JACKSON — Lt. Gov. Jay Dardenne surveyed the crowd gathered at Centenary State Historic site and told a story 3,500 years in the making. His story was a brief history of Louisiana, and an important part of it happened 200 years ago on Jan. 31, 1815, when a law was signed making Jackson the parish seat of Feliciana parish. It was named in honor of Gen. Andrew Jackson, the hero of the Battle of New Orleans, who would one day be the seventh president of the United States. Dardenne was the keynote speaker during the Founder’s Day celebration in Jackson. Acknowledging the budget challenges the state is facing, Dardenne reminded the audience surrounding the porch of the restored Professor’s Cottage that Louisiana’s culture and history are unique and worth protecting. “I encourage you to recognize and remember and preserve the great history we have,” Dardenne said. His history lesson began with the settlement of Poverty Point by Native Americans in North Louisiana and followed with mention of DeSoto’s discovery of the Mississippi River, LaSalle’s naming of Louisiana after King Louis the 14th, and Bienville and Iberville’s journeys’. Dardenne explained the French and Spanish influence in New Orleans and the confluence of those cultures with Africans that created the uniqueness of the Creole influence. February is enlivened by a well-established gathering that draws interested readers and writers from a wide area, said author and St. Francisville native Anne Butler.
Bulter said St. Francisville’s Writers and Readers Symposium: A Celebration of Literature and Haymon Art reflects a new diversity in the community. The day-long symposium has given writers a chance to speak about their creative processes and mingle with enthu-
siastic fans, Butler said. Added features include writing workshops for students and professionals, a juried exhibit of literature-related photography, monthly readings and other activities leading up to the main event Feb. 21. Featured writers presenting at this year’s Symposium are Moira Crone, a New Orleans novelist and short story writer; Louisiana’s Poet Laureate Ava Leavell Haymon; mystery
writer Abigail Padgett, whose latest book is set in St. Francisville; and writer-photographer Richard Sexton, whose most recent book explores and illustrates with images the Creole connections between New Orleans and the Latin Caribbean. Louisiana State University Press has published four collections of poetry by Haymon, who is editor of the Press’ Barataria Poetry Series. A Mississippi native, Hay-
mon grew up in Kansas City with a Baptist preacher father who made her memorize ten verses of scripture each week and recite them perfectly before the television set could be turned on, Butler said. In 1812, Louisiana became the 18th state. And later the Battle of New Orleans in 1814, when Gen. Jackson led a rag-tag army against the vaunted British, and on a battlefield in Chalmette, within 45 minutes, the invaders were decimated, he said. “We were different in 1812, and we remain different today,” explained Dardenne, calling the state a “human gumbo.” “We are a state that has preserved our history,” Dardenne said. “It’s important to be proud of Jackson’s history, and it’s important to be preserved.” He explained that like Gen. Jackson, Louisiana brought people from different backgrounds together and compared it to the town that was named in his honor. “Louisiana is a wonderfully unique state, and that diverse background is what gives us our personality and our interesting politics,” Dardenne said. “If we don’t learn from our past, we’ll never be able to build for the future.” State Rep. It has exotic weather, all sorts of ethnic groups and fabulous music. It’s sensory.” Editing studies of the Louisiana coast for a scientific consulting firm, Haymon’s first in-state job showed her “what a really exotic place Louisiana is. It was my first time to have an attachment to the physical place.” Haymon’s most recent book is “Eldest Daughter.” Haymon’s other poetry collections include: “Why the House is Made of Gingerbread,” “Kitchen Heat,” which illustrates the “charm and bite of domestic life,” and “The Strict Economy of Fire,” along with five chapbooks. Haymon has received the Louisiana Literature Prize for poetry, the L.E. Phillabaum Poetry Award, the Mississippi Institute of Arts and Letters Award in Poetry, and has been featured in a number of publications. At home in Louisiana, Hay-
mon teaches poetry during the school year, and during most summers, leads retreats and workshops at her home in the mountains of New Mexico. Haymon joins the three other authors from 9 a.m. to 3 p.m. Feb. 21 at Hemingbough Convention Center in St. Francisville as they share their creative processes individually and in moderated panel discussions with audience participation encouraged. Butler says Hemingbough provides an intimate setting allowing avid readers and prospective writers the chance to interact with the authors who will have new books to discuss, sell and autograph. The award-winning authors have been chosen to represent various genres: fiction, nonfiction, creative non-fiction and poetry. Haymon, a committed poetry educator, will also teach a poetry workshop for Bains Elementary School students on Feb. 20. In addition, Haymon will join Padgett, who has taught creative writing at Harvard and other colleges, in presenting a writers’ workshop for aspiring and professional authors at Butler Greenwood Plantation from 9 a.m. to 4 p.m. Feb. 28.

DAR members collect labels for education Advocate staff report The Alexander Stirling Chapter of the Daughters of the American Revolution held its monthly meeting Jan. 14 at the West Feliciana Parish Library in St. Francisville. DAR Regent Lauren Pourciau presented monthly reports including one on conservation. Club committee chairwomen provided updates on club projects and read monthly committee reports. Following the reports, members turned in the labels and box tops they’ve been collecting for educational programs at area schools. The women collect the labels from Community Coffee’s Cash for Schools, Betty Crocker Box Tops for Education and Campbell’s Labels for Education programs. The club also collects pull tabs on soda cans for charities such as the Ronald McDonald House. Participating schools in East and West Feliciana benefit from the DAR donations. Guest speaker Patricia
Hardouin shared her copy of “Flags Along the Way: A Pictorial Journey Through the History of West Feliciana Parish” by St. Francisville author and photographer Gail Chisum. The book is filled with photographs and stories of flags, historic places and settings in and around West Feliciana. Hardouin shared personal experiences she has had involving many of the places featured in Chisum’s book. The club was served lunch prepared by Pourciau, Stevens and fellow DAR members Arlene Hughes, Glenna Fallin and Ann Weller. DAR’s next meeting, the National Defense luncheon, is slated for Feb. 21 at Sammy’s Grill in Zachary. Sgt. 1st Class Michael McNaughton, of Denham Springs, a Louisiana National Guard veteran, is scheduled to be the guest speaker. McNaughton was medically discharged from the military after injuries sustained from stepping on a land mine in Afghanistan in 2003. He will talk about his career helping wounded veterans.

For example, secondgraders may work addition problems,” Pohlmann said.

The pinewood derby is one of the most popular and successful family activities in Cub Scouting, according to Pack 61 assistant Cubmaster Lee Smith. About 100 people attended the Jan. 23 pinewood derby races held by St. Francisville Cub Scout Pack 61 at Bains Elementary School. Pinewood derby cars are small wooden models that Scouts make with help from their families. The cars are powered by gravity and run down an aluminum track toward an electronic finish line, Smith said, with every boy designing his own “grand prix� car to enter into the race. “The pinewood derby is a time-honored tradition for Cub Scouts that dates back to 1953,� Smith said. Pack 61’s race included 43 cars. “We wanted to make the event as fun as possible for the boys and their families, so we tried to create an environment that you might experience at a real race,� Smith said. “The environment becomes electric and loud when the races begin. It’s a wonderful time.� Each Scout starts with a 7-inch wooden car that they design and craft with help from adult relative. “The pinewood derby is a great family event. The boys get the opportunity to work with their dads, moms, grandparents or other adults in designing and building their own cars,� said Paul Theriot, Pack 61 committee chairman. “In addition to being such a fun event, the boys are learning life lessons as well as physical science concepts without ever realizing they’re learning.� Theriot said each family that competes in a derby follows a set of simple, easy rules. “The winners earn prizes, and

Plans stall to reconfigure East Feliciana schools BY JAMES MINTON
Special to The Advocate CLINTON — East Feliciana Parish School Board members said their good-byes Tuesday to Superintendent Henderson Lewis Jr. but couldn’t agree on his final major initiative, reconfiguring parish schools to avoid a budget crisis. The Orleans Parish School Board picked Lewis to head its school system on Jan. 20. Lewis has been East Feliciana’s superintendent since June 2012, but he also serves as a member of the St. Bernard Parish School Board. Facing an expected tight budget for the fiscal year that begins July 1, Lewis had advocated closing the parish’s
consolidated middle school by sending sixth-graders to the parish’s three elementary schools and putting seventhand eighth-graders at the high school. The board voted on two proposals Tuesday, but neither gained a majority of the 12 members. Board member Melvin Hollins proposed making the three elementary schools serve kindergarten through sixth grade and the high school have grades 7-12. At the moment, the parish high school has grades 9-12 and Clinton and Jackson elementaries have kindergarten and grades 1-6. Slaughter Elementary already has a sixth grade, and the community has
a charter school that will eventually serve grades 7-12. Hollins also wanted Clinton Elementary to move to the middle school campus in Clinton because he said the elementary school building needs many physical improvements. Hollins got support from J. Curtis Jelks, Rhonda Matthews, Mitch Harrell and Beth Dawson. Clinton board member Richard Terrell advocated leaving the grade configurations as they are but swapping locations for the middle school and high school. Terrell’s plan got votes from Joyce Kent, Michael Bradford, Paul Kent and Derald Spears Sr., but it needed two more favorable votes to pass.
Board member Broderick Brooks voted against both plans, but said board members were bringing the traditional rivalry between Clinton and Jackson representatives into the discussion. Slaughter board member Tim Corcoran voted against Terrell’s plan but abstained from voting on Hollins’ proposal, saying he needs more information to make an informed decision. Before the vote, Lewis said the Clinton campus would not have room enough for grades 7-12 but the Jackson complex would. “Regardless of what you do, you’re going to have to cut costs,” board financial adviser Tommy LeJeune said before
the voting. Before the school configuration discussion, the board went behind closed doors without stating one of the legal exceptions to the state Open Meetings Law, but members apparently discussed Lewis’ resignation, appointing an interim superintendent and plans for advertising for the superintendent’s successor. Lewis said his resignation will be effective March 16, and the board named Edna Thomas to serve as acting superintendent if he is out of the office before then. After March 16, Thomas will serve as interim superintendent until the board chooses a new superintendent. The board set a 4 p.m. March 3 deadline
for receiving applications from superintendent candidates. Bradford and Harrell thanked Lewis for his contributions to the school system. “You have brought us a long way from where we were,” Harrell said. Lewis said he has a huge task before him in running the Orleans system but said he appreciates the support the East Feliciana board gave him to make changes that should have been made a decade ago. He said he also thanks the community for embracing him. “I can truly say that we have changed. I am glad to have had a small part in those changes,” he said.
Slaughter mayor touts program Advocate staff report Slaughter Mayor Robbie Jackson was one of several speakers at Zachary’s Rotary Club meeting Jan. 22. Jackson spoke on behalf of Leadership North, the annual leadership program created by the Zachary Chamber of Commerce with assistance from the Louisiana Department of Economic Development and LSU Agricultural Center. Jackson is a graduate of the program, which is to begin its fifth session March 19. He is also a member of the Leadership North Alumni Association that began in 2014. Participation in Leadership North is open to residents living or working in East Feliciana, West Feliciana and Pointe Coupee parishes and the communities of Baker, Baton Rouge, Central and Zachary. Graduates of the program are invited to join the Alumni Association. “Leadership North is a feeder program that has superb networking capabilities,” said Jackson. “It’s really great and everyone involved

As part of their ongoing study on the War of 1812, Jackson Elementary School students in Patchouli Oerther’s second-grade science and social studies class designed and crafted their own trading or military vessel. The students made the vessel after learning about early 19thcentury ships and seafaring. Students then tested whether their ships were ready for the open sea. In addition, students portrayed U.S. senators as they gave speeches about whether the United States should enter into war and studied maps to see locations where the British invaded the U.S.

Based on a true story and the book “The Free State of Jones: Mississippi’s Longest Civil War� by Victoria Bynum, the story takes place between late 1863 and mid-1864, when an armed band of Confederate deserters battles Confederate cavalry in the Piney Woods region of Jones County, Mississippi. The original publication from 1979 reads: ‘Marine Private Gregory Hurst, son of Creole K. and Fred Hurst Jr,. of Greensburg, has completed recruit training at the Marine Corps Recruit Depot, San Diego. During the 10 and a half week training cycle, he learned the basics of battlefield survival. He was introduced to the typical daily routine that he will experience during his enlistment and he studied the personal and proffessional standards traditionally exhibited by Marines. A 1978 graduate of St. Helena High School in Greensburg, he joined the Marine Corps in December 1978.’

The Krewe of Titans parade in Slidell rolls at 6:30 p.m. Saturday. Line-up begins at Spartan Drive and U.S. 11. The krewe will follow U.S. 11 to U.S. 190, where the parade will turn east. From 190, the parade will end just east of Kensington Boulevard.

The Krewe of Olympia parade in Covington begins at 6 p.m. Saturday. Line-up will begin North Columbia and Jefferson streets. The parade will follow North Columbia Street south until it reaches East
Boston Street, where it will turn west. From East Boston, the parade will go southwest on South Jefferson Avenue. The krewe will turn northwest on East 15th Avenue. On South Taylor Street, the parade will turn toward the northeast and proceed until it reaches at West 23rd Avenue. On 23rd, the parade will turn southeast and venture back down to North Jefferson Avenue. From North Jefferson, the krewe will go back to East 21st and go east. The parade will end at North Columbia and North Thread streets.

Alsandor: East Feliciana girls ‘prepared for anything’ When East Feliciana girls basketball coach Donald Alsandor looked in The Advocate last Saturday, he was shocked by one score: Capitol 53, Redemptorist 52. Coupled with his team’s 53-37 victory over Dunham the night before, that upset win by Capitol vaulted Alsandor’s Lady Tigers ahead of the Lady Wolves into first place in District 6-2A. The Lady Tigers headed into this pivotal week with a 14-7 overall record and an 8-1 mark in district, one game ahead of Redemptorist. They had three big games remaining on their schedule — against Redemptorist Tuesday, then Episcopal Friday and Capitol to close out the regular season on Feb. 10. After that, the Class 2A state tournament, and based on its power ranking, Alsandor’s squad is likely assured of at least a top 20 seeding, perhaps even top 10. Alsandor has been with East Feliciana — and Jackson High before the consolidation — since 1991. He has twice

We have to prepare to come to play every night. If I keep them focused, we’ll be all right. “It’s been an amazing ride. People say I sweat more than my team. I love what I do. tant thing. I’ve made commitments to the children that I’m going to stay until they graduate. Each year a new group comes in, and I make the same commitment,” Alsandor added.

Discussion by the Council and the public to develop a four (4) single member and one (1) at large redistricting plan in accordance with the Home Rule Charter Mike Hefner, Consultant, Geographic Planning & Demographic Services was in attendance and began with a recap of a previous meeting on Plan 2. The objective was to keep the deviations reasonable and the minority representation in line with the Parish demographics. The Current 7 member Council Plan has 40% deviation. Mr. Hefner then presented the demographics for Plan 2A with a deviation of 31% which is 10 points better than what the Parish currently has in place. The minority population for Plan 2A was also higher that Plan 2. He stated that the redistricting requirement(s) of the law is met with Plan 2A. He further stated that if we had to submit this plan to the Justice Department under Section 5, he would not anticipate any problems with them approving the plan and although it’s no longer required he still uses that criteria. It does meet state requirements and the only caveat with any of these plans is to work on some of the precinct boundaries which may need to be merged or consolidated next year that will keep the cost of elections low. In response to Mr. Percy’s question regarding Section 2 of the Voting Rights Act, he replied it’s that part of the law that has all the requirements or criteria that is generally used (i.e. deviation, one man, one vote, dilution, etc.) for redistricting. He then responded to Ms. Howle’s question regarding the School Board districts remaining at seven, stating that it will only affect our [the Parish] ability to merge a precinct. He further noted that deviations are based only on total population (one man, one vote) rather than voting age population or race factors. Discussion by the Council continued and public comments were allowed.

Discussion by the Council and the public to develop a four (4) single member and one (1) at large redistricting plan in accordance with the Home Rule Charter Mike Hefner, Consultant, Geographic Planning & Demographic Services was in attendance and presented the Council with draft ordinances for plan 2A and the precincts. Mr. Hefner stated that he was unable to come up with tweaks to the Plan based on the two objectives and none were found. Discussion by the Council continued and public comments were allowed by those wishing to do so. Upon a motion of Mr. Percy, seconded by Mr. Wilson, the Council authorized the Council Secretary to advertise openings for the Board of Adjustment, Port Commission, Fire Board, Library Board and Tourist Commission. 11.B. CONTINUATION OF DISCUSSION ON INDEPENDENCE SEWER RATES Mr. Ferguson gave a recap of prior discussions on setting sewer rates for the Independence system and proposed a fee of $250 for connection to all parish sewer facilities which was tabled at a prior meeting. The ADA expressed concern as to whether or not the public hearing ended prior to the tabling of the item. He further stated an ordinance can only be amended in the public hearing. DISCUSS CONDITION AND NEEDED REPAIRS TO ISLAND ROAD LOW WATER BRIDGE The Chair shared the concerns of residents on both the condition and needed repairs to the bridge. The Director of Public Works, Mr. Ferguson responded with a plan for repairs which is one of the top three (3) priority bridges for the Parish. 12. PARISH PRESIDENT’S REPORT Mr. Kevin Couhig responded to Mr. Kean regarding the audit presentation which he had no report at this time. He reminded the Council of the noted errors identified on the map for the Final Phase I Plat Plan of New Jerusalem Estates at the time of approval. He then reported that the deficiencies on the map that existed have been corrected and the correct map should be recorded. 13.
