McDavid said the board also would have the authority to change the sales tax collection amount up to four times a year. If the proposition passes, board members would establish a procedure for regularly
reviewing the tax revenue to determine whether the revenue being generated from the tax is sufficient to meet the district’s financial needs but not excessive, Owen said. The district has held meetings answering questions and seeking community feedback regarding its finances and the sales tax proposition. Owen said polls open at 7 a.m. March 28, and if the tax measure is authorized by voters,

Building to be named after former principal
The Special Olympics track meet for middle and high schools was March 4 at Woodlawn High School, with more than 200 athletes competing from Ascension, East Baton Rouge, West Baton Rouge and Iberville parishes and Central and Zachary school districts. The athletes were successful in all of their events, according to Debra Toney, Zachary adapted physical education teacher and Special Olympics coordinator. Irvan Richard, of Zachary High, recited the athlete’s oath to start the games. Toney said several events had outstanding results but the most exciting was Northwestern Middle School’s Deohalen Pierre, who threw the shot put more than 7 feet. “With the joint effort by ZHS student volunteers, teachers, paraprofessionals, bus drivers and APE teachers, our athletes were able to experience the joy of this competition,” Toney said. The Lane Regional Medical Center Auxiliary will host its $5 Masquerade Jewelry and Accessories sale from 7 a.m. to 5 p.m. on March 19, and from 7 a.m. to 3 p.m. on March 20, in the West Wing Conference Room on the first floor of Lane. A variety of quality jewelry and accessories for men, women and children, including rings, bracelets, necklaces, earrings, jewelry sets, wallets, watches and more, will be on sale. Everything is $5. Seventeen-year-old Bo Myers doesn’t wear a cape or a mask, but to his nephew, Carter Fancher, 7, Myers does have superhuman strength. “He’s my hero, and he saved my life,” said Carter, a second-grader who lives in Central and attends Tanglewood Elementary School. At the time, the seemingly inconsequential decision to leave his friends at a Zachary restaurant and head home early following baseball practice Feb. 18 is something Myers says he cannot explain. “We stayed late at baseball practice to hit some balls like we always do then grabbed a bite to eat. Then I just decided to go home,” said Myers, a senior at Zachary High School. When Myers arrived at his parents’ house, his youngest nephew, Clay Fancher, 4, was crying in the backyard. “I thought one of my nephews had stubbed their toe or something, but then the youngest ran up to me and said, ‘My brother’s dead,’ ” Myers said. “That’s when I saw Carter lying äSee CPR, page 4G
The Zachary Athletic Foundation has announced its first major fundraising effort for 2015. The fund drive is in support of renaming the Academic Athletic Building on Zachary High’s campus to the Jerry Boudreaux Athletic Building in honor of the late Jerry Boudreaux who died at age 81 in October, John Stagg, ZAF president, said. Principal of ZHS from 1970 to 1995, Boudreaux was a community and church leader, educator, volunteer, Air Force veteran, Baker Jaycee, Zachary Rotarian and Louisiana High School Athletic Association Hall of Fame member as well as a father, grandfather and greatgrandfather. “His legacy of caring for students and for the many people served by the organizations he was a part of are reasons we have chosen Boudreaux to honor him,” Stagg said. A native of Grand Point, Boudreaux graduated from Baker High School in 1952 and Southwestern Louisiana Institute, now University of Louisiana at Lafayette, in 1956. He worked as a teacher, coach, assistant principal, principal and, briefly, as the first superintendent of the Zachary school system. Boudreaux served on numerous boards and committees and was a member of many associations, clubs and organizations throughout his lifetime. Locals apply for superintendent position Advocate staff report CLINTON — A special committee will interview seven people interested in becoming East Feliciana Parish’s next school superintendent, the East Feliciana School Board decided March 3. Superintendent Henderson Lewis Jr. has been named school superintendent for Orleans Parish. Twelve people applied for the post, but the board eliminated five before announcing the
names of the applicants who met all of the advertised requirements. Board President Michael Bradford said three area school superintendents, a community leader and a representative of the East Feliciana Chamber of Commerce will interview the seven and recommend three finalists for the board’s consideration. Bradford did not name the interview committee members or announce a timeline for the
interviews. The applicants include Patrick Jenkins, director of operations for the Zachary school district; De’Ette Perry, secondary education director for the Baker school system; and Mavia Alice Marsalis, of Zachary, personnel director for the East Feliciana school system. Marsalis was the only East Feliciana school district employee who applied. Additional applicants included George Noflin, Jr., Morehouse
Parish superintendent and a native of the Felicianas; Angela Lee Domingue, of Baton Rouge, a former principal of Belaire High School; Carlos J. Sam, East Baton Rouge Parish associate school superintendent; and Susan Moore, of New Orleans. Applications were not considered by the committee from three others because they weren’t hand-delivered or sent by certified mail as specified in the job advertisement, Bradford said.
Newcomers Club changes membership rules Advocate staff report The Zachary Newcomers Club is changing and growing, member Beth Sanders Young said. A steering committee has been established, and new club activities and events include a nighttime dessert and coffee outing, family suppers, date night for couples or singles, field trips or town outings on weekends and a community service activity — Meet the Officials — that ties in with the dessert and coffee,
Young said. The first dessert, coffee and Meet the Officials event is slated for April. “We also plan to host some evening general meetings, probably quarterly, to accommodate schedules of those who work during the day,� Young said. The Zachary Newcomers Club was formed in 2009 by Sylvia Wahoske, who relocated to the community with her husband, Keith, after a job transfer returned the couple to the East Baton Rouge Parish area.
Initially, the club was for members five years or newer to the Zachary community. Young says the biggest change the club is making is eliminating the maximum number of years members are considered a newcomer. “Recently, a few people have said they’ve been interested in joining but because of job demands or other conflicts could not participate. They also felt they missed the five-year window, even though they still felt like newcomers to the community,� Young said. “Our vision is to have the club be inclu-

LeBlanc’s honors worker for Stihl certification Advocate staff report LeBlanc’s Food Stores in Zachary recently honored James Juino as an Ace employee and Stihl Inc.-certified technician. Juino, of Zachary, achieved factory certification as a gold-level service technician from Stihl Inc., a manufacturer of chain saw and handheld outdoor power equipment, Brooke Knight, director of corporate communications for LeB- Juino lanc’s, said. Juino has completed numerous online certifications from Stihl, including receiving silver certification in Arkansas. In order to achieve gold-level certification, Juino traveled to Virginia Beach, Virginia, to participate in three days of advanced training and to take an exam that consisted of a written test, product troubleshooting and a hands-on practical exam, Knight said. “Stihl-certified service technicians are factory trained in
the diagnosis of running problems, failure analysis and quick and reliable repair,� said Randy Scully, product service manager for Stihl. “A gold-level technician has demonstrated both the knowledge and the skills to handle challenging service situations, including carburetor operation and service, failure analysis and maintenance and service of STIHL products.� Juino started his career as a mechanic in the U.S. Army, serving eight years and gaining plenty of experience, according to Knight. “He is a jack-of-all-trades, but after gaining the goldlevel certification, he now specializes in repairing and refurbishing Stihl products,� Knight said. “The LeBlanc’s team is proud to have him as an employee in our Zachary Ace Hardware department. We congratulate Juino on his hard work and dedication to his field.�

Havard hashes state budget Former mayor appointed to board of Landmark Bank

District 21 State Rep. Kenny Havard, R-St. Francisville, was the guest of Rotarian Brent Fuselier at the Feb. 26 Zachary Rotary Club meeting. Havardâ&#x20AC;&#x2122;s district includes primarily the majority of East and West Feliciana parishes and the northwest corner of East Baton Rouge Parish, which includes the Zachary Havard area. In his first year in the state Legislature, Havard, who was raised in Jackson, said he was part of a group called the â&#x20AC;&#x153;Fiscal Hawks,â&#x20AC;? that was opposed to some of the budget tactics employed by the administration in an attempt to balance the budget. The total state budget for fiscal year 2015-16, as appropriated, was roughly $29.1 billion. Havard listed a breakdown of the budgetâ&#x20AC;&#x2122;s financial means for Rotarians. â&#x20AC;&#x153;There is one major flaw in how we do our budget,â&#x20AC;? said Havard, referencing the Revenue Estimating Committee, a state panel that projects revenues to be spent by Louisiana government. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;d like us to not allow them not to project too high. They promise and allocate money, but itâ&#x20AC;&#x2122;s a bargaining tool,â&#x20AC;? Havard said. Havardâ&#x20AC;&#x2122;s presentation to the Rotary Club covered the several reductions made in order to balance the state budget; structural budget deficits; sources of one-time money in the state budget; state spending and how Louisiana compares to other states; tax expenditures and what they mean for 2016; tax collections versus expenditures; and an oil industry outlook which mentioned the recent drop in oil prices. In May, Havard said oil was forecast at $92.44 per barrel for fiscal year 2015 but dropped to $81.33 in November. Then the price dropped to $69.36 and was forecast to be $59.64 for 2016. The price of oil as of Jan-
uary was $49.60, Havard said. â&#x20AC;&#x153;For every dollar that the price of oil per barrel drops, Louisiana loses about $11 million in state revenue,â&#x20AC;? Havard said. The cumulative overall effect is a $270 million reduction in fiscal year 2015 and $404 million reduction in 2016, he said. â&#x20AC;&#x153;There have been no other significant revenue growth areas to offset reductions of this magnitude,â&#x20AC;? Havard said. Preliminary reports from the administration indicate a $300 million reduction in higher education and a $250 million reduction in health and hospitals, Havard said. Havard also presented options for reducing tax expenditures. n Repealing tax credits, exemptions, deductions, exclusions or rebates. â&#x20AC;&#x153;The repeal could be short-term, meaning you can repeal for two or three years,â&#x20AC;? said Havard. n Modify tax credits in such a way that the modification is a net gain to the state general fund. â&#x20AC;&#x153;The advantage to this is youâ&#x20AC;&#x2122;ll know the upper end of the stateâ&#x20AC;&#x2122;s liability,â&#x20AC;? said

The campaign to rename the building begins in late March when a mailer will be sent to members of the Zachary Athletic Foundation, alumni of ZHS and to a specific demographic in the community, Stagg said. The cost of the red lettering on the building, which will be backlit, is estimated at $7,500. â&#x20AC;&#x153;The project will be completely funded through ZAF and generous donations, but no money will come from district finances. We have only asked the School Board for its blessing,â&#x20AC;? Stagg said. Any funds donated beyond whatâ&#x20AC;&#x2122;s needed for the signage will be used to upgrade the press box at Bronco Stadium, Stagg said. The mailer asks supporters of Zachary athletics and those who knew and loved Boudreaux to make donations of $25, $50, $100, $250 or more. To kick things off, Stagg said members of the Boudreaux family already have made a couple of donations in support of the building. â&#x20AC;&#x153;Once the project is complete, weâ&#x20AC;&#x2122;ll host a ceremony to unveil and officially dedicate the new Jerry Boudreaux Athletic Building. Each classroom held a spelling competition that had the top-spelling boys and girls advance to compete against other top spellers in their grade, said Suzanne Lemoine, librarian at Zachary Elementary. Third-grade teacher Holly Marchiafava organized the Spelling Bee. Third-graders competed Feb. 23 while fourth-graders competed Feb. 24. Emma Todd became the overall third-grade champion for correctly spelling the word “advantageous.”

Junior Gracie Ellerbee received All Parish Honor accolades and was named to the All State Jazz Ensemble for piano. Ellerbee also has played the keyboard, percussion and trumpet in the ZHS band. The ZHS band members had to audition for judges in December and, if chosen, were given three days to learn music in order to perform in the All Parish Honor Band concert in January at Broadmoor High School. Jason Venable is Zachary High’s band director, and Donny Alexander is the school’s jazz band director. Each student received a certificate of acknowledgement from School Board members.
Zachary natives make Samford’s dean’s list Advocate staff report Zachary natives Shelbi Bush and Morgan Ohlinger have been named to the fall 2014 dean’s list at Samford University in Birmingham, Alabama. Bush, a senior, is a theater major, and Ohlinger, a sophomore, is a biology major. Samford University releases dean’s lists after the close
of the fall and spring semesters each academic year. To qualify for the dean’s list, a student must have earned a minimum 3.5 grade-point average while attempting at least 12 credit hours of coursework. Dean’s list is the highest academic recognition given by the school at the end of each semester, according to a news
release. Samford enrolls 4,933 students from 44 states and 25 countries in 10 academic units: arts, arts and sciences,
business, divinity, education, health professions, law, nursing, pharmacy and public health, the release said.

Former Bronco tosses 2-hitter for Demons Northwestern State sophomore pitcher Evan Tidwell got his third start of the early baseball season on March 3 and had something special in his pitching arsenal against the University of Louisiana-Monroe Warhawks. When the game was over, the former Zachary right-hander was still standing on the mound after holding the Warhawks to two hits in a 7-0 complete game victory. The 6-3, 170-pound former Bronco pitched nine innings with one walk while striking out seven. Tidwell faced the minimum 27 batters. “We knew they were an aggressive team,” said Tidwell after tossing the first complete game of his college career. “I don’t walk people. I fill up the (strike) zone a lot. We let them use their aggressiveness against them and let them get themselves out.” Third-year coach Lane Burroughs was impressed with Tidwell’s performance. “I haven’t seen that too often in my career,” Burroughs said. “All he did was fill up the strike zone. He had a good slider. It was working, and he got a lot of swings and misses. He shoved it in the zone, and once again, we made no errors and played really good defense.” So far this season, as part of the Demons’ starting pitching rotation, Tidwell is 1-2 with three decisions, including a 5-0 loss to Troy and an 8-4 loss at Baylor before the two-hitter against ULM. In 20.1 innings pitched, he’s got a 3.98 ERA. As a freshman, Tidwell was 3-0 in 20 appearances for the Demons with one start. He had a 5.74 ERA in 37.2 innings pitched. As a high school senior, Tidwell had a 10-2 record and a 1.14 ERA as the Broncos advanced to the Class 5A state championship, losing to Catholic High 3-2. He was named all-state, all-metro and Perfect Game Honorable Mention Southeast team member. He was 6-1 as a junior with a 1.37 ERA and 6-1 with a 1.08 ERA as a sophomore for the Broncos.
Northeast falls to Many
The surprising run of the Northeast High School boys basketball team came to a disappointing end March 3 with a 42-38 loss to Many in the district round of the Class 2A playoffs. After upsetting the seventh seed in the first round, 26th-seeded Northeast played 10th-seeded Many to a 26-all tie after three quarters. But the Vikings didn’t have enough firepower in the fourth quarter as Many outscored them 16-12 for the win. Eric Williams and Torrence Uwagbow scored 11 points apiece to pace Northeast, which finished the season 15-15. Many was ousted in the next round by Lakeview 68-53. äSee SPORTS, page 2G

Baker Little League sets March 14 registration Advocate staff report The Baker Fraternal Order of Police has taken on the challenge of renewing the once thriving Baker Little League program. Off-duty Baker police officers, volunteers from Miracle Place Church and members of the community have been making building renovations and field repairs to the facility and playing field at 2640 N. Magnolia Drive in Baker, Police Chief Mike Knaps said.
“For 76 years, little league has been bringing families together to enjoy our nation’s pastime, providing a safe, fun and healthy setting for boys and girls to play baseball, softball and T-ball,” Knaps said. Baker Youth Little League will provide an opportunity for area children to learn the values of teamwork, sportsmanship and dedication while being a part of the world’s largest youth sports organization, Knaps said. An informational meeting was held Feb. 28 at the ball field
next to the Baker Civic Center for those interested in supporting the league and sponsoring a team. Knaps said a board of directors has been elected, and members were present at the February meeting for parents with questions. The league will host baseball, softball and T-ball games for boys and girls ages 4 to 12 who live in Baker as well as surrounding communities. A registration event for the league’s 2015 season will be
held from 9 a.m. until 2 p.m. March 14 at the Little League field on North Magnolia Drive. Registration fees are $35 per child. Parents are asked to bring a copy of their child’s birth certificate and proof of current address when registering; however, Knaps said neither is mandatory the day of registration. “We don’t want these two things to prevent children from playing ball,” Knaps said. “We will work with parents. A birth certificate and proof of address will be needed, but not absolute-
ly required on this day.” Hot dogs and refreshments will be served during the event. Baker Youth Little League anticipates beginning its 2015 season in April with an opening ceremony, Knaps said. Thunder takes YMCA league, tournament BY STACY GILL
sgill@theadvocate.com The Americana YMCA’s basketball league wrapped its regular season Feb. 28 with Team Thunder named league champion after finishing the season with a 9-1 record. Team Thunder, which includes boys ages 9 and 10, also won the league’s season-ending tournament March 1 by beating the Bulls 14-13 in the championship game. By winning the league’s regular season, Thunder received a bye in the first round
of the tournament, advancing straight to the semifinals, which the team also won 29-14. Team Thunder then advanced to the finals to face the Bulls, coach Geoff Spangler said. The Americana YMCA league includes Zachary-area teams and players. All league games were played at Zachary High School. ZHS graduate and Lady Bronco basketball standout Bria Reed is the league’s director. “Compliments to Bria and her staff for a
very well-run league and for organizing all of the teams’ practices and games,” Spangler said. Spangler said his squad began practicing in December and played its first game Jan. 10. “The boys finished their regular season by winning their final two games on a Saturday and then winning two tournament games on a Sunday,” Spangler said. “They won their last four games of the season in a 24-hour period. That’s quite an accomplishment for any basketball team, regardless of age.”

Lentini benefit Sunday Cory’s Story: A Journey Home, a fundraiser to offset Cory Lentini’s medical expenses and efforts toward making his home accessible, is scheduled from 5 p.m. to 8 p.m. Sunday at Cactus Cafe in Zachary. Lentini was involved in an accident in November 2009, suffering a traumatic brain injury. Tickets also are being sold for $5 apiece for a raffle with proceeds going to the Lentini medical expenses. First prize is $500 from Chris’ Specialty Meats and a chest freezer with second prize a 42-quart cooler. Tickets for the benefit cost $100 per couple or $50 singles. Donations also will be accepted. Requests to Speak Leroy Williams â&#x20AC;&#x201C; 4638 Avenue Natural gas incidents in Avenue C area Mr. Williams said that on at least 3 occasions during the rehabilitation of gas lines in the Avenues area, gas lines either ruptured or leaked. There was also a loss of pressure on one of the coldest nights. Mayor Amrhein said that the city is aware of problems with the gas lines and there is an ongoing investigation of the matter. He asked Chris Davezac, Lionel Lawson and Jeff Johnson to go to the microphone to discuss the issues. Mr. Davezac said that the lines in that area are not looped. He also said that replacement of the PVC pipe in the area is scheduled, and they can be looped at the same time. It was also reported that on several occasions, and in several locations, valves have been turned off for no apparent reason and without the cityâ&#x20AC;&#x2122;s knowledge. Mayor Amrhein said this has never happened before and itâ&#x20AC;&#x2122;s also being investigated. It may be that valves were turned off during the rehabilitation work, and not turned back on as they should have been. There are approximately 200 gas valves throughout the city, and Bianca Hillhouse (PEC) said that they are currently mapping them and attaching GPS devices on all valves. Security is also being upgraded to include a login/log-out procedure for closing and opening valves. Mayor Amrhein said with a firm procedure in place, if the issues of closed valves continue, he will assume the action to be deliberate and act accordingly. 2. At the time the plans were approved, the city was working under an interim code, and in 2010, the Unified Development Code took over. It was the consensus of the Council members and staff that the project would have to go back to Site Plan Review due to the considerable changes between the interim code and the UDC. Councilwoman O’Brien asked if the $100 fee for Site Plan Review could be waived. City Attorney Hopewell said that the fee was established by the Council and could be waived by the Council. Mr. Collins said that the Church hoped not to change the plan in order to minimize construction time, and to not have the expense of having new plans drawn. Hugh Engels said that the Site Plan Review is approximately a seven week process. Mayor Amrhein said that the plans will need revision and updating due to the changes in the code. Councilman Nezianya advised Mr. Collins to meet with Mr. Engels to see what changes will have to be made.
