By DAVID CAMPHOUSE Pike Press Both a new animal control warden and new ambulance administrator were named at the Monday, March 22 Pike County Board meeting. Current Assistant Animal Control Warden Mckenzie Ballinger was approved to fill the animal control warden position that will be vacated by Debbie Lambeth’s retirement. Ballinger was selected for the position over 32 other applicants. Ballinger, who lives in Baylis, has served as Assistant Animal Control Warden since July of 2019. The county’s budget book shows the animal control warden position with a starting salary of $35,031. Pleasant Hill’s Kasey Kendall was selected as the new county ambulance administrator. Kendall will replace Josh Martin, who resigned from the position. Kendall currently works for Adams County EMS in a supervisory capacity. Kendall has over 20 years of EMS experience. The ambulance administrator base salary is $55,000, and Kendall will receive a similar benefits package as Martin did. According to County Board Chair Jim
Sheppard, Kendall is responsible for coming up with a new fee structure for the department within his first six months, to bring it in line with surrounding ambulance districts. The board also heard an audit report for fiscal year 2020 presented remotely by representatives from auditing firm Wipfli. According to County Clerk Natalie Roseberry, the audit shows that the county finances are in better shape than in prior years. Roseberry said that the county routinely ends the year as much as $500,000 in the negative. Roseberry said that the county’s finances, because of employee furloughs and COVID related grants, were actually positively impacted by the COVID-19 pandemic. The auditor complimented the county’s staff on their preparation and cooperation during the audit process. One negative finding in the audit was roughly $120,000 in uncollateralized funds at the end of the fiscal year. The issue has since been resolved. The board also approved a motion directing the Pike County State’s Attorney to seek a formal opinion from the Illinois Attorney General on a previ-

State’s Attorney Zack Boren wrote an opinion stating that additional compensation of any kind is disallowed for elected officials during a given term. In response, Roseberry voluntarily returned the $5,000 payment until an opinion is rendered by the Illinois Attorney General. Board members also approved, as of July 1, to begin paying county employees in arrears. Currently, some employees are paid on the 10th of each month for time worked through the 15th of the same month and paid on the 25th for time worked through the end of the same month. July 1, will be paid in arrears for the prior pay period. The board went on to approve contracting Paycom to perform payroll and human resources functions for the county. According to Roseberry, Paycom is a more comprehensive system that the one currently used by the county for payroll. “It’s managed human resources,” Roseberry said. “It maintains records and will reduce liabilities for the county.” Since the city and county share an emergency dispatch, the board voted to approve Pittsfield Police Chief Michael Starman to sit on the county’s Emergency Telephone System board for a term ending March 23, 2023. The county’s Agriculture Committee completed a long-worked-on update of the county’s zoning ordinance. The updates will be sent on to the planning commission and the zoning board of appeals for approval. The Agriculture Committee also approved a draft cannabis ordinance and a proposed “craft grow” cannabis facility and zoning change in Martinsburg. The proposed facility and zoning change request will be heard by the zoning board of appeals and be subject to a public hearing.

The child’s body was taken to the McLean County Coroner’s Office in Bloomington by the Pike County Coroner for an autopsy. Following the autopsy, it was determined the child succumbed to smoke inhalation. The cause of the fire is still under investigation by the Illinois State Fire Marshal. No foul play was suspected. Also at the scene was the Spring Creek Fire Department, the Pleasant Hill Fire
Department, East Pike Fire Department, Pike County EMS, the Illinois State Police, the Illinois Conservation Police and the Illinois State Fire Marshal. As the family has lost everything, a Go-Fund Me page has been set up and a benefit is scheduled for April 10 at the Nebo Community Club. Tim Mooney wears 36/32 pants and an extra large shirt, 9 1/2 shoe; Hayle wears 10/12 pants and large shirts and size 8 shoes. Jordan wears size 8 pants and size 10-12 shirt and is a 4 1/2 shoe, Chance is a 5T with a 12 some in toddler; Kayden is a 4T with a size 10 toddler shoe. Two men, Nathan Shultz, 33 and Jonathan M. Johns, 36, both of Nebo were arrested following the fire for three counts aggravated intimidation of a firefighter, a class 2 felony and resisting a police officer, a class A misdemeanor. Both men posted 10 percent of $20,000 bond and were released. They were to appear in court yesterday, March 23.
Rainfall stops field work April 6 set
By BETH ZUMWALT Pike Press Some areas of Pike County received nearly five inches of rain last week and all areas received at least a few inches. The rain stopped all field work in the county, which had been moving along steadily. The Pike County Highway Department reported several temporary road closures with water over the road. Roads were closed at McCraney Creek, between Hull and Kinderhook, at the 106 intersec-
tion, and water was over the road at Chambersburg on County Highway 5 near the Perry-Chambersburg line. Pittsfield Township reported water near the road on 370th Street, south of County Highway 3 and also at the Pittsfield/Newburg Township line on 390th street. All roads have reopened, but repair work may be on-going and motorists are advised to use caution in those areas. More rain was predicted for yesterday, although the amounts were significantly less than last week’s.

for municipal elections By BETH ZUMWALT Pike Press The spring municipal elections are less than two weeks away and campaign signs are springing up all over the county. City, town, village, township and school board elections will be held and the ballots have never been more interesting. In Kinderhook Township, a three-way race for road commissioner has narrowed to a two-person race after Sam Reed dropped out of the race because of personal reasons. “If Reed should be elected, he will resign and the board will appoint a new road commissioner,” Natalie Roseberry, Pike County clerk, said. The situation with the Pittsfield mayoral race is different. Robert Rood suspended his campaign but never gave Roseberry anything official. “If he would win the election, he could choose to accept the office or he could resign and let the city council appoint a mayor,” Roseberry said. A crisis was averted in Pleasant Hill Township when the names of the trust-
ees were left off the ballot after the proper paperwork was not filed. The highway commissioner, the supervision and clerk were submitted to the County Clerk’s office but not the candidates for trustees. “We burned the midnight oil last week and got the ballots fixed to show the trustees’ names,” Roseberry said. In the Pittsfield City Council, with the suspension of Wood’s campaign the only contested race is between Trevor Zumwalt and Chris Little for Ward 2 alderman. Pikeland also has four members running for three seats on the school board. Voters will choose between Dennis Brown, Tara Bradshaw, Richard Myers and Megan Vose, Western also has a contested race for school board between Kris Koeller, Lorc Weir, Kelsey Shafer and Brian Nation. Griggsville-Perry and Pleasant Hill have uncontested races for school board. Several offices have barely enough candidates to fill the offices and others have none, meaning those vacancies will have to be filled after the election.

Pikeland board approves annual personnel decisions By DAVID CAMPHOUSE Pike Press The Pikeland school board made a number of personnel decisions impacting the status of the district’s faculty and staff at the Wednesday, March 17 board meeting. Fourth year teachers Scott Bacon, Erin Fesler, Rachel Gerecke, Kaitlyn McDevitt, Laura Shade, Stephanie Steele and BJ Yelliot were approved to be granted tenure on the first day of the 2021-2022 school year. First year teachers Amanda Havens and Danielle VanWinkle were approved to be granted second year status. Second year teachers Brad Hamilton, Jenna Morrow, Angela Neff and Jan Roepe were approved to be granted third year status. Third year teachers John Heafner, Cara Knake and Haley Thiele were approved to be granted fourth year status. Tammy Hubbard was approved as PHS Head Cook, effective in August. Rachel Toelk, Marcella Puterbaugh and Kim Ridenbark were all approved as PCS hot lunch staff members for next school year. Also approved for the 2021-2022 school year were Chris Harter as PCS sev-
enth grade special education long-term substitute teacher, Sydney Himmelman as PHS math teacher and Maddison Johnston as PCS third and fourth grade special education teacher. Noah Mendenhall was approved to be hired as a PHS assistant football coach for the 2020-2021 school year, effective immediately. Dr. Curt Simonson was approved as a volunteer PHS assistant football coach for the 2021 season, effective March 18. Tom Cawthon, Allen Motley, Brad McClintock, Matt Saxe, Michael Smith, Dr. Dan Speckhart and Mario Vitale were all approved to serve as volunteer bass fishing coaches. Also approved was the honorable dismissal of long-term substitute teachers and grantsupported bus route drivers, as well as the routine non-renewal of community coaches. Family Medical Leave Act (FMLA) leave was approved for one Pikeland employee. In addition, the board approved the resignations of PCS pom sponsor Jodi Gengler, effective June 1 and the resignation of maintenance worker Jason Pressey, effective March 4. Pikeland Superintendent Carol Kilver updated the board
on the district’s “return to learn” plan, stating that all high school students had returned to an every day in-person schedule starting Monday, March 15. High school students had been attending every other day – with half attending Monday and Wednesday and half attending Tuesday and Thursday – to allow for greater social distancing. Friday remains a “flex” day for students to seek specific assistance. “This week, high school students have been back every day,” Kilver said at the March 17 meeting. “You could feel that there was a lot of excitement even though it was a dreary day.” Kilver said that several barriers remained in place, which challenge the district on a dayto-day basis. Kilver identified logistical challenges of transporting students to extracurricular events in condensed seasons and student mask fatigue as serious challenges. According to Kilver, as of March 17, there were seven active COVID-19 cases within PHS’s student body – affecting members of the boys basketball team, girls basketball team and the Saukettes. In addition, Kilver reported that fewer than 40 students remained as remote learners across all district schools.
Superintendent Kilver reminded board members that athletic scheduling remained challenging and fluid, susceptible to COVID cases and quarantines at other districts as well as Pikeland. “Athletic scheduling is complex,” Kilver said. “Rain days may just be cancelled. There are only so many days between now and June 1.” The February natural gas bill was brought up as a discussion item. The February bill, which typically runs between $10,000 and $12,000 in winter, was $83,000 for the month even though the school district shut down during the week of Presidents’ Day to reduce gas usage. Kilver and board members discussed the budget amendment that would be needed to accommodate the gas payment. “We are in a good place financially, but we’ll have to amend the current budget,” Kilver said. The board also approved graduation dates for PCS and PHS. PCS’s graduation date is scheduled for May 27, with a rain date set for May 28. PHS’s graduation is scheduled for May 29, with May 30 set as the high school’s rain date. The last day of school for Pikeland students is scheduled to be May 28.
Griggsville-Perry makes annual personnel moves
By DAVID CAMPHOUSE Pike Press In a brief meeting of the Griggsville-Perry school board Wednesday, March 17, board members attended to the routine monthly business of the district and made a number of personnel decisions. The board approved the consent agenda, which included paying the last month’s bills, approving the March meeting agenda and approving the February board minutes. The board made several decisions related to continuing employment of faculty, honorably dismissing paraprofessionals, hiring coaches and approving Family Medical Leave Act (FMLA) leaves for district employees. Board members moved to continue the employment of the following who will achieve tenure: Evan Sheppard, Susan Manker and Nicole Bowen. Similarly, the board moved to continue the employment of the following third- and fourth-year, non-tenured staff: Marina Bradshaw, Ashley Scranton, Shelley Armistead, John Lipcamon, Jacob Hopkins, Matt Hansen, Genny Stauffer, Tiffany Risley, Wilson Newman and Lindsay Dunham. Non-tenured, first-year
staff member Carla Sidwell also had her employment with the district continued. The board approved the honorable dismissal of the following non-certified personnel: Mindy Wood, Teresa Manker, Alexis Manson and Lisa Feenstra. Non-certified staff members are routinely honorably dismissed near the end of each academic year and hired back on an as-needed basis. Jeremy Nash was approved as G-P High School softball coach, and Marlee Schultz was approved as girls middle school basketball coach. In addition, FMLA leave was approved for Ali Baker from Feb. 15 to April 5, and FMLA leave was approved for Tiffany Risley from March 29 through the end of the current school year. Also during the March 17 meeting, the board approved several COVID related board policy changes. According to GriggsvillePerry Superintendent Kent Hawley, the changes were in large part prompted by the Coronavirus pandemic and are intended to make school districts more adaptable in the event of emergency situations. “Most of the changes are in response to the COVID pandemic and allow for changes to state rules/laws in the event of an emergency declaration in the state,” Hawley said. Hawley also said that the district was awaiting word on the amount of Elementary and Secondary School Relief (ESSER) funding the district would receive from the federal government in the second and third round of the funding. “Like every other school, we’re waiting to find out how much stimulus money we’ll receive,” Hawley said. Hawley indicated Griggsville-Perry had received approximately $97,000 in the first round of federal aid made available by the federal government in the wake of the pandemic. The funding amount, Hawley said, was based on the amount of Title 1 funding received by the district and the student population of the district. Two rounds of ESSER funds are still due to

Dallas William Dean Mooney Dallas William Dean Mooney, the 8 month old son of Timothy and Hayle Eller Mooney, passed away on Friday, March 19, 2021 at his home. He was born on June 26, 2020 in Quincy, IL. Dean, as his parents lovingly called him, was the light of their life. He was the sweetest and happiest in the mornings and when his daddy came home from work. Dean loved bath time, playing Xbox, watching Cocomelon, and eating all kinds of food. He was always bouncing and smiling and his smile radiated so much love. Dean was just starting to walk and enjoyed chasing his friend and puppy, Coach, who was always by his side. He got his attitude from his father and he didn’t like being in the dark, but his papa Tim always made everything better. Dean will be forever loved and cherished, and be greatly missed by his family. He is survived by his par-

Roger Irvin Uhe of Pittsfield, IL passed away on March 18, 2021, at St. John’s Hospital in Springfield, Illinois, at the age of 80. Roger was born on April 29, 1940, in Freeport, Illinois, to Irvin William and Ethel (Huneke) Uhe, and raised on their family farm near Lena, Illinois. After flourishing athletically at Lena-Winslow High school, Roger attended Murray State University on a basketball scholarship. He transferred to Western Illinois University in 1959 and was a key member of the Leathernecks basketball team, graduating in 1963. Roger married Virginia Dodds in 1961 and subsequently moved to Oregon, Illinois. In Oregon, Roger taught business education courses at the high school, and served as an assistant and then varsity head basketball coach for over 10 years. Also, while in Oregon, Roger obtained a master’s degree in education from Northern Illinois University in 1967. In his free time at Oregon, Roger continued playing basketball and fast-pitch softball in travel leagues. In those years, members of the Chicago Bears football team would barnstorm around the Midwest during their off-season, playing in the same travel basketball leagues, and Roger played against them as a member of the Rockford Majors. Another highlight with the Majors was playing two games against the Harlem Globetrotters.

Beginning in 1975, Roger was a business teacher and spent two seasons as the varsity head basketball coach at Jacksonville High School, in Jacksonville, Illinois. Roger married Martha Jean Shulman in 1977. Roger and Jean moved to Jean’s hometown of Pittsfield in 1980. During this time, Roger began his career at the Illinois State Board of Education until his retirement in 2007. In Pittsfield, Roger enjoyed the camaraderie of many friends at Old Orchard Country Club. His favorite pastime over the years, however, was enjoying the many family gatherings in Pittsfield at the Shulman residence, where laughter and good times were a constant. His more recent passions included avidly following politics and watching his favorite sports teams, including the Chicago Cubs, University of Illinois basketball, and the Pittsfield Saukees. Roger also reveled in the accomplishments
of his five grandchildren. Throughout his life, Roger had a gift of making all who he encountered feel special. He bestowed those he knew with loving nicknames. Roger was an incredible coach, both in sports to his players, and in life to those who sought his advice. Roger had an infectious laugh that often ended with him in tears (the good kind). He was immensely loved by his family and will leave an incredible void. Survivors include his wife Martha Jean Uhe of Pittsfield, Illinois, his three children Robert (Gretchen) Uhe of Springfield, Brian Uhe of Pittsfield, and Molly (Chris) UheEdmonds of Chatham, Illinois, his sister Marian Burkhard of Boise, Idaho, and several nieces and nephews. Surviving grandchildren are Ingrid Uhe, Liesel Uhe, Roger J. Uhe, Jack Kosbab, and Charlie Kosbab. Roger was preceded in death by his parents and his brother Eugene “Gene” Uhe. A private celebration of life for the family and invited guests will be scheduled for a date later in the year. Vaccine eligibility expands to general population Beginning Monday, March 22, higher education staff, government workers and media will be eligible for vaccination. Beginning Monday, March 29, food and beverage workers, construction trade workers and religious leaders will be eligible for the COVID-19 vaccine. Then, April 12, Illinois will expand eligibility to all residents 16 years and older. The Illinois Department of Public Health (IDPH) reports 6,052 Pike County residents have been vaccinated against the COVID-19 virus by receiving the vaccination in and out of Pike County. Pike County Health Department (PCHD), in cooperation with Quincy Medical Group, Illini Community Hospital and Illini Rural Health have administered 3,587 doses of the
COVID-19 vaccine as of March 15, Of those, 2,737 have been fully vaccinated meaning those individuals have reached two weeks since their second vaccination. Approximately 17.53 percent of Pike County residents have been fully vaccinated. Individuals who wish to become vaccinated may call PCHD at 217285-4407 and use option 8. Callers will need to leave their name, date of birth, phone number, health condition (if applicable) and employer (if applicable). Those leaving messages will be called to set up an appointment when vaccine becomes available. Appointments based on prioritization and vaccine availability. March 26, PCHD will be utilizing an online option for registration, however you will still be able to call
the health department to schedule an appointment if you are in the abovementioned categories. More information regarding the online option will be forthcoming. Another option for vaccination is to contact the Adams County Health Department. Individuals in the categories mentioned above who would like to be vaccinated can call the vaccination registration line at 217-600-4VAX or go to www.adamscountytogether. com/vaccinate to schedule your vaccination. Individuals registering are asked to bring proof of identity as well as the ticket they receive through the email upon registering online or the ticket number they receive by registering through the vaccination registration line with them to their vaccine appointment.
Lamb assumes Picture Pittsfield presidency
Community organization Picture Pittsfield has named its next leader. Patrick Lamb was inducted as president at the Picture Pittsfield annual meeting March 23, and he will serve in that role for fiscal year 2021-2022. “It’s an honor to step up and help lead this great organization,” Lamb said. “Picture Pittsfield has accomplished a lot in the little time that it has been in existence. I can’t wait to see all of the things we achieve in 2021!” Picture Pittsfield’s first president, Jessica Guthrie served the organization for more than two years and has stepped down to serve the community in a different way, as president of the Pike County Rotary Club. “While it was a lot of work, it was also a lot of fun to see how far Pic-
ture Pittsfield has come,” Guthrie said. “Leading this team of talented and dedicated volunteers has paid off in spades for the community. It was my absolute pleasure to serve and will continue to volunteer for Picture Pittsfield projects. I look forward to seeing how Patrick continues to improve the organization and the community with his leadership expertise.” Lamb is a founding volunteer for Picture Pittsfield, having participated in the Illinois Institute for Rural Affairs MAPPING workshop back in the fall of 2018. He most recently served as the Parks and Recreation committee chairman. He was instrumental in organizing the Pike County Big Buck Classic Disc Golf Tournament at the Lake Pittsfield and Bow Lake disc golf
courses, raising funds for the King Park Walking Path Duck Dive and creating a plan for the King Park Dog Park. As president, he plans to keep up with Picture Pittsfield’s current momentum. “We have a lot of great things planned for 2021,” Lamb said. “I’d love to see more volunteers join our organization. We’ve already made such a big difference in our community with the volunteers that we currently have. Just think if we had more community members willing to join in the fun!” Picture Pittsfield is a group of volunteer citizens, organized to improve the quality of life for the city of Pittsfield, Illinois, for its residents and guests, through its parks, festivals, attractions, retail businesses, dining experiences and more. Be sure to stay on spring lawn maintenance
Our fool spring has many itching to get out in the yard and get to work sprucing up the lawn; however, it is important to consider that it could still be too early. To properly take care of problems in the yard, it is important to fully understand what we are trying to control. Spring lawn maintenance often includes a combination of the following: a pre- or post-emergence herbicide, overseeding, aerification, dethatching, fertilization or an insecticide. When making these applications, it is important to apply maintenance practices at the right time. When making herbicide applications, time of application is very important. Some weeds such as crabgrass begin to germinate when minimum soil temperatures reach 55 to 60 degrees for seven consecutive days, meaning herbicide applications should not be made that far in advance of these germination requirements. Soil temperature and ambient air temperature are not the same thing; to determine soil temperature, visit the Illinois State Water Survey. Typically, we reach soil temperatures of 55 to 60 degrees around April 1. It is also important to understand that temperature can have a negative effect on the efficacy of a herbicide, so it is important to know the requirements of the herbicide used. If you are interested in having a manicured lawn but also want to reduce chemical inputs, there are some alternative options to
manage weeds. Having a dense stand of grass will provide competition to crowd out weeds. If your lawn consists of mostly warm season grass, you may want to incorporate some cool season grass into your stand to create competition to winter annual weeds that germinate earlier in the spring. Weeds will often grow where grass won’t; some weeds like yellow nutsedge commonly grow in poorly drained areas, so by alleviating any compaction issues and increasing soil drainage through aeration and adding organic matter, these areas will become more favorable for growing grass. You may also consider only spraying areas that have weeds. If you plan to overseed or reseed your lawn, you’ll want to hold off on herbicide applications. When herbicides are applied, seeding should be delayed until 30 days after the application. If we wait to apply pre-emergent herbicides until soil temperatures rise to 55 to 60 degrees for seven consecutive days (around early April), that pushes seeding back to the first of May. Spring seeding should be done before mid-April; the more it is delayed, the less time the grass has to become established before it starts getting too warm. The ideal time for seeding a lawn is in late August to September. Everyone wants a plush green lawn; however, the early season application of fertilizers promotes aboveground growth but not root development. In the event of a dry summer,
shallow root development results in a reduction in efficiency of water uptake. Soil sampling should be done to check if nutrients are necessary. If additional nutrients are needed, fertilizer applications can be made in mid-May. Consider watering the turf to incorporate fertilizer to prevent burn. A slow release fertilizer requires less moisture, reduces chance of burn, and provides nutrients overtime as the fertilizer breaks down. Not only is topdressing with compost a great way to provide a low rate of nutrients to your lawn, but it also adds organic matter to your soil which helps to build a healthier soil and lawn. Many homeowners will apply an insecticide to control grubs in their lawn, but these insecticides also control beneficial insects in the soil. It is suggested to only apply an insecticide when grub populations have reached around 10 to 12 grubs per square foot (peel up sod in areas where you think you may have a problem and sift through the soil). There’s a lot to think about when discussing proper application and maintenance practices in lawn care; never hesitate to reach out to your local Extension office to ask questions. Good Growing Tip of the Week: In the case of applying pesticides, more does not mean better. The Pike County Rotary Club inducted two new members, Jeana Springer and Natalie Roseberry. This brings the club’s membership count to 50. Martin is a native of Pike County, the daughter of Gene Martin and the late Evelyn Martin. She has one brother, Shane Martin, who works for the City of Pittsfield and a 24-year-old son who is currently serving in the military in California. Pike County Housing Authority Request For Proposal – Audit Services The Pike County Housing Authority (PCHA) is making a Request For Proposal (RFP) for audit services for FYE 12/31/2020, FYE 12/31/2021, & FYE 12/31/2022. PCHA, located at 838 Mason St, Barry, Illinois 62312 is a PHA operating 228 units of low income public housing across 7 different communities in the Pike County, Illinois area. In addition to the Operating Subsidy it receives from HUD, it also receives Capital Fund Grants from HUD for major improvement projects. PCHA has not entered asset management and PCHA is contracted with Hawkins Ash CPAs for their fee accounting services through 12/31/2022. As stated above this contract will be for a period of 3 years and will be re-bid after completion of the FYE 12/31/2022 audit. In addition, should either party seek to terminate the agreement prior to the end of the 3 year agreement, a 90 day notice shall be given, in advance, of the desired termination date. With both Pike County football teams prohibited from playing their season openers Friday night because of COVID’s effects on their numbers, the two teams met for practice Saturday morning at Pleasant Hill. Faithful football followers say it was the first time in decades the two teams had been on the same field. Pittsfield will hopefully play at Riverton this Friday night and Pleasant Hill will host North Greene.

Avery Sanders, a senior pitcher for the Mississippi College Lady Choctaws was named Gulf South Conference Softball Pitcher of the Week, last week. Sanders went 2-0 with a 0.44 ERA in a series sweep of #13 UAH last weekend. She posted 18 strikeouts over 16.0 innings, including punching out 13 Chargers Saturday and tying a school record for a single game. Sanders leads the GSC with 71 strikeouts in 61.1 innings pitched this season, and Saturday’s stellar performance was her second time to strike out at least 10 in a game this season. She is the daughter of Mark and Sarah Sanders, formerly of Hannibal, Mo. and the granddaughter of Jim and Peggy Shields of Pittsfield.
