The Tsawwassen First Nation is moving closer to a major residential development. At an open house Thursday at the TFN Recreation Centre, a new neighbourhood plan for land near the Tsawwassen ferry terminal was unveiled. The land involved is about 110 hectares (270 acres) in an area designated by the TFN as enterprise and community within its overall land use plan. According to a draft of the neighbourhood plan, 1,684 residential units would be built,

including detached homes (50 per cent), townhouses (35 per cent) and apartments (15 per cent). Once completed, they would increase the population on the reserve by 4,381 people. Richard Cook, a consultant and planner who worked on the draft plan, said the document also includes pathways, some retail opportunities, an elementary school and other amenities, including a gymnasium and arts centre, in a village centre. “The way this is arced and with the green space is that the (Tsawwassen) Longhouse is centrally located, so this tells people you’re not in Richmond, you’re

in the Tsawwassen First Nation. So it’s to try to focus on the Longhouse,” said Cook. The Aquilini Group is working with one collection of TFN families wanting to develop its land on 99-year leases, while Colliers International is managing the sale of land for another group of families. The plan would see Tsawwassen Drive closed to highway traffic as a new inter-

section and feeder road further up Highway 17 would be built. There’s also a plan to create a new walkway/bike lane called Great Blue Heron Way connecting the reserve with the rest of Tsawwassen and Ladner. A report on the neighbourhood plan will be presented to the TFN legislature on Tuesday for approval. Following approval of the plan, the next steps would involve a series of detailed infrastructure studies, said Cook. Meanwhile, at a recent Delta Chamber of Commerce presentation, TFN Economic Development Corporation CEO Chris Hartman

said there could soon be an announcement about a 100-acre commercial development. The band has been talking with one developer in particular who has a lot of experience developing shopping centres and big box stores on other First Nations land, he explained. TFN members approved the lease of up to 100 acres along Highway 17 for a potential retail development of up to one million square feet. Jackson hopes summit leads to resolution for Southlands, while Huntington wants process to be seen as fair BY

Delta South MLA Vicki Huntington is hoping the latest twist in the Southlands saga will be seen as a fair process — but worries that might prove difficult. The independent MLA and former five-term Delta councillor has been intently watching the debate over the future of the contentious property. The most controversial element of the proposed Tsawwassen Area Plan recommended Delta apply to the Agricultural Land Commission to have the 538-acre Southlands placed back in the ALR. At the start of the public hearing last week CAO George Harvie said if an application were made, the ALC would determine whether “to include all, some or none of the subject lands in the Agricultural Land Reserve.” He also said that having the land in the reserve wouldn’t change the type of farming operations that could take place, but would provide added protection to keep the land for farming. The public hearing was heading into its fourth night on Monday when Mayor

Mayor Lois Jackson said she heard over and over again during last week’s public hearing that more dialogue is needed before Delta decides whether to make an application to the ALC. Lois Jackson, noting it was clear there was no consensus, announced it would be adjourned until April 14. By then, a newly formed committee of representatives from the community, as well as the major property owner Century Group, would have had a “mayor’s summit” and issued a report. Jackson said Monday the message she heard more than any other was the need for more dialogue before an ALR application. Huntington said the surprise move is highly unusual and she has concerns how it can work if those

involved in the summit aren’t to the liking of either side of the debate. “I’ve never heard of this happening in a public hearing process. Is it going to be a secret, hand-picked group meeting behind closed doors or representative of the best you can get from each category?” asked Huntington. Jackson acknowledged the adjournment was unusual, but said she intends to make sure council has all the information required to make a thoughtful decision. “Yes, this is an unusual step, but I believe it is a necessary one. For the pur-

pose of a public hearing is not just to hear, but to listen,” Jackson told the large audience at municipal hall Monday. “For the past 30 years, the conflict around these lands has threatened to divide this community. It is my hope, and my challenge, that we no longer allow this to happen,” she said. Huntington said she’s concerned the process won’t be seen as “absolutely fair” by either side. “That means you’d need farmers both for and against it. That means having good agrological information and having top-notch envi-

ronmentalists who really understand what the issues are. That means leave the developer in there if they want to reach a compromise,” she said. “I personally think reaching a compromise is absolutely critical. I do not think compromise can be found in this (current Century Group) proposal, it’s probably something else.” Two years ago, Century Group president Sean Hodgins submitted an official community plan amendment application to develop 1,900 residential units on one part of the property, unlike a con-

troversial proposal in the late 1980s that would have covered the entire property with housing. His proposal included 42 per cent (200 acres) given to the municipality for small-scale agriculture. Council, however, returned the application, citing the need to update the area plan and that Metro Vancouver hadn’t completed a new regional plan. Harvie would eventually come up with the recommendation to have the land put back in the ALR. Opponents of the recommendation, who outnumbered speakers in support during the first three days of the public hearing last week, argued Century Group’s development proposal was never given a fair shake. During the public hearing, not much in the way of alternatives were suggested. One of the few came from Boundary Bay resident Rob Johnson, who helped form the B.C. Ecological Agricultural Trust Society. According to the group, it offered Century Group $205 million to buy the Southlands. The group says it would try to secure most of that funding from an Environment Canada program.

Delta to pay consultant again to arrange Ottawa meetings BY

Delta will spend up to $30,000 for a consultant to arrange one-on-one meetings with key federal government staff this spring. Civic politicians unanimously approved a recommendation by staff Monday to hire Tactix Government

Relations and Public Affairs Inc. to secure meetings with federal officials in several departments to discuss a variety of issues. The plan is to have Mayor Lois Jackson and members of Delta council and staff, who would be on their way to the Federation of Canadian Municipalities conference in Halifax June

3 to 6, make a stopover in Ottawa for the meetings. Last year, council agreed to spend up to $22,000 to arrange a series of meetings with federal officials, an expense Metro Vancouver eventually agreed to share. In 2008, Delta officials also went to Ottawa for meetings, spending $12,000 to secure meetings.

A report to council this week noted engaging Tactix for the 2008 and 2010 trips provided contacts and fostered relationships that were key in Delta’s recent infrastructure grant funding successes, resulting in $20 million in funding received. Among the issues Delta officials want to talk about this year include

funding for secondary channel dredging, policing and organized crime, the Roberts Bank port expansion environmental assessment review process, cost-sharing for wastewater treatment facility upgrades and Port Metro Vancouver payment in lieu of taxes. “All of the issues are of local and regional signifi-

cance, and it is important that federal government officials are fully apprised of the issues and engage in meaningful discussions as to what role the federal government may play in resolving those issues,” the report notes. Metro Vancouver will again be asked to split the cost with Delta.

Delta council recently agreed to form a transportation technical advisory committee to address various emerging concerns. Engineering director Steven Lan told council this week just one of the conse-

quences is the possibility of eight million cubic metres of fill being trucked to the reserve. In a recent interview, chamber chairman John Appleby said while it’s difficult to comment until South Deltans have details of exactly what will be built, concerns already exist

about future “choke points” when it comes to traffic and road capacity. He said both Delta and the TFN would be equally impacted unless the road system’s efficiency is somehow improved. The proposed Tsawwassen Area Plan, meanwhile, would be closely affiliated with the popu-

lation projections at the reserve. Delta CAO George Harvie’s recommendation was for a review of the area plan every five or six years as development at the TFN is monitored. On a separate note, former MLA Val Roddick liked what she saw Thursday, but would like

to see some modifications. One of the changes she believes would be advantageous is to have the managed forest area used for agriculture instead. She said it would be an added economic boost for the TFN to have organic small-scale farming and processing opportunities.

A surprise inspiration turned up at the Winskill Aquatic and Fitness Centre Tuesday for a gathering to mark the 100th anniversary of International Women’s Day. Betty Darvell-Jones, who has lived in Tsawwassen since 2001, cycled across Canada, from Tsawwassen to Signal Bay, Newfoundland, at the age of 66 after she rediscovered her thirst for life. “We didn’t even know about her until today,” said Wendy McMillan, organizer of the special event and staff member at the aquatic centre. Court to decide whether officer in fatal crash will stand trial

Preliminary inquiry for Monty Robinson set for next month in Surrey A preliminary inquiry is scheduled for next month to determine if there’s sufficient evidence to take a B.C. RCMP officer to trial on an obstruction of justice charge. The preliminary inquiry in the case against Cpl. Benjamin Monty Robinson, who was involved in a 2008 crash that killed a Tsawwassen man, is scheduled for April 18 to 21 in Surrey Provincial Court. Orion Hutchinson, 21, died on the night of Oct. 25, 2008 after the motorcycle he was driving collided with a Jeep being driven by

Robinson at 6th Avenue and Gilchrist Drive. Robinson is facing one count of attempting to obstruct justice for his actions after the collision. The officer left the scene of the crash, which occurred at about 10:30 p.m., and walked home, a short distance away. He returned 10 minutes later and advised police he had two beers at a party and two shots of vodka at home before returning to the scene. He was arrested and given two breathalyzer tests at 11:56 p.m. and 12:16 a.m. Robinson’s readings registered at .12 and .10. The legal limit is .08.

The coroner’s investigation into the crash found Hutchinson also had alcohol in his system at the time of the crash. “Toxicological analysis of Mr. Hutchinson’s blood revealed a blood alcohol level in excess of the legal limit for operating a motor vehicle,” stated the report signed by coroner Mark Coleman. The coroner’s report goes on to state an engineering investigation into the crash indicated Robinson was travelling between 24 and 29 km/h, while Hutchinson was travelling between 66 and 96 km/h. “Speed and alcohol intoxication on the part of

Mr. Hutchinson were contributing factors,” the report stated. “Alcohol intoxication on the part of the driver of the Jeep is also believed to be a contributing factor.” Next month’s preliminary inquiry will determine whether the Crown has enough evidence to proceed to trial. If the judge deems there is enough evidence for a possible conviction, Robinson has elected for a trial before a judge and jury in B.C. Supreme Court. Crown prosecutor Geoff Baragar told the court Wednesday morning he expects to call up to 13 witnesses during the preliminary inquiry.

Ladner man arrested for threatening roommate with a rifle BY

A Ladner man is facing charges after a disagreement with his roommate last weekend. Police were called to a

residence in the 4400-block of 52A Street just before 5 p.m. Saturday after a disagreement between two roommates resulted in one threatening the other with a rifle. The victim managed to

wrestle the weapon away from the accused and called police. When officers arrived at the home, the victim came out and turned over the firearm. The accused, a 61-yearold, was contacted by phone

and after a brief discussion surrendered to police. He was arrested and is facing possible charges of pointing a firearm and uttering threats. The accused was held in police custody.

Delta finds cash to share costs for three school playgrounds

“The goal for every adoption is to find a loving home for our animals,” says shelter manager Sarah Lowe. “The Meet Your Match Feline-ality program helps us do that.” Meet Your Match is a program established by the American SPCA that was introduced last year to the Delta shelter. The program involves matching the expectations and lifestyles of potential adopters with the behaviours and personalities of shelter cats. “The whole community benefits when we can successfully place animals in

Delta council agreed this week to dip into the municipality’s contingency budget to help fund playground upgrades at three South Delta elementary schools. A total of $75,000 will be allocated to Holly ($35,000), Hawthorne ($32,000) and Beach Grove ($8,000) for cost-sharing projects. The council/school board liaison committee recently looked at a potential list of high priority projects that need funding and came

back with the recommendation. A memo to parks and recreation director Ken Kuntz from school district deputy superintendent Garnet Ayres noted the schools on the top of the list are “shovel ready” projects, although the fundraising by Hawthorne parents is still underway and expected to be completed this spring. The lack of municipal money for the cost-sharing projects was recently raised by the parent advisory committee at Holly in East Ladner, which was alarmed after finding out the Delta

playground equipment budget for 2011 had already been cleaned out. That was due to council agreeing to provide $130,000 in a costsharing arrangement with the Tsawwassen Rotary Club, which is building a $275,000 waterpark at Diefenbaker Park. The school district also identified four additional sites that can be considered high priority for 2012 - Richardson, Jarvis, Hellings and Port Guichon. The playgrounds at Jarvis and Hellings were listed as “failing” in a report to council.

MURPHY’S LAW They’ve been tasked to do something no one has been able to accomplish for the last 30 years, but looking on the bright side, they’ve got a whole month to get it done. When Mayor Lois Jackson adjourned the public hearing earlier this week on the proposal to return the Southlands to the ALR, she announced the creation of a summit that aims to find common ground on Tsawwassen’s most contentious piece of real estate. To suggest the 10 members of this panel have their work cut out is akin to saying Charlie Sheen is just going through a rough patch. After doing its best to ignore the elephant in the room for the last two years, it’s heartening that Delta is actually willing to sit across the table from Century Group president Sean Hodgins and discuss his vision for the property. Others with an interest in the issue will also be at the table for a conversation that will focus on agriculture but will consider a “range of other perspectives.” The mayor made several references to a lack of consensus during her address Monday, acknowledging a polarity in the community, but is hopeful that dialogue could somehow bridge that chasm. There’s no question a middle ground could be found, but the success of the mayor’s summit ultimately boils down to how much people are willing to bend. And up to this point, they’ve haven’t been terribly limber. A compromise would undoubtedly include some amount of housing for the Southlands, which is a non starter for a certain segment of Tsawwassenites, but is critical if Hodgins is to improve a portion of the land for farming purposes and deed it to Delta. Even if the 10-person summit defies the odds and manages to reach a consensus, will it be able to get the wider public to buy into it? Last week’s public hearing shows there’s still a great divide in Tsawwassen. There are far more supporters of Southlands development than existed 20 years ago, but the other side, while not TDL strong, continues to be formidable in size. Something tells me you might get some at either end of the spectrum to move toward the middle, but there will be others, particularly in the no development camp, that simply won’t budge. It will be most interesting to see what this summit is able to accomplish in the short period of time it’s been given, but I suspect the bigger issue is how tough a decision politicians are eventually willing to make when there are holdouts — and you can be certain there will be — on both sides of the coin.

COMMUNITY COMMENT As we all know by now, Mayor Lois Jackson has adjourned the public hearing regarding the ALC inclusion application for the Southlands. What happens in the meantime? A “mayor’s summit” will be convened, presumably to try to explore what appears to be some common ground (pardon the pun). Since CAO George Harvie recommended the inclusion application, and our mayor and council voted unanimously for it, it would seem at the outset that the “summit” table may already be stacked despite the fact by speaker count, a majority of residents do not support putting the Southlands back in the ALR, nor do they seem to support the processes currently being employed by mayor and council. Hopefully, the summit will be an opportunity for some to gain insight into the innovative ideas that have been developed over the past few years but have never,

unfortunately, been discussed by mayor, council and Delta planning staff. These are ideas that both sides seem to embrace. The notion of small, humanscale agriculture appears to be a supported theme. The question becomes how to pay for it. One side has a solution to pay for it and the other would like the burden placed on the taxpayer. This is where it gets interesting. Richmond recently put the Garden City lands question to bed by settling on a price of approximately $420,000 per acre. Apply that number to the Southlands and you get $214 million if the land was for sale. That is a hefty tax hike for those who believe Delta should buy the land. For those who think a private group should buy the land to keep as small farms and open space, this will require quite a few hotdog sales. Yes, complexities of land use and commerce! No easy solutions anywhere. Last week there were several speakers who suggested the idea of large-scale farm activity was fear mongering. Inclusion in the ALR does not guarantee soil-based crop farming. If the owner is forced into a situation where he has to diversify his business and become a farmer, he will seek the most profitable farm-

ing operation he can. I’ll let you speculate what that might be. Farmers are business people who will assess the market and the land and farm appropriately when and where they can. Still, other farmers like Harold Steves, who spoke last week about the importance of the ALR, will sell some holdings. Last year the Steves family sold a 1.5-acre or so piece of agricultural land to a nasty developer. Steves has said that losing agricultural land is a “crime against humanity,” yet one of the fathers of the ALR owns a farm in Richmond that is not in the ALR. Wouldn’t someone so passionate about ALR land voluntarily submit this land to it? Is the ALR even as relevant as it once was? Incoming premier Christy Clark wonders about that too: “It’s time to go back and make sure that we’re getting the outcomes from it that we want,” she told the Osoyoos Times last month. “Saving the Southlands” will require careful consideration by summit participants. Is there going to be one meeting? Ten? Who is going to develop the terms of reference and what issues will be in and out of scope? Consensus will be difficult but compromise would be a good place to start.

Editor: Finally! Rubber meets the road. Eyeball-to-eyeball negotiation rather than contests to use the most microphone time or pass out the best T-shirts. Mayor Lois Jackson will mediate. Bless her! Lets hope she’s good at it and solves the Southlands problem that has nagged this community for a third of a century. On one side is Sean Hodgins who feels sorely put-upon. His dad owned the TDL mortgage when they asked permission to build the houses Delta said they wanted. Delta had declared the land unfit to farm and an undeniable

need for houses on it when they went around the ALC and got cabinet to take the land out of the ALR. A decade later they changed their minds. TDL went bankrupt. Hodgins got the land Delta declared unfit to farm along with permission to only farm it. Now Sean Hodgins would build the houses Delta said they wanted, the ones his dad counted on, and ones he is convinced would enhance our community. On the other side is the “Save our Farmland” bunch, goaded to fever pitch by recent loss to roads, ports and treaties. They are determined to not let a single

square foot grow houses, much less an entire acre. To me, their thinking resembles dogma, a religious doctrine that is proclaimed as true without proof. They demand all the land must grow food but do not ask about funding to make it productive. Jackson must provide an estimate of what irrigation and drainage will cost Delta taxpayers should Hodgins not pay that cost from housing profits. Her “mayor’s summit” can achieve no meaningful conclusion without that key information. Farming and environmental interests will also be at the table. Thank

goodness the farmer will be from Delta. We have heard enough from drop-in experts from Richmond, Bowen Island and Point Roberts who declare the land excellent. Environmentalists want it all for the birds, as if a 75-acre forest park is not enough. Perhaps Hodgins could throw in some land for OWL to make the birders happy? This is a once in a lifetime opportunity for community interest to come together and agree on something constructive. Please don’t waste it with timehonoured, non-negotiable, indefensible positions. Lack of growth detrimental to hospital, schools

Editor: I have been a resident of Tsawwassen for 27 years. During those years I’ve witnessed several good development projects: Royal Oaks, Monterra and Imperial Village, to name a few. They have all had a positive effect on the lifestyle of our area. The Southlands has added nothing to our area, certainly nothing of an agricultural nature. I’m not knowledgeable about farming and will not attempt

to pass judgment on that aspect of the controversy. I am concerned about the effect on the demography of our area if progress is halted and an increase in our population is curtailed. Shortly there will be a review of our local hospital regarding its future role and needs within the Fraser Health Authority. If it is apparent the population of South Delta is not going to grow in the immediate future, then the FHA will certainly not be inclined

to add funding to Delta Hospital for expansion and improved services. I’m well aware of this scenario because of my years of experience in the area of medical practice, teaching and administration. The money goes where the people are; it’s quite straightforward. I’m sure the same analogy could be applied to our local school board and the problems it has encountered with diminishing students numbers and budgets.

I would hope Delta council’s decisions regarding development in our area would allow for growth so that younger people might be encouraged to move here and enjoy the lifestyle many of us have had for years. Reasonable growth would benefit all of us and help new businesses and professionals to find a positive environment to work. Otherwise, if growth is stopped, our area might well wither on the vine. To now open up the process to a roundtable discussion (mayor’s summit) on the future of farming the Southlands is indeed an extraordinary change in direction. I am anxious to see who will be participating in the discussions and hope those who do participate will do so with open minds. There are three membership positions on that sum-

mit that seem strange: • Two representatives of the group representing petitioners wanting to return the Southlands to the ALR. • One representative from the environmental community. What groups were petitioning to return the Southlands to the ALR and who were they petitioning? I thought the idea came from CAO George Harvie. And who is it that makes up the environmental community? From Delta? From B.C? From Canada?

Will there be representatives from Ladner and North Delta? Why not invite representatives from the Tsawwassen First Nation? I pray this process can heal some of the deep wounds that exist in our community, but I fear we will not find an answer until everyone begins to look at the problem with an open mind. A one-month hiatus is unlikely to be enough time for that to happen. John A. Meech

However, should the Southlands property, by some stretch of the imagination, become totally fertile after the citizens of Delta have paid for the drainage and irrigation, do we think the successful farmer, a businessman, is going to sell his product to Tsawwassen for a cheap

price and not California, Florida or China where he can get the best price? Just check the fish market or lumber prices and lumber quality. I will be looking out my window knowing that California, Florida, etc. are getting good quality food and the farming issue hasn’t made a

bit of difference here. Like everything else, farming is a business and I don’t see a lineup of farmers wishing to take over. If they do, you should ask what compensation they are looking for and ask them to speak to people who have farmed the land before. Doug Barker

As a speaker pointed out at last Thursday night’s public hearing, the Southlands could have reaped enormous profits for the Century Group if it had covered the bulk of the property with greenhouses years ago. • If the Southlands is returned to the ALR, it is an economic reality that the current landowner could sell the land. The Century Group bought the property

22 years ago in 1989, a full eight years after the land was removed from the ALR. It is paying residential property taxes on the majority of the 538-acre site. With the land returned to the ALR, a development company has no reason to maintain this and other associated expenses. The capital tied up in the Southlands must have an enormous opportunity cost to the Century Group. With the writing firmly on the wall, why would it keep it? • Farming is a business. A future buyer (likely without the solid local reputa-

tion of the Hodgins family) will need to move quickly to put as much land as possible into farm production to seek a return on investment and to return the land to farm tax levels. Given the much discussed large but unspecified cost to improve soil, drainage and irrigation, it does not take a rocket scientist to look around Delta and realize that greenhouses would be the most likely use of the land. This is not fear mongering or a threat, this is the economic reality of the situation. Leanne Lionello

Hearing is about ALR, not Southlands development

Editor: I thought the March 1 public hearing was to determine if an application is to be made to the Agricultural Land Commission to include Tsawwassen farmland in the Agricultural Land Reserve. It seems as if Delta council is now discussing whether there should be any development on the Southlands. The mayor should clarify the agenda of her mayor’s summit. To achieve a con-

sensus on such an application looks to be very difficult. It would require agreement to development on this land. It is timely to remind council that the Local Government Act governs land use matters, and that Century Group will have the right to file a development and rezoning application when the Regional Growth Strategy becomes law in the immediate future. The summit, therefore,

needs to confine its terms of reference to the reason the public hearing has been convened. If a development in detail and substance is filed by Century, that will be considered by a public hearing, at which time we will hopefully know exactly what is intended. To discuss a development proposal at the current public hearing will, in my opinion, be premature and illegal. Peter Duffey

Irresponsible to develop farmland Editor: Feed your children, grandchildren and future family members ... or not? That is the only real question applicable to discussions about Delta’s agricultural lands. Over the past few years we have heard every possible argument for, and against, the development of the Southlands, and other Delta agricultural lands, notably the Tsawwassen Golf and Country Club redevelopment. For God’s sake people,

let’s get our heads out of the sand. Experts worldwide have been telling us for the last few years the world already has a global shortage of food, a situation we have all witnessed as being greatly magnified during this past year by the floods, fires and natural weather disasters that global warming and pollution have no doubt helped to visit on almost every country in the world. The price of food is forecast to skyrocket. Political unrest is predicted to drive

shipping costs through the roof and all predictions are that these will be long term, if not permanent, situations. The fact that our overall affluence has so far delayed any real effects of this food shortage is about to change and we had better face up to it, and do so quickly. Delta is already losing some 1,200 acres of the best farmland to the South Fraser Perimeter Road, a situation that at this stage appears impossible to stop. We cannot afford to lose a single acre more of any

Delta agricultural land capable of growing food. Any politician and/or citizen who is a party to the further loss of land capable of producing food now, or in the near future, is committing an act of incredible irresponsibility to our community and neighbours specifically, and to the future of mankind as a whole. Tsawwassen developers treated differently by Delta Tsawwassen Springs project, Shato Holdings, or the Toigo family was in any way unethical or illegal in the application for approval of that project, and I regret that any person or organization interpret them as such. I did not oppose Tsawwassen Springs during the hearing on it, and although I had some technical concerns around the design and impact of this venture, I was pleased to see it proceed, and believe

it will be of benefit to Tsawwassen and its residents. I am further advised the developer bore the costs associated with the planning and hearing process, and that those were not paid for by Delta taxpayers. The concerns I raised at the ALR hearing on March 3 were directed at Delta council and administration, and were in reference to the different way the Southlands development question and Century

Group have been treated by the corporation versus the way Tsawwassen Springs and its developers were treated, even though the significant elements and issues of those two lands, and their owners, are very similar. That different treatment is not the fault of the Toigo family, and I have struggled for many years to understand how it could be the fault of Century Group and the Hodgins family. Bob Bracken

Documentary puts water in spotlight

The Delta chapter of the Council of Canadians will be presenting the acclaimed 2010 documentary Water On The Table next week at the Ladner Pioneer Library. This film features Council of Canadians national chairperson Maude Barlow as she crusades globally to have water declared a human right against those powerful corporations that insist water is just another resource to be bought and sold for profit. “Water is our most precious natural resource,” says chapter chairperson Cathy Wilander. “We have to protect from those who will buy and sell it.” The film will be shown on Wednesday at 7 p.m.

The youth of Benediction Lutheran Church recently spent an evening in the kitchen creating care packages of vegetarian lasagnas and chocolate chip cookies for members of the congregation returning home from stays in the hospital. It’s the brainchild of pastor Courtenay Reedman, who felt people she regularly visits could use a little “soul food” as they recover and may not have the energy or mobility to make hot, nutritious meals. Ranging in age from 11 to 17, 11 young people chopped onions and mushrooms, cooked spinach, boiled pasta, stirred sauce, layered lasagna pans, mixed dough and scooped it onto cookie sheets all by themselves — under the watchful eye of parent helpers. For the most part, girls handled the lasagna side of things, while boys worked on the cookie front. Supervisors were pleased to see the great care that went into the efforts of all, especially the diligent

Thomas, who judged the stories on a four-point scale that included description, plot structure and stage worthiness, said, “These young authors not only met the basic criteria, they used the water theme in unexpected ways. The audience will love listening to these six stories.” In the elementary school category, the top six spots were captured by Justine Rapier, Rynelle De Souza and Emma Millichamp of Sacred Heart, Taylor Adam of Cliff Drive, Sadie Baird of Ladner Elementary and Erin Alden of Pinewood. “We had the usual kinds of characters in this category like mermaids and other watery creatures, but what sets the winners apart is that they do more showing than telling,” Thomas said. “That’s something I am always looking for in a piece of writing.” Last week, the top 12 spent an afternoon doing Thomas’ storytelling workshop. This week Thomas spent time working with each of the writers individually to help them polish their stories and brief them on the upcoming performance. The World Storytelling Day celebration kicks off at 2 p.m. at Genesis Theatre with community displays by groups such as the Vancouver Giants Read to Succeed Program and the Fraser Valley Regional Library’s new Read for Life Campaign. There will also be a family literacy book drive for the food bank and a silent auction, the proceeds of which will help cover the cost of this free community event. Thomas will host the youth storytelling performance that starts at 3 p.m. When asked what she is most excited about, Thomas, who hopes World Storytelling Day will become an annual event in Delta, said, “Just imagine what it will be like for all those little kids in the audience to see the bigger kids on stage telling, not reading, stories that they made up themselves. Photo club set to host new event

elta Photo Club members are getting ready to host a brand new event. Delta Photo Inspirations (DPI), set for later this month in Tsawwassen, is made up of a juried photo exhibition, instructional seminars, a trade show and a keynote speaker presentation. “There’s a lot of people out there who might not even consider entering a competition but they’d like to come and learn a little more and listen to a keynote speaker,” says Rhoda Brooks, one of the event co-chairs. The local club has lined up Vancouver-based photojournalist Wendell Phillips to speak. “He’s such an interesting speaker that you don’t have to be a photographer to enjoy his talk,” says Sharon Wright, another event cochair. Phillips, who’s won a long list of awards, including the International

Understanding through Photography Award from the Photographic Society of America, has covered “war zones, natural disasters, world leaders, professional sport, everyday life and natural wonder,” his website states. “Not only is Wendell a phenomenal photographer, but he’s going places and travelling and covering stories that most of us will never have a first-hand account of,” says Brooks. “He talks more about the story behind the photo,” says Wright, who listened to Phillips at an Okanagan Photo Club event a few years ago. “When we were trying to pick the keynote speaker for this I really didn’t know if I had a hope of getting somebody of that caliber,” she says. “But I thought, well, you never know unless you phone.” The club plans to make Delta Photo Inspirations an annual occasion. “We’ve worked hard at trying to make it a really good, unique event so that next year when it comes

We’re up against people who are far more well known than us,” says Mori, who turned 30 on Sunday. Performers like Measha Brueggergosman, Gerald Finley and Karina Gauvin are nominated in the same category. “It’s an honour to be in the same category as them because they’re recognized across the country in the classical circles, certainly,” says Mori, who lives in Vancouver. into light recently won Classical Recording of the Year at the Western Canadian Music Awards. “All of the songs that are on the CD are from Canadian composers. It’s not only something that’s a good product, it’s a Canadian product through and through,” says Mori, a voice instructor at Delta Community Music School for about two years. “I think in the global village as it is, often we

neglect the genius that lives in our own country,” he says. “There’s some awesome stuff out there and we want to bring it to light. It deserves to be played.” One of the composers with material on the into light album, Jocelyn Morlock, is nominated for Classical Composition of the Year. Mori says musica intima is unique in that it doesn’t have one artistic director, opting to share the role 12 ways. “It’s unique for a group of that size,” he says. “As it is, all of the singers have a lot of investment in the product we do.” Mori has been a member of the group since 2005. “It’s really turned into a life changing experience.” The Juno Awards, Canada’s music awards, will air on Sunday, March 27 from Toronto. • Delta Community Music School faculty members John Walsh and Brennan Saul’s band Brasstronaut won the ECHO Songwriting Prize for 2010.

Wii — can it help you get fit?

Video game is put to the test

Can Wii get you fit? That was the question posed in a study performed by the American Council on Exercise, an industry watchdog committed to protecting consumers against unsafe and ineffective health and fitness products, programs and trends. Wii, developed by Nintendo, is an interactive video game played with a handheld remote that requires the participant to mimic the action of the game while holding onto the remote. Other games, that focus on balance and strength, are performed using a small white balance board that looks similar to a household body-weight scale. To test the effectiveness of the widely popular Wii Fit, the researchers recruited males and females, ages 20 to 24 years. Prior to beginning the study, each volunteer was given a maximal exercise test on a treadmill while oxygen consumption and heart rate were constantly monitored. Next, they surveyed each subject and obtained their ratings of perceived exertion (RPE) for the treadmill test.

Advanced Step burned 3.6 kcal/min, Super Hula Hoop came in at 3.7 kcal/min, and Rhythm Boxing rounded it out with 3.8 kcal/min. When played for 30 minutes, performing the Free Step is estimated to burn an average of 99 calories, the Advanced Step would burn an average of 108 calories, the Super Hula Hoop would burn an average of 111 calories, the Rhythm Boxing would burn an average of 114 calories, the Free Run and Island Run would burn an average of 165 calories. In all cases, including Island Run and Free Run, which both yielded 5.5 kcal/min, researchers found that performing the actual activity (versus the virtual one on Wii Fit) has a significantly higher caloric expenditure. The end result: all six increased the player’s heart rates and burned anywhere from 3.3-5.5 kcal/min, compared to the 2.3 calories burned when playing a regular sit-down video game. The researcher’s take-home message was that Wii is better than sitting around, but not as good as playing the real sport. It is, however, a good substitute workout for those who cannot find the motivation or do not want to leave the house to exercise. P.J. Once a fitness baseline was established, each participant was given a demonstration on how to properly use Wii Fit. For the purpose of the study, researchers chose to focus on the six most aerobically challenging activities featured in the game: Free Run, Island Run, Free Step, Advanced Step, Super Hula Hoop and Rhythm Boxing. Participants were given the opportunity to practice these activities until they could demonstrate proficiency in each. Then, on a separate day, each subject performed six-minute bouts of each of the six activities, chosen in random order. Meanwhile researchers continuously monitored the subjects’ oxygen uptake, heart rate and RPE. Of the six Wii Fit activities tested, Island Run and Free Run yielded the highest energy expenditures at 5.5 kcal per minute. However, neither was sufficient enough to maintain or improve cardio respiratory endurance as defined by the American College of Sports Medicine (ACSM). As for Free Step, Advanced Step, Super Hula Hoop and Rhythm Boxing, all showed statistically similar energy expenditures, yet all fell below ACSM’s recommended fitness guidelines. With regards to caloric expenditure, Free Step burned 3.3 kcal/min,

Now a single grandmother, Margaret fills in the story with Changing My Mind, providing context to an amazing journey. It’s not always pretty. Although raised in an environment of wealth and prestige in West Vancouver, she was unprepared for the kind of constrained life Pierre had in mind for her. university life and international travel, developing a taste for both freedom and marijuana. What was Pierre Trudeau thinking? With his Jesuit training, he believed in “reason before passion.” Surely marrying a woman less than half his age wasn’t reasonable. Margaret states: “I was very conscious that he wanted me in his life only during prescribed times, and that he abhorred any kind of spontaneity” — that included setting a timetable for their romantic opportunities (weekends, Tuesdays if need be, but never before cabinet meetings). When their marriage crumbled, Margaret spun through a series of selfdestructive public affairs (her time with the Rolling Stones, and later with U.S. senator Ted Kennedy, remains tantalizingly vague) before she settled into marriage with Ottawa developer Fried Kemper. That relationship also ended, her middle son Michel died in an avalanche and Pierre passed away — enough to challenge anyone’s mental stability, but Margaret also suffered from undiagnosed bipolar disorder. Her recounting of the manic phases, followed by grim depressions, that led to her eventual breakdown and hospitalization makes for difficult reading.

Finally, with proper diagnosis, lengthy treatment and support from family, Margaret emerges as a wise, grateful, aging woman. Changing My Mind is not a flawless book: there are some repetitive sections, an illogically placed quotation, even a typo. But its great achievement is in its lack of blame. Although her mother vaguely warned her against marrying Pierre, and tried to cover up any evidence of mental instability, Margaret understands the social pressure her family must have been facing. Although their marriage was doomed, Margaret continued to love Pierre, and she is gracious in proclaiming his strengths while revealing his flaws. Even her mental illness is not presented as an excuse, but simply as a reason for her poor decisions and sometimes horrid behaviour. She now gives public talks on bipolar disorder, works with a charitable group bringing fresh water to the world’s poorest countries and provides an anchor for her growing family in Montreal. She admits that maintaining balance and remaining productive will always be a challenge. And by facing that challenge, Margaret Trudeau’s story is not over; her greatest role yet may be that of survivor.

Veggie March St. Patrick’s Day events on tap madness Green Room

arch is the month when food gardening goes into high gear. Outside, seeds of hardy vegetables such as peas and broad beans can be planted while inside we can start seed of tender food crops that need shelter until frost season is over. Coastal gardeners sometimes plant broad beans in the fall, but this can be a gamble unless you have well-drained soil and a south exposure. In other locations, drenching rains rot seed, sunshine is lacking, and mice and voles make a meal out of the seed. When the weather is reasonable, early March planting makes it possible to harvest some broad beans before the black bean aphids arrive in June. Pinching out the tops is a double-edged solution — it saves the plants but puts an end to their growth that would have resulted in more beans. Peas are also best planted in March because they germinate best in cool conditions. Lots of creatures love eating peas, especially rodents and birds. Planting thickly helps combat peaeaters. Another useful ploy is to moisten the row and pop a plank on top of the sown seed. Be sure to check daily and remove the plank as soon as you see sprouts. Garlic is best planted in the fall, but you will get a crop if you plant in early March, although the garlic heads will be smaller than usual. Hardy greens that can be sown outside in March include corn salad, Oriental

greens and arugula. All can be sown as succession crops until late summer, although they will tend to bolt when dry, hot days arrive. Though kale is usually thought of as a winter crop, it’s a year-round favourite with people who like smoothies. Kale is rich in calcium and vitamins A, B and C and in smoothies teams well with bananas. Some varieties, such as Redbor, are ornamental enough for a spot in the flower garden. At the very end of March parsnips can be planted. It helps to sow twice as much seed as you think you’ll need because parsnip germination usually runs at about 60 per cent. It’s really best to buy fresh parsnip seed every year because it loses viability fast. Broccoli, lettuce and cabbage can be planted inside now and then transplanted outside when frost danger subsides. Covering early broccoli with agricultural fleece is a great caterpillar protection. Broccoli for the fall harvest, which is started inside in summer and planted out in early August, often escapes caterpillar infestations. Through March leeks can still be started inside. So should celery because it’s a very slow grower. Peppers should also be sown inside in March for transplanting when the weather is thoroughly warm. Jalapeno and cayenne peppers are an easy and productive crop in a sunny, rich spot. Tomatoes and squash can both be planted at the end of March so that transplants will be ready for the garden in mid-May. With both, there’s always the risk that plants will be ready to go outside before the weather is benign enough to receive them. Anne Marrison is happy to answer garden questions. With the new B.C. Premier Soccer League now officially up and running, attention has turned to what is going to happen in the lower tiers of youth soccer, specifically in the Delta area. The South Fraser Soccer Club is one of eight franchises in the BCPSL which is now considered the top tier for boys and girls ranging from U13 to U18. Coaches for eight of the 10 South Fraser teams were announced last week at a parent information meeting. Tryouts for the U13 and U14 boys and girls teams got underway on Thursday. South Fraser was founded by the Peace Arch and Semiahmoo Soccer Clubs. Its regional partners include the Tsawwassen Soccer Club, Ladner Boys and Ladner Girls Soccer Clubs. While some BCPSL clubs have set their player registration fee as high as $2500 per season. South Fraser has managed to keep their player costs relatively comparable to Selects (Boys) and Metro (Girls). The mini-season launch (Sept. to Nov.) will cost $790 plus $250 for team kits, while the full season in 2012 (Mar. to Nov.) will be $1,300. “There’s been a lot of work in a very short period of time,” said South Fraser president Daryl Jones. “I know a lot of people have wondered why the big rush to get this off the ground. But the thought of B.C. Soccer (and the high performance committee) is there has already been enough talk. It was time for action.” Even though it no longer will feature the top players in the Lower Mainland, a decision was made at an all-districts meeting last month to continue on with Metro and Selects as a second tier option. The two are to merge and become the Metro Select Soccer League and once again offer a fall/ winter season. It is also expected to follow the lead of the BCPSL and have teams for

each birth year from U13 to U16. U18 will likely still be a two-year division. “The (BCPSL) is operating completely outside of what the districts are doing,” continued Jones. “It would be ideal if we could work with having a reserve system in place with Metro Select. It’s something that would have to be facilitated, especially with the two leagues playing different seasons.” With 10 new B.C. Premier teams needing training and game times in the South Surrey/White Rock area, South Fraser has also made it clear it will no longer be able to accommodate the same number of Select and Metro teams it has in the past. Other clubs will be expected to step up and fill the void. With field space already at full capacity during the winter months in Ladner and Tsawwassen, there appears to be no room to host Select teams. A proposal, at least on the boys side, could change that as the Delta Youth Soccer Association wants to ensure the standard of rep play remains high at least to the gold level, while district players will still have all their playing options. “If say North Delta stepped up and said it would host a Select team then it could not also have a Gold team at the same age level. That would fall to one of the other three clubs,” explained Tsawwassen Minor Soccer president Jim Mackie. “(After the Premier tryouts) We will be looking at each age group to see if it warrants having a Select team or not.” A meeting among the four boys club presidents within the DYSA will take place in the next week to discuss potential changes. Unlike hockey, lacrosse and baseball, soccer holds its players evaluations soon after the conclusion of the current season which has resulted in club executives across the Lower Mainland scrambling to make necessary adjustments in response to the new top tier league.

Tunnel Town rinks sweep “A” events Tunnel Town Curling Club hosted its annual Men’s and Ladies Bonspiels last month with both “A” event winners coming from the home club. With a total of 28 teams participating, skip Dale Larock, beat out Randy Volden — a rival opponent of the Tunnel Town men’s league — for th men’s “A”division title. The women’s ‘spiel hosted 20 teams from various clubs from the Lower Mainland. Becky Campbell from Tunnel Town beat out the Laura Rampton Rink from the Marpole Curling Club in a final game that went extra ends. Long time curlers and a number of championships along the way, this is the first “A” division bonspiel title for Larock and his crew of six years – Larry Evans, Tom Booth and Bob Fisher, as well as Becky and her rink – Sandra MacKinnon, Becky Wilson and Laurie Flach. On behalf of the participants and co-coordinators of the events, the club would like to thank the following businesses and individuals for their support in helping out with two very successful bonspiels: Aqua-Coast Engineering(L. BOORSMA, JULIUS 'Joe' Passed away in his sleep on February 25th at RGH. He is survived by his loving wife, Joyce, and children Michael, Patrick, Janet (Leo), Moira (Larry), Derek (Leah) and Shelagh (Mike) along with many grandchildren. Per his wishes, there will be no service but his ashes will be brought to his final resting place in Northern Alberta. Joe’s positive outlook and kind consideration of others in his final years touched the hearts of many and brought joy where it was hard to find. Though his life was filled with many challenges, he faced them head on and never gave up. His fighting spirit and love of hockey will always be with us. We miss you Dad.

TREVITT, Dorothy

November 20, 1992 - March 8, 2011. It is with great sadness we announce the unexpected passing of Tyson, after his short fight against abdominal cancer. Shockingly, Tyson was diagnosed with this rare disease and weeks later it took his life. He died peacefully March 8, 2011, at the age of 18. He is survived by his Mother Heather, Father Sammy, and Brother Justin, Aunts and Uncles, Cousins and Friends. Starting from a young age growing up in Sechelt, Tyson loved to skateboard. You could always find him at the park, on his board. He later moved to Ladner and then finally Tsawwassen where he practically lived at the skate park. In his 18 years, he touched the lives of many friends and he will be deeply missed. His one of a kind sense of humour and generous nature will be forever missed and cherished. We would like to extend many thanks to all the staff at Royal Columbian Hospital and Vancouver Cancer Clinic. Memorial Services to be held at the Baptist Church next Saturday, March 19th at 2:00pm. (All welcome). Flowers may be sent directly to the church located at 1988 - 56 Street, Tsawwassen, BC V4L 2L8. There will be a donation box for the Cancer Society as well as a collection box for a plaque to be place at the skate park in Tyson’s memory. RIP “Nightwolf” your one of our angels now!

62, passed away, Monday March 7 2011 at the Irene Thomas Hospice in Ladner, BC. Judy was born November 23 1949 in Vancouver and was an only child. Judy attended Kitsilano Secondary School in Vancouver. She then resided on the North Shore and chose call Tsawwassen, Delta her home for the last 25 years. Judy opened her own accounting firm, JBH Professional in June 1987 and the business continues to be in operation today. Judy spent her free time gardening, travelling the world and sailing with her husband. Judy is survived by her nephew, Simon and his family as well as extended family. Judy is predeceased by her beloved husband, Keith, of 38 years, mother and father. A service and reception will take place Wednesday, March 16 2011 at 10am at the Delta Funeral Home, 5329 Ladner Trunk Road, Delta. In Lieu of flowers, donations in Judy’s name can be made to Irene Thomas Hospice (part of the Delta Hospice Society), Delta Animal Shelter or the Canadian Wildlife Federation.
