Students honored for artwork The East Feliciana Parish School Board honored seven students Dec. 1 for their entries into the school district’s annual Christmas card art contest. 2 mayors win new terms

Jackson, Norwood leaders unopposed BY JAMES MINTON

Special to The Advocate CLINTON — Jackson Mayor Charles Coleman won a sixth term, and Norwood Mayor Becky Bellue won her third term when qualifying ended at the Clerk of Court’s Office on Friday for the three March 5 municipal elections in East Feliciana Parish. Coleman and Bellue both qualified without opposition for their posts, according to information posted on the Louisiana Secretary of East State’s website. Feliciana Coleman also served as a police juror representing Jackson, and Bellue was an alderwoman before succeeding Jimmy L. Garig as mayor in 2008. Coleman said “a couple of peopleâ€? had talked about running for mayor but decided against it. “There’s nobody who wants this job. There’s too many headaches,â€? Coleman joked. Bellue said she is grateful for her support and that she was able to win another term without having to campaign. In Slaughter, Mayor Robbie Jackson is opposed in his bid for a second term by Alderman Nick St. Germain. Two of the three municipalities have elected law enforcement officials. Joseph E. Beavers is challenging Slaughter Police Chief Walter Smith Jr., who is seeking his fourth term as the town’s top cop. Jackson Town Marshal Fred Allen is seeking his third term and is opposed by Mark Dousay. With St. Germain seeking the mayor’s job in Slaughter and incumbents LaTrelle Cart and Ashby Schwartz not seeking re-election, a total of nine candidates signed up to run for the five seats on the Slaughter Board of Aldermen. They are incumbents Liz Aaron and Aimee Bellue, along with Dave Almond, Shane Bourgeois, Roy Elliott Corcoran Jr., Janis Landry, Justin Shotwell, Keith Strohpaul and Ramona Wallace. Schools win grants to help students with disabilities Advocate staff report School in East and West Feliciana parishes are among the 66 districts and charter schools to receive the Louisiana Department of Education’s Building Pathways to High School Diplomas for Students with Disabilities Opportunity Grants, which was announced Dec. 2. Recipients will use the nearly $4 million in grant funding to improve graduation rates and provide career preparation and opportunities for students with disabilities after high school, a

Approved for funding are 55 school districts, 10 charter schools and the Louisiana Schools for the Deaf and Visually Impaired. “These grants will allow districts and charter schools to better maximize the educational experience for students with disabilities, offering them an increased opportunity at success after high school with a diploma,� state Superintendent John White said. “It is expected that this will further the progress made, ensuring all stu-

dents can pursue a high school diploma that prepares them for meaningful post-secondary experiences.� According to the DOE, the most recent data shows a growth of more than 7 percentage points in high school graduation rates among students with disabilities, from 29.3 percent in 2010-11 to 36.7 percent in 2012-13. In 2014, the Legislature established an alternate diploma pathway for students with disabilities, holding them to the same high expectations as their

nondisabled peers, the release said. East Feliciana Parish schools will receive $55,000, West Feliciana Parish will get $52,800 and nearby Pointe Coupee schools, $52,800. The funding will provide necessary equipment for students with disabilities access to career preparation experiences; establish new partnerships with local businesses providing hands-on workplace experiences for students with disabilities adhering to Jump Start Internship Guidelines; train

future,� Chastant said. The 53,000-square-foot facility off Burnett Road will feature state-of-the-art technology and 12 patient rooms. The emergency department will offer six exam rooms and two trauma rooms. Chastant said the project is expected to come in under budget and to be completed in summer 2017. Finally, Joey Furr, a landscape architect, presented a plan for his firm, Joey Furr Design Studio, to help supervise the development of the town gateways, town center and U.S. 61 enhancements. The aldermen agreed to consider the proposal at a future meeting.

Tully named chairwoman of Audubon Pilgrimage Advocate staff report The West Feliciana Historical Society has named Susie Tully, of St. Francisville, as its 2016 Audubon Pilgrimage chairwoman. Tully became involved with the Audubon Pilgrimage soon after moving to West Feliciana Parish in 1993. She has served as a house docent, Rural Homestead docent and cemetery tour coordinator for the annual pilgrimage. The event that has been a family affair for her husband, Tom, and their daughters, Claudia and Fiona. The family has participated in many pilgrimage activities and events, such as volunteering as house docents, cemetery tour docents and joining the Sweet Maids and Maypole dancers. The Tullys restored their circa 1918 home, the Levert Bockel House, which was on the 1998 and 2015 pilgrimage tours. Susie Tully was born and raised in the New Orleans area and graduated from Archbishop Chapelle High School. She graduated from LSU in 1985

Susie and Tom Tully, of St. Francisville with a Bachelor of Science in chemical engineering, and became a licensed professional engineer. She worked at several chemical manufacturers in south Louisiana and in all areas of the industry, including engineering and engineering supervision, production, business development, human resources and public affairs. Tully was involved with the Louisiana Chemical Association. She was inducted into the LSU College of Engineering’s Dean’s Club in 1996, an award

that recognizes the professional contributions of engineering alumni. In 2005, Tully took a hiatus from her career to raise her daughters, who are students at West Feliciana High School. Tully volunteers with several community groups, presently serving on West Feliciana’s Tourist Commission and Historical Society board and the St. Francisville Symphony Association board. She is an alumna of the West Feliciana Women’s Service League. Tully also is a Louisiana Master Gardener and member of Feliciana Master Gardeners and Feliciana Country Gardeners. As a member of the Feliciana Master Gardeners, she served as chairwoman for the St. Francisville Spring Stroll for two years. Tully and her family attend Grace Episcopal Church, where she serves as information coordinator for Grace Church Cemetery, chairwoman of the Grace Preschool Advisory committee and has served as senior warden on the Grace Church Vestry.

Plenty of visitors and locals enjoyed three beautiful days of pleasant temperatures and sunshine for the annual Christmas in the Country weekend celebrated in St. Francisville Dec. 4-6. Mayor Billy D’Aquilla lit the town’s Christmas tree and hosted a reception and fireworks on Friday, while Voices in Motion, the Bains Lower Elementary Choir, performed holiday songs on the front

porch of Town Hall. A prayer breakfast at Methodist Church Fellowship Hall got Saturday’s activities started, along with the annual Breakfast with St. Nick at Jackson Hall presented by the Women’s Service League. Among Saturday’s highlights were the first Christmas on the Run fun run and 5K races benefiting Relay for Life, the Talented Art Walk and a host of activities in Parker Park that included music, food and plenty of homemade arts and crafts.

The Friends of the West Feliciana Parish Library showcased its annual Christmas Tour of Homes while Oakley Plantation featured a colonial Christmas with cooking demonstrations and candlelight tours. First Baptist Church offered a live nativity. Events on Sunday culminated with a visit from Santa Claus at the town’s annual Christmas parade along Ferdinand and Commerce streets, and later, a Christmas Holiday Brass concert and dessert reception was held at Hemingbough.

About 100 art students in grades nine through 12 at West Feliciana High School recently created about 200 Thanksgiving cards. The cards were delivered to a retirement home in St. Francisville by the school’s secretary, Maria Peterson.

‘Sand Supervisor’, a painting in oil on linen by Donna Kilbourne, of Clinton, was juried into the 46th annual River Road Show, featuring work from 75 artists from around the U.S. Kilbourne’s painting will be on display through December at the Louisiana State Archives Building in Baton Rouge.

Artist Donna Kilbourne will host an open house and art show at Charter Street Studios on La. 10 and College Street from 10 a.m. to 5 p.m. Thursday in Jackson. Everyone is invited to attend. The art show and sale will feature Kilbourne’s work, as well as paintings by 15 artists who display their artwork at the studio. Kilbourne is a resident of Clinton and a founding member of Charter Street Studios, as well as a member of Arts for All in St. Francisville, the Zachary Artists Guild, Associated Women in the Arts in Baton Rouge, Oil Painters

of America and the Women Painters of the Southeast. Kilbourne began painting in the late 1990s. She has studied with numerous artists and has appeared in several art publications. Library exhibits River Preacher paintings Advocate staff report Artist Merriann Hornsby’s paintings chronicling the life of George West, also known as the River Preacher, will be on display from 2 p.m. to 4 p.m. Saturday at the Zachary Branch Library, 1900 Church St. West, a native of Ascension Parish, began preaching up and down the Mississippi River in 1941. In his later years, he returned to the area and could be found, almost daily, at the ferry landing in Baton Rouge in his long white robe and with his tall white cross, preaching, according to a news release. Inspired by the preacher’s dedication to his calling, Hornsby put her memories of West on canvas. Hornsby, an artist who lives in Clinton, is married to Scott Hornsby, formerly of Fellowship Church in Zachary.

ST. FRANCISVILLE — Louis Smith knows there are two major characteristics that make a marching band successful. One is playing the part loud and proud. The other is looking the part. Thanks to the recent purchase of new uniforms, the East Feliciana Marching Tigers Band is able to do both whenever and wherever it plays. Smith, who has been the East Feliciana band director for two years, knows a marching band can be one of a school’s most recognizable and effective ambassadors. As a former trumpet player for the famed Southern University’s Human Jukebox, Smith also knows the value of not only playing the part but looking like a serious

marching band. “Being in a band can be one of a school’s biggest brands out there,� said Smith, who is originally from Leesville. “We have a lot of talented musicians, and I just want them to be heard.� East Feliciana spent more than $21,000 to purchase the new uniforms to dress the band in style. In a ceremony on Oct. 29 in the East Feliciana gymnasium, the band members revealed their new uniforms to the school and the community. Smith is doing his best to get his East Feliciana band noticed outside of the parish. It regularly performs at all school events and local parades, but it also branches out to Mardi Gras parades in New Orleans, Alexandria and Houma. He said he would like for the band to travel to more distant places like Houston to per-

form in a Martin Luther King Jr. Day parade, but one thing is making it difficult. “It boils down to funds,� Smith said. “You have to have funds for travel, lodging and food. It costs about $225 per student, and for 50 to 60 students, it adds up pretty quick.� The band has occasional fundraisers like cookie dough sales and working the concession stands at sporting games, but he hopes local businesses will become supportive with sponsorships. He said a long-term goal is to also purchase new instruments for the band, which would cost more than $100,000. “I’m just trying to get their talent noticed, that’s my goal,� Smith said. “My biggest thing is there is talent here in this parish, and somebody is here that can do something very well.�

A few minutes after his team’s 46-38 overtime victory over West Feliciana on Dec. 4, Lutcher coach Tim Detillier stood in the middle of a huge crowd of jubilant fans, players and their families and friends on the Bulldogs’ artificial turf. He was jubilant but drained and pointed to the other end of the field where the West Feliciana team was congregated. “That is a fantastic football team over there, very well coached, and they could have just as easily won this game,” Detillier said. “There were no losers here tonight. They should be very proud of the way they played. I would hate to have to play them again. That was one heck of a ballgame, wasn’t it?” Indeed, the Saints and Bulldogs battled hard, exchanging leads and making big plays. Ronald Sims scored three touchdowns and two conversions while rushing for 182 yards, and quarterback Derrick Turner added 117 yards, a touchdown and a conversion. Statistically, the game was virtually even, as the Saints had a slight edge in total yards of offense, 402 to 389. The Saints played their hearts out, pushing the topseeded team in the Class 3A playoffs to the brink on their home field. West Feliciana finished one yard short of potentially tying the game and pushing it to a second overtime. The Bulldogs will play for the Class 3A championship against parish rival St. James in the Superdome. Instead of earning a first trip to the Superdome, coach Robb Odom’s squad can be content in the fact it made it to the semifinals for the third time since 2010 and the second straight season. “All I know is those kids played their hearts out. I hated that it ended this way, but you know, it’s OK,” said Odom, whose team finished 9-5 for the season. “I hate that it’s over for us. The kids played hard. It kills me, and it kills them. This is a great group of kids. They played every game this year as hard as they could, and that’s all we could ask of them. “ When asked what he’d take away from this season, Odom said, “I guess the same thing we took away last season. Play all season, bust our butts and get another shot at it, I hope.” Odom pointed out that the seniors have won more playoff games than any in the

Ex-Officio members present: Bridget Plauche and Chief James Wood [arrived at 5:09 p.m.]; and member(s) absent: Merrick "Ricky" Lambert. Others staff and/or guest (s) present: Public Works Director/ Planning & Zoning Administrator, Jim Ferguson and the Assistant District Attorney (ADA), Michael L. Hughes. Chairman Plater Gooden called the meeting to order then led the Prayer and the Pledge of Allegiance. The Commission was ready for the transaction of business. Upon a motion of GODKE, seconded by NEWKIRK, the Commission approved the agenda. The Administrator stated that there were no reports from the staff. At 5:04 p.m., upon a motion of GODKE, seconded by LEE, the Commission entered public hearing. The ADA explained that this is part of the process by which the Code of Ordinances is to be adopted by the Council as a whole that includes the Official Zoning Map. Mr. Gooden stated the Code is being submitted for approval as is and areas have been identified already for correction at a later date. Ms. Godke noted two major areas to be corrected as follows: reference to Parish Manager or his authorized designee, CD130:4 and CD 130:5 under definitions that references the Subdivision Commission. At 5:15 p.m., upon a motion of GODKE, seconded by NEWKIRK, the Commission exited public hearing and returned to regular session. Carlos J. Sam, Superintendent then turned the floor over to Mr. Byron Headrick for his presentation. Byron Headrick reviewed with Board Members present and Superintedent Sam his handout and power point entitled “Lean Opportunity Readiness Assessment® (LORA) Board Summary Results Transportation X Maintenance/Custodial X Finance/HR” (a copy of which is attached hereto for reference).

EOC Exams was a 20+ difference, Assessment ACT was a 12.2+ difference, Strength of Diplomas increase to 0.5, Graduation Co-Hort 3.8 and School Performance Score moved from a 60.8 to a 76.4, which is a 15.6 difference. We have got to commend Dr. Green and his Staff. He noted we will bring to you next Month the School Performance Scores for the Elementary and Middle Schools and give you a full report as it relates to the District Performance Scores. Board Member Dawson related speaking of Dr. Green, the Program they had the other night for Viewing the Band Uniforms was excellent. Board President Bradford related it was very good, thank you Dr. Green. Item 5.B.(7) Carlos J. Sam, Superintendent turned the floor over to Mr. Bell for his presentation. James Bell, Jr., Supervisor reviewed with Board Members present and Superintendent Sam his handout entitled “Monday, November 02, 2015 Operations Projects” (a copy of which is attached hereto for reference. Paul Kent, Chairman of the Bid Opening Committee announced scheduling and advertisement of a Bid Opening Committee Meeting for Monday, November 30, 2015 at 1:30 P.M. to receive and open sealed bids in connection with sale of public school property known as the Old Clinton High School Facility and Campus located at 10935 Plank Road, Clinton, Louisiana, with publication dates of 10/22/15, 11/05/15, 11/12/15 and 11/19/15 in Official Journal, The Watchman.

Board Member Rhonda Matthews left the meeting during the presentation. Board Member Brooks rejoined the meeting during the presentation. Carlos J. Sam, Superintendent related to Board Members present that he sent you an e-mail today announcing that at the 6:00 P.M. Edition of WBRZ Channel 2, will air a news story regarding the Old Clinton High School. He noted the Interview for same was conducted this afternoon and he will try to share a sound bite on same with Board Members. Item 7.D. Sam.

Carlos J. Sam, Superintendent then wished Board President Bradford a belated late October “Happy Birthday” and Board Member Beth Dawson a “Happy Birthday” for her upcoming early November. Carlos J. Sam, Superintendent related to Board Members present that we are going to present tonight information relative to the Charter School Renewal Process. He wanted to reiterate that this presentation is merely what it is, it is going to demonstrate to you your obligation as a Board as it relates to the Charter School Renewal. He noted wanting to make sure the Board understands the process and so will basically outline all of the State Statues and what is in Bulletin 126 and will bring to you next month, the findings of our Review of the Charter School and we sill ask the Board to take action at that time. He then turned the floor over Mrs. Netterville for her presentation. Board President Bradford questioned Superintendent Same you are basically giving us the process and that is it? Superintendent Sam related this is information only and this is just a review of the process to make sure the Board understands the process of what you are obligated to do in terms of the process.

Carlos J. Sam, Superintendent related to Board Member present that a brief report regarding or Personnel for the Month of November, 2015, entitled “Staffing Updates for November 2, 2015” will be given by Mrs. Netterville.

Superintendent Sam related we are close to completion and she will talk about that...

Item 5.B.(6) Sam.

Keisha Netterville, Executive Director, Human Resources related before you have our current school-based vacancies, numbers of certified and interim/ uncertified teachers and resignations dated November 3, 2015 and called for any questions at this time. Board President Bradford then directed Superintendent Sam on future reports, he would like to see the names of employees. Carlos J. Sam, Superintendent acknowledged the request. He then commended Mr. James Bell, Jr. for pinch hitting at Slaughter Elementary and that he has since moved Tongia Sanders, Assistant Principal from Clinton Elementary to Slaughter Elementary for the remainder of this School Year. He concluded that we will not start looking at sending someone to Clinton Elementary to make sure that we have the appropriate there as well. Thank you Mr. Bell. Board President Bradford then personally thanked and commended JES Asst. Principal Jonathan Loveall for all his extra work on the Election and even in the rain when we had already come in on Election Day, Mr. Loveall was still out working in the rain and we thank you very much and it is great to have you a part of our Staff. Carlos J. Sam, Superintendent related to Board Members present that he does want to remind you that you should have received information from me regarding the School Performance Score particularly for the High School. He noted since Dr. Curt Green is here, I want to commend and congratulate Dr. Green on a job well done. He continued as you know the High School moved from a “D” to a “C” School. He related in your report it basically gave you some percentage differences as it relates to 2014/2015 SY. He noted the Assessment

Board President Bradford questioned Superintendent Sam but after this process and the Charter School does everything they are supposed to do and you did what you are supposed to do, then you will make a recommendation to the Board at our December Board Meeting? Superintendent Sam related it will be his recommendation that we bring closure to it in December. Keisha Netterville, Executive Director directed Board Members present attention to her handout entitled “East Feliciana Public Schools Charter Renewal Process, Tuesday, November 3, 2015” (a copy of which is attached hereto for reference) and reviewed same. She then called for any questions or comments. After some discussion by Board Members Corcoran, P. Kent, Board President Bradford, Christel O’Quin, Ed.D., along with responses by Superintendent Sam and Executive Director Netterville, Board President Bradford noted Agenda Item 7.D. as informational only and called for a motion to adjourn. There being no further business to come before the Board, a motion for adjournment by Mr. Brooks, seconded by Miss Matthews, prevailed until the next regular meeting unless called into special session by the President.
