rumours about the team’s future in Chilliwack for several months, with many noting that the Bruins’ lease at Prospera Centre expires at the end of the current season. That talk exploded Friday after News 1130 reported that the Bruins were
ne out of 10 daycares in Chilliwack has been deemed a “high inspection priority” by Fraser Health for reasons that include confirmed abuse, untrained staff or inappropriate responses to reportable incidents, according to data obtained by the Vancouver Sun. Of the 112 providers in Chilliwack, 17 had a “moderate” rating and 84 were rated “low.” The priority ratings—which used to be called “risk ratings” until the Sun produced a searchable database of those rankings in 2008—are assigned to daycares for infants and toddlers as well as preschools and after-school care facilities. For more than a decade, health authority inspectors have been rating licensed daycares, giving out a kind of report card on the health and safety problems at each facility. About once a year, each daycare gets a visit from an inspector and is graded on six separate factors, from how qualified its staff are to whether it has a history of serious incidents and abuse. The inspector then gives the facility a mark out of 65, which, in turn, determines the facility’s “inspectionpriority level.” Health authority officials say those levels are used to decide how to deploy its inspectors: Daycares with a “low” rating get a single inspection

Poulton said when he came outside he saw flames coming out of the garage where Bumby stored a boat. He also said it was at least 20 minutes, maybe 25, from the time he saw flames to the time the first fire department hoses started. As of press time, the cause of the fire was yet to be determined. Bumby was the only one in the house at the time of the fire and he told the Times he had no idea how it could have started. His adult children and his distraught wife arrived on the scene as the blaze was being extinguished.

im Bumby had a couple of terrible days this week. First, he was hit with a heart attack on the weekend, then a fire destroyed his house on Monday. On Sunday night, Bumby went to the hospital after suffering what he called a “small heart attack.” Because of that, the Promontory resident was spending Monday resting at home. He told the Times he was sleeping on the couch before noon when the phone rang. He didn’t feel like answering it, but the call woke him up and that’s when he smelled smoke. “If that phone call hadn’t have come, I would have been in trou-

erhaps the strangest part of the Chilliwack Br uins saga that is currently unfolding is how the actions of a diehard conservative public policy institute in Phoenix, Ariz., may affect the future of hockey in the Fraser Valley. The Goldwater Institute has threatened a lawsuit against the city of Glendale, Ariz., which has supported a Chicago b u s i n e s s m a n’s a t t e m p t t o b u y t h e struggling Phoenix Coyotes, which play in an arena in Glendale. The Goldwater institute says that the city—which plans on issuing bonds to help pay for the purchase of the team— shouldn’t be able to subsidize a private business, like the Coyotes. If it manages to prevent, or even delay, the sale of the club, it could begin a domino effect that ends with the Chilliwack Bruins. The reasoning goes like this: The Coyotes would move back to Winnipeg, where they would become the Jets and unseat the American Hockey League’s Manitoba Moose, which is a minor hockey league affiliate of the Vancouver Canucks. The Moose, in turn, could move to Victoria, which currently hosts an East Coast Hockey League team also affiliated with the Canucks. That in turn could have an effect on whether Victoria remains a desired destination for a Western Hockey League franchise. That, of course, is just speculation, as are the rumours that the Moose could land closer to home, perhaps in Abbotsford.

That same day the Victoria Times-Colonist reported that the City of Victoria will extend RG Properties’ lease on that city’s 7,400-seat arena if the company attracts a Western Hockey League team. On Friday, Western Hockey League commissioner Ron Robison told the Times that major junior hockey can still succeed in Chilliwack despite sagging ticket sales since the Abbotsford Heat moved in next door. Chilliwack’s home games have averaged 3,321 fans this year, good for 16th out of 22 teams in the league. That number is down from the club’s first two years in the city but up seven per cent from last year. “The market has been impacted to some extent by the American Hockey League in Abbotsford but having seen it, we still see it as a viable market moving forward,” said Robison. He said “there is tremendous interest in purchasing franchises around the league . . . but right now there’s been nothing filed with us to indicate that there’s been anything material occurring.” That jibes with what Porter told the Times. He said there has been a rash of proposals to buy the club in recent weeks and that the ownership group will be reviewing each. Any sale would need to be approved by the league, and Robison said that the league stresses keeping teams in their current markets. “It’s clearly our desire to keep

Colin MacMillan, the site’s developer and a Bruins season ticket holder since day one, said he and his girlfriend have thrown themselves passionately behind the Bruins. “We’ve invested a lot of our own money supporting this team, travelling, buying merchandise, that kind of stuff. We would kind of like to have some honesty and clarity,” he told the Times. Fans began to discuss the potential sale of the Bruins on Thursday, prompting a doubting response from MacMillan. “You don’t speak for all of us,” he wrote to another fan worried about the absence of season ticket information. “I’m not concerned in the least. We’re barely even two years in to the Habscheid era and the team is slowly but surely making progress.” However, less than 24 hours later, he had made a 180-degree turn, stating his belief that the Bruins may be on their way out of town, despite a feeling that Chilliwack can support a WHL team. For fans like MacMillan that uncertainty, and worry, has tainted the Bruins longest winning streak of the season. “The thing that frustrates me the most about the whole thing is we’ve sat through years of sub.500 hockey, playoff disappointments and now that we’re seeing this team improve, we may not even see them next year. That’s the most frustrating part.”

ust as local students prepare to bust out for two weeks of spring break starting Friday, the Chilliwack school district is recommending schools go back to a one-week break next year. “From looking at all the different pieces, we just feel that’s the best recommendation to make,” said superintendent Corrine McCabe. Trustees will vote on the change at a regular public meeting today (March 8). The board narrowly approved this year’s two-week break last March as a cost saving measure when it looked like the district might be facing a $5 million shortfall for the 20102011 school year. Officials estimated closing schools for one extra week would save $200,000 in transportation and utility costs as well as salaries for substitute teachers and 10-month CUPE staff, who work as education assistants (EAs), secretaries and custodians. (Management staff, teachers and 12-month CUPE employees are paid through the break as per their contracts.) As some of the district’s lowest-paid staff, 10-month CUPE employees expressed dismay at losing a week of work when the extended break was approved last year. McCabe, however, said the district was able to save jobs by cutting time but admitted the situation was not ideal. “In order to go to a two-week spring break, our 10-month CUPE staff are basically taking a week without pay. That’s problematic for us,”

she said. That view was echoed by CUPE president Rod Isaac. “It has had an impact, and I’m glad they realize that,” said Isaac in a Times interview. The District Parent Advisory Council, meanwhile, supports the recommendation to move back to a one-week spring break for other reasons. Tacking a few extra minutes to the end of the school day (the district’s method of making up the time lost during the extra week off) doesn’t make up for the loss of a week’s education for students, said DPAC president Kirsten Brandreth in an e-mail to theTimes. “Also most families cannot afford to take a two-week vacation,” she said, “so many of our kids this year will be sitting around doing nothing for the time off.” She added that going back to a one-week break will also take financial pressure off working parents who will face extra daycare expenses during this month’s extended break. Going to a two-week break this year meant altering the standard provincial school calendar, and legislation required the board to gather public input before making the change. Because switching back to a one-week break (from March 19 to 23) means a return to the standard school calendar set by the ministry of education, the district isn’t obligated to get input from the public this time around, and the decision will go directly to the board.

Boater caught in a net A boater who was plucked from the Fraser River late Thursday night was cold and wet but otherwise uninjured after his boat was immobilized by an old fishing net. The Mission man had launched his aluminum boat Thursday evening at Old Orchard Road, but when he failed to reach a meeting point his family became concerned and called police. The man had fishing gear and clothing designed for cold weather, but no oars, cell phone or other survival gear. While Chilliwack Search and Rescue searched for the man by boat, an RCMP helicopter searched from the air. At 11:30 p.m., nearly four hours after the man was first reported missing, a boat was spotted two kilometres west of the Old Orchard boat launch and about 40 feet from shore. “The fisherman was located in the boat by search and rescue and taken to an awaiting ambulance,” said RCMP spokesperson Cpl. Tammy Hollingsworth. “The boater was uninjured, but was very cold and wet. He was assessed by paramedics for cold weather exposure and released to relieved family members.” Still getting tips on silver theft Mounties say they have received numerous tips about the theft of hundreds of pounds of silver bullion from a Little Mountain house last month but have not yet made any arrests. “The theft of $750,000 in silver is not something typically seen outside of a Hollywood action movie. The sheer quantity of the theft and the daytime home invasion makes this offence unique and concerning,” said Const. Bryan Martell from the Chilliwack General Investigative Support Team. “Chilliwack is our community and although these criminals may think they can pull of a blockbuster heist, we are eager to return these silver bars to their owner and put the offenders behind solid steel bars.” Police are still hoping for

Donald in a press release. “But within moments [the vehicle] fled at a high rate of speed. “Police members did not pursue the vehicle,” said MacDonald. Thieves at it again The Chilliwack RCMP is reminding residents to safeguard their property when they leave their homes after a pair of break-and-enters last week. Police say break-ins to two homes in the 46500 block of Stoney Creek Drive were reported within a half-hour of each other last Monday. “Suspects forced entry into both of the residences and several items were taken from both homes including large items such as televisions,” said Hollingsworth. “Thieves have been regularly breaking into homes during the daytime hours.” Hollingsworth said “these homes may have been targeted because there was no sign of anyone being home.” Police say residents leaving their homes for extended periods of time should ensure that mail and newspapers are regularly collected and yard work is done. risoners at Mountain Institution in Agassiz are in the final stages of trying to form the first inmate labour union in Canada. Their lawyer, Natalie Dunbar, says the inmates, including the man who spearheaded the idea, are busy trying to sign up members for a union they call ConFederation, Canadian Prisoners’ Labour Union, Local 001. She said the inmates at the Mountain Institution in Agassiz have put together a constitution and have garnered letters of

ormer city councillor Mark Andersen is the new president of the Chilliwack and District Real Estate Board (CADREB). Andersen takes over from Kyle Hislop just as the market appears to be in recovery after the worst of the economic downturn. Andersen promoted the positives in the Chilliwack market in a press release issued Thursday. “While we’re not immune to outside influences, typi-
cally Chilliwack is not subject to wild price fluctuations in home prices,” said Andersen in the release. “We are starting to see a normalization of prices as spring approaches, but we don’t foresee any large price swings upwards.” Andersen credits Chilliwack and its surrounding area’s “livability” as an important factor in drawing new residents to the area and retaining residents, thereby creating a sustainable housing market.

As a result, newly opened facilities are more likely to have a high rating. Chilliwack Child Care Resource and Referral director Barb Presseau suggested the ratings could be misleading. “Sometimes the hazard, lets say a high hazard, could be due to something that a parent may not be concerned about,” she said. “[For example] recently been doing renovations and something wasn’t boarded in yet or let’s say the
bleach happened to be sitting out on the counter and is usually in a locked cupboard.” Presseau said the information available to parents in the online database is valuable, but should be looked into before drawing conclusions. “If a provider was on my list as a potential person to care for my child, I would ask them about it,” she said. “Just say ‘I looked at the rating, can you show me the report?’” Presseau said parents should also call the licensing provider, which is Fraser Health. The 9.8 per cent of providers with a high rating in Chilliwack is slightly above the 7.5 per cent out of the total 2,905 daycares in Metro Vancouver and the Fraser Valley. Out of eight daycares in Agassiz, three had a “moderate” rating and five had a “low” rating. The one daycare listed in Harrison Hot Springs had a “low” rating, while the one in Cultus Lake had a “high” rating of 47 out of 65. Yarrow community school update In Yarrow, meanwhile, the underground mechanical and electrical work for the new $18 million Yarrow community school is complete, and
contractors began pouring concrete for the tilt-up walls of the gym and change rooms on March 3. Preparation for the concrete floors in the Neighbourhood Learning Centre spaces, the office and the multipurpose room has also begun and well drilling for the geothermal field begins next week. District officials expect the Yarrow project to be complete by January 2012.

Good guys finally get a break 2011 is shaping up to be a pretty decent year for ordinary Canadians. The federal government recently introduced proposed changes to the Criminal Code that would see an expansion of the right to citizens’ arrests and self-defence. A handful of high-profile cases have served to highlight the absurdity of the present state of legislation in these areas. First we had the case of David Chen, the Toronto area grocer who, along with his employees, was charged for detaining a repeat shoplifter. The ultimate insult was an additional charge of being in possession of a concealed weapon; a box cutter. The guy is a grocer and police wanted to charge him for having one of the tools of his trade on his person. That sure says something for the quality of recruits coming out of police academies these days. To add even more insult, the Crown cut a sweetheart deal with the thief in return for his co-operation in helping to lock up Chen. After howls of outrage over the charges, the grocer was eventually acquitted, much to the disgust of prosecutors. Then we have Ian Thomson. He awoke to find three masked men fire bombing his home and screaming aloud, “are you ready to die?” Ian, a former firearms instructor, grabbed a legally

Crime Matters owned handgun and fired three shots in the air, scaring away the creeps. Police eventually arrived and charged him with pointing and using a firearm among other offences. The most serious of these charges have since been dropped. There’s a long legacy of similar cases in this country. A homeowner or small business person attempts to protect himself, his family, his home or business and ends up being the one Crown wants to throw in jail. Clearly there’s a need to guard against vigilantism and triggerhappy homeowners who may be prone to impulsive over reaction. But the pendulum has swung so far the other way that the typical citizen has virtually been deprived of any right to self-protection whatsoever. Police, prosecutors and the previous federal government have long been quite content with this arrangement. The firearm registry itself was little more than a mischievous strategy to criminalize
homeowners before the fact who might attempt to protect their family. Despite provisions in the Common Law regarding self protection and a legislated right to self defence, lawmakers and criminal justice practitioners have long made it their mission to ensure that citizens and property owners are virtually helpless when under threat or attack. To do otherwise would force them to acknowledge individual rights. And in a country where group rights and government rights always trump the individual, this just wasn’t going to happen. Until now. It appears the federal government is serious about restoring some sanity to the self-defence provisions of the Criminal Code and in a move that must be absolutely horrifying to so-called progressives, has actually sided with law-abiding citizens over criminals. 2011 still has a ways to go. t’s only one more step in an arduous process—but for the labour movement, and the family, friends and co-workers of a man who died in a workplace accident in a New Westminster sawmill more than six years ago—it’s monumental. Lyle Hewer died on Nov. 17, 2004, at Weyerhauser’s now-closed New Westminster sawmill. Hewer was clearing the bottom of a large grinding machine called a hog. The debris of wood chips wedged above him came loose while he was working on it and smothered him. Worksafe B.C. said management condoned a culture where “complacency in the face of danger became the norm.” The company was levied a fine of $297,000. But the United Steelworkers wanted more than a fine levied against the company and a stinging report. They wanted justice. Even though city police recommended charges, Crown counsel declined to press criminal charges. The steelworkers union also had a recent change in the Criminal Code which paved the way for its actions. The Westray amendments, which came into effect in 2004, were triggered by the death of 26 Nova Scotia coal miners in 1992. No longer could companies escape criminal liability. Finally, this past week a provincial court judge ruled that the union may continue to proceed in its private prosecution of Weyerhauser. Of course the union hopes that the attorney general’s office will step in and press charges. And so do we. Companies are responsible for the safety of their employees. With more economic pressures it becomes even more vital for companies to be held accountable for cutting corners where safety is concerned. In many cases it is a matter of life and death —it certainly was in Lyle Hewer’s case. This case cries out for its day in court.

Busing fees not good for health Editor: Paying large amounts for busing to school costs money, but it is mandatory to go to school. I have been taking a school bus to school for 10 years because my parents both work full-time jobs that require them to have early hours. As of this year my sister and I have to pay $200 each to take the school bus. The school district says they are charging to take the school bus to help offset the rising costs of transportation in the Chilliwack School District. The cost to take a student to and from school is approximately $1,150 per year. But what if your family can’t afford the busing fee? To bus one child, it cost $200 and if your family has more than three students all you have to pay is $600. Families who have a financial hardship may have the fees waived for the year by the school principal, or student service. Not only do regular students have to pay for transportation, but if you play on an athletic team from Grade 7 to Grade 12 you now have to pay for busing. I understand why high schools have to pay for transportation for sports team because they travel to schools in Abbotsford and Langley. But middle school students only travel within Chilliwack and are charged money as of this year. In Chilliwack, the expenses for sports and other school activities affect the numbers of participants involved within these programs. Student numbers involved in sport are going down and this doesn’t assist in our fight
for healthy living. The Chilliwack School District needs to try to help the student body by providing busing for students at least to get to school, because school attendance is necessary. Robyn Kempers Sardis secondary school Grade 11

Students want to know why Editor. I’ve been informed by a few of my peers at Sardis secondary that we will only be having a one-week spring break next year. Schools should be run as a democracy, not as the students picking the principals, but the students having more choice in what really happens with the school. If the government wants kids to be interested in politics then they need to be involved more and see the difference that each person can make through voting. Students would be more interested in school if they had more of a say in the scheduling and other things. Many students aren’t happy, one of my classmates said humorously but not, “Giving one two-week spring break is just like teasing us, and what really allows them to make that decision so early?” Shouldn’t the students have a say in how the schedule should look for the next year? Obviously not when there are real solid reasons of why we cannot, but I believe that the school board should have to tell the public those reasons. Students want to know why, they want to take part. Editor: In response to your March 4 article about teacher bargaining, I am writing to correct the inference that the BC Public School Employers Association (BCPSEA) has imposed a direction on local boards regarding bargaining structure. To the contrary, BCPSEA represents local boards, by keeping in constant contact with them, by surveying them, through direction of a representative council of all boards in B.C., and through the annual election of nine school trustees (including me) to the 13 voting positions that govern the organization. The BCPSEA position stated in your article that “expanded local bargaining would lead to duplication and inefficiency” is supported by this process of listening to the publicly elected boards across B.C. I would add that many boards don’t feel we have the human and financial resources to allocate to such administrative duplication at a time when we are hard-pressed to get as many dollars into the classroom (i.e. to directly improve class size and composition) as we’d like to. Furthermore, the current split of local and provincial bargaining items is not under the authority of either BCPSEA alone, or local negotiating tables. This structure was set out by provincial legislation in 1994 followed by a Letter of Understanding co-operatively developed and agreed to by the BC Teachers’ Federation (BCTF). The BCTF has advised BCPSEA that it no longer feels this division works for them, and even with our own “direction” from boards to avoid duplication and inefficiency, BCPSEA has responded by offering to have a constructive discussion to examine teachers’ concerns. If locals such as the Chilliwack Teachers’ Association really want a different local-provincial split, they may want to urge their provincial federation to accept BCPSEA’s offer of a discussion, rather than target the locally elected trustees with whom they claim they’d prefer to negotiate. And voila! Like a magician turning a fastfood hamburger into prime rib, the Chilliwack Bruins have rather suddenly turned a middling and disappointing season around. The Bruins won all three games they played this weekend and now seem destined to be a feared playoff opponent come late-March. This weekend’s sweep was capped with a convincing 6-2 victory over the Western Conference’s best team, the Portland Winterhawks. That victory pushed the Bruins’ win streak to a season-high five games and left them in sixth place in the conference, with three points and three other teams between themselves and the ninth-place Kamloops Blazers, whom they defeated Saturday. Lucas Gore made 43 shots Sunday night against the Winterhawks while Brandon Manning registered his first hat trick. Manning blasted a power play slap shot past Portland goalie Keith Hamilton early in the first

After sustaining injury-afterinjury to key players, the Bruins’ core is finally healthy and, for the first time this season, playing like the highly-touted team they were entering the season. The play of Manning and Howse have driven the team’s fortunes all season, and both are now on the top of their games. But just as crucially, Chilliwack is finally getting timely goals from secondary scorers like Crooks. Cockrill a rookie all-star

A
s a freshman, Chilliwack’s Micah Cockrill was expected to ride the pine for his first year of college basketball with the University of British Columbia—Okanagan Heat. Instead, Cockrill became an offensive catalyst for the Heat and last week was named to both the British Columbia Colleges’ Athletic Association (BCCAA) second-team all-star and the BCCAA’s all-rookie team. It wasn’t a perfect week for Cockrill, though, as the Heat’s season ended Thursday after a 103-86 quarter-final loss to the Douglas College Royals. But aside from its end, the six-foot-six Cockrill was delighted with how his rookie season turned out. “It’s gone really well,” he told the Times. “Better than I ever could have imagined. Being a rookie you don’t expect to have a lot of playing time but this year’s been great. I’ve played a ton of minutes and played a big role on the team.” Those numbers came despite making the difficult jump from high school ball—he starred at G.W. Graham—to the college game, where much more is expected from student athletes. “It’s a lot more intense,” he said. Not only are the players stronger and faster, but the coaches are full-time professionals and “most guys are on scholarships so there are expectations that have been put forward.” Despite that, Cockrill has thrived, averaging 13.7 points per game, punctuated by a seasonhigh 28-point outburst against the Douglas College Royals, during which he went a ridiculous eight-for-14 from the three-point line. Sports Bruins meet Giants next
On deck
The Chilliwack Bruins travel to Vancouver to take the Giants Wednesday (game time 7 p.m.) before playing three games in three nights next weekend. The Bruins play a road game against the Seattle Thunderbirds Friday (at 7:35 p.m.) before returning to Chilliwack, where they host the Giants on Saturday (7 p.m.) and the Kelowna Rockets on Sunday (5 p.m.). Saturday’s game is a special Harley Night in Chilliwack, and tickets can be purchased from Mountain View Harley Davidson for $16, with $5 going to the annual Ride for Dad fundraiser for prostate cancer research and awareness.
Development hoops team The UFV Cascades men’s basketball program, along with coach Kyle Graves, hosts a Junior Cascades Skill Development Team this spring. Coach of the Year honours go to Chilliwack Giants’ Laurie Smith Chilliwack Giants football coach Laurie Smith was handed the Community Coach of the Year Award last Friday at the British Columbia Community Football Association’s annual Orange Helmet awards gala in Vancouver. Smith also earned an Orange Helmet Award for leading the Chilliwack Peewee Blue Giants to the 2010 BCCFA Peewee Provincial Championship. The Orange Helmet Awards, an annual event hosted by the B.C. Lions, celebrate community and high school football in the province, with all proceeds going to minor football. Coaches at each level of community and scholastic football are recognized for championships and awards are given to the scholastic and community coaches of the year. This is the second time Chilliwack Minor Football has received an award, the first coming in 2010 when Suresh Parray was recognized for the 2009 BCCFA Midget Provincial Championship. It is the first time Chilliwack Minor Football has been recognized for Community Coach of the Year. “I’m obviously deeply honoured to be recognized for something our entire team accomplished,” said Smith. “The real credit goes to the kids and an outrageously good coaching staff including Andy Uzick, Mike Derksen, John Breslin, David Janzen, Kris Lengert and Dave McCracken—we did this

Groups for grief Several support groups can help you cope with the death of a loved one. The Parents’ Grief Network meets every second Sunday afternoon. The award recognizes an unsung hero who has made “an extraordinary contribution to the community.” It is named in honour of Betty Urquhart, one of the first employees of Fraser Valley College who was a fierce proponent of community outreach. Last year, the members of the Yarrow Volunteer Society were recognized for their many years of service to Yarrow both in organizing events to fund the Yarrow Community Hall and by promoting community spirit. he Chilliwack Optimist Club held its annual essay contest with 12 entries being submitted. The topic this year was: “How My Education is the Key to a Successful Future.” “It was a very interesting topic and the judges had a tough time picking a winner because the entries were excellent,” said Glenda Standeven, contest chair. First-place winner was 16-year-old Elizabeth Ogunrinola from Sardis secondary school, who was very excited about her win. The essay now moves on to the next level of the competition to compete for a $2,500 scholarship. “I believe Chilliwack secondary school has had two or three scholarship winners in the past,” Standeven said, “but this is our first entry from Sardis and it would be nice to see Elizabeth win the District Essay Contest.” There was also an entry from a student in Vernon this year because Chilliwack Optimist Club was the nearest club holding a contest.
