Liberty welcomes new superintendent Dr. Valya Lee presents ‘first 100-days plan’ for 2013-14 By Randy C. MuRRay rmurray@coastalcourier.com
Liberty County’s new superintendent started working almost immediately after she was hired in late June, and has since worked every day to steer the school system toward the 2013-14 school year. Dr. Valya Lee already has presented her plan for the first 100 days of her first school year. It’s a plan, she said, that focuses on several priority areas. Lee said those priorities include informal and formal review and assessment of district- and schoollevel leadership; academics, teacher quality, student learning and achievement, and student-support services; culture, climate and student discipline; human resources, vacancies and department organization; budgeting and finance, financial monitoring and internal controls; and emergency preparedness. “I have met with every level of administrator and stopped by over half of our schools,” said Lee, who then referred to the upcoming staff meeting of all board of education personnel. “We’ll have our ‘all hands on deck’ meeting on Aug. 6 at Bradwell (Institute) at 10 a.m. We’ll get everyone in one accord and give direction.” Lee said the theme for this school year is “Navigating a Course of Excellence: Developing the 21st

Century Learner.” She said the state is moving “full force” and said it is important for Liberty County to “chart our course as it relates to curriculum.” She said one of her academic goals is “taking both teaching and learning to higher heights” in order to ensure students are prepared for college or the workplace. She sees room for improvement in curriculum and already has asked the BoE to approve a third assistant superintendent for teaching and instruc-
tion. The new assistant superintendent will oversee the curriculum department. Lee explained that No Child Left Behind has been left behind, along with its Adequate Yearly Progress means for assessing schools’ success. In July, Georgia education leaders announced the state was dropping out of the Partnership for Assessment of Readiness for College and Careers, which is developing tests to weight success in teaching
common-core standards. State Superintendent John Barge said the proposed tests were too expensive compared to current tests, and that the state would develop its own tests to measure success. Lee praised the Liberty County College & Career Academy and said it was evidence the county is moving in the right direction. “It’s not (on-the-job training) now,” she said, regarding expectations of employers and colleges. “You’re supposed to come with the
skill sets necessary. Colleges have even started doing away with remedial courses.” She admitted that budget restraints approved before she arrived have cut funds for academic coaches. She lamented these cuts, but already is planning ways to get around any shortage of academic coaches. Lee said in her First 100 Days Entry Plan that she intends to analyze the district’s strengths and weaknesses within the first 30 days. She said the analysis will help identify the district’s goals and help determine both internal and external factors that favor or hamper accomplishing these goals. She said a priority she plans to complete within 60 days is to identify those schools with the greatest need and develop a plan to support those schools’ improvements. One of her priorities for the first 100 days is to develop a plan to increase involvement of parents, the community and businesses. Lee said an ongoing priority for her always will be student safety. She said whether the issue is an emergency caused by a natural disaster or risks to students from outside violence, student safety is primary. She said she is ready to work with law enforcement and the Liberty County Emergency Management Agency as necessary. While describing her own passion for learning, Lee said a recent speaker at a Rotary Club luncheon best described her philosophy about leadership. The speaker quoted from former pastor and management consultant John Maxwell’s “The 21 Irrefutable Laws of Leadership.” “Anyone can steer the ship, but it takes a leader to chart the course,” Maxwell wrote. Lee agreed.

A year ago, the Liberty College and Career Academy opened to 650 high-school students who were looking to educate themselves in areas of aircraft support, carpentry, criminal justice, culinary arts, engineering, graphic communications, interior design, teaching, nursing and welding. Now that its second school year is approaching, students can expect major changes coming from the LCCA. “All programs were successful,” LCCA’s Chief Executive Officer Tom Alexander said, “though we are phasing out interior design because it wasn’t as popular as the other programs. We are replacing it with manufacturing, which will be dual enrollment with Savannah Tech. This means that students will get high-school and technical credit. Not only will

they pick up manufacturing skills, but employer skills as well.” Also to be added will be college-level psychology and sociology courses to give students the chance to get technical credit and college credit without the required AP test at the end of the year. The administration of LCCA also expects a 10 to 15 percent increase in attendance from last year’s enrollment. “I don’t see enrollment doing anything but going up,” Alexander said. Planning for the school began in 2009 after the program was created under a start-up charter
from the Georgia Charter Schools Act. Construction started once its Airport Road location was selected. After being principal several years at Lewis Frasier Middle School, Alexander was given the opportunity to take on this new enterprise as head administrator. Karisa Young, Lisa Eason, Chris Williams and Debra Dyer flesh out the team of administrators. Most of the teachers are familiar faces to students, having worked in other Liberty County schools. Parents of kindergartners this year may walk their students to class during the first week of school, and students in first- through fifth-grades can be escorted on the first day. Or, parents can help welcome students on Aug. 7, the first day of the 2013-14 school year, by participating as volunteers in the inaugural LCSS Day One Initiative. The board voted in early May to stipulate how parents can drop their students off at school following backlash that occurred last year on the first day when parents realized that a new school visitor policy prevented them from escorting students to class. According to Title 1 Facilitator Harley Grove, the recommendation came from a committee composed of school-level representatives. Officials loosened the policy so the first day of school this year can run more smoothly than last. In addition, school officials are introducing the Day One Initiative to help make first-time and returning students feel more at ease.
“Past superintendent, Dr. Scherer, worked in two school systems that had career academies, so she thought we needed one,” Alexander said. LCCA was intended to give students a combination of educational and career skills and resources, as well as an early start on college, essentially saving students money by not having to take those courses

Volunteer sign-up sheets are available at each school as well as at the LCSS central office, according to Bowen. “We are hoping for a great community turnout,” she said.

The more relaxed escort policy and Day One Initiative are in sharp contrast to the stricter policy that was in place last year. Frank Long Elementary School Principal Judy Hellgren last year was flanked with staff members who patrolled the entrance to keep parents confined to the lobby area, and teachers walked groups of younger students to their classrooms in shifts. Many parents said their goodbyes near the door, but some, like Alfreda Roberts, were surprised by the news. Roberts was dropping off her first-grade son, Josiah. “He asked me, ‘Mom, are you going to walk me to my class?’” Roberts said as she watched him walk out of sight from the school lobby. “He’ll be OK. He’s a big boy.” Then-Deputy Superintendent Dr. Cheryl Conley had the task of defending the policy last year when Joseph Martin Elementary School parent Kristina Barnard began a Change. org petition asking that the policy be revised. Barnard’s policy received more than 500 signatures. At first, Barnard said, her

frustration was only about not being able to walk her child to school. “I was told that it was discouraged because they need to develop independence — my daughter’s very independent,” she said. “It really gave me the opportunity to learn more about my daughter’s life outside of the house. Even though we look at a 6-year-old and we may not think they have that much of a life outside of home, it’s amazing how much they do.” “It was never the intent of the school system to keep parents away from their child’s education. Our focus is on keeping your children safe while they are with us at school,” Conley said. After the specific time periods, parents must follow the classroom observation guidelines. Classroom observations still will be limited to once per semester, “unless federal regulations require different procedures,” or upon agreement of the administration and parents as needed for special circumstances.

Along with the career training it provides, the LCCA was also designed to guide youth onto paths to bright futures. “We hope that the youth of the community will walk away with a strong sense of what they want to do and how to make that happen,” Alexander said. “We really want them to be successful and help them make a plan.”

“The further we get into the school year, the more difficult it is enrolling high school students in particular because of traditional versus block scheduling,” she said. “But, right now enrollment, is in full swing and we are interviewing left and right for students and some classes are filling up with only a few spots left. Hickey said FPCA uses the Common Core curriculum as the baseline for courses. She said the school supplements Common Core with advance training and students are also taught about Christianity through the Bible. “We use secular English and reading curriculum, secular math curriculum and we use some of the same books the public schools have. But every student does have Bible study every single day and it is a very important part of our curriculum,” she said. Hickey said the school is associated with First Presbyterian Christian Church, but the school does not teach Presbyterian doctrine. “We teach Christian world view,” she said. “If it is
in the Bible, we teach it. We don’t teach Baptist ideology, Catholicism… We teach the Bible. Believe it or not, we’ve had kids from all religions. We’ve had Jewish students. Every year we have Muslim students. We have Hindu. Hinesville actually has a pretty large Hindu population. Predominantly we are Protestant, but we have those other religions and we do not exclude those other students. But they have to participate in our activities and they know that up front.” She said there is often a misconception about the children who attend private schools “A lot of people think that the kids that attend private school come from rich families, or that they are snobs or we are elitists,” she said. “But FPCA is very warm, very inviting and very accepting of everyone.” She said FPCA stresses inclusion. “We have a very diverse student population with ethnicity, race, religion and culture,” she said. “We are a mirror of Hinesville and
we are very proud of that … Also our atmosphere here is different ... We are a family and most of the people that come in contact with us can see that difference. We don’t just enroll a student, we enroll a family. And that is very special because if you get the whole family involved, the success of the student is so much greater.” Hickey said success can be measured by the number of graduates accepted into college. “We’ve had some kids receive major academic scholarships,” she said. “We had one receive a congressional appointment to the Air Force Academy, which is about a $500,000 scholarship. We had another student who got over $100,000 to SCAD both artistic and academic. We’ve had some others receive presidential scholarships … And so far we have 100 percent in college acceptance. Some of our students have chosen to go straight into the military out of high school, some have chosen to go to two-year trade schools and some have chosen to go into law enforcement, which are all honorable professions and we are very proud of them. They are making great choices in their lives.” FPCA has an open class policy for the parents and family of students. “We welcome our par-
ents, family and community members in,” she said. “We want them to be here because it is with community that we can be the strongest, with the support of everybody.” She said the school does have security measures, including locked doors requiring key card entry, surveillance cameras and intercom systems. Trang Black was hired as head of school in January. Former athletic director and coach Andy Yanzetich has moved. Jamie Sharp II has been hired as football coach. First Presbyterian Christian Academy is now accredited by the Southern Association of Colleges and Schools and officials are looking forward to the upcoming academic year and the school’s sixth senior class. “It is one of the leading accreditations that a school can receive,” FPCA Principal Shannon Hickey said. “All the public schools in the area have it, as well as our school.” Hickey said earning the SACS accreditation shows FPCA meets or exceeds the student-to-teacher ratio conducive to a learning environment. “We met all of the top scores, meaning we have the ideal student-to-teacher ratios,” she said. “The younger students, pre-school, is anywhere between 6 to 1 and 10 to 1, early elementary it’s 15 to 1, upper elementary it’s 20 to 1 and then middle and high school at most it is 23 to 1 and most of our class sizes are below those. Our average high school class is more like 15 to 1 and the same for our middle school.” The private Christian school, which opened in 1975 as a mothers’-day-off program for preschoolers, continues to expand its educational and athletic programs. Hickey said students will return to class on Aug. 7. Elementary and pre-school will attend from 8 a.m.-3 p.m. Middle and high school students will attend from 8 a.m.3:20 p.m. Hickey anticipates 320 students and said registration will continue through August.
swim coach and someone to assist with cross country. “Bridgette McGovern coached for us the last two years, but her military family is transferring to Pennsylvania,” Hickey said about the former swim coach. “She did an amazing job. And because of that our kids want to have a swim team. We have a core group of kids that have made that their chosen sport and are very passionate about it.” In addition to her duties as the principal, Hickey also serves as AD. She said this school year is an exciting one for the athletic department because the school will receive a reward for winning last year’s Under Armour Finding Undeniable Challenge. Beginning with football the school will receive $140,000 worth of athletic apparel and equipment throughout the year. Hickey said the football team, in only its second year, will unveil the Under Armour uniforms and gear in its first home game Sept. 13.

They also may wear uniform dresses with sleeves, but the length of all bottoms must not be more than three inches above the top of the knee cap. Polo shirts that are solid white, navy or the school’s designated additional color may be worn. Shirts may have a school insignia but no other ornamentation, and they should be tucked in. Middle- and high-school Students in higher grades may wear solid khaki pants, skirts, and uniform dresses with sleeves no shorter than 3 inches above the knee. Shorts and pants cannot have pockets or zippers on the legs. Each school is allowed additional color choices of pants, skirts, uniform dresses or shorts. Body piercings are not permitted except for earlobes. No extreme hair color, hairstyles or makeup are permitted. Hats, caps, sweatbands, bandannas, sunglasses and other head coverings inside the building are not permitted. New students can be registered at the school site in their attendance zone from 9-11 a.m. Monday through Thursday. Pre-kindergarten students must be 4 years old on or before Sept. 1, 2013. Kindergarten students must be 5 years old on or before Sept. 1, 2013, and firstgraders must be 6 by the same date. For initial registration of students in all grades, the school system requires the following documents: • Georgia certificate of immunization (Form 3231): Each certificate must be signed by a physician licensed in Georgia or a public health official. • Georgia certificate of ear, eye, and dental screening (Form 3300): All sections must be completed with findings, signature and date done. Form 3300 must be dated within one calendar year of the first day of school. • Social Security card • Evidence of date of birth. Acceptable documents include a certified birth certifi-
cate, certified hospital issued birth record or birth certificate; a military ID; a valid driver’s license; a passport; an adoption record; a religious record signed by an authorized religious official; an official school transcript; or if none of the above can be produced, an affidavit of age sworn by the parent, guardian or other person accompanied by a certificate of age signed by a licensed practicing physician. • Two proofs of residence, such as a current utility bill (water, gas, electric, local home phone, cable, etc.) and any one of the following: current lease/rental agreement; most recent income tax return; current paycheck stub; current Medicaid card; current residential property-tax statement or bill; current warranty or quick claim deed; 7) current home purchase agreement; 8) third-person affidavit of residency; or current homeowner’s insurance policy. • Proof of enrollment and attendance (report card/school transcript) in an accredited school, plus school address.

Long County handles growth with grace Waters said the board of education in 2009 decided to add another high school to meet the growing county’s needs, and over the next three years, steps were taken to accomplish that goal. On Aug. 9, that new high school’s doors will open and a fourth public school officially will be operating in Long County. Students in prekindergarten through third grade attend Smiley Elementary; fourth- and fifth-graders attend Walker Elementary School; sixth-, seventh- and eighth-graders attend Long County Middle School; and students in ninth through 12th grades attend Long County High School. Right now, the school system has plenty of classrooms and a little room for new growth, which solves the space problem, Waters said. The enrollment increase also presented the district’s transportation system with difficulties in getting students to and from school. To help,

While many Georgia counties have seen populations decline or plateau in recent years, Long County is growing by leaps and bounds. Recent census figures show that it is the fifth-fastest-growing county in the nation, and nowhere is this gain more evident than in the school system. From 2004 through 2013, the system grew from 2,070 students to 2,855 — a 28 percent increase. According to Superintendent Dr. Robert Waters, the school system expects to add another 122 students, bringing the total to 2,977. “We’ve been growing out of our seams, and it is evident from our numbers,” Waters said. The influx of students has presented a few challenges, according to Waters, such as a lack of classroom space and issues with transporting students.
Water said the system added more buses and, as of this year, created separate routes for the lower grades and the high school. The superintendent acknowledged that although Long County’s population growth has presented the school system with its fair share of challenges, many positive aspects also have surfaced. Another positive aspect of the enrollment surge is the addition of new schools, which has relieved a lot of congestion. “Now the students are in new classrooms, and they’re not in some classrooms that date back to the 1950s,” the superintendent said. Despite the recent announcement that Fort Stewart will lose a brigade in a few years and the still-shaky economy, Waters said he still thinks the school system and the county will continue to grow. “Long County has one of the cheapest tax rates in the area. The quality of life over here is great, and we’ve got the best school system in the area. … There’s a reason people are moving over here, and I think they’re going to continue to come,” he said. School Uniform Dress Code In the interest of improved student performance, school safety, a reduction in student disruptions, and improved student self esteem, the Liberty County Board of Education has enacted a mandatory uniform dress code policy for all students in kindergarten through grade twelve. School administrators will be responsible for making final determinations as to whether a student’s attire or appearance is in conflict with the written procedures. Elementary (K-5) Dress Code Procedures The following clothing styles and colors will be considered appropriate: 1.

Solid navy or khaki pants, skirts, jumpers with approved tops, uniform dresses with sleeves, skorts (skirts with shorts), and shorts are allowed. Shorts, skirts, jumpers, dresses and skorts must not be more than three inches above the top of the knee cap. Only solid white or navy polo shirts(no ruffles, lace, elastic, or smocking) will be allowed. Blouses and button down shirts are no longer allowed. One additional color has been chosen by each school

Shirts may have a school insignia, but no other ornamentation, including labels, are allowed on any clothing; (Buttons and tabs that are part of the garment when purchased are not considered ornamentation); 2. Shirts must be tucked; 3. No denim, knit pants, jogging or cargo pants, “skinny” pants, or skater pants; 4. Uniforms must be made of a standard uniform material such as cotton or twill; 5. No zippers on pockets or pant legs; 6. Shorts and pants cannot have pockets on the legs; and 7. Uniforms must be worn at the natural waist. They can not be poorly fitted or oversized and baggy, so as to allow sagging of the pants. Belts must be worn if pants, skirts, or shorts have belt loops. If belts have buckles, they must not be oversized nor have any writing that is considered offensive. Accessories 1. Shoes must be a matched pair and be enclosed and fastened/tied properly; 2. Solid color sweaters or sweatshirts without hoods and without an insignia (color appropriate to the school) may be worn over uniform shirts; 3. Coats and jackets must be worn open in the building; 4. Solid white, gray, or black T-shirts, or a color appropriate to the school, may be worn under uniform shirts. Solid colored turtlenecks (white or a color appropriate to the school) may be worn under uniform shirts; 5. No manner of clothing, jewelry, button, or pin may display drugs, cigarettes, sexually suggestive items, alcohol, profanity, gang related logos or messages, or pictures or words that are determined to be distracting or demeaning to others by the school’s administrators; 6. Hats, caps, sweatbands, bandannas, sunglasses, and other head coverings inside the building are not
permitted; Pierced earrings are permissible when worn in the earlobes as designed. Other body piercings are not permitted to be visible at school. Students may not wear at school items such as nose rings, nose pins, tongue rings, tongue pins, or any jewelry to accessorize facial or body piercings; 8. Extreme color/hairstyles, make-up, etc. must not be a distraction, immodest, inflammatory, or offensive; 9. Chains, wallet chains, and spiked jewelry are not allowed on campus or at school related activities; 10. Only tights, hose, leggings, or socks may be worn under uniforms. Tights, hose, leggings, and socks must be solid navy, black, white, or the school color and must be a matched pair; no designs may be worn; and 11. School administrators will also have the authority to allow groups to modify their dress on given days to allow for special programs and/or situations. Shorts must be worn under skirts when the child is participating in rigorous physical activity; Clothing that is torn, ripped, or unhemmed either by accident or style is not permitted; Extreme color/hairstyles, make-up, etc., must not be a distraction, immodest, inflammatory, or offensive; Pierced earrings are
permissible when worn in the earlobes as designed. Other body piercings are not permitted to be visible at school. Students may not wear at school items such as nose rings, nose pins, tongue rings, tongue pins, or any jewelry to accessorize facial or body piercings; and, 15. No manner of clothing, jewelry, button, or pin may display drugs, cigarettes, sexually suggestive items, alcohol, profanity, gang related logos or messages, or pictures or words that are determined to be distracting or demeaning to others by the school’s administrators. School Dress Code Closets Each school will maintain a uniform dress closet. This closet will contain a variety of sizes of uniforms for students who are newly enrolled or are noncompliant. Newly Enrolled Students Students newly enrolled in the school system will be given ten (10) school days to prepare adequately for the dress code policy. Until that time they may borrow uniforms from the Uniform Dress Closet without penalty. However, students must wear a school uniform each day. Noncompliance Procedures Each school will strive to achieve full compliance within the guidelines of the Uniform Dress Code Policy. Since noncompliance interferes with the smooth operation of the school, the plan listed below has been developed to address students who do not comply with the required dress code procedures. If a student comes to school out of uniform, the following measures will be taken. A uniform will be provided to the student which will be returned at the end of the day as well as: 1st Occurrence ~ The teacher will send home a letter from the administration. 2nd Occurrence ~ The teacher will send home a letter from the administration and call the parent or guardian. 3rd Occurrence ~ A conference will be set up between an administrator and the parent to address the problem and develop a solution. 4th Occurrence ~ School officials will administer punishments as set up under Level I in the Code of Conduct. See page 27. 5th & Additional Occurrences ~ School officials will administer punishments as set up under Levels I or II in the Code of Conduct. See pages 27-29. Middle/High School (6-12) Dress Code Procedures The following clothing styles and colors will be considered appropriate: 1. Solid khaki pants, skirts, and uniform dresses with sleeves no shorter than 3 inches above the knee. Shorts and pants cannot have pockets or zippers on the legs. Each school is allowed additional color choices of pants, skirts, uniform dresses, or shorts. Liberty County High School may also wear black, and Bradwell Institute may also wear navy blue. Lewis Frasier Middle School, Midway Middle School, and Snelson Golden Middle School may also wear navy or black. 2. Jumpers (sleeveless and of khaki color) worn with a shirt or blouse already specified in the dress code and uniform dresses with sleeves will be acceptable. 3.
