Arena upgrades made possible with government help By Murray Green

The Max McLean Arena received new lighting last summer for this hockey and skating season. In this off-season, the building will receive new flooring and an energy efficient condenser for the ice plant. Kevin Sorenson, Member of Parliament for Crowfoot, on behalf of the Lynne Yelich, Minister of State for Western Economic Diversification, announced support for the Max McLean Arena under the Harper Government’s Community Infrastructure Improvement Fund (CIIF). “I am proud to see the City of Camrose’s Max McLean Arena benefit from our government’s support for local infrastructure,” said MP Sorenson. “This investment will help create jobs, growth and will support the prosperity of the community for years to come.” The Harper government’s investment of $250,000 will enhance the programs and services provided at the Max McLean Arena. "The facility is the foundation in the community that people rally to. Here in Camrose, the Kodiaks (junior A hockey team) is a significant part of the area, as is the figure skating," said MP Sorenson. "It brings families together, friends together, in addition to enhancing the quality of life in our communities. It also generates economic activity and jobs. This is not just for Camrose to enjoy, but for the surrounding area and they use the facility as well." Like all aging facilities, the arena is in need of some enhancements. "You can tell this facility has been used and is in drastic need of repairs. Now it's time to make some improvements and it is possible through the government action plan," said MP Sorenson. This funding supports the replacement of the ice plant condenser, lighting, skate flooring and arena boards. These improvements will increase the energy efficiency and life-span of the facility, and ensure local residents and visitors continue to enjoy this recreational hub for several years. result of this investment for years to come," added MP Sorenson. "This is a partnership between Canada and Camrose. Not only the local residents enjoy the facility, but the county residents and

surrounding areas. Together we are building a stronger Camrose, Alberta and Canada." The grant benefits all Camrose residents, even those who don't use the facility.

“Camrose is extremely pleased and thankful for the CIIF funding allocation as the Max McLean Arena will continue to serve area residents in helping to meet their recreation needs for many more

years,” said Marshall Chalmers, Mayor of Camrose. "Yes, this is a partnership. But, if we didn't receive this funding, it would mean an extra point on the tax roll, so this benefits everyone." In Economic Action Plan 2012, the Canadian government announced further support to help communities across the country modernize their infrastructure. The federal government committed $150 million over two years for the fund. The fund supports projects that look to improve existing community infrastructure accessible for use by the public, such as community centres, recreational buildings, local arenas, cultural and other community facilities. Since 2006, the Canadian government, through WD, has invested in job-creating small and medium-sized businesses, aerospace, marine and defence industries, and supported innovative entrepreneurs in pursuing emerging markets. By continuing to promote new economic opportunities, WD is helping to create jobs, economic growth, and longterm prosperity. "The timing of the grant is as such that it goes in for the next season. As soon as the ice goes out, the boards, flooring and condenser will all be worked on," said Paul Nielsen of Leisure Services. "The flooring is original 1967 asphalt planking with asbestos in it and that is an issue within itself. It is just not a good thing to have anymore, so it has to go. In terms of longevity, this is the first step in an overall upgrade to the arena and the curling club." Future budgets will dictate the other upgrades. "There is no reason that this can't be a good functioning rink for 30, 40 or 50 more years. Structurally, it is in good shape," added Paul. "We still have the demand for three ice surfaces. There was some speculation that with an aging population and people having fewer children that the facility might not be needed, but that is not the case," stated Paul. "We are seeing growth with youth in the community, so we think we will need three for years to come. We have heard from lots of coaches about the improved lighting this year."

Council supports application for Main Street funds By Dan Jensen

Camrose City council is supporting in principle City Center Camrose (CCC) application to the Alberta Historic Resources Foundation for $121,864 in Alberta Main Street program residual funds. The next deadline for making an application is April 12. CCC is intending to use the funds to render some of the buildings on main street, put up banners that support and unify the BRZ/City Center Camrose area, design brackets for blade signs and banner poles, and subsidize businesses for the purchase of brackets for blade signs. "The rendering would enable us to show the business or property owner how the front of their building would look with a variety of paint jobs," said City Center Camrose president Audrey Pfannmuller in a February 5 letter sent to the Alberta

Main Street Program. "This would encourage them to take action to improve their buildings. This would contribute to the upkeep of the whole area in a positive way." The banners would better designate the BRZ/City Center Camrose area using a new branding theme, while the blade signs would be an effective way for pedestrians and drive-by traffic to help locate their destination. "Our desire is to offer a program to businesses that would subsidize a part of the purchase of brackets for blade signs," said Pfannmuller. "It is felt that with such an incentive we would encourage greater participation from businesses and property owners in this beautification and unification effort to keep the BRZ/ City Center Camrose vibrant and inviting."

City Center Camrose and the City of Camrose were members of the Alberta Historic Resource Foundation's Main Street for eight years starting in 2000, during which time many main street business owners were able to restore and beautify their buildings. In 2007 and 2008 the City received a grant from the Foundation for projects that did not materialize and the funds were subsequently banked and marked as residual. The Foundation has since developed a new Main Street Program that provides a matching grant for architectural services and studies, initiatives aimed at business attraction and retention, of direct campaigns aimed at encouraging activity in main street areas. "We have restructured it (the program)," said Municipal Services of Alberta Culture

manager Matthew Francis in a presentation to City council Feb. 4. "Instead of funding the facade rehabilitation projects like we used to, we now come in and support broad based initiatives under a project based grant model. City manager Damian Herle noted at council's Feb. 19 meeting there is merit in applying for funding for a part-time coordinator that is required for communities participating in the Main Street program for a minimum year and one two of the program, using $40,000 in residual funding. "The position of Main Street coordinator usually works well in small communities as there can be shared functions with the BRZ," said Herle. "The administration is recommending that the coordinator be employed by City Center Camrose."

City councillor Daryl Shillington said the value of the Alberta Main Street program when it was operating was very apparent. "It made the community stand out and showed the pride that people take in the ownership of their buildings." Francis said the communities that benefitted the most from the Alberta Main Street program in the past are the ones who committed to it long term. "Camrose is one of the communities that really sustained the legacy after 2008. Many other communities developed Main Street amnesia. There were new owners of businesses that came in and the places that benefitted were not protected through designations. A lot of the heritage values can be undone with sometimes unsympathetic changes to the properties."

After a four-month process of information gathering and review, Battle River School Division’s Superintendent of Schools has reaffirmed his commitment to continued implementation of a system of student assessment in local schools. At the Feb. 14 meeting of the Board of Trustees, Dr. Larry Payne expressed his intention to continue moving forward with an assessment system that ensures students have as much opportunity as possible to be successful in their learning. Dr. Payne says “parents want to be sure their children are learning the right things and developing the right skills to succeed, not only in high school but well beyond. As Superintendent of Schools,” he adds, “I want that too.” So that’s why, he says, for the last 10 years, Battle River School Division has been diligently working to support staff in learning different ways of educating and assessing students. As part of this work, BRSD schools started using a new system of assessment. It began with elementary students, and then was implemented for junior high. Now this system is starting to be used in high schools. Extensive research and learning was done by staff, especially by teachers and school

leaders, over a period of about seven years. BRSD’s annual community consultation forums also gathered input on this topic from parents, students and community members. Then, about four years ago, an implementation process was developed by a group that included numerous classroom teachers, all BRSD vice principals, the Assistant Superintendent - Instruction, the Director of Curriculum, and three members of the Board of Trustees. Over the years, school staff has responded to parent comments and questions, providing information and explanation about this new philosophy of teaching and learning. As implementation has approached the higher grade levels, parents and students have posed many legitimate questions. As implementation moves forward, BRSD has also made a commitment to provide more detailed information to all high school parents. The first update for high school parents was shared through schools and posted on BRSD’s website last week. There are three high schools in BRSD that began piloting this system of assessment in 2012. More high schools will start using the system next year and all high schools will be using this system by the fall of 2014. With this

system, says Dr. Payne, there is widespread agreement among all stakeholders that, for students to be successful in their learning, they need to be clear about: • what they need to learn • how well they are learning it • how they can get even better at it • the different ways that they can show that they have learned it This system encourages students to be creative in demonstrating what they know; and concentrates on gathering sound evidence, in order to make the most accurate judgment of how well students are learning. “It’s not easy work,” says the Superintendent, “because it requires teachers to do things differently than if they were calculating a simple percentage. Over the years I have seen BRSD staff’s dedication to this and I have full confidence in their commitment to continually improving their practice.” “It’s true that we are changing how we do things in Battle River School Division. We are trying to be responsive, because the world is changing, too. Education needs to adapt, to ensure that students continue to be prepared for their future. To help our children succeed in the world, their education must be based on what’s ahead for them.”

Should I file a tax return even if I don’t have to?

There are some benefits associated with filing an income tax return even if it’s not required. If you have overpaid CPP, EI and income tax for the year, you will receive a refund. Filing also creates RRSP contribution room. When you file your tax return you can apply for refundable tax credits such as the WITB, the GST credit, and / or the CCTB. You can also apply for the GIS. You may also want to establish non-capital losses that you can apply to other years, establish or transfer tuition/ education amounts, or establish and carry forward investment tax credits.

Can I claim clothes I had to buy for work? What if I am required to wear clothes adhering to a dress code or I have to purchase clothing through my employer?

In 2007 a “Canada Employment Amount” tax credit was introduced that takes into account that most employees incur expenses to go to work. Although you cannot claim the receipt amount of some employment expenses, like clothing, this credit is worth up to $1,095 (in 2012) against tax owed from employment income to account for these sorts of expenses.

City pleads guilty to charge of failing to provide safe conditions By Dan Jensen

The City of Camrose has pled guilty to a charge of failing to contact a power line operator to determine the voltage of the power line and to establish the appropriate safe limit of approach distance in connection with a 2009 workplace accident that left a summer student employed with the City on a survey crew with life altering injuries. A report presented to Camrose City council by City manager Damian Herle Feb. 19 indicated that the accident occurred when the survey crew was working in the area of 41 Street and 42 Avenue. "The City had been doing work in the area since 2004 on the development of industrial lots Mohler I and Mohler II," said the report. The crew had been working for one week at the location in question leading up to the day of the accident on August 6, 2009. They had a safety tool box meeting in the morning, with one discussion point being with a sub contractor and safe working distances from the overhead power and phone lines along the east side of the roadway. The follow-up inquiries for safe approach distances dealt with the sub contractor's equipment. The crew returned in the afternoon to continue with surveying the depth of the sanitary service. One non-conductive survey rod was used, however it was several inches too short. The employee obtained a second survey rod and extended it horizontally. Another crew member noted that the rod was extended further than it needed to be and started communicating this information, however the pole had already been lifted up and touched or came too close to the high voltage line. Emergency work-

ers were called to the scene and the employee was taken to hospital with life-altering injuries. He suffered serious burn injuries and nerve damage in his hands/arms and feet. The employee was confined to a wheel chair for six months and five surgical procedures have followed." Both the City and Occupational Health and Safety conducted investigations into the matter, and on August 3, 2011, three charges were laid against the City. The first, under the Occupational Health and Safety Act, was that the City, being an employer, did fail to ensure, as far as it was reasonably practicable to do so, the health and safety of the employee. The second was that the City failed to ensure that before work was done or equipment was operated within 7.0 metres of an energized overhead line, the power line operator was contacted to determine the voltage of the line and to establish the appropriate safe limit of approach distance. The third was that the City did fail to ensure that the safe limit of approach distance was maintained and that no work was done and no equipment was operated at distances less than the established safe distance of approach. Sentencing

While the penalty imposed on the City is determined solely by the courts, the City's legal counsel and the Crown are working on a joint submission for sentencing (expected at the end of May) that may include a fine, along with an amount which would be directed towards the development of a provincial safety program specifically aimed at young workers and electrical hazards. Seniors' Chat Last November, Camrose Seniors' Coalition hosted Celebrating Seniors' Day at the Legion. The day began with a delightful video featuring a very active, bold and daring gentleman entitled Never Leave the Playground. "The potential development of the electrical safety program is strongly supported by the City," said Herle. "The program would be provincially administered and the educational component would assist municipal employees and could prevent a similar situation from occurring." Herle said the City of Camrose has always taken a proactive approach to implementing and improving safety programs. "We have many dedicated staff who work very hard at health and safety education and practicing safe work strategies every day. It's ingrained in us but sometimes bad things can happen to a good employer. The fine and costs to the City are really secondary to the injuries and the life threatening injuries this young man has sustained." Watoto Choir to perform at Grace Lutheran March 2 The Watoto Children's Choir will be bringing its Beautiful Africa: A New Generation tour to Grace Lutheran Church this Saturday, March 2. The concert will start at 5:30 p.m. The Watoto Children’s Choir has travelled internationally as ambassadors for the millions of children in Africa, orphaned as a result of HIV/AIDS, war and poverty. Each of the children in the choir has suffered the loss of one or both parents. "They live in Watoto Children’s Villages where they receive the care and nurture they need to grow up as productive citizens of their country," states a Watoto news release. The tour includes vibrant original African music, dance routines and life transforming stories. "The tour is a testimony of the new generation of leaders emerging out of Watoto," states the release. Watoto is a holistic care program initiated to serve the dire needs of Africa and her people. Established in 1994, it now impacts the lives of more than 2,500 children who have been orphaned and abandoned. Watoto’s purpose is to rescue the vulnerable and raise them to be leaders so they can rebuild their nation. For this to become an ongoing reality, Watoto relies on the support of Canadians to sponsor lives and impact their future. Living Hope is a Watoto program that has transformed the lives of women in Kampala and war-torn Gulu, Northern Uganda. The target groups are HIV positive single women returnees from abduction by the Lord’s Resistance Army, and teenage mothers. The goal of Living Hope is to restore dignity to vulnerable women. Watoto's 2013 Canadian tour features fair trade items for purchase that are made by women in the Living Hope program.

On Tuesday, March 5, at 8:00 p.m., Augustana students from the studio of Dr. Milton Schlosser will present a piano recital in support of local charity Sahakarini. No admission will be charged, but donations will be gratefully accepted at the door. Refreshments will follow, along with an opportunity for informal conversation with the performers and a Sahakarini representative. Nine students, ranging from first to fourth year, will each perform a piece of solo repertoire that they have been working on during the year. First year students will have a chance to try out their public performance skills for the first time in Camrose, while senior students will use the opportunity to prepare for solo recitals later in March and April. The program will feature an exciting variety of works, including pieces by Chopin, Debussy, Copland, Prokofiev, and more. The decision to support a local charity stems from Schlosser’s interest in showing students how they as musicians can relate to the community and the world as a whole. “Pianists are often seen as cut off from the rest of the world and too engrossed in their art to pay attention to global concerns. This concert is a way of reversing that image and demonstrating the power of the arts to initiate change” he explains. The choice of Sahakarini also reflects interests of the students, who held a vote to decide which charity to support. Sahakarini is a local nonprofit organization that seeks to promote understanding, accountability and cooperation while aiding some of the world’s poorest countries. It currently has projects active in Guatemala, Kenya, Uganda, and India. The projects focus on issues such as environmental sustainability, education and health care, clean water, and equal opportunities for women. Sahakarini also hosts a speaker and film series free of charge at Augustana and around town as a way to increase local awareness about global issues. For more information, see http://sahakarini.org.

The Camrose Cubs bantam hockey team defeated Castor to advance to the provincial hockey tournament in Cold Lake on March 14 to 17. Camrose blanked Castor 3-0 in the first game of the series with Castor. Halley Hay, Brooke Broughton and Jillian MacWilliam scored for the Cubs, while goalie Ocean Selby stopped 24 shots to post the shutout. The Cubs poured the offence on in the second meeting to win 7-2 and earn the trip to Cold Lake to represent the zone. Camrose Ice Cats peewee girls' hockey team is preparing to host the provincials in Camrose on March 21 to 24. The Camrose/Viking Grizzlies midget girls will also be hosting provincials on March 21 to 24. The midget games will be played in Viking.

The Camrose Senior Floor Curling Club held a successful ladies only tournament at the Mirror Lake Centre on Feb. 15. The tournament featured 24 teams from across central Alberta. The Viking team of Jude Thompson, Ruth Bekker, Carol Kerkanich and Grace Sauer captured the title. Second place was claimed by the Bawlf rink of Rose Nelson, Joan Hill, Marie Gallant and Marie Nelson. Third place honours went to the team of Joan Johns, Betty Zimmerman, June Rittame and Alice Hillaby. Camrose placed fourth on the day. The team consisting of Kam Mah, Agnes Rupertus, Lillian Krause and Pat Brady earned the fourth spot.

Why is the prospect of old age so scary for middle-aged people like me? Is it the finitude of mortality? Is it the uncertainty of retirement? What with fragmented health care, insufficient retirement savings, global warming, pop culture, rap lyrics, alphabetized generations, on-line banking, automated phone systems, crime (real and imagined), social media, Windows 8, and various infrastructures fast reaching their expiration dates (our homes, our cities and our bodies), the future can look very bleak. On the other hand, I really enjoyed Celebrating Seniors' Day. I had fun, I felt I belonged, and I acquired a new and hopeful word: neuroplasticity. Back in the day when I was learning stuff at school, I learned that our brains are pretty much set for life by the time we reach adulthood; that we can never replace brain cells that die as a result of an injury or illness. Back in the day, brain trauma meant permanent loss affecting quality of life – loss of cognitive function, physical mobility, or even both. Even though it is still true that we cannot grow new brain cells to replace dead ones (or is it?), it is no longer the case that

we are doomed to permanent loss as the result of brain injury or illness, including conditions thought to be part of the “normal aging process.” According to Wendy Fothergill, who is with our local Alberta Health Services office (Health Promotion, Addictions and Mental Health), the promise of active aging right through our elder years begins with neuroplasticity. Wendy’s presentation at Celebrating Seniors' Day defined and explored neuroplasticity, and included some tools, tips and stories proving that even the very elderly can move about with greater ease and enjoy the benefits of sharper minds. Neuroplasticity is the brain’s amazing capacity to adapt (‘neuro’ refers to the brain, and ‘plasticity’ refers to something that is moldable, flexible and changeable). Relatively recent studies focusing on neural pathways (series of “connectors” linking brain cells or neurons that complete our thought patterns, sense imprints or whatever you want to call experiences and ideas) indicate that the brain will work to create new pathways throughout our lives. The field of neuroplasticity is providing scientists with

new opportunities to study how we learn across the lifespan. For some time now, research has been telling us that physical activity such as strength training can improve quality of life even in the very elderly. Our brains need similar workouts. Neuroplasticity research is also providing practitioners with a scientific framework for new directions in treatment and rehabilitation. Indeed, the Alberta Stroke Strategy is an example of how science has changed practice. In very practical, personal terms, neuroplasticity is a call to action. It reminds us that we are in charge of our own health, and that we can make improvements through positive changes. If folks recovering from a stroke or living with dementia can work with health professionals to optimize their brain after the devastating effects of injury or illness, then the rest of us certainly shouldn’t be using age as an excuse to let our brains and bodies atrophy because we can’t be bothered to use either to the extent that is healthy for both. How can aging people like me make neuroplasticity work for us? Bearing in mind that old dogs can learn new tricks, may I suggest “Google”? Check http://

brainfitnessnow.wordpress.com which lists some tried and true methods for keeping our brains active and stimulated (turn off the TV and get out the Scrabble board), staying physically active (put away the Scrabble board and go for a walk), and tending to overall brain health. Neuroplasticity: coming to a crossword puzzle near you. As Director of Camrose and District Support Services, I realize that the simple ways we can make neuroplasticity work for us as we age are not always easy, especially when we don’t have the full means or capacity to pursue these activities entirely on our own. As I think about the elderly living in Camrose and ponder my own aging, I’m thankful that we have an array of services to support seniors who need assistance in leading healthier, more independent, and more fulfilling lives. I’m thankful to be part of that array at the moment, and hope it is still around when or if my turn comes to rely upon it. SOS Program Seniors’ Chat for March It’s that time again! Tax season! The SOS Program will be hosting the Revenue Canada Volunteer Income Tax program again this year. This means anyone who is low income (making less than $30,000 a year for a single or making less than $39,000 a year for a couple), can come to the SOS Program Office at #102, 4909-48 Street, to have their taxes done by our volunteers. We will be starting this tax season on March 12, 2013 and will run until the end of April. When you come to our office we will have you fill out two forms with our help. The first form will give our volunteers the necessary information for our volunteers to do your taxes, and the second form is to acknowledge that you are aware your taxes are being done by a volunteer and that they will be done on the computer. Both forms must be signed. If you are unable to bring in your tax documents yourself, you may have a friend drop them off as long as they have all your info and are willing to sign on your behalf. Make sure you have everything you need that is relevant to your taxes. That means you must have all your T-slips, donation receipts, prescription printouts, etc. If you are missing any tax documents it is your responsibility to track down that information before bringing anything to us. Please drop them off during our office hours, Monday thru Thursday 8:30 am to 3:00 pm. This is a drop-in service, no need for an appointment. You will leave info at our office, our volunteer comes to pick them up, does your taxes with Revenue Canada confirmation, and then we will contact you when your taxes are ready for you to come and pick up. We cannot do taxes that have been dropped through our mailbox as signatures are required for us to be able to do them.

Q. As part of my job contract, it says I am required to obtain personal safety equipment to do my job. The items I need are also listed in my job contract. I want to claim the expenses on my taxes but my employer is refusing to provide a T2200 Form. Can I claim them without a T2200 since they are in my job contract? A: Employers rarely refuse to provide a T2200 Form. If they refuse to sign one, it is probably because they don’t believe your expenses qualify to be claimed. Based on the information you provided, this is probably correct in your case. Safety equipment (such as hard hats, safety boots etc.) do not generally qualify as supplies since they are not used up directly in the performance of the duties of employment. Unfortunately, employers are not legally required to provide a T2200. If they refuse to sign one, there is not much you can do about it. The Canada Revenue Agency will not intervene.

The Alberta Government will be seeking input from Camrose and area residents on a new energy regulator. Albertans will have a hand in building the regulations that will guide the work of the new Alberta Energy Regulator. More than bricks and mortar A cheery voice greeted me brightly. “Can you spell your last name for me, please?” she asked. “F-o-w-l-e-r,” I spelled to her. “Do you know what day this is? “February 14, Valentine’s Day,” I told her and she smiled. “Can you tell me your birth date,” she pursued. “July 1, 1920,” I responded and she noted that I was a Canada Day baby. She had one last question: “Do you know where you are?” I did and answered, “St. Mary’s Hospital.” I think the above questions were routine for a few shift changes after I had been admitted. Then they stopped asking but I did not stop thinking about my answer to that last question: “Do you know where are you?” and my answer: “St. Mary’s Hospital.” After a few days of treatment and care, my image of St. Mary’s shifted from that of a fine new brick building to a place of compassionate caring that is marvellous and excellent. I thought of it as a mansion with many rooms; in each room there was one, or even two, infirm patients for whom an assorted band of angelic care givers hustled about to meet the comfort and recovery needs of their wards. When we think of health care, doctors and nurses come to mind first. That’s not surprising because, when we are not well, we usually first call a doctor and, if deemed required, it is a doctor who admits us to hospital where a nurse is usually the dominant direct care giver. But there are many other care givers under the roof of the St. Mary’s mansion with many rooms. Upon arrival at the admissions area, the triage person is calm, quiet and kind as she or he assesses the urgency and order of attention. If the infirm person is in the life-threatening category of need, he or she gets high priority attention, which is as it should be. In short order, information gathering begins with a variety of tests such as: an electrocardiogram; blood pressure, pulse and oxygen level readings; lab work on blood samples; x-rays – all done under the roof of St. Mary’s. If indicated, resuscitation, saline drips, oxygen and/or medication treatment might begin within minutes of a patient’s arrival. Also on site is an operating room, a pharmacy, as well as psychiatric and physical therapy areas and a bright new chapel. On the grounds is a mammography facility and both ground and air ambulance services. For a small city like Camrose to have so much is a blessing for which we must not fail to be very thankful. Fine as the hospital facility might be, it is just bricks, mortar and equipment without the health care providers. It is when they come on duty and hustle about like angels of mercy doing their best to make sick people comfortable and help them get well, that St. Mary’s glows with an aura of heaven. These angels include persons with a variety of talents that are aides to wellness: doctors, nurses, pharmacists, technicians, therapists, housekeepers, pastoral caregivers, emergency staff and, indirectly, supply managers, maintenance personnel, administrators, ladies’ auxiliary members – and taxpayers, too. I am not saying that St. Mary’s is perfect but I am comfortable answering that last question, “Do you know where you are?” by saying “a mansion where a band of angelic care givers hustle about doing their best to make their infirm wards comfortable and aid in their recovery.” Many thanks to them all.

The time to consult Albertans about important issues is before you pass legislation, not afterward," said Wildrose energy critic Jason Hale. “This government had ample opportunity both before and during the legislative debate on the single energy regulator to seek input from Albertans, but instead they rammed the bill through the Legislature without adequate debate. “We put forward several amendments to the legislation that reflected the concerns of industry and landowners, but the government brushed them aside.

Now, after the legislation has become law, I suspect the government will hear those very same concerns during their upcoming consultations. Only now it is too late for them to act." All local residents are invited to have input to help build the rules and regulations for the new Alberta Energy Regulator. A few other sessions within the region will be held on Feb. 20 in Fort Saskatchewan from 10 a.m. to 1 p.m. at the Lakeview Inn and Suites, Feb. 26 in Red Deer from 9 a.m. to noon at the Westerner Park, March 1 in Drayton Valley from 9 a.m. to noon at the Legion, and on March 4 in Lloydminster from 10 a.m. to 1 p.m. at the Servus Sports Centre.

Nordlys Film and Arts Festival sets new attendance record By Dan Jensen

The Nordlys Film and Arts Festival at the Bailey Theatre Feb. 15 to 17 set a new record for attendance. "It was a breakout weekend for the Nordlys," said Nordlys Film and Arts Society president Hans Olson. "The attendance on Saturday was far higher than we have ever had." The Saturday highlight was an evening appearance by Junoaward winner Rita Chiarelli. "She did a question and answer session after the screening of her film, Music from the Big House (Canada 2010) and then she performed a concert at 9:30 p.m.," said Olson. Music from the Big House followed Chiarelli, Canada's Queen of the Blues, on a pilgramage to the birthplace of the blues, Louisiana State Maximum Security Penitentiary, a.k.a. Angola Prison. The trip turned into a historic jailhouse performance, with Chiarelli playing alongside inmates serving life sentences. The festival got off to a good start Friday evening with a welcome reception featuring Scandinavian treats, opening ceremonies, and the showing of Magnetic Reconnection (Canada 2012), a short documentary film that contrasts the Northern Lights with decaying manmade debris surrounding the Arctic town of Churchill Manitoba. "The film makers, Kyle Armstrong and Trond Trondsen, were in attendance and spoke about going to Churchill, Manitoba, to film the northern lights, the technical aspects of doing that, and what motivated them to get involved in film making," said Olson. Other films shown over the course of the three days were Moonrise Kingdom (USA 2012), the story about a fantastical world seen through the eyes of a pair of enamoured 12 year olds, A Separation (Iran, 2011), the story of an Iranian couple with one young daughter, The Intouchables (France, 2011), the story of a millionaire, paralyzed from the neck down after a paragliding accident, The Maltese Falcon (USA 1941), Searching for Sugar Man (Sweden, U.K., 2012), Nightmare, Something Strangely Familiar, Maud, Mary and the

"It means so much to have it here," said Olson. "I can't think of a festival anywhere like this that combines films from around the world, local musicians, filmmakers in attendance. Just about every hour of the festival is packed." Olson feels the success that has been experienced with Nordys this year will require a number of adjustments to be made for festivals in the future. "We are going to have to look at how we do ticket sales because I think that selling out is a real possibility going forward," said Olson. "We're also going to have to find ways to keep that homey

feeling while still being able to attract 300 people." The Nordlys Film and Arts Festival (Nordlys is Northern Lights in Norwegian) has its roots in the Pretty Hill Film Festival, which was hosted for 10 years by the family of Verlyn and Mardell Olson. In 2010 and 2011, it was held at the Augustana campus of the University of Alberta, where a volunteer committee was engaged to expand it into a new and unique cultural event for the community. "It has surprised me how this has grown into such a community event," said Olson. "It's proof that you can create a bigger event when you have a group of volunteers who are willing to work together. A lot of the time the people who show up at the festivals come to watch one film and end up staying for several."

Lloyd George Little November 10, 1920 – February 15, 2012

Louis John Golka Lou was born to John and Eleanor Golka on the homestead farm south of Viking on August 5, 1922. He passed away peacefully at St. Mary’s Hospital in Camrose on February 6, 2013. Lou often related the many lessons he learned from his parents as they found creative ways to survive the depression during his childhood and adolescence. Lou was an entrepreneur from the age of 22 when he and his brother, Alvin, started the Golka Gravel Company. He moved to Hardisty in 1944 to start a car dealership, and married Charlotte in 1955. His brother John eventually joined him, and together they ran Hardisty Motors and Anchor Bar Ranch. They retired from the car dealership in 1979. In addition, Lou opened Hi-Grade Feeders in 1969 and ran it until 1982. Lou was passionate about community development and was instrumental in building the hockey arena, curling rink and golf course. He was an active supporter of the Hardisty Stampeders hockey team and the Hardisty Stampede during the professional rodeo years. During his term as mayor of Hardisty from 1977 to 1980, he successfully campaigned for a new hospital and the railroad overpass. His “retirement” was spent actively involved in the horse racing business, fishing for pickerel and salmon whenever he could, enjoying the sunshine in Phoenix, Arizona, and “supervising” his son, Brian, with the running of the farm. He is survived by his wife Charlotte; their children: Luanne (Dwight) Nixon of Calgary, Brian (Eva) of Hardisty and Kevin (Judy Emms) of Surrey, BC; seven grandchildren: Jarrett (Nicole) Nixon, Chad (Laura) Nixon, Daniel (Adja) Nixon, Kristie (Joe) Foster, Anne (Travis) Veale, Kavanaugh Golka and Grayson Golka; five great-grandchildren; his brother Ernie of Edmonton; his brother John (Koreen) of Hardisty; and numerous nieces and nephews. Lou made many friends throughout his life and will be missed by them as well as by his family. Special thanks to Dr. Botha, Dr. Nichol and the nurses in palliative care at St. Mary’s Hospital for the good care they gave Lou while he was in the hospital. Thanks to everyone who sent cards, flowers and donations in Lou’s memory. – Charlotte and family

Ronald Alan Brimacombe It is with great sadness that we announce the passing of Ronald Alan Brimacombe of Bashaw, Alberta who passed away on Sunday, February 17, 2013 at the age of 72 years. Left to cherish his memory are his wife Carol; mother Mary Jean; children Alan (Gretel) Brimacombe of Calgary, Nancy (Amedeo) Cortese of Calgary and Peter (Katie) Brimacombe of Calgary; 11 grandchildren; brothers Neil (Linda), Ted (Pat) and Dan (Debi); sisters Judy (Ed) and Margaret (Dave); and sister-in-law Meg. A Mass of Christian Burial was held at 11:00 a.m. on Saturday, February 23, 2013 at Our Lady of the Prairies Roman Catholic Church, Daysland, Alberta with Rev. Leon Kler as celebrant. Interment followed in St. Elizabeth’s Cemetery, Rosalind, Alberta. Lloyd was born on November 10, 1920 in Toronto, Ontario. He met and married the love of his life, Mary, on October 23, 1943. Lloyd was a long time resident of Barrie, ON where he enjoyed his work as a mechanic. In 1999 he and Mary made the decision to move out west to Alberta to be near their daughter and family. Since then, they made Camrose their home. Lloyd enjoyed the quiet life. Fishing, reading, visiting, travelling, camping and spending time with his family were some of his favorite things. Lloyd was soft spoken and always had a special smile and wink for his grandchildren, greatgrandchildren and great-greatgrandchildren. Lloyd is survived by his wife of 69 years, Mary; his daughter Marjorie Peter; his grandchildren Yvonne (Reg) Henderson and Dale (Jeanne) Peter; great-grandchildren Lindsay (Trevor), Travis (Amy), Shelbie, Andrea (Matt), Kari, Robin (Stephen), Ashley (Dave), Karla (Nick) and Bryce; great-greatgrandchildren Caleb, Ethan, Lucas, Addison and Eliana. He was predeceased by his parents Alfred and Amelia; sister Mildred; brothers Joseph, John and Henry; granddaughter and grandson-inlaw, Sheila and Dale Tien; great grandson Ryan Henderson; and sonin-law Ernie Peter. His wit and smile will be missed. A funeral service was held at 2:00 p.m. on Wednesday, February 20, 2013 at Weber’s Mount Pleasant Chapel, Camrose, AB. Camrose Trade Show features plenty of variety The Camrose Regional Trade Show at Camrose Regional Exhibition Feb. 15 to 17 had a good variety of exhibitors from across Alberta, British Columbia and Saskatchewan. Thistle Hill Petting Zoo, sponsored by OPT Waste Removal, provided a chance for children who accompanied their parents to the show, to get close to animals.

The CRE trade show has always received good response. "There are many businesses that make new customer contacts and sales as a result of the exposure they have gained here," said trade show committee chair Dwayne Roth. The Camrose Chamber of Commerce and Tourism Camrose shared a booth to explain the benefits they provide.

The committee purchased items from the exhibitors which were put into a basket and raffled at the end of each day. "It was a way of saying thanks to everyone for attending," said Roth. Proceeds from the Camrose Regional Trade Show are used by the Camrose Regional Exhibition to pay for normal site maintenance and improvements.

Augustana hockey club ready for lengthy playoff season By Murray Green

The Augustana Vikings hockey team split a two-game series with the Concordia Thunder on Feb. 15 and 16 to conclude the regular season. Augustana finished the season in third place and met the Grant MacEwan Griffins in the first round on Feb. 22 to 24. Veteran Quinn Amiel missed a few games with a broken hand and a knee injury, but is back healthy again. "I'm feeling 100 per cent now and ready for the playoffs. It doesn't matter who we face, we have to prepare to buckle down and play our system," said Quinn. "You have to go about your business in a professional manner and build towards something bigger in the end." Playoffs are a new season. "It's playoff hockey and we all have to adapt to different roles. Maybe our shutdown line needs to play more to hold the other team off, or maybe we need to play our scoring line more to get a goal. All players have to make sacrifices for the betterment of the team," added Quinn. "Everyone has to buy in and we have the team to do that. We have a lot of veteran presence, so we know what to expect. We have two rookies, but they are playing like seasoned veterans." Augustana enters every match with the game plan of scoring as many goals as possible, while holding the opposition to two goals or less. "Regardless of the score, we are always looking

for another goal to put the game out of reach. And then if we score, we want another because you want to hold the momentum until the final whistle," Quinn said. "We want to carry that through when we face SAIT. They have gained a lot of confidence in the second half by beating us and NAIT twice. They have a lot of rookies and we have veterans, so we need to draw on that experience and use it to our advantage. We have to dictate the play and have puck possession. That is the key. They take fewer penalties now and have a more flow style. We have to be ready for that." Concordia exchanged goals with the Vikings in Edmonton, but scored the last one to earn a 4-3 win. Scott Aucoin, Brad Bourke and Dane Bonish replied with markers for Augustana. Goalie Paul Kolida stopped 27 of 31 shots in the loss. "I could make up excuses on why we lost, but we flat out lost," said Quinn. "They have a smaller rink and they built their team to suit that building. We just started flat and never really recovered. Concordia's power play torched our penalty killers and it didn't really work out that game." In the contest played at the EnCana Arena, the Vikings scored four straight goals to win 5-2. Aucion netted two tallies to lead the offence. He had help from Boyd Wakelin, Tanner Korchinski and Dean Prpick, who added single markers.

Augustana Vikings men's basketball squad hosted the first round of playoffs in Camrose on Feb. 22 and 23. The Vikings finished the regular season against the Keyano Huskies and lost two straight, 84-69 and 88-72. The offence dried up in the first meeting after the first quarter. David Shantz led the team in scoring with 19 points and Shayn Bruney chipped in with 15 points. In the rematch, Augustana started slow, but had a good third quarter to tie the score after three.

The Huskies pulled their weight in the fourth and secured the victory. Bruney led the Vikings with 20 points and Lee Danderfer added 14 in support. The women's team finished the regular season in fine style as it crushed the Keyano Huskies 78-45 and 80-59. Sydney Purdy scored 16 points, Kari Kubinec added 14 and 10 different players collected points to lead the team in the first game. On Saturday afternoon, Kelsey Lund led the offence with 22 points and Shea Jose chipped in with 14. Again, 10 different players earned points. Volleyball

Augustana Vikings men's volleyball team lost a tough battle against the Grant MacEwan Griffins in the first round of the playoffs on Feb. 15. The men's team won the first game 25-20, but couldn't sustain the Grant MacEwan attack in the rest of the match. The Griffins won three straight games, 25-21, 25-21 and 25-16 to win in four. Nazheef Gangji returned to the Vikings' line-up to lead the team with 19 kills and 10 digs. Kent Sanregret with 11 kills, and Thomas Regier with 11 digs also played well for Augustana.

Chinese delegation will be arriving in Camrose March 24 The City of Camrose will be welcoming a six-member delegation from Yichun, China, March 24. The delegation will be touring facilities and institutions in Camrose during the day on March 25, after which they will be attending a special banquet in their honour. "We will be presenting each member of the delegation a small gift," said Camrose Academy of Curling Society member Ken

Duggan in a presentation to City council Feb. 19. "We're also looking at presenting a more substantial gift from the City." The visit will end March 26 with the signing of a twinning agreement between Yichun and the City of Camrose. "The agreement will be similar to one that has been signed by the City of Edmonton and the City of Harbin, China," said Duggan.

The delegation will attend a banquet with Edmonton's Chinese community on March 27 after being introduced in the Alberta legislature. The City of Yichun, which is becoming known as the centre of curling excellence in China, is expected to be very interested in what is happening with the Camrose Academy of Curling. "The academy has developed a proposed program for the junior high and for now will be doing all

recruitment locally," said Duggan. "The registration plan for junior high is just going out so we can see where the program will be at this level within a month or two." Duggan said the academy will not have curling as a for credit course at the High School for the 2013/14 school year, but is contemplating an enhanced "club" program to try to cater to potential or prospective high school students in 2013/14. He

added that plans are being made to recruit from Augustana through contact with the 50 member associations of the World Curling Federation. The major source of startup funding (CIP grant and the title sponsor) for instructors and curriculum development is not expected to be known for a while. "We are in pursuit of a title sponsor and have reasonable leads with that," said Duggan.

Mexican restaurant owners happy to call Camrose home By Dan Jensen

Star Planet Mexican Foods owners Manuel Delgado and Olga Ojeda and their two sons have finally found the better life for which they have been looking. "It's a lot of work running a restaurant but we can honestly say we are happy with what we are doing," said Olga. "We look forward every day to meeting and serving new people." Happiness is something that has come in limited quantities for Manuel and Olga since they were forced to flee their home country nine years ago. "The family has had to struggle with more than its share of difficulties," said family friend Dittmar Mundel. Living in the city of Medellin, Columbia, Manuel and Olga seemed to have everything going their way. Manuel was a civil engineer who travelled the world with a big company, while Ojeda, who has a university degree in psychology, was working as a counsellor. They also owned a construction company and nine restaurants that served Mexican foods, pizza and ice cream. "The last restaurant we opened had a good neighbour but the area around it wasn't so good," said Olga. "We soon had men coming to us for money and threatening us if we didn't give it to them." The demands became so regular and persistent that Manuel and Olga were forced to start selling the possessions for which they had worked so hard. When the money ran low and they expressed an ability to pay, they were served with a threat that chilled them to the core. "They told us they would kidnap our children," said Olga. "We went to the police explaining our situation but they said that unless they killed one of our kids there was nothing they could do. We told them every day we were being threatened and that there were people shooting at our car as we went past." Manuel and Olga knew they were dealing with a paramilitary organization with networks throughout Colombia and that if they moved anywhere else in the country they would eventually be found. The only logical solution, as they saw it, was to get out of the country altogether, something that proved to be harder than either of them would ever have imagined. "We went to a travel agent to ask questions and applied for visas but were only able to get a them for Manuel, myself and one son," said Olga. "We just knew we couldn't leave one of our family behind." The situation remained stat-

ic until one day a woman who was living in Canada but was one of their restaurants. "We started asking her about Canada and she told us about how beautiful it was," said Olga. "She said the only drawback there was the weather." After discussing the matter further, Manuel and Olga went back to the travel agent, who told them they could apply for entrance into Canada, but that they would have to spend a certain amount of time at a place called, Vive LeCasa, the Canadian centre for refugee claimants, in Buffalo, N.Y., right on the Canadian border. "We were told it was a risk because it would depend on whether a Canadian immigration official would let us in as refugee claimants," said Olga. The agent also reiterated the fact that they would need their US visitor visas to get to Buffalo. "We knew that we needed to go but I didn't want to leave if it meant we couldn't all go together," said Olga. Olga eventually changed her mind when her oldest son, who

was 13, pleaded with her to go without him. "He told us he wanted us to go by ourselves and that he would stay back," she said. "His words were don't worry about me but please don't forget me." In hopes of making everything as safe as possible, Olga made arrangements to have her son stay with friends and initiated the process for him to change his name and identity. "For the three years we were apart he had to travel every two weeks, sometimes every week, to a different place," said Olga. Manuel and Olga and their youngest son spent a month at Viva La Casa before they were able to obtain an appointment with a Canadian immigration official, whom they attempted to convince of their need for refugee status and their desire to come to Canada. What came next was two full years of filing documents and waiting for their case for permanent Canadian residency to be heard by a judge. "We were nervous when we heard who our judge was because he (the judge) had a reputation as

being tough on refugee claims," said Olga. "The day before we saw him he had sent a lady with her baby and three little kids back to her home country where, later, she was killed by the paramilitary. Our lawyer told us that when the judge asked any questions that only he and Manuel were to answer, and that I should stay silent. It was difficult because whenever they started talking about my son who was still in Colombia I began to cry. The judge told me I wasn't supposed to do that but I couldn't help myself." Manuel, Olga and the son that came with them were to stay in Toronto while the case was being discussed. "We were given the choice of where we wanted to live in Canada and ended up choosing Toronto because we knew there were quite a few Spanish speaking people around us," said Olga. Walking into the courtroom the final day, Manuel and Olga didn't know which way things would turn out. "Because of the complexity of the case we were expecting to be in court all day and that

we wouldn't hear the decision until four, five or six months later," said Olga. "We were so surprised then, when the judge, after just 45 minutes, said welcome to Canada. He said he had studied all the papers and had found sufficient reason for us to be here." The reunion with the oldest son that followed one year after the judge's decision was heartwarming as well as difficult, since, by that time the son had been on his own for three years. Olga tried to maintain a strong outward appearance, from the time her family's troubles began in Colombia to the time the judged ruled for permanent residency, but there were times she wondered whether she could take much more. "I was able to smile and keep everybody around me positive," she said, "but it was tremendously hard." Manuel worked for an air purification company in Toronto company for five years until he was told that the company was closing its doors and that he would have to move on. In deciding what to do next he recalled a conversation he had with someone who told him all about his home town of Camrose. As a result he was able to find, in 2008, a cleaning job at Duggan Mall, and two years after that, a job cleaning at Augustana. He opened the Mexican restaurant at the mall this past January. "When he was cleaning in the mall he always had his eye on the empty food court space at the corner, and kept saying to us that he wanted to open a restaurant there," said Olga. "When we finally did open the restaurant in January it was a dream come true." While she spends most of her time at the restaurant helping her husband, Olga has also been able to pursue other interests. She currently is the owner of the Olga Latin Dance Studio in downtown Camrose, where she teaches Latin dance, belly dancing, zumba and kangoo jumps. Rafael Alvarez, the oldest son, works at the Best Western Camrose Resort Casino, and Andres Delgado, the youngest son, is a student at Our Lady of Mount Pleasant who helps his parents at the restaurant. Manuel, Olga and their youngest son made a trip back to Colombia last year to visit with friends and family, making it a point to stay far away from their former businesses. "We were a little nervous going back and it was nice to see family but we consider Camrose our home," said Olga. "We have decided this is the place we want to be."

CCHS Interact Club hosts dinner to help cancer institute By Murray Green The Camrose Composite High School Interact Club is holding a fund-raising dinner in the commons area to help the Cross Cancer Institute, Feb. 28 at 6 p.m. "One of our members, Brittnay Voss, came to us and suggested we help the Cross Cancer Institute. We incorporated her idea into our annual dinner and will make that our theme," said Bryce Thompson, co-president of the Interact Club. "The Rotary Club had a speaker about cancer and he said that one in two men will get cancer and one in three women will get cancer in their lifetime. One in four Albertans will die from cancer," added Bryce. "Those are sobering facts. We want to make more people aware of that in the community and help." The club will be inviting someone from the institute as the guest speaker. "The high school will be preparing a chicken dinner and it will be formal. We will have silent auction items, reverse bingo and a slave auction may be in the works," said Bryce. "We are going to have a slide show of our work that we have done throughout the past year and a video on our Belize trip." The 18 members of the Interact Club have been busy in the community. "In the fall, we had a Women's Shelter coat drive. We had a classroom competition to see which class could collect the most winter clothing and we donated it all to the shelter. The winning class had 50 items," explained Bryce. "On Halloween, we had a food drive to collect for the Food Bank. The club also sponsored two Malawi girls to help pay for education, food and housing." Other projects included the Purple Pinkie campaign that collected enough funds for 3,000 polio vaccines. "We are planning another campaign this spring," said Bryce. The students are also going to volunteer at Martha's Table. "We are going to help prepare and serve meals to people that need them," said Bryce. "We try and have an international and some local projects each year. Our polio campaign was our international one and then we wanted to have three local projects: Women's Shelter, Food Bank and Martha's Table. Enright duo reaches semifinals in doubles provincials By Murray Green

The local curling doubles team of Adam Enright and Whitney Eckstrand curled well in the Alberta Mixed Doubles Provincials hosted by the Rose City Curling Club in Camrose from Feb. 15 to 17. Enright and Eckstrand reached the semifinals before being knocked out 9-7 by the eventual champions Jason Larence and Melanie Puzzle. The winners also beat the Tim Krassman and Vicki Sjolie duo 9-7 in the final. In the quarter-finals, Enright and Eckstrand, who were the second team to qualify for the playoffs, crushed the hopes of fellow Rose City Curling Club members Jennifer and Gord Heiberg 8-1. The Heiberg rink was the seventh of eight playoff teams to advance to the next round. The Heiberg couple, from south of Tofield, lost to the champions 8-4 in the first game and then won three games in a row to reach the playoff round. The duo won 9-4, 7-5 and 9-5 to advance. Enright and Eckstrand, who had a bye in the first game, won two straight (8-1 and 9-3) to qualify for the playoff round. A total of 26 teams were entered in the provincials. Larence and Puzzle will represent the province at the Canadian Mixed Doubles Championship, which will be held in Leduc, March 14 to 17.

Kodiaks tame Mustangs in last regular home game By Murray Green

Ty Clay notched two goals and added an assist to lead the Camrose Kodiaks to a 7-3 victory over the Calgary Mustangs, Feb. 17. The horses had nowhere to run as the Kodiaks pelted the Calgary net with 45 shots, including 20 in the second period. "It was good to put up some numbers and contribute on offence. I have good linemates that helped me string together some points over a few games, so that felt good," said Ty. "It helps me with confidence and allows me to settle things down with the puck and handle it more." Although the Mustangs scored first, Camrose fought back with the equalizer by Nelson Gadoury just 31 seconds later in the opening frame. The story was repeated in the second as Calgary scored first. Ty garnered his first of the game on an unassisted play to even the score again. "If the top two lines are not producing on a given night, it is nice to receive the additional scoring from the other lines," he added. "It's good to have the checker line put a few in the net for the team." From that point on, it was all Kodiaks. Tanner Marshall and Connor Mailey added two more tallies before the period ended. Ty Clay, Ryan Huolt and Josh Smith scored insurance markers in the last period. Goalie Matt Gibney stopped 17 of 20 shots he faced to give the Kodiaks their seventh win in nine games. The bears stole a point from the Brooks Bandits on Feb. 15. Camrose suffered a 9-2 beating from Brooks last week and the Kodiaks were out for some revenge. Camrose came out hard and outplayed Brooks for most of the contest. However, after regulation and overtime the game was still knotted at 2-2. The Bandits won it in a shootout. "That point was huge for us because we now know that we can beat them," said Ty. "Their fans are pretty loud and we can't let them have fun with us again. This time (Feb. 23) it will be a different story. It is a big boost to our confidence knowing we can play with the best team in the country. "We don't care who we play in the playoffs because we now have the confidence to meet any team," added Ty. "It is just a matter of executing our systems and using our speed to our advantage. If we do those things, we will be successful." The match proved the Kodiaks can stack up to

"We are a skilled team that likes to finish our checks. We have to forecheck, finish checks, backcheck and be good on our power play," said Ty. "It is good for me to provide some physical

presence and get the team fired up. We don't want to take any teams lightly. We want to send the message that we are not scared to go into their barn. As coach says, we don't want to go over that pendulum and take penalties. We want to keep our emotions in check."
