cultural development forum terms of reference Cultural Development Forum Purpose The Cultural Development Forum (CDF) is a network of WA local government arts and cultural workers, and its purpose is to provide members with opportunities for the following: ! Training and Professional Development ! Networking ! Advocacy Cultural Development Forum Steering Committee Membership The CDF Steering Committee will comprise the following members: ! Eight Local Government Authority Arts and Cultural Development Workers from both regional and metropolitan WA local governments. ! One employed representative from the Department of Culture and the Arts ! One employed representative from the Western Australian Local Government Association, and ! One employed representative from Community Arts Network WA (Convenor). The Local Government position/role will be the member, not the individual per se. The positions successors will have the option to continue to sit on the committee for the remaining allocated period as the LGA rep or alternatively stand down. Members will be appointed for a two-year period, with half of the members reappointed after an initial 12 month-period (this will be done through random selection). A ‘nomination and vote’ process will select new/renewed CDF Committee members. The CDF Committee retain the right to coopt individuals with specific expertise on a project-by-project basis to inform and consult the committee.


Cultural Development Forum Committee Membership Fees Membership of the Cultural Development Forum is open to all WA local government arts and cultural workers. Members of the Cultural Development Forum Steering Committee must be members of CAN WA. Membership fees are $110 per year. Revenue collected from membership fees will contribute toward the provision of facilitation and secretarial services by CAN WA to the steering committee. Function of Cultura l Deve lopment Forum Steering Committee The primary purpose of the Cultural Development Forum Committee (CDF Committee) is to set the direction and oversee the implementation of Cultural Development Forum initiatives. Specific roles of the CDF Steering Committee include the following: ! ! ! ! !

Identify and implement four CDF seminars/workshops per year Develop format for CDF e-newsletter Develop two-year CDF business plan Source funding for CDF initiatives, and Provide advice and feedback to relevant organisations on local government arts and cultural issues and CDF operations. Function of CAN WA

! Advocate on behalf of the CDF Steering Committee ! Inform the CDF on relevant National and State Initiatives ! Develop and distribute information relevant to the CDF Steering Committee ! Provide executive support to CDF Steering Committee initiatives ! Provide meeting room at the King Street Arts Centre. CAN WA will convene the CDFC meetings and the role of Chair will be rotated among Committee members. Cultural Development Forum Steering Committee Meetings The CDFC will meet quarterly for a period of 1.5 hours per meeting. Meetings will be held at the CAN WA Perth Office (unless otherwise stated): King Street Arts Centre Ground Floor (entrance also off Munster Lane on King Street) 357 – 365 Murray Street Perth WA 6000

Voting Rights:

Each committee member can appoint a proxy from their organisation to attend a meeting on their behalf. Communication

All CDFC communication will be via email (if you do have access to email or this is not your preferred method of communication please contact CAN WA Convenor). CDF correspondence will be via an electronic newsletter and email. Resignation Should any member wish to resign from the CDFC advice in writing should be forwarded to the CAN WA Convenor outlining this decision and the end-date of tenure. In the instance of member resignation from the CDFC, the CDFC should collectively decide the most appropriate course of action for member replacement or otherwise at that time.
