Although the project’s official completion date has yet to be made public, superintendent Corrine McCabe said it’s likely work on the new 1,200-student high school won’t be finished until January 2013. Despite the delay, McCabe said the project isn’t behind schedule. “Is it behind? Well, no because there’s never been an official date,” she said. “We got three projects from the ministry and funding over five years, so we will be within that timeline.” The district had hoped to throw open the doors on the new CSS in the fall of 2012, but finding the right design and builder has taken longer than expected. According to an estimated schedule laid out in the project’s request for qualifications, district officials had hoped to award the CSS contract by September 2010, but it took until last week to finalize their choice of a design-build team (Graham Design Builders, a JV). “It took longer than expected because it was a very complex project, and there were some a d d i t i o n a l c h a l l e n g e s,” s a i d McCabe. he first hospital in Chilliwack was built 100 years ago, in 1911, for $10,000. It had 12 beds and served a population of around 2,000. What a difference a century makes. On Friday, politicians, health care officials, fundraisers and curious onlookers filed through the halls of Chilliwack General Hospital to see what $35 million can buy in 2011. The answer: quite a lot. The project—of which a previously unveiled emergency room is just one

major component—was completed on budget, and on time, according to John Smith, the acting chair of the Fraser Valley Regional Hospital Board. The improvements include a new modern laboratory, the emergency room, and renovations to several departments, including ambulatory care, the cardiopulmonary clinic, the medical daycare, a new education room and the Chilliwack Bruinssponsored pediatric care unit. he family members of a slain Chilliwack man want the public to know that their brother, son and uncle was much more than a person who, as the euphemistic saying goes, “was known to police.” The remains of Deano Paus were found two weeks ago on a desolate property midway between Hope and Agassiz. The 40-year-old Chilliwack man had been missing for nearly a year and was already being investigated as a homicide. Police had known of Deano Paus before his disappearance, but his mother Bev says that her son had only recently begun battling personal demons. So when Bev and her daughter Loreal Bale think of their lost family member, they don’t think of Deano Paus’s last battles. Instead, they remember the time when Deano strode up to the plate at a softball game and, with the beer garden chanting “Deano, Deano, Deano,” pointed skyward like Babe Ruth and then hit a home run. Or they remember the elderly man he brought to Christmas dinner one year because the man didn’t have a family with whom to eat. Or they remember Deano pulling his nephew Cooper around Bev’s back yard in a wagon at a high rate of speed. Or they think of him attending his niece Shelby’s

fter descending into “dire straits,” the Chilliwack Exhibition has made a remarkable recovery in the last three years, according to a consultant hired by the city to find ways to fix the fair. At the last meeting, consultant Brian Johnston told city council that the Chilliwack and District Agricultural Society had done great job turning around fortunes. “I wanted to say how impressed we were how much positive change had happened and to suggest the organization and the city should be quite proud of being part of that solution,” Johnston said. In 2007, Johnston and his firm Professional Environmental Recreation Consultants were hired to review the event and find a way forward. The exhibition was seeing declining attendance, had received many complaints and was in a financial crisis. At that time, he concluded the fair had to reinvent itself, something that was successfully done. After four years of deficits leading up to 2007, the fair has since seen three years of surpluses. Some of the changes that helped turn around fortunes included: shortening the event by one day, redesigning the site to make it more compact, moving the midway out front, and adding new attractions, which include cooking lessons, animal displays and more hands-on activities. Gaetz echoed Johnston’s comments regarding what the society had done to fix things, and applauded those who pitch in to make the exhibition work.

Blames DFO for permit fiasco

hilliwack is at an increased risk of flooding because this year’s Fraser River gravel removal projects have been cancelled, according to Chilliwack MLA John Les. Opponents of gravel removal say the practice is harmful to fish habitat and is only done for the aggregate used by the construction industry. Les blames Fisheries and Oceans Canada (DFO) for not getting permit applications in before the Jan. 22 deadline. “Needless to say I am very angry about this,” Les told the Times Monday. “Our provincial people have been working their butts off to try and get this done, but it seems that DFO have just tried to invent every possible angle to try and frustrate the process.” The gravel removal projects are authorized by DFO and the provincial agency Emergency Management B.C. he provincial government’s lack of interest in interurban light rail from Chilliwack to Surrey is biased and based on a number of false assumptions, according to a British light rail consultant. At the request of the Rail for the Valley advocacy group, David Cockle of UK-based Leewood Projects analyzed the provincial government’s Strategic Review of Transit in the FraserValley. Cockle found that the Ministry of Transportation and Infrastructure and Translink “appear to have predefined that Bus Rapid Transit (BRT) was the only option and the report was to prove that point of view.” Chief among the criticisms is that a maximum of 250 passengers per day was assumed when the province considered daily interurban rail service. But when it came to equivalent bus service, the number of 800 boardings was assumed.

Cockle also said the province’s report uses false assumptions to extrapolate costs of $18.6 million per kilometre for light rail. That dollar figure was based on doubletracking the entire line with stations every 1.6 kilometres “and other costs entirely unnecessary for Light Rail Transit.” “The MoTi had formed their conclusion prior to commissioning the report, and the evidence in the report has been selectively incorporated, in order to substantiate the conclusion that they wanted to see; despite the proven facts that the light rail option, for the Fraser Valley, would have an annual cost of less than a quarter of the figure quoted in the FVTS report.” Cockle pointed out that while B.C. seems set against passenger rail, in the first few weeks of 2011 seven new, and three extensions, of UK and European light rail systems were announced as were three new and three extensions in the U.S.

hile NDP leadership candidates gave the thumbs-up—with varying degrees of enthusiasm—to a proposal for a rail link south of the Fraser Valley, Liberal leadership hopefuls remain silent on the issue. Rail for the Falley, a local group that is pushing for a rail link between Surrey and Chilliwack, sent a questionnaire with five queries to all the NDP and Liberal leader-

ship candidates. But while five of six NDP candidates responded—only Harry Lali abstained—not one Liberal candidate filled out the questionnaire. Rail for the Valley spokesperson John Vissers said his group was disappointed with the Liberal response, but hopeful that they are reserving their opinions for after the election. - Staff

Garage fire forces tenants of 30 suites out into the cold Dozens of residents of a Mary Street apartment complex were evacuated Sunday morning after a car caught fire in an underground parking garage. Firefighters arrived at the complex at 6:20 a.m., in the 9200 block of Mary Street, to find heavy black smoke billowing from the parkade. An alarm allowed all the residents of the 30-suite, three-storey building to get out safely, and firefighters managed to douse the blaze before it penetrated the building. One car was completely destroyed and a second parked nearby sustained heavy damage. Residents were able to return to their homes by 7:45 Sunday morning. The fire’s cause is unknown and RCMP and fire officials are investigating.

Police & Fire Police say the three suspects entered a Husky gas station, at 45736 Yale Rd., and demanded money from the lone clerk around 10:30 p.m. Thursday. “The suspects obtained an undisclosed amount of money and some food items,” said Chilliwack RCMP spokesperson Cpl. Tammy Hollingsworth. “No weapons were produced and the clerk was shaken up, but unharmed.” The suspects fled on foot southbound on Yale Road. All three are described as native. The man is about 30 years old, five-foot-nine, with a heavy build and dark hair. He wore a dark jacket, jeans and a dark baseball cap. One woman was described as being in her 30s, about five-foot-eight, of heavy build with dark hair. She wore a dark-coloured shirt and jeans. The other woman was described as being in her late

Pay me now or pay me later

O

ne of the most ingenious marketing campaigns of all time came from Fram automotive products. Their slogan hit home like few other marketing strategies before or since. A mechanic would be holding a trademark orange oil filter and warn his customer, “You can pay me now or pay me later.” The message was blunt and wholly effective. A reasonable expenditure today could save a ton of repair bills down the line. Getting people to purchase services and products before there’s actually a problem has always been a tough call for the ad business. Fram’s slogan, often imitated, was brilliant. Sadly, the message appears to be all but lost on critics of the federal government’s proposed crime legislation. Once again the government has tabled tough-oncrime laws that would establish mandatory minimum sentences for specified drug crimes; particularly those involving weapons and organized crime. The proposal has been around in one form or another since 2008. It’s known as Bill S-10 and as usual, critics are howling and screaming in opposition to it. The only thing different this time is that the soft-on-crime, hug-a-thug crowd is complaining about the cost of building

Crime Matters more prisons and keeping some offenders locked up. It seems they figured out that going to bat to keep offenders in the community rather than behind bars wasn’t much of a vote-getter. So now they’re confining their opposition to the financial consequences. Surely there’s not a person out there so naive as to not concede it will take considerable capital to house more offenders and in some cases, for longer periods of time. But let’s be honest here and consider the current alternative. In thousands of cases, we are simply enabling chronic offenders to continue committing more offences. This involves the significant expenditure of further policing and court costs. Those who advocate for repeat offenders being left in the community to engage in further criminality never give any thought to the resources required to respond to ongoing, habitual offending. Sure, it costs money to incarcerate an offender. But let’s consider

that expense in light of the money pit we dig ourselves by having to deal with these people over the years and even decades. It is not uncommon at all for offenders with more than 50 convictions and hundreds of arrests to be under some form of community supervision and merrily committing several new crimes each and every day. Do the critics of Bill S-10 actually believe none of this has a price tag? Thankfully, it appears the general public has figured it out and is solidly behind the government’s anti-crime measures—as evidenced by the Tories running away with the lead in one poll after another. It’s really quite simple—we can invest in public safety now and take select offenders out of circulation so they can’t commit more crimes. Or, as some would prefer, we can save those prison expansion funds and maintain the never-ending cycle of revolving door justice. That’s about it—we can pay now, or pay later. he Golden Ears Bridge is not meeting expectations. That’s probably not much of a surprise to those who use the crossing, often finding themselves all alone above the Fraser River. It’s also probably no surprise to those who avoid the tolls by taking a longer route around. They are, after all, the ones who are causing the un-met expectations. Ridership estimates from 2004 set firstyear traffic over the bridge at nearly 30,000 vehicles per day between Maple Ridge and Langley. And indeed, by fall of 2009, traffic came close to within a thousand trips from that mark. But that’s been about it. The numbers stalled there. While that may be good news for those who find the drive between the North and South Fraser communities free of traffic competition much of the time, it’s not great news for those who have to pay the bills—the bills beyond the toll charges, that is. The bridge builders put almost $1 billion into the project, with the expectation that they would be repaid over the next 30 years. TransLink contracted to pay the builders, with the expectation that toll charges would take care of the mortgage, so to speak. TransLink officials rightly point out that the world has changed since they decided to build the bridge. The global financial upheaval continues to take a toll on the economy, and it appears commuters aren’t as eager to pay bridge tolls as expected. TransLink is also probably correct in suggesting that, as the economy resurfaces, bridge use will rise, resulting in more toll money and less burden on taxpayers who currently make up the difference in bridge payments. Suggestions that tolling of the Port Mann Bridge in future will increase the fortunes of the Golden Ears Bridge are a bit disturbing, however. It seems somehow wrong to drive more traffic our way only by increasing their costs. TransLink doesn’t seem to understand “carrots and sticks”—only sticks—which may be OK for the proverbial mule, but people deserve better.

Editor: I am writing in response to “Opposition mounts”, published in Times newspaper on Friday, Feb. 18. Dear potential neighbours of proposed Health Contact Centre: Without question, you have legitimate questions and concerns. Please do not block the opportunity for the Health Contact Centre to be established. Please take part in building a program that has tremendous potential to affect positive change in our community. The Health Contact Centre will reach out to some of our most troubled citizens. The people who will be served by this program already live here and are fighting huge battles around addictions, mental and physical health, literacy, education, employment, life skills, poverty and relationships. Some need an incredible amount of consistent long-term support. They don’t need us to battle them—they need to be supported to fight the battles they already have. Please say yes to the Health Contact Centre for their sake. Families are really suffering. I have visited bereaved parents after losing their son to suicide. Their son lost hope of ever getting out of his entangled mess of drugs and crime. I know families who have written on walls of buildings as a way of getting a message to their loved one who was “out there some-

Pat Clark after touring the hospital. And the improved layout is making the jobs of volunteers, like Alice Lackey, much easier. Lackey, a member of the Chilliwack Hospital Auxiliary, often works CGH’s information booth. She said patients are finding it much easier to get around the hospital. “Everything is more convenient now. When you come in the front entrance, the lab is right there, the X-ray department is just down the hall and the ambulatory care is right at the end of the hall,” said Lackey. Then you have the more welcoming feel of the whole place. From ER waiting rooms basking in natural sunlight, to a redone front entrance, the redevelopment has made CGH feels a little less like, well, a hospital. The ER also features several large pieces of native art, commissioned from local First Nations artists. The pieces made a strong

impression on many, including Clark. “The artwork is incredible,” she said. “There’s not enough public artwork as far as I’m concerned.” For Blanchette, who led the tour Friday, being able to show off the remade hospital was a proud moment. “It’s so exciting to see the end result,” she said. “It looks so clean and polished. The front entrance is so welcoming.” Chilliwack MLA John Les agreed, noting that the redevelopment is a response to new trends in health care. “This is just a wonderful day for Chilliwack and potential patients in Chilliwack,” he said. “There’s a real focus on ambulatory care which is a way of looking after people today that is quite different from looking after people in the past.” The bulk of the money—$30 million—for the redevelopment came from the regional hospital board, but a major fundraising effort allowed the Fraser Valley Hospital Foundation to raise $5 million for the project.

Chilliwack did manage to claim a single-point from the road trip as Sunday’s tilt against the lowly Thunderbirds went to a shootout, where Seattle’s snipers ended the game. But the Bruins will be unhappy with the 4-3 result, despite a recordbreaking 64-save performance from starter Lucas Gore. Chilliwack took a 3-1 lead into the third period, thanks to a pair of goals from the red-hot Ryan Howse—who has now scored in eight consecutive games. The Bruins had been a perfect 16-0-0-0 after leading through

Junior dragon boaters wanted The Fraser Valley Junior Dragon Boat Team is now recruiting for the 2011 season. Clay, who trains with Twisters Gymnastics Club in Abbotsford, skipped his last year of tyro (13-15) this year to compete in the junior division (having already won top honours in tyro last May with an all-around gold at the Canadian National Gymnastics Championships in Kamloops. This week at the Winter Games, Clay placed sixth all around against more seasoned competitors and helped Team B.C. to a silver finish in the team event. Clay qualified for five event finals. Besides the gold and silver finishes on pommel and vault, he also placed fourth on high bar, fifth on the parallel bars and eighth on floor. Clay heads to Elite Canada 2011 in Ontario next month as a member of the age group national team.

U15 Silver Strikers out of this world against Surrey Galaxy The Chilliwack U15 Silver Strikers narrowly squeaked out a victory over the Surrey Galaxy over the weekend. The game was the second meeting between the two teams, with Chilliwack winning the first by a score of 2-0. As in the previous match, the Strikers dominated the field position and ball possession throughout the game, but could not muster the finish on their attacks. After a scoreless first half, the Strikers found the board early in the second half. Just three minutes in, a lead pass from central midfielder Emma Haagensen sent Kiana Thiessen through two defenders into the 18. She was taken down from behind and awarded a penalty kick. Thiessen made no mistake and slammed a high hard shot into the top corner. Just three minutes later, the Strikers was awarded another penalty but

W. Graham’s senior girls and senior boys basketball teams are just one step away from a trip to the AA provincial championships. On Saturday, both squads secured a spot in the semifinals of the AA Fraser Valley Championships. The senior girls clawed their way to a semifinal spot by beating their archnemeses, the Mission secondary Road Runners for the first time in four years. In front of a capacity hometown crowd, the Grizzlies gave up the lead several times before taking control in the fourth quarter and winning the game 59-48. Janelle Tucker and Kaitlyn McDonald led the Grizzlies in scoring with 18 and 20 points respectively. Senior point guard Mikaela McManus had one of her best games of the season in the backcourt, while Breena Wirtz and Jamie Wesa controlled the boards. The girls now face Archbishop Carney in Coquitlam on Thursday. The winner of the semifi-

nal gets an automatic berth to the provincial championships in Kamloops in March. G.W. Graham’s senior boys team, who finished league play undefeated last week and currently rank number one in provincial AA rankings, earned their semifinal spot by taking down Surrey’s Pacific Academy Saturday. The Grizzlies came out flying led by Lucas Mannes, G e o f f Sl ov i c k a n d Fra n Armengual, who hit a combined nine three-pointers in the first three quarters. Despite having racked up a 20-point lead by early in the third, however, the team found themselves at 55-54 and in major foul trouble by late in the quarter. The Grizzlies roared back to life in the fourth with their own 16-point run, however, and closed out the game with an 83-69 victory. The boys now take on Delview (Delta) at Holy Cross this Thursday. The winner that game will receive a provincial berth and move directly to the Fraser Valley Championship Game at Holy Cross Saturday.

Unity in small numbers

nity Christian basketball is alive and well in the playoffs. All six of the small school’s teams qualified for playoffs this season and two have captured EastValley division banners—an impressive feat for a school that has only about 25 students per grade. Unity’s Grade 9 girls squad won the East Valley championship banner by defeating Vedder middle 52-41 in the final while the Grade 8 girls took top spot by defeating A.D. Rundle middle 52-41— with an impressive 16 points coming from top scorer Adrianna Brouwer. The Grade 9 boys squad lost

in the final to Vedder middle 60-40 while the Grade 8 boys captured fifth place. Unity’s senior girls team finished league play with a 55 record and enter the Fraser Valley championships seeded third. They will take on Abbotsford Christian in quarter-final action Thursday. Unity’s senior boys finished league play with a 6-2 record and are currently ranked seventh in the province among single A teams. They enter the valleys seeded second and will face St. John Brebeuf in the semifinals at 6:15 p.m. Friday at St. John Brebeuf. The top three teams qualify for provincials.

I’m a bit of a political junkie, but I’m also very new to politics – so everything is pretty interesting to me. I know the relative state of chaos provincially has made things pretty hard to introduce or lobby policy changes in Victoria, but we expect that to change in the next few months. For our members, the Chamber is the defacto lobbying organization for small business in Chilliwack, and we have some key initiatives we will roll out as soon as things settle down a bit. Q:To rip off a question on the Chamber’s own website, do you think the minimum wage should be increased? A: Yes. I hope for better education on the subject, by both the for and against camps, and I hope that politics aside, the people are given the opportunity to access factual information on a complex tax issue. That said, I personally support, and have benefitted from the tax as a small businessman, and I have not stopped eating at restaurants or getting my haircut . . .

Eva Anneta Lees (Watts) January 10, 1920 – February 7, 2011

Eva passed away peacefully in the early hour of Feb 07/11 at Chilliwack General Hospital with family by her side. Eva was born in Cartwright, Manitoba. In 1942 she married Thomas Heatherington, to whom she gave three sons. Thomas passed away 1948. Eva met Alfred Lees whom she married in 1952. She and her sons moved to Alf’s farm in Mather, Manitoba where together they challenged the life of living off the land. In 1956 the family moved west to Harrison Hot Springs, B.C where Eva and Alf became the proprietors of the Red & White grocery store. Eva was an active member in her community, becoming the first woman to sit on council. She was much noted for her efforts of turning what was then a rocky dyke, into the beautiful sand beaches of Harrison Hot Springs today. In 1963 Eva and Alf moved to Chilliwack, B.C. Later in 1965 they became Snowbirds, wintering in Desert Hot Springs, CA. Alfred passed away in 1981. Eva continued to make the annual migration south until 2010. She was chairman of the Desert Hot Springs Women’s Club, a life time member of TOPS, a member of the Red Hatters, and a member of the Chilliwack Hospital Auxiliary. Eva loved to travel and visited many corners of the world. She loved to entertain family and friends the door was always open. Eva crafted, sewed, cooked and spent endless hours planning events. Eva had a never ending love and affection for all her family. She will be greatly missed by all. Eva is survived by her sons Clare (Joni), Lorne (Mamie), Neil (Patty), her grandchildren Tracee, Nikcole, Andrea, Tobi, Kirby, Ryan, Karen, Cindy and eleven great grandchildren. A warm heart of thanks goes out to all the staff at Birchwood Retirement Center and the Medical staff at the Chilliwack General Hospital. A special thanks to nurses Ann and Jen who tended Eva’s every need until her passing. Obituaries

Carlos Hugo Monreal born Nov 1, 1928 in Chile passed away on Feb 18, 2011 surrounded by loved ones at The Chilliwack General Hospital. He will be deeply missed by his wife Carol Sloat, and 3 daughters MariaInes, MariaLuisa, Carolina (Pia), step daughter Nicole, 2 grandsons Sebastien, Xavier, 1 granddaughter Carolina and 1 great grand daughter Lana. Carlos moved to Chilliwack in 2002 and had a deep appreciation and love for the people of Chilliwack for how welcoming everyone has been towards him. A tribute to Carlos will be held at The Evergreen Hall on Wednesday Feb 23, 2011 from 4pm to 6 pm in The Minto Room located at the corner of Corbould and Spadina. All neighbours and friends are welcome.

LAWLEY, Shirley Beverley May 7, 1947 ~ February 17, 2011

Shirley Beverley Lawley (nee Desrosiers) lost a courageous fight against cancer and passed away on February 17th, 2011 in the Cascade Hospice, Chilliwack, B.C. at the age of 63. She was born in Kapuskasing, Ontario on May 7th, 1947 and moved to Duncan, B.C. in 1965. Shirley is survived by husband, Donald, daughter Cheryl (Darrell) Gosick, Son, Greg (Wendy) Lawley, sisters, Sharon (Allan) Curtis, Linda (Terry) Giles, Brenda (Mark) Lotzkar and four Grandchildren, Alyssa and Katrina Lawley, Kristi and Devin Gosick. She was predeceased by Sister, Shawn Desrosiers and parents, Alphonse and Marion Desrosiers. She was an active 30 year curler right up to December, 2010 and also liked golfing. She loved to travel with 3 trips to continental Europe as well as most of the USA and Canada. Her other hobbies included Cross stitching, knitting, gardening, scrap booking as well as making Christmas and other cards. She was also a collector of bells, angels, Swarsky crystal figurines, Beanie Babies and Christmas decorations for the Grandkids. During her life she was also a Wolf Cub Pack leader, sorority member as well as a CGIT member during her childhood years. Shirley was very personable and made numerous friends in the Chilliwack/Agassiz area. Most important to her was family and friends who appreciate Shirley sharing her life with them. She has given them many happy memories and her cheerfulness and caring will be missed. Special thanks to Drs. Bartel, Dueck and Bull as well as the staff and volunteers of Cascade Hospice and Chilliwack General Hospital. A Celebration of Life will be held on Saturday, February 26th, 2011 at 1:30 p.m. at the Chilliwack Curling Club, 9291Corbould Street, Chilliwack, B.C.
