St. Helena Parish officials are looking into a complaint from a resident who says he does not believe enough asphalt was used to pave the road in front of his church, Rocky Hill AME Church. St. Helena resident Larry Freeman voiced his fury to the St. Helena Parish Police Jury during a Jan. 27 meeting, requesting that it look into the recent road improvement project that included paving Rocky Hill Road in Greensburg. Freeman told the jury that when the road was St. Helena paved, he does not believe the asphalt company, Diamond B Construction Company, laid enough asphalt, making the road much smaller. But parish officials said the road appears to be the same size as before. Freeman said he does not want the taxpayers to pay for something that they are not getting. Freeman asked the jury if they would get someone from the engineering company that was hired, Professional Engineering Consultants of Baton Rouge, to find out if the parish is getting the right tonnage of asphalt. Juror Warren McCray said he contacted PEC and voiced his concerns and requested that someone from their company go out and figure out exactly how many tons of asphalt it took to pave the roads. “Once they measure and give me a figure, I can then go ask another engineer if the numbers are correct and, if they are not, then we have a problem,” Warren said. “If the numbers do not add up, then we will go from there.” Police Jury President Theo McCray said Rocky Hill Road was a gravel road before it was paved with asphalt and that may be why the road appears smaller to Freeman. Crumbling roads are a major problem the St. Helena Parish Police Jury has been trying to solve for years. In January 2013, jury members were trying to figure out how they were going to come up with the money to pay for repairs. They considered at that time rededicating money from a parish property tax and also pulling money from the solid waste funds for the road project, Juror Major Coleman said. The discussion came after voters in May 2013 approved the rededication of a 5-mill property tax that had funded a now-defunct parish health unit and one-half of 1 percent of a 1-cent sales tax that funds the parish’s solid waste collection and disposal services. That provided about $3 million dollars to repair about 50 miles of dilapidated roads, jurors said.

Board negotiates old high school demolition BY HOWARD ARCENEAUX

FRANCISVILLE — The West Feliciana Parish School Board agreed at its January meeting to begin negotiations with an environmental consulting firm for the demolition of the old St. Francisville High School on Pecan Grove Road. Jim Ferguson, director of public works for the parish, is assisting the School Board

with contract negotiations with the firm, Terracon, which has offices in Baton Rouge and across the country. Ferguson said he would like to have the pact finalized and recommend to proceed at the next board meeting on Feb. 26. Ferguson estimated a bestcase scenario would be for the project to be completed within

a year. “The long-term benefit for the parish is getting the property back into commerce and providing greatly needed housing opportunities for more families that would like to live in our great community,” Ferguson said. Terracon will provide a total project cost to clear the site, and if given the go-ahead by the board, would manage the entire project, he said.

“I believe the next step will be in the next few months for all stakeholders to get together and determine what the property shall be zoned and have the school board apply for a zoning map amendment to the town. With the buildings demolished, site environmentally clean, and desirable zoning in place, the school board can put out a Request For Proposal to developers to purchase the site with all of the intangibles

removed,” Ferguson added. The project includes the demolition and removal of the old Pecan Grove site including buildings and slabs. The project summary indicates the buildings, approximately 40,000 square feet, are roughly 40 years old and need to be demolished and cleared for future commercial development. Wilson officials are accepting entries for its “Laissez les Bon Temps Rouler” parade that rolls at 11 a.m. Saturday. Catholic Charities of the Diocese of Baton Rouge is accepting applications for its Senior Community Service Employment Program that allows senior citizens to work part-time with governmental and nonprofit agencies while earning minimum wage and learning workforce skills. This program is perfect for those who are retired but have a desire to go back to work. Catholic Charities helps with the challenges that some elderly workers encounter. Senior citizens can learn new job skills and get help transi-

tion to a permanent position with weekly workshops that brush up on interviews, résumés and job searches. If you are 55 or older, meet the income guidelines and live in East Baton Rouge, Livingston, Tangipahoa, Washington, West Baton Rouge, Iberville, East Feliciana or Pointe Coupee parishes, the diocese can help you find a paid, employment training position. Keep Louisiana Beautiful grant program

The Keep Louisiana Beautiful’s Healthy Communities grants program is accepting grant applications until April 10. Nonprofit organizations,

youth groups, schools and municipalities are encouraged to apply. Grants vary from $1,000 to $10,000. The grant program is designed to encourage community action in the specific areas of litter abatement, waste reduction, education and environmental stewardship, training, litter enforcement and recycling. Keep Louisiana Beautiful supports strong, sustainable, action-oriented programs dedicated to its mission of demonstrating a commitment to community education, volunteer engagement and behavioral change, according to KLB. Since 2004, KLB has awarded $2.5 million in grants to local communities for programs such as school anti-litter programs and recycling programs, waterway cleanup and

community recycling collections. “The grants program is so important because it allows KLB to extend its reach into local communities throughout the state. “Local groups are able to increase the value of the grant by engaging additional partners and community volunteers,” KLB affiliate coordinator Sarah Kelley said. MyKara Thomas, a seventhgrader at East Feliciana Middle School in Clinton, recently became a published illustrator. She provided illustrations for the children’s book “The Rooster Did Not Crow” by Delores C. McClay. The young illustrator’s career began while attending Sunday morning service at Asbury United Methodist Church in

Clinton. McClay, who also is the pastor’s wife, approached MyKara and asked if the girl would illustrate the book for her. MyKara said she did not hesitate to accept the offer and said she looks forward to illustrating more books in the future. MyKara said she always has loved drawing and coloring but has long dreamed of a career in the fashion industry. She wants to design clothes and open her own business someday.

ST. FRANCISVILLE — The West Feliciana Parish Council voted Monday to allocate funding to replace two parish bridges. The council unanimously agreed to transfer $100,000 from the parish’s Louisiana Asset Management Pool account to replace the Island Road crossing and an additional $75,000 to replace a bridge on Graham Road. The existing Island Road bridge will be replaced with an elevated single-lane structure, while the Graham Road bridge

will be replaced with a culvert, according to the ordinances. The funding will also provide for a detour road required during construction for Graham Road. The two bridges are among a list of priority recommendations from Public Works Director Jim Ferguson. Later during the nearly fourhour meeting, in a 4-3 vote, the council rejected an ordinance to reduce the connection fee charged for the Independence sewer system from $2,400 to $250. The one-time fee is required of residential and commercial customers to connect to the parish-operated sewer

system that serves the unincorporated Independence area. Voting to reduce the fee were council members Mel Percy, Leah Williams and Heather Howle, while Otis Wilson, John Kean, Ricky Lambert and Melvin Young opposed the proposed ordinance. Ferguson had explained the reduced fee was closer to the actual cost to the parish of material and labor for the work necessary to make a connection. After the vote, Parish President Kevin Couhig asked the council, “Why does anyone want to keep it at $2,400? It

makes no sense.� Couhig later added, “The choice you’re making is to charge people $2,400 for work that we say can be $250 to hook up. In other action, the panel agreed to hire New Orleansbased attorney Howard Linzy to provide the parish with legal services regarding issues specific to employment law. The work will be as needed at the established rate of $175 per hour. During his president’s report, Couhig said negotiations are being finalized for a new location that will house the parish’s social services under one roof.

ST. FRANCISVILLE — St. Francisville Mayor Billy D’Aquilla updated the Board of Aldermen on a plan to improve the town’s fire hydrants and in some cases, replace older ones where needed. A total of $70,000 funded by two state grants will be used for the work, D’Aquilla said. “The hydrants are about $5,000 apiece, and we have the money through the grants to do this work,� D’Aquilla said Tuesday. Additional funding from another grant will be used to extend a new 8-inch diameter water pipeline from Elm Street

along U.S. 61 to near the Best Western hotel. D’Aquilla said enough money should be left from that project to also fund replacing a 4-inch pipeline with a 6-inch line in the Villa Rose subdivision. “Replacing those lines, adding capacity should help the town’s fire rating, which is a 3 right now,� D’Aquilla said. “We have a very good rating for a town our size.� Typically, the higher the rating on a 10-point scale, the higher the insurance rates paid by a community’s homeowners and businesses. D’Aquilla said soil work will begin soon by a geotechnical company in the area around

the bridge that crosses Barnett Road near the new parish library. The report will be forwarded to the U.S. Army Corps of Engineers, he said. Member Abby Cochran also told the board the Capitol Region Planning Commission has agreed to conduct a traffic study after meeting with residents concerned about the volume of cars on Royal Street. Some residents are seeking to make the road that runs through the historic area a one-way street. Cochran said a report will be submitted after the study is completed with the CRPC findings. African children’s choir to sing Friday The Watoto Children’s Choir, traveling from Africa, continues its U.S. tour with a stop in St. Francisville on Feb. 13. Through a dynamic worship experience, the members of the Watoto Children’s Choir, who were once orphans, share their journeys to redemption and demonstrate that God desires to be a loving father to all mankind, according to a news release. Since 1994, Watoto Children’s Choirs have traveled the world sharing the plight of Africa’s orphaned children. Each child in the choir has suffered the loss of one or both of their parents, but they have been rescued and now live in a Watoto village. Watoto is a holistic child-care solution initiated to serve the dire needs of Africa, the release said. “After losing my parents I felt alone with no one to love me. Now, I know that God is my father. He loves and cares for me. As I travel in the choir, I’m going to show people that God loves them, too,� said 6-year-old Jackie Nakku. Gary Skinner, Watoto Founder says, “God’s heart for the marginalized is not just to see individuals rescued, but rather to see them thrive as their lives are transformed. The stories of the children are real and represent thousands who are experiencing this transformation.� The Watoto Children’s Choir will perform at 7 p.m. at Grace Episcopal Church, 11621 Ferdinand St., St. Francisville. A resident of St. Francisville, Louisiana, she was born on June 22, 1931 in Hannibal, Missouri, and went home to be with Jesus on February 2, 2015. She was a loving mother, grandmother, and great grandmother and was married for over 60 years to her husband, Emile Barrow Pourciau. They had four children: Nolen and Jan Pourciau, Amanda and Max Avant, Rachel and Steve Cherco, Carter and Traci Pourciau. 14 grandchildren: Dot Castello, Edward Avant, Emily and Scott SoulĂŠ, Andrew Avant, Sarah and Michael McNeil, Nolen and Tara Avant, Samuel Avant, Lauren Pourciau, Bennett Pourciau, Chandler and Jackson Otillio, Courtney Cherco, Tifani and Gavin Broussard, Christopher Pourciau, and Landon Pourciau. 8 great grandchildren; Ella Grace, Amanda Barrow and, Ann Virginia SoulĂŠ, Max and Luke Castello, Sidney Avant, Liam and Meredith Avant. She graduated from Baton Rouge High School, Louisiana State University with a Bachelor of Science in Education, and University of Illinois with Masters of Art in Theatre. She was active at Louisiana State University, Outstanding Freshman Girl, Nora Neil Powell Award, and Outstanding Junior Woman, Member of Tri Delta, and Delta Kappa Gamma, and she hosted a radio at W.L.C.S. She

She was a Teacher of English and Speech for 30 years in East Baton Rouge Parish at Baton Rouge High School, Westdale Junior High, and retired from Lee High School. She then taught public speaking for 9 years at Louisiana State University. She directed plays and musicals at schools and churches. She also gave historical monologues, inspirational talks, and comic speeches throughout Louisiana. She was especially fond of her role as Mrs. Claus for many years in St. Francisville. She was a Member of the Alexander Stirling Chapter of the Daughters of the American Revolution, was a former chairman of Audubon Pilgrimage (2000), member of the Felicianians Supper Club, the Reviewers, honorary member of the Feliciana Country Gardeners, and she was a member of B&B Supper Club, and Harlequins in Baton Rouge. She was an Active member and reader at Grace Episcopal Church, and member of and Bible Circle Chairman for 30 years at First Presbyterian Church. She Served on the Board of Directors of Baton Rouge Little Theater where she wrote playbills, acted and helped backstage, and she received the Presidents Award from Anne Price. Memorial Service to be held on this Wednesday, February 4, 2015 at First Presbyterian Church 701 North Blvd. Baton Rouge, LA 70802 at 12, Noon with a reception to follow at the church. A memorial service will be held in St. Francisville at a later date. She was a retired, sharp-minded Librarian, Debate/Speech Teacher, and English Educator, dedicating her life's work to the written and spoken word. Many lives were touched by her commitment to educating and mentoring others. Advocate staff report Mary Broussard, of Entergy River Bend’s Nuclear Station in St. Francisville, received the 2015 Bob Easterly Award, a news release from the Livingston Economic Development Council said. The Bob Easterly Award started several years ago to honor outstanding service to Livingston Parish to enhance economic development, the release said. Broussard spent 12 years involved in economic development activities in the parish through her work for Entergy as their Livingston Parish customer service manager, the release said. She also supported successful efforts to make improvements to the Livingston Parish Industrial Park. She has served 12 years on the LEDC board of directors, from 2000 until 2012, including two terms as the LEDC board chair, from 2003-04 and from 2009-10. Broussard lives in Brusly.

Crystal is a graduate of West Feliciana schools and Berkley, a management consultant, an engineer and IT consultant, and now a strategic communications expert with clients that include San Francisco’s Pacific Gas and Electric Company, which serves the entire Bay area. She discussed how a strategic communications plan could identify, address, and solve problems—such as, in the case of the West Feliciana schools, a decreasing population of young families with children. Why, she asked, do more young families rent instead of buy their own home? What is holding back the availability of affordable housing? How can economic development in the parish aid the growth of the schoolage population? One example Williams gave was West Feliciana residents driving to neighboring parishes, where “their tax dollars don’t help us here.” Ms. Williams attributed the loss of students to state funding, and added that “stagnant local tax contributions,” and an aging population hurt the school system's financial outlook. She reassured the audience that targeted publicity touting West Feliciana’s “great school system” and the help of strategic partners could, together, facilitate growth in the student population. Planning, she said, must include both communications planning and the measurement of resulting long- and shortterm goals, goals that “promote the interests of the schools and that are aligned to strategic planning and growth.” Superintendent Milton thanked Ms. Williams and congratulated her for her tremendous accomplishments. Superintendent Milton thanked Crystal for her willingness to help her old district.

There are already subdivision developments in the area that seem to still have lots and houses for sale and which in some ways have struggled to sell over the years. The plans as understood will capture the run off from the ravines which flow naturally across the land and (2) low lying areas of Dice Hill Rd. 2) Does the current engineering of this proposed lake take into consideration the amount of run off caused by heavy down pours of rain through all ravines? Since the road in questions is a privately owned road and is maintained by the property owners, the upkeep and maintenance cost is directly impacted upon the land owners. This in itself would cause undue monetary hard ship to the adjacent land owners. 3) Will the Parish take full responsibility for repairing Dice Hill Road in the event that the pond in question does not release enough water in a timely matter to keep water from backing up and causing damage to the current drainage system (ie: culverts and gravel, bridge and surrounding property) since the parish is the one that approves the development or will

In addition the traffic increase on Folkes Rd. is of grave concern. This parish road is the closest outlet to Highway 61 and is substandard at best. The road is narrow with no lane markings, it is unlighted and there are no guardrails protecting motorist from the deep ravines on each side.

Please listen to the residents, voters and taxpayers that have voiced their concerns and submitted signed petitions in opposition to this development. ------

Currently folks road is a dangerous, heavily traveled rural road in need of repairs. This new development could potentially add 75 or more vehicles to the traffic count twice a day.

Arline Didier Americans have learned the hard way that by living in ill-conceived housing developments far away from substantial sources of employment they are in a lose-lose situation. Such subdivisions, housing developments and village centers, no matter how gloriously described and equipped with the amenities of the American Dream, are illogical and doomed to rapid deterioration, loss of everyone’s property values and environmental degradation. Unless expressly stated in policy and contract, new constructions don’t meet the green design standards of nontoxicity, energy efficiency and recyclability. Unless expressly stated and without documented implementation, new developments will not enhance the economy, health and environment of the established community.

Another concern is allowing an inexperienced and virtually unknown developer a variance to develop a subdivision that clearly does not conform to the existing neighborhood. We have been told that this unknown, non-local developer will require a homeowners’ association to maintain and repair streets, drainage, lighting and the public areas. As submitted the public areas include walking trails and a lake. The lake entails damming up a large deep ravine that carries a tremendous amount of run off with each heavy rain. The engineering of such a dam and spillway is a huge undertaking and will require sufficient funding to maintain.

With a project of this magnitude, being development by an inexperiencedout of town developer, it is entirely possible that a few homes will be built and a downturn in the economy will occur or the developer will fail to complete or maintain the infrastructure.

This will leave a small underfunded homeowners’ association with an obligation they cannot fulfill. The parish will end up with a lake and overgrown public areas that are a quagmire of neglect. It will fall upon the parish it tax payers to provide funding for this lack of foresight.

I am not opposed to development – we need jobs and commerce. We do not need a high density development that detracts from the scenic beauty and attractiveness of our parish. Tourism is a large and vital component of W. Feliciana’s parishes economy – if we destroy the beauty with poorly planned high density urban developments each and every resident will suffer.

Superintendent Milton announced that Mr. Ben Necaise is taking a position with the Department of Education and has submitted his resignation. According to Mr. Milton, this is bittersweet as we are excited about his new opportunity and at the same time we will miss his leadership. We are also excited about our new leadership team at WFMS. Superintendent Milton announced that he appointed Ms. Jovanka Ganes as Interim Principal, and Mr. Mark Lester as Interim Assistant Principal. Ms. Jodi Lemoine has been assigned additional instructional duties as Interim Administrative Assistant of Instruction. All of them were present, along with Coach Rickey Grant, as he continues to be part of the team. It was moved by Ms. Wilson-Rogers, seconded by Mr. White to approve the calendar with the above-referenced changes.

The Pledge of Allegiance was led by Mr. Cornette.

There were present: President Beauchamp, School Board Members Milton Coats, David Cornette, Amanda McKinney, Kelly O’Brien, James White, and Sara Wilson-Rogers.

Ms. Godke nominated GOODEN, to serve as Chair effective January 1st. Upon a motion of ROGERS, seconded by WOOD, the Commission unanimously elected GOODEN as its Chair. Mr. Newkirk nominated McKINNEY, to serve as Vice-Chair effective January 1st. Upon a motion of GODKE, seconded by GOODEN, the Commission unanimously elected McKINNEY as its Vice-Chair.

Members noted that Laurie Walsh has been using similar tool, Dropbox for same purpose free of charge. More research will be conducted. Julie Brashier also reported a marketing draft proposal from Bettsie Norton and members discussed that there be coordination with town entities (library, parks and rec, schools, etc.) included in proposal. Tourist Commission would like to be able to have the opportunity to be more collaborative with this proposal.
