The redesign, which was completed in 2008 by the Ministry of Transportation but not made public until a district council workshop on Monday, plans to improve safety and alleviate traffic congestion for vehicles both crossing and entering the highway. It proposes that several on- and off-ramps be closed and replaced by new ones, and a new overpass be built between Mount Seymour Parkway and Keith Road to handle east-west traffic that bypasses the highway. “The Second Narrows bridge acts as a pinch point, but the congestion is also caused because there are too many on- and off-ramps too close together,” explained Erica Geddes, district transportation manager, in a presentation with Andrew Hind, a senior transportation planner with the Ministry of Transportation. “This is one of the more complicated (plans) I’ve seen as a civil engineer.” See DNV page 3

A newspaper delivery man attacked by a West Vancouver police constable and two other off-duty police officers outside the Hyatt Regency two years ago has filed a civil lawsuit against them. Firoz Khan filed the lawsuit in B.C. Supreme Court Jan. 14, as a public hearing into Gillan’s police discipline was underway last week. Khan, 47, was delivering newspapers to the Hyatt in the early morning hours of Jan. 21, 2009 when Gillan, then 24, attacked him, throwing him to the ground and telling Khan he was under arrest. Phase 1 plans for an overpass built to connect the westbound lanes of Mount Seymour Parkway to Fern Street, which would cross over top of Mount Seymour Parkway, along with a new northbound on-ramp at Fern Street and the elimination of the current northbound on-ramp from Dollarton Highway. Phase 2 includes the construction of an on and off-ramp connecting the bottom of The Cut to Brooksbank Avenue, a route that would run through what is now Keith Lynn school. The existing southbound off-ramp from Fern Street would be closed, as would the southbound on-ramp from Dollarton Highway, while the southbound off-ramp onto Dollarton Highway would become truck-only. There would be no left-turn access from Mountain Highway at Main Street onto the bridge. Ian Abercrombie, director of facilities and planning for the North Vancouver school district, said demolition of the Keith Lynn school for the new on-ramps could be worked out. “The school serves a program that has under 100 students in it and the school is in poor condition, so we are looking at eventually moving those students to an alternate location,” he told the meeting. The third phase proposes the construction of an overpass between Mount Seymour Parkway and Keith Road, the closure of the northbound exit onto Mountain Highway and possibly the closure of some sections of Fern Street, which would be replaced by the new flyover. The proposed new intersection at Mountain Highway and Keith Road would be built six metres, or about two storeys, above the ground and situated partly above Highway 1. The total price tag is estimated at $100 million and the ministry wants to split that cost with the district. Many of the details, including the order of the phases, are open to changes, according to Hind.

The plan saw council members voice plenty of reservations. “Quite frankly I think the Keith Road flyover almost needs to be Phase 1 in order to enable some of the other proposals,” said Coun. Alan Nixon, who along with others said moving traffic to the new Brooksbank Avenue exit before the Keith Road overpass was built would create a traffic nightmare, with Deep Cove-bound traffic getting stuck in Lower Lynn. Nixon said the focus needs to be on transit, as the roads are maxed out for cars. “This buys us maybe 10 years of relative ease of access, but beyond 10 years it will be back to what it was before unless we take really hard steps on mass transit to encourage people to get out of their single-occupancy vehicles.” Several other councillors said the northbound Mountain Highway exit should not be closed, arguing that would cause back-ups at Exit 19 at the top of The Cut. Coun. Lisa Muri said she had concerns about the closure of both on-ramps from Dollarton Highway, worried traffic would cut through Riverside Drive during rush hour. “You shut down about three or four of my routes, personally, right now,” said Coun. Roger Bassam, eliciting chuckles from around the table. The price tag for all the improvements is also a major barrier. The Ministry of Transportation wants to see the district fork up some money for improvements, like the proposed flyover, which primarily benefit east-west traffic not using the highway, but several councillors said they don’t have the money and, even if they did, that’s not fair to the district. “We can’t negotiate on $100 million. The dollars are huge. That’s why we need some negotiation with the design, because we may be quite happy with a lot less and a business case that’s more palatable,” said Mayor Richard Walton, adding he felt the highway was poorly integrated into the community from the beginning. Coun. Mike Little added: “Costs are being stratospherically multiplied by the presence of

Gillan ‘baffled’ at actions

WEST Vancouver Police Const. Griffin Gillan told a public hearing Monday that his unprovoked attack on a newspaper delivery man outside the downtown Hyatt is “still something I’m grappling with and trying to come to terms with,” adding he remains “embarrassed and baffled” at his actions.

Gillan told police complaints adjudicator Harry Boyle he thinks about the incident every day, although he said he has no memory of the attack or most of the events leading up to it. “I want to prove to people who don’t think much of me that I’m better than what they think of me,” he said. “I’m trying to do whatever I can to make it better and regain that trust.” Gillan, who is back working as a police officer at the West Vancouver Police Department, told the hearing that being a police officer is “the only thing I’ve ever wanted to do.” Gillan attacked newspaper carrier Firoz Khan outside of the Hyatt in January 2009 following a night of off-duty binge drinking with two fellow police officers. He pled guilty to assault of Khan in July 2009 and received a 21-day conditional sentence plus six months probation. Following the criminal case, an internal police investigation conducted by Abbotsford Chief Const. Bob Rich recommended Gillan be reduced in rank from constable to probationary constable and be given a 10-day unpaid suspension on top of the 11 months he had already spent off the payroll. A public hearing into that decision ordered by the police complaints commissioner was to wrap up this week. On Monday, Gillan described sitting in his cell at the Vancouver jail following his arrest and trying to figure out why he was there. “The whole thing didn’t seem real to me,” he said, adding he told himself he must have been brought in as a witness or

“someone else must have done something.” Gillan said he guessed he’d had about 25 drinks that night, although he could only remember about 10 of those. Gillan said despite bouts of heavy drinking at times in the past, he’d never blacked out to the point where he couldn’t remember large parts of the previous night. Gillan said he’d always thought of himself as a laid back, happy drunk when he’d been intoxicated in the past, adding he couldn’t think of any times where he had become angry, obnoxious or got into fights. He said he’s still unable to think of anything that would have prompted his attack on Khan. “I have no idea,” he said. “Everything in my life was going well. I have no explanation towards that.” Earlier in the day, Sgt. Paul Skelton, in charge of professional standards for the West Vancouver Police Department, answered questions about public reaction to Gillan’s arrest. Skelton said most of the complaints responded to media reports about the incident — including early allegations by Khan that the attack was racially motivated. “You’ve lost the confidence of your citizens and must dismiss this jerkoff for beating up an innocent man and being a racist,” one complaint letter read. Another criticized the police force for having “Griffin Gillan, who’s a racist drunk, on the team.” Skelton said, in his opinion, if Gillan had been guilty of robbery or a racially-motivated attack — as initially alleged — he would not be fit to be a police officer. Skelton agreed with Butcher, however, that an assault conviction doesn’t automatically mean a police officer loses his or her job. “In fact, there are police officers serving in your department who have convictions for common assault?” Butcher asked Skelton. Skelton said he was aware of one West Vancouver officer with an assault conviction. Skelton told the hearing he wouldn’t be concerned about Gillan working on patrol in his police unit. “I strongly believe that he feels this is a very serious incident . . .and has taken responsibility on a number of levels.”

The next step for the ministry is undertake a business case and allocate costs between the province and the municipality. Hind said some of the less expensive elements that only impact the highway could be done on their own, without any cost to the district, however that would be at least three years away as the Sea to Sky Highway upgrades and the Gateway program have used the entire capital budget currently available.

Khan claims brain injury, inability to work From page 1

after Gillan went binge drinking with two other off-duty officers at several downtown bars. While he was attacking Khan, Gillan phoned the two other officers, who arrived and joined Gillan in the assault on Khan. In the lawsuit filed Friday, Khan alleges that “without justification or provocation (Gillan) assaulted, punched, kicked, restrained, verbally assaulted with racial slurs and repeatedly beat the plaintiff for a lengthy period of time,” and that the other officers joined in without asking why Gillan was attacking Khan. Khan said as a result of the beating, he’s suffered “traumatic brain injury,” including headaches, dizziness, ringing in the ears and injuries to many other parts of his body as well as post traumatic stress disorder. He is suing for damages, loss of earnings, earning capacity and “loss of housekeeping capacity and a loss of the capacity to perform home maintenance and repairs.” The lawsuit alleges Gillan is responsible by “allowing himself to consume alcohol or other drugs to a level of impairment or intoxication so that he wasn’t able to control his judgment or actions.” Gillan is also negligent for “purporting to be an on-duty police officer acting in the course and scope of his duties when he was not,” and “verbally assaulting the plaintiff with racial slurs while purporting to be a peace officer,” according to Khan’s lawsuit. Gillan pled guilty in July 2009 to a criminal charge of assault for his role in the incident, and was handed a 21-day conditional sentence and six months probation. In the criminal case, the sentencing judge disregarded Khan’s assertion that he has been unable to work since the incident, pointing to a doctor’s report stating that Khan sustained only softtissue damage in the attack. The judge also noted Khan was unable to identify which officer had allegedly made the racial remark. Standards of proof are different for civil trials however. Last week, Khan told a police complaints commission that he has been unable to work since he was attacked. In cross-examination, Gillan’s lawyer David Butcher questioned the extent of Khan’s injuries. No statement of defence has been filed yet from any of the officers.

Woman hit on WV crosswalk Dundarave accident victim still unable to give full statement

A West Vancouver woman is recovering from serious injuries after being run down in a marked crosswalk in Dundarave. The 32-year-old had just got off a bus near Marine Drive and 27th Street and was crossing the road at about 5:30 p.m. Jan. 10 when a vehicle drove through the crossing eastbound, barely missing her, according to police. She was reacting to the first near-collision when a second car, this one heading west, struck her. The victim was tossed up on to the windshield and carried close to 20 metres before the driver, an elderly West Vancouver man, managed to stop, according to investigators. The woman toppled off the hood on to the ground. Emergency crews rushed the victim to Lions Gate Hospital, where she underwent treatment for broken bones, lacerations, bleeding in the brain and other injuries. She was still there this past weekend, said police, and had still not been able to provide a full statement. She is expected to recover, however. “Her condition has vastly improved, but obviously she’s going to be on the mend for a while,” said Sgt. Ed Pearce, a spokesman for the West Vancouver police. “By all reports, it

sounds like she was very lucky to be alive.” Tom Baillie, who was driving immediately in front of the car that allegedly struck the woman, said visibility may have been an issue. It was dark at the time and the crosswalk wasn’t well lit. Baillie had had difficulty seeing her himself as he had passed her, he said. “I made a note to myself about how darkly she was dressed,” said Baillie. “I was watching out of my rearview mirror and I saw her start across the road and thought: ‘God, that’s really dangerous.’ Then all of a sudden, the image of her disappeared.” Police couldn’t comment on the colour of the victim’s clothing. Baillie said he called 9-1-1 and returned to the scene to offer a statement to investigators. “I just couldn’t believe someone could lose that much blood and survive,” he said. Police haven’t recommended charges, but it’s possible that will change, said Pearce. “If there’s evidence to support failure to stop for a pedestrian in a marked crosswalk, etc., those will be laid,” he said. “But . . . there’s no alcohol or speed involved in this accident.” Pearce couldn’t say whether the driver or victim could have done anything differently to avoid the collision, but in a release issued after the fact, the WVPD listed measures pedestrians can take to improve safety: Wear bright or reflective clothing; carry a flashlight; avoid texting or listening to music when crossing the road; and always wait for traffic to stop before stepping into a crosswalk.

Con artists revert to using snail mail pitches FRAUDSTERS are increasingly spurning email spam for something decidedly more low-tech, according to North Vancouver RCMP.

In the past month more than 100 North Shore homes have been targeted with a personally addressed letter scam, which arrived in the mail seeking to convince the owner to wire money to the sender. What’s surprising is that the fraudsters are following marketing trends by moving back to sending paper letters instead of emails,

said Cpl. Peter DeVries of the North Vancouver RCMP. Telltale signs that the letter is a fraud include: the writer requesting the matter be kept secret; the letter coming from overseas, often Africa; and that it has poor grammar. It may also contain a fraudulent cheque addressed to the victim. A wire transfer is also a giveaway, said DeVries, because the method is immediate and virtually untraceable. Highway to hell T

HE concept of a flyover connecting traffic from the Seymour area to the southbound bridge lanes has been kicked around for some 20 years, so Monday night’s presentation by the Ministry of Transportation and the District of North Vancouver was eagerly anticipated. Talk about an anticlimax. It was like a teen expecting a new car as a graduation present and instead getting a photograph and a slippery promise to deliver in three years — maybe. Rubbing salt in the wound was the news that our provincial ministry is fresh out of cash — having already spent its budget for the next three years on the Sea to Sky Highway upgrades and the Gateway program. So don’t expect any concrete action just yet.

Still that gives the rest of us time to decide whether the ministry’s expensive plans for closing off-ramps — the entrance to Lynn Valley at Mountain Highway comes to mind — make any sense, and just what, if anything, the municipality should pay for. Because apparently the ministry doesn’t plan on paying for the Parkway overpass since it isn’t part of a Highway 1 improvement. Appalling, eh. It’s a provincial highway that cut all three North Shore municipalities in two when it was built. We expected the province to take the lead in rectifying the negative results that have only compounded with time, not abdicate responsibility. MLA Jane Thornthwaite, one of only a few observers Monday, has her work cut out for her on this one.

Closures, leases, sales erode school system

Dear Editor: The Board of Education of the North Vancouver school district is following three strategies which will change the face of the public education system on the North Shore: 1) school closures, 2) leasing of empty public schools to private schools, and 3) the sale of school properties. Declining enrolment, rising costs and lack of proper funding are the reasons cited for choosing these strategies. They are the strategies of a system in trouble. Closing a school can achieve short term savings, but at what long-term costs? Frustration and anger with the public system occurs in the neighbourhoods where the closures occur. And on the North Shore, where we have a fairly affluent population, many parents have the ability to jump ship and head for the private schools. Over time, the desirability of neighbourhoods in our community will be judged by the public amenities which are available to them. Elementary schools will rate high for new families moving into the North Shore. School closures will create have and have-not areas in our city and district. Leasing empty school properties to private schools is, in the long run, a self-defeating strategy. Declining enrolment, the raison d’être for these school board policies, is increased because these private schools can only draw from the public system. If not for the existence of this leasing policy, there would not be many private schools which could afford to set up on the North Shore. The selling of school lands (as the board is now proposing for Monteray elementary) is a strategy that signals defeatism and a lack of imagination, as there is no turning back once this policy is carried through. It takes away opportunities from future boards to put the public system back into its proper place in our

community. Is North Vancouver’s Board of Education entering unknown frontiers with these strategies and “going where no board has gone before”? The answer is no. According to a Vancouver Sun article by Pete McMartin, published on Dec. 9, 2010 headlined Want to Save the Public School System? Change It, this scenario has been played out for the last 20 years in Alberta. The results show clearly what will happen on the North Shore if the board continues with these policies. There will be a continual eroding of the public system and a flourishing of private schools. Twenty years ago Edmonton and Calgary were faced with many of the same issues that are faced on the North Shore today.

Edmonton decided to combat the private schools by creating Schools of Choice and enticing the public back into their system. According to McMartin, the number of private schools in Edmonton can now be counted on one hand. Calgary, however, chose to ignore the wants of the public and now hosts more than 100 private schools. Our society values public education and holds to the tenet of equal accessibility for all, but these strategies of the North Vancouver school district are clearly steering the North Shore in the opposite direction. The price of convenience is celltowers

Dear Editor: While I accept there are some concerns over the safety of cell towers (Tempe Neighbours Fear Cell Tower, North Shore News, Jan. 9), I can’t help but be struck by the NIMBY-ism displayed by Mr. Johnstone. We must accept that the price to be paid for such convenience as cellphones is the suitable placement of infrastructure that will provide good quality of service. Mr. Johnstone expresses concern over potential harm from the unseen radio waves akin to X-rays. Surely a more suitable apples-to-apples comparison would be with wireless Internet (Wi-Fi), remote controls, TV and radio waves that surround us around the clock. Not to mention the cellphone

we carry in our pockets. In this age of wireless communications, we can be sure that if we are on a call, then a tower can’t be far away. If a call is dropped, it is likely that there is inadequate infrastructure to support the call. We must accept there is a price to paid for our modern conveniences. And with most people now using cellphones, towers are going be the reality for all of us wanting to use a cellphone without suffering dropped calls. If there is evidence to suggest that transmission of waves from cell towers and phones is dangerous, then we should all throw away our handy gadgets and move to the woods. Health care is under siege

“A private clinic, Groupe Santé Express of Blainville, Quebec, gives access to a family practitioner in less than a month to patients who first agree to pay $371 for a checkup. MEDICARE is in trouble, but are British Columbians willing to sit back and watch while the comforting rug of public health care is pulled out from under them? If not, now would be the time to do something about the very real threat on their doorstep. This is not the first time, nor likely to be the last, that Quebec physicians have attempted an end run around the Canada Health Act. What is different about their determination to turn public health care into a for-profit enterprise is that, working through its MSP-equivalent Regie de l’assurance maladie du Quebec (RAMQ), the Quebec government appears equally determined to protect the interests of its citizens. That is not the case in British Columbia, where public health care is squeezed from all sides. Arguably, the most consistent squeeze continues to be applied by Vancouver

Elizabeth James orthopaedic surgeon and former president of the Canadian Medical Association, Dr. Brian Day. Day’s self-described “vision” of private health care provided the impetus for the incorporation of four private surgical centres in B.C. and, eventually, for the Canadian Independent Medical Clinics Association (CIMCA). One of the corporations is the Delbrook Surgical Centre in North Vancouver. On Jan. 28, 2009, CIMCA and the Cambie Surgeries Corporation, along with three other surgical centres and Richmond-based Ultima Medical Services Inc., filed suit in B.C. Supreme Court against the B.C. Medical Services Commission — which administers the provincial Medicare Protection Act — the B.C. Minister of Health and the Attorney-General of B.C. Stating that they and “at least 50 other independent surgical facilities (in B.C.) are a significant part of overall health care provision in the province,” CIMCA et al claim that “the

Act restricts the opportunity for individual patients to have access to the private medical care of their choice.” This, they also claim, contravenes Section 7 and 15 of the Canadian Charter of Rights and Freedoms. The fundamental question to be answered by the court, surely, is not whether the Act restricts the “opportunity” for patients to access private care. Rather, it is whether the existence of a two-tier medical system — one for the rich and one for the not-so-rich and the poor — contravenes the right of all Canadians to access publicly administered health-care services that are “comprehensive, portable and universal” as described in the Canada Health Act. British Columbians also need to know with certainty whether the court will allow the Charter of Rights and Freedoms to trump other parts the Canadian Constitution, which guarantees equality for all citizens, and/or the affirming February 1999 framework agreement between the federal government and the provinces,

which ensures access “for all Canadians . . . to essential programs and services of reasonably comparable quality.” Of equal importance to the future of health care in B.C. is a lawsuit launched by clinic patients in the same court on Dec. 4, 2008, eight weeks before CIMCA’s charter challenge was filed. In that case, Mariël Schooff, a patient who underwent surgery at the False Creek Surgical Centre, petitioned the courts for reimbursement of $6,125 in clinic fees for treatment she should have been able to receive free-of-charge under B.C.’s Medical Services Plan. Schooff was joined in the suit by four other patients, one of whom was Carol Welch, who paid False Creek $450 for presurgery evaluation but, when faced with a $5,000 surgical fee, decided to endure a painful wait to have the work performed under the public system. In view of their court petition against the Medical Services Commission and the clinics, it is obvious neither See B.C. page 11

‘Grandson needs cash’ scam still out there Police caution against requests to wire money

THE West Vancouver police have reissued their alert to seniors after receiving three reports of a recurring scam. Investigators first raised the alarm in December when a man allegedly conned an 86-year-old woman out of $800 by pretending to be her nephew. The suspect reportedly approached the victim in the 1300-block of Clyde Avenue Dec. 6. He convinced her he was a relative in need of money for truck repairs, escorted her to a nearby bank and waited outside while she withdrew the cash. He allegedly pocketed the money and vanished. The WVPD issued a media release detailing the incident which was picked up by the North Shore News and several other Lower Mainland outlets

last month. Just three weeks later, two more elderly West Vancouver residents were reportedly targeted in nearly the same way. In both instances, the complainants received a phone call from someone purporting to be a grandson in need of a large sum of money to cover legal fees. One of the targeted seniors, recalling the previous story, refused. The other agreed, and got as far as attempting to arrange a transfer at the bank before the transaction was interrupted by a suspicious bank employee. West Vancouver police had visited financial institutions

throughout the community to warn them to be on the alert for the scenario. Investigators believe both individuals would have lost significant sums to crooks had they gone through with the payments. The calls appear to be the latest examples of a scam that has become extremely common in recent years, in which someone will contact a senior citizen claiming to be a relative, feed the target a story of acute financial hardship, and request cash, according to police. The perpetrators will often say the money is needed for car repairs, for bail or for legal

fees related to a drunk driving charge. Most of the calls seem to come from eastern Canada. “The RCMP are looking at this nationally as well,” said Cpl. Jag Johal, a spokesman for the WVPD. “We’re not the only ones getting this. . . . It’s probably a group of people working in the Montreal or Quebec area, . . . preying on seniors and seeing if they can get any money.” The phenomenon is repulsive, he said. “Any time someone is taking advantage of someone vulnerable within our society, particularly seniors, . . . it really cuts to the core.”

On Nov. 11, 2010 the Journal of the Canadian Medical Association (CMAJ) quoted delegates at a meeting of public health-care advocates as saying that these legal challenges “may imperil medicare.” Considering the clinics’ reaction to results of the second squeeze, imperilment appears to be a foregone conclusion. On Sept. 9, 2010, in a separate case, the B.C. Court of Appeal ruled that, with a warrant in hand, it was permissible for the province to audit a private clinic without first having to apply for a court injunction. Would you not think that would be enough grist to the mill of any thrifty health minister to immediately go looking to see whether private clinics were billing MSP for services already charged to the patient? Not in B.C. apparently, where the province has been denied access. As NDP health critic, Adrian Dix said on Sept. 23, Cambie Surgical admitted “they’re violating the law,” but B.C. Liberal leadership hopeful and former health minister Kevin Falcon said he had no personal objection to private clinics and did not want to engage in a debate about private versus public health care. No objection? It’s a matter of the law, Mr. Falcon. If one of us was to break the law right under the nose of a minister of the Crown, would we get away with it? While we’re talking about skirting the edges of the health act how about taking a look at other decisions of the former minister? Which brings us to the third squeeze. On the same day Falcon shied away from one debate, he created another of his own by

announcing his intention to set aside $250 million over two years for “patient-based” funding. The announcement, of course, lacked details as to how speeding up hospital assemblylines might affect quality of care. The fourth squeeze hit close to home for aging baby-boomers. Perhaps sensing an increased revenue stream from a ballooning demographic, and not to be outdone by Quebec clinics, Falcon admitted in Oct. 2010 that, on Jan. 1, he had already introduced a room-andboard fee — close to $30 per day — for patients who must stay in hospital to convalesce after surgery or other procedures. And that leads us to the most important squeeze of all — the one that we exert. For a decade or more these writings have been on the wall. The cost of health care, even for the basics of a “comprehensive” system, has grown exponentially. Furthermore, every time a new test or procedure is discovered, there are immediate calls for it to be added to the pot of free options. While many of those innovations lead to early detection and, therefore, cost-saving preventative measures, we cannot expect Medicare to expand without end. Nor, however, should we tolerate governments that roll over and play dead to corporate law-breakers without first coming to the people to ask, “Given that health care already consumes 50 per cent of provincial revenues, and given costs cannot be allowed to spiral out of control, what are your priorities for a universally accessible public health-care system?” Regrettably, I also have a quarrel with British Columbians who, in large part, abdicate their responsibility to demand to be heard — until, that is, a failing Medicare fails them. Prune now for growth

THERE are two optimum times of the year to prune: summer for many trees and vines, and winter for some trees, shrubs and vines.

There are also two seasons of the year in which pruning can be detrimental to plants; during spring and fall. Choosing the right time of the year to prune depends on what growth Dig Deep effect you are trying to achieve. Todd Major I receive many questions from readers asking how to prune but rarely does anyone ask when to prune. When to prune is as important as how to prune because plants respond to pruning according to how and when they are pruned. Most deciduous plants that are pruned during the dormant period respond by regrowing strongly from the cuts, this is known as invigoration pruning. Invigoration occurs because plant sap is stored in the root system during dormancy and when spring growth starts after pruning has occurred there is more sap reserve than branch network, therefore the plant responds by using the excess sap flow to grow new branching. So for every cut you make in the dormant period there will be at least one or more new growths sprouting from the cut. The amount of regrowth depends on how the cuts were made. If you use a thinning cut, meaning you remove the entire branch back to its point of origin, the amount of regrowth may be small or not at all, because there are no buds to regrow. If you used a heading cut, meaning you cut the branch back to a lower point on itself but did not remove it entirely, then regrowth will occur from the top one or two buds on the cut branch, because there are buds to regrow and sap flow reserves to push growth. There is an advantage to dormant season pruning, you can use it to rebuild or build new, branching framework, which is useful for building structure on fruit trees, climbing vines like wisteria and kiwi and for many deciduous shrubs like winter viburnum, forsythia, wegiela, red stemmed dogwood, spirea and many other shrubs that regrow from the base. One should not prune during the winter if the only purpose for pruning is to control size, because invigoration will regrow the plant to at least the height it was before pruning occurred, so no size control will be obtained. If size control is the purpose of the pruning, then summer would be the best time to do the work, since summer pruning results in suppression of growth. I have heard that pruning in the winter is done because it is easy to see the branching framework, which may have some validity but that rationale cannot ignore the reality of plant growth invigoration that occurs after winter pruning. A Jedi pruner can see any plant’s branching framework during all seasons of the year. So choose your horticulturist carefully. There are several plants that should not be pruned during the winter because they will suffer frost damage or rot. These plants include hydrangeas; prune these in late February. If you are in a pinch and cannot find one you can simply make one of your own. Fill the bags with some homemade sweets and tie off with a pretty ribbon. Materials: Clear cellophane cone bags (or alternatively a roll of clear cellophane) Glue and glue gun Clear cellophane tape Tissue paper Ribbon Home-baked sweets Gift tag card Tissue paper (crinkled or shredded) If you cannot source the clear cellophane cones simply cut a piece of cellophane into a 16-inch by 16-inch square. Fold the square once in half and then again. Cut the top of the folded square in an arc shape. Discard the cut edged piece of cellophane. Make a cone shape out of your folded piece by simply placing your hand through the arc at the top and taping

Maintain plant’s natural form when pruning Above all else there should be a reason for pruning before the correct season and type of cut can be chosen. Everyone has their own reasons for pruning, but pruning just because everyone else is pruning or because the plant has never been pruned are not justifiable reasons to prune. As I have said before there are only three reasons to prune: to remove dead, diseased or damaged tissue; or to direct, control or modify growth; or to improve flowering and fruiting. The most common reason to prune is the plant is too big. For many plants that are too big the best options would be to transplant the plant to a new location or remove it and replant with a size-appropriate plant. Regardless of when or how you prune, prune gently with respect and try to maintain the natural form of the plant so it can be enjoyed in all seasons.

as lavender, rosemary, Russian sage, thyme, salvia, daphne and wormwood and all Mediterranean shrubs should be pruned in early spring after winter has passed to avoid frost kill on their thin branching. Trees like dogwoods, cherry trees and Asian maples which are prone to vascular diseases should be pruned in summer to avoid disease infection. Clematis should be pruned according to their season of bloom and none of them enjoy winter pruning. Hedging of any type can suffer frost burn if it is pruned during the coldest part of winter, so it is best to avoid pruning hedges until late winter, which would be somewhere in late February. There are exceptions of course; big laurel hedges and some cedar hedges rarely burn unless the winter is particularly cold. So gauge the season before you cut.

Flexible living spaces are ideal

ARE the spaces in your home really designed for the activities that take place within them?

Do you find rooms that you use every day to be simply too small while others, some lying vacant most of the year, are just swimming in area? If the answer is yes, Building by Design don’t be surprised as a vast Kevin Vallely majority of our homes have been designed on a planning model that is long outdated and in desperate need of an rethink. Many of our homes have been designed with the notion that separate activities need to be housed in separate spaces, an idea routed in a more formal way of living that’s not appropriate to today’s lifestyle. Look around and you’ll see it everywhere: a main entry that’s used rarely while the more convenient, day-to-day entry is littered with recycling bins, hockey gear or whatever detritus daily life sheds or a formal dining or living area that lies empty most of the year, standing testament to a bygone era rather than being part of the daily life. A great exercise for homeowners is to look carefully at how they truly live within their homes. Walk around your home and quickly pace out the spaces within it to get a rough square footage area of each. Make a list of these spaces and their accompanying area and write down what activity goes on in the space and how it’s being used. The numbers might surprise you. It’s amazing how much space goes unused in the average home. I find such an exercise a great starting point for rethinking the planning of a house. One sees how the square footage of the most used spaces of the home compare to other areas and gives an immediate insight to where a little trimming and relocation of space might be in order.

Ease child’s doctor visit

IT’S time to take your preschooler to the doctor. It may be for a checkup, to handle some medical problem such as a pesky rash or sore throat or it may be time for a vaccination.

Although he has likely had a number of visits to the doctor when he was a baby he probably doesn’t remember them so this may be the first time he’s truly aware of where he’s going. And he’s wondering what is going to happen. Buy or borrow a child’s doctor kit so that he can become familiar with some of the instruments the doctor may use. Let him play with the kit using a doll or stuffed toy as the patient. While he plays you can explain to him what each instrument is for, how the doctor uses it and why he does it. If you haven’t time for that, go online and find pictures to show him. Kids are naturally curious

and he will love to learn all about his doctor visit and how the doctor can find out all kinds of neat things about his body. Go to the library and take a look at some books about visits to the doctor. If he is also curious about how his body works, find some books to answer his questions. Librarians are marvelous sources of information so simply ask them to help you find the books that will work for your child. If you are matter-of-fact about a trip to the doctor your

child will likely have the same response. For example, if your child is going to get a shot, be honest with him. Tell him that the doctor or nurse is going to be giving him a needle. Explain the process and be honest. Tell him that it will pinch and that his arm might be a bit sore or itchy afterwards. But assure him that you know he can handle it. It would be nice to believe that you will be able to book an appointment that doesn’t interfere with meal or naptimes but let’s face it, that’s not going to happen. So how do you cope? On top of that there will be waits in both the waiting room and again in the examination room. So come prepared. Before you leave the house, phone and ask how the day is going at the doctor’s office. If they tell you the doctor is running 30 minutes late, suggest to them that you will arrive later. If at all possible make sure your child has some exercise See Bring page 21

If he’s at all concerned or tends to be nervous with new people and he doesn’t know the doctor well, bring his favourite lovey so he has something to soothe him and hold him as much as possible during the examination. Rethink those resolutions

HERE’S an idea, one that I think makes perfect sense.

Let’s move our resolutionmaking to the second week of February. Each January, we usher in the new year by resolving to embark on a healthier, more fiscally sound and punctual lifestyle . . . well, I do, anyway. And while we might find early success on the health front — if not on the other two — we find ourselves stymied by the end of the month. I blame Tourism Vancouver. Every year, round about the same time, the organization kicks off that massive food fest known as Dine Out Vancouver, when usually pricey dishes and menus at restaurants all over town can be had for a steal. And no matter how your cleanse is going, or if you are successfully making it to the gym three times a week, the bargains outbalance the calorie burning. So I propose we hold off on articulating those life-changing directives until February. There’s too much pressure at the start of a new year anyway. Save January for a brief respite from December’s excesses, lay low, and then make an ambitious and hungry run though the two-week dining festival, taking place this year from Jan. 24 to Feb. 6. When it’s all over, put your plastic away and sign up for that 30-day yoga challenge, if you must. You’ll have missed

2 Tbsp brown sugar 1 Tbsp sesame seeds Tuck under the narrow end of the tenderloin and tie it to make the meat an even diameter. Place in a Ziploc bag. Mix the soy sauce, garlic and ginger and add to bag. Close bag and turn pork to coat well with marinade. Refrigerate for at least two hours or overnight. Remove pork from marinade and pat dry. Combine honey and brown sugar and brush over pork; sprinkle with sesame seeds. Roast at 375 F for 20-30 minutes until pork is quite firm to the touch; it should be no more than very slightly pink when sliced. Allow pork to rest under tented foil for approximately 5 minutes before slicing. Makes four servings (four ounces of tenderloin each); 190 calories per serving.

Asparagus and Mushroom Gratin This meatless main dish is as good as a quiche but much lower in fat (and real men will eat it too). 1 lb asparagus 2 tsp butter 1 large onion, chopped 6 cups thickly sliced mushrooms (about 1 lb) 1⁄3 cup all purpose flour 3 large eggs 1½ cups 1% or 2% milk 1 tsp Dijon mustard ½ tsp salt and freshly ground pepper to taste Pinch of cayenne pepper

1 cup grated light Swiss cheese Snap ends off asparagus and cut stalks into one-inch pieces. Cook in a saucepan of boiling water until tender crisp, about three minutes. Drain and cool in cold water; dry and set aside. In a non-stick skillet, melt butter over medium high heat; cook onions for five minutes, stirring occasionally. Add the mushrooms and cook, stirring often, until browned, about eight minutes. Sprinkle with flour and cook, stirring, for one minute. Remove from heat. Beat eggs lightly in a large bowl; whisk in milk, mustard, salt, pepper and cayenne. Add the onion mixture, cooled asparagus and half the cheese. Pour into a greased 11x7-inch baking dish and smooth top; sprinkle with remaining cheese. Bake at 350 F for 35-45 minutes or until set. Broil for approximately two minutes or until top is golden brown. Makes four servings; 300 calories per serving.

FAMILY Literacy Day takes place annually on Jan. 27 to celebrate adults and children reading and learning together, and to encourage Canadians to spend at least 15 minutes enjoying a learning activity as a family every day.

NV student receives Ike Barber award

A North Vancouver student is among 85 B.C. students who will receive a $5,000 Ike Barber Transfer Scholarship from the Irving K. Barber British Columbia Scholarship Society.

According to a written statement, Averee van der Linde, originally of Capilano University and headed to the University of British Columbia, will receive one of the awards, which help students obtain their post-secondary degrees while rewarding their outstanding accomplishments, both in the classroom and in the community. The scholarships are awarded annually to undergraduate students who’ve completed two years at a public post-secondary institution in B.C. and are transferring to another degreegranting institution in the province to complete their degrees. They are funded from the returns on a $15 million endowment established by the Province in 2006. Students must have a grade point average of at least 3.5 or 87.5 per cent for 54 credits completed and have demonstrated service to their school and/or community. The Irving K. Barber B.C. Scholarship Society works in partnership with the Victoria Foundation to provide scholarships to students attending public post-secondary institutions both throughout the province and internationally. This Christmas, Montroyal elementary students decided to collect donations for the Harvest Project. The students thought it best to concentrate on the weight of food, not volume or value. Of course, she doesn’t want to. Every child will relate to having to do something they don’t want to, and every parent will recognize the struggle to get a reluctant child out the door! The story is warm and reassuring, and could serve as a positive example for when this happens to you. Finding a read aloud to please a range of older children can be more difficult. Bink & Gollie, three short stories about a friendship between opposites, should appeal to ages four to 10. The amusing illustrations and clever dialogue will keep everyone entertained, and older children can do the reading. Reading aloud is also a great way to introduce children to novels that are at their interest level, but may be above their reading level. Classics such as The Lion, the Witch and the Wardrobe by C.S. Lewis, Pippi Longstocking by Astrid Lindgren and My Side of the Mountain by Jean Craighead George as well as newer titles such as Gullstruck Island by Frances Hardinge and Gregor the Overlander by Suzanne Collins should engage family members about seven and up. Many titles are also available on CD, a great way to enjoy a read aloud during a family car trip. Don’t forget the nonfiction section — folklore and poetry are meant to be read aloud, and there are plenty of information books with excellent narratives. Dog lovers will melt over the paintings and poems in Once I Ate a Pie and its follow-up I Didn’t Do It by Patricia MacLachlan and Emily MacLachlan Charest. Dogs of different breeds give their versions of how the world works in short descriptive poems accompanied by delightful paintings by Katy Schneider. If your family likes to read about sports, the environment, wild animals or anything else, the library has a book about it! The scoop: Stephanie Bell came into her senior year at Argyle after having a very successful summer with Basketball B.C. under-17 team. The B.C. team won gold at the National Championship. As the captain of the Argyle senior girls team Stephanie has provided excellent leadership, both on and off the court. Stephanie has been an excellent role model to the very young Argyle basketball team. This last weekend at the prestigious Top 10 Tournament, Stephanie was a first team all star.

The scoop: Eric is the captain of the junior boys basketball team, and one who leads by example. Eric’s work during the off-season as well as in-season conditioning have contributed to a solid first half to his Grade 10 season. Highlights include hitting a last second three-pointer against Seycove, and draining four three-pointers against Argyle in a single quarter. Eric’s hard work and team-oriented attitude have earned him the respect and admiration of his coaches and teammates.

In the quarterfinals, Razik was up against a familiar face in Ashour. The two men grew up together in Cairo. Razik enjoyed some raucous support from the record crowd, who unfurled a large “Go Canada Go” banner in the galleries. The Englishman seemed to have the match in hand with 11-5 and 11-6 wins, but admitted later that his intensity tapered off in the third game. In Chase, B.C., West Vancouver’s Alex Kerfoot produced a late game-winning goal in the 2011 B.C. Hockey major midget league All-Star game. Kerfoot also opened the scoring for Team White, which pulled away to an early four goal-lead. LIHOU - Rose Margaret Passed away peacefully on Wed. Dec. 15, 2010 in her 85th year at Evergreen House, N. Vancouver. Rose was born, June 21st, 1925 in Hampshire, England. Her husband Cyril, brother Bill and her parents, Fred and Annie Cook predeceased her. She is survived and sadly missed by her sister Mary; her loving children, Christopher and wife Anne, Jose and husband Michael Stockdale and her son Richard; her grandchildren, Tricia, Monica and Jamie and their partners Adrian, Nick and Karen and her great grandchildren, Louise and Nicole: Jack and Lucy. Rose, Cyril and their children emigrated to BC in 1964, and lived many years in N. Vancouver and Vancouver Island. After Cyril’s death, Rose returned to live in Richmond and N. Vancouver. She will also be missed by special friends; Margaret Spence, Thora Potter and her former daughter-in-law Victoria Alcock. In keeping with her wishes Rose’s body was donated to medical science at UBC. A celebration of her life will be held at 3:00pm, January 29, 2011 at St. Martin’s Church, 195 East Windsor, N. Vancouver. In lieu of flowers, donations may be made to the MS Society of BC, BC Cancer Society or BC Heart Foundation.

Dombroski, Kathleen Patricia (nee Morris aka 'Moms') March 11, 1932 - Jan 11, 2011. Kathleen is predeceased by her husband Bruno (1932-2001), and survived by their children, Karen, Dennise, Donald and respective spouses, 6 grandchildren and 1 great-granddaughter. Kathleen’s quick humour and independent spirit will be greatly missed, however her kind heart and worldly adventures will live on through the many people whose lives she touched. Special thanks to the North Shore Hospice staff for their caring support during the last weeks of her life. At Kathleen’s request, there will be no memorial service. McCurrach – PATRICIA IRENE (Nee Carberry) On January 12, 2011 with family by her side, Pat passed away at Lions Gate Hospital; only a short distance from where she was born at North Vancouver General Hospital on June 28, 1929. She will be joining her husband Jim, brother Bert, son-in-law John, granddaughter Jessica, as well as other family and friends. Pat is leaving behind her children Kathleen (Leigh), Rob (Petra), Susan, Vickie (Ron), her 5 grandchildren, 3 great grandsons, sister Audrey, brother Frank, sister-in-law Peggy and her much loved feline companion Moxey. With the exception of 3 years in Vernon, Pat lived her entire life in North Vancouver. She graduated from North Vancouver High School in 1947, and married Jim in 1950. Pat was an avid bowler and received many awards and trophies. She enjoyed fishing with family and her 28 years as a volunteer at Lions Gate Hospital. She will be sadly missed by her family, friends and “the gang” at the Summerhilll Residence. In lieu of flowers, Pat’s wishes were to consider donations to Children’s Hospital or Canuck Place Hospice. At Pat’s request there will be a gathering for family and friends. EDGAR - Ian George January 8, 1934 - January 9, 2011 Ian is survived by his wife of 27 years Nancy Hall, and her son Curtis, Ian’s children Susan, Craig, Mark and Jane; three grandchildren and three great grandchildren; and brother David Edgar. Ian loved life, people and friends. He would take time to communicate with people. Always someone you could count on to lend a hand, Ian volunteered time where it was needed – writing reports, newsletters, drafting correspondence and taking minutes - for a wide variety of organizations. It was important to Ian that things be done correctly. He was a master of the written word; someone who loved to find and use uncommon words as an art. An ardent supporter of trade unionism, Ian took a leave from BC Tel to become a Business Agent with the Telecommunications Workers’ Union for many years. He loved helping people through this work. He also enjoyed making a difference through his years on the Board at Capilano College. Ian and his partner Nancy were devoted to each other. They loved to travel and enjoy different ventures (sailing, square dancing, RV’ing, and shopping for bargains to name several). Although Ian fought a brave four year battle with amyloidosis, the support and care he received from Nancy kept him good natured and strong through the process. Ian will be truly missed by his family and his many friends and associates. He is at peace. We are blessed with the memories of his time with us. EWING - Ruth Marjorie Ruth passed away on Saturday, January 8, 2011 with her loving family by her side following a brief illness. She will be sadly missed. Ruth was predeceased by her husband Gordon, (November 30th, 2010), sisters Muriel and Bernice, son-in-law Dave, and her parents Charles and Alma Turner. Ruth is lovingly remembered by her three daughters Patricia (Don), Kathleen and Barbara and her brother Fred. She will be greatly missed by her grandchildren Malia, Jesse (Erin), Tucker (Heather), Jason (Jamie), Derek, and Jennifer (Nick), great grandchildren Sara and David and many nieces and nephews. She will also be fondly remembered by her very close lifelong friend, Pat Woodbury. Ruth was born on July 31, 1924 in Vernon, BC where her parents had a fruit orchard. The family moved to Victoria, BC when she waswas a young child. She attended Victoria High and graduated in 1941. Ruth started work at Scot and Peden and later joined B.C. Electric where she met and married her husband, Gordon, in 1949. In 1953, the family moved from Victoria and made their home in North Vancouver. Ruth and Gordon moved to West Vancouver in 1978 where they enjoyed their retirement years. Ruth particularly enjoyed their annual vacations to Hawaii and Palm Springs. Ruth was a loving wife, mother and grandmother. She is remembered for her warmth and kindness, quick wit, beautiful smile and her wonderful sense of humour. Ruth loved gardening, quilting and sewing and was a very talented homemaker. Throughout her life she had many friends. She particularly enjoyed her sewing club where her circle of friends met in their homes every month. She was also an active volunteer at her church. Ruth was an avid reader and was always interested in current events and enjoyed a lively debate. A memorial service will be held at West Vancouver United Church, 2062 Esquimalt Avenue, West Vancouver on Thursday, January 20, 2011 at 1:00pm. Reception to follow.
