Delta Secondary teacher Todd Allan took the electric shaver to Grade 9 student Cassidy Keen’s hair while fellow Grade 9 student Bailey Keith waited for her turn last Friday in the school’s gym. Both Keen and Keith got their heads shaved to raise money for ovarian cancer research and charged admission for the event. They’re hoping to raise $5,000. Keith said she felt really nervous having her head shaved in front of the big crowd and that she was shaking the whole time. Keen said it was scary but felt lighter afterwards. Keen’s grandmother died from ovarian cancer last year and a close Keith family friend has been battling the disease for several years.

Abbott, the Liberal MLA for Shuswap since 1996, held a question-and-answer session with representatives of several Delta

groups, providing responses most in the audience found quite favourable. Answering questions from

those speaking on behalf of the Delta Chamber of Commerce, Delta Arts Council, the Delta Hospital Foundation and others, the candidate’s underlying theme was that government must listen and learn from communities. The family of Alexa Middelaer is upset the woman convicted in the little girl’s death is still living in the area pending her appeal. Carol Berner, 58, was released on bail in late November just two weeks after receiving a two-and-

a-half-year sentence in the May 2008 crash that killed four-year-old Alexa and seriously injured her aunt, Daphne Johanson. Berner’s release conditions stated she had to live with her sister in Ladysmith on Vancouver Island. However, Laurel Middelaer said the family was told in early December by victim services that

Berner wasn’t going anywhere. “Apparently the community of Ladysmith wasn’t very receptive to Carol Berner coming there and it was very uncomfortable for her, Middelaer said. “So she contacted the bail officer and they said she could stay in the Delta area.” After hearing the news, the family asked the Crown

to seek new conditions. “My son, Christian, has been traumatized by his sister’s graphic death, the scene, and carnage, and over a possible future encounter with Ms. Berner,” Middelaer told the Crown in an email. “For the sake of the healing and progress of a 10year-old boy, I want restrictions placed on Ms. Berner.

I find it unacceptable that she can roam free and easy through our community.” Criminal Justice Branch spokesman Neil MacKenzie said the Crown would not appeal Berner’s conditions. “It’s not unusual for something to come up that prevents a person staying at a certain location... and for the court to give the bail supervisor discretion to

Shake Out set for next Wednesday Delta’s emergency planners want residents to shake things up next week. The Corporation of Delta and local emergency personnel are encouraging South Deltans to take part in the Great British Columbia Shake Out — a province-wide earthquake drill — on Jan. 26. The date marks the 311th anniversary of B.C.’s last magnitude nine earthquake, said Delta fire chief Dan Copeland, who made a presentation to Delta council Monday night about the drill along with deputy chief Michel Latendresse, who also heads Delta’s corporate emergency program. “At 10 a.m. on Jan. 26, everyone is encouraged to drop, cover and hold on as if there was a major earthquake occurring at that very moment and stay in that position for at least 60 seconds,” Copeland said. In the event of a quake, people are encouraged to drop to the ground, take cover and hold on until the shaking has stopped.

Delta schools, the Corporation of Delta, fire and police departments, Tsawwassen First Nation and the school district have all committed to taking part in the drill. Delta Cable and the Delta Amateur Radio Society will also take part. Businesses and organizations are encouraged to register through www.shakeoutbc.ca and then drop, cover and hold on during the drill on Jan. 26. “The Shake Out B.C. is our opportunity to practice how to protect ourselves during earthquakes,” Copeland said. “As with anything, to react quickly we must practice often. You may only have seconds to protect yourself in an earthquake,” he said, “before strong shaking knocks you down or drops something on you.” While earthquakes can hit at anytime and are difficult to predict, research suggests the region is overdue for a major earthquake. Fraser Health. Abbott said having individual hospital boards may be a thing of the past but a “community connection” was still needed for “a more fulsome and robust” discussion on the issues. He suggested that perhaps hospital foundations become more of a link with health authorities. Noting there’s no comprehensive management plan or leadership when it comes to the Fraser River, Mike Owen of the Ladner Sediment Group, which has been lobbying for dredging of the river’s secondary channels, said the system

seems broken and the bureaucracy needs to be pushed back. Abbott agreed it’s a “recipe for inertia” by having so many bodies having jurisdiction over the river and a new collaborative process is needed. In an interview after the question period, Abbott said he’d have his caucus visit Delta so members can better understand the area. Mike de Jong, Kevin Falcon, Ed Mayne and Moira Stilwell are also vying for the Liberal leadership. The vote takes place Feb. 26.

Lifelong Delta resident and community activist Doug Massey has completed a self-published book on the history of his family in Delta, The Journey & Life of George Massey and Family. Massey’s family, including his father who spearheaded the construction of the George Massey Tunnel, have not only witnessed many changes and events throughout the century but are also part of the history of the community. The former Delta councillor also included many interesteing historical photos in his book, which is available at the Delta Museum in Ladner and Albany Books in Tsawwassen.

It’s morally wrong for the government to not reach out

and help,” he said. “We have done a poor job, quite frankly, with agriculture.” Saying he was encouraged to hear those comments, DFI president John Savage suggested the government undertake projects to reclaim land that can be used as agriculture, especially since so much was given up for the South Fraser Perimeter Road. Part of Abbott’s B.C. Plan includes a multi-year investment in agricultural branding and marketing to increase awareness of B.C. products; enhancing

the performance, capacity and responsiveness of the Agricultural Land Commission by bringing funding back to 2001 levels; and ensuring the province fully participates in emergency support programs for farmers through the cost-shared federal-provincial AgriRecovery program. Those commitments to agriculture come with a $15 million price tag. Abbott was also asked by Dr. Robert Shaw, head of internal medicine at Delta Hospital, how communities can become more involved with the decision making of

Civic contribution puts water park over top

Rotary hopes to have project completed by June; no money left in Delta coffers for other playgrounds BY

Delta will honour its commitment and put the Tsawwassen Rotary Club’s fundraising drive to build a water park at Diefenbaker Park over the top, but it leaves nothing left for school playground projects elsewhere. Delta council agreed last week to provide $130,000 in a cost-sharing arrangement with the service club, which has been fundraising to build the $275,000 WaterWorks project. The new feature will include a children’s water play area, a wading pond and a meandering stream that passes under a bridge. A water wheel, water elevators, weirs and benches are to be incorporated into the design, while all the water features would be push button activated. A Delta staff report notes the concept plan draws on the history of the site, a for-

mer gravel pit, and reinterprets some of the imagery found in the Delta Archives. The addition would be located on the east side of the park between the driveway/parking lot and 56th Street. The water park will cost $7,500 annually for Delta to operate. The Rotary club is hoping the project will be completed by June of this year. The club recently notified Delta it has surpassed the 50 per cent portion of the project’s cost. “Rotary’s always looking for community projects. This particular project was suggested because Tsawwassen is the only community in Delta that doesn’t have a water park,” said Vickie Sangster, chairperson of the Rotary WaterWorks project, in an interview last year. Although he voted in favour of providing the funding, Coun. Bruce McDonald noted it wipes

out the remainder of Delta’s playground equipment replacement fund for 2011, so more money needs to be put into that pot. “It does concern me we are putting all our eggs in that basket for the entire year. Perhaps we can extend the program to some extent,” he said. Noting two school playgrounds were recently replaced, McDonald said parent advisory committees of various other schools are diligently raising money assuming Delta’s contribution will also be there. Supporting McDonald’s request to look for additional funding, Coun. Robert Campbell said the school district’s reliance on the municipality to fund playground replacement shows how the district, which already has its crossing guard program paid by Delta, is seriously underfunded. The debate over how the Southlands should be farmed could heat up as Metro Vancouver’s new regional growth plan moves closer to approval. The region’s board of directors recently agreed to send a final draft of the plan, which has been years in the making, to municipalities to sign off. Delta Mayor Lois Jackson, chair of the regional board, said the strategy will help curb urban sprawl and protect farmland, but Richmond Coun. Harold Steves, who chairs the region’s agriculture committee, voted against the plan, saying agricultural land would be threatened. It’s not clear at this point if the new regional plan will help or thwart future development on the Southlands property in Tsawwassen. Two years ago, the Century Group submitted an official community plan amendment application to develop the 500-plusacre site with 1,900 hous-

However, the Century Group pitched its own proposal for agriculture on the Southlands, pushing the modern concept of agricultural urbanism. According to the company, agricultural urbanism is “about reconnecting people to where food comes from and designing forms of agriculture appropriate for a wide ranging land uses from rural to the downtown core.” It’s not clear if, or how, those ideas mesh with the region’s growth plan or food strategy.

No longer in the Agricultural Land Reserve, the Southlands is zoned by Delta as agricultural and designated as such in the current area plan. A new Tsawwassen Area Plan will be presented this year and it’s likely the recommendation will have the property retain its current designation. However, that won’t alleviate what could be a uncertainty about what may end up taking place on the property. If approved, the new area plan wouldn’t prevent property owner Sean Hodgins from coming forward with

his application, or something modified involving urban agriculture, at some point in the future. It’s not known at this time if that will happen. In a recent interview, Hodgins said he’s not sure what’s in store, but currently has no plans to come back with a development proposal. It’s also possible he could scrap the idea of agricultural urbanism in favour of some other form of farming activity, something he hinted at in the interview. He noted one option is for him to try going into farming “in a big way.”

While Delta still grapples with allowing building heights in the Tsawwassen core to increase to six storeys, an application is now being dealt with for a much taller development in North

Delta, one that has drawn neighbourhood concern. The application is for the North Delta Inn property on 70th Avenue at Scott Road. The proposal would see the site redeveloped with 322 apartments and commercial space in three buildings, ranging from six to 27 sto-

reys in height. An area plan amendment and rezoning are required because the current height limit for the area is 14 storeys. Meanwhile, the municipality is starting the process to update the North Delta Area Plan.

MURPHY’S LAW It sounds like the Delta police board is on to something. The board’s proposal for the provincial government to create a special unit to investigate complaints against police is gaining traction — and for good reason. Before I go on, let me say the vast majority of police officers are decent, hard-working men and women who do the badge proud. There are some in their midst, however, that act inappropriately, even criminally, and in doing so, soil the profession’s reputation and cause distrust among the public. The latest such incident continued to play out last weekend when hundreds attended a rally in Kelowna to protest the actions of an RCMP officer who was filmed kicking what appeared to be a compliant man in the head while arresting him. While they were there to show support for the injured man and to condemn the officer’s actions, those in the crowd were also likely concerned by what would pass for justice in this case. The fact the Abbotsford police concluded their investigation quickly and recommended a charge of assault causing bodily harm against the Kelowna officer just an hour before the rally probably allayed some of the fears in this case, but it’s clear the issue isn’t going away on its own anytime soon. So replacing the practice of one police department investigating another with a unit dedicated to that task seems as good a way to go as any. I don’t think it’s a case of police not being capable of conducting these investigations, given that’s what they do on a daily basis, but simply one of optics. Should one department exonerate officers in another, the knee-jerk reaction is that cops are looking after each other. Even though the outcome might well be the proper one, given the parties involved, it’s invariably questioned. That was the case recently when the Delta police concluded two Vancouver officers that injured a man while arresting him were acting in good faith. That decision was so well received the police complaints commissioner has ordered a public hearing into the matter. As much as creating a specialized unit to handle complaints against the police could be viewed as a slap in the face to the men and women in blue, I think it extricates them from the no-win situation of investigating each other. That’s not to say the public is always going to be happy with the outcomes should a separate unit be established, but at least it eliminates those allegations of police offers protecting their own.

Plenty to be annoyed at when politicians lecture about debt DAN SOUTHARD

COMMUNITY COMMENT My wife thinks I’m easily annoyed. She may be right. I could fill a book with all the things that irritate me on a regular basis. Most are small, like waiting in line at a fast food joint only to find the people in front of you have spent the last 10 minutes texting rather than looking up at the menu and have no idea what they want when their turn finally comes. The larger irritants in my life generally come from government and media. Two things that have really annoyed me lately are the shockingly irresponsible and reactionary manner in which the media and politicians responded to the mass shooting incident in Tucson, Arizona, and the recent lectures from Prime Minister Stephen Harper, and several other prominent government officials, chastising us Canadians for holding too

much personal debt and too few savings. I’m not sure which annoyed me more, but given that this column is titled “Community Comment,” I guess I should focus on the latter. It’s a Canadian story, and we’re all part of same community in a kumbaya kind of way. Undoubtedly, there are people who make poor financial decisions, like taking out a second mortgage to buy a $70,000 car. However, being lectured about debt and savings by prominent members of government is like having a bully grab your arm and flail it against your face while yelling, “Stop hitting yourself, stop hitting yourself.” Currently, our collective governments take 60 per cent of the average Canadian’s salary in taxes, fees and other creative cash grabs. Is it any wonder personal debt is up and savings are down? How are people expected to save money while covering their living expenses, and maintaining the standard of living that helps keep our economy afloat, on 40 per cent of their income? Are our politicians that pennywise? Not that I’ve seen. Granted, Harper is not wholly responsible for our federal spending and debt and even less so for

the fiscal mismanagement of the provinces. Nevertheless, he’s not above betraying his economic sensibilities in an effort to win votes. Just look at how much money he’s squandered in Quebec. By the way, when will our political leaders finally figure out that trying to buy favour with Quebec is like looking for love in a brothel? The result is always the same: an empty wallet and a broken heart. When it comes to matters of financial management, Harper, and almost every other Canadian politician, should sheepishly go hide in the corner rather than boldly preaching from the podium. Compounding the irritation factor was the way most media commentators simply ran with the story as presented by the government, apparently oblivious to the inherent hypocrisy and audacity of Harper’s comments. I was sure it would at least spark some discussion about the role government has played in the weakening of Canadians’ financial security, and the potential longterm consequences. Instead, all I heard were a few anti-consumerism rants. All in all, a very annoying way to start the year.

The idea that teachers who excel ought to be recognized and rewarded financially has some merit but more important to me is how to eliminate or reduce the influence of those teachers who do little more than show up, groan through a lesson and then dismiss the class and go home [or somewhere].

Is it possible the hiring practices of individual school districts ought to be scrutinized with a view to selecting teachers who have a proven track record or display potential to excel and less on those who barely measure up to a standard, that in my opinion, is a tad on the low side. Bob Orrick

Drivers have become easy marks for province Editor: In the last year-and-ahalf, the provincial government, in conjunction with the solicitor general, ICBC and the various provincial and federal police forces, has launched the largest assault on drivers’ civil liberties ever seen in this province. First there were restrictions on cell phone usage, then came a reduction in the allowable blood alcohol content, then came restrictions on speeding and most recently a greater usage of red light cameras at inter-

sections. What is most disturbing is how these new rules are being enforced. A police officer is now judge, jury and executioner in that, if they deem, they can impound your car for a lengthy period. This is a bit disconcerting as there have been a number of reports that citizens were not travelling 40 km/h over the speed limit nor were over the legal blood alcohol limit but still had their vehicles impounded from three to 30 days by an overzealous

police officer. Due process has been eliminated as it is difficult to arrange compensation if, in fact, you were wrongfully charged after your car has been impounded and you have lost usage for the duration. These attacks certainly border on what one might consider harassment since the police now are pulling people over without grounds. I have encountered this firsthand, having been pulled over twice in the last year and been forced

to provide a breath sample. Neither time was I charged with any offence. The first sample was one-third the legal limit, the second one-quarter. Neither time did the officer apologize for a wrongful stoppage. In fact, the second time he was very upset I didn’t blow a positive. One cannot fully blame these officers as they are driven by their superiors to provide quotas. With speed limits set artificially low and more than 75 per cent of all vehicles travelling 10 to 20 km/h

It feels like it was just yesterday that I received that fateful phone call from the Storytellers of Canada informing me I had won a small grant to help establish World Storytelling Day as a major cultural celebration in our community. Clark’s first wife, Mary, died in 1902 of “an illness of the lungs.” Clark later remarried in 1905. In his later years, Clark accepted an appointment as the superintendent of the Delta water works in 1912. He did not build the water system, as has been sometimes claimed. That required the expertise of an engineer, Col. T. H. Tracey, in this case. But Clark oversaw the day-to-day operations of Delta’s water system until his retirement in 1950, and it was for this position that many people remembered him. As Eisenhower might have predicted, the forces allied in favour of the F-35 program are defence firms and the military. In fact, it is sometimes hard to tell them apart, since many of the CEOs and their lobbyists are retired high-ranking military officers. But the stealth fighters’ tremendous cost, at least $16 billion, is Canada’s most expensive purchase in history, coming at a time when the federal budget has never been higher. How

many valued social programs will have to be cut to reduce the deficit and pay for the stealth fighters? Is that what Canadians want? Eisenhower feared the military-industrial complex’s influence would undermine democracy, but added that “an alert and knowledgeable citizenry” could check its unwarranted influence. Better places to spend tax dollars than on fighter jets

Editor: Re: F-35 job opportunities abound, Jan. 5 Federal Industry Minister Tony Clement mentions that $350 million have been awarded in contracts to firms making components for these fighters. He appears to think that is money that will flow into our economy from American contracts. I beg to differ. Yes, at

present jobs are being created for Canadians and they are being paid by American aerospace firms. However, when these planes are built and sold back to us, it is our government that is buying these planes and our tax dollars that are being spent. Thus we are subsidizing these firms with our tax dollars and buying something that is really not needed.

I would suggest our tax dollars be used to stimulate the economy by creating jobs that build transport systems and jobs in education and health care. By spending our tax dollars in this way to create jobs, all Canadians would benefit and the money from taxes and the buying of goods and services would stay in Canada. Louise Hudson

Jane Devji, owner of Delta View Habilitation Centre, along with her sons Ali and Salim, recently donated $10,000 to the Kids 1st Campaign. The campaign is raising money to outfit the Delta Sport Development Centre, the new home of Delta Gymnastics opening this April. “I strongly believe that when they start young, kids stay healthy for life,” said Devji. “I have two sons and two grandchildren; I know how important it is for kids to stay busy and active.” Devji, originally from Tanzania, added that when she was young there were

no such opportunities back home so she is fully supportive and excited about the opening of this new facility in Ladner. Delta Gymnastics Society, with its motto “Where Kids Are First”, has a 35-year history with a mission to provide physical activity education, sport and recreational programming to as many youth as possible, so children can experience success, gain an increased sense of selfesteem, learn the importance of perseverance and determination, and discover positive life skills through gymnastics. Physical activity pro-

grams are offered to all members of the community, from pre-school tumbling programs to competitive gymnastics and sport development training for local athletic teams. Janet Holmes is beginning another chapter in the history of her family’s jewelry store. Now known as Lawlor Goldsmith Shoppe, the business was set to open at its new Delta Street location yesterday. Holmes took over from her father Patrick Lawlor last January after he retired. “Lots of people didn’t notice the change. But I’m hoping they notice there’s a big difference now,” she said. The move from Trenant Park Square to Ladner Village marked an increase in space for the business, which marked its 20th anniversary in 2009. “My watchmaker has now joined us onsite. With the expanded room here, we’ve brought [in] another tradesman, so now we offer onsite watch repairs, onsite clock repairs and onsite engraving, which is something we’ve never been able to offer before,” Holmes said. Event organizer Phoebe Hamilton was checking out some of the offerings at St. David’s Anglican Church’s annual book sale last Saturday in Tsawwassen.

Many kids will tell you that having a brother or sister with special needs is sometimes wonderful, sometimes difficult and sometimes somewhere inbetween. Sharing experiences with someone who knows how it feels is a healthy way for siblings to cope with all of those mixed feelings. A new program called Sibshops does just that. Sibshops, offered this February by Reach Child and Youth Development Society, is specifically for children ages eight to 12 who have a brother or sister with special needs. It is a program where kids can connect with other siblings, have lots of fun, and learn a little more about their brother or sister’s special needs. The Sibshops program was designed by author Don Meyer, a sibling himself who has developed

many other programs for siblings. “Sibshops is a very successful program that is run in many communities across North America and other countries” says Yvonne McKenna of Reach Counselling Services. “We are happy to be offering it for the first time in Delta.” In a fun and lively recreational setting, Sibshops provides children with opportunities to discuss common joys and concerns with other siblings of children with special needs, learn how others handle commonly experienced situations, and learn more about disabilities and the services that people with disabilities require. The outcome of a Sibshops program is to contribute to the strengthening overall family wellness. “Sibshops are not group therapy, although their

effect can be therapeutic for some children,” adds McKenna. The Reach Sibshops program starts Feb. 16 and runs from 6:30 to 8 p.m. for four consecutive Wednesdays at Reach’s Play and Learn Centre in North Delta. Tunnel Town Curling Club junior rink earns berth into juvenile provincials The Shawna Jensen Rink from Tunnel Town Curling Club has qualified to represent Zone 4 at the upcoming Juvenile Women’s Provincial Curling Championships. The Jensen foursome beat out the Murray rink of the Richmond Winter Club on Saturday in a couple of spirited games held at the Golden Ears Winter Club in Maple Ridge. The team also includes: Kayla

Graham (third), Kaitlyn Sim (second), Krista Jensen (lead) and Madison McCardell (fifth). These curlers are all active members of the Tunnel Town Curling Club’s junior curling program. They also play in the adult leagues and volunteer their time in coaching the elementary school aged junior program. The Juvenile Provincial Curling Championships are being held at the

Cowichan Rocks Curling Club in Lake Cowichan March 3-6. The Jensen rink will also be competing in the upcoming B.C. high school zone playdowns February 1012 at the Tunnel Town. The goal is to advance to the B.C. championships for the second straight year. South Delta is hosting the provincials, March 10-12, at the Richmond Winter Club.

Reynold Stewart has received further recognition for his outstanding season with the Douglas College Royals men’s soccer team. The Tsawwassen Soccer Club product is a finalist for Sport B.C.’s College Athlete of the Year. Stewart is up against Kelowna’s Alex Basso (volleyball) and Victoria’s Chelsea McMullen. Earlier, he was named the Canadian Colleges Athletic Association’s Men’s Soccer Player of the Year. The former South Delta Sun Devil standout was the British Columbia Colleges Athletic Association’s leading scorer for the second year in a row, netting 15 goals in 12 games. In the past two years, he’s twice been named BCCAA Player of the Year, as well as BCCAA provincial championship MVP and BCCAA first team all-star. He has played for the Royals soccer team throughout his three years at Douglas College. The Douglas College Athletic Department describes Stewart as a “leader both on and off the field. He puts team success above individual success and takes every opportunity to help himself and those around him become better athletes and individuals.” During the off-season, Stewart plays with Richmond Hibernia of the Vancouver Metro Soccer League and gives back to his sport by helping out with soccer camps. Born on July 28, 1920 in Belleview, Manitoba, Sylvia passed away peacefully on January 9, 2011 in Delta, BC. Predeceased by her husband Alexander Keith (2001) and brother Douglas, Sylvia is survived by her loving family: sons Brian Alexander (Barbara Louise) and Bruce Steven (Barbara Marie); sisters Joan Patton, Edna Burnett, Gladys Evans, Eunice Dimond and brother Royce; grandchildren Elizabeth, Paul, Kimberley, Angela, and Carolyn. A talented artist and weaver, a sharp dresser and an amazing hostess. Special thanks to doctors & staff of Delta Hospital and Burnaby Hospital ICU who kindly made Brian’s arrangements for a last visit with his mom possible. A Celebration of Sylvia’s Life will be held at Ladner United Church, 4960 48th Avenue, Ladner, BC, on Saturday, January 22 at 11 a.m. Light lunch to follow. Survived by sister Albina[Len] daughter Janis[Danny] Steve[Karen] Cael, Lori[Mike] Grandchildren Miranda, Michelle, Jen, Daryl, Kelly, Justin, Chris, Kim, and great grandchildren Tyson, Hunter, Fin, Jaxson and Alexa. Fred was predeceased in 1974 by wife Betty and daughter Lisa , his sister Bertha in 2004, and by his loving wife Dorothy in 2 0 0 7 . Bor n in 19 27 i n Maryonovich, Ukraine, Fred immigrated to Canada with his family settling in th West Kootenays in the Sheep Creek area and eventually Nelson. Fred left home to join the Canadian navy and upon returning home became a heavy duty mechanic. He became a partner in Central Truck and Equipment before moving to Kamloops and finally to Tsawwassen. Together with Dorothy, they had an active social life with many lively dinner parties. Fred was an avid fisherman and golfer spending many hours on the water and the golf course .Friends and family welcome to a celebration of Fred’s life Feb.5 at Royal Oak club house 1100 56th Tsawwassen at 3:00 p.m. Goodbye Dad and grandpa, we love you.
