The sheriff said the cost of the renovations will come close to $230,000. The project is funded through two 2014 Louisiana Legislature capital outlay appropriations of $190,000 and $50,000. The project is being overseen by the Louisiana Division of Facility Planning and Control, Williams

Special to The Advocate CLINTON — The East Feliciana Parish Police Jury’s plan to seek bids for a $2 million election year road improvement program fell apart Tuesday over the issue of whether some gravel roads should be in the project. Jurors were poised to vote on advertising for construction bids until Juror Dwight Hill objected to paving some gravel roads. Hill said jurors had agreed several years ago to overlay all of the parish’s paved roads before paving gravel roads. “Is it my fault I have one gravel road in my district?” asked Juror Larry Beauchamp, who had included Andrews Road as one of two proposed projects in his district, which includes the town of Clinton. “He can’t overlay the roads in the town of Clinton,” jury President Dennis Aucoin said. “We split it up by dollar amount in each district to make it fair to each juror,” Juror Chris Hall said, referring to a committee meeting attended by all jurors where the road list was developed. Juror Louis Kent said the jury is supposed to operate on the “unit system” in which projects are selected through a parishwide priority system. “We’re back on the ward system … to pacify certain jurors,”

The focus of the Audubon State Historic Site for more than half a century, Oakley Plantation is a West Indies-style three-story structure. Artist-naturalist John James Audubon worked there as a tutor and drawing instructor in 1821.

Williams said he expects the renovations to be complete by late June. The jail houses approximately 56 inmates, including 12 from the Department of Corrections. The intake and processing of inmates is done in the building on the east side of the jail, which was built during the early 1980s and was the main office for the sheriff’s administrative office, with as many as a dozen offices crammed into the 3,500-square-foot building. Needing more administrative space, Williams negotiated two years ago with the St. Helena Police Jury for use of about 9,000 square feet of the closed Health Unit. Since then, Williams has moved the administration offices, detectives, civil, criminal and juvenile away from the courthouse square and into the old Health Unit building. The sheriff asked that residents with business at the facility follow the signs and red cones directing walking traffic for safety measures and to avoid the construction areas.

west feliciana Bridge closed; Easter service set A West Feliciana Parish bridge on La. 965 between Freeland Road and La. 10 has been shut down for emergency repairs. According to Jim Ferguson, director of public works for West Feliciana Parish, the Louisiana Department of Transportation and Development was expected to begin repairs last week. Ferguson said the nature of the bridge repair work appears to be the abutment or headwall under the bridge that sustained damage after heavy rains in late February. Once DOTD workers begin the repair, motorists can expect five to 10 days for the work to be completed pending weather, Ferguson said. “We will be coordinating with the DOTD and continue to provide updated information as we receive it,� said Ferguson.

ST. FRANCISVILLE — The West Feliciana Parish School Board approved a new four-year contract for Superintendent Hollis Milton, with a nearly 34 percent increase in pay. The vote was 4-3 with the majority supporting to raise Milton’s salary from $118,715 per year to $158,000 a year over the next four years. Milton will receive an expense compensation package of $800 per month, or $9,600 per year. School Board Finance Manager Ruthie Davis said the new contract is similar to Milton’s original contract except it removes any opportunities for incentive pay as requested by Milton, and it removes the 90-day notification time if he chooses to leave the position. Wilson-Rogers expressed concern about the raise, saying she would rather consider it after the board has an opportunity to hold its annual strategic planning retreat on March 26. Beauchamp countered that with a $25 million annual budget, the School Board could find the money to keep Milton, who has been courted by other school districts for superintendent vacancies. Symposium celebrates writers, photographers Advocate staff report About 150 writers filled Hemingbough’s Hempstead Hall in St. Francisville on Feb. 21 for the eighth annual Writers and Readers Symposium organized and produced by A Celebration of Literature and Art. Featured authors included Moira Crone, an award-winning short story writer and novelist from New Orleans; Ava Leavell Haymon, Louisiana’s Poet Laureate; Abigail Padgett, a San Diego native whose latest book is set in St. Francisville and Angola; and Richard Sexton, a photographer and author from New Orleans. The day was filled with discussions of the merits of literature in its various forms and genres, as well as the creative processes that the authors go through with their writing, Olivia Pass, CLA chairwoman, said. Crone said she had to read aloud her manuscript of “The Ice Garden” in her New Orleans studio “to run the writing through” her body. The oral rendering of the manuscript allowed her to achieve a novel with more nuanced speech that was more like oral language, Pass said Haymon talked about the importance of sound in language. “There are sounds that we connect with church — sonorous vowel sounds — and those we connect with harshness such as with expletives, which have hard consonant sounds,” Haymon said. “Poets use these devices to hone their poetry, whittling away the deadwood, and hopefully, leaving the core of feeling that conveys emotions and ideas to others quite succinctly.” Padgett discussed the characters in her most recent novel, “An Unremembered Grave,” which includes a vampire and witch. The author noted that vampire novels, which are so popular today,

Exhibit winners were Peter Verbois, first place; Nikki Chisolm, second place; and Helena Reynolds, third. On Feb. 28, Haymon and Padgett shared their knowledge about writing poetry and prose, respectively, at a soldout writers’ workshop at Butler Greenwood Plantation. Most of the participants wanted to learn how to refine their prose-writing skills from fiction to memoir writing such as aspiring writers from Irving and Seabrook, Texas; Natchez, Mississippi; and Louisianians from Oak Ridge to Slidell, Pass said.

The group of writers were divided into prose and poetry sessions taught by Haymon and Padgett. Pass said evaluations of the workshop revealed it was a success. “Overall, everyone felt as if they benefited tremendously from a day of intensive writing and editing,” Pass said. “We kept the workshop at a maximum of 20 people so they could receive individual help with their writing. The fact that it sold out and that participants raved about the quality of instruction in their evaluations, showed us that our workshop provided a greatly needed service for many people.” Pass said CLA hopes to offer similar workshops in the future.

4-H holds annual cooking contest Advocate staff report East Feliciana 4-H members took part Saturday in the annual 4-H Cookery Contest at the old fire station in the Clinton. The 4-H members could participate in five categories, including sugar, egg, poultry and ground beef. While the dishes were being judged, participants and their families were encouraged to walk through the Clinton Community Market in the town

square. 4-H members also completed a scavenger hunt and delivered cookbooks and newsletters to vendors at the market. The winners from the contest are: SUGAR DIVISION: Madelyn Ray, Slaughter Charter School EGG DIVISION: Victoria Dooley, Silliman Institute GROUND BEEF DIVISION: Garrett Dooley, Silliman Institute POULTRY DIVISION: Garrett Dooley, Silliman Institute.

‘Get flocked’ for Slaughter Charter baseball

Everyone in East Feliciana Parish is invited to “get their flock on� and help Slaughter Community Charter School’s Knights baseball team pay for much-needed practice equipment by participating in the first-ever Flamingo Flocking fundraiser. For a $25 donation, participants can send a flock of pink flamingos to any yard within the parish, where they’ll roost for a minimum of 24 hours, event sponsor Katie LeDoux said. The resident whose yard has been flocked with 25 pink plastic flamingos can then pay to have another yard flocked for $25 and so on to help the Knights raise funds. “If a resident chooses not to flock another yard, the flamingos will be picked up and taken back to their home at Slaughter Charter for safekeeping until the next order is received,� LeDoux said. A brief explanation describing the fundraiser will be placed around the neck of one of the flamingos in each yard along with an order form for residents to flock a yard of their choosing. Davis,Reed set pace for Saints in meet Raven Davis made her first outdoor long jump competition at the Louisiana Farm Bureau Bronco Relays on Friday a memorable one. The West Feliciana standout made it look easy, winning the event with a leap of 17 feet, 51/4 inches, edging teammate Dominique Dorsey (17-21/4), who finished second. “Hopefully, I’ll get better,� Davis said after the winning leap. Last year, Davis earned All-State honors, finishing second in the 300-meter hurdles and fourth in the 100-meter hurdles at the State Championships at LSU. In this year’s state indoor meet, she was second in the 60-meter hurdles, fifth in the long jump and ran on the 4x200 relay team that finished fourth. That experience means she’s going to be counted on for leadership as a senior. “It means people look up to me, and I want to show them what I can do,� said Davis, who is also a standout volleyball player. “I want to represent West Feliciana the best way I can and show younger people that they can do whatever they set their minds to.� At the Bronco Relays, which were held in West Feliciana Parish, Davis also finished first in the 100-meter hurdles in 16.54 seconds and first in the 300-meter hurdles in 48.47. “I’m glad to have her; she’s one of our leaders. She wants to be, too,� Saints girls track coach Ricky Grant said. The Saints will be competing pretty much every week, including at the Balfour Saints Relays, which are scheduled for March 27 at the West Feliciana stadium. They’ll also host the District 7-3A meet on April 22. The state outdoor championships are May 9 at LSU. Zachary’s teams lapped the field, winning the annual outdoor competition with a combined score of 295 points to outdistance St. Amant (175.5), West Feliciana (134), Brusly (116.5), Port Allen (94), Broadmoor (91), Wilkinson County (79), Central (71), Northeast (35) and East Feliciana (18). The meet was held at West Feliciana’s track and field facilities because of ongoing

repairs to host Zachary’s stadium. Besides Davis, the only other West Feliciana girl to win an event was Madison Dawson, who finished first in the pole vault with a leap of 8 feet. Other girls scoring points for the Lady Saints were Davis, India Richardson, Jammesha Duncan and Dorsey with a second-place finish in the 4x200 relay; Richardson, Duncan, La’Jerica Coates and Dorsey, fourth place, 4x100 relay; Richardson, Dawson, Jasmine Washington and Duncan, fifth place, 4x400 relay; Richardson, sixth, triple jump; Duncan, fifth, 100-meter dash; and Kerragan Turner, fourth, 800-meter run. For the West Feliciana boys, winners included Ryan Reed, who finished first in the 100-meter dash in 11.26 seconds. Reed was joined by Desmond Wilson, RC Carmenia and Darius Davis to win the 4x100 relay. Reed and Derek Turner were second and third, respectively, in the 200-meter dash. Other boys collecting points for the Saints include Ty Gwin, second place, pole vault; Landon Tauzin, sixth, 300-meter hurdles; Ronald Sims, sixth place, shot put; Jacob Fudge, fourth, discus; Christian Rea, fifth, 1,600-meter run; Hunter Fudge, third, 3,200-meter run, and sixth, 1,600-meter run. schools First-time players sweep state Stock Market Game Advocate staff report Leneeta Ewing’s financial math class at West Feliciana High School won top honors in the state recently in the fall Stock Market Game. “More impressive, it was their first time to participate in the competitive simulation,” Ewing said of her students. The Stock Market Game is an online program of the Louisiana Council for Economic Education used by educators to teach the principles of personal finance. Topics covered include basic stock market vocabulary, how to read a stock table and where to find tips to help students find and follow stocks. In the simulation, students are “given” $100,000 to invest in the stock market in real time and compete against other teams within their school as well as from around the state, Ewing said.

extension concepts, and has a companion piece, Investwrite, which allows for the merging of math and English language art skills.” Ewing said she taught the financial math class for the first time in the fall and she’s trying to build the curriculum from

the ground up. “I was looking for something fun that would benefit all of my students,” said Ewing, who admits to being completely surprised when her classes took first and third places. “I didn’t even know there was a cash prize.” Students taking the class range from those who have already earned some college credit but need to fulfill a final math requirement to those pursuing a career track who require a practical math course, Ewing said. “I know this is a tool where I’ll learn more every time I use it. I’ll definitely be using the Stock Market Game again,” Ewing said. LCEE offers workshops for kindergarten through 12thgrade educators around the state, helping teachers use the SMG and other curriculum pieces in their classroom, Smith said.

“All of our programs are designed to be dynamic in nature and we know that one size does not fit the need for every district, school, classroom or teacher,” says Smith, who encourages teachers to reach out to LCEE with their specific needs. Ewing’s students finished in first and third places, while David Faerber’s Investment Club team at Lee High School in Baton Rouge took second place. “Educators like Mr. Faerber and Mrs. Ewing deserve recognition for being the kind of teachers who provide unique learning experiences for their students. “They don’t just ‘download’ information into their students and expect it to take hold. Poet laureate visits Bains Elementary Advocate staff report Bains Elementary School fifth-graders were introduced to Louisiana Poet Laureate Ava Leavell Haymon during a poetry writing workshop Feb. 27 in St. Francisville. Haymon read aloud some of her poems to the class and discussed the evolution of poetry, emphasizing the importance of sound and images to the medium, according to Olivia Pass, chairwoman of A Celebration of Literature and Art. “The students were mesmerized by Haymon’s enthusiasm for poetry, and when she asked how

many of them were poets, all hands shot up,” Pass said. The students wrote their own poems, modeling them after one of Haymon’s that uses repetition for the first three words of each line. “It’s been a thrill to see one of our authors share her love of poetry with elementary students in our parish,” Pass said. Haymon was one of four writers who appeared at the Writers and Readers Symposium Feb. 21 at Hemingbough. The event along with the workshop was sponsored by CLA.

ST. FRANCISVILLE — Ngozi Nwabueze, Landry Higgins and Andrew Dantin have been selected as West Feliciana Parish students of the year and will advance to a regional competition. The three students each submitted portfolios for consideration and were selected by a committee at their respective schools. Every year, the Student of the Year Awards program recognizes outstanding elementary, middle/junior high and high school students. The program is patterned after the Teacher of the Year Awards program, and students are selected based on excellent academic achievement, leadership ability and citizenship. It is sponsored by the State Superintendent’s Office through the Department of Education and the Board of Elementary and Secondary Education. The three West Feliciana students advance to one of six regional competitions across the state. Once a regional finalist is selected for each category, they advance to the Student of the Year awards ceremony held in Baton Rouge where the 18 regional finalists and the three State Students of the Year are honored. Nwabueze, 18, is a senior and National Merit finalist and National Achievement finalist. She is the daughter of Dr. Nnamdi and Stacie Nwabueze and has one brother and two sisters. She hopes to follow her father’s footsteps into the medical field, perhaps neuroscience or psychology, she said. Nwabueze was elected Stu-

She was elected Best Lawyer in Louisiana’s 2014 Mock Trial competition. In her spare time, she enjoys spending time with her family and doing volunteer work, she said. Of the SOTY honor, “I will work hard to build the career I want to do,” said Nwabueze, who is considering attending Duke, Emory, Rice or Vanderbilt. “I want to work hard and make a difference in the world.” Higgins, 14, is an eighthgrader who is a member of the Beta Club, Little Sisters of the Women’s Service League and the cheer team. She is the daughter of Missy and Miles Higgins and has one sister. She said she hopes to attend an Ivy League university. She enjoys horse riding and competing in equestrian events and said she likes to read. Earlier this year, Higgins

won an award for short story writing from the Daughters of the American Revolution. “The school has helped me and the teachers are very supportive,” Higgins said. “We have a great academic system and it helps to know the teachers.” Dantin, 11, is a fifth-grader at Bains Elementary School and is the son of Chris and Christy Dantin. He has one brother, Duke. He said Duke, who is autistic, is his best friend. Dantin said he likes math because it comes easy to him and his hobbies are playing sports and being outside. He also likes art and video games. “I’d like to be a lawyer because I like to ask a lot of questions,” Dantin said. “Or a doctor, because I like to help people and save lives.” The regional winners will be announced late this month or the beginning of April.

Working on PIAL rating packet to turn in next week, waiting on some information from LSU and 911 Center. Had a few grass fires due to dry weather. The fire department along with several other fire departments in the parish assisted Centreville Fire Department last week. Waiting for the maintenance department to install the fire hydrant. Buffalo Electric was trenching to install lights around the landing pad. The light o n the front of the building will be moved on the ground pointing back toward the building due to blinding citizens on Highway 63.

The sewer project is moving forward. The maintenance department had several water leaks that have been repaired. We have two maintenance men to install the radio read meters. 4. COUNCIL - NOTHING 5. MAYOR Mayor Bell stated that the Drug and Awareness Council has started a project. Mrs. Selders is a member and the contact person of the Drug and Awareness Council they have asked to place a prescription drop box here at Town Hall. The new phone system has been installed. Mayor Bell stated she will bring more information for the Festival in July. The Mardi Gras parade went well, there was concerns about some things as to what can and cannot have or do in the parade. Her response to the citizens was t h e Town of Clinton was the host not the sponsor of the parade. I. The police department purchased another unit which will be delivered any day. The 2005 Impala has been surplus that is parked in the rear of the building. The 2007 Charger V-6 Hybrid with a Mercedes transmission and the 2007 Charger V-8 units that were bought with a grant from the previous administration. The V-8 Charger has been taken to DCI and later on to the Dodge Dealership for repairs. A $280 wire harness has been put in. Chief Dunn proposed to surplus and sell the V-6 Charger and Chevrolet Impala. By September we will have four new vehicles, one is coming this week and three from the Pennington grant. Ms. Greggs presented the 2nd Quarter Financial Report for Food & Nutrition for the period July 1, 2014 to December 31, 2014, indicating revenue over expenditures in the amount of $53,882. It was moved by Mr. White, seconded by Ms. McKinney to approve the 2nd Quarter Financial Report for Food & Nutrition as presented by Ms. Greggs. Vote was unanimous. Motion Carried. Mr. Jim Ferguson, West Feliciana Parish Director of Public Works, Planning, and Zoning, is assisting the school board and the committee with the hazardous cleanup of the Pecan Grove property. According to Superintendent Milton, Mr. Ferguson’s expertise has been invaluable, as none of

us know what is involved with this sort of project. The Board was asked to allow Ms. Davis to begin negotiating a contract with Terracon of Baton Rouge, the bidder chosen by the Committee. Progress will be presented to the board next month. Mr. Ferguson’s goal is to make sure that the firms submitting bids are qualified and that their bids are within his projections, which he estimates to be in the $100,000 range. It was moved by Ms. McKinney, seconded by Ms. Tycer to approve request as presented. Vote was unanimous. Motion Carried. Mr. Mike Schexneider, Auditor with Postlethwaite & Netterville, presented the year-end report. Overall, Mr. Schexneider’s report was very positive. He stated that, “The West Feliciana staff’s record keeping and reports, measured against generally accepted accounting procedures, merited, in fact, an “unmodified opinion, the highest rating.� The Board received $25.6 million in all fund revenues while expenses were $24.2 million. The total net income for the year was more than $1.3 million increasing the fund balance to more than $4.8 million. It was moved by Ms. O’Brien, seconded by Mr. Coats to approve the FY13-14 Year-End Report as presented. Vote was unanimous. Motion Carried. Ms. McClure asked for permission to proceed, as needed, with the E-Rate Related Bidding Process. It was moved by Ms. McKinney, seconded by Mr. White to approve request as presented. Vote was unanimous. Motion Carried. It was moved by Ms. Wilson-Rogers, seconded by Ms. McKinney to approve the following use of facilities request: i. Grace Episcopal Church to use West Feliciana High School Auditorium on Friday, February 13, 2015 at 6:00 p.m. for a performance by African Children’s Choir “WATOTO� as part of their U. S. Tour. Waiver of fees requested. Certificate of insurance provided. We find that the benefit to the school system exceeds any fee charged. WEST FELICIANA PARKWAY PROPERTY: Fire Chief was contacted about whether or not the Fire District would consider selling four acres with frontage on West Feliciana Parkway. The interested party could not make it tonight due to other obligations. Motion by Mr. Neal and seconded by Mr. Smith to set up a meeting with the interested party and discuss prior to the next board meeting. Motion carried all in favor. 9. FINANCE REPORT: Chief Wood gave a briefing on the FY 2013 to 2014 legislative audit. The auditor indicated that the Fire District had good control of the financials and was financially stable. No findings were reported. In addition Chief Wood reported that despite a drop in ad valorem taxes the Fire District was able to maintain revenues. This was in part due to the establishment of a CD ladder which doubled the interest income the district has been earning when compared to the LAMP accounts. RESOLUTION 0209201501 WHEREAS, Mr. Ronnie Bourgeois made an outstanding contribution to the Parish of West Feliciana in his years of service on the Board of Commissioners of Fire Protection District Number One (1) of West Feliciana Parish; and WHEREAS, during his tenure from March 2006 to January 2015 on the Board of Commissioners, Mr. Bourgeois served in different capacities including service on standing committees and as the vicechairman; and WHEREAS, the Fire District has greatly benefited by Mr. Bourgeois’ s dedication and service to the people of West Feliciana Parish, as well as by helping establish the full time fire chief position, by working for and advocating the Fire Protection District adopt a more aggressive prevention program to help stop fires before the need to respond arises and many other improvements over the three decades he served; and WHEREAS, Mr. Bourgeois served with distinction as he worked with department leadership, fellow commissioners and elected officials to enable the Fire District to be successful in providing fire protection and other needed services to the citizens of West Feliciana Parish which has resulted in enumerable lives and property saved: BE IT RESOLVED, that the Board of Commissioners of Fire Protection District Number One (1) of West Feliciana Parish hereby commend Mr. Ronnie Bourgeois for the outstanding service and sacrifices made as a member of the Board of Commissioners and for his service to the community as a whole, as keeping with the highest traditions of the Fire Service. In regards to establishing a certified Fire Prevention Bureau, the Office of State Fire Marshal requested a release from liability for fire inspections not complete by their inspectors but by Fire District inspectors. Advocate staff report When Henderson Lewis Jr. arrived in East Feliciana Parish in June 2012 to serve as the superintendent of schools, the East Feliciana School Board charged him with leading the system’s efforts to become Louisiana’s premier rural school district, school officials said in a news release. Today, students say they are proud of the progress the district has made under Lewis’ leadership and are excited to bring those efforts to the next level, even as their superintendent departs for Orleans Parish next month, the release states. “In the last three years, my school has improved tremendously academic-wise and behavior-wise,”said East Feliciana High School senior Charquela King. “As students, this year we are being taught at a different rate, a rate at which we understand the lesson better.” Chynna King, a fourth-grade student at Clinton Elementary School, said efforts have been revitalized across the parish. “We’ve improved on working together and communicating,” Chynna said. Students pointed out that the faculty and staff members of East Feliciana Schools have served as role models. “My school provides us with good teachers and makes sure we learn every day,” said Lily Antor, sixth-grader at Slaughter Elementary School. “The best thing about my school is that we have teachers West Feliciana Public Notices

and an administration that care for the students,” East Feliciana High School senior Tiara George said. “They want to see us succeed; therefore, they make themselves available to do anything they can to help us achieve each and every goal we may have.” Students praised both the higher expectations the school system holds and the support they are given to reach that bar, the release states. “You have to have a certain grade-point average to play sports,” East Feliciana Enrichment Academy student Braylon Davis explained. “My school puts education first by prohibiting people with a low grade-point average from participating in sports,” said East Feliciana Middle School eighth-grader Shalimar Hollins. “My school also offers tutoring so that these students can raise their gpa.” “My school puts education first by giving homework and by tutoring,” said Clinton Elementary School fifth-grader Riley Smith. This explains the levy authority of the Police Jury as the governing authority of the Communications District. Discussion was then held on the 911 signage ordinance problems. Jim Ferguson advised the Board that the Parish Council is presently working on ways to address the problems. At this time he introduced Wally Mahurin the new IT person for the council. He informed the Board that Wally will be available to help out with issues at the 911 Center. New Business 1. Cpt. Ralph Ladnier informed the Board that new bulbs have been ordered for the outside lights. Also the new generator has not been delivered. The State will also provide a portable power generator. 10290 11. PARISH PRESIDENT’S REPORT Mr. Couhig announced an upcoming bike race to be held at the Sports Park and plans to post the route of the race on the parish website. He warned the public of possible frozen precipitation and possible ice on the roadways tonight. He asked the Council members for their ideas and suggestions on the budget and concluded his report providing an additional date of March 12th for a very important community meeting. The contracts he [Mr. Couhig] referenced at last month’s meeting should be presented to the Council for consideration and action at its regular next meeting and he welcomed Council members to meet with him for further discussion prior to the meeting. Mayor’s Report - Mayor D’Aquilla • In’s & Out’s are still working on locating better pricing on flower baskets for the poles and boardwalks. Once a price quote is provided, it will be presented to the Board. • In April we will begin working with our utility software provider to begin offering ACH Drafts on Online Payment options to our utility customers. • Crews are working on getting the Town ready for Pilgrimage. Police Report - Chief Scott Ford • Police department has been working with Mt. Carmel Church to provide traffic control assistance on Fridays Knights of Columbus lent dinner pickup. • The second notifications were sent out via certified mail to business located on the Highway 61 Scenic Corridor Overlay District that will be required to lower their signs per the 2013 Comprehensive Zoning Ordinance which became effective on April 12, 2013. Within the ordinance there is an amortization period of (3) years to bring the signs in to compliance which means the signs will need to be in compliance on or before April 12, 2016.
