Guilty verdict for ex mayor

Former Coquitlam mayor Jon Kingsbury has been found guilty of three criminal counts in B.C. Supreme Court today. Justice Miriam Gropper found Kingsbury guilty of fraud over $5,000, personation with intent to gain advantage, and causing someone to utter a forged document. He was acquitted on the first count against him, relating to theft over $5,000. Gropper appeared via video link from Courtenay, and she read her judgment to those in attendance at New Westminter’s Room 102 – which is fitted with Plexiglas barriers separating the gallery. The audio was not piped into the gallery, however, leaving the justice’s reasons for judgment virtually inaudible. Written

Jon Kingsbury headed to B.C. Supreme Court Feb. 14 at the start of his trial. submissions had not been posted to the B.C. Supreme Court online database of judgments by Monday morning either. Crown counsel Brian McKinley explained after the judgment that Gropper found Kingsbury had believed he had a “colour of right” to take the trailer, because he was owed money after a failed business deal with Jean Aussant, whose trailer was in the shop. Defence counsel Peter Schmidt had argued in his closing submissions that his client took his former business associate’s travel trailer because he was owed
significant sums of money and had an “honest belief” that the trailer belonged to him. But McKinley said Gropper had dismissed Kingsbury’s version of what transpired between him and staff at the Travelhome RV Marketplace in Langley, from where the trailer was taken. The former mayor signed Aussant’s name on a work order on Aug. 14, 2008 at the Travelhome dealership to obtain the trailer, which he then drove to the Shuswap and parked pending civil litigation. Kingsbury has been the lawful owner of that trailer since the out-of-court settlement. The trailer was reported stolen on Aug. 28, 2008, however, shortly after Aussant was called by dealership staff asking that he return the RV because the parts had arrived for the necessary warranty repairs. Langley RCMP arrested Kingsbury more than two months later, on Oct. 8. The former mayor will be sentenced at a later date, which will be decided on April 7 at the earliest.

With less than a month to go, the Langley Animal Protection Society (LAPS) has slipped back to second place in its efforts to win $100,000 through an online vote. LAPS has been trying to win the Refresh Everything contest, which is determined entirely by online voting. The non-profit society, which was in first place for a time last month, is in second after a hostile column appeared in the Toronto Star. Anyone with internet access can vote at www.refresheverything.ca. LAPS is hoping to use the money to build a new training facility to help people learn to work with their animals during any weather.
Lower tolls are coming to the Golden Ears Bridge – for drivers heading across during off-peak hours. After hinting last year that it was looking into alternative tolling schemes, TransLink has announced a six-week pilot program to start on April 15. All the tolls will be discounted by 30 per cent from 7 p.m. to 5:59 a.m. every weekday, as well as on weekends starting Friday night, and on statutory holidays. The test period will include both the Easter and May long weekends. That would cut the toll for a car with a transponder from $2.80 to $1.95 during off peak hours, or from $3.95 for pay-asyou-go to $2.75. A large truck would see offpeak tolls with a transponder cut from $8.40 to $5.90, or on the pay-as-you-go system from $9.55 to $6.70. “We will be interested to see if offering a lower rate at offpeak periods will lead to some time-shifting of trips by current Golden Ears Bridge customers,” said TransLink CEO Ian Jarvis. “Shifting the time of discretionary trips from peak to non-peak periods is one way to make better use of existing network capacity.” Jarvis added that it will be interesting to see if drivers change their route from the Port Mann Bridge to the Golden Ears during weekend and evening hours “We will be watching to see if these toll discounts achieve a ‘tipping point’ at which the convenience and time savings are seen to be worth the cost,” Jarvis said. The data from the trial will be studied, and a new tolling structure may be based on any changes that result.

The weekend errand to dispose of his papers was worth the effort for the Langley Meadows resident, who visited Costco for the free, Langley RCMP-hosted shred-it event. Residents were invited to bring all their old documents and personal information to be destroyed in an environmentally friendly way. Youth engaged in understanding Kudos to Michelle Sparrow [Students take part in mock federal election, page A11] and anyone else who is making an effort to engage today’s youth – indeed, anyone – in the democratic process. The past federal election saw a marked drop in participation by eligible voters, compared to previous years. And pollsters are finding that the current election campaign is drawing even less interest still. Perhaps it’s a simple lack of understanding among Canadian citizens. Perhaps they don’t understand how important it is to get involved as voters. Perhaps they just don’t understand how great a privilege they enjoy in this country. There is a great deal of talk about the flaws in our electoral system, but those who are doing the talking should not be misconstrued: they are not (for the most part, anyway) talking about throwing the baby out with the bathwater; they are talking about finding new and innovative ways of improving the democratic process, of engaging more people, making our democracy… well… more democratic. To achieve that, there is first a need for more citizens to understand the current process, to understand the importance of taking charge of the process, and most importantly, to understand that it is an opportunity to set the course for our own destiny. Getting young people involved, even in a mock forum, is a great opportunity to build an interest in political education. And if youthful enthusiasm shames a few more adults to recognize their responsibility to sustain the democracy that their children hope to enjoy, then so much the better. – B.G.

Dog rules need to be enforced
Dear Editor, I went with my wife, 11-year-old daughter and five-year-old son to walk a trail in a bird sanctuary area along the Nicomekl River, from 50th Avenue and 198th Street all the way into the downtown. The trail is paved most of the way, and very scenic. There are benches and ponds that, for the most part, are kept up very nicely. What is not kept up or enforced is the dog-walking. We were at the far end of the trail, where it comes out of Hi-knoll Park, just getting to the bridge that crosses the river, when we were stopped by a pit-bull-cross dog. The dog was very aggressive, with its hair up and lots of growling and barking. We met it in the middle of a field – and onleash area – and there was no owner near. We backed out and went home. It was not the first time we have had an negative altercation with dogs in the area. For some reason, people feel that the rules are okay to break with their dogs.
We often see people all over the trail with their animals, but no poop bags. I used to go down to those areas when I was 13. There were no trails and it was pristine. You would hear pheasants all day, and run into ducks, grouse, and geese. I have not heard a pheasant in three years. Dog owners must put their dogs on leashes and pick up their excrement. The lazy ones are showing no regard for others or the environment. The trail should welcome everyone and their dogs, but the rules need to be enforced for the irresponsible. I called the city, and they recommended that the next time I am in the middle of a field with my two children being harassed by a possibly dangerous animal, I bring a cellphone so I can call for help. land was owned by the Township of Langley, and construction in the early 1980s was made possible by a grant from the Ministry of Municipal Affairs. BC Transit buses used it for routes that served Walnut Grove; Cascade Charter Service buses also stopped there. I used the latter service daily, when moving into Walnut Grove in February 1991. The park-and-ride was free when it opened just in time for EXPO 86, and remained free till 2001 when it was closed and the site became part of the land deal, for the reconstruction of the 200th Street Interchange.

Dear Editor, A couple of questions for Scott MacDonald regarding his perception of misuse of RCMP resources for stopping linejumpers at the Aldergrove border crossing [Thanks for borderline patrols, April 1 Letters, Langley Advance]: is he one of those jerks who do that, and did they catch him? I don’t do “road rage,” but I might be tempted in such a situation. The police are also watching for people smuggling weapons and drugs into our community, and if needed elsewhere, they can drop what they’re doing and respond anywhere in Aldergrove in a matter of seconds. Perhaps he has never waited patiently for up to two hours to reach the Aldergrove border crossing, only to have some SOB pretend to want to cross on Zero Avenue and then cut in at the duty-free. Or perhaps he has the luxury of hardly ever having to endure this horrible waste of time. If he was one of the queue-jumpers caught by the RCMP, good. Some of your readers may remember that the consortium changed its mind, and built a totally different facility, one that would not need the ramp through the park-and-ride, and its land. At that time, Township Council, based on suggestions from many members of the public, including the Committee for a Real Interchange, could have demanded that the parkand-ride remain as is. But Mayor Kurt Alberts and council did not. That started quite an acrimonious fight for an alternative, temporary park-and-ride somewhere near the Colossus, which also became free. TransLink’s current brochure calls the latter park-and-ride the “current facility.” This is not the whole historic truth. If the new park-and-ride would require a fee for parking, (which is likely, due to TransLink’s financial challenges), it would add injury to insult, robbing Langley residents first of the Walnut Grove Park-and-Ride, and then 10 years later, developing a second replacement facility that requires users to pay for parking. In light of what happened 10 years ago in Walnut Grove, it should be a given that parking remain free for bona fide users, even if fees would be charged at all other park-and-ride facilities operated by TransLink. A prime location for planting election signs will be denied to candidates in Langley Township during fall municipal elections. On March 28, the council passed a new rule that will ban planting signs in the centre medians along local roads. Students take part in mock federal election A local mother is hoping to let Langley students try out voting, thanks to a national program that parallels the federal election. by Matthew Claxton

Voting is a right many Canadian adults take for granted, or don’t feel is worth using. So much so, in fact, that in the last federal election, more than 40 per cent of those eligible didn’t cast a ballot. She was looking online for similar programs when she found Student Vote. The program is a non-profit, non-partisan group that runs parallel elections in ridings across the country. Students in elementary, middle, and secondary schools get to vote for a slate of candidates in their own riding. In Langley, that would give them the choice between five parties, the Conservatives, NDP, Liberals, Greens, and the new Pirate Party.

In addition to voting, students take on the roles of polling clerks and returning officers for their schools, collecting the ballots and keeping the results secret. The votes are tabulated, and the results of the student election are released the day of the official federal election. “I think it’s a really amazing program,” Sparrow said.

to cultivate a sense of civic duty. The program is in a large number of schools in parts of Ontario and Alberta, Sparrow said. Right now, about five Langley schools have signed up to take part. Sparrow is hoping to spend the next week visiting many more schools and driving that number higher. Aside from educating kids, Sparrow hopes the program will actually encourage more adults to vote. She said she knows from experience how kids can encourage their parents to do something. If children come home from school fired up about the issues, and talking about voting for a specific local candidate, they’ll want to know why their parents are, or aren’t, voting. “The parents have a harder time sitting on the couch when it’s their turn to go to the polls,” she said. Sparrow said some students may not learn about elections or how the government works in their current classes, so the Student Vote program can offer that extra boost of education. “I truly believe that becoming engaged with our government and the process is so important,” Sparrow said. “I feel if you can get the youth excited and connected with the voting process, that they will then share that passion with their parents, friends and family who will then in turn show up to the polls.” Student Vote sends out its voting packages free of charge, so it won’t cost the Langley School District anything for its schools to take part. Sparrow has about eight days left to convince schools to take part. The deadline for schools to sign up for the program is April 13. Students at schools that do sign up will vote a bit earlier than the general public, as the results will be tabulated by the national Student Vote organization. The federal general election will be held on May 2.

This Arbour Day, Langley Township will honour a cross-section of community builders who have passed away recently. On April 17, nine residents will be remembered with trees planted at the Derek Doubleday Arboretum, council has decided. The ceremonies will be held 1-3 p.m. in the 21200 block of 56th Avenue. Each tree costs $300. Those being remembered include an athlete, firefighters, pioneers, teachers, and volunteers. They are: • Gail Aitken, volunteer and Recreation, Culture and Parks Committee member;
• Bunty Clements, founder of the FurBearer Defenders and an animal rights activist; • Esther Davis, a Milner pioneer; • Tim Whiting, a water bomber pilot killed while fighting a fire in the Lytton area; • Tommy Paonessa, a boxing champion and member of the BC Sports Hall of Fame; • Cindy Bury, a photographer and philanthropist; • Jim Ross, a former teacher at County Line Elementary; • Ed Seibel, a pioneer farmer in Langley; • Ron Dunkley, a Langley City firefighter, whose tree will be planted on land in the arboretum within the City’s boundaries. After this year, there is expected to be a formal process for members of the community to submit names of those to be recognized through the planting of a memorial tree.

• A “right to die” bill was brought to the House of Commons by Fraser Valley West MP Bob Wenman. “Terminally ill individuals must have the right to determine their own length of treatment,” the Langley representative in Ottawa said, “and physicians must not be held liable for following their patients’ wishes.” • Langley MLA and cabinet minister Carol Gran flirted with the possibility of becoming the next premier of B.C., although she was leaning towards supporting Rita Johnson’s bid to succeed Social Credit Party leader Bill Vander Zalm, who resigned as premier after facing months of heat over conflict of interest allegations.

• Langley councils reported $2 million in building starts in March, doubling the previous year’s record-breaking first quarter. Included in the development figures were an 88-unit apartment block in Langley City and 71 homes in the City and Township. Values of the new homes in Langley City ranged from $12,800 to $21,000. In the Township, some new homes were selling for $30,000.

Langley citizens are combating crime through the Crime Prevention Academy. The free six-week training course is hosted by the Langley RCMP and contains workshops covering topics such as home security, personal safety, fraud, identity and auto theft, local community and traffic bylaws and forensics. “We’re looking at ways to educate people on how they can help themselves,” community policing crime prevention coordinator, Dianne Robinson said. “It’s a key to making this a safe community.” Weekly sessions are split into two one-hour seminars that run every Wednesday night at a Brookswood firehall. The course began on March 23 and runs until April 27. Seventy people signed up for the academy last year but there was room for only 50. The remaining 20 were taken this year.

Midget C4 squad captures Langley Cup title Langley’s midget C4 hockey team won the Langley Cup on Sunday. During the preliminary round, the C4s lost 4-3 to Langley’s C7 squad. The loss dropped the C4 team to the lower side of the double knockout tournament. They went on to edge Langley C1 2-1 in a shootout in the semifinals to advance to the championship game,
for a rematch with the C7s. The C4s won the final by a score of 5-1. The Langley Cup champions include Trevor Ryan, Chase Bender, Linden Beskau, Glynn Chambers, Bradly Coleman, Brenden Crawford, Myles Crockart, Zachary Froc, Trevor Gauthier, Austin Kingsborough, Sher Lawla, Jordan Lazar, Ryan MacDonald, Brendan Mykle-Winkler,

University women’s soccer
Calgary midfielder joins Spartans Trinity Western University’s women’s soccer team continues to stock its cupboard. On March 22, the Spartans signed Calgary’s Alessandra Oliverio, who will join the team this coming fall. The 5’4” centre midfielder, who will graduate this year from Bearspaw Christian School, comes to TWU having trained at the National Training Center Prairies for the past four years and having played on a number of Alberta provincial teams.
“I am delighted that Alessandra has joined our program for the coming seasons,” TWU coach Graham Roxburgh said. “She possesses so much of the qualities that we are looking for in our program both as a player and more importantly as a person.” Roxburgh said Oliverio has very good skills and attacking qualities that will allow her to play both as a midfielder and a front runner. In Roxburgh’s interactions with Oliverio, he continued to be impressed with who she is off the field in terms of her character and leadership qualities. “We have recruited a player that I believe will help our program’s future both on and off the field,” Roxburgh said.
Most recently, Oliverio helped her indoor U18 Juventus team, playing out of Calgary’s Southwest United Soccer Association, win a gold medal at the 2011 Tier 1 provincial championship. She has now won two provincial titles with SWU, as her U14 squad won gold in 2007. “I decided on Trinity because the whole school has a great atmosphere and I am very excited to be part of such a great team,” said Oliverio, who plans to study psychology at Trinity Western. Oliverio will join Canadian U20 national team defender/midfielder Vanessa Kovacs and Alberta Summer Games forward Sarah-Kim Bergeron as TWU 2011 recruits.

MONTAY, Dale
Born July 3, 1961 - Murrayville, B.C. It is with heavy hearts we announce the passing of the big man with the bigger heart. Our beloved brother passed away March 27, 2011 at Langley Memorial Hospice surrounded by family and friends after a battle with cancer & weak heart. He was predeceased by his Father Ray Montay in 1967, Grandfather Walter Johnsen in 1970 and his Mother Lillian Montay in 1984. He is survived by his brother Reynold, 2 sisters Karen and Sharon (Pete). He will be greatly missed by family and friends. Dale spent his formative years working for VanderVeen Hay Sales crossing most of the Fraser Valley and Vancouver Island Farms. Later he was employed with GTA Equipment, L Wood Trucking. Many thanks to all who were great support in his final months. In lieu of flowers donations may be made to the charity of your choice. Celebration of life may be at a later date.
