t Chilliwack United Church, a white poinsettia sits in the second pew from the front, waiting. The poinsettia keeps vigil for Robert-Jan Planje, the 64-year-old Chilliwack man now missing for more than a week and feared dead by friends and homicide investigators. Police are still investigating Planje’s disappearance, but Integrated Homicide Investigation Team spokesperson Cpl. Dale Carr said that the longer the search continues, the worse the odds that he will be found alive. Police began searching for him last Monday morning after he disappeared from his tidy home in the Rainbow Estates mobile home park, leaving behind signs of a struggle. For friends new and old, the sudden disappearance of Planje—a lay minister at the church, the secretary for the Gypsy Project, and a man who, when asked how he was, would choose between “fantastic” or “amazing”—has been traumatizing. “He was the sweetest, kindest man you’re ever going to meet,” said his friend Jim Rogers. “We’re beside ourselves here. He’s been there for us; we’ve known him for nearly 18 years and he’s been there for us. “You know the stereotype of [how] everytime somebody gets hurt or gone, everybody says how nice he was? I’m not s---ing you, he was.” Rogers said Planje worked as a paperboy for the Progress, lived in Chilliwack all his life, and left a deep mark on everybody he touched. “He was special to a lot of people

Planje gave the couple a place to stay when they first moved to Chilliwack and, the week before his disappearance, had presented a ring to Colleen to celebrate 40 years of friendship. Last week, the couple received a call from a local store from which Planje had ordered the Crooks a Christmas present before he disappeared. Darren choked up as he recounted the call. “It just kind of blew us away. He’s

already given my wife a ring and now this; it’s a little overwhelming.” The Crooks are now trying to gather people together to search for any sign of Planje, with the first stop being Ballam Road, near where police scoured the Fraser River last week. Anybody wanting to help can call 604-393-6885. Police have found Planje’s car in Chilliwack, but IHIT’s Carr could not say where exactly it was discovered. eno Trevor Hogg could “talk his way into anything,” according to Wayne, the man who likely knew him best in Chilliwack. For Wayne (who has asked that his last name not be used), it’s hard to know if Allgood was trying to put his past behind him or if he was a con artist. Or maybe a sociopath. Hogg, whose real name is George Mitchell Allgood, was convicted of a 1983 murder in Baltimore, Md., and will now go to trial in the new year for the first degree murder of his exgirlfriend, Susan Reinhardt, and the attempted murder of her boyfriend. “I f h e d i d c o m e t o C a n a d a illegally, if he served his time and did what he did, OK, not a big deal,” Wayne said. “But here’s a guy that had the opportunity to really make something of himself and to turn around and go out to Saskatchewan and allegedly kill the mother of your son and just calmly come back and feel you can begin life again. Weightman called the man a chameleon. Weightman was a former RCMP officer and said that of all the people he had met over the years, he never would have thought Allgood could be capable of murder. “It’s interesting how they paint him to be this monster and I wouldn’t have thought he was capable of that,” he said. “After coffees and gettogethers, I never would suspect he would have a violent bone in his body.” Charged with first degree murder Things seemed to unravel for Allgood when Reinhardt took their son to Saskatoon. He told both Barry and Wayne that he wanted to follow her to Saskatoon to get access to his son. Both men told him that was a bad idea and that he should try to facilitate visitation rights through the courts. “He said things like, ‘I gotta get my kid out of that situation,’” Wayne said. “He was pissed off.” In early summer 2006, Allgood told Wayne that he quit his job at Sto:lo Nation. He then packed up his stuff and went to Saskatoon. But a staff member at Sto:lo Nation who worked in an office near Allgood said he didn’t quit; he was fired. See SECRET, Page 4

RCMP employed Mr. Big sting Allgood called Barry from Saskatoon and said he was making demands to see his boy. “So I said to him, ‘You can’t just do that. You have to do it through the courts,’” Barry said. On July 15, 2006, at 1:15 a.m., the mother of Allgood’s child, Susan Reinhardt was killed in bed by the blast from a shotgun. The man with her, David Ristow, survived. Three children were asleep in the residence at the time and were not injured. After a four-day preliminary hearing that concluded last week, a judge concluded there was enough evidence against Allgood for the charges of firstdegree murder and attempted murder to proceed to trial. Back to Chilliwack When Allgood went to Saskatchewan, Wayne didn’t hear from him for a couple of years. In the spring of 2009, the RCMP asked Wayne to come in and answer some questions about Allgood. “At that point they didn’t know where he was,” he said. “They lost track of him.” In 2009, Allgood had gone to Mexico. He called Wayne when he got back to Saskatoon. He told Wayne he was thinking of coming back to Chilliwack and asked if he could stay with him. “Flags started going off,” Wayne said. “He wants to stay with me? What’s true and what’s not true?” Wayne contacted the police to ask if Allgood was a suspect in the murder. “I talked to the detective and I said, ‘I have Trevor coming out, is there any cause for concern having him at our place?’ They said ‘No, not at all.’” So Allgood came out in the summer of 2009 and moved in with Wayne and his wife and two teenaged children. One week turned into two, then three and then months began to pass. Wayne said Allgood wasn’t doing anything other than smoking pot, drinking and playing video games. Finally he put his foot down in October 2009 and told Allgood his welcome had expired. That was the one and only glimpse Wayne got into the darkness that lurked beneath Allgood’s charismatic exterior. “He walked right up to my face and said, ‘You disappoint me Wayne.’ Just the way he did it . . . it was like the devil

Gravel critics getting ahead of themselves, says mayor BY PAUL J. HENDERSON phenderson@chilliwacktimes.com

he back and forth between city hall and a newly-formed advocacy group looking to stop a gravel quarry proposal continues. Mayor Sharon Gaetz responded to the Vedder Mountain Preservation Group’s (VPMG) claims that the city has essentially granted the project’s application—currently in the hands of the Ministry of Energy and Mines—pre-approval. “City of Chilliwack elected officials are not the correct people to be lobbying,” a press release stated. Kirkness Pacific Holdings has applied to expand the Parmenter Road mine site and build a conveyor belt system down the north face of Vedder Mountain to two properties on Vedder Mountain Road. These properties would need to be blasted out and made level, a process that critics argue would be a gravel mine in and of itself. But the application for the mine expansion is currently in the hands of the Minister of Energy and Mines, and the city is a long way from becoming formally involved. That would come if and when Kirkness applies to have the geologically sensitive areas rezoned to allow for the industrial operation. “Procedure at any level of government can be a complicated process,” Gaetz said in the release. “But I hope stakeholders will take it upon themselves to understand the process, rather than spread incorrect infor-

mation in our community.” The “incorrect information,” according to Gaetz, is the assertion from Victor Froese of the VPMG that the city has given the project the go-ahead because of a technical referral city staff was asked to give by the provincial government. In that referral, staff told the province the conveyor system would require an official community plan and zoning bylaw amendment and would be subject to public hearings and council consideration. The city doesn’t get involved until a rezoning application is received and that has not been done yet. But Froese insists the city staffer’s response to a request for input into the project by the provincial government amounts to a pre-approval. In a document accessed through a freedom of information request, the provincial government asked the city for comment on the application and stated: “Unless you are informed by us to the contrary, the application will be adjudicated in a manner consistent with your response.” The city’s response was “approval recommended subject to conditions attached,” something Froese says amounts to the city telling the province to go ahead and approve the project. Gaetz said the response is a standard procedure and that staff “cannot refuse an application,” and, hence, is why the technical referral sent back to the province had the box checked “recommended with conditions” rather than “not recommended,” as critics would have liked.

he’s gone, there is a huge gap. “So many people have come to talk about that, and really needing to talk about him and the emptiness,” said Anderson. The poinsettia now keeping vigil is just one sign of that gap. Anderson addressed Planje’s disappearance at Sunday’s service by talking about Advent, the traditional period of waiting and preparation for Christmas; that sense of waiting has now taken on an ominous dimension. “He’s been missing for over a week and we don’t know what’s happened. For the church in this time of year, Advent, the season before Christmas is all about waiting and for a lot of people it’s waiting in real, real hard circumstances,” Anderson told the Times on Monday. “The overall cultural approach to Christmas is sort of bright lights and lots of joy and that’s an important part of the season. But the real message is that God comes into the places of our lives where nobody else wants to go and this is one of those places where, you know, who wants to go there?”

That man is reportedly Planje’s former roommate. But Carr was not aware that, as Colleen Crook told the Times last week, the roommate had apparently been taken into police custody, then released, just before Planje disappeared. Carr said investigators have canvassed the entire mobile home park and now “have a fair amount of information.” All indications continue to point to a suspicion that Planje may have met with foul play. For the congregation at Chilliwack United Church, Planje’s disappearance has been “devastating,” according to minister Heather Anderson. Anderson, who is new to Chilliwack, having arrived in early-September, said Planje did his best to make her feel at home. “He offered himself in any way he could, and in a personal way,” she said. “He was a real welcoming kind of person and he was one of the first people who made sure I felt welcome here.” Planje was always willing to make himself helpful in any possible way, she said. queamish about dissecting frogs? There’s an app for that. And A.D. Rundle middle school will be trying it out as part of a pilot project aimed at exploring the educational potential of the Apple iPod and iPad. Come January, four schools in the district (A.D. Rundle, Strathcona elementary, Watson elementary and Chilliwack secondary) will each receive 15 iPod Touches and one iPad. As part of the Chilliwack school district’s new Mobile Technology Innovation Project, each school will then explore different ways the devices can be used to enhance learning. “This is a technology that kids are committed to,” said assistant superintendent Ruth Wiebe of the ubiquitous iPod. “We want to know for ourselves, is there an educational application? Is there a curricular application?” At A.D. Rundle, science teacher Justin Moore will look into the iPod and iPad’s potential in science and math, including building electronic circuits with iCircuit and finding games that reinforce basic math skills. He will also try out Frog Dissection, an iPad app that allows students to cut frogs open virtually either to prepare for an actual dissection or as an alternative. At Strathcona, the focus will be on students with learning disabilities and finding

Let’s shake up democracy

O

ur political system is a sort of stew. It’s made up of all sorts of ingredients, thrown in by kings and prime ministers and radicals. Basically, anything that didn’t stick in the craw of the powerful has been allowed to stay in the pot. The first ingredient was monarchy, a.k.a. hereditary dictatorship, like they have in North Korea. Then things like the Magna Carta were added, and Henry VIII and Oliver Cromwell added some more meat to the stock, and finally we sort of slid awkwardly into democracy. So our system is contingent. We’ve made it up as we went along. So why not remake it? Here are a few not terribly serious ideas for government reform. Perfect gender parity. Our Parliament and our provincial legislatures have a lot more Y chromosomes than the population at large. In Canada, women make up a very small majority of the population (thanks to women’s longer lifespans), but men still dominate politics. Why don’t we split it right down the middle? Cut the number of ridings in half. Each will elect two members, a man and a woman. To make things more interesting, we’ll split up the voting too: in evennumbered elections, men vote for male candidates and women vote for female candidates. In oddnumbered elections, women only vote for male candidates, men vote

The provinces are the children of the federal government, and the cities are the children of the provinces; often the abused, red-headed stepchildren, if you listen to politicians at the lower levels complaining. So why not reverse that? We’ll give the big powers to draft criminal and business laws to the towns and cities, and the federal government will be reduced to handling borders and running the mint. Sure, every city would have a radically different economy, quality of life, and social structure. But we might as well have some say in how our little corner of the world is run. Lottocracy. When the ancient Greek city states wanted a new dog catcher, they didn’t vote for him. They drew lots. If you picked the wrong-coloured pebble, it was your job. Why not do the same for our Parliament? Toss in the names of everyone eligible to run. Select 300 to 500 random Canadians. Get them to sit down and hash out issues, with experts to give them as much data as possible.

Will some of them be stupid, irrational, or bigoted? Well yes, but how will that be any different from our elected leaders, exactly? And on the plus side, it will reduce political parties to lobbying groups. Voting requirements. I’m not particularly nostalgic for the days when only white male property owners could vote. But are all voting requirements created equal? For example, we could have everyone answer this simple question: “Governments can give me both lower taxes and higher levels of services, Y/N.” Anyone who votes yes is banned from voting until they complete a math course. We could also base it on being useful to your community. Only those who do 100 hours of charity work can vote. This would, of course, include some 12-year-olds. But I’d rather have a 12-year-old who did that much charity work allowed to vote than a 70-year-old Scrooge. As I said, I’m not actually serious. But are any of these ideas that much weirder than picking one guy and believing that he can somehow represent everyone, including the people who voted against him? Is it weirder than having parties that act the same, 90 per cent of the time, but insist that their opponents are evil baby-eaters? s the BC Liberal Party race to replace Premier Gordon Campbell heats up, proposals are arising that could affect electors of all political stripes throughout B.C. Candidate Christy Clark, for instance, has hinted that she might move the province quickly into general election mode, to allow all voters—not just BC Liberals—to elect their premier. She’s not even a sitting MLA right now. But her argument speaks against tradition. More usually, a sitting BC Liberal in a safe riding would step aside for her. Opposition parties traditionally have respected such a move, and contest the seat less vigorously than in a by-election or general election. With the resignation of B.C. NDP leader Carole James, Clark’s suggestion is more reminiscent of W.A.C. Bennett’s decimation of his right-wing opposition by calling an election while they were leaderless and in disarray, 60 years ago. He parlayed his advantage into decades of Social Credit rule. It took the BC Liberals 40 years to recover, and the BC Conservatives remain on the political fringe. Clark may be thinking she can similarly pull a fast one on today’s NDP. Either way, it would put paid to B.C.’s fixed-election-date legislation—not a terrific legal hurdle, as demonstrated by Prime Minister Stephen Harper, who instituted similar legislation and promptly ignored it. But unlike the federal case, B.C. held to its legislation through at least one election, and the change could result in voter backlash against Clark. Meanwhile, candidate Mike de Jong has proposed, with candidate George Abbott’s subsequent support, looking into lowering the voting age in B.C. to 16 years. While some argue that it would bring fresh blood into the election process, others wonder how the impetuosity of youth might affect valid decision-making. Who knows what other revolutionary concepts may emerge as the New Democrats start gearing up their drive to pick a new leader?

A bouquet to HandiDart Editor: Pre-Christmas is a good time to pass on a big bouquet of thanks to our local HandiDart bus service, notably Alex, manager, Carla dispatcher, and especially the “front-line” servers—the drivers who provide essential service to us disabled, physically and/or mentally who require pre-arranged rides to carry out as nearnormal social life as possible with the tremendous service provided by this group. Drivers: Lynne, Bruce, Bob and Mike do invaluable work for those of us in need of transport, “door to door” in safety. Most of you others can just step into your car and drive to your desired destination. However, there are many of us either disabled physically or mentally who would be house-bound or dependent upon others for a ride. I personally travel with HandiDart twice weekly to attend exercise classes at the Hocking YMCA overcoming disabilities caused by a stroke many years ago. During these trips I witness the challenges faced by drivers as they serve our many young adults living with foster parents and attending daycare facilities for social interaction. Their lives depend greatly upon the services provided by HandiDart. Drivers walk to the door of disabled or wheelchair and walker-bound clients. Elderly persons often use this service to reach a mall, hair dresser, or social gathering, thereby enriching the quality of their life. It is often said “The quality of a society is measured by its handling of the less fortunate of its members.” In our local case, HandiDart gains top marks for its service to us less fortunate. Don’t leave us hanging Re: Cheating death at crosswalk. I agree! I took my car off the road for 10 months and I found it much more dangerous to walk than it was to drive. There are many more obstacles to be aware of as a pedestrian, and listening to an MP3 player was definitely out of the question, at least at a loud volume. As I recall, the walk signal used to change to a flashing red hand when the lights changed from green to yellow, but now it changes while the lights are still green. If this is to signal me to walk, then why does it leave me hanging halfway into an intersection? It’s not for cars; it’s for pedestrians, so it should be timed appropriately. Julie Bishop Chilliwack

Parking fine totally wrong Editor: Please note that we find unethical the business behaviour of the parking attendant officer apparently employed by Diamond Parking Ltd. who on Dec. 13 at 9:16 a.m. had the assumption that we were not customers of the establishments at the Salish Plaza and therefore within seconds of us parking, a parking violation ticket was placed on our vehicle, in

the amount of $61.60. All because we had to go across the street to the TD Canada Trust bank to withdraw some cash, then come back to do some shopping. Needless to say we were so angry that we left the parking lot and did our shopping at the new Walmart on the west part of town. For your information, there is not one parking lot in any plaza, strip mall, or regular mall where one has to pay for parking. And, even on the streets, in Chilliwack one is allowed to park for two or three hours free of charge. We are regular customers to PriceSmart (Save-OnFoods), as well as Rogers, and have done business with CIBC for more than nine years, and we strongly feel we do not deserve a ticket for parking, when we were coming to do business at the plaza. We would appreciate you calling Diamond Parking Ltd. and ask them to carry out their business in a more professional manner. Or, to install pay-parking stations, which no doubt will take away business from the stores. As from now on, we will never come to Chilliwack downtown to do our shopping. So much for city council trying to attract customers to downtown when we have to deal with this kind of problem. No thanks. Fred and Janet Moreno Agassiz

Going green at CGH

T

he Fraser Health Authority will receive a half-million dollars from the provincial government to help fund energy conservation plans at Chilliwack General Hospital. The province’s Public Sector Energy Conservation Agreement [PSECA] will kick in $472,850 for the project, which is hoped to eliminate 336 tonnes of greenhouse gas emissions and save $26,040 in energy costs each year. CGH is planning a general energy efficiency upgrade, which would include a chiller system upgrade, boiler plant combustion control installation, and roof top HVAC unit replacement at the Parkholm building. The hospital’s plan is one of 23 projects to receive money from the PSECA. An audit after the program

is complete would ensure that the promised energy savings have been achieved. “The steps we take today to conser ve energy and minimize our impact on the environment will have long-lasting benefits,” says Chilliwack-Hope MLA Barry Penner, former Minister of the Environment. B.C.’s carbon neutral commitment—enshrined in the Greenhouse Gas Reduction Targets Act—requires all provincialpublicsectoroperations, including government ministries and agencies, schools, colleges, universities, health authorities and Crown corporations, to be carbon neutral for 2010. Carbon neutrality involves measuring emissions, reducing them where possible and offsetting the remainder by investing in projects that reduce GHG emissions.

The 60 iPods and four iPads will cost the district $20,000, but because a lot of kids already own iPods, the project is really a bargain, according to Wiebe. “We’re supplying half to make sure that every student has access, but lots of kids are bringing their own,” she said. Through the pilot project, the district hopes to find out where mobile technology can be best used to support learning, but it also hopes

to identify some of the pitfalls of using the gadgets at school. Monitoring students’ use of iPods, for example, is more challenging than monitoring their use of computers in a traditional lab setting. Internet access is a particular concern, according to Wiebe. “We have sort of a systemic fear of online connection for kids,” she said, “so how do we teach our children how to use these wisely? How do we teach them how to use them with social responsibility and with ethics?”

Christmas, Christ, and (non-)Christians. Christmas in Canada – for a relative newcomer to Canada like myself this season continues to be one the highlights of life in the Promised Land. For many newcomers, Canada has always been a land of endless opportunities, holding a promise that if you would work hard, your children would reach a standard of living that you could only have dreamed of. So the meals we share during the holidays and the gifts we give show how much this promise has been fulfilled – in Canada. Also for many people back where I come from, Canada still is the country that was willing to take arms against the oppressor in World War II. Then the spirit of goodwill and peace that prevails in this season reminds us that this has not changed – in Canada. Christmas in Canada – it was also an introduction to a ritual that was as such new to me. Every year around December 1 somebody will say that it is about time to change Christmas into Winterfest, and around the same time somebody else will rise and say it is about time to put Christ back in Xmas. My first reaction was, Blessed the land where the citizens have time to worry about issues like this! And as far as I can see both sides are willing to admit we’re not discussing life and death here. But then somebody pointed out to me the real problem behind the issue, which is the role of religion in public life. The relationship between church and state. Oh boy. Do Christmas and Canada still go together? Since this is about Christmas, it might not be a bad idea to try and ask the one whose namesake this Mass is what he would have to say. Because we happen to have a whole series of books full of what he has said and done, it must be reasonably easy to find out what Christ would have to say. Did not a choir from heaven sing for him of ‘Glory to God in the highest, and on earth peace to men on whom his favour rests?’From this perspective of God’s peace and favour, as nobody can deny how much this our land has been blessed and how peace has been given to us who fight only to restore peace, it makes sense to continue to connect this season to the Son of God, born some two thousand years ago.Yet… Like I said, there is a whole series of books about what Christ has said and done. That may seem convenient at first, if not the Son of Man would go against the grain so often in both his actions and his words. Angels may have sung songs of peace and kindness for a reason, Christ has also spoken words of war. ‘Do not suppose that I have come to bring peace to the earth. I did not come to bring peace, but a sword.’Uh oh. That kind of makes it hard to claim we celebrate his birthday when we only celebrate peace and prosperity. To truly celebrate Christ appears to be more than to count your blessings; it might also consist of taking your cross and following him. Maybe this helps Christians admit that the tradition of Santa and his reindeer, of a Christmas tree and Christmas gifts, of a turkey on the table and a winter wonderland outside, may not all be directly connected to him whom they know to be the saviour of the world. Do they not confess that his peace and the blessings he brings come from another world indeed, as his kingdom is not of this world? Then their calling is not so much to stand on guard for a Christmas holiday, but to fight and overcome sin all the days of their lives. At the same time, if you happen not to be a follower of Christ, is your issue really with the free publicity Christianity gets during this season? I know the argument that religion ought not to have a role in the public domain, because that is the root of all evil. I disagree, for all I know is that the continent where I come from has a history of political movements that knew no god and no master, that pretended to be historical-materialistically scientific, or that were based on human values like blood and homeland. Believe me, a non-religious state can become a bloody mess pretty fast. To allow people to have faith based principles and to live accordingly does not make someone unworthy of citizenship and public activity; only who actually does wrong deserves punishment. As for Christmas, you don’t even have to accept the ideology of Canada as a cultural mosaic to appreciate the value of traditions and institutions that may come from a religious background. Or is your issue in the end deeper than Christ- or Xmas, deeper than religious influences in public life, is your issue with the Son of Man himself? There won’t be a civil war on how we call our holidays, so much is clear. Further, you have every right to disapprove of hurtful behaviour by Christians. Actually, the whole idea of needing a saviour whose kingdom does not come from our world is Christians admitting that they are no good of themselves. But in the end, when the child of Bethlehem grew up, he claimed to be unique. From his perspective, all that matters is whether you believe him or not.
