Singing to celebrate the life of Brian Wood Tessa Holloway

GRAEME Sleep and Brian McCashin rehearse with fellow members of Espiritu Choir for a fundraising concert Sunday, Feb. 27 at St. Andrew’s United Church. Money raised will be donated to the Brian Wood Memorial Trust Fund.

The Espiritu Vocal Ensemble will host a concert with Pandora’s Vox, the A Capella Chorus and St. Andrew’s Children’s Choir on Feb. 27 to celebrate the life of Wood, a former member who was killed in a car crash last September. It’s a goodbye of sorts for many who knew him well or just a little bit, but it’s meant to celebrate their friend, not mourn him, said Gillian Hunt, co-ordinator of Espiritu and Pandora’s Vox. “It’s going to be everyone singing pieces that we love to sing,” she said. Metro land-use plans flop in WV Niamh Scallan

nscallan@nsnews.com

WEST Vancouver councillors are calling for an extensive land-use study of the district’s Upper Lands territory to keep Metro Vancouver’s ambitious, development-driven regional plan at bay. “I want to ensure that . . . ultimate control of the mountainside rests in our hands,” said Coun. Michael Lewis responding to Metro Vancouver’s draft regional growth strategy at a council meeting Monday night. Councillors voted unanimously to hold off from approving the region’s growth strategy, set to replace Metro Vancouver’s existing Livable Region Strategic Plan. The 30-year strategy seeks

Council moves to be sure it retains control of Upper Lands

to promote compact, sustainable and prosperous urban areas in the Metro region. In West Vancouver, the new plan identifies an “urban containment boundary” that runs through the district’s Upper Lands — the area above the district’s 1,200-foot elevation line. The new regional growth strategy identifies a piece of land that lies above the 1,200-foot contour line and below municipal land as “general urban.” Current district policy identifies this land as an area for “less intensive development.”

According to Bob Sokol, the district’s director of planning, land and permits, the “general urban” designation does not require West Vancouver to urbanize the zoned area immediately. Rather, it provides future councils the option to proceed with development “should we decide to urbanize,” he said. Responding to public concerns about the proposed land designation, councillors are calling on Metro Vancouver to clarify the “urban containment boundary” outlined in its draft planning document. Councillors also plan to ask Metro Vancouver to expand the “special study area” to all of West Vancouver’s land above the 1,200-foot contour line, including the piece of land slated to change to “general urban” area from a limited-use only See Mayor page 5

WEST Vancouver police and the RCMP bomb squad converged on Burley Park Saturday in West Vancouver after a resident discovered what appeared to be a pipe bomb around 10:30 a.m. A remote controlled robot enters the park to detonate the suspicious object. The Upper Levels highway eastbound was closed for more than three hours.

Pipe bomb triggers West Van highway closure James Weldon

jweldon@nsnews.com

HOMES in West Vancouver were evacuated Saturday morning after a resident found a homemade bomb in Burley Drive Park. A man walking his dog discovered the device about 80 metres from the east entrance of the park just after 10 a.m. Suspecting it was a pipe bomb, he called police. West Vancouver officers arrived a short time later and, after examining the object, called in the RCMP’s explosives disposal unit. Police closed the eastbound lanes of nearby Highway 1 and ordered the residents of homes

close to the site to leave while investigators waited for the team to arrive. The highway closure caused traffic to back up for several kilometres. The bomb unit eventually reached the area and detonated the device — which turned out to be real — using a remote-controlled robot. The police department is continuing to investigate the incident. They have not said if they have any suspects. Bomb technicians detonated a similar device near West Vancouver’s Seawalk July 27. That object, which included a jar of liquid and a partially burnt fuse, was found in some bushes by a municipal employee. There’s no indication at this point that the two incidents are connected, said a spokesman for the force.

New technology allows DNV residents to see the light Check home solar water heating potential James Weldon jweldon@nsnews.com

WITH energy prices on the rise and awareness of climate change growing, interest in solar power has been increasing among private homeowners. But with variables from weather patterns to roof angle impacting effectiveness, only certain homes are suitable for adoption of solar technology. Now, at the click of a button, residents of the District of North Vancouver can find out if theirs is one of them. Early last summer, the municipality launched an application on its website called, simply, “Solar” that allows users to locate their home on an online map and view a diagram showing how much sunlight hits each square metre of its roof over the course of an average year. It indicates which precise spot would be best for the installation of a solar hot water heating system, and assigns the whole surface a rating from poor to excellent in terms of its

THE District of North Vancouver’s online Solar application allows residents to see how much sunlight hits each square metre of their roof. Visit www.dnv.org and click on “GeoWeb.” overall suitability. Users whose roofs appear to be good candidates can then punch in some additional information about themselves — how many people live in their home, whether they use gas or electric heating — and the program will calculate how much money, if any, a solar heating system added to their existing setup would save them on their bill. “I think it’s just a way of informing people of what their options are,” said UBC graduate student Rory Tooke, who helped develop the project. “We tend to be talking a lot about renewable energy technologies, but I think people still don’t

see the real numbers in front of them.” The tool was created using Light Detection and Ranging, or LiDAR, which uses laser light to gauge the distance between objects. In 2007, when the district was preparing to take aerial images of the municipality for mapping purposes, it chose to equip the plane with LiDAR as well. As the aircraft flew over the community, the device shot millions of pulses of laser light at the surface, timed how long each took to bounce back, and used that information to determine the precise distance between the plane and the point off which the light was reflected. The result was a three-

dimensional image of the entire community, which included details down to the shape of individual trees. When UBC’s Tooke and his supervisor, Nicholas Coops, heard the district had done this, theyapproachedthemunicipality and asked to use their data for a larger project they were working on on urban energy generation. In return, they would give the district the map they created from it. Tooke ran the numbers through a computer model that took into account the slope of individual roofs, their orientation, the location and height of trees and buildings, the movements of the sun, patterns of cloud cover and so on. The result was a map that showed the amount of sunlight that should hit every square metre of every home in the community. Municipal staff took that map and built the application around it to allow users to zero in on their own home and work out how much they could save. A surprising number of houses turned out to be suitable for conversion. “(The district) is lucky; we’re situated on the slopes of a mountainside which happens to face south,” said Shawn McLeod, section manager of the district’s geographic See Software page 5

vehicle head-on. His wife, Erin, who was six months pregnant at the time, survived the crash and gave birth to Sierra on Oct. 28. Brian is well known as the lead designer of the awardwinning video game Company of Heroes, a popular Second World War strategy game developed by Vancouver-based Relic Entertainment, but his fellow choir members at the Espiritu Vocal Ensemble most remember his eloquent voice, friendship and modesty. “He was always very smart, very quick, very creative, but he was also very private, which made talking to him really fun because it was this voyage of discovery,” said friend and choir member Mat Burke. It wasn’t until the two of them had been friends for years that Burke discovered Brian had completed a music degree, for instance. “He would never brag about it and he would never, unsolicited, bring up all these interesting facets about himself, but he was such an interesting guy,” he said. Rob Cutler, another member of the choir, remembered his dry sense of humour on those long days of rehearsals when the group just couldn’t hit the right notes. “He would often have these sort of quick responses to lighten things up at various intervals, and they’re missed,” he said. Brian had just joined Burke’s “Daddy Club” three months before the crash in anticipation of his newborn baby, but never saw Sierra for himself. Still, she will know lots about him, said Erin. “I’m already keeping a digital scrapbook for her with pictures of him and articles of what happened . . . so when she’s older and wanting to learn more about why her dad is not in the picture, she’ll have the opportunity,” she said. St. Andrew’s United Church offered to host a concert for free shortly after the crash last year without ever having been requested, and all the musicians will be donating their voices free of charge. The show starts Sunday, Feb. 27 at 3 p.m. Tickets are $25 and are available at the door, with performances followed by tea and coffee. Children under 12 admitted by donation. Funds raised go to the Brian Wood Memorial Trust Fund, which helps support Erin and Sierra.

designation. The draft plan currently identifies “most” of the municipal-owned land as part of the special study area. According to a staff report, the wide-reaching study would provide the district with two years to determine ways to best manage West Vancouver’s “long term interest in the Upper Lands while recognizing . . . regional interests in protecting the valuable environmentally sensitive land.” Coun. Michael Lewis West Vancouver resident Paul Hundal supported council’s suggestion to expand the land-use study area across the Upper Lands. “Yes, we should make it a study area,” he said. “We need to reject this bylaw and ask for changes.” Mayor Pam Goldsmith-Jones said she supported the new designation for the piece of district land. “We need to keep open the opportunity for future generations to build there,” she said. But for Randy Helten of MetroVanWatch.ca, an outspoken critic of the regional growth strategy, the new regional strategy will be hazardous for West Vancouver’s Upper Lands. He warned councillors of the document’s complexity and its potential to harm West Vancouver.

“There’s a failure of checks and balances,” he said. Alan Bardsley, West Vancouver resident and Old Growth Conservancy Society president, also warned council of the draft regional growth strategy’s proposed “urban containment boundary” and its threat to West Vancouver’s protected forests, green space and mountain bike trails. According to Goldsmith-Jones, the district plans to question Metro’s definition of the “urban containment boundary,” which cuts into part of West Vancouver’s protected old growth conservancy. “We have all dedicated ourselves to the mountainsides and we’ve still got work to do,” Goldsmith-Jones said. “Our job is preservation.” Coun. Michael Lewis expressed concern that Metro Vancouver’s updating of the 1996 Livable Region Strategy with the new regional growth strategy is trying to take control of the district’s land-use planning powers. “It seems that Metro Vancouver is pushing its nose into West Vancouver’s business,” he said. Lewis also questioned the value of the new growth strategy for West Vancouver residents, arguing that district residents are paying for the development and planning strategy but will receive little in return. “Growth is not on the North Shore, but the levies are disproportionately coming out of our high assessment values,” he said. Metro Vancouver released the draft regional growth strategy to the region’s municipalities in January. All 21 municipalities have until March 22 to respond to the plan. According to Bob Sokol, West Vancouver would have two years from the date of the adoption of the regional growth strategy to conduct its land study, giving the district more time to wrestle with Metro’s standing proposal for the district’s Upper Lands.

Software tool unprecedented in detail From page 3

information system department. “Believe it or not, the amount of direct and indirect solar radiation we receive in this latitude and in our particular geography is quite high.” The tool is apparently unprecedented in detail, said Tooke. Some other cities, including Boston and San Francisco, have similar applications, but they are much more rudimentary, taking into account only the height of buildings and assuming a static source of sunlight. The tool has been featured in a couple of magazine articles, said McLeod, and it won a prize recently from the Union of B.C. Municipalities. Now other B.C. communities — Prince George, Kelowna and Richmond among them — are interested in developing their own

solar maps using North Vancouver’s approach, added Tooke. So how many North Vancouverites have actually used the application? “That’s a difficult to answer,” said McLeod. “I think the usage is definitely increasing.” So far, at least five households have installed solar heating systems since the project began and have agreed to have their homes noted on the map. Another three are on the way, he said. It would be good if more joined them, said McLeod, but he acknowledged that as a new technology, it will likely be slow to catch on. “It’s not something that’s going to spread like wildfire,” he said. To try out the district’s Solar application, go to www.dnv.org, click on the GeoWeb link at the top right of the page and then select the “Solar” tab. The tool doesn’t work on a Mac.

Line item T

HE draft of Metro Vancouver’s new regional growth strategy took some 14 months to create, a time frame that included several opportunities for public and political input both before and after the draft itself was first released in September 2010. So it’s somewhat puzzling that West Vancouver council is only now drawing a line in the sand about a line on a map. That line is the 1,200-foot contour, above which development on the Upper Lands of the municipality is limited. If West Vancouver’s political leaders and planning staff were on the same page, and if they truly support what has been long held to be sacred by many West Vancouver residents who look at hillside scarring in disgust as they cross the Lions Gate Bridge, then

surely the opportunity to enshrine an agreed upper limit to development was available before the Metro draft hit the streets. After all, one of the challenges the Metro strategy sets out to address is protectionofconservationandrecreation lands — to limit urban sprawl. Two thoughts occur: Allowing Metro to broach moving development up the hallowed slopes allows council to feign innocence if there is a major negative public response, while keeping all options open. From a staff perspective, a council-mandated extensive land-use study at the very least protects jobs. Unless Metro just plain refused to listen, both West Vancouver staff and council appear to reap side benefits from an apparent lack of consultation.

Put DNV growth to referendum

Dear Editor: A few weeks ago I attended an information meeting at the Holiday Inn about the proposed Official Community Plan for the District of North Vancouver. At that meeting, the planners went all out to convince us of the wisdom and the necessity to plan for an additional 20,000 residents to be living in the district by 2020. Their rationale was twofold: 1) As older residents retire, they want to move from their single family detached homes into condominiums, therefore the district has to ensure an adequate supply of condominiums is available. 2) As additional high-density developments are introduced, district finances will improve without the necessity to increase taxes. Regarding the first rationale: It is well known that there is no indigenous population growth in the district. Every year, there is a natural rotation of older people vacating condos as they pass away, and other older people moving into these condos after they have sold their homes to younger people. There is no need to suddenly build a whole lot of condominiums to accommodate older people wanting to retire in the district. Furthermore, the city is going flat out to add to the stock of available condominiums, so there is no need for the district to jump on that bandwagon. Regarding the second rationale: There are

CONTACT US

other ways to improve the district’s finances. It is well known that some 90 per cent of the district’s expenses are wages and salaries. If a no-growth philosophy were embraced, entire departments could be scaled down through attrition. Planners love growth. It justifies ever increasing numbers of them. Much the same is true of the engineering department. And, of course, developers are always pushing for growth! At these recent OCP meetings, the commitment to growth was presented as something inevitable, as if ordained from

above. The people were given a thick, almost 30 pages, questionnaire, but the key question was missing: “Do you want this kind of growth to be encouraged and facilitated in the district?” This kind of growth, along with all the congestion and pollution it will bring, will only take place if we choose to have it. It is not a law of nature. The time has come to have a referendum on this issue. Tina Childs North Vancouver

Protest the city’s BIA reverse petition

Dear Editor: The Lower Lonsdale Business Improvement Association want your costs to go up. Their business promotion scheme to advertise and develop special events etc. and promote their businesses will cost business property owners $350,000 in the first year, $360,000 in 2012, $371,000 in 2013, $382,000 in 2014 and $392,000 in 2015. We all know who pays at the end of the day — the consumers. Are we willing to lose the convenience of shopping in our own city? Is our city void of community spirit/

volunteers and in need of another level of bureaucracy? Does the BIA need offices and staff at taxpayers/consumers expense to commandeer clowns, balloons and flowers? A reverse petition process only allows property owners in Lower Lonsdale to vote no, as not responding is counted as a yes vote. Tax paying citizens are asked to express their concerns to their council members at North Vancouver city hall. Say no to tax increases! Janey Bennett North Vancouver

Carbon tax is not so revenue neutral

Dear Editor: I recently checked my Terasen natural gas home heating bill and encountered a real surprise. While the carbon tax as of July 1, 2010 is $4.45 or about four per cent on current gasoline prices, the carbon tax on my natural gas home heating cost (excluding fixed delivery costs and taxes) is 14.8 per cent! I can do something, and have, about my gasoline bill: our new vehicle is smaller, we “cluster” trips, and so on. Having done the insulation, installed energy efficient windows, set back thermostats, etc. at my home, what can I do to reduce home heating costs to cut GHG release and carbon tax? Not much. The carbon tax may be revenue neutral to government, but it is not to the average ratepayer, and the government admits this on the carbon tax website: www.fin.gov. bc.ca/tbs/tp/climate/A2.htm. The average ratepayer will get back about 24 per cent of carbon taxes paid in income tax cuts, but can only hope for some spinoff benefit of the other 76 per cent of income tax cuts to business and others. Increases in carbon taxes are programmed for five years. I suggest you ask the B.C. Liberal candidates their position on these carbon tax increases as leader voting day approaches. Accessing justice our right Time for Hahn to walk plank Mailbox

“Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly.” Martin Luther King Jr. April 16, 1963

MARTIN Luther King Jr. wrote his Letter from Birmingham Jail one year before he was awarded the Nobel Peace Prize and five years before being assassinated at age 39 in Memphis, Tenn. on April 4, 1968. “Never before have I written so long a letter. I’m afraid it is much too long to take your precious time,” began his closing remarks to eight “fellow clergyman” who had criticized King for what they claimed were his “unwise and untimely” activities — no matter those activities never once transgressed his personal creed of non-violence. King had nothing to apologize for. Sometimes it takes a while for a man, or a woman, to say eloquently what they feel deep down. There is no word out of place or a paragraph too long in a letter that, to this day, stands as testament to everything citizens hope for in a just society. On the contrary, British Columbians who have experienced the vagaries of the Canadian justice system as it is practised in this province are

Elizabeth James more likely to applaud King than to quarrel with the length of his words. By the time King’s letter had paraphrased for his fellow clergymen the 19th centurywords of British prime minister William Gladstone — “justice too long delayed is justice denied” — it was clear that for King and the black Americans whose cause he defended, the delay had already caused too many injustices. For those come late to King’s cry for justice, for British Columbians who out of uncomfortable necessity continue that fight today, perhaps the knowledge that the struggle itself is just may offer some small consolation. We can only hope so because after years of delay and legal sparring, their struggles too often end with court decisions that leave the innocent further behind than they were before they began the fight. Innocents like the “two teenagers and their mother (who) did not have the money” to continue the Queen

of the North trial, about whom lawyer Peter C. Ritchie wrote in the Vancouver Sun on Jan. 29, 2009, “Unless you are wealthy, you won’t be able to afford court in B.C.” Ritchie’s comments echoed those of Chief Justice Beverley McLachlin of the Supreme Court of Canada, who has said much the same on numerous occasions — most recently on Feb. 10 as the keynote speaker to a University of Toronto symposium. Acknowledging that “access to justice is a fundamental right of every person,” McLachlin said there is a problem in Canada that “we are beginning to realize.” She said that without access, the best rules, the most enlightened decisions are “for nought” if people cannot have access to the system to resolve their own legal difficulties. But what are the alternatives? Is it the civil disobedience that, in 1963, landed King in Birmingham City Jail? Does assertion of access require the courage of Tank Man, the rebel who faced down his oppressors in Beijing’s Tiananmen Square in 1989? And what of the justice “too long delayed” for the families of 329 passengers who died when a bomb blew apart Air India Flight 182 — families who, today, still await an end to the legal miseries they have endured since June 1985?

Should justice take the tenacity of single mother and near-bankrupted store owner, Susan Heyes, who stood up against the combined resources of a less-than-open publicprivate-partnership? That tenacity was rewarded on Friday by a B.C. Court of Appeal decision that overturned a lower court compensation decision. This means Heyes’ only remaining recourse is to fund her own way to the Supreme Court of Canada. Yet, as he detailed the fees and charges involved for someone to access the courts in this province, lawyer Ritchie wrote in his Sun piece: “In all of Canada, it is only the government in B.C. that has passed rules that operate to prevent ordinary people from having access to the courtroom.” We have three principal defences against those who, without conscience and by sins of commission or omission, tear down our democratic rights: our elected governments; our justice system; and what purports to be an unbiased media. If any one of those fails us — and they do on a regular basis — the only barricade left is the determination of those who are willing to take “unwise and untimely” stands against injustice. Would there were more people with the courage to do so. rimco@shaw.ca

Dear Editor: I think the Feb. 16 letter from Leo Vanderbyl, Super C’s a D Grade Idea, encapsulates perfectly the nonsense that has gone on in B.C. Ferries over the last few years. When you have domestic expertise and experience, why look elsewhere? The current captaincy of Hahn has been a disaster from day 1. He thinks our ferry system should mimic the cruise experience, totally failing to realize that it is an extension of our fully-tax-payer-funded highway system. It is time Hahn walked the plank. Police accountability vitally important QUESTION:

Thank you for engaging the public via your informative newspaper column. Recently, many of us have seen disturbing images and read negative news stories regarding the actions of certain RCMP officers. My greatest personal concern is what appears to be a trend toward the use of excessive force in situations where this level of violence seems inappropriate. As the RCMP is a such an integral part of the North Shore community, could you briefly outline what specific steps your North Vancouver detachment is taking to challenge this perception and repair the force’s relationship with our citizens? Max Rundle Wilkie West Vancouver Dear Mr. Wilkie: Firstly, let me say thank you for your question. I believe that police accountability is one of the most important issues facing our organization today. It speaks directly to our sense of security as citizens, itself one of the pillars of a free and democratic society and a Canadian characteristic that is perhaps our greatest national treasure. Your question addresses the confidence everyone

Ask a Cop

Peter DeVries must have in the ability of the police to provide that security. It is a question about which we must speak openly and without equivocation. The answer to your question has broad-reaching implications and touches on matters that are being addressed at every level in the RCMP. In 2007, the Task Force on Governance and Cultural Change in the RCMP was created by the minister of public safety to work toward greater accountability in the RCMP on a number of fronts. Aside from examining various other issues, the report asserted that police, as guardians of our civil liberties, must be responsible to the public. This is by no means a new concept for the RCMP. In addition to recognizing from

its inception this important aspect of the philosophy of policing, the RCMP began working with the Commission For Public Complaints Against the RCMP (CPC) back in 1988. The CPC is an independent agency that was created by parliament to ensure that public complaints made about the conduct of RCMP members are examined fairly and impartially. The RCMP commissioner has also been vocal in his support of external review bodies aside from the CPC in an effort to “raise the bar” on accountability. As an organization, we consistently and repeatedly remind our officers of the standards to which we are held to account. As I write this, a group of police officers in this building are undergoing their annual training course on use of force and the RCMP’s incident management protocol. But training alone is not enough. I feel strongly that we must engender morals among police officers that reflect the ethics of our society, ideals such as respect, integrity, honesty and compassion. This culture of moral conduct must permeate the behaviours demonstrated by the most senior leaders of the RCMP equally as much as by the

patrol officers who come to your door when you call 9-11, as well as our training and hiring processes. The deep importance of this has also been recognized by the Force. In 2009, the RCMP Senior Executive Committee approved the creation of the Office of Professional Integrity. Its function includes advocating for an ethical culture among officers, providing guidance

on behavioural models and promoting expected levels of ethics and integrity. Underlying all of this is the fact that police officers are people, with the fallibilities and imperfections that afflict us all. Some police officers even commit wrongs. That we are held to account to a higher standard is appropriate because of the powers and authorities we are granted in our position.

That said, policing is a difficult job; it is an art as much as it is a science, and mistakes happen. We must allow the processes to deal with these to take place in an environment that is both open to scrutiny and free from premature judgment. As for our image, as a media officer, hopefully my communications reflect the See The good page 11

Caulfeild break-in triggers air search

A sleepy West Vancouver neighbourhood was the focus of some disruption Feb. 11 when police descended on the area in force to track a burglary suspect.

West Vancouver police were called to a home at Marine Drive and Greenleaf Road just after 3:30 p.m. when the owner found a man prowling around inside her tool shed. The suspect had fled by the time officers arrived. Foot patrols, patrol cars, dog teams and the region’s Air One police helicopter scoured the area for much of the afternoon but were unable to locate him. The suspect is described as a white man in his 20s with a thin build, wearing a grey toque. It doesn’t appear anything was stolen from the shed or the home. — James Weldon

Denis Ivanov, 21, was reported missing the morning of Thursday, Feb. 17 after he walked into the forest at the top of North Vancouver’s Hyannis Drive following an argument. He was wearing only jeans, a light jacket and runners, and was apparently headed for the Baden Powell Trail. North Vancouver RCMP, fearing Ivanov was in danger of exposure in the day’s cold, wet weather, issued an urgent missing person alert and, with the help of North Shore Rescue, launched a search. Teams scoured the area for much of the day, but were finally forced to suspend the operation when darkness fell. At 6:30 a.m. Friday, a driver heading up the mountain spotted Ivanov walking on Mount Seymour Road. Suspecting he was in distress, the driver stopped to pick Ivanov up and transported him to the peak. A TV crew at the summit — on scene to interview search personnel — spotted Ivanov in the resort’s parking lot. “Mr. Ivanov was clearly in distress, extremely cold and suffering the effects of hypothermia,” said the RCMP’s Cpl. Peter DeVries, in a release. “We are extremely relieved (he) has been found.” Ivanov received first aid on scene and was later taken to Lions Gate Hospital for treatment. — James Weldon

Digital Age

Steve Dotto IF you have been paying attention to the latest round of TV commercials for our friends at Microsoft you may be under the impression that they have invented some newfangled way of using your computer and the Internet. The rallying cry of “to the cloud” echoes through each commercial as the hero finds some new way to make their life better by accessing some form of data online. I give Microsoft credit where it is due — they are doing a great job of making the general population aware of cloud computing — but they hardly invented it. In fact, they are in some areas refining it very nicely, such as the way they have incorporated things in the new Windows 7 phones, but more on that in a later article. Today I want to talk to you about cloud computing. I guess it is really something we should credit Google with, as far as making it popular and viable for the average user, but it really hearkens back to Oracle, under the leadership of Larry Ellison, when their marketing slogan was “the network is the computer” way back in the ’90s. The concept is that computers, or smartphones or any Internet-connected device don’t need to have powerful applications or massive storage capabilities, only the ability to access these files or services online.

The residential use of modern paving stones has steadily increased over the last 20 years for several reasons. And landscape contractors have gravitated away from dated look of poured concrete, asphalt and exposed aggregate in favour of the timeless beauty, naturalistic look and lower cost of paving stones. Place setting with panache

Introducing homeowner insurance at a price you can live with.

SET a pretty table this month with some creative ideas.

Flowers in the centre of the table are always lovely but sometimes setting a dining table for a special occasion requires a little panache. Whether you are setting a formal or casual dining affair, a little creativity goes a long Home Ideas way to impress your guests. Barb Lunter Here are a few place setting ideas that take just minutes to assemble and are sure to impress even the most discerning guest. ■ Post It! Find these cute, little Post-It Flags at Staples and use them to mark each place setting. This is a cute idea for a very informal but modern table setting. No fuss here…just simplicity. ■ Pinecones For a nice, autumn place setting try using a little pinecone. Write your guest’s name on a small piece of paper and insert into the scales of the pinecone. Place one or two smaller ones beside the place card cone and decorate with autumn-coloured napkins. ■ Chalkboard Napkin Ring Miniature chalkboards can be found at craft stores and a few Dollar Stores as well. These little boards can be tied onto a napkin and used as a napkin holder. Simply write your guest’s name on the chalkboard and reuse it for next time. ■ Clothespin A simple clothespin can be great for a place setting. Next time you are at the Dollar Store pick up a small bag of clothespins. Bring them home and paint them in the same colour or different colours of acrylic paint. Using a coloured permanent marker write your guest’s name on the clothespin and clip it to your napkin. Place the napkin on the plate. See Simple page 17

Walkways provide structure From page 13 the need to use concrete as a support structure. The surface joints between the pavers are filled with sand to complete the interlocking feature of modern pavers, which further eliminates the need to use concrete to mortar the joints. Some paving stone installations can be built to be semiporous to rainwater, making them useful in managing stormwater run-off. Paving stones are commonly used to build driveways, walkways and patios that provide structure and outdoor living space. But these design elements are more than just a bunch of stones to walk on — they form an integral part of the garden’s structure, adding interest to the space and most importantly developing a sense of place. There are many different styles of paving stones available, from textured to rustic to polished-looking. Each has its own use and advantage and each reflects the owner’s style. The size of paver you choose depends on the size of space you are working with. In general, a larger See Colour page 19

all women! Oprah, Suzanne Somers, Dr. Northrup are all talking about it... HORMONES and how important it is to balance these hormones naturally. But, where do you go for help? It is time for a natural alternative…

• Do you have PMS, menopause or peri-menopausal symptoms? • Are you having hot flashes, night sweats, mood swings? • Feeling totally alone, depressed and/or suffer from anxiety? • No energy, no libido, insomnia?

Alternative Hormone Solutions is a clinic run by Registered Nurses trained in balancing women’s hormones naturally, without the use of synthetic drugs. The answer is not synthetic hormone replacement therapy, birth control pills, or even anti-depressants, all of which come with serious and sometimes fatal side effects.

Take a positive approach to your health and book a consultation today.

Colour depends on taste From page 16 stone will make your garden look larger and a smaller stone will make your garden look smaller. The colour of the stone you choose depends on personal taste, the colour palette of the plants and the colour of the home. Arguably, the colour of the paver has more impact on our minds than shape or size does. Warmer and brighter colours will make spaces more inviting and interesting, versus a simple grey colour. And after all, it’s grey enough here during winter. Pattern also plays a part in setting the tone of the walk. Complex patterns take more time to install and they can look too busy for some spaces. Options are many, from complex, multi-coloured and multi-sized designs, to the simple design of a single colour and size. Many gardens suit pattern designs that are simple with a border added to enhance the look. Of all the stone products available for building driveways, walkways and patios, natural stone has the most timeless look and feel. From bluestone to sandstone to the many types of slate — natural stone products offer limitless design possibilities to enhance our outdoor living spaces. Walkways and patios built from large-size-paving-slabs can add drama to the garden and their large size can help to humanize larger gardens by balancing the scale of the garden with the human scale. Natural paving slabs like sandstone, bluestone and the many types of slate are sold in their “natural form” which has been harvested in a specific range of thickness but

the shape is irregular. Natural stone can also be purchased as a “cultured product” which has been cut to a prescribed size, shape and thickness. Cultured natural stone products allow for a precise installation that attains a natural but refined look. One of the unique features of working with large slabs of natural stone is the ability to create intricate patterns by using a process called “stitching” which involves careful selection and placement of smaller stones in between the larger stones to create an interwoven look of size, colour and shape. Unlike manufactured or cultured stone products, natural stone products reflect the character of the mountains from which they were harvested and therefore such stones have naturally undulating surfaces and edges. If a more geometric look suits your taste then perhaps hydra-pressed slabs might be the right choice. Hydra-pressed slabs are a manufactured product that is available in a range of colours and textures, two inches thick sold in 18- or 24-inch square size, but they can be cut to create patterns or to fit a particular space. The burgeoning recycling movement of the past decade has yielded many new, or should I say old options, for building walkways and patios from recovered or recycled materials. Re-using old brick, broken concrete slabs, found stones and even old, discarded or broken ceramic tiles can be used to build a feature with an individualized style and sense of place.

For one month only, purchase 30 days of unlimited yoga, core & pilates for only $125. 30 Day Challengers receive 15% off 3,6 & 12 month memberships*. Space is limited!

Farewell to nap time

Parenting Today

Kathy Lynn

LIFE just isn’t fair. Adults would love to be told to have a nap every afternoon. How nice would that be? As a matter of fact, I know adults who put their head down on the desk in the afternoon and have a lovely break. I’ve even seen some articles in the business pages suggesting that a rest during the day is beneficial. Meanwhile, our children who are supposed to nap often fight the concept. All of which are examples of why we say youth is wasted on the young. There does come a time when your child no longer needs a nap. In her book The No-Cry Nap Solution, Elizabeth Pantley points out

A Natural Face Lift

PARENTING

Young artist of the week

Acupuncture face lift is a natural alternative for individuals seeking to remove facial wrinkles. HOW IT WORKS The face is stimulated to increase natural collagen production, tighten tone and regain firmness and natural skin colour. This is done using acupuncture, tui na (massage), microcurrent stimulation and herbs. Floramin anti-wrinkle creams and toners, a natural skincare line made in Canada, are used exclusively for the best results. Dr. Tahmineh Nikookar has performed this ancient Chinese treatment for over 10 years and was among the first to re-introduce it to clients in British Columbia. Said by one of her clients on the treatment, “I highly recommend acupuncuture facial rejuvenation, the results are amazing. The sessions are relaxing and there is no downtime. Acupuncture rejuvenation is more than skin deep. It is as good for the soul as it is for the skin.”

PARENTING

Look for cues to phase out naps From page 21 reality for a reason. So, at some point every child will give up his need for a daily nap. The age varies from child to child but there are some signs to look for. The most obvious is that he simply doesn’t fall asleep when put down for a nap. Other considerations are that he is generally in good spirits all day even when it’s a busy, active day; that he can learn new things and has an appropriate attention span for his developmental stage and that he goes to bed at a reasonable time and sleeps well through the night. As well, she is healthy and doesn’t suffer from more colds

that normal. She wakes up on her own gets enough sleep each day. So, now you know that you have a child ready to give up her daily nap. However, it’s not that simple. You recall that your child went through quite a process to learn how to walk; from standing on shaky legs holding on to furniture, to taking the odd tentative step to holding your hand but during this time still crawling when she really wanted to get somewhere. In the same way, she needs to transition from napping to no nap. There is a transition period from several months to even as long as half a year before you can say with certainty that your child no longer naps. I am a great believer in a daily rest period.

Pantley calls it a Hush Hour. In our house this rest time happened every day after lunch until the children started school. During the summer holidays we continued the habit while the kids were school age. I found that it gave the kids a chance to settle down. If it was hot outside, a break at the hottest time of the day was a great habit. Also if the kids were getting wired due to whatever activity was going on, they would settle down for quiet time. They didn’t have to sleep, they were just expected to lie down and be calm. They could have a quiet toy or book or listen to music. They tell me that they now read before sleeping every day. Having had books read to

them at bedtime and looking at books every time they lay down is a habit they have never lost. Mind you, I do the same thing. You can continue this practice for as long as the kids will settle down for a rest. A break in the middle of the day is a good practice for everyone. I think I’ll grab my pillow and a good book and take a break right now. See you in an hour! YOUR NORTH SHORE GUIDE to EXCEPTIONAL CUISINE

Diva hosts a remarkable reunion

Deana Lancaster dlancaster@nsnews.com

MICHAEL Noble was just 35 in the spring of 1996 — a relatively unknown chef in Vancouver — when he cooked his first meal at Diva at the Met.

He was coming off an executive sous chef gig at Four Seasons Hotel Vancouver, where he’d been quietly running the kitchen, and had recently been passed over for promotion to executive chef. photos submitted CHEF Michael Noble “It’s one of those situations returns to Diva at the where when one door closes, Met for one night only a much nicer one opens — March 10 — alongside somewhere else,” says Noble all of the restaurant’s on the phone from Notable, former exec chefs. (for the second time) Noble was exactly that. at the ’97 Bocuse d’Or So he crossed Howe Street, from in France. Four Seasons to the Metropolitan, and Gourmet there he made culinary history. Magazine named “Diva was, and always will be, a Diva “Top Table watershed in my career. It was the Vancouver”; it swept several categories perfect thing, at the perfect time, in the in the Vancouver Magazine Restaurant perfect place.” Awards; GQ Magazine named Noble’s The years that followed are Stilton Cheesecake the Top Taste of legendary. Noble won a gold medal 1997; and he took Chef of the Year in the hot food competition at the accolades from the British Columbia 1996 World Culinary Olympics and he Chefs Association. Perhaps most

memorably, in 1999 he was the first Canadian challenger ever to appear on the Japanese Television show, Iron Chef. The following year, Japanese Iron Chef Masaharu Morimoto joined him as guest chef during the promotion East Meets West at the Met. “I don’t know how I did it,” he laughs. “You can ask my wife. It was a crazy time.” He learned plenty in those five and a half years he describes as “intense, beautiful and enjoyable,” starting with designing the kitchen, creating and executing concepts and putting together the right team. It’s that last element that he has really carried with him. “It’s what I remember most about Diva: the people. It’s where I learned how important they are to your success, and where I learned you have to take care of them.” He backs it up with a long history of mentoring and supporting up-and-coming chefs and by treating his staff right. (At Notable — which in just six months is raking in diners and rave reviews in a lesser-known neighbourhood of northwest Calgary — staff get a daily “family meal” at 4 p.m.) And it’s the people he worked with

through his Diva years that Noble is most looking forward to seeing when he flies to Vancouver in two weeks for Div[a]ine Evolution, Diva at the Met’s 15th anniversary gala dinner. All five of the restaurant’s former executive chefs will return for one night: Thursday, March 10 — and Noble worked with or has connections to all of them. Which doesn’t mean that he isn’t looking forward to cooking his course at the dinner. Though I am under orders not to tell you what it is, Noble described the toothsome dish he has planned; it’s similar to one he cooked as exec chef at the restaurant. “It’s made with great ingredients, not complicated, just honoured for what they are.” It will undoubtedly be among many of the meal’s highlights, since the remaining courses will be cooked by chefs Scott Baechler, Chris Mills, Ray Henry and Dino Renaerts, along with current executive chef Quang Dang. Former executive pastry chef Thomas Haas will be responsible for the dessert course and former restaurant chef Andrew Springett will be responsible for canapés served during the reception prior to dinner. As a further nod to the restaurant’s past, Diva’s original restaurant manager, John Blakeley, will be back on the floor welcoming guests as they arrive. Master of Ceremonies for the evening will be CTV’s Coleen Christie. Tickets for Div[a]ine Evolution are $280 per person plus taxes, including a pre-dinner reception, seven-course dinner, all wine pairings, entertainment and gratuities, with net proceeds of ticket sales going to Big Brothers of Great Vancouver. A silent auction benefiting the charity will also be held during the reception. Tickets are available now by calling 604-602-7759. Guests attending the dinner who wish to stay overnight can book a room at the Metropolitan Hotel Vancouver at a special rate of $145, plus applicable taxes, by calling 604-6437261. If you want to plan in advance for your next visit to Calgary, the website for Notable is www. notabletherestaurant.ca.

Spring forward with asparagus Angela Shellard

Contributing Writer

EVEN though asparagus is now available virtually all year, spring is still the prime season for this versatile member of the lily family.

It’s a good source of Vitamins A and C and, at 35 calories a cup, it’s a dieter’s friend too (as long as you hold the butter and hollandaise). Choose firm asparagus with tightly closed tips — when you smell the tips there should be no unpleasant odour. If the stems are wrinkled or ridged or the tips are open or slimy, don’t buy it. Don’t wash asparagus before you store it. Trim the ends and stand it upright in the fridge in a jar with about one inch of water in the bottom and cover tops loosely with a plastic bag. It will keep for a couple of days. Snap off the tough ends of the asparagus prior to cooking and add a pinch of baking soda to the cooking water to maintain a bright green colour; khakicoloured asparagus is pretty unappealing.

Roasted Asparagus with Prosciutto This is a really easy and delicious appetizer. Get prosciutto cut to order in the deli; the pre-packaged stuff doesn’t make the grade. 18 spears of asparagus, tough ends removed 6 large slices prosciutto, cut in thirds lengthwise Olive oil Sea salt and freshly ground pepper to taste Preheat oven to 400 degrees. Coat a baking sheet with foil. Place the asparagus on the baking sheet and drizzle with olive oil, then

season with salt and pepper; toss to coat evenly. Wrap each spear with one piece of prosciutto, winding in a spiral from the base upwards, and placed on prepared baking sheet. Roast in the oven for 10-15 minutes or until asparagus is just tender. Serve immediately.

Asparagus and Leek Soup The sautéed leeks add a bit of sweetness — serve this with Parmesan fricos. 2 tbsp butter 1 leek, white part only, halved lengthwise and chopped (wash really well after halving) 1 lb asparagus, tough ends removed, cut into ½” pieces 1 garlic clove, crushed 2 cups low-sodium chicken broth ½ cup heavy cream Salt and freshly ground pepper to taste Heat butter in a Dutch oven over medium heat until foam subsides. Add leek and cook two minutes, stirring. Add asparagus and garlic; cook one minute. Add the chicken broth and bring to a boil over high heat. Lower heat, cover and simmer 10 minutes or until asparagus is very tender. Stir in heavy cream, salt and pepper; transfer to blender in batches and puree until smooth. Return to the pot and heat through.

Parmesan Fricos 8 oz freshly grated Parmesan or Asiago cheese (use cheese you’ve grated from a block, not the pre-grated kind) Freshly ground black pepper Preheat oven to 350 degrees. Line a lightly greased baking sheet with parchment paper. Drop tablespoons of grated cheese four inches apart onto lined

ASPARAGUS adds bright spring flavour to any dish. baking sheet; gently pat the mounds of cheese into rounds or ovals of an even thickness (if cheese is too thick, the fricos will be chewy instead of crispy). Bake four to five minutes until cheese is melted and bubbles turn into a light golden crust. The fricos should be golden and lacy. Remove from oven and let cool completely on baking sheet. When cool, remove from sheet with spatula on to paper towels to blot excess oil. Can be kept between wax paper layers in an airtight tin at room temperature for about a week.

Lemony Fettucine with Asparagus and Shrimp If you halve the shrimp lengthwise they curl nicely when cooked. 12 extra large fresh shrimp, peeled and deveined (about 6 oz) 1 lb fresh asparagus 1 lemon 1 package fresh fettucine (available refrigerated in most supermarkets) 6 green onions, white & light green portions only, chopped 1 clove garlic, minced ½ cup whipping cream 1 ⁄3 cup chopped fresh chives Butter, salt and freshly ground pepper

Holding knife parallel to cutting surface, halve each shrimp lengthwise; set aside. Snap off ends of asparagus and blanch in boiling salted water until just crisp-tender; drain and immediately plunge into cold water to stop cooking. Slice into two-inch pieces; set aside. Grate the rind from the lemon and squeeze juice; set each aside separately. In a large pot of boiling salted water, cook the fettucine until just al dente (fresh pasta only takes about two to three minutes to cook). Drain, but reserve half of the cooking water. Meanwhile, in a skillet heat two tablespoons butter over medium heat; fry green onions, garlic and ½ teaspoon each of salt and pepper until onions and garlic are soft, about one minute. Stir in the cream, lemon rind and two tablespoons of lemon juice (add lemon juice slowly and stir well to prevent cream curdling); bring just to a boil. Add shrimp and asparagus; cook until shrimp curl and are no longer translucent in the centre, about three minutes. Add cooked fettucine and toss to coat with sauce, adding a little of the reserved cooking water to keep sauce “saucy.” Stir in chives. Makes 4 servings.

THIS week, plenty of new beers from Vancouver Island. By the time you read this, they should be off the ferries and on your local provider’s shelves. Confession time: I’m not a big fan of Belgian-style beers, and already I can hear the satisfying “gasp-plop-clink” as horrified beer snobs widen their eyes in surprise and

monocles tumble into tulipshaped glasses of Chimay. However, at a recent tasting, Lighthouse Brewing’s Deckhand Saison wowed all attendant palates with its big esters and lively bite. It’s a pleasant surprise coming from a brewery that’s normally quite conservative, but when I ran into Lighthouse’s new brewmaster at a cask event, he declared, “If it’s not intense, we’re not doing it.” Keep an eye out for their Navigator Dopplebock and the aptly-named Shipwreck Triple IPA. An expedition to the Phillips brewery netted some major booty: three seasonals and a new IPA

Burnaby Lake prevails in both premier men’s and women’s

IT was a day of disappointments for Capilano Rugby Club’s two premier sides Feb. 19, with both the men and women falling to the visiting Burnaby Lake sides.

NORTH Vancouver gymnast Kal Nemier had a terrific trip to the Canada Winter Games in Halifax this past weekend, bringing back a five-medal haul.

The sun shone brightly on Klahanie Park throughout the day and both teams observed a moment of silence to honour referees Jan Curnow and Richard Evans, who recently passed away. The women’s seasonopening game started well enough, with the alwaysdangerous Andrea Burke connecting well with an early penalty kick. But Burnaby’s running game soon started to find holes in the Capilano defence, and landed three unanswered tries with two conversions. The teams retired for the break with Burnaby holding a 17-3 lead. Things didn’t improve for the home side in the second half, with Burnaby bringing in two more tries, with time to place the ball centrally and set up the conversions. Capilano produced a late try courtesy of Andrea Burke, but the game was well out of reach and the whistle ended the match 31-8 for the Burnaby Lake Mermaids. “Burnaby women have a number of Canadian players; we only have one left,” observed Capilano president Ken Robinson. “We did well to stay with them early in the game, but were unable to hold them off in the second half.” It hasn’t all been bad news

The 17-year-old Sentinel secondary student won bronze for vault, bronze for rings, silver for his floor routine, a silver medal for his all-around performance and helped British Columbia bring back a silver team medal as well. “It was better than my expectations,” Nemier said. “No way was I expecting to come out with five. We knew we were a contender for a team medal, but whether it was going to be gold, silver or bronze we had no idea. It was really close to being a gold and there were some people on the team who felt a bit guilty about it, but we’re all really happy with silver.” Nemier had also hoped to reach the podium with his high bar work, but an early fall in the qualifiers dropped him out of contention. But that minor disappointment was swept away by his turnaround success. “I tried out for the Canada Games four years ago and I was an alternate, but I didn’t actually get to go. This time I went in as a captain, so it was a complete 180,” he said. Because of Nemier’s strong showing at the pre-game trials, his Flicka Gymnastics coach Vali Stan was named Team BC coach and accompanied the

Zach Bell is king of track cycling omnium Benjamin Alldritt balldritt@nsnews.com

NORTH Vancouver resident Zach Bell is the first men’s World Cup champion in track cycling’s omnium event. The omnium is a six-race event that tests a cyclist’s endurance, sprinting and strategy. It includes a onelap sprint, a 30-kilometre points race, where certain laps earn points for the leader, an elimination race, a pursuit race, a scratch race and a one-kilometre time trial. The omnium is a new addition to the UCI World Cup lineup and will be an Olympic event at the 2012 London Games. Bell, who originally hails from Watson Lake, Yukon, was in the top three for all three of the omnium contests he rode in. He opened his campaign with a silver medal showing

in Melbourne, Australia, followed by a bronze in Cali, Columbia, and then a silver in Beijing, China. These three outings earned him enough points to secure the World Cup title and he was able to sit out the recent stop in Manchester, England, while he prepares for the upcoming World Championships. Tara Whitten of Edmonton claimed the women’s title. “It has been a great year and I am proud to find a level where I can take a title like this on behalf of all Canadians. To do this in conjunction with my friend and teammate Tara is a dream come true for sure,” said Bell in a Canadian Cycling Association release. “It is a truly exciting era of Canadian sport and I am sure I am just as excited as Tara to be one of the athletes leading the charge towards summer podium success at the 2012 Olympics,” he said.

It’s really great to train at a club that you like so much.” It was also the first time Nemier and his teammates got a taste of big-league competitions. “It was amazing. It was unlike anything any of us had ever done before. We all felt like VIPs. It was the first multi-

sport games any of us had been to. Usually we’re Team BC, but just for gymnastics. But in this, all the snowboarders and the hockey team and all the other things were there. It was cool to be part of a bigger event. It was kind of like an Olympic experience,” he said. “Everyone made you feel good. When you walked down the street people would notice that you were part of the games and congratulate you for all your hard work and all that stuff. It was a really awesome experience.” Nemier has been involved in gymnastics since the age of three, and in training for competition since he was eight. With some national-level

silverware to his name, he’s got his sights set on the next career step. “I’m trying to get on the junior national team, and from there it would be the Commonwealth Games and Pan Am, and then in the senior levels it would be on to worlds and the Olympics. There’s no actual definite way to get on (the junior national team). In the end it’s whoever they want. But a good way to start is placing top six at Elite Canada and the national championships. Those are the people they look at. “Last year I came ninth in both those competitions, so I didn’t quite make it on. But this year I want to place top five at Elite and nationals.”

Netherlands in the final 1712. “This was an incredible week for Canada’s women’s program,” Marchak said in a Rugby Canada release. “It wasn’t just us; people need to know that there were close to 50 girls behind, who worked just as hard this week and improved just as much. I’m so proud of everyone here!” Back at Klahanie Park, Capilano’s premier men were looking to hold onto their fourth place position in Pool B, which would mean their season would continue in the premier tier. The Burnaby Lake visitor, accompanied by a vocal cheering section, opened the scoring with a penalty from Josh Rolls, who was warming up for a very successful afternoon. Capilano’s Kanye Tapiki replied with two well struck penalties of his own to give the home side its first, brief lead. Despite having a man sent off, Burnaby got rolling when Colin Mackensie deked smartly in front of the goal line to elude the Cap defence and bring in the game’s first try. Josh Rolls scored his first try with a more brute-force approach, and Joe Dolesau found yet another way through, striding forward all alone after outpacing the North Vancouverites. Rolls’ boot converted all three. Tapiki stayed consistent with another penalty kick, but the try-less Caps went into the break trailing 24-9. Rolls continued to torment the Capilano defence in the second half, catching them wrong-footed with an interception and coasting in for an easy try and yet another conversion. He also added insult to injury with a successful penalty. Capilano put away another penalty of their own, but Rolls once again robbed the Caps of the ball and made them pay with his third try of the afternoon. Craig McLaren made a determined push for Capilano and ground out their first try of the game, followed by Shane Bates, who got on the end of a crisp passing play for their second. Burnaby Lake lost another man after some rough stuff near the end of the game, but it wasn’t enough to let Capilano salvage the game, which ended 39-29 for the visitors. The premier men’s future hangs in the balance as they visit the Cowichan Piggies this Saturday. In the other games played that day, Burnaby won the third division men’s game, but Capilano’s Division 1 team improved to 3-0 with a 25-15 win.

Mom was born in Struan, Saskatchewan, moved to Vancouver in 1947 where she married dad (Alphonse) and raised their three daughters. Her life was filled with family first, work and play. World travel or any new adventure were always welcome and met with an abundance of positive energy. Cruise ship travel and Las Vegas have been her highlights over the past decade.
