President Joko Widodo announced on Tuesday, 20 July 2021, that the Emergency Limitations on Public Movement (PPKM-Darurat) Policy will be extended until 25 July 2021, with a phased reopening of facilities and businesses starting from 26 July. Starting on 26 July, traditional markets selling “essential goods” will remain open until 8:00 pm local time. Meanwhile, markets selling “non-essential goods” will be allowed to stay open until 3:00 pm. All markets are expected to operate at only 50% of their normal capacity. Other businesses, including local food vendors (kaki lima), barbershops and salons, laundries, street peddlers, snack sellers, and other small-scale enterprises, will be allowed to open starting from 26 July until 9:00 pm. All places of business must follow strict government health protocols. Restaurants will be regulated as to the total number of guests allowed at any time, with diners limited to a maximum stay of just 30 minutes. The government will explain instructions on operating restrictions for other sectors of the economy over time.

Private hospitals in Bali are turning away patients due to unreliable oxygen supply “Yes that’s true, because [the hospitals] are afraid to treat [patients] when there’s no certainty as to when the oxygen [supply] will arrive,” Fajar said.
A number of private hospitals in Bali have reportedly begun to turn away patients due to unreliable oxygen supply, though health officials in the province reasoned that the issue lies in delays in deliveries as opposed to a shortage crisis. Ida Bagus Gede Fajar Manuaba, who heads the Indonesian Association of Private Hospitals (ARSSI) in Bali, yesterday confirmed that some hospitals have stopped taking in certain patients.
ARSSI has yet to compile data on the number of patients or hospitals in this regard, but estimates that patients are being turned away across the province. He explained that COVID-19 patients require an exorbitant amount of oxygen, and reminded the public to obey health protocols. Coronavirus cases in Bali have escalated rapidly in recent weeks, with a record 1,250 new daily infections reported today. That puts the number of people currently in treatment at 8,625, while the province also reported its highest daily death toll yet at 33.

Bali Health Agency Chief Ketut Suarjaya, however, claims that there’s no shortage of oxygen supply in Bali yet. “It’s not completely exhausted, we are still meeting the demands,” Suarjaya said. “No shortages, just delays in deliveries from East Java.” The bed occupancy rate in Bali has fluctuated this past week, with the latest available data showing nearly 85 percent occupancy in Denpasar’s intensive care unit (ICU), which holds the highest number of ICU beds in the province at 163. RI Bans Foreign Visitors & Foreign Workers Regulation Number 27 of 2021 which is a revision of Regulation Number 26 of 2020 on visas and stay permits during the period of adaptation to the “new normal.”
The Indonesian government has temporarily barred foreigners and foreign workers from entering the country as one step among many to prevent the spread of COVID-19. The ban on foreign visitors and foreign workers takes official effect on 21 July with a two-day grace period until 23 July to accommodate people already in transit to Indonesia. The Indonesian Minister for Law and Human Rights (Menkumhan), Yasonna Hamonangan Laoly, speaking on the TV network Liputan6, said the ban on foreign visitors and foreign workers is included in the just-issued Ministerial

Foreigners holding a • Permanent Stay Permit (ITAP). Foreigners who journey is • intended to provide medical or humanitarian assistance, such as doctors coming to Indonesia to assist in handling the COVID-19 pandemic and medical laboratory technicians. Crews on international aircraft or sea transport arriving in Indonesia can enter the country with a recommendation issued by a relevant ministry and by fulfilling stipulated health protocols, such as “negative” PCR Swab Tests and by following established quarantine requirements. •

545 businesses violated Emergency PPKM rules in Badung: official The Public Order Agency (Satpol PP) in Badung said they had caught 545 businesses in violation, 17 of which were subject to temporary closures. Most of the others were given written warnings, while a few had to pay a fine of IDR1 million (US$68.98). Hundreds of businesses in Bali’s Badung regency were found to have violated the rules during the Emergency Enforcement of Restrictions on Public Activities (Emergency PPKM), leading to several administrative sanctions and temporary closures.
“There were also a bunch of individual violations, about 105 people,” Head of Satpol PP Badung, I Gusti Agung Ketut Suryanegara, said.

According to Suryanegara, individual violations were mostly found in North Kuta, while business violations were more concentrated in South Kuta. Other regions in Bali have also reported violations throughout the course of Emergency PPKM, including in Buleleng regency. The tighter restrictions previously mandated all restaurants to only accept deliveries and takeaways, while non-essential businesses are expected to close completely.
