ll four Chilliwack-Fraser Canyon federal election candidates have an online presence to get out their messages, although some have a better handle on the digital world than others. Most Chilliwack voters may like to see things done the traditional way—flyers, signs, knocking on doors—and those tools don’t disappear, but 10 days into the election and those looking for your vote are turning to social media more and more. Green Party candidate Jamie Hoskins—the youngest and most web savvy of the group—has sent out 59 tweets on his Twitter account set up long before he was a candidate, on March 24, 2010. He has 92 followers and follows 149 people. He also has a Facebook page liked by 69 people that is increasingly filling up with links and comments. Hoskins also has a website at www.jamiehoskins.com that serves as an entry point to the Green Party of Canada as well as a portal to all his social media tools. Liberal candidate Diane Janzen has sent out 18 tweets since launching her Twitter account on March 24. She has 33 followers and she is following 37 people. Janzen has also set up a Facebook page (liked by 50 people) where she posts comments, links to other stories and links to her YouTube page, where she has posted two videos. She has a website at www. dianejanzen.com where she blogs See ELECTION, Page 6

Alice Rolleman—mother of Jody Rolleman killed in a crash on Highway 1 in Chilliwack in 2006—speaks outside the Chilliwack Law Courts, where Balwinder Biring faced a sentencing hearing Friday.

‘I miss his smile’

Moms tearful at sentencing hearing for trucker who killed their sons in 2006 crash BY JENNIFER SALTMAN The Province

F

our-and-a-half years after the crash that killed Jody Rolleman and Marvin Elgersma in Chilliwack, their mothers still can’t talk about them without dissolving into tears. Alice Rolleman described her son as strong, sensitive and happy. “He was the kind of son that was all heart,” she said. “He was very strong and a very, very giving person.” Alice Elgersma said Marvin was a responsible, hardworking young man who always had a smile on his face. “I miss his smile so much,” she said.

The women were surrounded by family and friends as they sat in a B.C. Supreme courtroom in Chilliwack Friday to watch the sentencing hearing for the trucker who caused their sons’ deaths. Balwinder Biring, 36, pleaded guilty last year to two counts of dangerous driving causing death and one count of dangerous driving causing bodily harm. Court heard that shortly after 9 p.m. on Sept. 11, 2006, Biring was driving his tractor-trailer unit east on Highway 1 near the Prest Road overpass when he lost control. As he tried to pass another semi, Biring’s left wheels went into the soft shoulder and his trailer shifted and rolled to the left, sliding across the westbound lanes. At the same time Jody Rolleman, 25, was driving west in a pickup back from a boat trip in the Interior. He had his friends Marvin Elgersma, 26, and Justin Locke, 25, with him. Rolleman saw the trailer and tried to swerve out of the way but the driver’s side of the truck hit the trailer. “He had no time to react as this trailer was skidding along the entire highway ahead of them,” Crown prosecutor John Lester said.

W

hile Chilliwack Bruins fans will rally Wednesday at Prospera Centre to keep the team in the Fraser Valley, it appears a different Western Hockey League franchise could be playing home games in Chilliwack in the near future. Lawyers for Bruins part-owner Brian Burke have sent a letter to CKNW reporter Jim Mullin that takes the radioman to task for comments made on-air about Burke, who is also the general manager of the Toronto Maple Leafs. Of more importance for Chilliwack hockey fans, the letter declares that “Mr. Burke and his partners have been discussing selling the Bruins to Mr. Lee to support the WHL’s and Mr. Lee’s desire to have an established team in Victoria rather than an expansion team.” The letter adds: “this will not leave Chilliwack without a WHL team. The WHL is in the process of negotiating the movement of another WHL team to Chilliwack.” Multiple rumours have identified the Prince George Cougars as a possible target. But those rumours were squashed Sunday by team general manager Dallas Thompson who—speaking for his fatherin-law, owner Rick Brodsky—told the Prince George Citizen that

Only paid $10 an hour to clip marijuana plants

our men and two women—all aged 50 or older—were handed conditional sentences for their part in the second-largest marijuana grow operation in Chilliwack history. Seventy-one-year-old pensioner Albert Joseph Gery, widowed sisters Claudette Marie Therese Montminy and Lyse Marie Leclerc, Robert Joseph Honore Fontaine and Regis Joseph Bilodeau were each given one-year conditional sentences. Raymond Joseph Lavoie was handed an 18-month sentence because his criminal record included a previous drug charge dating from 2003. The six had been found at a Nixon Road grow operation in 2009, along with 3,500 mature marijuana plants,

1,200 clones and 81 pounds of harvested bud. The four men were labourers employed to clip plants. Gery and Lavoie both said that it was their first day at the property. As a new clipper, Gery—who hoped to augment his $1,100 government pension—said he expected to make $10 an hour. Lavoie said he took the job in order to make his house payments Judge Ann Rounthwaite said she was “shocked” to hear how little some of the accused stood to make. She noted that their participation was “an immense risk to take for what will soon be minimum wage.” The sisters lived in a house on the property. Leclerc cooked for the workers while Montminy clipped

F

plants once a month in order to live in the house rent free. Leclerc, 59, had moved to B.C. to be closer to Montminy, 58, when the younger sister had been diagnosed with cancer. Crown counsel had been asking for one-year jail terms for the accused, citing the need to deter others from similar actions. But Rounthwaite said the case law submitted by the Crown didn’t match the low-level of complicity of the men and women involved in this case. “Crown acknowledges these accused are at the lower end of the responsibility, indeed the lowest level of responsibility that I’ve sentenced in my 15 years as a judge,” said Rounthwaite. Instead, she declared that con-

ditional sentences—which mean the six won’t go to jail but will live at home under a curfew—were more appropriate. “I’m satisfied all those involved will not present a risk to the community by serving their sentences in the community,” But she took pains to note that a conditional sentence isn’t a “slap on the wrist.” “Far from from that,” she told the court. A conditional sentence, she said, “is a period of imprisonment hanging over someone’s head like a guillotine.” One wrong move, she said, would see the offender back in front of her in court and, very possibly, heading to prison.

“Chilliwack is not an option.” A confidentiality agreement prohibits Bruins part-owner Moray Keith from saying anything about the deal to sell the team. He has previously stated his intention to bring another junior hockey team to Chilliwack, but when asked about the Cougars, he texted the Times: “Pretty good hockey club, good owner, but there is no deal pending with them.” Another possible target is the Kootenay Ice, the owner of which has publicly stated his disillusionment with his team’s low attendance. The Bruins have drawn more fans than both Kootenay and Prince George.

The league’s board of governors must approve any team relocation. But with WHL commissioner Ron Robison still refusing to answer questions about the situation, and with Bruins owners bound by confidentiality agreements, Bruins fans and boosters are expressing anger. On the Keep the Bruins in Chilliwack Facebook page, which had 793 “fans” as of press time, former mayor Clint Hames wrote: “It is my guess that the [board of governors] voted long ago to allow this sale. There is no requirement that they do so in a public way.” Meanwhile, officials with the Fraser Valley Health Care Foundation are scrambling to make sure that the Bruins’ pledge to donate $150,000 over 10 years to the Bru-

It still does that, but now also includes a photo of Strahl and a press release he issued on March 26. Recent tweets from the campaign trail Mark Strahl tweeted on Sunday: “Great open house on Sat. Hundreds attended, dozens of new members, hundreds of lawn signs taken. Thanks to all who came and volunteered.” Diane Janzen tweeted on Sunday: “Door to door in Garrison, new volunteers, and many people ready to switch their vote to Diane. Local experience, local committment counts!”

Gwen O’Mahony tweeted on Saturday: “Heading back out to Poll #110. Lots of great reception at the door last night. Concerns voiced over affordiblility, jobs and corruption.” Jamie Hoskins tweeted on Saturday: “Come to “UFV Chilliwack Federal Election All Candidates Debate” Tuesday, April 19 from 7:00 pm to 10:00 pm.” To keep track of all the election coverage check out the link to the Chilliwack Times’ Decision Canada page. Another debate The University of the Fraser Valley Student Life department announced it will host an all candidates debate on local issues including education, transportation and environmental sustainability on April 19 at 7 p.m. in the theatre. The ChilliwackFraser Canyon community is invited to participate by submitting questions in advance by April 15 to desmond.devnich@ufv.ca, by Twitter to UFVstudentlife or by phone at 604-792-0025 ext. 2509. There will not be an open mic session. Each attendee will receive an index card on which questions can be written and passed to the moderator. Following the two- hour debate, UFV Student Life invites all candidates to mingle with their constituents while refreshments are served.

Chilliwack man is facing theft charges after a sharp-eyed witness saw two men breaking into cars Sunday morning on Corbould Street and Lewis Avenue. Police later arrested one of the men, who was found with binoculars, a flashlight,

keys, GPS accessories and a camera in his position. The owner of one of the vehicles later called police to report a theft, and identified some of the items recovered from the man who was arrested. The other suspect is still on the lam and the investigation is ongoing.

hile more young Chilliwack drivers failed their road tests in 2010 than anywhere else in the province, ICBC says the statistical differences within the region aren’t significant. At the request of the Vancouver Sun, ICBC provided details of driving test failure rates at licensing centres across the province for several types of driving tests last year. The data revealed the failure rate was highest in Chilliwack, where 34 per cent of those who took their final Class 5 driving test failed. In the Fraser Valley, that compares to 31 per cent in Surrey, 30 per cent in Abbotsford and 22 per cent in Langley. The numbers are similar to 2009 when 36 per cent of those taking the Class 5 test failed in Chilliwack and 31 per cent in Abbotsford. “What we look for is consistency within the region itself,” ICBC spokesperson Adam Grossman told the Times. “So what we want to see is that Chilliwack is not out of whack with Abbotsford or Langley or Surrey. . . . [They are] very much in the same ballpark.” Grossman said regional differences can be attributed to

Top 15 Class 5 driving licence failure rates in B.C. 1 Chilliwack ...................... 34% 2 (tie) Burnaby .................... 31% 2 (tie) Surrey ....................... 31% 4 Abbotsford ....................... 30% 5 Richmond ........................ 27% 6 (tie) North Vancouver ........ 26% 6 (tie) Port Coquitlam .......... 26% 6 (tie) Vancouver ................. 26% 9 Maple Ridge .................... 25% 10 (tie) Langley ................... 22% 10 (tie) Nanaimo ................. 22% 10 (tie) Prince George ......... 22% 13 Victoria .......................... 16% 14 Kelowna ........................ 11% 15 Kamloops ...................... 10% different driving conditions. The Lower Mainland always has a higher failure rate because of more traffic, more traffic signals, more pedestrians, more school grounds and other driving situations seen less often in the rest of the province. But within the Lower Mainland, Chilliwack has less traffic, fewer pedestrians and other driving conditions, which should cause fails. Still, Grossman said Chilliwack’s worst failure rate ranking is seen within the statistical ballpark for the Fraser Valley. “We don’t really see it as particularly high compared to others in the region,” he said. In contrast, all licensing centres outside the Lower

Mainland have failure rates below 25 per cent, including 10 per cent in Kamloops, 11 per cent in Kelowna and 16 per cent in Victoria. Overall, Lower Mainland driving centres have a failure rate of 28 per cent, compared to 16 per cent in the rest of B.C. Chilliwack had the highest failure rate for the Class 5 test and for the Class 5 re-exam for medical issues. However, the failure rate for Class 1 to 4 commercial licences in Chilliwack was 33 per cent in 2010 while Abbotsford’s was 44 per cent and Surrey’s was 48 per cent. A driver can fail a test with either a combination of small faults or one major one, such as a violation of the Motor Vehicle Act. “The road test isn’t meant to be easy,” Grossman said. “Every time our driver examiners get in they want to say congratulations at the end rather than I’m sorry. But at the same time, the test is meant to be challenging because driving is challenging as well.” The Times contacted Valley Driving School to comment on the ICBC driving test failure rates but the company said no one was available.

End subsidy to Bloc Party

W

ith yet another federal election underway we might want to prepare ourselves for a uniquely Canadian phenomenon, previously unheard of—election fatigue. No matter how important an issue or event may be, people have a limited amount of intellectual energy to spread around at any one given time. Relief and humanitarian workers have long encountered something called “compassion fatigue.” Sadly, people can only take so many infommercials of starving toddlers or news footage of natural disasters before they lose interest. After two or three earthquakes, famines and floods half way around the world, people tend to be reluctant to write a check or even focus their attention on the tragedy. We’re starting to see the same dynamic with federal elections. The prominence of the Bloc in Quebec has pretty well confined us to minority Parliaments with a typically brief life span. This is our fourth election in seven years. It hasn’t been uncommon for just one federal campaign to take place during some seven year spans in this country. Almost 10 million eligible voters stayed home in that last election, resulting in the low-

JOHN MARTIN

Crime Matters est voter turnout ever—59.1 per cent. It’s highly likely it will drop again on May 2. In fact, the only thing that’s even keeping voter turnout this high is the aging demographics in this country. Older people are more likely to make the effort to vote, having some history of what’s actually involved in securing democracy and political freedom. Some commentators argue that a nasty political tone turns voters off. I don’t buy that excuse any more than I believe fighting turns off hockey fans. One of the few occasions people do tune in to politics is when things get down and dirty. Canadians were more than politically engaged a few years ago when we heard of political operatives exchanging paper bags of money with gangsters in Italian restaurants after closing hours. So, what would it take to get the vote back up over the 75 per cent level that showed up to elect Brian Mulroney in 1984?

The short answer is to squeeze out the Bloc. If the separatists are out of the picture then every election poses the strong possibility of a majority government where the stakes are always high. It’s ludicrous that a gang of traitors intent on destroying the country should be part of parliament to begin with. If the Conservatives do squeak out a majority this time round there is a chance this could signal the end of the Bloc. Stephen Harper has already committed a majority Conservative government to eliminating the voter subsidy that the Bloc is totally dependent on. None of the Bloc’s supporters contribute to the party. They rely completely on the rest of Canada to finance their diabolical plans to break up the country. This would be unheard of in any other part of the world. But in Canada, we’re different. If there’s a more important issue than terminating the subsidy that keeps the Bloc on life support in this campaign, I’ve yet to hear about it. ◗ John Martin is a criminologist at the University of the Fraser Valley. he citizens of Chilliwack, and the fans of the Chilliwack Bruins, may have been used and abused by the Western Hockey League, but it now sounds like we haven’t been totally forgotten. The news that the WHL hopes to bring another franchise to Chilliwack is at least a little good news in what has been a miserable month for Bruins fans. But the deal—if it would come to pass— still reeks worse than a mouldy hockey bag. Imagine marrying the girl of your dreams, sticking with her through thick and thin, and building a deep and loving bond. Then one day, as you prepare to celebrate your fifth anniversary with a vacation to Hawaii, your beloved bride is kidnapped by some rich fellow down the street, who then promises to make amends by arranging to set you up with a girl you’ve never met. Would you sit at home and cross your fingers that the kidnapper makes good on his promise? Or would you shout and scream and raise a ruckus until the kidnapper bows to your pressure? While many Chilliwack Bruins fans are already vowing to take the latter course, we would encourage even non-hockey fans to head to Prospera Centre Wednesday evening at 7 p.m. to let themselves be heard. The behind-the-scenes manoeuvering that would see the Bruins spirited away to Victoria has been a discredit to the league and all hockey businessmen. This has ceased to be about hockey, and has become an issue of fairness and common decency. It isn’t right that Chilliwack should fall victim to the greed of businessmen in Victoria and Calgary. And if Chilliwack does get another WHL team, it’s not right that another city has to lose its team for implied, but unsaid, reasons. Sure, junior hockey is a business, and teams do move. But any process that would see the relocation of community cornerstones like junior hockey franchises needs to be transparent and fair. Not opaque and shrouded in mystery. Fans, citizens, politicians and supporters deserve nothing less.

Bruins didn’t handle sale well

Apathy and poor marketing Editor: So, we have lost the Bruins to Victoria, a city that lost the Cougars to Prince George. Could we draw a parallel here? Could the problem be attendance? With a population of 75,000, why can’t we average 3,500 patrons, in a 5,058-seat arena? Apathy on the part of our

citizens and poor marketing skills by a Bruins executive. As our pubs seem to be well-attended every night of the week, and, the Abbotsford Heat can’t draw flies, I can not see any other valid excuses. As a season ticketholder, I have enjoyed the enthusiasm of our Bruins teams efforts—win, loss, or, draw. I applaud the efforts of Clint Hames and lament the silence from our current mayor. Cliff Petrishin Chilliwack

Not unlike insider trading Editor: With reference to the Times article “Party Poopers” (Times, March 29) it indeed appears the process used to complete nomination papers was at least undemocratic and at worst corrupt. Possibly corrupt is more appropriate. Mark Strahl described his family as very close—yet he did not know “for certain” that his dad was retiring until it was announced by the party? Having this knowledge in advance— ahead of other candidates—is somewhat comparable to insider trading in the stock market and people are jailed for that sort of thing. However, rather than not vote in this election, I have decided to cast it for a young lady who is running as an NDP candidate. Realizing that NDP is way too far left for my liking I am hoping she will emerge as a game-changer within that party. And, after all, it is the only party with members

dedicated to getting rid of the senate—which is particularly close to my heart. At least I will be happy with my conscience. Jack Stewart Chilliwack

Lament for the old local MP Editor: I have attempted to write a few thoughts concerning the upcoming federal election; however, with numerous attempts at the task I seem to end up writing much more than 250 words. To keep it simple, Chuck Strahl, I agree, was a good MP, when he was a reformer. After the Reform Party dissolved and eventually became the new Conservative Party our MP became, I believe, just another pawn at the trough. Party, in my opinion, came before his constituents and I have no proof that the winner of the conservative party nomination for the Chilliwack-Fraser Canyon will be anything different. Rick MacLeod Chilliwack

They just don’t know yet Editor: I would like to address the “Who’s worse, young or old drivers” debate. Being in my 40s, I’d like to think that I sit somewhere in the middle. I agree that there are far too many younger drivers that don’t understand weight transfer, weather, and stopping distances in relation to vehicles (tailgating, speeding, and cornering). These younger drivers

are extremely dangerous and disrespectful, although some “yuppie/soccermoms” can also be included in this group. On the other end of the spectrum, we have many elderly drivers who are generally very respectful but who also are not aware of how they are driving or where they are going. They are dangerous because they are overly slow and cautious and have lost their ability to judge distance and speed—all while trying to drive without inhibiting the flow of traffic. Many older people can offset some of this poor driving behaviour by drawing from experience, which younger people do not have. For example, I know personally I’ve slowed down somewhat due to vehicle costs and fuel prices and I am also often able to tell when another another driver is about to cut me off or turn without signalling. This is experience. I am not at the age yet though that I might run red lights, run over pedestrians without knowing, or press the accelerator pedal instead of the brake. How many elderly drivers have we seen in the news that have done this and hadn’t known they had an accident? This is why elderly drivers need to be re-tested more often before such an accident can happen. Anyone with poor driving habits should be held accountable and punished, regardless of age. The difference is there are many elderly people who don’t know they are bad drivers. That person that they might kill will still be just as dead. Mike Dobson Chilliwack

Editor: We are extremely disappointed that the Bruins are leaving Chilliwack. We have held season’s tickets since year one and we have thoroughly enjoyed the WHL brand of hockey. Even more disappointing is the manner in which the Bruins’ ownership has handled the sale of the team. Instead of being forthright with the season’s ticket holders and fans in Chilliwack, they have permitted the news to play out in the media. One would think the owners would have had the common courtesy to inform and explain to their longterm supporters of their decision to sell the team and relocate it to another city. This is not an acceptable way to treat your fans. Even more disturbing is the WHL board of governors’ role in removing the Bruins from Chilliwack knowing full well that there is a buyer prepared to keep the team here. It opens the door to the speculation that there was a prior mutual agreement between the league and the Bruins ownership to place a team in Victoria. By choosing to remain silent on the matter the WHL brings their credibility as a league into question. If they can treat Chilliwack in such a cavalier fashion, then other WHL cities need to beware. A big thank you to all the players, coaches, staff and volunteers who have been part of the Bruins organization during their time in Chillliwack. It was a great run and we wish all of you success in your future hockey careers or whatever you choose to do in life. Dean and Betty Johnson Chilliwack

A CLOSER LOOK AT YOUR CHILLIWACK BRUINS IN OUR COMMUNITY

Bruins repor t

Their all was simply not enough BY TYLER OLSEN tolsen@chilliwacktimes.com

Gary Peterson, Action Sports Images

Spokane Chief Blake Gal—who notched three goals in a winning effort—turns in front of the Chilliwack Bruins goal during Western Hockey League playoff actioni Saturday.

handed a five-minute charging major in the games dying seconds. That penalty was followed by a twogame suspension for Cratsenberg. But the players didn’t get the message and following Game 3, which the Bruins won in overtime, Chilliwack defenceman Tyler Stahl and Chief Brady Brassart were banned for two and one games, respectively, for misdeeds. Another win in Spokane by the Bruins would have sent the series back to Chilliwack for a home game that would have made for an interesting atmosphere, to say the least. But Blake Gal’s hat trick on Saturday forestalled such awkwardness. It also ended the junior hockey career of several of the Bruins’ key players. Overagers Brandon Manning, Jeff Einhorn and Lucas Gore have all exhausted their junior eligibility while stars Roman Horak and Ryan Howse will likely graduate to the American Hockey League next year. Howse, as a Calgary Flames draft pick, likely won’t have to move far as the Abbotsford Heat are the Flames’ farm team.

Former Bruins sound off on club being sold C

Overmatched Bruins fall to Spokane in five midst all the off-ice turmoil s u r r o u n d i n g t h e f u t u re o f t h e Chilliwack Bruins, for the last week the players—remember them?—have been waging a battle against the highly touted Spokane Chiefs. On Saturday, Goliath finally won, as the Chiefs bounced the Bruins from the playoffs with a 6-4 victory in Spokane. After trailing 3-1 entering the first period, the Bruins rallied in the second to tie the game, fell behind again, tied it up again, then, finally, with just under seven minutes to go in the game, surrendered Blake Gal’s third goal of the game and lost the lead for good. If the Bruins do leave Chilliwack in the offseason, the 4-1 series defeat to the Chiefs will mean they do so having never won a playoff series. It won’t be for a lack of effort however. While the 4-1 result was indicative of much of the play, which saw the Chiefs handily outshoot the Bruins both in Chilliwack and Spokane, the series was often competitive and almost always brutal. The tone was set in Game 1, during which, as if taking 63 shots wasn’t enough, the Chiefs frequently ran Gore. Spokane won that game in overtime, and then beat Chilliwack handily the following night, in a game that saw Bruin T.C. Cratsenberg

Gilrs Gold Attack avenge earlier loss with solid performance The Chilliwack FC U-15 Girls Gold Attack came from behind to win in the Coastal Cup provincial soccer playdowns this past Sunday. The Attack travelled to Newton Athletic Park in Surrey to take on host SFC Rangers, which had defeated Chilliwack 3-0 in their only previous meeting. Chilliwack got off to a poor start playing into the wind and against a determined Surrey team that won most of the tackles. A late goal had the Attack down 2-0 and a big hill to climb in their attempt to reach the next round of cup play. The second half saw the Attack fortunes turn as Mackenzie Graham sent a bouncing ball over the Surrey goalkeepers head with 18 minutes remaining to cut the lead in half. This goal gave Chilliwack girls a big boost as Surrey struggled to hold their one-goal lead. With time winding down, the Chilliwack girls changed their formation to go all out to force a game tying goal. A free kick sent into the penalty box by Jenna Snow bounced around until Jodi Brown cracked a shot over the outstretched hands of the Surrey keeper with less than five minutes remaining. Instead of dropping back

Jock scraps to the original formation Chilliwack continued to press and the frenzied parents were needing to check their pulse. As Surrey tried to slow the game down with continued substitutions, the away girls created more offence and served crosses into the box. One of these crosses found the arm of a defender and the referee had no option but to call a penalty against the home side in added time. Sydney Steeves stepped up to the spot and confidently fired the winner into the corner leaving the keeper without a chance. The Attack continue play this coming weekend with an away game in West Vancouver. Hawkes brings home gold medal from short track meet Dallas Hawkes won a gold medal in the T2T 11-yearold girls two-person relay during the Canada West Short Track Speed Skating Championship in Kelowna. Hawkes also won a silver in the 2,000-metre relay and a bronze in the 3,000-metre individual race.
