By BETH ZUMWALT Scott County Times When Shelby Craig Thatcher, formerly of Winchester, found out her high school Spanish teacher and student body advisor had lost her daughter, Laura, her heart ached for Janet Paslay, a woman she was close to throughout her high school years. R.J. Paslay, Janet’s husband, was an English teacher at North Greene for most of his career as an educator. Laura Paslay was a 2004 graduate of Winchester High School and was a few years older than Thatcher. Laura died unexpectedly in June 2020 while living and teaching preschool in Knoxville,Tenn. Thatcher, who now lives in Wyoming, felt there was little she could do. “I sent a check to the memorial fund, but other than that, I was at a loss as to what I could do for the family, Thatcher said. In December, Thatcher learned Winchester was having their annual Hometown Christmas celebration and Laura’s father, RJ Paslay was

going to be there, collecting donations to build a playground at Memorial Park in Winchester in Laura’s memory. “I called Janet and asked her what I could do and she said not to send another check, that I had already donated once, Thatcher said. “I told her I wanted to do something to help and said that in Wyoming, people have online auctions for fundraisers. I asked her if I could set one up. She said that would be fine. Thatcher set up a Facebook page where individuals could post a good or service. Individuals could then go to the page and bid on the items. “It was kind of slow the first couple of days, Thatcher said. “I think a lot of people didn’t understand what it was. But once word got out, it has really taken off. Currently, there are nearly

It is still possible to post items for bids. “The family was able to buy the equipment for the park at a discount if they bought it before the end of the year, Thatcher said. “If they don’t pay for it by mid-January, they lose the discount. Janet Paslay says she is touched that so many people want to help remember her daughter though the playground.

An architect’s rendering of the new playground equipment for Memorial Park in memory of Laura Paslay. The equipment is geared toward smaller children. Paslay was a preschool teacher at the time of her death in June 2020.
“I am touched by the generosity shown by everyone, Paslay said. “It is very humbling and we are very grateful. Paslay said her daughter was a lover of the outdoors and loved anything to do with children. The Paslay family say they take their grandchildren to Memorial Park and felt the area needed more equipment for younger children. “She loved watching children play and have a good
time, she said. “Instead of flowers, we thought a memorial would be something that Laura would have liked and will keep her memory alive. “I know this can’t take away the pain, Thatcher said. “But knowing that other people care can help you get through the day sometimes. The page on Facebook is listed as Auction for Laura Paslay Memorial Playground. The auction will end mid January or so.

Scott County Health Department (SCHD) reported Monday, Jan. 4, that 343 county residents have tested positive for coronavirus, showing an additional 16 cases in the last week. Active COVID-19 cases in Scott County have fallen by two over the same time period, from 28 to 26. However, the number of close contacts in COVID-19 quarantine has more than doubled in seven days – rising from 17 to 35 residents. One additional resident has been hospitalized by the pandemic, while no additional deaths have occurred. No cases have been reported at the Scott County Nursing Center (SCNC). Members of Scott County’s healthcare and first-responder community are being vaccinated against COVID-19, while other at-risk members of the workforce and those who are immunologically disadvantaged will be vaccinated next.
COVID-19 vaccinations continue, quarantine numbers on the rise By DAVID CAMPHOUSE Scott County Times Scott County Health Department (SCHD) RN Meghan VanDeVelde reported Monday, Jan. 4 that the county had not seen the uptick in COVID-19 cases she and others in the department had feared would come on the heels of family Christmas gatherings. Instead, active cases in Scott County fell by two. The number of close contacts in quarantine has more than doubled in the same time frame. “We’re not doing too bad, VanDeVelde said Monday. “We had five positives today. We were expecting worse, though, after the holiday. VanDeVelde tempered her positive outlook, cautioning residents to continue to avoid large gatherings tied to the holidays. “We could still see cases crop up from Christmas, VanDeVelde said. “We do expect to see a spike in cases from people holding New Year’s parties. Overall, it’s better than I expected. According to VanDeVelde, SCHD typically tests residents on Mondays, Wednesdays and Fridays. Each day, the department conducts dozens of tests. “Normally, we average about 50 tests a day, VanDeVelde said. “Last week, we only tested two days
because of the holiday. We did 128 tests. VanDeVelde said the department uses the rapid antigen test for most individuals, because of the quick results. Antigen testing has been reported as being less reliable than some other forms of testing. “We see the results from the antigen tests in 15 minutes, VanDeVelde said. “For the antigen test to come back positive, you have to have enough of a viral load. The lab-tested PCR COVID-19 test, VanDeVelde said, is more accurate than the antigen test, but it requires a nasal swab being sent to a lab and longer wait time for results. “The PCR test is considered to be the gold standard test, VanDeVelde said. “That is the test that has to be sent to a state lab in Chicago, Springfield or Carbondale. While the antigen test is adequate for most tests, SCHD does provide PCR testing for certain individuals. “We will send out a swab if people need it, VanDeVelde said. “It is often required for surgical patients, and it’s needed if someone has received conflicting results. SCHD continues to vaccinate those most at risk of exposure to COVID-19. By DAVID CAMPHOUSE Scott County Times A team of five Walgreens pharmacists and pharmacy technicians visited Winchester Monday, Jan. 4 to deliver Pfizer COVID-19 vaccinations to Scott County Nursing Center (SCNC) residents and employees. According to SCNC Administrator Debbie O’Dell, the residents and staff at the SCNC feel fortunate to have received the vaccination so quickly. “It was suggested that we might not be eligible for the vaccine, because we hadn’t had any cases, O’Dell said. “We were blessed. O’Dell said the vaccine is optional for both employees and residents. SCNC community members will have the opportunity to receive the vaccine at a later date if they
opted out of receiving it Monday. “A majority of residents and many staff members received the vaccine, O’Dell said. “Walgreens will be coming back. Those who received the vaccine Monday will receive a second dose 21 to 28 days after the initial vaccination shot. O’Dell reported that SCNC residents have still not had any cases of COVID-19. Two employees tested positive for COVID-19 in 2020, but SCNC remains one of the few long-term care facilities to have no lab confirmed COVID-19 cases among its residents. “We’re staying at the status quo, O’Dell said. “Staff is staying strong. Residents are staying strong. We are looking forward to seeing what 2021 has to offer. (See, 50 YEARS, A2)
Illinois Department of Public Health monitors new Coronavirus variant By DAVID CAMPHOUSE Scott County Times A new variant of the virus that causes COVID-19 was recently identified in the United Kingdom. Cases have now been reported in two states and are not known to be linked to travel, which indicate community spread. As more information is learned, Illinois Department of Public Health (IDPH) will provide updates and notify the public if and when the variant is detected in Illinois. Illinois is increasing its surveillance for the variant by performing genomic sequence testing on an increased number of specimens that have been collected. “We’ve not been alerted about it being present, Scott County Health Department (SCHD) RN Meghan VanDeVelde said. “We haven’t seen that strain in Illinois. According to VanDeVelde testing procedures used by SCHD are believed to detect the newly identified variant of the virus. “The current tests we use will pick up the new strain, VanDeVelde said.
VanDeVelde also indicated that health officials believe current COVID-19 vaccines are effective against the COVID-19 variant. The danger of the new variant, VanDeVelde said, is that it seems to be more infectious and easier to spread. “It’s more condensed, VanDeVelde said. “There is more of the virus per droplet. IDPH Director Dr. Ngozi Ezike echoed VanDeVelde’s statement about the increased infection rates associated with the variant. “Viruses are constantly changing through mutation and variant virus are expected, Ezike said in a press release. “At this time, we have no evidence that infections by this variant cause more severe disease or death. However, early study shows the variant may spread more easily and quickly. We will continue to work with academic partners, laboratory researchers, physicians, and the Centers for Disease Control and Prevention (CDC) to monitor for cases. (See, VARIANT, A2)
Fear lies in the unknown – COVID vaccine explained By CARMEN ENSINGER Scott County Times There are many people out there who are afraid of the COVID vaccine because they simply do not understand how it works. There are countless websites to explain the process of how it was developed and how it works, but most of them require extensive medical knowledge to even get past the first paragraph. A St. Louis nurse, with two teenage children who wanted these children to understand how this vaccine worked, sat down and wrote down this simple explanation and shared it with the world via social media. She graciously gave her permission to allow this explanation to be passed along to our readers. It takes pages and pages of medical jargon and condenses it down into everyday terminology Dick and Jane can understand and, for the most part, takes the fear out of the vaccine
because it outlines its real purpose. The Pfizer vaccine explained By Molly Beck Veltz The Pfizer vaccine works by using mRNA, or messenger RNA, which is a single-stranded genetic code. Traditionally, vaccines are used to inject us with a weakened or inactivated virus, which our body recognizes as a threat, and makes antibodies to it. Utilizing mRNA is a new approach, but mRNA itself is not new, and we know a lot about it. Here’s how the mRNA vaccine protects us from COVID19: First of all, this messenger RNA is super freakin’ fragile. At room temp it breaks down and dies so it has to be kept at -70 degrees Fahrenheit. As another means of protection, Pfizer put the mRNA inside a lipid envelope, a type of fat bubble, like hiding something inside a donut hole. (See, EXPLAINED, A2)

50 years (Continued from A1) 2021, O’Dell said, marks the SCNC 50th anniversary. “It’s a big deal for Winchester and Scott County to have a county owned nursing home for 50 years,” O’Dell said. O’Dell said that she and staff had looked forward to planning a public celebration to mark the anniversary, the
COVID-19 pandemic had squashed those plans. The SCNC administrator encouraged the public to stay tuned for 50th anniversary celebration plans. “We don’t know how we’re going to celebrate,” O’Dell said. “We’ll look for a unique way of putting it out to the community and celebrating internally.”
Variant (Continued from A1) Virus mutation is common and can emerge and disappear quickly. Some mutations can emerge that help a virus spread more easily, cause infection to be more or less severe or lead to resistance to treatments or vaccines. Based on the information available now, the effectiveness of the vaccine has not changed. Public health experts are working to better understand the potential impact of this
variant, including how the variant spreads and how it affects people who are infected. The same measures that have helped protect Illinoisans from COVID19 will also help protect residents from the variant. Wearing a mask, staying at least 6 feet apart from others, avoiding crowds, ventilating indoor spaces and washing hands frequently remain the best tools for preventing the spread of this virus, no matter the strain.
Vaccinations (Continued from A1) “We have done 40 vaccinations so far,” VanDeVelde said. “We started with healthcare personnel and first responders.” Because the supply of COVID-19 vaccine in the United States is limited, Centers for Disease Control and Prevention (CDC) issued guidelines prescribing which individuals should receive vaccinations first. CDC recommends that initial supplies of COVID19 vaccine be allocated to healthcare personnel and long-term care facility residents. This is referred to as “Phase 1a.” CDC made this recommendation on Dec. 3. CDC recommends that, in the next phases (Phase 1b and Phase 1c), vaccination should be offered to people in the following groups. CDC made this recommendation on Dec. 22. Phase 1b individuals include frontline essential workers such as fire fighters, police officers, cor-
rections officers, food and agricultural workers, United States Postal Service workers, manufacturing workers, grocery store workers, public transit workers and those who work in the educational sector (teachers, support staff and daycare workers.) Phase 1b also includes people aged 75 years and older, because they are at high risk of hospitalization, illness, and death from COVID-19. Phase 1c individuals include people aged 65 -74 years, people aged 16 - 64 years with underlying medical conditions and other essential workers, such as people who work in transportation and logistics, food service, housing construction and finance, information technology, communications, energy, law, media, public safety and public health. As vaccine availability increases, vaccination recommendations will expand to include more groups

Storm hits hardest in north Scott By BETH ZUMWALT Scott County Times A New Year’s Day ice and snow storm hit Scott County in the early morning hours of Jan. 1 “We started getting calls about outages early that morning,” Ryan Little, Illinois Electric Company’s director of operations, said. “They continued
up until the evening hours.” Little said all of Scott County and the surrounding area served by IEC had about 400 outages reported, mostly from limbs on wires or wires brought down by ice. “In this area, Jacksonville was probably hit the hardest,” he said. “Beardstown also had a lot of damage. It was worse the farther north
you went. Even the north part of Scott County was worse than the southern part. After the Greene/Scott County line, there was hardly any outages reported. Little said everyone is back up and running now, but crews are continuing to work on cleaning up areas where limbs fell.

Landowners encouraged to sign up for Wetland Reserve Easements Ivan Dozier, State Conservationist, announced the application period for the 2021 Agricultural Conservation Easement Program (ACEP-WRE). USDA’s Natural Resources Conservation Service (NRCS) helps provide long-term protection of Illinois’ farmland, wetlands and grasslands through ACEP. “The first application cut-off date has been established,” Dozier said. “Right now we’re accepting applications for Wetland Reserve Easements (WRE). Applications that are received and meet program eligibility by Feb. 5 will be considered
for the 2021 program.” For ACEP-WRE in fiscal year 2021, Illinois was allocated $4.5 million. NRCS may establish a second application funding cutoff opportunity later this year if all funds are not used in the first application cutoff or if more funds become available. Dozier reminds farmers and landowners they can apply for ACEP—and all conservation programs—at any time, as sign-up is continuous and applications can be submitted any time. NRCS offers two types of easements through ACEP: Agricultural Land Easements (ALE) and Wetland Reserve Easements (WRE). NRCS will
establish an application cutoff for ALE at a later date. NRCS is still finalizing ranking criteria for fiscal year 2021. The Geographic Area Rate Caps (GARCs) are in draft form but available for applicants to view. The GARCs establish the rate per acre that NRCS pays to landowners for the ACEP-WRE easement. The purpose of the Wetland Reserve Easements (WRE) is to help landowners enhance and protect habitat for wetland wildlife on their lands, reduce impacts from flooding, recharge groundwater, provide outdoor recreation, and increase habitat for migratory waterfowl.
NRCS provides technical and financial assistance directly to private landowners to restore, protect and enhance wetlands through the purchase of these easements, and eligible landowners can choose to enroll in either a permanent easement or a 30-year easement. To apply for a wetlands easement through ACEP - WRE, visit NRCS at your local USDA Service Center. Find more information about ACEP and other NRCS conservation programs in Illinois online at https://www. nrcs.usda.gov/wps/portal/ nrcs/il/programs/.

Explained
(Continued from A1) So the mRNA is encapsulated as it gets injected into your arm, and this oily shell surrounding it assists in the sneaky mission of latching onto your cells and invading. Once it has access to a cell, mRNA starts acting like a mean boss. Your cells are busy doing the important things they normally do, and all of a sudden they are being ordered to make SPIKE proteins. mRNA is like, “Now listen, I don’t care if you’re already swamped, I need you to make spike proteins now. See these instructions? Any idiot should be able to copy this template.” Your cells are gullible and obedient so they’re like “OK I guess,” and they start manufacturing spike proteins, which are harmless. By the way, the mRNA never interacts with a person’s DNA, because DNA is safely locked inside the nucleus of the cell. So, the cell becomes a factory for spike proteins
and soon it creates lots of these guys and meanwhile the mRNA is dying because its job is finished. What happens next is that your immune system, patrolling your body for any foreign substances, notices all these spike proteins, which are now hanging out of the cell like a suitcase bursting at the seams. Your immune system is like, “What the heck are these?” Now your body’s offensive line is sent out to wage a war against spike proteins. Soon you have an army of antibodies that specifically murder spike proteins. While this is going on you may feel tired, achy, and you might even develop a fever. But that quickly resolves. Then along comes the corona virus and what do you know, it has these same spike proteins all over its surface. Your immune system is primed and ready and immediately recognizes the spike proteins as a threat, kills them all, and you don’t get sick. The end.

Driver Services facilities reopen statewide Illinois Secretary of State Jesse White is reminding the public that Driver Services facilities statewide are reopening on Tuesday, Jan. 5. Face masks are required, and social distancing and other safety measures will remain in place. White is reminding the public that driver’s licenses and ID card expiration dates have been extended until June 1. As a result, people do not need to rush to visit a facility, especially during winter weather conditions. Additionally, White stressed that many transactions can be conducted online at www.cyberdriveillinois.com instead of waiting at a Driver Services facility. Some of these services include: Q Renewing a license plate sticker; Q Renewing a valid driver’s license for qualifying drivers; Q Renewing a valid ID card for those age 22-64 (seniors 65 and older have free, non-expiring IDs); Q Obtaining a driver record abstract; Q Filing Business Services documents, such as incorporations and annual reports; and Q Customers with issues involving
administrative hearings may contact adminhearings@ilsos.gov. In an effort to reduce facility visits for in-person service, White has expanded online renewals for driver’s licenses and ID cards. Not everyone qualifies, particularly those who are required to pass a written or road test. For qualifying drivers, individuals will receive a letter with a unique PIN approximately 90 days before the expiration date. The PIN is required to renew online. For more information on determining one’s eligibility for online renewal, visit www.cyberdriveillinois. com and click on “Read more on how to renew your driver’s license or ID card online” near the top of the main page. More than 34,000 customers have already taken advantage of the expanded driver’s license and ID card online renewal program, which results in fewer customers waiting in person at Driver Services facilities. “Throughout this pandemic, my commitment has been to do everything we can to help protect the health and
safety of our residents and my employees, while providing services to the people of Illinois,” White said. “This remains our goal and guides our decision making.” To ensure the public’s health and safety, customers visiting Driver Services facilities, along with Secretary of State employees, will be required to wear face masks. Plexiglass dividers have been installed at all workstations and tape has been applied to the floor in 6-foot intervals to follow social distancing guidelines, which limits the number of customers inside a facility. As a result, customers should come prepared to wait outside in cold weather because of the limited number of people allowed in a facility at one time. For drive tests, employees will wear face masks and face shields due to the close proximity with the customer inside the vehicle. Customers will be required to wear face masks. Disposable plastic will be used to cover the vehicle seats during the drive test and then discarded immediately after the conclusion of the drive test.
Here’s looking back at Christmas 2020
By BILL HOAGLAND I wrote a column a few weeks ago stating that despite the pandemic and warnings that we should not congregate beyond our “pod” on Christmas Day, Annie was determined to go ahead with a Christmas celebration with the entire family, “pod” violations notwithstanding. The only difference this time was that we would do it “outside.” Yes, the plan was to put a decorated Christmas tree on a trailer, surround it with presents and push it into Annie’s horse barn where our entire family could gather and celebrate at least a portion of what we traditionally do on Christmas regardless of the weather. To deal with the cold, we had a small heater, but we thought that if things really got cold, we could bring the horses back into the barn and their body heat would bring the temperature in the barn above freezing. As it turned out, it was much colder than predicted. At 7 a.m., it was 5 degrees above zero at the barn and that was without regard to the wind chill, which was considerable. After Annie
pushed the horses out — and they were not keen about going out — we pulled the trailer containing the tree and presents into the barn (the picture that accompanies this article). At 11 a.m, when we gathered in the barn to celebrate, looking like a herd of Pillsbury Dough Boys, the temperature in the barn was 12 degrees and that is without the benefit of “horse heat” — Annie had already decided not to bring the horses in after all. She felt we would be more in the Christmas mood if we could open presents without “horse sounds” accentuating every “thank you.” Well, we pulled it off. No one got frost-bite, no one wound up with a broken tooth eating the frozen cookies, and the dogs did not chase the cats up the Christmas tree. I’ve had a few people ask if it was worth the effort. The short answer is “yes.” All of this might seem goofy but if we don’t make an attempt to preserve some Christmas traditions, we may someday wind up with none. ––––––––––––––––––– Q Bill Hoagland has prac-

ach morning, I walked about threefourths of a mile to get to my stand. I had cut limbs and bushes out of the way, and yet there was one area where I had to navigate around several tree-laps and weeds. I could have gone another way, but this seemed to be the best direction if I was to leave the smallest footprint. The problem was not maneuvering the fallen trees; it was dodging those little cockleburs that attached themselves to my clothes. Every morning, while watching deer, I found myself picking off burr after burr without ever getting them all. One evening, after a hunt, I had the great idea of just putting the infested clothing in the wash and letting an agitator get rid of my agitation. It didn’t work. Those little things hung on like a kid at a water park. They say these were the inspiration behind Velcro. I can’t help but believe this to be true. When you think about the real reason for these cling-
ers, it is pretty simple to understand. This is the way these nasty weeds spread to other areas. They produce a seed, the cocklebur, and when some animal comes by, the seed attaches itself to the fur and is carried away to another area. The burr is then picked off and left to germinate – if it has attached itself to the right source that is. Otherwise, as I later found out, the seed just remains on the source and ultimately dries up, dies, and then is easily brushed off. The moral of the story? Be careful what or who you attach yourself to. As I look toward a new year, I want to be reminded of this lesson. I want to be attached to the things that will help me be the most fruitful. Not that it is all about me, but it’s about being all that God made me to be. It’s about reaching my full potential. It’s about getting the most out of my gifts and talents. And in order to do that, I must continually attach myself to the things God
has placed there just for me. Sometimes that means I must say no to really good things in order for me to focus on what I have been called to do. But there is one thing I always need to remember – the goal or the accomplishment is not the end; it is the means to an end. The end is always the people that God puts in my life. My gifts, talents and resources are not meant for my enjoyment, but for my employment. I am to employ them in the lives of people. For without people, I would be like a cocklebur seed that’s only along for the ride. ––––––––––––––––––– Q Gary has three books that are compilations of the articles he has written for nearly 15 years. Hello Scott County, Holidays are over and another new year rang in with no major incidents. That`s quite an accomplishment. Only a few fireworks were heard around but nothing a person could not sleep through. All is well. The weather sure took a turn on us and with rain, ice, snow, Friday and Saturday then the awful fog Sunday night we had a sample of it all. The ice was bad; we saw a truck loaded with salt traveling one way on a two-lane highway while cars were sliding off the other side of the road at an intersection. It was fortunate no one was hurt. One car slid off the road when another came along a few minutes later slid into that car after hitting the same patch of ice. Too bad the salt was still on the truck and not spread at the intersection where those people were just trying to get home after a day’s work when the weather caused the delay. Sending condolences to the Nathan Banker family now residing in Paris, Ky. for the loss of his wife and mother of two during the holidays. Nathan is the son of Jack Banker and an early 50’s graduate and basketball player from Winchester High School. Maybe someone will remember Jack as one of their classmates. Why do so many retired folks want to be greeters at a store? Who wants
a job where you can be replaced by a welcome mat? L a s t W e e k ` s Trivia - -Detroit. Next Week`s Trivia - - In 2016 a record number of cars were produced that year. Was it 50 million, 70 million, or 100 million?

“Forget the former things; do not dwell on the past. See, I am doing a new thing! Now it springs up; do you not perceive it? I am making a way in the wilderness and streams in the wasteland.” Isaiah 43:18-19 NIV
“L
et us not go over the old ground but rather prepare for what is to come.” -
Cicero January is named after the twofaced Roman god Janus (one facing forward and one backward), suggesting we should simultaneously look backwards and forwards at the start of the new year. But sometimes it is best to just look forward and forget about the past. We can’t change it, and sometimes the best that we can say about the past is that it is over. As we look forward to the new year, learn from the past but leave it behind. Being forward-looking allows us to lean into our plans for the new year. Think about your goals for this year and what you can do to make them happen. Some of these goals
may benefit from planning and writing them down, but keep in mind that you can rarely anticipate everything that will happen. Do not get discouraged if you slip up on your resolutions. No diet or exercise plan is ever adhered to perfectly, but get back to your regimen after a slip-up. And finally, ask the Lord to help you with your plans and resolutions. True saintliness is giving up your will and surrendering completely to the will of God. Let this year be the year that you follow God’s will in everything. –Christopher Simon

ISAC provides financial aid application assistance While students are struggling nationwide with remote education and college plans seem to be more up in the air than ever, there is some good news in Illinois: Illinois closed out the year ranking the number one state for completions of the Free Application for Federal Student Aid (FAFSA), the form most students use to apply for federal and state financial aid for postsecondary education. Helping to ensure that more Illinois students have the funds to follow a path to education after high school has become increasingly difficult in the midst of a pandemic that is challenging every aspect of our daily lives. To address some of the pandemicrelated challenges facing high schools and graduating seniors in completing financial aid applications for next fall, the Illinois Student Assistance Commission (ISAC) is adding new initiatives to its college outreach programs. From targeted outreach and oneon-one assistance to students and families, to online financial aid modules that teachers can use with their students, the state’s college access and financial aid agency is committed to providing free statewide supports for students and schools. “With many students and families facing illness and loss of loved ones, financial distress, and all the challenges of remote learning, it can be hard to handle the now, much less consider the future,” Eric Zarnikow, executive director of ISAC, said. “But as we look to better days ahead for next fall, we want to make sure our high school seniors and adult students have applied for and can receive the financial aid for which they are eligible. Knowing what funding you have available for postsecondary education is an important milestone in making that education happen.”
Indeed, ensuring that students have this important information drove passage of the state’s FAFSA Mandate. This new law, which took effect with the 2020-2021 school year, requires public high school seniors to complete the FAFSA or, if eligible, the Alternative Application for Illinois Financial Aid, as a prerequisite to receiving a high school diploma. (A waiver provision allows a parent, guardian, or the student – if 18 or emancipated – to opt out of the requirement.) Information about FAFSA Mandate training and support for school counselors and other professionals is available at https://www. isac.org/pd/fafsa-mandate.html. Making completion of a financial aid application part of an expectation for high school graduation can increase the number of students who are aware of the resources available to help them afford education or training after high school. This information can also help some students decide to attempt college when they might not otherwise have done so, and it may help some students limit student loan debt and take a fuller course load to more quickly complete a degree or credential. While ISAC already provides free college planning and financial aid workshops and one-on-one assistance for students during the annual College Changes Everything® (CCE) fall campaign and throughout the year, the agency is extending its outreach and supports to help address the many obstacles for students created by the COVID19 pandemic, and to meet the state’s new FAFSA Mandate. ISAC has hosted over 750 online financial aid workshops with school partners, as well as 13 statewide virtual financial aid completion workshops since September 2020, with more scheduled in
2021. As high schools focus their efforts on remote learning and keeping connected with students, ISAC is reaching out directly to schools that previously participated in the CCE campaign and is offering the following free supports statewide: Q Online financial aid completion workshops for students and parents. See studentportal.isac.org/events for statewide virtual events. n Individual assistance to students and parents in completing financial aid applications, via web conferencing, phone, text, or email. Contact your local ISACorps member for free assistance: studentportal.isac.org/ isacorps. Sign up for ISAC’s free text messaging app to get college/financial aid questions answered via text: isac.org/collegeqa. Q ISAC’s FAFSA Completion Initiative and direct outreach to students. ISAC›s FAFSA Completion Initiative offers Illinois school districts a way to identify students who have not submitted either a FAFSA or Alternative Application. The application completion information - updated on a weekly basis - can be used by district counselors to help reach students who may need assistance or encouragement to complete an application. To support busy school counselors and with school permission, ISAC can directly reach out to and assist students who have not completed a FAFSA. Find out more at https://www.isac.org/home/fafsa/index. html Q Financial Aid Online Learning Module for classrooms. ISAC is developing an online learning module for schools to use as part of their remote learning curriculum, which includes a video and a learning packet. Q QR code for outreach to students and families. To improve outreach to students and families during the pandemic, ISAC
will be introducing a QR code that links to simple and accessible information for students and families about how to get free assistance with financial aid applications. ISAC is partnering with several schools to pilot a program that will affix stickers with this QR code to free and reduced meal boxes and printed learning materials. Students and families will be able to scan the QR code with their phones to access the information. “We want to make sure every high school senior and adult student in Illinois knows that completing a financial aid application is a critical step for their future,” Jacqueline Moreno, ISAC’s Director of College Access and Outreach, said. “We can help make the application process fairly quick and easy for most students.” ISACorps members are available throughout the state offering free assistance to help students and families complete and submit an application. Find your ISACorps member at studentportal.isac.org/isacorps. About ISAC: The mission of the Illinois Student Assistance Commission (ISAC) is to provide Illinois students with information and assistance to help make education beyond high school accessible and affordable. ISAC provides comprehensive, objective, and timely information about education and financial aid for students and their families—giving them access to the tools they need to make the educational choices that are right for them. Then, through the state grant and scholarship programs ISAC administers, ISAC can help students make those choices a reality. U-Haul data analysis shows Illinois ranked second in out-migration Illinois is the number 49 growth state in America, according to U-Haul data analyzing migration patterns from 2020. Tennessee edges Texas, the leading growth state from 2016-18, and Florida, the number one growth state for 2019, for top honors on the new U-Haul chart. Ohio and Arizona round out the top five states for growth. Growth states are calculated by the net gain of one-way U-Haul trucks entering a state versus leaving that state during a calendar year. Migration trends data is compiled from more than 2 million one-way U-Haul truck-sharing transactions that occur annually. Colorado, Missouri, Nevada, North Carolina and Georgia complete the top 10 growth states, amplifying a 2020 stronghold for the Southeast and Southwest regions in attracting do-it-yourself movers. California slides one position to 50th as the state with the steepest out-migration – or the largest net loss of U-Haul trucks crossing its border. New York ranks 42nd. People coming to Illinois in one-way U-Haul trucks decreased by 6% year-overyear, while departures dropped 7% from 2019. Arrivals accounted for 49.1% of all
one-way U-Haul traffic during 2020 to make it the No. 49 state for netting DIY movers, rising one spot from its No. 50 ranking the previous year. Illinois’s leading growth cities are Champaign, Carbondale and Quincy. Other notable net-gain cities include Macomb, Fairview Heights, Charleston, Collinsville, Grayslake, Bloomington, Evanston and Loves Park. Oak Lawn and Joliet are among the state’s breakeven markets. the 117th Congress Congressman Darin LaHood (IL-18) was sworn in Jan. 3 as the United States Representative for the 18th Congressional District of Illinois for the 117th United States Congress. This will be Rep. LaHood’s third full-term in Congress following his first election in 2015. After taking the oath of office, Rep. LaHood released the following statement. “It has been a distinct honor to serve the people of the 18th Congressional District of Illinois over the last five years in the United States Congress. I am humbled to be sworn in today to continue representing the over 700,000 constituents in central and west-central Illinois. “Although we enter the 117th Congress deeply divided politically, I
am hopeful that we can find common ground on policies to support our region and state and get us through the COVID-19 pandemic. “Since first being elected in 2015, I have made it a priority to provide exceptional constituent service and advance policies that support hardworking families in Illinois. As a member of the Ways and Means Committee, I intend to continue advancing a pro-growth, pro-trade agenda that will spur economic growth in our rural communities and helps Illinoisans recover from the coronavirus pandemic. These priorities will continue to guide me as I work to address our nation’s challenges while voting on behalf of our Midwestern values held across the 18th District.”
