By CONNOR ASHLOCK Jersey County Journal The Jerseyville City Council met on March 9, where an application for the commercial building grant program was approved by the council for the Stadium Theatre. Owner Steve Dougherty plans to use the grant to aid in refurbishing the front marquee, a staple feature in downtown Jerseyville. The Stadium Theatre was awarded $12,949 for the project. Work on the marquee has already begun, as Dougherty hopes to stay ahead of the spring rains. Connelly Flooring also applied for the grant, although the applicant had a few more items to prepare before submitting the application. The decision for Connelly Flooring was tabled for the next meeting. The commercial building grant program is being offered through the Jerseyville Economic Development Council, with Shari Albrecht serving as the program coordinator. The purpose of the grant is to provide an opportunity for businesses in Jerseyville’s TIF District 1 to make exterior building improvements that will serve to beautify the city. As restrictions are anticipated to be lifted gradually as COVID vaccinations continue, the JEDC and City of Jerseyville are hoping that this grant will help eligible businesses transition back into normalcy smoothly. Also at the meeting, the council approved the down payment of a new fire truck that Chief Keith Norman of the Jerseyville Fire Department proposed. The truck will replace an older truck that the department maintains.

“Like the rest of society, the law has become more digital, so all that information that was found in those books is now available on the computer,” Schaaf said. For decades, state’s attorneys, judges and lawyers have utilized the library in their research and case building, but with the dawn of the computer, cases and records can now be located online, so the library has seen diminished use in recent years. Many of the books in the law library have historic value, with several having been housed in the building from its earliest years. Given the historicity of the voluminous collection, courthouse

officials made the decision to allow the Jersey County Historical Society to accept however much of the collection the organization desired to receive. “We decided some of our older books would have more historical value than legal research value,” Schaaf noted. The historical society was grateful to accept a collection of books that the courthouse acquired in the early years of the twentieth century and has displayed them in the
sitting room of the historic Cheney Mansion. “Prentiss Cheney was known by friends as ‘Judge Cheney’,” Roger Scheffel, historical society board member that oversees the mansion, said. “He died in 1900, which dates these books near the end of his life. We figured that this will help interpret not only the history of the family, but also preserve an important piece of local history as well.” (See, COURTHOUSE, A2)

has been a goal for township leadership for decades – “really as long as I can remember – for 30 years or better.” For years, they have been working out of the small building overlooking the cem-
etery in the township. “The little building we had basically would fit myself, the clerk, the four trustees and the highway commissioner and that was it,” Smith said. “... We made do.” (See, QUARRY, A2)
Jersey County fourth in state for percentage vaccinated By JARAD JARMON Jersey County Journal Progress on COVID vaccinations is being made across the state, but certain health departments are maintaining a breakneck pace in their effort to inoculate residents in their community. Among the head of the pack is Jersey County in terms of the percentage of their population vaccinated. In Jersey County, 3,664 have been fully vaccinated, representing 16.77 percent of the county’s population. This puts Jersey at No. 4 in the state. Ahead of Jersey is Adams County with 23.31 percent; Champaign with 18.07 percent and Cass with 17.94 percent of their population fully vaccinated. This percentage, though, does not account for the numerous individuals who have gotten their first dose of the vaccine and are waiting to get their second vaccine. Jersey County has been passionate in their efforts to get those in the community inoculated. On March 5, the Jersey County Health Department officials stated that 1,000 vaccines were given that day at their vaccine clinic at the Susnig Center. In total, 8,770 doses have been administered in the county. According to a New York Times database, Illinois was 26th of all states with 19.1 percent of its population having received one dose of a COVID-19 vaccine as of Tuesday; 9.2 percent who were fully vaccinated – numbers that include distribution of the Johnson & Johnson vaccine, which was recently approved. As big a dent as the Jersey health department is making, the vaccine appointments are not being scheduled for those in the general populace yet. According to their website, the health department staff are scheduling vaccinations for Jersey County residents who are among one of the following groups: Q Healthcare workers Q Adults age 65 and up Q First responders Q Those in education in public or private K-12 schools Q Licensed daycare providers Q Public transit workers Q US postal service employees Q Manufacturing employees Q Agricultural employees Q Grocery store or grocery supply employees Q Tier 2 individuals, age 18-64, with underlying medical conditions that increase risk of COVID-19 Q Clergy Their next clinic is scheduled March 12, where residents are expected to bring proof of residency to the appointment. Walgreens has also begun vaccinating locals and those who qualify for the vaccine, further expediting the vaccination process. Currently, there is no official word from the health department whether there is consideration in opting to use the Johnson & Johnson vaccine, which notably only needs one dose. There has been concern among some health officials about this vaccine’s efficacy especially in comparison to the Moderna and Pfzier vaccines that both require two doses. As the health department works through the population, COVID continues to have a diminished presence in the county. As of the county health department’s weekly update on March 3, there are currently 13 active cases of COVID in the county. Of the 2,496 total COVID cases that have been reported in the county, 47 have died, while 2,436 have recovered. Courthouse (Continued from A1) Cheney, though he was never a judge, nor a lawyer for that matter, was a businessman with national connections who had a deep interest in legalities, thus it is highly probable that some of the books in the collection contained cases that he was aware of in his lifetime. Cheney was the first of three generations to live in the mansion, having inherited it from his father-inlaw, Edward D’Arcy. Cheney would live for about 37 years in the home, transforming it to its current appearance before passing away in 1900. Over the course of those nearly-four decades, the developing laws of the State of Illinois were being recorded and maintained in courthouses all throughout the state, being gathered together in books such as the collection now housed in the home that bears his name. The oldest collection of books was originally owned by a gentleman named C.A. Davidson, who resided in Jasper County. The Davidson Collection is specifically concerned with Illinois law, thus certain cases within the books were more than likely tried in Jersey County. The books date no
later than 1900, while some are older than that. Recently, county officials have been working to maximize space utilization in the courthouse complex, as well as the government annex building, which houses offices such as the county clerk’s office and treasurer’s office. In their quest for maximizing the amount of usable space, officials decided that perhaps the law library might be better utilized for a county service. Additionally, the law library contains volumes of very heavy books spanning the entirety of the twentieth century, and thus, has added an immense amount of weight to the courthouse. County officials are attempting to be as preservation-minded as possible, but given the fact that recent expenditures include replacing the HVAC system in the courthouse and sheriff’s office, among other items, the county board is applying the old adage of ‘an ounce of prevention is worth a pound of cure’ in ensuring the longevity and stability of the building. cials, part of an important piece of local and state history has been preserved in the preservation of the oldest portions of the law library while at the same time taking an important step in preserving the courthouse for future generations to enjoy.
Swanson, Martin & Bell, LLP announced the arrival of the retired Jersey County Judge Eric S. Pistorius as a partner in the firm’s Madison County office where he focuses on arbitration and mediation. Judge Pistorius is a retired resident judge of the Seventh Circuit in Jersey County. He served on the bench for 15 years after being appointed in 2005. In this role, he presided over jury trials involving complex civil litigation matters such as dram shop, medical negligence and other personal injury and cases in four different Illinois counties. Prior to joining the bench, Pistorius worked in private practice for over 20 years, building
municate directly with the Centers for Disease Control regarding any potential side effects they may experience, Greene County Public Health Administrator Molly Peters said. “Depending on the answer, someone from the CDC may call to check on the individual and get more information,” she said. “If any serious health problems are reported, they can be investigated quickly by CDC’s medical experts and scientists. The information they collect will help keep the public better informed.” What the CDC learns from people’s experiences will be used to safeguard the nation’s vaccination program. For those worried about their personal information, v-safe employs strict security measures to ensure personal information is protected, confidential and private. Participation is voluntary and individuals can opt out any time. To participate, one must sign up within 42-hours of receiving their first vaccine dose. Carmen Ensigner contributed to this article.

Following the Flood of ‘93, the City of Grafton established a tax increment financing (TIF) district that froze growth in the township area, and the township, for lack of a better option, chose to wait out the 23-year lifespan of the TIF. “We sort of had our hands tied for 23 years, because we did not want to bump up our tax requirement, because that would be on all of the people [in the township]. So we have just sort of made do until then.” In that time, Bob Smith explained the township saved money where they could. And when the TIF district was concluded, they were off to the races with a boom in tax revenue from the growth over those decades. “We have more than doubled our property tax (revenue) in the last two years, and that is what has allowed us to do this and also get a new truck [without costing taxpayers more money],” Smith said. The community building, a $300,000 project, was given the green light, and around October, construction started on the building. Construction has since been completed, and now township officials are in the process of getting appliances for the new building. The main feature of the 2,931-square-foot building will be that of the open space at the center of the building. Smith noted that a full house would be about 90 people for an event, after the pandemic is over, of course. However, it also features a kitchen that will soon be equipped with a stove, refrigerator, microwave and coffee pot. And, on the south side of the building, there will also be an
office space for township staff to work out of. The hope is that this building, beyond serving as a much more accessible space for the township meetings, will be rented out for the community to use for things such as parties and other events. “There is really nothing in the area [like it],” Smith said of the large community space. A lot of times, people go to the American Legion just down the short road, but it is not really a setting meant for kids like with a birthday party, Smith said. Once the building is open for use, drinks, smoking and firearms will not be allowed on the premises. Smith is still confident and excited for people to utilize the space. “I think that it is a spot that the whole township can make use of,” Smith said. It will be about 10 years before the township pays off the building. The township used $100,000 already available and sought out a loan for the other $200,000. For Smith, this project is what he has always envisioned for the township. “We took care of township roads, but I always felt that we could do more for the people, and I think this is what I had in mind all along.” Once the building is ready for use, Smith will be out the door, which he sees as a fitting end to his tenure with the township. Smith added that this was a last hurrah for him. The longtime resident has worked with the township since 1984 and was supervisor since 1998. “That is why I hung on as long as I did. I wanted to get this done before I retired,” he said.

Vaccinated (Continued from A1) In other news, the Illinois Department of Public Health (IDPH), in an effort to make sure that residents complete both rounds of the COVID-19 vaccine, is encouraging those who receive a COVID-19 vaccination to utilize the V-safe After Vaccination Health Checker (v-safe). Developed by the Centers for Disease Control and Prevention (CDC), v-safe allows individuals who have received their first vaccination to get a text sent to their smartphone to remind them it is time for their second shot. “The Moderna and Pfizer-BioNTech vaccines require two doses to achieve maximum effectiveness,” IDPH Director Dr. Ngozi Ezike said in a press release from the IDPH. “Second doses need to be administered after three weeks for the Pfizer vaccine and after four weeks for the Moderna vaccine. By enrolling in v-safe, you will receive a reminder when it is time for your second dose so that you can become fully vaccinated.” The program also allows people to com-

My family has been very active in Jersey County government. My grandpa, Doc Collins, served for many years on the county board as a member and as chairman. He also served as trustee for Jersey Township and was a precinct committeeman. My grandma, Marcella Kuehnel, served as Jersey Township Clerk and auditor for over 30 years. Pam Heitzig, my aunt, served for many years on the county board as a member and as chairman. I am honored to have the opportunity to follow in their footsteps especially my grandma’s with having a chance to serve as Township Clerk I attended St. Francis Holy Ghost school and then graduated from JCHS in 2002. I was honored to work as the Jersey County Board Secretary from 2001 to 2004. After which I graduated from Hickey College with my legal secretary degree. I then got a job at a law firm in Chesterfield Missouri where I worked for 9.5 years. I was then offered a job working within the community at Preferred Title and Escrow formerly known as Wittman and Lorton Title and Abstract for the past 7 years and it is where I plan on working for many more. This community means so much to me and I’d love to have a chance to be more involved. Not long after its completion, the building was the backdrop for a high profile story that shocked readers and grabbed headlines nationwide. July 14, 1881, was undoubtedly a typical Illinois summer evening, warm and muggy. Although it was 6 p.m., Wiley and his 26-yearold clerk, Joseph Voorhees, were still working when a visitor entered the store. It was Truman Landon, the 29-yearold uncle of Joseph’s wife, Flora. Both Vorhees and Landon were well-liked and wellrespected. Vorhees had lived and clerked in Elsah for a number of years. Landon was the son of a prosperous and well-respected farming family. Despite that, the fact that there was “bad blood” between Vorhees and Landon was well-known. The two exchanged heated words in the store. Whether Wiley insisted the men take their argument outside or whether Voorhees and Landon did so of their own accord is unknown. Regardless, the duo continued their argument behind the building. A short time later, a shot rang out. Voorhees calmly walked back into the store and told his boss he would find Landon’s dead body out back. The story revealed at the resulting murder trial rivaled the most sordid Hollywood script today. It began a year earlier, in July 1880, with the marriage of Voorhees and 17-year-old Flora Landon. The latter was raised by her grandparents and until her marriage, she and her uncle lived in the same home.
After their marriage, Flora began speaking of her childhood and of the abuse she suffered at the hands of her uncle. According to testimony given at the trial, Flora became pregnant with her uncle’s child the fall before she married but lost the baby. Multiple witnesses at the trial testified that over the past year, Joseph Voorhees had transformed from gregarious and outgoing to melancholy and withdrawn. What triggered the murder was Flora’s attempted suicide the night before. Before drinking strychnine, she wrote a note stating that her uncle had threatened Joe’s life and that she was going crazy with fear, thinking every noise she heard was someone bringing her husband’s dead body home. She survived the suicide attempt. The trial, like the murder, gained a great deal of media attention. However, in the end, the jury of 12 men deliberated less than 30 minutes before reaching their decision. Voorhees was acquitted of murder. The jury foreman told a newspaper reporter that the men unanimously agreed that had this happened to their wives, they would have done the same. ’m convinced most hunters and fishermen never contemplate the outdoor world they take pleasure in. I know in my own life, without a concerted effort, I only enjoy creation without ever giving it much deep thought. I’ve especially noticed this truth when I speak to hunters and fishermen. It seems their eyes light up when they realize nature speaks very loudly about some things that really matter. And that sometimes, we really do not see the forest for the trees. We would be very shallow people if we only saw nature as another avenue for our personal pleasure. The immensity of creation demands we question it. It demands we understand how our sport only touches the hem of its real value. Let’s face it; we only play on the fringes of all that is out there. It is enormous. And the

BY BETH MCGLASSON he Wiley building, a handsome two-story brick building located on the west side of State Street between Pearl and Exchange, has graced Jerseyville’s business district for 140 years. The building was beautifully restored several years ago and is now among the most attractive buildings in the heart of Jerseyville. Although you may not know the building by name, if you grew up in Jerseyville in the last half of the 1900s, chances are you’ve visited it. Over the years, the south side of the building housed a succession of drug stores, including Reese Drug Store for nearly 30 years and Bray Drug Store for more than 50 years. Today, the building is home to Tonsor Custom Awards and Decals. For 65 years, Fesenmeyer’s, a dry goods store and later a clothing store, did business out of the north half of the building. After the business closed in the early ‘60s, Schroeder Book and Hobby moved in. A succession of businesses followed, including a fish store, a handful of restaurants, a clothing store operated by Jim and Mary Hayes, Jerseyville Refrigeration, Shortal Furniture and Paragon Pipecoverers. Today, the north side of the building is home to Steve Medford’s Edward Jones office. For a number of years, the second floor of the Wiley building housed the headquarters of the Jerseyville chapter of Modern Woodmen of America. It also served as the office of several physicians, including Dr. Gorecki. The historic brick building was built in 1881 by businessman John Wiley. The New York native moved to Jerseyville in 1859 and served as a clerk in a grocery store for five years before opening his own business. The Wiley building was the result of his bustling grocery business. When the building was finished, Wiley opened a general merchandise store in the south half of the building. His stock included staple and fancy groceries, household goods, dishes and cutlery and hardware.

more we look, the more we discover. We have learned in recent years that our own galaxy is only one of about 3000 visible galaxies. And, it is estimated that there are billions that are yet unseen. To put this in perspective, our Milky Way is estimated to be about 100,000 light years from one end to the other. And light travels at 186,000 miles per second. Now multiply that by billions of galaxies. And then there’s you and me. In the scope of the vastness of the universe, we are less than insignificant. In import, we have no bearing on anything. We are not even a speck on the map. We do not deserve mention. If we are only an evolutionary blip, then what matters? Or, who matters? Or, are we all just matter? But what happens when we add God to matter? It’s like adding yeast to flour. It makes it rise. It gives it fullness and texture and taste.

Lillie ‘Alice’ King Lillie “Alice” King, 78, of Jerseyville died early Friday morning March 5, 2021 at her home surrounded by her family. Born on July 18, 1942 in Kemper, IL , she was the daughter of the late Alfred and Venia (Reno) Loy. She married Jerry King on Dec. 18, 1974 and he survives. Also surviving are her children: Gina Robinson of Jerseyville, Brenda (Tom) Horn of Greenfield, Brad King of Eldred, Tracy Allen of Arkansas, grandchildren: Jerry Lee Price, Jr., Stephanie Louise Hurst, Samantha Horn, Cassandra Hazelwood, LeAnn, Zachary, Destiny, great-grandchildren: Eli & Eric Horn, Seth, Jacob, Kaylee & Jason Shaw, and great-greatgrandson: Archie, sisters:
Anna Mae Roberts, Marilyn Loy and Linda (Joe) Blake all of Greenfield and several nieces and nephews. She was preceded in death by her parents, a son Eric King, a granddaughter Diane, and siblings: Karen Armstrong, Frank Loy, John Thurman Loy, Loretta Slightom, Dorothy Loy and Robert Loy. Alice had worked at Walmart in Jerseyville, Owens-Illinois in Alton, and retired from Alton Mental Health Facility after over 10 years of service. She loved to read, especially her Bible. Jersey County Journal Sweet Pea’s Floral and Designs and Ruby Mae’s moved to a newly renovated space at 100 E. Arch in Jerseyville. Back in November, Sweet Pea’s and Ruby Mae’s, a co-business located in the middle of town, decided to make a move from their former location on State Street, which is now the new location of Deer Lane Boutique. Sweet Pea’s is a full service florist for all occasions where shoppers can find fresh floral and silk arrangements, home décor, clothing and accessories, gourmet food and unique gift items. Nestled inside of Sweet Pea’s is Ruby Mae’s Boutique. Ruby Mae’s is a women’s contemporary clothing boutique, offering clothing and accessory choices for all occasions. When the opportunity presented itself, Shawnna Crawford and Vicki Welsh said they made the decision to move.
“The decision to move to the new location was made when the opportunity presented itself as the corner space became available,” Shawnna Crawford, owner of Sweet Pea's, said. “I feel that the corner space gives a better street exposure and foot traffic. Along with all of the natural lighting, it gives a cozy and bright atmosphere.” Ruby Mae’s was also located in the previous space and made the move with Sweet Pea’s to the new location. Vicki Welsh, owner of Ruby Mae’s, agreed that the space creates an ambiance and gives customers a true shopping experience. “Sweet Pea’s and Ruby Mae’s compliment each other with the products we offer. Boutiques are unique, because they’re generally smaller shops
that sell fashionable clothes, jewelry and the like,” Welsh said. All this is done while incorporating home décor, gifts, floral arrangements and clothing, making it a one-stop shopping location. Although it only took a few days to make the move down the street, the shop has been decorated and is now full of life. “Many frequent customers visit on a regular basis, coming in to say, ‘Hi,’ catch up for the week and browse the new arrivals,” Welsh said. If locals are not able to make it into the shop, both Sweet Pea’s and Ruby Mae’s will custom shop for them. Shoppers can tell the owners the budget they are trying to stay at, and the two businesses will deliver upon request.

Randall Gene “Randy” Bollinger, 59, died Friday afternoon, March 5, 2021 at his residence. He was born in Alton, Illinois on January 23, 1962, the son of Larry and Nancy (Skeens) Bollinger. A lifelong resident of Grafton, Randy graduated in 1980 from Jersey Community High School in Jerseyville. While attending high school and continuing after his graduation he worked for Powerway, a subsidiary of Riverway Shipyard for 22 years until its sale to Covington Diesel. He continued with Covington for eight more years as a certified diesel technician for tow boats on the river. He then went back to Riverway Shipyard for five years as a Port Engineer until they sold to Ingram Barge. In the early 1990’s, Randy started his own business, Bollinger Construction Services, which he worked on the side in his spare time. Randy enjoyed driving the dump truck, assisting in his son’s business venture, watching NASCAR races, boating and spending time
with family and friends, as well as his four little puppies. He married his high school sweetheart, Barbara Senger, on June 24, 1983 at the First United Methodist Church in Jerseyville. Together, they have been blessed with 37 years of marriage, and their three children, of which he was extremely proud. Surviving are his wife, Barbara Bollinger of Grafton; his three children and their spouses, Ryan and Bryanna Bollinger of Dow, Kyle Bollinger, and his fiance’ Courtney Walsh of Grafton, and Alexis (Bollinger) and Garrett Tepen of Grafton; three grandchildren, Peyton, Arianna, Vera, and another grandchild to arrive in September; his mother, Nancy (Alan) Hauff of Grafton; three sisters and brothers in-law, Wendy and Jeff Phipps of Jerseyville, Amanda and Daniel Weger of Little Rock, Ar., and Gaibrielle and Zane Bowen of Grafton; his mother in-law, Marsha Senger of Grafton; along with several nieces and nephews, and an abundance of friends.
He was preceded in death by his father, Larry (June) Bollinger; and his father in-law, William “Bill” Senger; and his grandparents, Lowell “Jack” and Vera Skeens and Henry and Ina Edith Bollinger. Gloria Mae Travers, 88, of Carlinville, passed away Wednesday morning, March 3, 2021 at Jerseyville Nursing and Rehab in Jerseyville, IL. Gloria was born on August 28, 1932 in rural Chesterfield, IL to Henry and Nina (Wade) Chism. She married Leonard William Travers on December 23, 1951. Gloria and her husband raised four children, Leonard, Bill, Jean, and Becky. She was a grandmother of seven and a great grandmother of eight. Gloria loved getting the family together for all the holidays and special occasions. She always had gifts for her grandchildren and great grandchildren. Gloria loved to cook lavish meals for the family. She also loved music and you could hear her singing as she went about her day. Gloria also sang in trios and quar-
tets with her sister-in-laws, husband, and sometimes in church. Gloria is survived by two sons, Leonard (Barbara) Travers of Fieldon, IL, and Bill Travers of Jerseyville, IL; two daughters, Jean (Ron) Goodman of Shipman, IL, and Becky (Eric) Slightom of Carlinville, IL; seven grandchildren, Nathan, Tim and Nicholas Travers, Ryan and Jason Goodman, Katlynn Hutchcraft and Kendall Slightom, as well as seven great grandchildren, Mitchell, Lily, Paisley, Harper and Matthew Travers, and Gwendolyn and Callie Goodman. Man sentenced for Dow Baptist arson
By JARAD JARMON Jersey County Journal The St. Louis man who pled guilty to charges related to the fire that destroyed a portion of the Dow Southern Baptist Church early July 29, 2020 has been sentenced. According to court records, Deahvion Kortez Bishop, 22, was sentenced to 12 years in prison with two years mandatory supervised release. The range of sentencing in this case was 4-15 years in prison. “The defendant participated in a ‘402 conference,’ which is a pretrial hearing whereby the defendant agrees to allow the prosecution to present certain facts of the case to the Judge,” Jersey County State’s Attorney Ben Goetten said. “After hearing the facts, the Judge can then inform the defendant of what he would likely be sentenced to if found guilty or he pleads guilty. “In this particular case, we requested and the Judge agreed that 12 years would be the appropriate sentence. The defendant then chose to enter a plea of guilty on the cases and accept the sentence.” He will also receive credit for 197 days that he has already served toward his sentence. The court also recommends day treatments. According to court records, he was also required to pay court costs totaling $549 with a potential to pay further restitution. “Restitution is meant to make whole those who are financially damaged from criminal acts,” Goetten said. “While we feel confident that all restitution was paid through insurance in this case, we ‘reserved’ restitution in the event that an individual or entity can show ‘out-of-pocket’ expenses that were not claimed at the time of
sentencing.” Bishop was charged with burglary and arson of the church on July 29 as well as a series of other charges. Bishop pleaded guilty to one count of residential burglary and one count of arson of a place of worship with lesser charges — burglary of daycare/ place of worship, two counts of criminal damage to property and being in possession of a stolen vehicle — being dismissed. As with many negotiated pleas, the defendant pled guilty to the most serious offenses and the lesser included offenses were dismissed. It was previously reported that the additional offenses would not have garnered additional incarceration time or fines anyway. It was on Wednesday, July 29, when the Jersey County Sheriff’s Office was contacted in reference to a smoke alarm, which was set off at 25218 Dow Road, the location of the AT&T building, according to the Jersey County Sheriff’s Office officials. While responding to this call for service, a Jersey County deputy observed flames coming from the Dow Southern Baptist Church, and soon after, local fire stations responded and doused the fire.
During this same time, deputies also found the AT&T building had been burglarized and the building had damage, police say. On the same night, a vehicle was stolen in Jerseyville, according to law enforcement. The Jerseyville Police Department along with deputies from the Jersey County Sheriff’s Office worked together and quickly identified a suspect from both incidents. It was reported that Bishop was arrested by St. Louis Metropolitan Police Department with the stolen vehicle from Jerseyville, which contained items stolen from the church. According to the court records, Bishop was accused of entering the church with intentions of theft and also committing arson in a place of worship. The charges against Bishop also accused him of damaging a camera system affixed to the AT&T building — damage that was in excess of $500. Goetten has said a cell phone was discovered on property near the arson in Dow. The screen saver showed an image of a man that matched the description of the man in custody in St. Louis.

Jersey State’s Attorney exonerated of DUI, reckless driving charges
By JARAD JARMON Jersey County Journal Jersey County State’s Attorney Ben Goetten has been cleared of charges of DUI and reckless driving made following a traffic stop in October last year. The citation and complaint against Goetten stated he unlawfully drove a vehicle at 10:09 p.m. Oct. 22 on Hollow Avenue at Lincoln Avenue under the influence. Goetten was also cited for a couple of traffic violations. On Feb. 26, he was found not guilty of charges including driving under the influence of alcohol and reckless driving. A charge for operating an uninsured vehicle was also dismissed. Goetten did receive an improper traffic lane usage traffic citation though, amounting to a fine of $326 and 30 days supervision. Notably, in an order regarding the defense’s petition to rescind Statutory Summary Suspension, it stated that “there was insufficient evidence for the investigating officer to have reasonable grounds to believe that the defendant was driving under the influence of alcohol.” The order went on to
state the investigating officer sought out and located the defendant’s vehicle traveling on Hollow Avenue. “Sergeant Christopher Jones testified that he followed the vehicle for three blocks between Baxter Avenue and Liberty Street before initiating the traffic stop,” the order read. Jones testified to observing the defendant’s vehicle cross the centerline several times. The order went on to state that there was no evidence Goetten consumed alcohol. “Although the investigating officer detected an odor of alcohol emitting from the vehicle, there was no evidence that the odor of alcohol was coming from the person or breath of the defendant,” the order read. According to the order, the investigating officer did not find any alcohol or empty containers or notice slurred speech or staggering on Goetten’s part. The investigating officer did observe Goetten to have bloodshot eyes and lethargic movements, but admitted this could have been a result of it being 10 p.m. on a work night. The order did go on to deny a suggestion by the

Public Information Meeting Notice Scheduled by City of Jerseyville For Improvement of Hollow Avenue The City of Jerseyville will hold a Public Information Meeting concerning the proposed improvement of Hollow Avenue from Westlake Drive to the City Limits. The public information meeting will be held at the City Hall, 115 East Prairie Street, Jerseyville, Illinois, 62052 on March 30, 2021 between 4:00 PM and 6:00 PM. All persons interested in this project are invited to attend this meeting. This is a federally-funded project, and the public Information Meeting is being held in compliance with National Environmental Policy Act (NEPA) requirements and the Illinois Department of Transportation’s public involvement policy. The meeting will be conducted on an informal basis and an open house format. Representatives of the City of Jerseyville and Bartlett & West will be available from 4:00 PM until 6:00 PM. Representatives will answer individual questions and record comments offered by those in attendance. The Local Public Agency representatives will address topics such as the need for the project, the design alternatives under consideration, right-of-way acquisition, and the tentative construction schedule. Preliminary reports and an engineering analysis with drawings, maps, and aerial photography, will be available for inspection and viewing during the entire time.
