in Brazil. Public health experts are working to better understand the potential impact of this variant, including how the variant spreads and how it affects people who are infected. The same measures that have helped protect Illinoisans from COVID-19 will also help protect residents from the variant. Wearing a mask, staying at least 6 feet apart from others, avoiding crowds, ventilating indoor spaces, and washing hands frequently remain the best tools for preventing the spread of this virus, no matter the strain.

Police chase ends with utility pole collision deputies pursued. Police say the vehicle reached speeds up to 105 mph. The pursuit ended when the vehicle Beiser reportedly drove lost control, went off the roadway and hit a utility pole, which then fell. Ringhausen said utility personnel confirmed the lines were not hot following the accident. Immediately following the crash, Bieser allegedly exited the vehicle and ran, at one point crossing the creek near the road. He was soon apprehended and later taken from the scene by ambulance to the hospital where he was treated with non-life threatening injuries, Ringahusen said.
