Richmond favours Falcon despite Clark’s win Polls show runner-up first choice among local voters BY ALAN CAMPBELL

Christy Clark may have won the B.C. Liberal Party leadership race and there’s a good chance she’ll eventually be crowned premier. But for the vast majority of last weekend’s popularity contest, runnerup Kevin Falcon was very much in the driving seat as far as Richmond Liberal Party members were concerned. The race was split into three ballots, with the candidate who garnered the least votes dropping out at the end of each ballot and their supporters’ second-choice vote being cast in the next ballot. After the first vote, Falcon was the clear leader ahead of Clark in the Richmond Centre and Steveston ridings, but enjoyed just a 0.8 per cent lead in Richmond East. At the second ballot — after Mike de Jong dropped out and his supporters’ second-choice votes became live — Falcon maintained a healthy lead
in the centre and Steveston ridings, but flip-flopped with Clark in the east, where the former talk-show host stole a five per cent lead. And by the third ballot — after George Abbott fell away — Falcon had stretched his lead in the centre and in Steveston to 19.6 per cent and 19.2 per cent respectively. It was only in Richmond East that Clark’s vote stood firm, clawing home by 1.6 per cent. During the leadership campaign, Falcon was backed by local MLAs Rob Howard (Centre) and John Yap (Steveston). Linda Reid, the MLA for the only riding (Richmond East) that Clark won locally, remained neutral throughout the race. Clark was backed by former Vancouver Fraserview MLA and current Richmond Coun. Ken Johnston. Former Richmond MLAs Olga Ilich and Greg Halsey-Brandt backed Abbott, who finished behind de Jong in Richmond East.

City of Richmond has rubber-stamped the contentious Metro Vancouver Regional Growth Strategy (RGS). And it won’t be until after the RGS’s adoption that the city will request significant swathes of land in Richmond — the Garden City lands, DND lands and Terra Nova Lands — have their Metro Vancouver “general urban” designation changed to “conservation and recreation.” Last week, the News reported that many councillors and members of the public believed that the proposed RGS — a guide for development across Metro Vancouver until 2040 — was the first step down a slippery slope to developing the three lands. They were also concerned that the RGS was illegal because it contradicts the provincial Agricultural Land Commission’s (ALC) agricultural designation of the Garden City and DND lands. But after a two-hour meeting on Monday evening, city council voted to accept the RGS and then request afterwards the specific changes to the three lands’ designations. Coun. Sue Halsey-Brandt, however, doesn’t share staff’s optimism that the changes will actually be made retrospectively. “Going back and asking for the changes, how can we be comfortable that those changes would occur?” she said. The city’s general manager of planning and development, Joe Erceg, said they’ve contacted Metro Vancouver about the changes requested by council. “The Metro Vancouver staff we’ve spoken to would be willing to listen to council on this,” Erceg said. The staff report presented to council explained that not all of the 24 local governments within Metro Vancouver need to accept any requested changes and no public hearing will be required. Many people were angered by the proposal by Metro Vancouver to designate the three land parcels as general urban, because that specific designation allows for future development of residential neighbourhoods and shopping centres. Instead, local environmentalists and sports groups would rather see the likes of Garden City lands designated agriculture. City staff advised council Monday that changing the likes of the Garden City lands to an agricultural designation, as had been suggested, would “not promote park uses” or allow for playing fields. Not so, said Garden City Lands Coalition president Jim Wright. “Agricultural is more inclusive and it includes conservation and parks,” he said. Kids overcome by grief at dad’s sentencing hearing Father admitted to killing wife, dumping body in Richmond Several of the children of a man who pleaded guilty to killing their mother wept in court Friday as they attended the father’s sentencing hearing. The emotional scene in B.C. Supreme Court in Vancouver came after Orlando Carderas Mangaoang, 49, last month entered a guilty plea to manslaughter for the May 2007 slaying of his wife, Editha, 41. In a joint submission to the court, Crown counsel and the accused’s lawyer called for a 10-year jail term for Mangaoang, 49, to be reduced to two years, nine months after giving him double-time credit for presentence custody. Mangaoang, who has been in custody since shortly after the slaying, had initially been charged with second-degree murder but pleaded to the lesser and included offence.
Prosecutor Karima Andani told B.C. Supreme Court Justice Bill Smart that the couple had had frequent arguments over money and Mangaoang’s belief that his wife was being unfaithful to him. Editha had come to Canada from the Philippines and sponsored her husband and their four children to follow her to Canada. She worked long hours seven days a week as a nanny, never missed a day of work in nine years and was the breadwinner in the family. But their marital relations deteriorated as the accused, who was unemployed, became obsessed with the perceived infidelity of his wife. He followed her and repeatedly phoned her. Then after an evening of arguments and with their 14year-old daughter in the next room, he grabbed a metal object and bashed her in the

He cut up her panties, searching for semen and then placed her half-naked body in a cardboard box. The next day he dumped the body on the property of Bulldog Bag Ltd. on Vulcan Way in East Richmond. He lied to the couple’s four children, saying their mom had gone gambling and hadn’t returned. He lied to police as well, after a missing persons report was filed. Then he participated in the massive police search. At one point the couple’s oldest son was suspected by police of being involved. They submitted the son to a polygraph. According to the 2011 Tourism Outlook: Canada report — released by Visa Inc. — the tourism industry in Canada saw a spending increase from $5.8 billion in 2009 to $6.4 billion

took firefighters almost an hour to have the blaze fully under control. Acting Fire Chief Tim Wilkinson said that two small boats in one of the sheds were damaged, possibly beyond repair. “There was a larger cabin cruiser in the other boathouse. It appeared to only have superficial damage,” Wilkinson said on Friday. “We’re not yet sure of the cause. We have an investigator down there right now.” The RCMP, Coastguard and Ambulance service were also at the scene. One

A marina was shrouded in thick smoke Friday morning after a blaze ripped two boathouses near the Fraser River’s middle arm. The sheds were seriously damaged in the fire, thought to have started around 8:15 a.m., just west of the Cambie and River roads intersection. An eyewitness said the fire was fully ablaze after half an hour, shortly before three fire crews and a rescue unit arrived at the scene. Richmond Fire-Rescue does not have a fireboat to deal with such situations and it

Oprah boosts ‘gardein,’ again Richmond’s Garden Protein food processing plant added a weekend shift when CEO Yves Potvin found out last week that his line of plant-based meat substitutes would be featured for a third time on Oprah Winfrey’s daytime talk show. “We had been going five days a week, 24 hours a day, so I held a town hall meeting with all the employees and told them we would be on Oprah again and asked if they would work through the weekend,” said Potvin. RCMP hockey tourney coming to Ice Centre Richmond Ice Centre will be bustling with the 36th annual 2011 Western Canadian RCMP Hockey Championships, Thursday through Saturday. The tournament is the culmination of the hockey season for more than 150 former and current members of the RCMP. There are three events in the tournament — the under-35 category, over-35 and over45 — with a total of 10 teams participating.
Richmond is hosting the event for the second time, the last time was in 2006. Richmond’s Supt. Rennie Nesset, will drop the ceremonial puck at 10:30 a.m. on the Coliseum Rink, followed by F Division vs. E Division (British Columbia) in the over35 category. If you don’t like it, don’t sign

ichmond city council voted Monday night to endorse a document, which only a week ago some councillors understood to be illegal. The document was Metro Vancouver’s draft of the Regional Growth Strategy (RGS) — a 30-year blueprint for the region. At the centre of the legal argument is Metro Vancouver’s designation of the Garden City lands, DND lands and Terra Nova lands as “general urban.” Designating the lands as such was regarded by some as a dangerous step down a slippery development slope. Also, two of the lands, Garden City and DND, are locked in the Agricultural Land Reserve (ALR) and an environmental lawyer has said the “general urban” designation breaches a provincial land act. But a week appears to be a long time in politics, as councillors, wary just seven days ago of signing off on that “illegal” RGS, have now given it the thumbs up. Their only proviso is that, once the RGS is in place, the city request that Metro Vancouver redesignate the three lands to “conservation and recreation,” allowing, if the city wishes, for parks and playing fields to be constructed. According to city staff, this will not be a problem. They’ve had a chat with their Metro Vancouver counterparts and it’ll be OK. And because the requested changes are minor in the context of the RGS, there’s not expected to be much resistance at Metro Vancouver from the other 24 municipalities. Indeed, city staff explained to council that they will not, in fact, need the support of all 24 cities. As Coun. Sue Halsey-Brandt said this week, we don’t share staff’s optimism that the other municipalities will make life easy for Richmond — other municipalities that already hold a grudge against Richmond, such as Burnaby (expected to have Olympic oval) and any of the Tri-cities (major delay on Evergreen Line and envious of the Canada Line). We feel the city is signing off on the RGS too quickly, and based on loose assurances from Metro Vancouver staff. If it really matters to council that these lands not become “urban,” they shouldn’t sign a document that calls them that.

Change lands now, not after The Editor, The closest Richmond citizens get to the real decisionmaking at city hall is when council meets as a committee. On Monday, some far-reaching decisions were made at a general purposes committee meeting at 5 p.m. At the meeting, every council member finally fixed wrong land use designations in the new Metro Vancouver bylaw. Large areas of Richmond had been designated as “general urban,” even though they should never be residential. Much of that area, including the Garden City lands, is in the ALR. Besides being senseless, the problem violated the Agricultural Land Commission Act. The weakest aspect of a decision that was largely good was a delay in fixing the illegal designations until after the bylaw is in place. That could be four months from now. The two Metro directors on council said it will be easy then, whereas the changes need support from all 24 of Metro’s local governments now. Council was told that all the Metro directors will support it later, when it just needs a board vote. In that case, one would think that all Metro governments would support it now. Clark’s win not so narrow after all The B.C. Liberal party’s adoption of a weighted voting system for choosing their next leader was supposed to help candidates such as George Abbott, but the system showed the wide appeal of Christy Clark more than anything. Clark won the leadership by a narrow margin — 52 per cent vs. 48 per cent — over Kevin Falcon, but a riding-by-riding analysis of the vote shows her victory was as narrow as that result would indicate. The weighted voting system assigned every riding 100 points, which meant all ridings counted the same no matter how many party members voted in the riding. The 223 members in VancouverHastings had as much clout as the 3,210 members in Surrey-Newton. One thing that is apparent from a riding-by-riding breakdown is how well Clark did in NDP territory. On the final count, Clark won every NDP-held riding except two. She took almost 59 per cent of the points in NDP ridings, compared to Falcon’s 42 per cent. That accounted for almost half of her overall point total. She also beat Falcon in the suburbs of Metro Vancouver (eight ridings to six on the final count), the Interior and North (12 to eight), Vancouver (eight to three), Surrey (five to three) and Vancouver Island (12 to two). She narrowly took more ridings than Falcon in the Fraser

Valley and Okanagan. Clark also bested Falcon in ridings that saw large signups of members. In ridings with more than 1,000 voters, she came out on top by a margin of seven to five over Falcon. Clark’s victory got an early push from supporters of Mike de Jong, almost half of whom picked her as their second choice. On final count, she got secondchoice support from about one-third of those who backed Abbott. In other words, Clark’s support was fairly widespread and not confined to one particular area. The breadth of her support may bode well for her when she calls a general election. Clark’s victory explodes the myth that, among B.C. Liberal voters, she was strong only in urban or suburban regions. Clark’s main message during her campaign was her desire to bring real change to the B.C. Liberal government. So how does that translate into changes at the cabinet table? Because she had the support of only one MLA — Harry Bloy — Clark doesn’t owe many people any favours. But the political reality of keeping her coalition party together
means she must keep key supporters of rival Kevin Falcon in the fold. Don’t expect cabinet stalwarts such as Falcon, Rich Coleman, Pat Bell, Shirley Bond, Barry Penner or Abbott to form an exodus from the table. But I’m not so sure certain others — notably Kevin Krueger and perhaps Iain Black, Murray Coell, Ida Chong, Randy Hawes, and even Colin Hansen — should feel totally secure in their posts. To demonstrate change, Clark is going to have to bring in new faces. That means some current ministers have to pay the price. Her real challenge, however, is dealing with two independent MLAs — Bill Bennett and Blair Lekstrom — who left the B.C. Liberal caucus on unhappy terms. Clark has been criticized as being a threat to party unity and being a leader who could wreck the so-called free enterprise coalition. Bringing Bennett and Lekstrom back into caucus would go a long way to show that maintaining party unity is indeed something she is capable of. The night of her leadership win, all the MLAs joined her on the stage in a show of public unity. Watching from the floor was Bennett, who seems ready to rejoin his colleagues. It gets our goat when women are made scapegoats for fuddle-duddleupped men. So, Christy Clark, dream goddess or sacrificial lamb? While we would have preferred our first feminine lord since the GODDS know when to have been as green as springtime itself, Ms. Clark does verily demonstrate an abundance of rhetorical virtue: ❚ Well financed, marketed
❚ Female form, like Athena, Goddess of Wisdom and War ❚ Single Mom, nay, Hockey Mom ❚ Rhetorically skillful ❚ Makes good cookies? (As in, Mr. Christy makes good cookies.) In fact, Christy Clark could be our political savior if she isn’t a false prophet, like all the liberal/ conservative/whatever politicos who preceded her. As Timothy Leary observed “women who seek to be equal to men lack ambition.” If the names of the rich and corporate sponsors of leadership wannabes don’t convince those with eyes to see and ears to hear that we have an elitist perversion of democracy and that the fix is in, well, may the GODDS permit their peaceful return to the blessed state of Apathy in Sheepland, oblivious to their imminent slaughter.
If Christy Clark wants to win ALL our hearts and votes, when election day dawns, she will have to give ALL B.C. VOTERS a fair crack at real democracy, the B.C. Single Transferable Vote, and, this time, let it rise from the crucifiction. Yea; right; in our dreams! However, here is my pledge: you do that, Ms. Clark, and I will vote for you, build a temple in your honour and sing your praises eternally. I will also personally bake you a platter of chocolate chip, peanut butter cookies and sacrifice them, on bended knee, on your altar, at the rising of every sun. With immigrants choosing to stick to speaking their own language, a barrier is created. Not only is it harder for teachers to communicate with the students and be able to reassure themselves with the fact that everyone understands the new materials being taught in class without difficulty, but it also makes the immigrant feel socially ignored. When everyone around you speaks a certain language and you don’t understand, you will feel alone. The easiest way to avoid this kind of dilemma would be to stick to a social enclave that’s very much like

The Editor, Re: “Don’t be language lazy,” Letters, Feb. 23. I applaud Amaza Lee for her commendable effort on her recent letter to the editor. I, too, am increasingly alarmed at the diminishing language skills of my fellow peers. Being a Grade 10 student in Richmond, I take pride in being completely fluent in one of the official languages of Canada, and I don’t understand why some of my classmates aren’t striving to do the same. It isn’t a matter of inability, since all the necessary resources are readily made available to all those who choose to make an effort. Everyone can learn English with the fluency of a Canadian-born anglophone. Most people I know, do make the effort to learn, and they are the

YVR is rolling in money, with the airport improvement fee imposed on travellers, and YVR could reallocate some of their assets, such as sculptures and new walkways, to spend money in necessary areas such as upgrading the ailing jet fuel pipeline from the Burnaby refinery. Anyone who works at the airport will tell you about the wasteful manner renovations are done. Areas are built only to be torn down months later. The VAFFC and the airlines experience yearly increases in demand for flights to new and expanded routes. Subsequently, we are haunted by an illogical plan to build a dangerous jet fuel pipeline through Richmond. Elder abuse can be stopped Do you know someone who is kept isolated from friends or outside contacts? Does someone you know mention concern or confusion over control of their finances? Do you know someone who is ignored or neglected or someone who has unexplained bruises on their arms or shoulders? Caution: You may not like what you are about to read. If you have such feelings, that is OK. The only way to address an issue as ugly as abuse is to share it, speak up and act to end it. It was my recent attendance at the United Wayfunded “A Community Forum on Protecting Older Adults from Abuse,” an informative afternoon well attended by representatives from government programs, service providers and community members, that spurred me to write about this haunting subject. “Abuse means an action, or deliberate behaviour, by a person(s) in a position of trust, such as an adult child, family member, friend or care giver, that causes an adult physical, emotional or mental harm; and/or damage to, or loss of, assets or property,” according to the B.C. Centre for Elder Advocacy and Support. Elder abuse occurs in many different forms

It is ugly and happens around our community to older adults of all walks of life. Abuse happens often by someone who knows or is trusted by the older adult and wants control. Often elders who have been abused are ashamed or fear retaliation if they speak out. Though by no means an exhaustive list, here are some indicators of abuse: Physical abuse: Unexplained and or repeated injuries (bruises, cuts, sores) from intentional physical force which may be slapping, punching, shaking, or rough handling. Emotional abuse: Severe and continuing verbal taunts, shouting, blaming, threatening, put-downs, ignoring, alienating from information, activities or decision making. Financial abuse: Borrowing, taking, selling or using persuasion
to obtain possessions or property without permission; misuse of power of attorney and influencing the making of a will. Medication: Overuse of medications or giving medication not prescribed by a physician, underuse of medications or withholding needed medication, misuse of chemical/ medication restraints. Neglect: Withholding of necessities of life (food and basic hygiene), guidance or care by intention or from lack of information. If you believe someone is or has been abused or neglected in any way either in community or institutional care, there are a number of ways you can get help. ! The BCCEAS provides victim services, seniors advocacy and information and legal advocacy (free legal advice or representation to eligible adults 55+). Richmond Sockeyes have wasted little time advancing in the Pacific International Junior Hockey League playoffs. Rudi Thorsteinson’s late third period goal lifted Richmond to a 2-1 victory over the North Delta Devils last Saturday to complete a four game sweep of the PIJHL quarter-final series. The Sockeyes had earlier produced 2-1 and 8-1 wins on home ice to take command of the series. Defenceman Ryan Copper netted the winner in game two. The PIJHL regular season champions now await the winner of the Delta/Grandview series, with game one slated for Saturday (5:45 p.m.) at Minoru Arena. The Ice Hawks took a 3-1 series lead into game five last night in Ladner.

The McMath Wildcats have extended their memorable season to this week’s Provincial Junior Boys Basketball Championships in Victoria. The Wildcats earned their way to the provincial capital with a second place finish at last week’s Vancouver and District Championships, hosted by Burnett secondary. Coming off a thrilling overtime win against Burnett in the Richmond final, the Wildcats continued to build momentum with a resounding 61-28 opening round victory over wild card entry West Vancouver. The semi-finals featured a tougher challenge against North Shore runner-up Sentinel. McMath took a four-point lead into halftime then pulled away over the final two quarters for a 56-35 win. The Wildcats moved on to meet the Burnaby South Rebels in the championship game. The Rebels’ run to the final included a narrow four-point win over Burnett. In the first half, McMath’s Matt
