Shaw Communications has put plans to install a cellular phone tower at a Tsawwassen church property on hold — for now. Talks had taken place between the communications giant and Benediction Lutheran Church at 56th Street and 6th Avenue regarding the possibility of installing a tower. Several concerned residents voiced their opposition over the prospect to the Optimist, while Delta council has also been made aware of the situation and expressed its own concerns. However, Shaw Communications, which has been planning to launch a cellphone network after spending $189 million on 18 wireless licences, covering mostly Western Canada, is taking a step back from the Tsawwassen church site for the time being. Cam Kernahan, Shaw’s group vice-president of wireless and business, said the plan to have See TOWER page 3
Leadership candidate Kevin Falcon made a campaign stop in Delta South Friday, telling fellow Liberals he’s the one best suited to lead the next provincial government. Speaking to riding association members at the Delta Town & Country Inn in Ladner, the former transportation minister, who was introduced as the next premier by school board chair Dale Saip, said he has the skills to not only lead a coalition but also make the tough decisions. “The one thing we have to think about is our coalition because our party is and always has been a coalition of people who might belong to the federal Liberal party, they might be federal Conservatives, they could be former Reformers, but they all come together under our big tent,” Falcon told the audience of around 30 people. “There’s one thing they can all agree on, and that’s we do not want to allow, ever, the NDP to get anywhere near the levers of power in British Columbia again.” Falcon called the constituents a “hiring committee” that must select a leader who is capable of turning good ideas into action. First elected in 2001, the Surrey-Cloverdale MLA went over some of his accomplishments in various portfolios. He noted health care is a particularly challenging area for B.C. due to rising costs and an aging population, however, he said there are opportunities that should be pursued. He then answered some questions from audience members, including a query from Coun. Bruce McDonald, who sits on the South Fraser Community Rail Task Force.

Kevin Falcon addressed Delta South Liberals at the Delta Town & Country Inn yesterday morning. McDonald, who was wearing a Falcon button, asked for support for light rail, noting it’s the only way communities in the Fraser Valley could get rapid transit. Noting that using the old inter-
urban lines for light rail means stops will have to be made at every red light, compared to an above-grade rapid transit system, Falcon said “good evidence and a strong businesses case” are

Opportunities abound for band TFN Economic Development Corporation CEO tells chamber members of retail, residential and industrial plans BY
DAVE WILLIS
dwillis@delta-optimist.com
There could be an announcement coming soon about a 100-acre commercial development, says Tsawwassen First Nation Economic Development Corporation CEO Chris Hartman. “We have been talking with a number of developers but one in particular has an awful lot of experience developing shopping centres and big box stores on other First Nations lands,” Hartman told a Delta Chamber of Commerce luncheon Wednesday in Ladner. Those talks are progressing very well, he said. “It allows for the opportunity to have a facility that is really not anywhere close. Therefore we believe it’s going to become a destination,” he told the audience at the Delta Town & Country Inn. “There’s still some work to do. The nice thing is we’re moving forward. I’m confident enough to say we’re going to have an announcement,” Hartman told the Optimist after the meeting. TFN members approved the lease of up to 100 acres along Highway 17 for a potential retail development of up to one million square feet, the Optimist reported last week.

Hartman said residential lands “are the real wonderful opportunity here” and that he couldn’t say enough about the attractiveness of the community. “There’s an awful lot of things TFN is working with right now in terms of moving this from land and a piece of paper to the best little seaside community in all of Canada,” he said. Hartman was asked dur-

We haven’t talked with any of the (Delta) planning people because typically what we do is we go through a process of looking at the technical viability and possible
options,” he explained. “We talk to potential landlords and once we get somebody that’s interested, we talk to the municipality and let them know what we’re planning on doing. We actually follow their practices and/or the Industry Canada practices around notification of residents.” Kernahan said there are often “subtle changes in

ing the question and answer portion of the meeting about the projected population growth with the current plans. He said with the plan in front of the TFN legislature, with somewhere in the range of 1,600 to 1,800 homes on what would amount to about 300 to 350 acres, population growth would be in the range of 3,000 to 4,000 people.
Hartman noted the TFN has received stimulus funding from Canada’s infrastructure program. “We’ve been busily putting that to work by servicing the first 100 acres of the industrial park. That work will be done by spring of this year.” A groundbreaking for the industrial park, called the Tsawwassen Gateway Logistics Centre, was held
last June. Hartman described the TFN’s April 2009 treaty as a toolbox and an opportunity to turn obstacles into opportunities. “I think it’s fair to say when you look at some of the things that have progressed since then, both in the government side and economic development corporation side, all starting from effectively nothing,
we’ve progressed a long way but it only sets a pattern for where we want to go.” The treaty gave the TFN the chance to control the development of their land, he said. “We can do a handshake deal with anyone in this room and we don’t have to go back to Ottawa to get them to bless it,” Hartman said.
strategy and deployment” as a new wireless system is rolled out. Shaw plans to have wireless coverage in a “major service area” by 2012, although Kernahan wouldn’t specify if that meant Metro Vancouver. He also noted the church property could come up again in the evolving wireless plan but there isn’t a specific timeframe when that could happen. Noting cell towers are regulated by the CRTC,
Delta community planning director Tom Leathem said in a recent interview there’s little a municipality can do to stop the installation of a tower as long as it meets code requirements of a building permit application. It’s a message he reiterated this week at Delta council when the subject was raised by Coun. Ian Paton, who noted he’s been getting calls from concerned residents wanting council to block the application. Leathem said municipal
powers are “very limited” and civic zoning is “expressly prohibited” from regulating cell towers. Most municipalities, though, want to have more control, he said. Delta wants a resolution passed at this June’s Federation of Canadian Municipalities convention calling on senior government to allow local governments to control the location, height and appearance of wireless communication structures that impact or
may impact residential communities. As far as Shaw’s move into the wireless market, the company is well behind the likes of Telus, Bell and Rogers, which are all established and have infrastructure operating. Kernahan said there’s an advantage coming into the market later. When asked how many cell towers they’d need to install, he answered it depends on many technical factors and demand.
director Rob Butler asked about the ongoing issue farm families still face at Brunswick Point, where the Tsawwassen First Nation has first right of refusal to acquire those lands. Falcon said he’d need to look into that matter too. Falcon also offered assurances when asked by Noel Roddick that irrigation improvements for local farmers would be in place as part of the mitigation
measures for the South Fraser Perimeter Road. Falcon, who noted his team has managed to sign up 20,000 new party members, picked up endorsements from cabinet ministers Ida Chong, Margaret MacDiarmid and Colin Hansen this week. That brings his support to 11 cabinet ministers and 19 caucus members. Rival leadership candidate George Abbott, who
also has the support of 19 MLAs, has been endorsed by Moira Stilwell and Ed Mayne, who have both dropped out of the leadership race. Falcon said he was pleased to learn that Abbott endorsed him as a good second choice on the leadership ballot. Also remaining in the leadership contest are Mike de Jong and Christy Clark. Falcon’s visit means all four
have now made a stop in Delta South. The vote will be held Feb. 26. Roddick said the Liberal membership in Delta South has increased in the past couple of months from just over 300 to more than 1,300. She said she wouldn’t be surprised if that number reaches or surpasses the alltime high of around 1,500 back in 1999.

An emotional take on heart disease Retired psychologist says physical factors are vitally important, but don’t overlook the mental issues BY

A former South Delta doctor is hoping to help people change their minds when it comes to heart health. February is National Heart Health Awareness Month and Dr. Larry McConnell, a founding member of Delta Family Services, is reminding people of the importance emotions play is the battle against heart disease. He said the emphasis on the physical factors of treating and preventing heart disease should not come at the expense of emotional issues. “Of course, high blood pressure, excess weight and extreme cholesterol levels must be brought under control, but so must your emotional world,” he said. “Ignoring the physical indicators of heart problems increases your risk, but that risk increases even more when combined with debilitating personality traits such as anger, high anxiety and negative stress.”
The Anger Barometer Rarely
McConnell, a retired psychologist, has firsthand experience with heart problems. He had his first heart attack, a major coronary, at 38. His second came three years later at age 41 and put him in cardiac arrest. He said he had to learn to deal with his own anger issues as he recovered. For each question that you answer 'rarely,' mark 1; mark 2 for 'often,' and mark 3 for 'very often'. Add up the totals for each column. The three totals added together is your score. The lowest possible score is 15, the highest 45. If your overall score is under 20, you are probably a fairly low key person when it comes to anger. If you scored from 20 to 35, you are encouraged to take a serious look at how you are dealing with the normal trials and tribulations of life. If your score is over 35, it is a good indication that your anger button is overactive and probably not doing you much good. about it or where to start. I always tell them to start by looking at their anger levels because anger and healthy hearts definitely do not mix.” McConnell has designed a questionnaire — the Anger Barometer — to help people assess their anger issues. Once an anger problem has been identified, he said, he recommends finding a
“helper” — usually a good friend who will give you feedback you might not want to hear — and sitting down to figure out any specific triggers. “I think anger is the most debilitating emotion,” he said. “The bad thing about anger is that it’s no good for you but the good thing is you can do something about it.” The final stage is
working to change angry responses by learning how to eliminate angry thoughts. “If you don’t have angry thoughts, you won’t feel angry,” he said. While the program can seem daunting, McConnell said the peace and contentment that follow make the effort worthwhile. Cardiac Champs is available online at www.amazon. com.

Politicians reject Deltassist request to double funding SANDOR GYARMATI
The municipality has declined a request from Deltassist for increased funding. The non-profit social services agency, which has been providing services to Delta residents since 1972, had asked that its current $29,000 level be doubled to $58,000, and doubled again in 2012 to $116,000. Delta council last week turned down the request but forwarded it to next year’s budget discussions. Saying the request perhaps could have been submitted even earlier for consideration, Deltassist executive director Doug Sabourin was disappointed with the decision. “It (request) really reflects the services Delta gets. The fact is, Deltassist has really built up its services over the years and the people in Delta really get good value,” he said. Deltassist provides a wide array of services, including counseling, information and referral, emer-
gency food and transportation, the Toy Depot and Christmas hamper projects, and income tax assistance. Other services include volunteers providing shopping, phone support, driving and visiting services for seniors. Noting the funding it receives from Delta works out to about 30 cents per resident, Sabourin said it’s uncertain whether the $80,000 it gets in a provincial gaming grant will continue. “From our perspective, we certainly believe we’re at least raising the politicians’ awareness of how we provide services in this community. All of the services we provide are absolutely no cost to people,” he said. In a letter to council, Sabourin noted an example of what Deltassist does could be seen following the apartment fires in Ladner and North Delta in the past year. MURPHY’S LAW You could see this one coming. Civic officials made some noise late last month when they mused about the prospect of splitting from TransLink to get better bang for our transportation buck. The discussion was prompted by TransLink’s efforts to extract more from homeowners’ wallets to pay for, among other things, an extension of the SkyTrain system into Coquitlam. Now, if you’re a resident of the Tri Cities, or even to the east of there in Pitt Meadows and Maple Ridge, you probably think paying a bit more (TransLink proposed a couple of funding options that would add either $36 or $62 to the property tax bill of the average home) to fund the $1.4-billion Evergreen Line isn’t a bad deal. Getting rapid transit in your back yard is a coup that makes commuting to the city a far more pleasant proposition, so it’s only natural those who stand to directly benefit from SkyTrain don’t mind shelling out a little more. But for those municipalities, like Delta, which are being asked to cough up without the requisite return in service, it’s a much harder sell, hence council’s discussion about breaking free along with other south of Fraser jurisdictions. Whether anything comes out of such talk remains to be seen, but the fact we’ve reached this point shouldn’t come as any great surprise. When you’re at the end of the road, and your population is insignificant in comparison to the region as a whole, it doesn’t take a crystal ball to figure out you just might get the short end of the stick when it comes to transit services. In fact, this very real concern was raised at a Delta council meeting that took place 13 years ago last week. The meeting was held to decide whether Delta should join the Greater Vancouver Transportation Authority, which TransLink was known as at the time, and all of eight members of the public showed up to speak on this weighty matter. In minutes I was sent this week by a keen civic observer, at least three people expressed reservations about the proposed arrangement, concerned over costs, services and the like. There was a worry this new transportation entity would use the entire region as a funding source, but focus its efforts on the high population areas north of the Fraser River. That apprehension wasn’t necessarily shared by civic politicians of the day, so Delta, like every other Greater Vancouver municipality, jumped on board for the ride. Whether we get off is still up in the air.
Price tag to make Southlands viable needs to be disclosed MIKE SCHNEIDER
COMMUNITY COMMENT A new era in the Southlands discussion begins. A Hail Mary pass to the ALC seems the best our government can do. Is the ALC now a dumping ground for land issues that are apparently too complex for our mayor and council to deal with? Is this the way local government is supposed to work? For those of you that think things are “clear” now, you may want to dig a little deeper to understand the process. Let’s say that after a public hearing in the first week of March that Delta council decides to make an application to the Agricultural Land Commission to place the Southlands back in the ALR. This public hearing is a requirement for filing the inclusion application with the ALC. Let’s fast forward, and for argument’s sake, say the ALC does
accept the application and the land somehow magically goes back in to the ALR. This is not the most likely of scenarios but let’s play along for the moment. All right, now you have the council recommendation fulfilled. What happens next? Delta staff members have suggested the land be properly enabled to ensure agriculture is a viable use of the land. When Delta staff say they will need to upgrade the irrigation on the land to make it agriculturally viable, are they being sincere? Or, is this just window dressing for an ALC application? We are not talking about digging a ditch or two here. We are talking about major deficiencies in irrigation and drainage that were arguments made by Delta in support of taking the Southlands out of the ALR and that, in fact, convinced the province to do so. It is likely the ALC will make it a condition of inclusion that Delta fix these problems. No estimate exists, but bringing Fraser River water to the Southlands, now enjoyed by every other farm area in Delta, will likely involve a connection through Beach Grove to those river-fed ditches north of Beach Grove.

Does staff or council know what the financial considerations are in ensuring this land becomes suitable for viable agricultural operations? This figure, or at least an approximate one, should be articulated at the public hearing so we are all up to speed, don’t you think? I wonder if Deltans may be concerned about the tax implications of making this land “farmable?” Who is going to be on the hook for what? In the several plans presented to Delta previously by the landowner, those crucial multi-million dollar costs would have been absorbed as an overall part of the project at no cost to Delta taxpayers. Additionally, the Right to Farm Act would be a good topic for the hearing so we all have a better understanding of the greenhouses, animal feedlots or chicken coops that would then be allowed on an ALR Southlands. Nighttime lights, noise from cannons, crazy traffic implications all need to be considered. OK citizens of Delta, you have 10 days to get up to snuff. Here is another hypothetical question relating to this matter: What if the ALC votes against inclusion?

farmers are getting older and young people have a hard time entering farming.” Her solution was for “B.C. universities and colleges to come together, with support from local, provincial and federal governments, to acquire and run the Southlands as an apprenticeship cooperative, a space where people who want to farm are given a plot of land, assigned a farm mentor (someone they could call for advice in the farm community of Delta), have access to support from institutional partners and
spend two to three years running their own show, working in cooperation with peers to gain experience in cropping, livestock, farm machinery operation and repair, etc.” She continues that an “organic-only mandate would assure area residents of a continuous supply of fresh, nutritious food.” To me, this is a win-win solution to this problem of the Southlands that has faced us since we moved to this community over 20 years ago. Editor: Kudos to our chief administrative officer, George Harvie, for proposing that the Southlands be put back in the ALR and to the mayor and council for supporting same. MLA’S REPORT Last Tuesday’s “status quo” budget continues some disturbing trends. Some are related to government policy, others remind us the economy is still shaky. Still others tell us we can’t necessarily trust the numbers. The contingency now totals $600 million. That is a lot of unbudgeted free play within the system. It also leaves the incoming Liberal leader with enviable flexibility. In addition to the contingency, there is a cushion of $350 million (the “forecast allowance”). The accounts total roughly $2.5 billion over the next three years: unallocated dollars for unpredictable times. The tax burden continues to shift from businesses and corporations to individuals. Corporate income taxes are cut again and next year the small business tax rate falls to zero. These moves are intended to boost our economic competitiveness and I want to support them. Yet user fees such as MSP premiums, electricity rates and post-secondary tuition have increased substantially. The harmonized sales tax also shifts $1.9 billion from the business sector onto individuals. The carbon tax is another example of this shifting tax burden. Government swore it was “revenue neutral.” In other words, it would impose a tax on carbon emissions but reduce taxes elsewhere. In year one, individuals received twothirds of the tax cuts and businesses one-third. Yet by budget 2014, this ratio will have reversed. And to top it all off, the rebates (“tax measures”) cost more than the carbon tax takes in: the net loss to
the treasury is $242 million — more than the ministries of environment and forests combined! Good policy or fiscal folly? There may be sound economic theory behind this shifting tax burden, but the government should stop pretending it is the saviour of the over-taxed. We suffer from enough doublespeak. And with resource revenues budgeted to drop again, how much more can we take? We need some honest talk not only about the state of the province, but also about our role in securing its future. The budget sadly continues cuts to the Agricultural Land Commission: the ALC budget decreased 5.5 per cent. This is in spite of the auditor general’s report that previous cuts had left the ALC without the basic resources to fulfill its mandate. The government’s continuing lack of support for the ALR is deeply troubling. Crown prosecutor and court services budgets were cut so dramatically there is no hope our legal system can function efficiently. The government says it is waiting for a report on the system before it acts. I am afraid that will be too late and cost too much. Already, court services are struggling to get the job done at all. Along with the cuts to Legal Aid, I am profoundly worried that access to justice has become a right of the past and a privilege of the well off. The bright spot? Arts and culture grants are back. The worst worry? Our growing, crippling debt. The budget (which has not yet passed) will likely be amended when the house returns. We can only hope a new premier will have different priorities. Meanwhile, a “supply bill” that allows government to operate for a short period of time was passed. It will have to do for now.

Healthy minds I’ve recently met numerous persons seeking help with mental health issues. They regularly hit the wall of limited resources, long waits and closed hearts. I’ve lived with depression and anxiety, the “black dog” (Winston Churchill), as long as I can remember. We will all encounter at least one person over our lifetime with mental health issues. Twenty per cent of Canadians, regardless of culture, age, education or income, suffer a mental illness. With children and youth, mental illness is often passed off as a “stage” they’ll grow out of. Canada’s youth suicide rate is the third worst in the industrialized world. Insensitivity, stigma and fear abound to those going through this “dark night.” The sympathy we

would automatically give to a broken limb or cancer is often lacking. The causes of mental illness in Jesus’ day were understood to be demon possession and punishment from God for some wrong action. This enabled people to legitimately turn their back on them. In the 21st century, we may have moved far beyond superstition yet we have miles to go in providing resources and support to the mentally ill comparable to other more palatable diseases. When the people of B.C. and their governments prioritize the expansion of gambling as a higher “good” than funding a functioning mental health system, we should be ashamed. The commission announced the Heritage Award of Merit is being conferred to Terry Bremner for the restoration of the Seymour Huff Residence and Barn. Bremner opened Wellbrook Winery on the 55-acre property in 2004, restoring a century-old grainery and converting it into the company’s retail and tasting facility. Wellbrook specializes in fruit wines and juices. The Heritage Award of Merit plaque will be presented by Mayor Lois Jackson at the Seymour Huff Residence and Barn (Wellbrook Winery), 462688th St., on Monday at 11
a.m. Friends of Heritage Awards are being presented to the following individuals for their commitment and contribution to Delta’s heritage: • Wayne Oliver, founder of the Village Chronicler; • Kathy Bossort, former archivist of the Delta Museum and Archives Society; and • Robert Butler and Gordon Ellis for their leadership in organizing the 2010 Westham 100 celebration. The Heritage Award of Merit and the Friends of Heritage Award certificates will be presented at a ceremony during the Delta council meeting on Monday at 7 p.m. at Kennedy Seniors Recreation Centre in North Delta. “Heritage is such an integral part of Delta and it is truly great to see members of our community striving to preserve and promote our heritage,” said Jackson.

The Cammidge House Committee will be celebrating Heritage Day next Sunday. This year’s theme is the conservation of parks, said Cammidge House Committee chair Geof Hacker. “We’re going to put on a small exhibit of the parks of South Delta,” he said. The committee is working with the Delta Museum and Archives and Metro Vancouver’s parks department to put together the exhibit, which will include photos and an historical look at some local parks. “We’ve chosen four parks from Ladner and four parks from Tsawwassen,” Hacker said. One of those is Tsawwassen’s Diefenbaker Park. “I didn’t realize Diefenbaker Park was a gravel pit at one time,” Hacker said, commenting on some of the things he’s

andy Vannatter is putting together a big Oscar bash in Ladner next Sunday. “It’s a lot more fun than being at home by yourself ” to watch the movie industry’s annual awards show, he says. The event, to be held at Cedar Park Church, will include a three-course dinner catered by the Bread Garden, non-alcoholic wines, a silent auction and an Oscar ballot contest. The awards telecast will be shown on a 10-by-12-foot screen. “We’ll have a giant, jumbo screen,” Vannatter says. The contest is a big part of the event, he notes. “Basically, you’re up against everyone else in the room to guess who wins the Oscars.” Every single award given out on the telecast is part of the contest and some of more obscure awards are worth fewer points than more well known categories. “We give updates

thing about movies.” The top 10 winners in the ballot contest get a replica Oscar trophy. Vannatter, a Ladner resident who has his own tour-
ism guidebook business, is a big fan of movies. He says he got the idea for an Oscar party after attending his friend’s private event to watch the awards.

Youth jazz concert next week The next installment of the Delta Arts Council’s Young People’s Concert Series will showcase young musicians in a full jazz program. The show is set for Saturday, Feb. 26 at 7:30 p.m. at the Tsawwassen Arts Centre. The Delta Community Music School’s Junior Jazz ensemble, currently directed by Brad Muirhead, will perform several tunes, highlighting its improvisational skills. This jazz combo meets weekly at the music school and many of its members have participated in the annual South Delta Jazz Festival and performed in concerts in the community. Vancouver jazz pianist Gustav Joseph returns to the series with his love of live performances and spontaneous improvisations. Joseph actively performs in venues such as Vancouver East Cultural Centre, Victoria’s Centennial Square and on CBC Radio. Several rising stars from South Delta, including
outstanding young singers Karalee Congo, Camille Garvey and Caitlin Toom, will be on the program. A South Delta Secondary Grade 12 student and longtime member of the South Delta Sounds Choir, Congo is a natural at the piano, having studied it for the last 10 years, and enjoys singing in the jazz, blues and pop genres. Winning the title “Best Senior Jazz Vocalist” in the Envision Jazz Festival and hoping to pursue jazz music studies at Capilano College following high school, Garvey currently sings in a jazz combo. Audiences will get to enjoy her warm and sultry voice. Always a crowd pleaser on the Tsawwassen stage, Toom, a composer and multi-instrumentalist (including drummer, guitarist, pianist and harmonica player), will perform several songs that will sweep the audiences off their feet with her sweet and organic voice. Presently studying jazz
and contemporary voice at Vancouver Community College’s School of Music, Toom intends to become a professional performer and music teacher. Having toured with jazz and concert choirs in Canada and the U.S., Toom has been an active member of numerous ensembles, ranging from a traditional SUBMITTED PHOTO big band orchesCaitlin Toom is among the tra to solo acousyoung performers in next tic folk, blues and week’s concert. jazz. A look into Australia’s prison past Trip to historic Fremantle must include tour of former facility ou don’t often get to tour a maximum-security prison that captures Australia’s convict history and still housed offenders less than 20 years ago. Getting up close and personal with the hangman’s noose leaves an indelible impression — fortunately now only in the mind and not on the neck. The first convicts, originally from England, arrived in 1850 as a labour force to build the infrastructure for the Swan River Colony based in nearby Perth, here in Western Australia. One of their first projects was the Convict Establishment, later called Fremantle Prison and used as a maximum-security prison until 1991. Prisoners who attempted to escape were flogged and locked in solitary confinement on a diet of bread and water. There were 12 punishment cells and six windowless “dark” cells. Stays in solitary were between one and six months.
Heaven was brought in to the shelter by a really nice family who noticed she had been hanging around for a few days. We believe she had been abandoned by her previous owners as no one ever came to get her. Heaven is so silly and will keep you laughing! She loves getting affection from people, but doesn't like it when you stop! Go to Ladner Animal Hospital and visit Heaven; this gorgeous gal will steal your heart!

After 1886, solitary sentences were restricted to a maximum of 28 days. Difficult convicts were often sentenced up to 100 lashes. Flogging instruments included the cat-o’-nine-tails, a whip with nine knotted strands or cords, and the birch, a bundle of long birch twigs bound together by cord. The last flogging with the cat-o’-nine-tails occurred in 1943 when a prisoner received 25 lashes. A prisoner received 12 strokes of the birch in 1962. Corporal punishment and hard labour were finally abolished in 1993, two years after Fremantle Prison shut down. Tried and convicted for murder, serial killer Eric Edgar Cooke was hanged at Fremantle Prison in 1964, the last man to face capital punishment in Western Australia. The prison is now a popular, award-winning tourist attraction, offering several tours: Doing Time, Great Escapes, Tunnels and Torchlight. With a population of only 25,000, historic Fremantle nevertheless has a lively cafe nightlife as well as beaches that, along with others up and down the coast, have had their share of Australia’s shark attacks and fatalities — some occurring close to shore. However, Australia as a whole averages only one shark fatality a year (usually on par with the U.S.) compared to, in 2005 for example, three deaths from bee stings. Western Australia fronts the Indian Ocean and accounts for more than one-third of Australia’s total 34,000-kilometre coastline. It’s closer to Bali in Indonesia than to Australia’s major centres such as Sydney on the east coast. Perth, a city of 1.7 million (Western Australia has 2.3 million), is on the Swan River, a 15-minute drive from a string of sand and surf ocean beaches from Scarborough to Cottesloe, just north of Fremantle. Perth is slower and quieter than its east coast sisters (Sydney has 4.5 million people). But both the city and the state are enjoying an economic and population boom, thanks to growth in the mining sec-

For many retirees, securing a safe and reliable income stream is top priority. In fact, a good financial plan should have strategies in place to achieve this. However, with the shift in today’s interest rates, GICs alone may not generate enough income to support your retirement lifestyle. Here are three useful tips to help you get your retirement portfolio back on track. 1. Since GIC rates are at all time lows, look for alternatives that offer better income with similar investment stability. 2. Talk to your advisor about wealth management strategies that can enhance your retirement income and overall wealth. 3. Keep more of your investment income with tax-smart strategies like generating income from a Tax-Free Savings Account (TFSA).

The March Hare Band is returning to the KinVillage Community Centre. “It’s more than a dance, it’s a fun event and a chance for the boomers to enjoy the music they danced to in their teens,” said John Lusted, director of recreation at the centre. The ‘70s and ‘80s themed dance will be held at the Tsawwassen centre on Saturday, Feb. 26. Jodi Bailey, who is co-ordinator of the event with her mother Cindy Beresford, agreed with Lusted. “It’s often difficult to find somewhere locally which enables the 40- and 50-year-olds to have a night out, enjoy some dancing and perhaps relive the fun they had in their teenage years. We certainly welcome people of all ages to come out, have some fun and enjoy the show,” she said.

Ice Hawks set to face Steelers Grandview takes momentum into series having won last three games BY
MARK BOOTH
mbooth@delta-optimist.com
The Delta Ice Hawks are hoping their fortunes are about to change with a challenging opening round playoff series on the horizon. For the second straight week, the Ice Hawks out played their opponent on home ice but had little to show for their effort — falling 2-1 in overtime to the Richmond Sockeyes. The final meeting of the season between these rivals meant little in the standings as the Sockeyes had locked up first place on the weekend. Still, Delta was looking to gain some momentum heading its quarter-final series with the Grandview Steelers, starting on Tuesday in Ladner (7:30 p.m.). The locals dominated the final 40 minutes and actually broke a scoreless tie when Konrad Sander scored midway through the third period. However, Richmond answered five minutes later when Major Midget call-up Carter Popoff one-timed a shot past Nick Enegren. Rudi Thorsteinson then capped the comeback at the 1:50 mark of overtime.
The Sockeyes received some terrific goaltending from Devin Nijjer and some luck too. At least five shots rattled of goalposts. “The second period we absolutely dominated and the third as well. It’s the nature of the game where you sometimes don’t get the breaks. We didn’t get the fate we deserved tonight but it is what it is,” said Ice Hawks head coach Dave McLellan. The Hawks now get ready for a Grandview team that handed them two losses in the past 10 days, including a 4-2 setback last Sunday. The teams split six regular season meetings with the Steelers winning the last three. “I don’t think they are the perfect scenario for us,” said McLellan. “We have to make sure we tightened up on them and not let them play off the rush. We have to contain that and make it like tonight’s game — control neutral zone and get our forecheck established.” McLellan was somewhat relieved to see Enegren turn in a strong performance between the pipes. It solidified his status as the team’s number one

Delta Ice Hawks Kye Bejaminsen looks to get a shot off in front of Richmond Sockeyes goalie Devin Nijjer during Tuesday’s Pacific International Junior Hockey League game at the Ladner Leisure Centre. The Sockeyes won 2-1 in overtime. goaltender for the postseason. “It gives us a clearer picture of what we want to do moving forward,” he said. “His goaltending was good in a bunch of areas — especially clearing puck and good saves on low
shots.” As for the Sockeyes, their win over Delta made it nine straight, although head coach Judd Lambert was less than thrilled with his team’s performance. “I thought we were flat and they were the hungrier
team throughout the game,” he said. “We got a couple of chances at the end and scored on both of them. “It was one of the first times this season where we needed our goalie to steal us a game. They also hit the post about five or six
times so we got the bounces too and took advantage of our chances.” With the Ladner Leisure Centre unavailable, game three will be played at the South Delta recreation centre next Thursday at 7:45 p.m.
Pacers rout 14th ranked Huskies in league playoffs The Pacers were slated to meet the Seaquam Seahawks last night for third place and are guaranteed to be playing in next week’s Fraser Valley Championships. The Ladner school reached the provincial “AAA” tournament a year ago but wasn’t expected to be a factor this season with only two players returning — Lucas Goosen and Conner Rempel — who saw significant playing time. However, first-year head coach Kenny Ryan still had high expectations.
Tides at Tsawwassen Pacific Standard Time. Height in feet
“Our goal coming into the season was to finish top two in our league, make the Fraser Valley playoffs and finish high enough to get back to the provincials,” said Ryan. “Everyone was on board with that. It’s just taken a little while to play our best basketball.” Backing up Ryan’s claim that his team is better than its record were respectable 11 point losses to North Delta and Tamanawis, the league’s other provincially ranked team.
The Pacers tweaked their three-two zone defence for the North Delta rematch and were in control from the outset. Liam Phagura had a huge night with 31 points, that included some clutch free throws down the stretch. Meanwhile, the South Delta Sun Devils rebounded from 86-71 loss to the Seaquam Seahawks to rout Earl Marriott 93-44. The Devils faced North Delta yesterday for fifth place.

Delta Pacers shocked everyone except themselves at this week’s Fraser Valley South West League senior boys basketball playoffs. The 3-6 Pacers opened play Tuesday with a 77-55 win over Elgin Park then stunned the 14th ranked North Delta Huskies 72-46 on Wednesday. Delta went toe-to-toe with White Rock Christian in Thursday’s semi-final game, with only some late free throws allowing the Warriors to pull away for a 71-60 victory.

Pacers advance in playoffs Shorthanded senior girls team rolls past Pinetree in Valley crossover game BY

It had all the ingredients of being a quick playoff exit for the Delta Pacers yet their march in the Fraser Valley Championships will continue for two more games at least. The senior girls basketball team entered its do-or-die post-season game with the Pinetree Timberwolves Tuesday night minus two key players. Leading rebounder Jesse Holowaty sprained her ankle playing soccer last weekend, while top scorer Megan Trotman was out of town on a pre-planned trip. Playing a sixth place team on home floor wouldn’t be a huge concern if the Timberwolves didn’t happen to reside in the toughest of the four regional leagues
— Fraser Valley North. “It was my first game coaching since Grade 8 without both of them in the line-up said Pacers head
coach Kerrie Trotman. “There was definitely some concern being familiar with other teams in that league.” Trotman was quickly put

to ease as the Pacers opened up an 18-4 first quarter lead and cruised to a relatively easy 64-52 victory. “We got off to a great start then I think got a little fatigued in the second half,” said Trotman who will have her daughter back for the next round and perhaps Holowaty too. “Give them some credit for not quitting too.” Trotman expects her squad to be near the bottom when the 16 remaining Valley teams are seeded. The next round gets underway Monday. The South Delta Sun Devils saw their season end Tuesday with a 110-48 loss to Centennial in a match-up of sixth place (West) and third place (North) teams respectively.

MARGARET (Marnie) BRYANT July 11, 1923 – Feb 13, 2011
Born in Murrayville, BC, to Mary and Robert Macklin, Chief of Police for Langley Municipality, youngest of eight brothers and sisters; Elizabeth, Robert, Anne, James, Alex, Frances and William. Survived by husband Jim, daughters, Barbara Ross (Eric) of Castlegar, BC; Susan Kennedy of Vancouver; and Maureen Smith (Gordon) of Minneapolis, MN. Married 64 years to Jim who will miss her so much. We had many happy times together. Marnie enjoyed dancing at the Kinsmen Recreation Centre, curling and travelling to see her 4 grandchildren and 7 great grandchildren and cruising to Alaska, Hawaii, New Zealand and the Caribbean. Marnie worked in personnel at Boeing Aircraft during World War II and at Crown Zellerbach in Ocean Falls, BC, after the war, where she met and married Jim. They moved to Montreal and then retired back to Beach Grove (Tsawwassen). Marnie charmed everyone she met with her warm sense of humour and fun-loving personality. A Memorial Service will be held at 11:00 am on Wednesday, February 23, 2011, at Delta Funeral Home, 5329 Ladner Trunk Road, Ladner, BC. Reception to follow. In lieu of flowers, donations can be made to the Kinsmen Centre in Tsawwassen, where she enjoyed four great years in their Adult Day Program, or a charity of your choice in her memory. We will miss this remarkable lady! On-line condolences at: www.deltafuneral.ca Delta Funeral Home - (604) 946-6040
DELONG, Emma
Nov. 1922 - Feb. 15, 2011 Emma passed away Tuesday after a lengthy battle with chronic lung disease. She lived in her Ladner home of many years until December 2009. It was then that she moved to the West Shore Laylum Rest Home. Emma was born in Leipzig, Romania and immigrated to Canada with her parents when she was 5 years old. As an adult she lived in Vancouver, Sandspit, Lake Cowichan and Ladner. Emma always had a beloved dog in her home and could be seen gardening in her yard or riding her bicycle into Ladner until mid 2009. Emma was predeceased by her husband Percy in January 1987. She is survived by 9 nieces and nephews throughout Canada, extended family in BC as well as wonderful neighbours (you know who you are!) who were so kind to her, particularly in her last years. Thank you also to Nurse Next Door staff and those at West Shore Laylum Rest Home. Emma requested cremation. A Memorial Tea will be held for Emma on Sunday, February 27 from 2 - 4 pm. Location: Delta Town & Country Inn, Reifel Salon, 6005 Highway 17 (at Highway 99). Condolences to the family or further information at illainlangley@shaw.ca

Devoted wife, Loving mother. Proud Grandmother and Great Grandmother. Crafter extraordinaire. Flora touched many and will be missed by all. Many thanks to the Care Team at Irene Thomas Hospice. Peace. Delta Funeral Home (604) 946-6040
Beloved daughter, sister, wife, mother and grandmother. Predeceased by her husband Archie, parents (Joseph and N a n c y S a w c h u k ), s i s t e r Therese. Survived and sadly missed by her sister Marianne, daughter Louise (Raymond Fung), daughter Lorene (Alan Sudeyko) granddaughters Natasha and Carmen Fung and Leah Sudeyko and many friends and family. Josephine (Josie) was born in Edmonton, Alberta, and spent her early years in Mundare Alberta, helping out in the family general store. She attended the University of Alberta, and began her career in teaching. On June 2, 1954, she married her dear husband Archie and they moved to Rossland, B.C. where Archie worked for the Meteorological Service and Josie taught. Her career was joyfully interrupted when she welcomed her first daughter, Louise, followed by the happy arrival of second daughter Lorene in Edmonton. The family moved to Ottawa in 1960 and Josie returned to teaching in 1962. The family took advantage of their location, with holidays to Florida and the Maritimes. Josie also satisfied her joy for travel with trips with Archie to Russia, Japan, Europe and Mexico. Archie and Josie moved to Tsawwassen in 1981 where they spent the rest of their days. Josie was bereft when Archie passed away suddenly in 2002, but she bravely continued with her passions of gardening, cooking, long walks, trips to Maui and the one pastime dearest to her heart, spending time with her three beloved grandchildren. She was active and independent until close to the end when liver cancer took her life. Many thanks to Dr. Park, the caregivers at Delta Hospital, the wonderful staff and volunteers at the Irene Thomas Hospice and her pastor, who all provided comfort at the end. “Gram” was extremely kind and generous with her time and love for her granddaughters and daughters, whose sorrow at her passing is beyond words. Her spirit and strength will remain in our hearts, never to be forgotten. Service to be held at the Benediction Lutheran Church in Tsawwassen, on Monday February 21, at 2 pm. No flowers by request. In lieu of flowers, donations to the Irene Thomas Hospice in the name of Josephine Novakowski would be appreciated.
PORTER, Caroline Susan
Dec. 21, 1943 - Feb. 15, 2011 Sadly we announce the passing of Caroline Susan Porter (nee Lynn) on February 15th, 2011. Born in Armagh, Northern Ireland on December 21st, 1943, the only child of Kennneth Lynn and Susanna Brice, Caroline studied nursing in Belfast prior to immigrating to Canada in 1967. Caroline raised her four children while working as an R.N. and manager at The Richmond Hospital until her retirement, as well as an elected trustee of the Delta School Board from 1981 to 1993, serving nine of those years as chairwoman. She leaves behind sons Hugh, Patrick and Andrew, daughter Kathryn, son-in-law Patrick and granddaughters Teneille and Kaydra. Caroline touched the lives of all those around her; family, friends and co-workers alike, so we encourage you to celebrate her life. A memorial service with reception to follow will be held Tuesday, February 22nd, 2011 at 2PM at the Richmond Funeral Home, 8420 Cambie Road, Richmond. In lieu of flowers, the family requests donations be made to The Richmond Hospital Foundation or the Canadian Cancer Society. Our sincerest and heartfelt thanks to Doctors Tammy Leung and Nam Nguyen and the nurses of 6 North at The Richmond Hospital for their diligent and caring assistance.

Tim Stephens' Astral Reflections Aries March 21 - April 19: Four weeks of relative solitude, weariness and quietude begin now. “Relative,”because you’re in one of the luckiest periods of your life until June. Even low energy, seclusion won’t prevent bountiful results. Still, be charitable, reconnect with your spirit, deal with government and institutions, and plan. Crucial relationships confront you Sunday/Monday. Two bonds weaken, three are born. Be diplomatic. This brews: a) a new spiritual, compassionate outlook, or b) a wild romantic attraction that’s nine-tenths fantasy. Grab a legal settlement, investment, or intimacy/commitment. Taurus April 20-May 20: Get ready for rising popularity, social delights, optimism, wish fulfillment, entertainment and light romance! You have something to celebrate. Tackle chores Sunday/Monday. Let a brand new career or prestige project flow away: it has little future growth. Something bigger (and more social) is coming. Relationships offer excitement and good luck Tuesday/Wednesday – relocation, business agreements, friendships, new horizons fill these days. Life dives into deeper realms Thursday to Saturday. Your secret plans might be frustrated, or a “sanctuary” is disturbed. Avoid illegalities! Gemini May 21-June 20: Be ambitious over the next four weeks. You could meet someone in a position of power, authority or fame, whose reactions can affect your life. E.g., in a lawsuit, the judge appears. Romance, pleasure, beauty and creative urges lure you Sunday/Monday. A new intellectual, legal or travel project might begin, but let it pass: it has a short future. Tackle chores and health matters Tuesday/Wednesday. Exciting meetings (and perhaps fractious ones) occur Thursday to Saturday morning. One who cheats (even someone you like very much) will be squelched. Saturday holds secrets: look, think!

EDUCATION
Cancer June 21-July 22: The weeks ahead will be mellow yet excited, you’ll feel understanding and compassionate, yet driven. Now to the end of March, strictly avoid legal hassles (unless the law’s your job, in which case you’re approaching a promotion or burst of good business). You might, if single, toy with making a “prestige marriage” – careful. Focus on children, property, security Sunday/Monday. Don’t start a new investment or research project. Romance calls midweek – sure, answer! Chores or health issues loom Thursday to Saturday noon. A partner/competitor steps on the hem of your ambitious garment. Leo July 23-Aug. 22: The weeks ahead hold mysteries, depths, big investments, commitments, critical health factors, lifestyle changes. Your sexual urge rises to the surface – you could dream of marriage with a sexy someone. Marriage based on lust seldom lasts, so consider if this attraction holds mature love also. (It might!) Sunday/Monday bring errands, casual friends. Don’t start a big paperwork or mail project. Home, kids, property are fine midweek. Pleasure calls Thursday/Friday but, as all week, work or home duties tend to overrule travel, romance, legal affairs in a crucial way. Let duties rule. Virgo Aug. 23-Sept. 22: Chase money Sunday/ Monday. A new work project might be discussed or offered, but it will have a short future, so I wouldn’t bother. Many new opportunities, new horizons, are going to appear over the few weeks ahead – wait for these. Errands, friends, communications, details and paperwork flow easily and successfully Tuesday/Wednesday. Obstacles centre on your home, security, real estate or family Thursday to Saturday morning. A partner or more casual relations are growing volatile (to late March). This can bring anger – or love! All week, finances meet communication obstacles.

★ ★ ★ ★ ★ ★ ★ ★ Libra Sept. 23-Oct. 22: A month of work and health concerns starts. Ah, well. Just plod forward. Your energy and charisma surge Sunday/Monday – and it might look like a new romance will spark – but this particular attraction has little future. Be patient: life’s bringing Libra singles a surprising gift – soon, soon. (Perhaps after an impending breakup.) Chase money, call clients, purchase items Tuesday/Wednesday – all’s smooth, fine. Short trips, communications, errands, casual friends, paperwork fill Thursday to Saturday morning – but not peacefully Thursday. A partnership or opportunity might hit a deep snag. Scorpio Oct. 23-Nov. 21: Romance, creative surges, speculative urges, pleasure and beauty fill the weeks ahead – you’re on a winning streak! Still, lie low Sunday/Monday. Rest, contemplate. A domestic or property project (and a “mad love” urge, or a therapy idea) might begin, but it will go nowhere, so let it slip away. Your energy, charisma and effectiveness soar Tuesday/Wednesday! Go forth, impress people, start important projects, ask favours. Shop (and chase money, if so inclined) after 4 p.m. Thursday into Friday, not earlier. All week, workplace communications face obstacles: don’t dismiss pleas. Sagittarius Nov. 22-Dec. 21: The weeks ahead emphasize home, family, security, property. You’re on the verge of big expansions, big luck (especially in schooling and creative matters) and perhaps big romance – so it’s natural that you will end certain approaches, projects and relationships, in order to let new ones in. Do that now, this week, especially Thursday/Friday (and somewhat March 3 to 5). Happiness and hopes fill Sunday/Monday. Retreat from the bustling fray to handle important matters (e.g., admin. chores) Tuesday/Wednesday. Your energy rises late week: pick where you’ll stand (in life).

Feb. 20 - Feb. 26 Capricorn Dec. 22-Jan. 19: The month ahead accents errands, emails, casual friends, meetings, appointments, paperwork. You’re lucky in real estate, home, family and nature now through May, so spend the weeks ahead exercising your curiosity about these, handling associated paperwork, etc. Travel goes well, especially if family or property is involved. You might come to a place you will want to settle in, or which presents property opportunities. Your ambitions stand out Sunday/Monday: DON’T pursue a new career project. Happiness, popularity brighten midweek. Rest and think late week: decide on security goals. Aquarius Jan. 20-Feb. 18: Chase money, buy/sell, contact clients, and make important purchases during the four weeks ahead. Sunday/Monday emphasize higher education, legal affairs, far travel, cultural involvements. Don’t start a new project or relationship in these zones. If you wait, you’ll see that money and practical goals are a better bet. Be ambitious midweek: money and work combine well. Happiness, hope and flirtations enter Thursday to Saturday morning! But these few days also hold a subtle problem: you have to choose between talk and silence, loyalty and curiosity. Retreat later Saturday: rest. Pisces Feb. 19-March 20: Your energy, charisma and effectiveness climb to a peak over the next few weeks. You’ll attract love and attention. Start new projects, ask favours, tackle things that intimidated you before. Your sexual magnetism and determination grow. This is also a lucky money period, so steer your drives in this direction. You could hit a jackpot! But all this week, you might need to choose between prestige and popularity, between ambition and your heart’s wishes. Wishes, popularity are more valuable. Don’t invest Sunday/Monday. Wisdom, gentle love bless you Tuesday/Wednesday. timstephens@shaw.ca • Reading: 416-686-5014
