Farnworth makes it official

Mandarin bilingual program openings Jennifer McFee

jmcfee@thenownews.com Registration will soon be underway for next year’s Mandarin bilingual program, offered at Walton Elementary by School District 43. Last year’s program was so popular that parents were turned away. Currently in its inaugural year, the program offers half of the prescribed provincial curriculum in Mandarin and the other half in English. Mandarin classes are math, health and career, physical education and Mandarin language arts. English classes are science, social studies, fine arts and English language arts. Previous knowledge of Mandarin is not required. Registration is open to children entering kindergarten or Grade 1 in September 2011. Limited space is available, so registration will be done by a random draw. First priority will be given to siblings of children currently enrolled at Walton Elementary. Last year, about 140 families hoped to enroll children in the new program. Since only 90 spaces were available, 50 families were turned away when they were not chosen in the random draw. A parent information meeting will be held Tuesday, Jan. 18 from 6:30 to 8:30 p.m. at Walton Elementary, located at 2960 Walton Ave. in Coquitlam. Registration forms will be available at the meeting and on the school district website at www.sd43.bc.ca. Completed forms must be mailed or hand-delivered to the school board office at 550 Poirier St. by Wednesday, Jan. 26 at 4:30 p.m. Late registrations will not be included in the draw, according to the district.

Port Coquitlam MLA Mike Farnworth formally launched his bid to become leader of the provincial NDP in downtown PoCo Thursday, surrounded by a crowd of more than 100 well-wishers.

Mike Farnworth let B.C.’s worst-kept political secret out of the bag Thursday by announcing his intentions to run for the BC NDP leadership. Farnworth made his entrance as Sloan’s Believe in Me played through the P.A. system at Port Coquitlam’s Gathering Place. He spoke to an audience of more than 100 people that included all members of PoCo council, school trustees from across the region and Victoria-Swan Lake MLA Rob Fleming. Farnworth promised a campaign that will be “forward-looking and engaging.” One of the key tenets of his speech was his intention to address the state of his party. “That is one of the key reasons why I’m running — to bring an end to the division in our party and our caucus,” he said. “It’s no secret over the last few months that we’ve been more focused on internal party matters, not issues that are important, that matter to you and your family. We all share responsibility and I want to make it clear that you all deserved better.” The four-term MLA’s speech was short on specifics with regards to his platform, though he did make some promises if elected party leader, and eventually the premier of B.C.: raising the minimum wage, establishing a provincial commission on education and a rural economic development program, addressing child poverty concerns and using the carbon tax to fund public transit programs. If elected premier, Farnworth also promised a public inquiry around the sale of B.C. Rail, and if a referendum supports it, the repeal of the harmonized sales tax. “There is no reason to concede any issue to the BC Liberals, whether it’s the economy — not on jobs, not on the environment and certainly not on public safety. Because you cannot, and you should never try to, separate economic success from social success. The two go hand in hand,” he said. Farnworth became the fifth candidate to enter the leadership race, joining FraserNicola MLA Harry Lali, Powell RiverSunshine Coast MLA Nicholas Simons, Juan de Fuca MLA John Horgan and marijuana activist Dana Larsen.  CONTINUED ON PAGE 4, see NDP LEADERSHIP.

Insurance nightmare follows tragedy Simone Blais sblais@thenownews.com

I

n a perfect world, Colette Salemink would have been here to celebrate her 60th birthday this weekend. Her daughter, Erica Salemink, knows all too well how imperfect the world is. Erica recalls how her mom would have turned 60 on Sunday, and remembers how she dearly wished to become a grandmother. A single mother who lived in Coquitlam, Colette had worked hard at her two part-time jobs at Lougheed Mall to pay the bills, including paying off her house, and provide for her children. But Erica isn’t throwing a party and won’t be cutting into a cake this year for her mom. The 33-year-old is still sifting through an insurance claim nightmare — the only thing that remains after a fire tore through her mother’s Burian Drive home on April 19, 2010, and took Colette’s life. “It feels like it was only two weeks ago,” Erica says. “The first two weeks you’re not even functionable. It’s a constant shock. But then later, you’ll do something that’s normal and then, bam, shock again. I don’t get it still. I don’t understand.” Erica not only lost her mother that day. Her brother, Blake, has been charged with manslaughter as a result of the fire, and is in custody at the Forensic Psychiatric Hospital. Blake was her baby brother, 10 years her junior, and had struggled with mental health issues since high school. Erica recalls how Blake’s interests became obsessions and his outbursts became louder when he was 16. “At first I didn’t know if he was turning into a terrible teen. Then I thought, ‘Maybe he’s really passionate about his social studies class,’” she says. “But then he would argue things and not let it go. That’s when you realize, ‘No, this is not quite right.’” Blake was diagnosed with schizoaffective disorder in Grade 11, undergoing treatment at Royal Columbian and then Riverview hospitals. Once a balance in his medication had been struck, he returned to Centennial Secondary, to the delight of family. The chef at Centennial’s culinary arts program took Blake under his wing, coaching him and suggesting he pursue post-secondary studies in the culinary arts. After graduating with his peers, he attended Malaspina College (now Vancouver Island University) in Nanaimo for training. “I thought maybe a change of scenery, some independence would be good for him,” Erica says. He finished the program and got a job cooking in a restaurant. With some money in his pocket, Blake decided to go on a trip to Mexico. This ignited

Erica Salemink’s mother died in a fire at her Coquitlam home. a passion in the young man, who enjoyed the country so much he would work for a few months and then go south several times a year. His stability would come and go, Erica recalls, as he would stop taking medication that had a strong sedative effect. He would go periods when he slept all the time or couldn’t sleep at all — and the periods of no sleep would see him overly aggressive or unaware of his boundaries. On at least two occasions, Blake had to go to Riverview for one-month stays to regulate his medication. The last time he left the hospital, Blake was put on extended leave — meaning the Salemink family could bring him back if his condition worsened. Erica says he was doing well on injections of medicine every two weeks, but Blake soon insisted he wanted the freedom to travel and only wanted to take pills. The weekend before the fire, Erica got a phone call from her brother. Blake was concerned about several things and wanted his sister to go with him to the psychiatrist for his appointment the next week. Colette had phoned police that weekend as Blake’s condition worsened. She asked police to revoke his extended leave, but the officers couldn’t find a record of his stays at Riverview. Erica says police told her mom they couldn’t take Blake away unless she had a restraining order against him. Mental health services, she recalls, wouldn’t find housing for Blake unless he no longer had a home. “We weren’t expecting one call to the police would fix this. We knew this was a process,” Erica says. “Things were building up, not looking good, and police were called … We were

just going to take it one step at a time — basically on Monday, we’ll get a restraining order.” But that Monday, Erica woke up around 4:30 a.m. when a childhood friend who lived down the street from her mom called. “She called me and said, ‘Don’t freak out, but your mom’s house is on fire.’” Erica, who lives in Port Moody, raced down to Burian Drive. She saw the flames, crossed the police line and tried to flag someone down who knew where her mom was. “I’m sure they’ve got my mom out at this point, and she might be coughing,” she recalls. “At first they said they didn’t find anyone in the house … but then I didn’t know they had gotten her out until she was gone in the ambulance.” Her immediate response was to head to the hospital to see if her mom was OK, but police insisted she go with them to the RCMP detachment. She tried to get out of it, but relented. She was brought into a room with a victim services worker and escort officer. An investigator came into the room, sat down and began asking questions about her mom’s death. “I said, ‘What?’ I thought she had smoke inhalation. That’s when I said, ‘Stop, stop. I’m not talking to you.’” The victim services worker ended the interview, telling the investigator to find someone at the hospital to speak with Erica, who was in shock. She received a list from victim services of things family members should do following a death, including to contact the insurance company immediately. Claims adjustors came the next day to begin the paperwork, and the actual investigation of the house was stalled for a few days pending fire and police investigations. Erica recalls

going through the list of contents in her mother’s house, assuming things were going smoothly with the claim — focusing more on healing, as most bereaved family members do. But six months after the fire and hearing a few people drop hints that she should get a lawyer, she realized there was a one-year time limit to file a claim. The insurance company kept mentioning it needed to speak to Blake before the claim could be processed. “But my brother’s in the Forensic Psychiatric Hospital. There’s no way they’re going to be able to talk to him,” she said. “That’s when I realized they’re not going to deny me. They’re just going to wait me out.” She contacted a lawyer and found out that her brother’s alleged involvement in the fire could allow an insurance company to deny the claim. “If someone is insured under a contract and they do damage to a property, there’s no coverage for that. Most people get that,” explains Scott Stanley, the Murphy Battista lawyer Erica hired for the claim. “What most people don’t get is that, if you’re an innocent homeowner — as Erica’s mom is alleged to have been — and your son or estranged spouse destroys the property but they’re insured under the same contract, the insurance company can take the position lawfully there’s no insurance coverage because they’re also covered under the contract.” Stanley says he has seen similar cases three times in the last four years, and he took a Maple Ridge case to court just last year. That’s why the province revised the Insurance Act to make it more consumer friendly, with measures passed in the legislature in October 2009. “It was affirmed and received assent, so it was a good law, but it was not in force,” Stanley says. One of the amendments to the act bans insurance companies from using contract clauses that limit recovery for innocent people. In the case of the Saleminks, Colette would be covered for her losses, and Blake, were he to be found to have started the fire, would not have his personal items covered. “If the law had been effective, the family would have been covered,” Stanley says, adding that the ministry is working with stakeholders to communicate the changes before enacting the law. “They may say it’s retroactive, but we’ll have to see what the regulations are. Right now, if the claim was brought forward, it would probably be defeated if they could prove the damage was done intentionally.” Aviva Canada, Colette’s insurance company, would not answer any questions Thursday.  CONTINUED ON PAGE 4, see INSURER.

the new law,” he said. Erica admits it’s a lot to grasp. All she was able to salvage from the house were some photo albums and a mug with her mom’s name on it. Because of this insurance no-man’s land, she stands to inherit a strip of land with a burned house that she can’t afford to demolish. “I have to take the house down. It’s $15,000 to demolish the house,” she says. “My mom worked hard for that insurance. It seems like a waste. But it’s not just the money; it’s the help. Insurance — it’s supposed to be peace of mind of someone else having to do all this.”

Anti-HST organizer addresses issue of e-mail threats John Kurucz jkurucz@thenownews.com The province’s chief electoral officer says he’s received hundreds of threatening e-mails from the Fight HST camp, though the movement’s PoCo-based organizer says Craig James may be using the issue to deflect criticism. James told the Times Colonist Tuesday that many of the close to 400 e-mails he’s received in recent months have contained “the most vile, nasty, disgusting language that you would ever think.” Some of the e-mails, James said, have suggested that he die a slow death from cancer, while others warned him to “keep looking over

your shoulder.” Fight HST organizer and Port Coquitlam resident Chris Delaney condemned the tone of the malicious e-mails in an interview with The NOW Wednesday, but added that “99 per cent” of the e-mails contained appropriate criticism of James, who declined an interview request with The NOW. “If there is any serious threats to anybody, then that’s wrong and we would disagree with it,” Delaney said. “But we also feel that it’s important to hold public officials to account and to disagree with them when they do things that are wrong. “So if what the chief electoral officer is trying to do is create a wedge to make him impervious to criticism, then that would also

be wrong.” The rash of threats began in late November, when James rejected a recall application to oust Oak Bay-Gordon Head MLA Ida Chong. The application was rejected because it exceeded a 200-word limit. “Of his 400 e-mails, I would venture to guess 99 per cent of them were appropriate criticism,” Delaney said. “Maybe some people probably swore or got angry and that’s not right either. “But they were criticisms that are appropriate. And if there are inappropriate ones, then

they need to be referred to the police.” James told the Times Colonist that Delaney’s group provided its supporters with his personal e-mail address, an allegation Delaney denies. The PoCo resident said James’s public e-mail address, which is readily available online, was the only address sent out to his group. “I’m not suggesting that there aren’t people who contacted him at his private e-mail, I have no way of knowing that. Cellphone talker a menace Re: “Roads safer after new laws: police,” Wednesday, Jan. 5. On Monday, Jan. 3, I was with a group waiting to cross Shaughnessy Street to return to Lions Park and continue our walk. The light turned green, the “walk” sign came on, so we started across. But we quickly realized the car approaching from the south was not going to stop. The entire time she was holding her phone to her shoulder, laughing and talking. Not once did she stop talking to acknowledge how close she came to hitting one of us. I was relieved to read in Wednesday’s NOW that my MLA, Mike Farnworth, was expected to throw his hat in the ring for NDP party leadership. I was also surprised that a “marijuana activist” has the cheek to try as well. Is not marijuana an illegal substance? It certainly has no place in politics as it is the “thin edge of the wedge” in the Editor corruption and destruction of healthy people. After the brief Glen Clark government, we almost completely destroyed the provincial NDP. Farnworth, I believe, spent some time after that broadening his experience by spending time in eastern Europe. Evidence needed for asset seizure

T

he way the police and the province tell it, B.C.’s civil forfeiture rules are part of an important arsenal used to go after the bad guys. Reality isn’t so simple. Who are the bad guys and who gets to decide that? It used to be that was an issue for courts to decide after a fair hearing of all the facts. And seizing “proceeds of crime” would happen after a criminal conviction. That’s how the province knew that they were in fact ill-gotten gains. But increasingly, fair process has become regarded as unwieldy, time-consuming and unnecessary by authorities, who are choosing to skip right over the criminal charges in favour of seizing assets. Why waste energy in court trying to prove a difficult case when you don’t have to — or as the province recently put it “when criminal convictions seem unlikely”? Under civil forfeiture rules, it’s seize first, assume guilt second. Those who want to prove their innocence have the option of trying that later. That’s fine if you’re the province or the police. Not so good if it’s your house or car being taken. Don’t get us wrong. We’re happy to see those convicted of, for example, running massive grow-ops lose the multimillion-dollar home they bought with cash — after a fair criminal trial. In many ways, though, Canada is too soft on crime, allowing those wanting to live the gangster life ample opportunities for second chances — and third, fourth and fifth chances. But seizing assets without evidence of a crime “beyond a reasonable doubt” is a big step down the slippery slope to becoming a police state. A criminal conviction isn’t simply a technicality. It is the basis for determining if substantial wrong has occurred in our society. To seize assets on the basis of suspicion — suspicion that would likely not be enough to convince a judge of guilt — is a chillingly Kafkaesque prospect.

Guys however, do not. They like dirt and grime and get stoked about loud, obnoxious activities. Hmm, colouring her hair, redoing her nails, cuddling the cats and having some girlfriends over to — no joke — chat? You know, pretty things, cute things or, dare I say, things that sparkle. And we everyday, non-vampire-type average Joes do not sparkle. So why are they attracted to us? This was the question that played over and over in my brain as I watched us all navigating our way through the school halls. Where is the common ground? But the more I think about it, I guess the very fact that all the things we like are such opposites is probably exactly why we like each other.

With a husband who had a stroke 12 years ago, I have had the occasion to use Eagle Ridge Hospital many times. The people in the emergency department do their jobs and satisfy the many people who trust their judgment. The wait period is something no one appreciates, but this is a feature that goes with acute care. The staff have always been more than kind and understanding to Mr. Armillotta and I at all times. Place des Arts welcomes trio of new exhibits W

hether it’s the ocean, a library or old Italy, exploration is the focal point behind three new exhibits at Coquitlam’s Place des Arts. Robi Smith’s acrylic works in The Voice of the Sea: Paintings of a Threatened Ocean examine how pollution and global warming have affected the northeast section of the Pacific Ocean. “In all my work, I draw the viewer’s attention to the beauty of the natural world first,” Smith said in a press release. “As the viewer looks more closely, other concerns come into consciousness. I remain hopeful that through increased awareness of the natural world and the impacts we have on our local and global eco-systems, we can find ways to live that protect and support biodiversity, rather than conveniently forgetting that we share the world with other creatures.” In Library, Suzy Stroet divides her exhibit into two sections: one is made up of oil paintings of the old book stacks at the main University of B.C.

library, while the other features drawings that map out the process of retrieving information. “What began as an act of capturing and mapping became an exploration of a constantly changing environment and process,” Stroet said. “I wanted to explore how libraries are constantly evolving in a visual way. What I have ended up with is a record of my particular process. While this is not an objective record of the libraries and information I am representing, it acknowledges that different people from different relationships with the libraries they use.” Married artists and avid travellers Nathania Vishnevsky and Rick Glumac turned their weeklong trip to northern Italy into Remembering Venice, a series of painting and photographs that are steeped in contrasts: centuries-old cathedrals meeting high waters full of garbage or the symbolism behind a once-mythical winged lion statue that now serves as a home for pigeons. All three exhibits run through Saturday, Feb. 5 at Place des Arts, located at 1120 Brunette Ave.

s winter begins losing its grip, the first dwarf irises start pushing through newly thawed ground, making little pools of purple, yellow or white among the winter debris. They’re a pleasure that’s so easy to prepare for in fall — bulbs of Iris reticulata hybrids and their relatives are inexpensive and easy to find in garden centres. Because they flower around the same time as snowdrops and winter aconites, it’s best to plant them at the same time, in September or early October. These irises are quick to increase in sunny places with well-drained soil. They adapt to most conditions but do better if acidic soil is corrected with a little lime. Lifelong learning keeps science, culture in check

Stuff will examine popular culture. Led by Jim McArthur, the engaging series of lectures will examine film, television, radio and pop music. These cultural vehicles are an easy target for critics who claim that they demean us, confuse our impressionable children, cheapen everything that they come in contact with and also represent an immense loss of core human values. Participants will examine some of pop culture’s icons set against the background of the tradition of western culture. There will be no homework or late-night studying — just thought-provoking and engaging information for interested adults. Advance registration is required. Chrysler back from brink editorial@thenownews.com Chrysler appears to have recovered from its crippling financial woes and, with a helping hand from Italian auto giant Fiat, looks ready to soar again. It also brings an end to the new product famine at Chrysler and Dodge dealers, as they are about to feast on eight new or revamped models. The pent-up energy in the youthful engineering and marketing teams was also plainly evident as they burst out of the gate with what must be a record amount of new product reveals at the same time. In the Dodge lineup, extensive revisions have been made to Journey (a popular sevenpassenger crossover utility vehicle or CUV), the Grand Caravan (the minivan that started it all), Avenger (a midsized sedan), Charger (and upmarket performance sedan)

and Challenger (a high-powered sport coupe). There’s also a new Dodge Durango, which is now based on the Mercedes ML platform (instead of a truck chassis). And Chrysler gets a new Town and Country (luxury minivan) and a new 200, which takes the place of the current Sebring. A lot of attention was paid to suggestions and critiques from current customers. While the exterior styling changes are not dramatically different, the interiors are not just completely new, they reflect the new thinking behind them, which puts a much higher emphasis on quality and the occupants environment. “We’ve essentially re-made these vehicles from the ground up,” said Ralph Gilles, a designer who is now president and CEO of the Dodge Car brand at Chrysler. “We’re powering them with new fuel-efficient powertrains and new driving dynamics that are tuned to thrill customers who

really love to drive. We’ve also taken a giant leap in improved interior quality. Our customers will have to get inside and behind the wheel to experience the changes. When they do, they’ll be able to see the passion that went into designing and engineering these new products.” A healthy Chrysler is also important to Canada as it’s still the second-largest maker of vehicles built in Canada. biting wind nips though our toques and, while ascending to the summit, we hunker down and think of the day ahead. One of our kids will be hoping this resort lives up to its name. Another will be dreaming about skiing the stash of fresh powder. As for our hot-dogging son, Shaun, it’ll be the challenging terrain that fills his brain. But my thoughts aren’t on any of these. Now that our five kids are adults and we’re nearing our “golden years,” I’m just praying I can do the descent without having a face plant. Thank heavens Sun Peaks has the answer. As well as boasting an impressive lineup of multigenerational adventures, this resort 45 minutes from Kamloops caters to every skill level. By the time we reach the top of Sunburst, the clouds have dispersed and we have a panorama of the second-largest B.C. ski resort. One-hundred-and-twenty-two runs scrawl over 3,678 acres (1,488 hectares) and interconnect with 30 kilometres of Nordic track, two alpine bowls and 12 glades. They also come in varied grades so even us grey-haired folk can get down. While my husband and I glide the groomers, two of our crew head for the untracked fringes, another gravitates to the glades and overactive Shaun gets big air from every big bump. From Sundance to the high reaches of Crystal, we start and finish together yet customize our own way down. The snow is featherlight and every line is effortless — even those at the base of each chair. It helps to have direction from the acclaimed gold medalist and Senator Nancy Greene later in the day. At 1 p.m. on most weekends, this Sun Peaks ambassador meets any skiers who want to tag along.

“Let’s give Burfield a try,” Shaun suggests after getting tips from this pro. “It has lots of black diamonds.” I can vouch for this fact. Back in my teens when it was Tod Mountain, it was the longest chairlift in North America — and one of the toughest. I quickly pass on this pitch and do an about-face towards the alpine village. With any luck, our hot tub will be vacant. We’ve booked into the centrally located Kookaburra Lodge and a spacious suite that has enough perks to please any clan. Steam showers, super-sized TVs, pillow-top beds — did I mention the soothing hot tub? My rubbery legs can hardly wait. “Wanna go dogsledding, Mom?” I forget about our non-skier son and when I return, he’s flipping through a brochure. I’d like to find some solace, but I can’t recall the last time my 22-year-old asked me to do something with him. I don’t have much musclepower left, but how hard can getting pulled by Alaskan huskies be? Not as easy as you might think. Even though our experienced guides, Philippe and Leandra Brient, teach us everything from harnessing to handling, this activity is not your typical walk in a dog park. These canines really move. After one demonstration, my son proudly harnesses his team. But my mind’s still on all the commands — don’t let the ropes slack, brake here, push there. I’m starting to wonder if this quintessentially Canadian experience is something I can muster. Or musher. But after Philippe revs up his guiding snowmobile, there’s no holding back. Snow flies, tails wag, I sweat. Our narrow route is flanked by snow-clad evergreens and aside from the huffing pups, the air is still, serene. By the time we do the return loop, I’m feeling like Inuit Jane — and a lot more connected to my son.

New winemaker at Road 13 has a wealth of experience

oad 13 Vineyards has made huge strides in the quality of its wines in the past five years under winemaker Michael Bartier. Bartier has now left to begin his own dreams in the wine industry, and new winemaker J-M (Jean-Martin) Bouchard has taken over the reins as head winemaker. I see only good things emerging from Road 13 as Bouchard has winemaking experience from not only the new world, but France and Germany as well. I recently interviewed Bouchard and spoke to him about the future of Road 13. Bouchard has worked in the cellars of some of the

most prestigious wineries in the world, including as assistant winemaker at Penfolds in Australia. There, he honed his red winemaking skills at a winery that produces one of the world’s most famous wines: Grange, a wine that put Australia on the map as a serious world-class producer. He also worked at Torbreck, a winery that I believe makes some of the best terroirdriven and iconic wines in Australia (terroir refers to the characteristic taste and flavour imparted to a wine by the environment in which it is produced). Add to these stints at wineries in Alsace, France, Hidden Bench winery in Ontario and

For the Heritage Woods senior boys Kodiaks, last year’s undefeated run through the regular season not only earned them their first league senior hoops crown, but also some well-deserved respect from their district brethren. Although the Fraser Valley North has been reconfigured once more, with powerhouses Terry Fox and Pitt Meadows once again part of the loop, the tough challenge of defending last year’s title is something the Kodiaks have set their sights on. On Tuesday, the Kodiaks kicked off the 2011 regular season by pulling out a thrilling 48-47 victory over the Gleneagle Talons. Mitch Ligertwood drained a sixfoot shot off the backboard with just five seconds left on the clock for the difference. The Talons had a last-gasp play to run but couldn’t convert giving Heritage its first win of the season. Mo Dadfar led the Kodiaks with 14 points, while guard Brandon Lau chipping in eight. Prior to the league opener, the Port Moody-based squad experienced a good showing at the St. Thomas More Chancellor tournament last week, finishing fifth thanks to a 7459 decision over Fleetwood Park. They began the four-day series by besting Penticton 55-31, and suffered their lone loss, 74-67 to Argyle, on Day 2. Heritage rebounded with a rollercoaster 75-72 decision over Handsworth to give them the bounce needed for the fifth-place showdown. “What did we learn from the Argyle game? Don’t full-court press for an entire game in the first game of a big tournament,” remarked Kodiaks coach Chris Martin. “We’re really a team of 16-year-olds with some key seniors, so they are hot and cold. Argyle came at us and we couldn’t improve on what we had going.” The victory over Handsworth gave a good glimpse of two unranked teams who are capable of delivering a surprise.  CONT. Starting the new year off with a bang, the Port Moody under12 boys AC Selects were in fine form as they blasted Whalley 7-0 in minor soccer action. Wrapping up the scoring were Avery Daniels and Reshad Ziauddin, who also earned three assists.
