Grafton mayoral torch is officially passed to Morrow

This motion followed comments Morrow made earlier about what he plans to do when gets in office, affirming his intentions to end the long-standing lawsuit the city has had with DeSherlia Marina Management. At that meeting, he did state that he had no intention of getting rid of these attorneys and planned to use them throughout this issue. County clerk concerned over proposed legislation By CONNOR ASHLOCK Jersey County Journal County Clerk Pam Warford has expressed public concern over proposed legislation in the General Assembly that will increase the rental housing support program (RHSP) fee from $9-18. “I want to inform the board and those present about a bill that I’m personally opposed to,” Warford said at the Jersey County Board meeting last week. “House Bill 3878 has passed the House and has moved to committee in the Senate. It will double the fee we’re collecting in the recorder’s office.” According to a press release from Warford, this legislation will increase recording fees throughout the state. This includes deeds, mortgages, releases, easements and other documents related to property ownership. Warford iterated that she knows of no other clerk in favor of this legislation, citing two specific reasons, which she stated at the meeting and also in the press release. “Among the main complaints posed by clerks/recorders is that funds raised through the program have not been equitably returned to the counties who are collecting them, and that recent and past audits of the program have revealed negative findings,” the press release stated.

“There were times where this position got a little demanding. People ask me, ‘Do you enjoy your job as mayor?’ I love my job as mayor,” Eberlin said. “I would say generally 95 percent of this job is very, very rewarding, and Mike, you will find that out. Unfortunately, it is the 5 percent that you spend 95 percent of your time on. “You’ll have your ups and downs, and hopefully you will have the rock that I had to come home to, to talk about things, to pick you back up and dust you off and send you off and say, ‘Tomorrow is going to be a better day.’” Eberlin left his position with his head held high and proud of what he and others had accomplished in four years. “Going forward, I am very confident that this city is in a tremendously better place than it was four years ago,” Eberlin said. He spoke of the success in the city, from a business and city perspective, despite a pandemic and a flood.

Warford shared that since she took office in 2014, Jersey County has collected over $200,000 for the fund, which is only a fraction of the total amount collected from the county since the RHSP was started back in 2005. “Jersey County has never received a dime from this fund since 2005,” Warford said. “I think there is a lack of transparency and documentation of what happens to these funds, and if anyone wants to contact their legislators about that, I encourage you to do so.” The lack of transparency was found to be very troubling for Warford, so much so that she contacted the offices of State Senator Steve McClure, R-Springfield, and State Rep. C.D. Davidsmeyer, R-Jacksonville, to voice her concerns. “According to the Illinois Housing Development Authority, 24 counties have never received RHSP funds back to serve their local landlords and renters with rental housing support needs,” the press release said. “In central Illinois, the counties of Calhoun, Greene, Jersey, Logan, Macoupin and Morgan have never received RHSP funds for their jurisdictions.” Those interested in more information on this legislation or the implications thereof are encouraged to contact Warford at her office at 498-5571, extension 115. McClure, who represents the 50th district, expressed that he was against the bill. “[Warford] pointed out that these funds don’t go to the county you’re paying them in, so they could go anywhere. We just got a huge bailout by the federal government that’s already being misspent. Unfortunately, our government has a bad track record when it comes to this,” McClure said. “So, I’m against these fee increases. They’re an unnecessary burden, and there’s no guarantee they will have an impact on the counties that are collecting them. It’s just not something I support.”

JCHS graduates finish off challenging year on high note By JARAD JARMON Jersey County Journal The school year certainly brought its many challenges for the Class of 2021, especially in the first semester, but the ceremony on the JCHS football field Sunday was not about those challenges. It was not about COVID or the looming rain clouds overhead. More so for Jersey Community High School graduates, it was about finishing out an important chapter in their lives, despite the big last-minute hurdles they faced and doing so on their terms and with their friends. And the soon-to-be graduates wanted their graduation, the once in a lifetime event, to be outside on the football field. Ahead of the event, it was touch and go whether that would be possible. Rain was predicted for Sunday, but school leaders and graduates rolled the dice Sunday and won. Sure, the overcast skies continued to darken throughout the ceremony, but the Class of 2021 were gifted by whoever is on high with a dry celebration of their high school achievements. It was only after the announcements, speeches and the presentation of the roughly 180 diplomas in Jerseyville as students embraced their families that a single raindrop fell. “I thought it went well. I think we finally caught a little bit of a break with the weather,” said JCHS Principal Cory Breden, who had the honor of leading the graduation of a class this year that included his daughter, Clare Breden. “The kids really wanted to be outside...I think that the kids really appreciated the fact that they were able to have a full graduation this year. They deserve it. I told that group last year in August – they deserve to be recognized for this

Following, Breden had a few words for the soon-to-be graduates. “While these young men and women have lost more than any of us could have ever have imagined, I hope that they will dwell on all of the positive experiences that they have shared with their families and each other as they moved on to the next phases of their lives,” Breden said. “Probably the one thing we have all been reminded of from this experience is that we should not take much of anything for granted.” This goes double for a high school graduation – an event that a student could never get back. “High school graduation only happens once in your life,” Breden said. “You can get two college diplomas. A lot of people have multiple children. You get one high school graduation, and I hope that they appreciate that and I hope that they remember this for the rest of their lives. Timothy Stinnett

Timothy William Stinnett, 58, went home to be with his Lord and Savior, Jesus, at 10:40 p.m., Monday, May 17, 2021 after a nearly three year, hard fought, battle with colon cancer. He was born in Wood River, Illinois on April 26, 1963, one of four children born to William Thomas and Marjorie Ann (Schneider) Stinnett. In his early years, Tim attended Jerseyville schools, until moving to Pawnee, Illinois, where he graduated from Pawnee High School in 1981. Coming from a family that possessed an immense love for the sport of golf, Tim was an avid golfer, and enjoyed playing with his Dad and brother Ben, where he became known as the “driver” of the bunch. He was also a St. Louis Cardinal fan, doing his best to never miss a game, whether it was on the television, radio, or as often as possible, in the stands at Busch Stadium. He was also a fan of the St. Louis Blues, and spent time with his sister and brother in-law, Beth

and Dave Dalton, watching the games on the television. Tim was also good with numbers and cards, and found his niche in the professional world, when he became a Dealer on the Alton Belle Casino, upon it’s debut in September 1991. He later took his expertise to Ameristar St. Charles Casino in St. Charles, Missouri, when they opened in May of 1994, working 25 years until his illness forced his retirement. Tim is survived by his siblings and their spouses, Ben

Devin Dawdy and Nancy Stinnett of Shipman and Beth and Dave Dalton of Jerseyville; along with numerous loving nieces, nephews, great nieces and great nephews; and a host of good friends. In addition to his parents, he was preceded in death by his twin brother in infancy, Thomas Clay Stinnett; his paternal grandparents, Pat and Marie Woods; and his maternal grandparents, Harold and Anna Schneider. Visitation will be from 5 to 7 p.m., Thursday, May 20, 2021 at the Crawford Funeral Home in Jerseyville. Funeral services will be conducted at 11 a.m. Friday, May 21, 2021 at the St. Francis Xavier Catholic Church in Jerseyville with Father Martin Smith officiating. Burial will be in the Oak Grove Cemetery in Jerseyville. In lieu of flowers, plants and other remembrances, memorials would be appreciated to his family in care of the funeral home. Devin Anthony Dawdy, infant son of Steven and Cynthia (Kallal) Dawdy of Carrollton, died at birth at 12:10 a.m., Friday, May 14, 2021 at Mercy Hospital South in Saint Louis, Missouri. He was greeted in heaven by his brother, Aiden Thomas Dawdy, who passed away in infancy on November 14, 2013 and his grandfather, Gordon Dawdy. Special needs dinner dance slated soon Loving Life Special Olympic Team will be hosting a Special Needs Dinner/Dance on Friday, May 21, 2021 at the Jerseyville Legion Post 492 and fair pavilion. The dinner/dance will be mostly held at the fair pavilion, weather permitting, with the Legion building to be a cooling station and for the ones that would rather be inside. The Western themed “Kickin Up Your Boots Showdown” dance will go from 5-9 p.m. The night will include a 5 p.m. dinner. At 6 p.m., the music will kick off for people to dance. The crowning of the “Kickin Up Your Boots Showdown” King and Queen will be at 7 p.m.. The event will be socially

distanced with face masks encouraged. This will be

a no alcohol event. Everyone needs to have a parent,

guardian or aide to come along with them.
