By BETH ZUMWALT Pike Press Tax bills will be mailed Friday, July 31 according to Scott Syrcle, county treasurer. “The first installment is due Sept. 2 and the second is due Oct. 16,” Syrcle said. Taxing bodies usually see the first wave of tax payments approximately 30 days after the first installment is due. “We are okay in most of our funds,” Ron Edwards, Pleasant Hill superintendent of school said. “But seeing that money is always a welcome sight.” Kent Goewey, mayor of Griggsville, said since COVID struck in the spring, Griggsville has been very careful with spending and watching every expenditure closely.” “But what concerns me is all these people who haven’t filled out their census,” Goewey said. “If Pike County’s population drops below 15,000, there is a statute that mandates our tax base go from 2.1 percent to 3.3 percent. That’s a big increase just not to answer five questions.”

In 2018, the population of Pike County was estimated to be 15,611. Due to COVID-19, access to the Pike County Treasurer’s lobby will be limited to three people at a time. “To avoid any delays and for your personal safety, we would recommend mailing your payment or for your convenience the following list of banks will accept payments during regular banking hours,” Syrcle said. Banks accepting payments are: United Community, Pittsfield; Farmers State Bank, Pittsfield and Hull; Great Rivers Bank, Barry and Pittsfield; Farmer’s National Bank, Griggsville and Pittsfield; CNB Bank, Pittsfield; Bank of Kampsville, Pleasant Hill; Central State Bank, Pleasant Hill and Kinderhook; Farmers Bank of Liberty, Barry and Prairie State Bank and Trust, Perry. Payment stubs must be included with the payment. Credit card payment is offered via MunicipPay with service convenience fee of 2.45 percent with a $3 minimum at the Pike County treasurer’s office or by phone.

County Board approves new liquor license, considers special licenses By DAVID CAMPHOUSE Pike Press David Caldwell, owner of the Pike Motel in Pike Station, requested two liquor licenses from the county board in order to satisfy his applications to the state gaming commission. Board Chair Andy Borrowman advised board members that there were currently no liquor licenses available in the county, and they could take no action, approve one license or approve both requested licenses. The board elected to approve one new liquor license. Board members also continued a conversation from the group’s June meeting related to special use liquor licenses. The owners of Nebo’s Spring Creek Market had inquired about the feasibility of being issued temporary, special use liquor licenses to provide

liquor service at events in unincorporated Pike County. The matter of temporary liquor licenses was tabled in order for the board to research codes regulating alcohol sales/use throughout the county’s townships.

Straight-line winds cause damage across Pittsfield By BETH ZUMWALT Pike Press A storm with winds in excess of 70 mph downed several trees and power lines in Pittsfield Tuesday, July 21. “My equipment measured winds at 72 mph,” Josh Martin, ESDA coordinator for Pike County said. “But I know in some places it was greater than that. I estimate the winds to be in the 70-80 mph range.” Downed power lines left the most of the county without power for approximately four to five hours. A few pocketed areas did not lose power.

The damage was termed as moderate it involved downed trees, a few that fell on roofs and blocked streets. Mayor John Hayden said city crews were out immediately following the storm and cleared streets. “We waited until Monday to start on individual brush piles, because we assumed people would do yard work over the weekend,” Hayden said Monday, July 27. “Perry and Griggsville have offered to send crews to help us and we have a fulltime man on the machine at the burn pile to keep it pushed up. We are also dumping brush at the east end of the industrial park.”

Sampley sentenced to 100 years with DHS By DAVID CAMPHOUSE Pike Press ittsfield’s David Sampley, who was found innocent by reason of insanity for the 2018 murder of Sharon Welch, was sentenced to 100 years of in-patient treatment at Springfield’s McFarland Mental Health Facility on Thursday, July 23. Upon testimony from an Illinois Department of Human Services (DHS) psychiatrist, the court found that Sampley was in need of secure, inpatient mental health services. “The people and families involved with the situation will not be surprised by the psychiatrist’s findings,” Pike County State’s Attorney Zack Boren said. “He’s being institutionalized in a secure facility. It’s the right result.” Sampley was credited with 781 days served, the time he has served in custody, against his 100 year sentence. In 2018, Sampley was charged with aggravated domestic battery, aggravated criminal sexual assault and murder upon the discovery of Welch, strangled at 642 South Clarksville Road in Pittsfield. The case’s probable cause statement laid out that Sampley had strangled Welch with a sock and stomped on her chest.

State’s Attorney Boren informed board members that the settlement of the lawsuit would likely not bring a financial windfall for the county, but could result in additional drug prevention/treatment resources. The board also approved remote attendance for board members at meetings, as long as a quorum was present. Board members can only attend remotely for emergency family or work reasons. Pike County hits double digits in COVID numbers

By BETH ZUMWALT Pike Press Pike County Health Department (PCHD) has been notified of a new Novel Coronavirus (COVID-19) case in Pike County, a female in her 20’s. She is isolating. Close contacts have been identified and are being asked to quarantine for 14 days from their last contact with the positive case per CDC guidelines. A total of 11 COVID-19 cases in Pike County residents have been reported to PCHD. Two cases are active and nine have recovered. There are currently 20 people under voluntary quarantine due to being a close contact of someone who tested positive for the virus. As of 7/24/20, over 1300 people have tested negative for the virus. PCHD does not provide COVID-19 testing. If you are feeling ill and would like to be tested, please contact your health care provider to set up an appointment to be test-

ed. Additional testing options include calling Illini Xpress at 217-285-5080, Quincy Medical Group hotline number at 217-2774001, or Blessing hotline number at 217277-3504. Also Pike County residents are warned that Adams County has been reported at warning level. A county enters a warning level when two or more COVID-19 risk indicators that measure the amount of COVID-19 increase. Pike County residents traveling to Adams County for work, medical care, shopping or other activities should be of heightened awareness and practice social distancing, mask wearing and wash their hands frequently. Scott County, Pike’s eastern neighbor has also seen a spike in cases after having no reported cases for the first three months of the pandemic. Visitors to that area should also take precaution.

Western looks toward fall 2020

By DAVID CAMPHOUSE Pike Press The Western Community Unit School District #12 Board of Education met in regular session Wednesday, July 22 at 6 p.m. to consider the start of the school year and other matters. High school and elementary principal Connie Thomas reported that a parent survey has been sent out to collect feedback on what type of teaching delivery is desired by district families. District personnel will reach out to families who do not respond to the survey. Planning is ongoing, according to Thomas, regarding options for opening the school year remotely and in-person. Junior high principal Brandi Pennock also reported plans are being made at the Kinderhook campus for an in-person or remote return-to-school. Pennock also said that pre-k classes will be offered at Kinderhook and Barry. Superintendent Jessica Funk told the board that she has been in touch with the Pike County Health Department to discuss the eventuality of school children contracting COVID-19, and the requisite precautions and contact tracing that needs to occur once students are found to have been infected with the disease. Funk went on to say that the YMCA

has offered to assist with childcare, since Western plans to dismiss early during the upcoming school year. The board approved the consent agenda — which included an amended 2020-21 school calendar, an MOU with the Western Education Association, the district’s bread bid, a tentative staff assignment list, an increase to $65 per game for softball/baseball officials, and a district-wide concussion protocol. Board members went on to unanimously approve the district’s return-to-school plan, which includes abbreviated school days and increased online learning. A line of credit was also approved between the district and Great Rivers Bank. In addition, the following personnel decisions were approved by the board: Q Sara Gilbert as special ed teacher; Q Joanna Puterbaugh as part-time music/ part-time paraprofessional; Q Terry Robertson as driver’s ed teacher; Q William Schaffer as yearbook sponsor; Q Amber Rak as drama coach; Q Resignation of Heather Lair as special ed teacher; Q Resignation of Patty Patterson as softball coach; Q Honorable dismissal of educational support employees.

Illinois Department of Natural Resources (IDNR) Conservation Police officer Chris Gushleff of Macoupin County displayed information about Illinois wildlife in a trailer at the Save-A-lot parking lot Friday, July 24. Gushleff informed visitors about Illinois wildlife and outdoor safety. Gushleff’s visit was part of an IDNR public relations effort to make the public more familiar with outdoor recreation opportunities in the state.

150 Years Ago Aug. 4, 1870 Our friend Aug Aiken of Perry call on us at the Democrat yesterday and assured us that the county seems one entire cornfield with the most abundant promise of a heavy crop ever seen. The heavy rains since our last issue have put the crop beyond all danger. It is said that the Pittsfield Woolen Mills are now making the finest dress plaid flannels, jeans and snow flake yarns ever made in the west. The county convention of Good Templars will meet in Griggsville Sept. 7. All person who feel interested in temperance, and who would like to see the scourge of intemperance driven from our land, are invited to attend.

125 Years Ago Aug. 7, 1895 No one can tell the outcome in regard to the corn crop in Ross Township and beyond. There are thousands of acres of corn standing in water. About three or four hundred acres of shock wheat are still in the field and cannot be hauled to the machines nor the machine to it. Another rain or two and it’s a goner. The Anti-Horse Thief Association of Perry will hold their annual burgoo on the last Saturday of this month. These burgoos have become very popular. Park’s Military band of Louisiana, Mo. furnished the music for the Griggsville fair. They gave they gave the best of satisfaction. The city fathers in Canton don’t appear to believe in bloomers. They have passed an ordinance imposing a fine of $10 to $20 for wearing that costume on the street. There was a busy time at the Armory Friday when Company A was getting its traps together to go over to Springfield and put in a week of solid drill service.

100 Years Ago Aug. 4, 1920 New wheat is not coming in very fast, the crop being light. Buyers here are paying $2 a bushel for new wheat and 65 cents for oats. About the worst auto smash-up that ever happened in this vicinity occurred southwest of Pittsfield Saturday when two cars met head on at the top of the hill, being blinded by dust, the occupants of neither car knew the other car was coming. How the occupants escaped serious injury is hard to understand. A big two-ton truck belonging to William Biddle, and driven by his son, John, smashed through the board platform of the ferry boat at Florence when they started to

drive off the boat. It took four hours to get the truck back on solid ground. Ross Shaw has installed a trap for shooting clay pigeons on his farm, and a number of sportsmen have been using it. 75 Years Ago Aug. 8, 1945 Colonel Ellsworth Newton, the former Baptist Clergyman, convicted of murder in a famous Pike County trial in 1937, who had escaped from the state prison at Chester in 1943, was re-captured in Kirkwood, Missouri, and returned to the Chester prison at the end of July. A violent electrical storm, that seemed to be for a time training its electrical guns on the courthouse park, struck Pittsfield about 8 p.m. Saturday night. The town was crowded with shoppers and the Clark theatre was packed. It was reported that the dome of the courthouse was hit, but there was no outward damage to the tower. Wendell Hall, S2/c, is now aboard a ship and at sea. He is the son of Mr. and Mrs. Winfred Hall, and was home on his boot leave the last of June. Tom Troutner, EM1/c, is on duty at Pearl Harbor. He sent home orchids for his parents, Mr. and Mrs. Tom Troutner’s 29th wedding anniversary, and they arrived as fresh as if they had been picked that morning. Leslie Hayden, S 2/c, is spending a leave here with his parents, Mr. and Mrs. Lloyd Hayden. 50 Years Ago Aug. 5, 1970 V. T. Park of Milton is the newly elected president of the Illinois Rural Electric Co. Parks has served on the board of directors since 1941. He took the place of J. Wes Smith on the board. Parks is the first head of the cooperative from Pike County since Smith served in the same capacity. His granddaughter, Julie Parks, 18, of Milton, was second runner-up in the Miss Illinois Rural Electric pageant at the Scott County 4-H Fairgrounds. Miss Elizabeth Musgrave, the daughter of Mr. and Mrs. Loyd Musgrave of New Salem and Donald D. Toepke of Griggsville, son of Mr. and Mrs. Carl Toepke of McLean, were married July 19 at the Griggsville Methodist Church. Norman Turnbull was soloist, accompanied by Frank Turnbull. The bride is employed as a secretary at M.D. King Milling Co. The groom is agriculture instructor in Griggsville. Charles Durall of Pittsfield has been hired as principal of East Pike at Milton. He

10 Years Ago Aug. 4, 2010 A pilot traveling crosscountry from Colorado Friday morning had to make an emergency landing in a cornfield just south of Pleasant Hill, owned by David Borrowman. There was some damage to the plane, but apparently none to the pilot, Jesse Moats, of Riverton, who ironically said that he and Borrowman are old friends. Spencer M. Boren of Pittsfield has graduated from the University of Illinois at Champaign-Urbana with degrees in history and secondary education. A 2006 graduate of Pittsfield High School, he has been employed to teach social studies at PHS this fall. The State Farm Insurance team for the 6 to 8-yearold division ended their 13-0 season with first place in their tournament. Team members are Gage Gratton, Ian Damon, Eli Smithers, Owen Leonard, Isaiah Gregory, Cade Tomhave, Hunter Hobbs, Peyton Apps, Nathan Zumwalt, Cooper Priest and Wade Howland. They are coached by Brian Damon and Chris Apps.

taught in the East Pike elementary school this past year. 25 Years Ago Aug. 2, 1995 In its first week of business, the new truck stop south of Wendy’s in the Barry Travel Plaza, was a hub of activity, with RVs, semis, cars, truck, and minivans driving in and out of the station all week. The first day of business was July 24. Over 75 volunteers hustled around in the 90 degree heat Saturday to make the Barry Firemen’s 49th annual chicken dinner a success. Barry Fire Chief Ken Cooley said the cooks fried about 1,500 lbs of chicken and dished it out to almost 2000 people. More than 1000 feet if logs were put in place on Tuesday last week at the Heartland Outfitters hunting lodge south of Nebo. Owner, Gary Harpole, II, said he expect the lodge to be open by October. Helen Katherine Harman, 70, of Pleasant Hill, died July 28 at Illini Community Hospital in Pittsfield. Miss Harman was a retired school teacher, starting in Durand, and then coming to Pittsfield High School, where she taught for 38 years, retiring in 1986.

He was born on September 25, 1945 in Griggsville, IL to Clifford ‘Bill’ and Elsie Mae Wheeler Wainman. He married Karol Smith on May 9, 1985 in Owensboro, KY, and she survives. Rudy graduated from Griggsville High School and went on to join the United States Army in November 1965 until August 1967. He served in the Vietnam War most of his active career and earned many medals including the National Defense Service Medal, Vietnam Service Medal, Vietnam Campaign Medal, Good Conduct Medal, and Expert (Rifle M-16). After Rudy was Honorably Discharged from the US Army, he began working for International Harvester. He went on to work for Econ Express which transferred him to Kentucky where he was a fleet manager for several years. He then worked as a truck driver hauling yachts for Genmar, retiring in 2011. He and Karol relocated back to Pike County in 2016. Rudy attended the Church of the Nazarene in Griggsville, IL. He was a self-taught wood worker and was a perfectionist about it. He loved working in his yard, making it look meticulous and always had a project going. Rudy enjoyed watching Gunsmoke among other Westerns, and

spending time with family as much as he could. He is survived by his loving wife of 35 years, Karol Wainman; stepchildren, Cammie (Garret) Dozier of Auburn, IL and Kenyon Leedy of Pittsfield, IL; two loved sons, Daniel (Shelley) Brennecke and Jeff Brennecke, both of Pittsfield; four grandchildren, Kendra Leedy, Konner Leedy, Tanner Leedy, and Dustin Brennecke; one great grandchild, Gunner Leedy; brother, Richard (Patty) Wainman of Pittsfield, IL; sister, Wanda McCallister of Jacksonville, IL; and numerous nieces and nephews. He was preceded in death by his parents, and siblings, Billie Phillips, Donna Jean Gant, and Ruby Sappington Rodriquez. Graveside services were held on Saturday, July 25, 2020 at 11:00 AM at Bethel Cemetery. Memorials are suggested to be made to the Church of the Nazarene in Griggsville. Roderick receives high honor Maj. Evan Roderick, formerly of Pittsfield, has been awarded the General George S. Patton Jr. Distinguished Master Tactician Award for the Command and General Staff Officer Course class of 2020. “I wanted to challenge myself, but also see where I stood among my peers in terms of my tactical knowledge and proficiency,� Roderick said. “It feels good to know that my experience and the mentorship of officers and (noncommissioned officers) in the past have paid off.� Because of COVID-19 restrictions, the normally three-phase competition, only included two phases. The first phase, conducted in January, was a 200-question online exam that tested more than 200 competitors on their knowledge of U.S. Army tactics and doctrines.

The top 26 competitors moved onto the second phase, which included three tactical decision games. “During the TDGs, the competitors were presented with complex and challenging tactical scenarios that forced them to rapidly develop creative and tactically sound plans,� said Lt. Col. Phil Hensel, Command and General Staff College Department of Army Tactics instructor. Roderick said the second phase was the most difficult. “The first round, you knew it or you didn’t know it,� Roderick said. “The second round was harder because you had to prioritize your time and figure out and conceptualize how you were going to solve the problem. “It was a good test of how quickly we could come up with an effective plan, which is really useful because obvi-

ously in a combat or deployed environment, you have very limited time to figure out how to best array your forces and execute a mission,� he said. The top five performing competitors were named Master Tacticians, and, as the winner of phase two, Roderick was named recipient of the overall award. “Major Roderick’s performance was truly remarkable,� Hensel said. “He embodies the Department of Army Tactics’ goal of developing tactical excellence in all CGSC students to prepare them to play key roles in the operational Army.� Roderick said he has appreciated his time in CGSOC. “The best experience is working in a staff group with people that have all different types of military experience. The JWCC CNA curriculum includes classroom, lab and clinical experience, and provides students an opportunity to enter the healthcare field. The eight-week program will run from Aug. 19 to Oct. 9, Mondays through Thursdays, 8 a.m. to noon at the Quincy campus. A oneweek program will run from Aug. 19 to Dec. 10 at the SEC. Clinicals will also be offered as part of the program at various locations. Illinois equestrian drill team places in top 4 in national competition Grit and Grace Drill Team recently placed 4th in the Novice Division of the national GEM State Virtual Drill Competition riding their “Rumble� routine. Due to COVID a virtual competition was designed and teams were assigned a time slot to record their performance and submit to judges. Teams competed from Texas, Colorado, Idaho and Illinois. Grit & Grace is a newly

formed equestrian drill team making their first appearances in 2020. Ten members come from Central Illinois and Northeast Missouri and range in age from 15 to a very young 67. They bring experience in barrel racing, pole bending, team penning and sorting and ranch horse competitions. All riders share a love of horses and horsemanship and came together to challenge each other in a

new direction of horsemanship. Team Captain, Deb Laux of Pittsfield, Illinois says, “From our very first practice in September 2019 we set a goal to enter a big competition. We are thrilled with our results especially because it was our first competition. It just motivates us to keep working. These are ladies who barely knew each other last fall and have become great friends and a

strong team. We are all blessed with fantastic horses who also love this job. The team works hard practicing at least twice a month at different locations between Springfield, Illinois and Palmyra, Missouri so there is a lot of time and travel involved.� Grit and Grace can perform at your next rodeo, saddle club show or family oriented event. The discipline of Drill Team

has its roots in training for war and cavalry. Modern drill teams showcase horses and horsemanship in choreographed maneu-

Friday, July 24, the Western YMCA hosted a fun water event called “Splash Bash� for all the local kids since the local pool didn’t open this year due to COVID-19. This event was held from 3-6 p.m. at the Barry Pool Park. During the Splash Bash event, kids, like Matt Shover, were able to go down a slip-n-slide, play an egg toss game, and eat hotdogs and hamburgers that Bainbridge Street Cafe supplied.
