Got Faith encouraging week of roadside cleanup By JARAD JARMON Jersey County Journal Ahead of what is considered by many to be a prime time to clean the house and the yard, Got Faith Ministries is calling on people to also clean up their streets for spring cleaning. Got Faith leaders, in a week-long campaign of sorts, will be trying to get people to pay attention to the roads – or more specifically the roadsides and the trash strewn about them. Dubbed Jersey County Cleanup, this campaign and event will run from March 25-31, and throughout the week, people are encouraged to pick up trash on the sides of the road, namely highways where trash is especially prevalent, and put it in either their own trash or leave it for Got Faith members to pick up. Steve Pegram, who heads up Got Faith, was inspired to organize a cleanup day a month or two ago. “What started this whole thing; my wife and I went over to St. Louis. If you are driving down the highway, there is nothing but trash on the highway,” Pegram said. “I mean it is really bad over there in St. Louis. That is

It is not as bad as St. Louis, but I am telling you what – they are dirty out there.” Pegram feels the litter, whether it be plastic bags, milk jugs or any other such piece of garbage, is a development that has only gotten worse over the years. So, in an effort to curb that trend, Pegram as a part of Got Faith has called on the community to get involved, whether they be churches, Boy Scouts, Girl Scouts, athletic teams, coun-
ty boards, city councils, fair boards, American Legion, motorcycle clubs or even businesses. Pegram noted when developing this week-long effort that he noticed even parking lots are filled with litter. “Let the businesses know, ‘Hey, go clean up your trash,’” Pegram said. Already, Pegram noted classes have confirmed they will go out to pick up trash near the River Road. March 30, Kathy Shalley, Christy Schilling and student council members from the fifth, sixth and seventh grades – about 40 students – will be going down to the bike path from Grafton to Pere Marquette cleaning up along the way. Initial plans consisted of securing a few trash drop off points, but Pegram said it was not feasible, keeping in mind some might just throw in their own personal trash or throwing something in that they should not. He said the focus is on roadsides. “That is the whole purpose – just to clean up Jersey County – not to just clean out these peoples’ [residences],” he said. “...These people come out at night and fill your dumpster.” People are asked to pick and bag the trash and simply place it in their own

QEM Fire Protection District firefighters responded to a call of a structure fire at approximately 9:30 a.m. Thursday, just off the corner of Mill Street and Cemetery Road in Elsah. Firefighters arrived on the scene within minutes, but even still, the fire had nearly completely involved the northern section of the home where the fire was presumed to have originated. Once firefighters did arrive on scene, the blaze was quickly quelled. During the course of their fight against the blaze, there were reports of pops, but it is believed that they came from a tractor’s tires popping in the carport area. QEM Fire Chief Gerry New said some of the southern section of the home was saved, but noted the house as a whole will still be a total loss. Although the house was a loss, the fire was well contained even with trees surrounding the property. “They got a pretty good knock down on it,” he said. “We were able to save quite a bit of the home. The home is a total loss, but there is quite a bit of it that is still standing.” (See, BLAZE, A2)

80 Loft makes debut in Jerseyville By CONNOR ASHLOCK Jersey County Journal 1880 Pizza and Pasta, located in Jerseyville’s Downtown Historic District, has added a major addition to its business, one that incorporates not only an experience for patrons, but strengthened family ties for owner Andrea Ringhausen. Ringhausen, who also owns Espresso Yourself Bakery, has worked tirelessly for several years at achieving her dreams with the opening of her bakery, as well as her pizzeria. Now, she’s taken the next step of adding an element of shopping to her little empire. The 80 Loft opened on the second floor of the pizzeria back in December, but the opening was soft on account of COVID concerns. But now, Ringhausen, along with her cousin, Dave Auston, are ready to get the word out there. A gift shop had always been in the works, but Ringhausen initially planned to take it slow over the first several years before tackling it. Ultimately, it was the pandemic that pushed them into it, according to Ringhausen. “When the pandemic hit, we couldn’t have any cater-

ing, so the upstairs sat empty. I decided to turn it into a food-related gift shop,” Ringhausen said. “Due to the pandemic, we decided to move forward with it, probably sooner than what my business plan had called for,” Ringhausen said. Ringhausen has also partnered up with Nicole McKinney of Deer Lane Boutique, who will be selling items that will be exclusive to the 80 Loft. “She’ll be selling items that won’t be on her website or in her main store,” Ringhausen noted. On Ringhausen’s side of
the shop, she and Auston are hoping that their gift shop will be a means for families to create memories such as the ones they had growing up with their family. Ringhausen’s family has always been a tight-knit one, something that both she and Auston are proud of. “That’s where all my inspiration comes from — my great memories of being on the farm and the family cooking together. It was my mom, Dave’s mom, Aunt Donna and Mammaw,” Ringhausen said. “I can remember just waiting for her homemade rolls to come
out of the oven and watching her pour fresh milk and cream and making homemade butter.” What Ringhausen came to realize was that it wasn’t the stuff that she remembers fondly, but rather the experiences with the people she loved that were really worth recreating — experiences that often involved food, a love language of sorts in their family. Thus, incorporated into her business model is some wonderful childhood experiences coupled with the necessities to make that a reality for other families. “I guess I’m getting to the point in my life when people get a lot of stuff,” Ringhausen said. Ringhausen isn’t a fan of clutter, so she wanted to ensure that the gift shop would focus on food, as opposed to clothing goods. “I just wanted something that was more homey, and food is homey,” Ringhausen said. The experience of putting this shop together has proven to be a bit sentimental for Auston and Ringhausen, prompting them to consider those wonderful times from their childhood down at the farm. For those that cannot do so, Pegram noted people can leave trash in bags that can then be picked up. “If they can’t take them home with them to put it in your own trash, I will drive down the highways and pick them up.” Those that do so are asked to use very visible trash bags. Notably, Pegram said Nature Kist Nutritional Center would have orange bags that people can pick up and use for such cleanup efforts. People can also inform Pegram they have done so by calling 618-567-5877. Beyond the efforts of Jersey County, Pegram hopes this inspires residents in the area to expend the effort and clean up the trash. “If people see people cleaning Jersey County, they are going to start thinking, ‘Hey, they did. Let us do it in Madison County,’” Pegram said. In tandem with this cleaning campaign, Got Faith has also organized an electronic recycling collection day from 10 a.m. to 2 p.m. at R&R Auction House in Dow, where people will be able to drop off TVs, electronics, aluminum, refrigerators, stoves, washers and dryers.
Johnson and Johnson vaccine has not reached Jersey County By LUCAS GARDNER Jersey County Journal It will still be some time before the Johnson and Johnson vaccine makes its way to Jersey County, according to local health officials. The Johnson and Johnson vaccine is a single-dose vaccine that has recently reached other area health departments. This vaccine was approved by the FDA and issued as a EUA (Emergency Use Authorization), but Jersey County has not received them yet. The Johnson and Johnson vaccine was developed by Janssen Pharmaceuticals. Because of the EAU, this vaccine is allowed to be used by medical facilities as data is collected. Johnson and Johnson expect to deliver over 20 million vaccines by the end of March and over 100 million to the US in the first part of the year. According to the local health department administrator, Doug King, they have not received the Johnson and Johnson vaccine yet and have not yet been told when the department will receive it. However, when the department gets the vaccine, the department will be using it alongside the other two currently-available Moderna and Pfizer vaccines. So far, Jersey County is still near the top of the pack in terms of vaccine administration. As of March 16, 4,090 have been fully vaccinated, representing 18.72 percent of the population. As of March 11, there are 14 Jersey County residents that have active cases of COVID and there have been 47 deaths. Overall in the county, there have been 2,505 positive cases and 2,444 have recovered from the ailment. The health department is focusing on all phase 1A and 1B individuals including: those 65 and older, all healthcare workers, first responders, educators, daycare providers, public transit workers, agriculture workers, postal, manufacturers, front line workers such as grocery and or supply employees and individuals that are 16 and older that have underlying conditions that could increase the risk of contracting COVID. Those interested in getting vaccinated are urged to call the health department at 618-498-9565, visit the website at jerseycountyhealth.org or check the department’s Facebook page for registration. The next clinic will be Friday, March 19, and for more information, interested individuals can visit the health department’s website. JCH Ambulance Association donates AED to library Since the inception of the JCH Ambulance Association, one of the main goals has been to donate Automated External Defibrillators (AEDs) to various locations throughout the communities that are served by the JCH Ambulance Service. “This is a mission that we take very seriously, because these are literally life-saving devices,” Nathan Bishop, JCH paramedic and Ambulance Association co-founder, said. Continuing their goal of putting life-saving AED devices in public spaces in the community, the Jerseyville Public Library was selected as the 2020 recipient of an AED donation. However, the device donation was delayed due to the pandemic and all of the associated changes. The AED will be installed and available for emergent use later in the month, pending training of library staff. At the onset of the pandemic in 2020, the Jerseyville Public Library was influential in
assisting Jersey Community Hospital to meet the needs of the community by lending their large tents for JCH use. The use of these tents in an urgent time of need provided cover for clinic and hospital staff to perform COVID testing through the changing seasons. As JCH adjusted to shifting COVID protocols and more permanent solutions were implemented, the use of the library’s tents allowed the JCH Ambulance Association to continue its mission and rethink methods for fundraising. As the pandemic caused the cancellation of annual spring fundraisers, they developed a plan to host Drive-Thru Fish Fry fundraisers in the summer and fall safely outdoors to help them fund the AED donation program and other goals. The events were so successful that the group plans to continue the drive-thru set up for upcoming fish frys they host annually during Lent. The Ambulance Association will hold this year’s first Drive-Thru Fish Fry on Friday,

March 19, and on Friday, April 2 from 11 a.m. until 1:30 p.m. both days on the JCH campus. “We hope you will come enjoy some delish fish and help us continue our efforts to expand and improve the way that we are able to serve Jersey County,” Bishop said. The JCH Ambulance Association functions
under the JCH Foundation, a registered 501c3. The purpose of this organization is to provide supplemental support and equipment to the JCH Ambulance Service, and the communities that they serve. These goals are accomplished because of the generosity of donors and those who support their fundraising efforts.
Mayor: Decision on TIF likely by summer 80 Loft
By JARAD JARMON Jersey County Journal A decision on whether or not Grafton leaders will move forward on the tax increment financing (TIF) district being proposed currently could be made by summer. Grafton Mayor Rick Eberlin said work investigating the viability of another TIF district in the city and what the district might encompass is continuing, and the choice of whether or not they will commit to establishing another TIF could be made in the near future. TIF is a public financing method that is used for redevelopment, infrastructure and other communityimprovement projects, and the establishment of such districts means tax revenues in a specific region will go to this TIF program and not to other taxing bodies like the school district. Over the last couple of months, Eberlin has been going to other governing bodies in the county, informing them of Grafton’s intentions and looking for support in their efforts, although official support is not needed to establish a TIF. Grafton already had a TIF district, one that was established following the Great Flood of ‘93 and that has since expired in recent years. And it is time, in the eyes of Grafton leaders, to do it again – but with a more targeted focus. “We’ve got interest now on the west end of town, and we’ve wanted for years to do more on the west end, but we are so limited due to the (Federal Emergency Management Agency) buyouts that there is not a whole lot of private property,”
Eberlin said. “I want to have a situation when I leave office that we do not have to rely upon FEMA or (Illinois Emergency Management Agency) or rescue grants if you will to keep Grafton going.” Eberlin explained there are two focal points to this proposed TIF – business development and funding to handle current and future repairs from disasters like flooding. “We want to develop more business in those areas,” Eberlin said. “...I want to have the tax revenue generated by the prospective businesses that contribute to our general fund – I want to have such a stockpile that we will have a good amount of money in hard times...I want a fail safe. I want a net to fall back into, too.” The business Grafton leaders would hope to inspire or foster are those that draw revenue during weekdays, not just the good-weather weekends. “(We’re) trying to draw more people into town on a Monday through Thursday,” Eberlin said. Should Grafton go through with this again, though, there would be risk, and other taxing bodies would miss out on growth for two decades. From Eberlin’s perspective, it would be worth it. “The bottom line is this: TIF – there is some inherent risk that goes with it. Grafton has hit on that risk big time,” Eberlin said. “There have been other times where it never really worked out the best in the world. That is unfortunate, but you got a situation where it makes it tougher and tougher to survive. And if this TIF can ensure that Grafton can survive for the next 50-100 years, then I think it is well
worth the risk. Our industry is tourism, and every one of these potential developments focuses on the tourism aspect.” He noted that TIF will build a bigger taxing base, so at the end of the day, it would be a win-win for everyone. Among the projects that could see TIF support, should this proposed plan be accepted, is a resort/restaurant, developed by the owners of the Loading Dock. Eberlin noted, should the TIF be rejected, that development might not happen. “That is a distinct possibility,” he said. “They were waiting to see which direction Grafton was headed, because there have been times where the leadership was not receptive to additional growth. “They are very comfortable with where we are headed as a town, but at the same time, every possible dollar that can be utilized that is not the developers’ money [is an incentive],” he later said. “If this TIF isnt passed, then that is a real possibility that this development very well may not happen.” As of today, the project is still in its infancy, with PGAV consultants looking at what parts of Grafton would qualify for a TIF. “We are just still in the infancy stages of this TIF discussion,” Eberlin said. Currently, the area between Wind Rivers Condominiums and the Loading Dock on the south side and the area across the road called the Flat Rock is being looked at. Also, they are looking at a block each side of Main Street east to west and Market Street going up Route 3 to the north.
Blaze (Continued from A1) He said, all things considered, their efforts went smoothly. “We were fortunate there was a fire hydrant right there on the corner by the house, so we were able to lay a hose line from the fire hydrant to the truck, so we had plenty of water,” New said. In total, roughly 16 firefighters from three separate volunteer departments arrived on scene to help fight the blaze. QEM was point on the fire, but Jerseyville and Fieldon Fire Departments provided mutual aid. Also officers and deputies from the Jersey County Sheriff’s Office and the Grafton Police Department were on scene to assist. "Everyone did their job very well,” New said. “…Nobody was hurt; that was the big thing... Everyone performed great. They did their job, and they did it well.” No deaths or injuries were reported from the blaze from firefighters or others on scene at the time of the fire. New explained the residence, which was not historic as many resi-

They grew everything,” Ringhausen added. If you can ever get the two of them going on the topic, you’ll find yourself listening to them go back and forth over the days at Mammaw’s place. Ringhausen will ask Auston if he remembers the rectangular hamburgers that she just couldn’t get enough of and Auston will ask Ringhausen if she ever had the pleasure of climbing up the cherry tree in the backyard. Indeed, at the time, it might have seemed that everything boiled down to food and work, but as the duo looks back on those days, they’ve found that they were some of the most formative years of their lives. Auston has been handling much of the work involved with the 80 Loft, which was something that Ringhausen mentioned was always the plan. “That’s the best part,” Ringhausen said concerning her cousin’s involvement with the business. “I talked him into coming and being a host in the restaurant last fall and that kind of sucked him in.” For Auston, the timing couldn’t have been better, as he had recently retired from a 25-year-long career in the education system. “Dave picks everything
out, scans everything, and I go through and decide exactly what to carry, but I don’t think I’ve told him no on anything so far,” Ringhausen said with a laugh. Just as it was in the days of Mammaw, her daughters and all the grandkids, Ringhausen has been striving to keep the whole family involved in the endeavor. “This being a family affair — this has been my goal all along,” Ringhausen said. “And she’s always said that,” Auston noted. Shelves and tables are full of dishware, items for pets, sweet treats, soaps, seasoning and easy-step mixes and a variety of other items that come from small mom-and-pop stores that Auston and Ringhausen have visited. Some items are also locally sourced. They also plan to sell Three Sisters Tea and a variety of unique jams, jellies and sauces. Now, Ringhausen and Auston are just waiting on a few more items to come in to top off all of their displays, but they’re moving forward as a family and couldn’t be more excited for the future. Ringhausen now can say that in addition to her host of family members that work to make it all possible, including her mother, daughter, husband, nephews and aunt, her cousin has joined the ranks and the two have shown to be a force to be reckoned with. The 80 Loft will be open anytime the restaurant is open and is located on the second floor of the building, along with Deer Lane Boutique.

mined nearly $3,750 in gold (about 200 ounces), worth roughly $126,000 today. William returned home after two years and set about building his life. He bought 1,800 acres four miles northwest of Kemper, married Mary Jane Elliott and fathered nine children. Three of those children, Elizabeth, Laura and Edward, married three siblings, Enos, Amos and Eliza Johnson. In 1870, William hired Jerseyville contractor Nicholas Smith to build a home on the farm. According to Jersey County lore, William was one of three men from that area who sought and found gold in California. After returning home, each had a fine home built, each a bit larger and grander. William was the last of the three men to build, and his efforts to outshine the others took a heavy toll on his finances. It took two years to burn the bricks, a process that increases a brick’s strength, durability and red color, needed to build the home. Although some rooms in the home were never finished, the house was a magnificent showcase that included 15 rooms and 12 fireplaces, including one in the basement

That honor goes to the township that bears his name. Ruyle Township was created six years after the home was finished and named for William because he was active in government and helped form Jersey County’s townships. William’s farm and home remained in the Ruyle family until 1939. Ownership of the home has since changed hands several times. Past residents include Charles Smith and his family and Floyd and Mary Frost. The home has been unoccupied for a number of years. I would be remiss if I didn’t mention the title often associated with William. He is sometimes referred to as Colonel Ruyle in newspaper articles, and his funeral notice lists him as such. Although his Find a Grave entry states he served as a Colonel in the Civil War, I can find no records to support that claim and suspect the title was honorary. If anyone can prove otherwise, please let me know. I’ll be happy to set the record straight.
Don’t say goodbye to pay phones just yet T
here is a pay phone in the Village of Brussels in Calhoun County. I have driven past it hundreds of times over the years. I always wondered if it really worked. I certainly never saw a line of people waiting to use it but still, curiosity finally got the best of me and I recently wasted a quarter confirming what I should have realized: it doesn’t work—at least not for me. In their day, pay phones certainly served a purpose for those of us who were on the road and had no access to a private phone line. Thanks to the cell phone, however, pay phones have become a thing of the past. Still, it may please you to learn that there is at least one place in the United States where the pay phone is alive and well. It is located just a hundred miles from Washington D.C. in a small town where, by law, cell phone use is prohibited. I am referring to Green Bank, W. Va. Green Bank is home to the Green Bank Radio Telescope, which is the largest movable telescope in the United States. It is used by scientists to study the universe, including not only our solar system and our galaxy, but all astronomical developments in our universe. Among other things, scientists are listening for sounds from outer space that would suggest there is some form of life out there. This telescope is so powerful that it can hear a rock landslide on Mars, for example.

uch has changed in rural Jersey County over the past 150 years. Tractors have replaced powerful teams of draft horses. Indoor plumbing has replaced wells that once provided refreshingly cool water on scorching summer days, and electric lights have brightened – and ironically dimmed – once dark, starry skies. While the years and decades have transformed Jersey County in many ways, some things have remained largely unchanged. This includes the home of William LeRoy Ruyle. Located in northeast Jersey County on Kane Road, between Ruyle and Smith Roads, the magnificent brick home has served as a local landmark since 1872. The home’s size and brick exterior lead some to mistakenly believe it was some type of institution, the county poor farm perhaps. It’s impressive size was designed to do exactly that – impress. William Ruyle was born in Tennessee in 1825. His parents, Henry and Elizabeth (Smith) Ruyle moved to Macoupin County when he was a toddler. Although I have little information regarding his younger years, I assume he received a basic education and helped on his father’s farm. When William was 25, gold was discovered in California. He wasted no time in making arrangements to head west. He was part of the second wagon train that left the area and drove six yoke of oxen throughout the journey. Because it is essential that there not be any electronic interference with the studies being conducted at the center, all cell phones, microwaves, most radio broadcasts and even some types of tv receptions are strictly prohibited within ten miles of the telescope. And on a much broader scale, an area of 13,000 square miles in West Virginia, Virginia and a small portion of Maryland are included in the so-called National Radio Quiet Zone that surrounds the Green Bank Telescope, where there are restrictions on the use of radio electronics unlike anywhere else in the country. This rectangular “quiet zone,” measuring roughly 100 miles on each side, has existed since 1958, when it was created in response to the Russian launch of the Sputnik, thereby allowing us to compete with the Russians in their development of satellites. The town of Green Bank has a population of 140 persons. If you are curious as to how these poor souls can possibly survive without cell phones, WiFi or GPS, they are doing just fine, thank you very much. They simply do things the way it used to be done—face to face or by landline. And guess what? At the dinner table, the children are actually making eye contact with their parents instead of looking at their cell phones every 30 seconds. Certainly a refreshing concept, isn’t it? There are obviously some inconveniences, particularly in

emergencies, but the local first responders use CBs and ham radios to communicate if necessary. And to deal with unauthorized use of cell phones and other prohibited electronics, there is a “cell phone” cop in town who, with a specially equipped truck, can monitor all electronic emissions within ten miles of the telescope. If you have a cell phone in use, he will find you. A few of the local residents moved there because they have a medical condition known as electromagnetic hypersensitivity, in which it is thought that the existence of cell phone traffic adversely affects the human nervous system. Whether that condition really relates to the use of cell phones is scientifically unsubstantiated but the folks who moved there for that reason seem to be doing just fine. Rick Dublo Richard Lee Dublo, 59, passed away at 8:09 p.m. Sunday, March 14, 2021 at his home in Jerseyville, following a period of declining health. He was born on June 17, 1961 in Elsah, Illinois and was the son of the late Carl and Virginia (Joplin) Dublo. Rick grew up in Jersey County as part of a large family, learning early on the value of hard work. He was employed on the Barge Lines for a period of time, and spent much of his life working in Construction as a Roofer, until his health no longer allowed him to do so. He married the former Duwana (Wright) Blackorby on September 19, 2007 in Jerseyville and together they have been blessed with 13 years of marriage. He was truly a jack of all trades and enjoyed building things, most especially furniture pieces. He thoroughly enjoyed his time spent fishing, and did so as often as he could. Surviving are his wife, Duwana Dublo of Jerseyville; two sons, Derrick Dublo (wife Chandra) and their son, Derrick Jr., of Dow and Shane Dublo of Troy; two step-daughters, April Blackorby Reynolds (husband Tyler) and their children, Emma and Zooey,

Shirley Ann Menzie, 78, died at 4:42 p.m., Thursday, March 11, 2021 at St. Anthony’s Hospital in Alton, after a three month battle with cancer. She was born in Carrollton, Illinois, one of four children born to Warren Edward “Gabby” and Louise (Retherford) Keele. She graduated in 1961 from Carrollton High School, and attended cosmetology school and worked at Maholland’s Cafe in Jerseyville prior to her marriage. She married the love of her life, Charles Menzie on April 29, 1964 at the First United Methodist Church in Jerseyville and together they have been blessed with nearly 57 years of marriage. Shirley’s life was centered around family. She was caregiver from the word ‘go”, whether it was lovingly taking care of her parents and sister in their later years, or just seeing that every aspect of her family was taken care of. She took great pride in her home, and was an excellent cook. She left this world, knowing that her family truly loved her and appreciated everything, big and small, that she has done for them. Marcella Meredith Marjorie Marcella Meredith, 95, passed away at 10:07 a.m., Monday, March 15, 2021 at Jerseyville Nursing and Rehabilitation Center in Jerseyville. She was born in Jersey County, Illinois on September 22, 1925, the eldest of six children born to the late Fred and Verna (Watson) Marshall. She began her working career at the International Shoe Factory in Jerseyville and worked for many years as a cook and waitress at various establishments in the area. She married William Leo “Pat” Meredith on April 2, 1949 in Jerseyville. Together, they were the proud parents of five children and shared in 57 years of marriage, prior to his death on December 19, 2006. Marcella was an avid reader. She and Pat enjoyed hosting family and friends for countless cookouts. Later in life, she became
quite thrifty and took up couponing and yard sales, keeping close track of the money she had saved each year. Alberta ‘Janie’ Quirk Alberta “Janie” Shuey Quirk, 98, of Medora passed away at 4:18 a.m., Monday, March 15, 2021 at Jersey Community Hospital, Jerseyville. She was a homemaker, devoted farm wife, loving mother, and grandmother. Janie was born January 15, 1923, in Gillespie, IL to George Wesley and Lula Blevins Shuey. She graduated from Gillespie High School in 1940. After graduating high school she worked as a waitress at The Blue Danube in Litchfield and as a switchboard operator. She also worked at The Western in East Alton during World War II. On March 15, 1942, she married Donald Brueggemann in Kahokia, MO, 4 years later they had their first and only child, Donna. Donald passed away on October 17, 1947. Janie later married John W. Quirk on July 29, 1950, at St. Denis Rectory in Shipman, IL. They shared 48 happy years of marriage together. Janie and John were proud supporters of Southwestern High School basketball and never missed a game for years. She worked side by side with her husband on their family farm outside of Medora in Jersey County. Janie was a talented seamstress and a wonderful cook. She was well-known for her angel food cakes, lemon pies, and homemade chicken and noodles. She was a 4-h leader and taught many in the community to cook, bake, sew, and crochet, including her daughter and granddaughters. She also loved to quilt. Not only did she spend many hours with the altar society making quilts, but she also managed to make quilts for family members which are now beloved heirlooms.

Mr. Jerseyville – always and forever
By CONNOR ASHLOCK Jersey County Journal Joe Susnig passed away on March 1 at the ripe old age of 84, marking an unparalleled loss for the community of Jerseyville, of one of its most trusted friends, strongest fighters and greatest supporters. Susnig was born on Aug. 31, 1936, in Pana, Ill. Upon graduating from Pana High School, he high-tailed it to Jersyeville, arriving in 1954 with all the ambition and gumption a young man needed to make his way in the world. What brought him to Jerseyville was a job opportunity through the A. Mathes and E. Furher Company of St. Louis. He was to manage Don’s Department Store. Jack Kallal remembers Susnig as the best boss he ever had. “Originally, I knew him because he and his family were neighbors to our family. They lived across the street,” Kallal explained. “He gave me my first job when I was in high school at Don’s Department Store in 1972.” Kallal would work for Susnig at Don’s Department Store for 10 years before going on to work for him an additional three years at Joseph’s Apparel. “He decided to open his own store across the street called Joseph’s Apparel. It’s where Brossio’s Tavern is at now,” Kallal noted. “He taught me about everything there is to retail as far as sales, customer service — basically everything. I did go on a few buying trips with him, just anything there was to run in the store, I learned from him.” Coming from Kallal, who worked a little over 32 years in retail, it speaks to Susnig’s business acumen, teaching abilities and dedication to his employees. Not only in a professional setting, but also as neighbors, Susnig and his wife, Beverly, were great neighbors to Kallal’s parents, Opal and James (Jiggs) Kallal. “He kept in contact through the years after I left there, and they were great, awesome neighbors to my parents,” Kallal said. Richard Perdun worked in municipal government alongside Susnig for several years and reflects in amazement on the individual that he was. “It’s only once in a while that a great civic leader like him comes around,” Perdun said. “Jerseyville was very fortunate to have him.” Perdun first met Susnig in the 1990s, when they served on the Jerseyville City Council, a position they held together for 12 years. “He had a terrific influence on the community,” Perdun said. “I, myself, recognized him as being a mentor when I first got on the city council and I learned much about finances through him.” Perdun further noted that he had the privilege of seeing Joe Susnig in his element — serving the people of Jerseyville — not only through his clothing store, but in his work for the citizens of the community. “He was a great civic servant and a very nice gentleman who donated all his time for city projects,” Perdun said. “He was very devoted to whatever he set out to do as a council member, as a mayor. I do know he read the audits and budgets word-for-word several times. He was knowledgeable and knew what he was doing.” Indeed, evidence of Susnig’s work is apparent not only to the generations who knew him, but to those generations now growing up, as evidenced by the Susnig Center and the Donor Pool. Aside from all his work in procuring grants and overseeing community projects, Perdun will remember the man behind the legend as a friend, a good friend that after a long meeting you could have a beer or two with. “He was a good friend, an excellent friend. He’d never do any harm to anybody,” Perdun said. “I admired him, and I’m sore to see him go so soon.” Perdun, a former mayor of Jerseyville himself, knew that it was next to impossible to outshine the incomparable Joe Susnig, but for Jerry Wittman, another former mayor of Jerseyville who actually succeeded Susnig in the position, he was especially aware that he never stood a chance to hold a candle to him.
“It was hard not to be a shadow with Joe. He was so ambitious. He always had a project going on and was looking ahead, never content to let things ride. He wanted to get things done and that was a good thing for the City of Jerseyville,” Wittman said. Wittman first met Susnig back in the 1970s and got to know him through his business and seeing him around town. He also knew him through municipal affairs, as Wittman was running for city council when Susnig was running for mayor. “He was always active in everything going on,” Wittman said. “I thought he was one of the greatest guys.” Out of all the various capacities in which Wittman knew Susnig though, none stood out as much as the mayoral aspect. “I’ve been in politics for 30 some-odd years. I’ve dealt with a lot of politicians that were council members and mayors, and as far as I’m concerned, Joe was more concerned for the City of Jerseyville than any man I’ve known. We’ve had a lot of good ones don’t get me wrong, but Joe was Mr. Jerseyville as far as I’m concerned,” Wittman said. Wittman pointed out that aside from the Susnig Center and the original Donor Pool, there were a lot of road projects that Susnig undertook, as well as working to build the sewer plant back in the 1980s. “Joe always had a project going. He was always looking ahead and thinking of things that could be done,” Wittman noted. “When he was a commissioner, he was always pushing to get something done. He thought the city ought to have one big project every year and we did back then.” Although Susnig stands out as one of the most endearing leaders in Jerseyville’s history, Wittman is more inclined to remember him as many others will: as a friend. “Joe was as sincere of an individual as you’d want to meet and true to his word. He didn’t hide anything. If he had something on his mind, he’d tell you,” Wittman said. John Hefner, likewise, will remember Susnig for his commitment to his community, his

friends and his convictions. “I’ve known Joe for 55 years, but we’ve been good friends for 30 years,” Hefner said. “He was a young man when he came here, probably around 20 years old, and that was a big step for A. Mathes. They had a lot of confidence in Joe.” Hefner related how, in hindsight, the major life decisions Susnig made at such a young age seemed to foreshadow the type of man his adopted community would perceive him as. “He came over here to a community he knew nothing about. it wasn’t like he had grandparents here. This was completely foreign territory to Joe, but he came in here and immediately got involved in civic responsibilities and duties and charitable work,” Hefner noted. Whether it was at the golf course, at a government meeting or community event, Hefner could always count on running into his good friend, Joe Susnig. “He was certainly an outgoing individual who was
extremely civic-minded and always had Jerseyville’s best interest at heart,” Hefner said. “He was a fun person to be around. He never had a downside really. He was always optimistic and an enjoyable person to be around.” Hefner saw what so many others saw in Susnig — his gifted leadership and careful consideration for the community. “There’s no question about it. He had no problem taking charge, but he was also responsive to what needed to be done and he listened. He was a good listener,” Hefner said. Hefner, a former president of the State Bank of Jerseyville and currently a member of the board of directors of the Jerseyville Banking Center, has had the privilege of getting to know many citizens in Jerseyville through the years, but Susnig was one of those who stands out vividly to him, both as a community member and friend. “He was a man’s man, that’s the way I looked at him. He’d
sit down and drink a beer with you and talk about finance, sports, you know, just about anything,” Hefner said. “He was a man of his word. If he told you something, you could book on it. Jerseyville High School Dance team qualifies for state
By LUCAS GARDNER Jersey County Journal Recently, the Jerseyville High School dance team qualified for the IHSA state dance competition for pom dance and hiphop, making history. The team worked hard to get to state; days of choosing what dance the team will perform and hours of dedication were put in to “wow” the judges, and it paid off. This year, for the first time ever since dance started in Jerseyville, the dance team qualified for state in two types of dances of the allowed three. These two dance styles were pom dance and hip-hop. A pom dance is a dance where the team uses pom poms in the dance and as for hiphop well, one could imagine a lot of flare and spring in the dance moves. As for the competition, before the pandemic hit, judges would score in-person, based on the six judging categories. This determined the trajectory for the team as competitions advanced through the season. This year was similar to the previous years, but it was far from an average year for the team. Like other sports, the IDPH and CDC guidelines had to be followed. Some issues the team had to deal with included inperson judging not being permitted, face masks, and the team had no live audience – all of which “took an important part of dance away” according to Head Dance Coach Brenda McCreary. “Because of all these factors that had to do with the pandemic, some of the ‘wow’ factor was taken away from the art form itself,” McCreary said. In addition, the pandemic is also a reason for changes in scoring. The judges dropped five percent from the score needed to qualify the team for

state competition, which was originally 80 percent. The percentage was changed from 80 percent to 75 percent because the teams had to send videos of their routines, rather than performing in-person. But, despite all of that, the dance team was happy to just be able to compete. “We had no audience, so unfortunately they didn’t get that experience, but we are so thankful we got to compete this year, and we qualified,” McCreary said. The dance team was able to get a 75 percent or higher to qualify for state within the six judging categories– spirit, synchronization and timing, technique, dance incorporation, skill incorporation and overall
effect. When the team received their score over the course of the competitions, the judges gave the team important feedback. This allowed the team to improve their performance in each of the previously mentioned categories upon review. As the team advanced in the competition, the dance team had to do a “sectional” competition before going to state. There, the team faced-off with 12 other schools and got fourth place. It’s because of this that they qualified for state. As of publication, the girls were still anxiously awaiting the results from their March 13 appearance at the state competition.

Alluvial Water affiliates look to future after appeal
By JARAD JARMON Jersey County Journal Months after a court judge ruled Illinois Alluvial Rural Water Company was created in violation of the law, an appellate court judge, with agreeing opinions from two others, overturned the decision, and now, Alluvial leaders are focused on the future of the project. “We’ve survived the storm. We need to just go forward with the project and just get this done, so people can have good potable water at a very reasonable cost,” Allen Davenport, Alluvial Board of Directors president, said. Illinois Alluvial is a private non-profit corporation that was formed in association between Carlinville, Dorchester and Jersey County Rural Water Company, according to court records, in an effort to supply potable water to residents and surrounding residents. Regional leaders hoped this would allow locals to have more say-so in the rates, and not run with outside private companies like that of Illinois American Water Company. “We would like to have some input as to the cost of the water,” Davenport said, clarifying he had no ill-will toward Illinois American Water. “...We have no say over the water rates. If they decide to raise their water rates, we have to pay whatever they say. Plus then, we will have to pass it on to our customers. We don’t sit on a board of directors for Illinois American.” Those that joined the Alluvial group would have a one-board-member stake in the non-profit. So far, Dorchester, Fieldon, Carlinville, Jersey County Rural Water and Bunker Hill signed on to the project. Notably, some residents in Jerseyville hoped to see the City of Jerseyville participate in the private non-profit corporation. Jerseyville had been seeking a solution for what was becoming a big issue in the city — their water systems were in need of costly repairs. The Jerseyville City Council opted instead to sell their water systems to the Illinois American Water Company, which drew controversy among some arguing the move relinquished control from the city. The Alluvial project was to pull water from a regional aquifer, down in the bottoms next to the Illinois River, where they have already drilled five test wells. The project is a $66 million investment, $24 million from grant money and $42 million through a loan. However, in the early stages of development, Carlinville citizens filed a lawsuit against the nonprofit. The plaintiffs in this case, Camille Mayfield Cooper Brotze and Wayne Brotze, argued in their lawsuit that Carlinville’s involvement in Illinois Alluvial was unlawful. According to court records, they argued that they and other citizens have a right to expect their elected officials will not exceed or abuse their statutory and constitutional authority, that their elected officials will ensure their water is lawfully supplied to them, and had the city attempted to solve the water supply issue by creating or partnering with a public water district, water commission or municipal joint water agency, the citizens would have a right to know what decisions were being made regarding potable water, and lack of transparency would no longer be an issue. Following an initial judgement in July 2020, an appeal was made, and ultimately accepted. “Carlinville and Alluvial appeal, arguing, in relevant part, the trial court’s interpretation of section 10(a) was erroneous and under the correct interpretation, they were entitled to summary judgment in their favor,” Judge Robert Steigmann
said in his opinion. “We agree and reverse.” Ahead of the initial trial ruling, the defense, Alluvial and Carlinville, argued the city had the right to “associate” with private corporations per the Illinois Constitution, pointing to one section that states “units of local government… may contract or otherwise associate among themselves” and “[they] may contract and otherwise associate with individuals, associations and corporations.” Judge April Troemper, who judged the case in July, said, however, that the defense’s focus on “may” was misplaced. She saw the “or” and the “and” as key, when interpreting the law. “The Constitution uses the conjunction ‘and’ when describing the ability of a unit of local government to contract and associate with a private corporation, meaning that there must be both a contract and a type of association for the constitutional requirements to be fulfilled,” Troemper wrote. Much of the focus was on this section of the constitution, both in the trial ruling and the appeal judgement. In his opinion on the appeal, Stiegmann wrote that the trial court’s reading this section “is simply incorrect.” “We acknowledge that ‘and’ is frequently used in statutes to signify that all of the listed factors must be present,” his opinion reads. “However, ‘and’ is also frequently used as a coordinating conjunction to join together words or word groups of equal grammatical rank...This usage is why the Illinois Supreme Court has repeatedly recognized that ‘and’ is often used interchangeably with ‘or,’ the meaning being determined by the context.” The appellate judge concluded this was the most logical consideration. “For example, imagine a family visiting a public lake for recreation,” Stiegmann wrote. “Upon entering, a sign states in bold lettering, ‘Visitors to the lake may boat, fish, swim and otherwise enjoy the lake in any manner not prohibited by park rules.’ No reasonable speaker of English would understand the sign to say visitors may swim but only if they also boat and fish and enjoy themselves. To do so, one would have to ignore the words ‘may,’ ‘otherwise,’ and ‘in any manner.’ “...Likewise, in section 10(a), units of local government may contract, associate, or contract and associate with private entities. By using a strict interpretation of ‘and,’ the trial court rendered the words ‘otherwise’ and ‘in any manner’ superfluous.” The appellate judgement did not fully touch on one aspect the trail court honed in on, though. Troemper also pushed back on the defendant’s argument that the city’s actions were permitted because they were not specifically prohibited by law and ordinance, writing that municipalities’ powers are limited to those that are granted to them by law and the powers. “The General Assembly provided entities such as (the City of Carlinville) with five different methods by which (the city) could enter into agreements and otherwise associate with others to solve its water problem. Creating a brandnew private entity that is not subject to transparency and public input was not one of them.” Troemper went on to write that if the court adopted the defense’s reasoning that the city could merely do what it did, “then why hasn’t any other non-homerule municipality done this in almost 50 years since the 1970 Constitutional Convention?” “If it is not prohibited by any law or regulation, then why is this the first nonhome-rule municipality to ever conduct itself in this manner,” she wrote.
Even still, the ruling was reversed, and now, Alluvial leaders are looking to the future, noting the time that has been lost because of this lawsuit. “This lawsuit has really put us a year behind,” Davenport, who also heads the Jersey County Rural Water Board, said. The next step for them is to get to “loan closing,” which is when the project is essentially shovel ready. “In order to do that, we have to get all of the easements, we have to get the wells, we have to get the land for the pump station,”
Davenport said. “We are in progress right now. We have been trying to do this as much as possible. But with the lawsuit the way it was, we were about a year behind where we really wanted to be.” Regional leaders have been working on this project for two to three years, and Davenport is relieved “it is back on track.” Alluvial leaders are expected to hit loan closing in about a year. It will then take a year at least for plant construction including piping to these communities. Davenport is hopeful

within that time that other communities consider taking part. “A lot of communities were shying away from this because of the lawsuit,” he said. “Several communities showed great interest, but when the lawsuit came up and started all of this stuff, then they shied away because they did not want to be involved in the lawsuit.” The goal with support is to build about a 6 million gallon a day plant in order for them to keep the cost per thousand gallons of water very reasonable.
